I am grateful to my hon. Friend, who reminds me that he is one of the most powerful champions of the voice of Scotland. Though I wish to pay tribute to him for a little longer, I should move on to amendments 2 and 3, which seek to change the date of the election. Why anyone would wish to move the date from the traditional day of a Thursday to a Monday, I cannot imagine. I am rather concerned that it is based on some perceived advantage of holding the poll on a Monday, which obviously would not be appropriate.

Dame Eleanor, I hope you will forgive me if I dilate a little on some of the other amendments. I received some constituency correspondence today asking me to back amendment 1, which relates to citizens of the European Union. Whatever our love for the citizens of the European Union who are in the UK, and however willing and delighted we are to embrace their work and welcome them to stay in the UK, it would be quite wrong to expand the franchise—

Thank you, Dame Eleanor. I will just say, in the context of amendments 2 or 3, that any attempt to gerrymander the poll to try to produce a particular result would be wrong and outrageous. Some of the other amendments tabled, which went beyond amendments 2 and 3, were quite blatant attempts to produce a particular result. That is wrong, and I am grateful that they have not been selected.

I think Conservative Members are quite comfortable with the notion that Scotland is a nation, but the United Kingdom is the basis for the electorate for this House, and it is quite right that the franchise should therefore be in citizens, or perhaps subjects, of the United Kingdom.

I do feel, Dame Eleanor, that I should now draw my opening remarks to a conclusion. I will simply say, on a serious note, that this Bill of course has to go through the other place. If the other place were to insert amendments in this simple and straightforward Bill that sought to produce a particular outcome, we would have to say that it has no right whatever to do that and that it would be quite unconstitutional. I think its Members would be playing with fire and, indeed, they would be playing with their own futures in that House were they to seek to amend the Bill to produce a particular outcome.

What a brilliant debate, Madam Deputy Speaker; isn’t it fantastic to have a Parliament for the north, with all of us, except you and the Government Whip, representing north-west constituencies? While we are here to talk about the Eden Project, we may as well push a few other of our pet projects in the north-west of England. As a Lancastrian, I am delighted to have the opportunity to respond to my hon. Friend the Member for Morecambe and Lunesdale (David Morris), whom I congratulate on securing this debate.

One can travel anywhere in Lancashire and find that because of the support of partners, including the local enterprise partnership, Lancashire County Council, Lancaster City Council and Morecambe itself, people are really starting to talk about this hugely exciting opportunity we have in the north-west of England and, more importantly, in Lancashire to have the Eden of the north. It is great that this project enjoys cross-party support, because wherever one goes, one finds that people are excited and passionate about driving forward Lancashire’s economy and they want to see this project delivered.

Of course, this is not the only thing that is happening in Morecambe. I am delighted that we have constructed the new link road with the M6, which is a significant driver of the economy. My hon. Friend has really campaigned on behalf of his constituents, as has the hon. Member for Lancaster and Fleetwood (Cat Smith), to transform the west coast of Lancashire, and I hope and believe that this can be the next project that drives the economy forward. Since the inception of this project, he has shown a dedication to the vision, and it is a bold vision; if someone were to approach an MP in their constituency and say, “I want to build giant mussel shells on the sand looking out to sea,” the MP could, if they were a doubter or they did not have the vision and passion of my hon. Friend, think that that person may be pulling their leg. But of course they are not, because the Eden Project has a track record of delivering these inspiring structures and inspiring the next generation about helping our environment.

Of course, more is happening in Morecambe, and I was delighted that it has recently secured the funding to go forward to the next phase of the Government’s future high streets fund. I was particularly pleased that in the last round of coastal community funding we were also able to support the Winter Gardens to have a new central heating system, which will transform it to a year-round venue. My hon. Friend is no stranger to the Winter Gardens, because he has a long history of supporting it. I believe I am correct in saying that he appeared there playing a guitar with members of Whitesnake—you may be a fan, Madam Deputy Speaker—to raise funds for the Morecambe Winter Gardens in its darker days, before we managed to support it with the coastal communities fund. He is passionate and he has a record to be proud of in his constituency, and I know he is valued by local residents from my many visits to the area.

I recognise, as do the Government, that the Eden Project North is not significant only to Lancashire—all of us Lancastrians know that it is significant to us—but is regionally and nationally significant, and can be seen as one of those big projects that can be a wider driver of our ambition for the northern powerhouse. That is why at the last Budget the Government committed £100,000 to work forward the business case, as my hon. Friend and the hon. Lady pointed out. The business case, which now sits on the Treasury desk, with a copy having been sent to me and to the Prime Minister, is exceptionally good work and draws a good plan for the future. The hon. Lady invited me to get out my cheque book this evening, but, as both she and my hon. Friend know, there is a Budget next month and decisions on funding on this scale would normally and naturally be made at a Budget. I know that both of them have been actively lobbying the Chancellor to make sure that he is as excited about this project as all of us already are. I hope that they will continue to do that, and I wish them success with their active lobbying work on behalf of their constituents and more widely on behalf of the whole of Lancashire.

It is extraordinary that the Eden Project chose Morecambe when it started to look for a site for an Eden North. Little old Morecambe is a wonderful place—anyone who has visited the Midland hotel will know what a wonderful place it is to spend time with friends and family on a holiday, or even on a day out—but it would not necessarily be the first place that came to mind for this. The project might have thought of better known resorts such as Blackpool, or of the Lake district, which is a UNESCO world heritage site. Morecambe was chosen, though, because the local authority and Members of Parliament were extremely active in engaging and lobbying the Eden Project to make sure that the opportunity came to Lancashire.

Morecambe is, of course, an extraordinary place. It has a tide that comes in faster than a horse can gallop. Anyone who has ever been on a guided tour from Morecambe over to what I think in modern parlance is referred to as Cumbria, but was always known as “Lancashire over the sands”, will have seen the extraordinary coastal beauty of the area. Anyone who has done that will, of course, want the project to come to Morecambe.

The economic case is compelling because of the potential economic benefits from bringing the Eden Project to Morecambe. The north has many areas of outstanding natural beauty, and this project could be an important part of the wider tourism offer that we can make from Lancashire and, of course, from the north-west more widely, as we leave the European Union on 31 October. Many people have spoken about the potential for visitors to the north of England—I encourage anyone to go there at any time, without waiting until we leave on 31 October. Other than Members of Parliament, who have to be here on Saturday, everyone else is free to go this weekend—but if the Eden Project was to be delivered, we would see a projected 750,000 visitors to Morecambe and Eden North in just the first few years of operation. It would create more than 6,000 jobs, and, as has been pointed out already, the economic case shows that for every pound spent—whether it be Government money, private money, local authority money or growth funding from the LEP—we will see a return of £4.20, which I can tell the House, as a good Lancastrian, is a good bit of brass for a bit of money that the Government are spending. I hope the Chancellor will be cognisant and mindful of the good economic case for the project as he looks forward to his next Budget.

The Eden Project North has the potential to be a transformational project for the north of England, and for Lancashire more widely. That is why it is very much supported by all Members of Parliament in Lancashire and all tiers of local government. In order to achieve it, I understand that the aim is to find £101 million of investment, which is what will be required to see the project through to completion. It will naturally be a cocktail of funding that comes forward to make sure this happens—I am sure there will be a requirement for some private sector funding and for some public sector funding—and we have some work ahead of us to make sure that we can blend that cocktail and see the project delivered.

As I have said, I believe the investment case for Eden is a compelling argument. There is a strong economic case for bringing the Eden Project to Morecambe. I am happy to work with Lancashire Members of Parliament from across the House on a cross-governmental basis to try to make sure that we can deliver not only the ambition of the Eden Project in the north, but the wider ambition that we all share for the county we are so passionate about. Officials in my Department are already working with the Eden Project, and local partners have today written—I was handed a copy of a letter at the start of the debate—to express the continuing support of local government partners, educational establishments and the LEP. That is an acknowledgment of the wide benefits, including the training and economic impacts, that would come out of this fantastic project.

Over the months and years ahead, I am looking forward to hearing more about the Eden Project, and to seeing the economic benefits that can be achieved. I wish all hon. Members good luck in their negotiations with the Treasury. I will happily work with them, because this is a crucial part of delivering the northern powerhouse that can transform the lives of everyone living in the north of England, and especially in Lancashire.

I end with a quote from Morecambe’s most famous son—after my hon. Friend the Member for Morecambe and Lunesdale, of course, so Morecambe’s second-most famous son, Eric Morecambe. This is the approach we need to take to the cocktail of funding that we are going to blend. He famously said:

“I’m playing all the right notes. But not necessarily in the right order.”

I hope that we will get all the right money, albeit not necessarily in the right order. Let us work together to make sure that this happens.

New clause 3—Homeless people and questions on gender identity and sexual orientation

“(1) The Secretary of State must make a statement to both Houses of Parliament on what steps the Office for National Statistics will take to ensure that people who are homeless have an opportunity to answer any questions about gender identity or sexual orientation under the Census Act 1920 or the Census Act (Northern Ireland) 1969.

(2) The statement in subsection (1) must be made within two months of the passing of this Act.

(3) In this section, “homeless” is defined as set out in section 175 of the Housing Act 1996.”

This new clause is intended to ensure that the Office for National Statistics takes steps to increase the participation of homeless people in the Census so that data on sexual orientation and gender identity includes information from people who are currently homeless.

Sikhs are being discriminated against. This new clause tabled in my name and those of other right hon. and hon. Members would mean that if the census included a question on gender identity, it would have to be written in such a way as to provide information about gender identity in different ethnic groups.

Discrimination exists in different ways within different communities and the only way to successfully understand the outcomes and the reasons behind discrepancies as well as to provide services is to look at intersectional areas, including the breakdown of gender within different ethnic groups. At the national and local level, public bodies including schools, hospitals, police forces, local authorities and central Government Departments only use ethnic group categories specified in the census to collect data for public service planning and decision making. I want to make it clear that contrary to what the Government have stated, public bodies do not use the religion category to provide public services. That is an important point. In total, there are 40,000 public bodies across the country. This amendment will allow the underestimation of Sikh numbers and inadequate allocation of resources to Sikhs based on current census statistics to be overturned.

According to the Women and Equalities Committee, the quality and depth of data on ethnicity collected by Departments varies widely, which is hindering efforts to tackle racial discrimination in public services. As a result of not being monitored as an ethnic group, Sikhs of all genders are left out of the equation in policy decisions. The Government have stated that the option to tick “other” and write in Sikh as an ethnicity in the census is adequate, knowing full well that public bodies ignore the “other” option and that this will do nothing to counter discrimination against Sikhs in their own right.

I thank the Minister for his comments. It is worrying to hear him say that the ONS would think about pulling this whole section if this proposal went through, because, as the ONS will know, disaggregating data is very important and we know that there are a lot of issues to address on the data on gender and especially on ethnic minority groups. I am grateful to him for offering a meeting to discuss this further. As elected legislators in this House, it is our duty to challenge all public bodies, especially when they are not working to ensure that communities that have not been counted are. There is a real need here, because the ONS has said time and again that it accepts, recognises and understands there is a demand to have a Sikh ethnic tick box. Despite that it is not prepared to do this. All we are asking for is the option of a Sikh ethnic tick box, which is very doable. We all know that when the census order comes to this House it will be very difficult to make any amendments at that time, so any work that needs to be done needs to be done between now and the laying of that order. Once again, I thank the Minister. I would not wish to jeopardise this section on the basis of what I am pursuing, but I will persist and I am grateful to him for offering a meeting. On that basis, I beg to ask leave to withdraw the motion.

We learn something new about procedure every day in the House—and I say that having been here for four and a half years.

I return the Minister’s compliments. He has worked openly with me and my colleagues on this important piece of legislation, which represents a positive step forward for LGBT+ rights in the UK. The Opposition proudly support the Bill, building on a long Labour party legacy of defending minorities and fighting for equality. As the Minister says, it will provide for voluntary questions on sexual orientation and gender identity to be asked in the England, Wales and Northern Ireland censuses.

Consideration of the Bill has seen Members make welcome points about the recognition of minority and ethnic groups. I pay particular tribute to my hon. Friend the Member for Birmingham, Edgbaston (Preet Kaur Gill) for her continued and tireless promotion of the questions we have discussed about the inclusion of Sikhs in the census.

It is vital that the Bill is passed and that work begins promptly on consulting a wide range of stakeholders across the community. Particularly at a time when the LGBT+ community continues to face widespread abuse, the inclusion of the tick boxes in the census is significant both practically and in principle. I should like to pay tribute to the work of Dr Laurence Cooley, the Economic and Social Research Council research leader, and lecturer in the School of Government and Society at the University of Birmingham. His research, which was published by the London School of Economics, outlines the dangers of an under-count of the LGBT population and the detrimental impact that that could have on the fight for full LGBT equality. On Second Reading, I cited some of Dr Cooley’s work without giving him the necessary credit, simply because that was knocked out for some reason from one iteration of the speech to the next. I apologise to him, and thank him for the gracious way in which he let me know that I was citing his work. Academics earn their living by informing public policy and by producing research that informs other work, and I am pleased to pay tribute to him.

The Minister has kept my colleagues and me informed about progress ensuring the participation of homeless people in the census. I pay tribute to him again for the letter that he has sent the shadow Chancellor of the Duchy of Lancaster, my hon. Friend the Member for Hemsworth (Jon Trickett), tonight, and which he is going to put in the House of Commons Library. Hopefully, we will meet staff and officials from the Office for National Statistics to discuss their work with charities and outreach programmes. We have seen reports that a record number of homeless people died last year—the biggest increase in deaths since reporting began.

LGBT+ homeless people warrant particular attention in this discussion, not least given the shocking statistic that up to 24% of the youth homeless population are from the LGBT+ community. Clearly, we are far from solving the issue of LGBT+ discrimination, but I hope that measures included in the Bill will give us the statistics and therefore the tools to help us solve that.

We still have a long way to go. The abuse suffered by LGBT individuals across society is shocking. Indeed, any abuse is shocking, but I hope that as the Bill becomes law and we prepare for the census we will be able to reflect better the society that we seek to represent, and that the mirror that we hold up gives us an accurate representation. I support Third Reading of the Bill.

Will the hon. Gentleman acknowledge that it is a Union of two countries? He is suggesting that Scotland is the same as Birmingham or any city—well respected as they are—within England, but that is not the same thing. We are talking about a Union supposedly of equals, that is anything but. I would suggest that the people of Scotland have every right to make a decision against—

The hon. Lady wants to look at Hansard and actually listen to what I said. I said that the SNP was about dividing our country along geographical lines and that if we want to talk about principles, we can find alliances, challenges and opportunities right across these isles, as we have done for over three centuries in the most successful political union the Earth has ever seen. I fear that I am not going to agree with SNP colleagues today.

The bottom line is that people are angry and concerned, as they should be the 21st century, as we face challenges from climate change, from technological innovation and from abroad. When people are angry, MPs need to step up and listen to that anger. They need to channel the anger and use it to make constructive, progressive suggestions to bring this country forward together.

I would say the same thing in reply to my hon. Friend: I believe that the Cornish have a unique claim in this regard, because it is the only UK national identity affected that is formally recognised by the Council of Europe under the framework convention for the protection of national minorities, which has been fully accepted and endorsed by the UK Government. I therefore think that there is a unique case for Cornish that perhaps does not apply to other ethnic identities. I say that in no way to belittle or denigrate other national identities, but—

Order. I understand that the hon. Gentleman and various hon. Members who have intervened on him over the last few minutes have very genuine concerns, but we must stick to the purpose of the Bill, which is about sexual orientation and gender identity. I have allowed some illustrative points about religious belief, ethnicity, geographical attachment and so on, because I have a lot of sympathy, but we must stick to the purpose of the Bill.

I have been inspired to speak in the debate by the contribution of the hon. Member for St Austell and Newquay (Steve Double). I agree with him about two things. The first is his strong support for the Bill; as I indicated in my two interventions on the Front-Bench spokesmen, I think they are right to bring in and strongly support the Bill. I also echo the praise from the hon. Member for St Austell and Newquay for the tremendous job of work that the Office for National Statistics and all its staff do. However, I share his frustration that, with one or two questions that have faced the ONS in preparing for the 2021 census, its temptation has been to see them as a little local difficulty and perhaps not to take them as seriously as it might. I recognise that concern.

At the beginning of his remarks, the hon. Gentleman retold the Christmas story in his own unique way—

Order. I have made it very clear that this is a very narrow Bill. I have allowed considerable leeway, and I have allowed the hon. Member for Harrow West (Gareth Thomas) to make three very long interventions—[Interruption.] Oh, was it only two? I have allowed him to make two very long interventions, because I thought that he was not going to make a speech. Now he is making a speech on a subject that I have said is not within the scope of the Bill. I hope that he will not seek to go further down that line. The Bill is about sexual orientation and gender identity.

For the record, Madam Deputy Speaker, I was not querying the number of interventions that you were gently chastising me for, but merely the accusation that they were long. I thought that they were entirely appropriate points to make.

Finally, I hope to follow the inspiration of the hon. Member for St Austell and Newquay in looking for an opportunity, perhaps on Report or in Committee, to explore the under-representation of Jains and Zoroastrians in the census.

On a point of order, Madam Deputy Speaker. Just across the road, parents whose children are dying from cystic fibrosis are lying in Parliament Square to bring this House’s attention to the urgent need for their children to have access to drugs that could save their lives. The campaign has been supported by the Daily Express and thousands of our constituents. Could you advise me on what I can do to raise this issue, so that all parliamentarians are aware of the vital need to support the parents and the children suffering with cystic fibrosis?

I thank the hon. Gentleman for his point of order, and I am sure the House will agree that he has just achieved what he set out to achieve. I do not think he needs my advice on how to bring this matter to the attention of Parliament, because he has just done so most eloquently and effectively. I am sure he will consult the Table Office about questions and the possibility of an Adjournment debate or, indeed, an urgent question to a Minister, but we all heard what the hon. Gentleman said, and I am sure that his remarks will be noted widely.

We continue to make the case in Yemen for ensuring that there is a political solution. That is the only way in which we shall see a stable, secure Yemen into the future. We have been playing a leading role in those diplomatic efforts. We are supporting the United Nations in bringing key Yemeni and international actors together to deliver a peaceful solution. We support the efforts of the UN special envoy, Martin Griffiths, and we continue to do so, particularly to secure the implementation of the Stockholm agreement.

On the first point that the hon. Gentleman raised, I am not sure that the SNP is the best party to raise the question of how leaders are appointed to the leadership of their parties.

Thank you, Madam Deputy Speaker. In terms of value, the United States is the world’s largest export market for Scotch whisky, worth more than £1 billion last year. Yesterday, we heard that Scotch is on a list of products that could face large import tariffs into America, which would be deeply damaging, particularly for whisky-producing communities such as those in my Argyll and Bute constituency. What discussions did the Prime Minister have with President Trump over the damaging America First, isolationist trade agenda and the effect it will have on markets around the world? Does she agree that in terms of trade, as in so much else, he is not a trustworthy ally?

We have been consistently clear with the United States about our concerns regarding the approach it is taking in relation to trade. As I said earlier, we continue to support the concept of a rules-based international order, working through the WTO. As I said in my statement, we want to see reform of the WTO rather than people resorting to the introduction of tariffs. We consistently champion the Scotch whisky industry around the world. I am pleased to say that there have been successes, not least by one or two of our trade envoys, in working with the Scotch whisky industry to ensure that tariffs have been reduced in other parts of the world; I can think of at least one example. We continue to try to ensure that we are opening up markets for Scotch whisky, which is an extremely good product and which we want everybody around the world to be able to enjoy.

In commending the hon. Gentleman’s excellent speech, may I say for the sake of wider consumption and for those who pay attention to our proceedings here that the lack of hon. Members in the Chamber at this particular moment is absolutely no reflection on the way in which this debate is perceived by hon. Members in general?

Listening to the hon. Gentleman, I had a tear in my eye. I remember very well exactly where I was when I heard the news about John Smith. I can confirm what the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) said about the Scottish Conservative party conference, which was immediately suspended on that day. Perhaps I am somewhat biased as a West of Scotland, Church of Scotland, Scots lawyer, albeit a Conservative, in my absolute respect and liking for John Smith. I had the opportunity to speak to him reasonably often, and I held him in the highest regard.

What the hon. Member for Edinburgh South (Ian Murray) said about the lessons we can learn, 25 years on, from the way in which John Smith conducted his political life and political relationships is a very strong message indeed. I simply repeat that the fact there is not a very large number of Members here to reiterate that message does not mean it is not held in very great honour. The memory of John Smith in this place will go on and on.

The hon. Lady probably wonders why she is left to the end. I will explain very simply: she came into the Chamber after—quite a long time after—the Minister had started speaking. Strictly, I could say that the hon. Lady should not have an opportunity to put her question, but I do not believe we need to be utterly strict. I am sure she has an important question to ask, so of course she has an opportunity to ask it.

Participating in voting should be a right for everybody, and I want to ensure that disabled people do not face any barriers to voting, whether in the upcoming local elections or the potential European elections. I understand that tactile voting devices must be ordered by the deadline, which is today. Will the Minister confirm whether that deadline could be extended to ensure that all disabled people can participate in voting?

That is a really good question. To be able to honour the spirit of it properly in answering it, I will confirm to the hon. Lady in writing the precise situation about the ordering deadlines for those devices, should that apply to any potential upcoming elections. I think the House will be well aware of the situation regarding the European parliamentary elections, and I do not think the question is generally about those, but I will be happy to take up that question in more detail.

More broadly, the hon. Lady is right: disabled voters should be as welcome in our system as anyone else. That is a crucial, fundamental tenet of our democracy. I was pleased to meet her to talk through some of these issues, just as I have been keen to meet charities and civil society groups working on behalf of people with disabilities as part of our work to make elections more accessible. The tactile voting devices are but one part of that landscape, but these are vital issues that I want to get right, and I reassure the House that they have been well considered in these pilots.

I am always grateful for your wise guidance, Madam Deputy Speaker.

I first presented this Bill on 5 September 2017. Since then, we have had an in-depth three-hour debate in Westminster Hall on 7 January this year about televising leaders’ debates. I should like to thank my hon. Friends the Members for Crawley (Henry Smith), for Christchurch (Sir Christopher Chope), for Shipley (Philip Davies) and for St Austell and Newquay (Steve Double), and my right hon. Friend the Member for Tatton (Ms McVey), who have co-sponsored my Bill. I also want to thank those who participated in the 7 January debate, and Sky News for its e-petition.

I should also like to welcome the excellent Minister, the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Hertsmere (Oliver Dowden), to the Dispatch Box. His skill, integrity and help are appreciated across the House. I always find that it is best to say these things at this stage, because then I might get some help, but in this case, it happens to be true. I also welcome the excellent shadow Minister, the hon. Member for Leigh (Jo Platt) I should also like to thank those who work in my office: Harriet Butcher, who helped to prepare this speech; Helen Harrison, who drafted the Bill; and Jordan Ayres, who did the research. I also want to thank the Clerks for all their help.

It might be of help if I say at this early stage that I will not be pressing my Bill to a Division. There is clearly not enough parliamentary time in this Session for it to become law. I am also aware that there are many other Bills that Members wish to debate today. What I hope to achieve today is that the Government will accept the principle of my Bill and introduce a similar one in the next Queen’s Speech.

The Westminster Hall debate came about due to e-petition 228572, entitled “Make TV election debates happen: establish an independent debates mission”, which was started by Mr Jonathan Levy. Mr Levy is the director of news gathering and operations at Sky News, and his petition has collected more than 140,000 signatures in only six months. This shows that although the idea might not be—how can I put it?—particularly sexy at a time when we are discussing Brexit and other matters, it is still well supported by members of the public.

I also thank Adam Boulton, editor-at-large at Sky News, for promoting the Sky News petition, keeping it in the public eye and maintaining pressure, via his excellent “All Out Politics” programme. His work has undoubtedly boosted support and raised public awareness. All the broadcasters have shown support for televised leaders’ debates, but they have left it to Sky News to be proactive and lead the campaign. However, there can be no doubt that all broadcasters believe that televised leaders’ debates should form an important part of a general election.

My hon. Friend makes a good point. None the less, when we are drafting primary legislation, we should have clarity about the sanctions that flow from a breach of laws passed by this House.

There is also the question of the membership and operation of the independent commission. The Bill states that the commission’s operating expenses

“are to be funded by television broadcasters by agreement.”

Failing that, the Secretary of State may impose a levy. My hon. Friend usefully clarified that broadcasters have indicated that they would be willing to pay such a levy, but I remind Members that the exact way in which such a levy is determined and who should pay it is often terribly complicated. For example, the establishment of post-Leveson press regulation was certainly not easily determined. Licensed broadcasters already pay a licence fee to Ofcom, so this would be a further burden on them.

Moreover, televised leaders’ debates are already subject to agreement between broadcasters and political parties. Broadcasters have been known to collaborate between themselves on the format and delivery of televised leaders’ debates. They are well-placed to lead on such decisions, as they have both experience and expertise in broadcasting televised leaders’ debates. Each broadcaster also brings their individual, distinctive approach to such debates, as we have seen in previous leaders’ debates.

In addition, there is a considerable body of evidence on this point. For example, on 13 May 2014, the House of Lords Select Committee on Communications published its findings on broadcasting general election debates, and having looked at whether an independent debates commission should be set up to oversee televised election debates, it found no substantial evidence to support such a proposal. There is similar evidence from Professor Charlie Beckett, of the department of media and communications at the London School of Economics.

I would like to address the point raised in particular by the hon. Member for Lincoln (Karen Lee) about the attitude of the next generation. I think there is a lot of evidence that the next generation is increasingly moving away from conventional broadcast media to consuming news and current affairs in many different forums, such as Facebook and Twitter. For example, a report by Ofcom entitled “News Consumption in the UK: 2018” found that eight in 10, or 82%, of those aged 16 to 24 used the internet for news, compared with just six in 10 who used television. [Interruption.] It seems a little strange to seek to regulate conventional televised leaders’ debates, even if, as the hon. Lady says from a sedentary position, there is an opportunity to stream such things, because there are increasingly other forms of leaders’ debates that do not take place in a television studio—for example, there are mechanisms for having Facebook debates. This Bill seems to be looking backwards, rather than forwards to the future of broadcasting.

In conclusion, while we have heard a number of strong points on this topic, particularly from my hon. Friend the Member for Wellingborough, there are very obvious deficiencies in this Bill. For that reason, the Government do not support it. We continue to believe that this is best determined by broadcasters and political parties, so we will not support this piece of legislation.
