What discussions did my right hon. Friend have at the G20 to crack down on tax avoidance by trade unions?

When I was at the G20 I was not aware that Britain’s leading trade unions were dodging their taxes, as well as all the other things that they do, and I got home from the G20 to read that in the Sunday newspapers. I am sure that when the Leader of the Opposition goes to address the brothers in Bournemouth —he always seems to have some problems with brothers—he will sort it all out.

We should be helping people who are paying their mortgages, and that is why it is so vital that we stick to our plans. We have low interest rates in this country because we have a plan to get the deficit down. That is absolutely key. The other point I would make to the hon. Lady is that if we look at the funding for lending scheme from the Bank of England, it has now successfully reduced mortgage rates and also made sure that people who do not have access to a large deposit are able to look at buying a house. We are making progress, but there is a lot more to do.

Q10. This month we have had the wonderful news that Jaguar Land Rover is going to create a further 700 jobs in South Staffordshire, bringing its total investment to over £500 million. Last year we saw the creation of 70,000 manufacturing jobs in the UK. Does my right hon. Friend not think that this is a stark contrast to the 1.7 million manufacturing jobs destroyed under the last Labour Government?

My hon. Friend makes an important point. Jaguar Land Rover has been a massive success story for our country, and I would praise all of those who have invested money in that business, all those who work in it and all the apprentices who are being trained in it. It is part of a recovery of our automotive sector, which has, for the first time in 30 years, seen a surplus in the number of cars that we export overseas, and it is part of a picture where Nissan, Toyota, Honda and other automotive businesses in the sector are doing well, and we support them.

I listened carefully to what the hon. Gentleman said, and I am sure he is right; I do not think we are looking at other problems across our NHS of a Stafford-style scale, where this went on for year after year and potentially hundreds of people lost their lives prematurely. However, we do know that there are problems in parts of our NHS and problems in individual hospitals. One of the things we have to learn from this report is that when that happens we must not say that everything is fine and we must not have a culture of complacency. Instead, let us have a proper way of dealing with the problems. That is the big change that needs to come out of this.

Many of my constituents both use and depend on Stafford hospital. Will my right hon. Friend assure them that future nurse training will all be focused on care and compassion, and not on an obsession with targets?

The Care Quality Commission has said that Stafford hospital is providing adequate care. There was a recent inspection to check up on it, and obviously more work needs to be done as it recovers from this. We need to be absolutely clear that nurses not only provide amazing care, but are also well trained and can carry out some quite complicated medical procedures, and they are proud of that. They are often—dare I say—better sometimes than the junior doctor at putting in the cannula or whatever. We should praise that and we should want to have professional nurses. The key thing that needs to change as we employ and train nurses is that we make sure that at the heart of their reason for wanting to do the job is not just access to the qualifications and the career, but a real belief in compassion and caring, and that it is a vocation.

I think the Leader of the Opposition could benefit from a little bit of time with his socialist colleagues in the European Parliament, because they have done so much to try to undermine all of us who want to see a tough budget settlement. They are calling for a 5% increase, getting rid of all the rebates and having a financial transactions tax. That is what the socialists stand for in Europe and if the Opposition do not agree, they should have the courage to do what we did and leave their group.

I want to know from the Prime Minister whether he thinks we would have given away all our rebate or just most of it if the Leader of the Opposition had been in charge of our negotiations.

I do not think our rebate would last long with the Labour party. Tony Blair—the last Labour Government—gave away the rebate, in return for which they thought they had secured a promise for reform of the CAP, but they got absolutely nothing in return. It was a terrible piece of negotiation, and one, I am afraid, for which we are still paying the price.

Surely the people who failed to make the case were all those Labour has-been politicians who did not get elected. I am still mystified. Even by Labour’s modern, contorted standards—let me get this right: the hon. Lady does not like police and crime commissioners, but she likes them enough to have Labour candidates. Then, when they do not win, she says that Labour never agreed with the introduction of PCCs in the first place. Who is she kidding?

T10. Many of my constituents think it is somewhat unwise for a Member of Parliament to disappear off to the jungle for a number of weeks. Will my right hon. Friend share his views on whether it is wise or not and, if he thinks it is a wise decision, whether he would disappear off on a reality television show, and which one he would choose to go on?

I have been invited to go to New Zealand and it has been suggested that membership of the Liberal Democrats should be made illegal; I am not going to supplement all of that by commenting on where I end up in a reality TV show. Of course I think it is unwise. Whatever party we come from, we are all elected to do a job for our constituents. That is what people rightly expect of us, and it is no wonder that people have been so unhappy about the decision of one Member of this House to eat insects in the jungle instead.

I am grateful to my hon. Friend for raising that issue. It has long been our position that that system should cease and that we should have one seat for the European Parliament, and we continue to make that point.

Labour Members of the European Parliament want my constituents to pay more taxes so that the European Union can spend more of our money. Will my right hon. Friend assure the House that such crackpot ideas from the Labour party will be kicked into touch?

My hon. Friend is absolutely right, and Labour Members who say that that is not the case clearly have not read the policy document of the European Socialists party to which they belong, which calls for scrapping the UK rebate, increasing the budget, and imposing new EU taxes. That is what the Labour Members’ group stands for.

This comes from an hon. Lady who served in a Government who, after 13 years, delivered us the longest and deepest recession since the war and who gave us the biggest budget deficit of virtually any country in the developed world. Of course, it takes time to get yourself out of a hole as deep as the one that was dug by the shadow Chancellor and the leader of the Opposition.

Q6. Over the summer, Jaguar Land Rover announced the creation of 1,100 additional jobs at its Castle Bromwich plant. That is in addition to the 750 jobs that it is creating in my constituency of South Staffordshire. Does my right hon. Friend agree that there is a stark contrast between the rhetoric of the last Labour Government about reviving the automotive industry, and the actions and delivery of this Government?

My hon. Friend is absolutely right. In the past two years, Jaguar Land Rover has hired an extra 8,000 new workers. That is a massive success story for the west midlands and for a great British brand. It is also, let us say so, a big success story of massive inward investment from the Indian parent company. We should praise all those things and recognise that we have to do even more to make Britain a really business-friendly country, with low rates of regulation, low rates of tax and lots of support for apprenticeships and infrastructure. That is what we are delivering, and we will continue to do so.

Does my right hon. Friend agree that it is grossly hypocritical of the Argentine Government to demand talks on the Falklands, while at the same time refusing to accept a letter from the Falkland Island Government about talks?

My hon. Friend makes a good point. There are a number of things about which the Falkland islanders would like to have proper discussions with Argentina—about the links between the Falklands and countries in Latin America; ordinary conversations that the Falkland Islands should be having with neighbouring countries. What is absolutely clear is that for that to happen, countries need to respect the sovereignty of the Falkland Islands and the decision that people there make.

We have said that we want to use the hard-won credibility we have, the low interest rates we have and the strong national balance sheet we have to encourage that private sector investment. We have made a series of important announcements about housing, including backing mortgages of up to 90% loan to value to try to get the housing market working again, because the housing market is not functioning. I would just say that if we look at America’s deficit reduction plans, we find that it actually has plans to reduce its deficit faster than we do.

Does my right hon. Friend agree that the G8 decision to create the capital markets access initiative will help Arab spring countries to tap into international capital markets, bringing them both stability and prosperity?

My hon. Friend makes an important point. I think it is still a net bonus to the world that there has been the Arab spring, and we need the wealthy countries of the world and the European Union to get behind it. One of the problems we face is that those north African and Arab countries that have set themselves free were told in the past that they had experienced a free enterprise economy, whereas in fact they had really been having a sort of crony capitalism economy. We need to work very hard with them to encourage them to take a path that will make sure that their economies grow for the future.

I will look carefully at the right hon. Lady’s proposal, because I know it is put forward in a constructive spirit. However, whether the decision is reserved or devolved, it does not mean that we do not have to take difficult decisions. The fact is that we asked the chief executive of Disability Rights UK to look at the issue, and the outcome she proposed is supported by Mencap, Mind, Disability Wales, Sense for Deafblind People and the Centre for Mental Health. The point is this: Government funding allows for half a billion pounds over five years for Remploy, but even that is not enough to keep those factories open, because although access to work awards are around £2,900 per disabled person, the cost of each job in Remploy is around £25,000 per person. Therefore, if the aim of policy is to use the money that we have to support disabled people into work, the right hon. Lady will understand why the review came to the decision that it did.

3. The last few weeks have seen the start of the £350 million construction of Jaguar Land Rover’s new engine plant in my constituency. Does my right hon. Friend agree that that is a sign of growing confidence and belief in British manufacturing, which is in stark contrast to the destruction wrought on it by the last Labour Government?

My hon. Friend makes an important point. The Jaguar Land Rover news is excellent news for the west midlands and for British manufacturing and British car making. The good news is that what is happening in the car industry is not confined to Jaguar Land Rover: Nissan, Honda and Toyota are all expanding across our country. That is very good news for British manufacturing.
