Commons ChamberIt is a great pleasure to take part in this debate on the UK automotive industry because I grew up in a village just outside the traditional heart of UK car manufacturing. One of my earliest memories, as I walked to primary school in the mornings, is workers returning home from the night shift at one of the many car factories that existed in Coventry at that time.
I am very much aware of the heritage of the automobile industry in my local area. In fact, we have two excellent local museums that display historic British cars: Coventry Transport Museum, in Coventry city centre, which includes Queen Mary’s 1935 Daimler and the iconic Coventry-built 1975 Jaguar E-Type, and the British Motor Museum, in Gaydon, where there are over 400 classic British cars from major manufacturers such as Austin, Morris, Hillman and Triumph.
Over my lifetime, I have seen huge change in the origin of the cars on our roads. In my early years, they were mostly domestically manufactured. In the 1960s, I looked out for European cars, such as the Volkswagen Beetle, and then in the 1970s we saw the introduction of Japanese cars, such as the reliable, small Datsuns. In recent years, the majority of cars on our roads have been manufactured outside the UK.
However, it is two-way traffic. While the proportion of imports has risen, so has the proportion of our exports, as the automotive market has become international rather than national or even continental. Now some 80% of our production is exported, generating £77 billion in trade, as buyers across the world recognise the kudos of UK brands such as Land Rover, Range Rover, Jaguar and Mini. At the same time, overseas-based manufacturers, seeing the opportunities provided by the UK’s membership of the European single market, chose to manufacture their vehicles in Sunderland, Derbyshire and Swindon and, more recently, there has been investment in Ellesmere Port, Oxford and south Wales.
I have raised the issue of heritage and the impact of personal ownership of automotives, as cars are not just another manufactured product. For most people, a car is the second most expensive item they will ever acquire and there are few other items where there is such an emotive personal connection. I do not know many people who could tell me what brand of fridge or washing machine they or their parents owned, but almost all will know what brand of car they drive and how they identify with it. We need to generate the maximum impact from our iconic brands.
There are not just emotional reasons for supporting UK manufacture; there are hard-nosed commercial ones as well, because automotive manufacture provides highly-paid skilled jobs. There are 160,000 jobs in the manufacture of automobiles, which is 0.6% of the UK total. That is even more significant in the west midlands, where 2.2% of all employees work in automotives, including many in my constituency of Rugby. A large number of employees work at the London Electric Vehicle Company at Ansty Park, in my constituency, and at Jaguar Land Rover at Gaydon, and many more work in the supply chain, such as at Automotive Insulations on Central Park industrial estate in Rugby and Lenoch Engineering on Somers Road.
In 2022, the manufacturing of vehicles and parts contributed £13.3 billion to the UK economy—it was 0.6% of UK total output.
When it comes to telling good news stories—it is always good to tell them in this Chamber—Wrightbus in Ballymena would be one, encouraged by this Government and this Minister. One thousand jobs were created in Ballymena, with those buses being sold all over the United Kingdom but also across the world. Therefore, when there are good news stories to tell, let us tell them.
I agree wholeheartedly. It is great to see Wrightbus’s product on the streets in London.
Although important and significant, the sector has seen decline, particularly in the number of vehicles produced. We peaked at 1.5 million units in 2015; that dropped to 775,000. The Society of Motor Manufacturers and Traders is projecting 860,000 units this year and 1 million by 2028—still lower than the peak years, but we generally produce higher-value cars, which is a key point to remember. The challenge for us is to maintain our volumes as the sector undergoes massive change. That arises from the worldwide move to electrically powered vehicles as a consequence of the imperative to reduce CO2 emissions.
I still sit on the Business and Trade Committee. In October 2018, we produced a report on the sector, decarbonisation and the introduction of electric vehicles. I had to reread that report to remind myself that it was almost five years ago. We looked at the opportunities that would present themselves as we effected the transition from internal combustion engine-powered cars. Many of the issues that we considered five years ago are still relevant, but in other areas we have made progress. In August, almost four in 10 new cars that were sold in the UK had some form of electric power, with 20% being purely battery electric, 7.7% plug-in hybrids and 6.8% hybrid, in a market that grew by 24.4% over the previous years.
My right hon. Friend the Member for Wokingham (John Redwood) spoke about the role of the consumer. Most car drivers know that electric vehicles are coming. Most people will know someone who drives one, or who speaks enthusiastically about it and is preparing for that change. Most people by now have already been driven in an electric vehicle and, often, that will be an electric London taxi, manufactured in my constituency. On that pathway, the London Electric Vehicle Company has a pioneering role in the sector. In many cases, the move to electric will be championed by the cabbie, because every cabbie who drives an electric vehicle will speak very highly of it, compared with the diesel alternative. However, there remain those who are not convinced by the need to decarbonise or to move to electric vehicles as the solution, and there will also be people who do not support the ambition to get to net zero by 2050.
Does the hon. Member accept that there is another cohort of people, who are in fact the majority of our constituents, who may like to move to an electric vehicle, but simply cannot afford to do so?
The hon. Gentleman makes a good point and I will make some remarks on that issue in just a second.
The view about the need to support our move to net zero, and the steps that we need to take, are very much mainstream. The environment is still a top issue, and a rising issue among people in the country more generally. It is in the top five when people are asked about issues facing the world. Climate change is consistently there above poverty, war and migration. Therefore, there is an increasing acceptance of the need for change, but the question is over the pace of change. Back in 2017, our date for ending the sale of conventional petrol and diesel-powered vehicles was 2040. In the BEIS Committee report, we called for all new cars and vans to be truly zero emission by 2032, bringing the target forward eight years. As a Member of Parliament with an interest in UK auto-manufacturing and close to businesses that were involved in it, at the time we prepared the report five years ago, I was concerned that bringing the target forward was too ambitious. I was really bothered that it would put our UK-based manufacturers at a disadvantage because I believed they would struggle to electrify the UK-manufactured heavier and larger cars. However, it soon became clear that manufacturers such as Jaguar Land Rover were willing to move faster, with Jaguar very soon to become an all-electric brand. We now have the date set at 2030.
Having set that date, and with the good news that we have had recently of BMW’s investment in the Mini plant at Oxford, and the manufacture of all electric products at Ellesmere Port, it is vital that the Government stick to the 2030 date. There are voices making the case for relaxation, but Ministers and the Government should stand firm because what industry needs is some certainty.
To take up the point of the hon. Member for Paisley and Renfrewshire North (Gavin Newlands), I accept that there is a case about the high cost of electric vehicles, compared with those powered by an internal combustion engine. In many cases, the new vehicle is something in the order of £10,000 more expensive on a like-for-like basis. Interestingly, many manufacturers— I have in mind Volkswagen—are bringing out new models, rather than electrifying the existing model range, to avoid a direct comparison. Of course, the higher purchase price can be offset by lower running costs. The electricity costs less than petrol or diesel where the price is inflated by the addition of fuel duty. There will be lower servicing costs on the electric vehicle as a consequence of their having fewer moving parts. However, I accept that, for some people, the higher cost is an obstacle.
As we have heard, some countries are further down the road in the manufacturing of EVs, with a range of new models ready to come into the UK. I have in mind China, which, according to many industry watchers, has up to 10 new brands to launch in the UK by the end of the decade. Although they will be less expensive than UK or European-produced products, they will not be as attractive to the consumer because they will not possess the brand and heritage, which is a big part of the value. UK manufacturers will have to take on this competition and, in many cases, that will mean, as they already are, focusing on higher-quality, more upmarket models. That means that, when we look at the performance in the UK, it will be as important to focus on revenue derived from sales as on units sold.
The danger is that China will try to acquire some of those brand attributes. After all, China owns MG, does it not?
I accept that point, but Chinese manufacturers are intending to bring to the UK a load of brands that are anonymous and bland and they will not have the same attractiveness to the consumer.
On the incentives to acquire an electric vehicle, in recent years, there has been a cash grant to offset the extra cost of an EV. That now stands, I think, at £1,500 towards a vehicle costing less than £32,000. One way the Government could make a change and provide a reason for many private buyers to buy EVs is to level the playing field between private buyers and company car users. We have already heard that company drivers benefit from favourable benefit-in-kind rates, which means that they can save hundreds of pounds each month if they choose an EV over an internal combustion engine. One reason that employers are keen to encourage that is that they make savings on employers’ national insurance contributions. That is why many of the EVs on our roads are company cars. An increasing number of companies are also offering salary sacrifice schemes as a method of getting staff to switch to an EV. It would be beneficial if the parliamentary authorities were to launch such a programme in Parliament as a way of getting MPs and staff here to consider making the change.
On electrical vehicle charging, in our Select Committee report, we spent a lot of time considering charging infrastructure. We know that, in addition to the higher capital cost, range anxiety is a key reason drivers will not switch. Frankly, I hope the Minister will accept that the picture here is less rosy, with public charging in particular failing to keep pace with increasing numbers of electric vehicles.
I got a sense of the challenges when the most recent motorway services opened at junction 1 of the M6 at Rugby in 2021. At one point, because of the lack of power infrastructure, it looked as though the site would open with only two charge points. It was a real challenge to get enough power but, fortunately, good work by the site operator and the power network enabled 24 charge points to be available at the opening. Thanks to additional provision since 2021, there are now 40 charge points at junction 1 of the M6 at Rugby. It is a great place for people to stop in the middle of a long journey across England.
Too often, chargers are busy or are not working. I happened to notice a letter in The Times today from a driver of an electric vehicle, who recounts that he restricts his round trips to his battery’s limit of 240 miles and takes public transport for longer journeys. In fact, he questions—perhaps with tongue in cheek—whether that is the Government’s intentional strategy. Clearly we will not achieve the transition we need if every electric vehicle has that issue.
I appeal to the Minister to intervene with my local authority. Warwickshire County Council is providing public charge points but is allowing anybody to park in front of them for as long as they like, so someone who has identified a vacant charger via the app may get to a site and find a diesel internal combustion engine-powered vehicle occupying it. That seems absolutely crazy. I ask the Minister to put pressure on local authorities to ensure that parking in front of public EV chargers is available only to electric vehicles, and that they move off once they have finished charging.
A further issue for many EV drivers is that charging at a public site has a higher cost than charging at home. I suspect most EV drivers expect to pay more for using the facility and for charging faster, but I do not know how many realise that they are paying 20% VAT, compared with just 5% at home. That is why I supported the campaign by the motoring journalist Quentin Willson to reform VAT and equalise the charge.
We spend a lot of time talking about battery manufacture; in fact, the Business and Trade Committee is conducting an inquiry into it. The conventional thinking is that because a battery represents 40% of the value and weight of an electric vehicle, assembly will migrate close to where the batteries are manufactured. West midlands MPs, including me, have been calling for the development of a gigafactory at the Coventry airport site, adjacent to the traditional heart of UK automotive manufacture. I very much welcome the investment coming to Somerset from Tata Sons, with 40 GW of capability, but it is well accepted that we need 100 GW to keep business operating at the same level. To achieve that, we will need one more gigafactory, or maybe two. I very much hope that that will happen in the midlands, at the Coventry airport site.
Five years on from our Select Committee report, automotive remains an important sector and a major contributor to the UK economy. The transition to EVs presents real opportunities for manufacturers, the supply chain and the associated sectors. The one thing I know from my business career is that businesses need certainty. Having embarked on change for all the right reasons, the Government must maintain their course and create the climate for further growth in future years.

I understand the challenge, but however we cut this cake, we need the same ingredients: we need train drivers to drive the trains. There is a finite number of qualified, trained train drivers who can drive those routes, and it takes on average two years to recruit and train a train driver. Avanti has a particular challenge because it only had the contract for 16 weeks before we, the Government, stepped in on 1 March. That is not an excuse—I am just pointing out the facts to the hon. Member for Garston and Halewood (Maria Eagle). That is what we are dealing with; that is the challenge that my Department, Avanti and, indeed, all train operators face. This challenge is not limited to just Avanti: it is affecting all train operators at the moment, which is why we are so focused on the solution.
The service provided by Avanti on the west coast is incredibly important to my constituents in Rugby, especially as the railways are shifting towards being used more for leisure than for business commuting. Does the Minister agree that part of the solution to the problem is to get train drivers who work in a service that operates seven days a week to work to the same terms and conditions as workers in hospitality, health and care, and elsewhere who also serve the public at weekends?
My hon. Friend is absolutely spot on. Of course trains need to operate seven days a week, which is why the system of train drivers volunteering to work on those rest days is no longer sustainable. A 35-hour shift and volunteering to work rest days, while it has provided considerable extra income for train drivers, is no longer sustainable. That is exactly what we will tackle through the modernising workforce programme and Great British Railways.

I thank my right hon. Friend. She brings a great deal of experience to this debate and is an enormous champion for South Northamptonshire. I welcome her contribution, which will certainly help other colleagues understand what the future of this proposal might hold.
I want to touch on some of the areas that might be affected. First, there is the environmental impact that such a site will have on the local area. I am very pleased to see my hon. Friend the Member for Bosworth (Dr Evans) in the Chamber today, along with my hon. Friend the Member for Rugby (Mark Pawsey), whose constituency borders mine. The application proposed directly borders the constituency of my hon. Friend the Member for Bosworth. Undoubtedly many colleagues and many of his constituents in Bosworth will be acutely aware of his vigorous and steadfast campaign to oppose the development. The nearby Burbage Common and Woods, a site of special scientific interest, which is based in his constituency, is a beautiful 200-acre area of woodland and grassland, and a place enjoyed and frequented by our constituents. It is also home to rare wild flowers, over 20 species of butterflies, over 100 different species of fungi and 25 different species of mammal. The rail freight interchange proposal for construction is right next to that important common, and without doubt the development would have a hugely detrimental effect on that area of natural beauty.
I have already mentioned the importance of the applications’ impact on other Members’ constituencies, particularly with regard to the issue of infrastructure such as that around Fosse villages. However, with little information available as to how HGVs will service the site or how the 8,000 alleged new employees will make their way there at all hours of the day, there is a very real and pressing concern among my constituents that their local area, villages and streets are at a real risk of being overburdened.
My hon. Friend is making a strong case in respect of a very substantial development of warehousing. It is obvious which route many of the HGVs will take: one junction on the M69 and then on to the A5, which we know is a strategic road. We had a debate in this Chamber only a few weeks ago to consider the entire upgrade of the A5 in the midlands. Does my hon. Friend agree with me that the proposal should not be permitted to proceed without the complete dualling of the A5?
I could not agree more with my hon. Friend. He is absolutely correct. We have been debating the importance of that particular road in this Chamber, in the Commons Chamber and elsewhere among the parliamentary community and with Government for years now. It would be risible if the Government approved the rail freight interchange without dualling the A5, as has been requested by hon. Members over many years.
Europe’s largest logistics park, Magna Park, is in very close proximity to where it is proposed the Hinckley rail freight interchange will be developed. Also, there are already a number of rail freight interchanges within relatively close proximity to the planned site. We have the Birmingham intermodal freight terminal, which is a mere 16 miles from the village of Elmesthorpe. The Daventry international rail freight terminal or DIRFT is located a mere 20 miles away, the Hams Hall rail freight terminal is 24 miles away, the Burton rail terminal is 26 miles away, East Midlands Gateway is 29 miles away and Northampton Gateway is only 36 miles away. However, as we have just heard from my right hon. Friend the Member for South Northamptonshire (Dame Andrea Leadsom), with her wealth of experience, we are seeing that that is perhaps a fig leaf and not quite a rail freight interchange, but more an excuse for a large-scale logistics park. We also have the Birmingham Freightliner terminal, which is only 36 miles away. It cannot be right to burden another part of the midlands with another very large rail freight interchange. The Government must develop a strategy this year on where the location of these rail freight interchanges will best service our country.
As I have said, I will not be drawn into what the future of freight plan will set out, as I am sure my hon. Friend will understand. However, I can say that the plan will be coming forward and it will outline how we intend to support the sector as a whole.
Can I make progress, or is the intervention related to that point?
My intervention is about that point, and to ask if the Minister could address the point that my right hon. Friend the Member for South Northamptonshire (Dame Andrea Leadsom) raised about guarantees. The Minister is making a strong case as to why freight should move from road to rail, but what guarantees can she give that the granting of any application will result in the provision of a rail freight terminal? My right hon. Friend indicated that that was the basis of an application that was granted, but the rail link has not been created.
As I have said, we will have to wait until the plan comes forward. In broader terms, I want to touch on the way in which hon. Members—particularly my hon. Friend the Member for South Leicestershire—and their constituents can engage in the process of consultation.
The national networks national policy statement outlines Government policy to support the development of an expanded network of SRFIs and considers such infra-structure at a certain scale to be of national significance. It states that there is a
“need for an expanded network of…SRFIs”
and provides a framework for developers to bring forward proposals through the nationally significant infrastructure projects regime if they are deemed operationally and commercially viable.
On the process for considering development consent orders for SRFIs, first and foremost it is important to remember that all applications for DCOs need to comply with the relevant legislation, as set out in the Planning Act 2008, and policy, which are tightly bound by statutory timescales. The application and examination into a proposed development is undertaken by the Planning Inspectorate on behalf of the Secretary of State for Transport. The Planning Inspectorate will decide whether the application meets the required standard before proceeding to an examination.
Part of the consideration the Planning Inspectorate must undertake in deciding whether the application can progress to examination is whether it has fulfilled its statutory duty to consult with local communities and local authorities affected by the scheme; that is important. Indeed, community engagement is fundamental to the operation of the NSIP regime. Developers are required to consult extensively before an application is submitted and considered. Where consultation has not been carried out in line with the statutory requirements, the Planning Inspectorate can refuse to accept an application.
Local authorities and communities also have the right to be involved during the examination of a project. They can set out their views in written representations, which will be taken into account in decision making. With that in mind, I reiterate that it is essential that my hon. Friend the Member for South Leicestershire and his constituents take every opportunity to make their concerns heard as part of the consultation process. That includes any concerns regarding Narborough railway station, which he mentioned in his speech today, the level crossing in the village, or any perceived impacts on the local road network.
The Planning Inspectorate has six months to carry out the examination of the proposed development, and a report of the findings and conclusions on the proposed development, including a recommendation, is then issued by the Planning Inspectorate to the Secretary of State. The Secretary of State then has three months to issue a decision on the proposal. If for any reason a decision cannot be issued on time, a written ministerial statement, setting out a new deadline, will need to be read out in Parliament.
To conclude, the rail freight sector is vital to the prosperity of the UK economy and delivers important environmental and social benefits. An expanded network of strategic rail freight interchanges is key to harnessing the benefits of rail freight, and the Government support the development of this work. Although the Government do not specify where the locations should be, it is for private sector developers to bring forward proposals that are viable, and have regard to the guidance of the policy statement. As set out in the Williams-Shapps plan for rail, the Government are committed to exploring
“ways to enable future Strategic Rail Freight Interchanges to be located more appropriately around the country.”

I can be absolutely clear: we are on the side of the workers, and we will explain what we are going to do in the House later this week.
I congratulate the Minister on the robust approach that the Government have taken to this matter. Many small business owners and managers work long and hard to get personnel matters right, to do the right thing, and to comply with employment law. What signal will it send to them if P&O Ferries gets away with wilfully ignoring the law?
That is a signal we cannot have. We cannot have any company wilfully ignoring the law, and we want to ensure that every company knows that it must do the right thing.

I beg to move,
That this House has considered the matter of increasing capacity and other improvements to the A5 in the midlands.
It is a pleasure to serve under your chairmanship, Mr Hosie, on an important day here in Westminster, and to be able to highlight a vital issue for residents and businesses in my constituency and in the broader west midlands region. By way of introduction, the A5 is one of the UK’s oldest roads and a strategic route operated by National Highways. It connects London to north Wales and runs through large parts of central England, and I wish to focus on that part of the road.
For many years, various groups have been involved in campaigning about the state of the road, including colleagues from neighbouring constituencies, many of whom are present today; leaders of our local councils; businesses, both large and small, throughout the west midlands; and Midlands Connect, which researches, develops and progresses transport projects to provide the best social, economic and environmental benefits to the midlands. We also have an overarching group called the A5 Transport Partnership.
In recent years, all those groups have been lobbying central Government for funding to improve the strategic 53-mile corridor of the A5 running from the M1 at junction 18 in Warwickshire—close to and then bordering my constituency—all the way through to the M5 at junction 12 in Staffordshire. That strategic corridor through the west midlands not only connects the M1 and the M6, but intersects the M42 and the M69.
Those motorways in the centre of England are four of the country’s busiest motorways, and the A5 corridor is home to almost 3 million people, supporting 1.3 million jobs and serving several large cities and towns, such as Tamworth, Nuneaton, Cannock and Hinckley, as well as my constituency of Rugby. It also supports major employment sites including Magna Park and the MIRA enterprise zone.
Given its strategic importance at the centre of England, this section of the A5 sits at the heart of what is known as the logistics golden triangle, around the districts of Rugby, Daventry, Harborough, Hinckley and Bosworth. With that golden triangle, the corridor creates £22 billion in gross value added annually, which is approximately 10% of the total GVA of the area covered by Midlands Connect, the organisation entrusted by central Government to help identify research on the most important transport investments.
I intend to show that, with the improvements we all believe to be necessary, this corridor of the A5 has the potential to provide an alternative route to our existing congested motorways, while simultaneously supporting housing and employment growth.
I thank my hon. Friend for highlighting the importance of the A5 to residents and businesses in Staffordshire and across the midlands. Having campaigned with my neighbour, my right hon. Friend the Member for South Staffordshire (Sir Gavin Williamson), and with the Government against the building of the West Midlands Interchange, which is at the A5 roundabout near Gailey in Staffordshire, does my hon. Friend agree that it is important that we protect our environment and our green belt, as well as tackle congestion on the A5 and other Staffordshire roads?
My hon. Friend is right. The environmental benefits are important, but I want to focus on the one that we would achieve by having less congestion, with car engines running for less time, and on the efficiencies and economies that can be provided to our local area as a consequence of a more efficient and effective A5.
Let me turn to the growth that is forecast for the area around the A5. Local councils within the corridor anticipate that, over the next 15 to 20 years, their local plans will bring forward 103,00 new homes, 16,000 new jobs and a further 524 hectares of employment land, which need a road. By investing in the A5 and improving its performance and resilience, we believe that the central Government have the opportunity to unlock the growth aspirations and priorities of the region.
I congratulate my hon. Friend and neighbouring MP on securing this important debate on the A5. He makes some salient points about the level of economic growth along the A5 by comparison with other parts of the country. Does he agree, however, that without sufficient investment, such as the long-awaited dualling of the A5, we risk missing out on a huge amount of economic growth?
My hon. Friend anticipates my point. He is exactly right: we need to have an efficient road that enables growth to take place. One of the challenges of the A5 is that it is dualled in parts, but single carriageway in others. There currently appears to be no consistent approach to an upgrade, and we need that upgrade in order to achieve our local councils’ ambitious objectives for the area.
As part of the wider strategic road network, the A5 currently carries 23,000 vehicles a day on its busiest section, so it is a pretty hefty road. Sadly, however, and despite its increasing importance and usage, the A5 in the midlands has not seen a proportionate increase in funding to provide resilience and capacity. As my hon. Friend the Member for South Leicestershire (Alberto Costa) points out, if that is provided, it will enable the A5 to spearhead and safeguard sustained growth in the region.
The fear is that, if neglected, the A5 will act as a barrier to growth rather than an instrument of it. With investment, we believe the A5 can become a significant corridor for growth by enabling greater east-west connectivity, providing access to the M6 toll road, and supporting north-south movements through its strategic interchanges with other regionally important motorways, as I have already mentioned.
In its November 2018 A5 strategy document, the A5 Transport Partnership outlined three key strategic interventions that it argued would be required to unlock the potential of the area served by the A5, and they are relevant today. The first priority is to make improvements between the M42 and M69—a combination of online and offline dualling to deliver the first phase of the A5 expressway, providing expansion of the MIRA site, which sits between Nuneaton and Hinckley, and works associated with the construction of HS2 at junction 10 of the M42. That is the first priority.
The second priority is the part between the M69 to M1 and M42 to M6. Again, it would be a combination of online and offline dualling, but this time to deliver the second and third phases of the A5 expressway. A third objective is to make better use of the M6 toll road. Those of us who have used the M6 toll road will know that it is not to capacity. If we can improve the size, we can get more traffic off the M6 and on to the toll road. In addition to those key priorities, improvements are needed to enhance the A5’s connectivity to the wider strategic road network. I know there are proposals for a new junction 20A on the M1, to bring relief to junction 20 at Leicester, which is the junction between the M1 and M69. That will provide additional growth opportunities.
Ministers are aware of the need for investment, given that one of the third road investment strategy pipeline projects is the upgrade between junction 1 on the M69 and junction 10 on the M42, and I hope that the debate will further press the case to bring that scheme forward. By securing this much-needed upgrade of the A5, we can help deliver growth around the corridor route, support network resilience, ensure greater sustainability and safety, and manage the impact of freight on the road.
My hon. Friend the Member for South Leicestershire made some remarks about the economics, which I want to focus on. The 53-mile section between the M1 and the M6 plays a significant role in supporting the sub-regional economies of Warwickshire, Leicestershire, Coventry, Staffordshire and west Northamptonshire, and the economic performance of the A5 is strong when looked at in the light of the broader west midlands economy. As I mentioned, a number of important economic centres along that corridor will be subject to further expansion in coming years.
The MIRA enterprise zone is expanding; Magna Park in Leicestershire, in my hon. Friend’s constituency, is expanding; DIRFT 3 in Northamptonshire, which sits on the border of my constituency, is currently the subject of substantial construction; and Kingswood Lakeside Employment Park in Staffordshire—which I believe is close to my hon. Friend the Member for Stafford (Theo Clarke)’s constituency—is coming forward. In my constituency, we have a substantial residential development at Houlton and the Rugby Gateway mixed-use development. I hope I am building a case for why it is imperative that the A5 is upgraded, to ensure that its present constraints do not curtail this planned growth or act as a barrier to continuing inward investment.
It is worth pointing out that unemployment levels along this corridor of the A5 are currently lower than the UK average, and with the expansion of the economic hubs I have just referred to and the further employment opportunities that will bring, that situation will only improve. As well as supporting local economies, the road has a wider role in providing connectivity to other economic centres, such as the Oxford-Milton Keynes-Cambridge growth corridor. When we combine the housing growth with the economic growth and the increased employment opportunities, it is clear that the A5 will come under significant further pressure over the coming years.
My hon. Friend is making a fantastic case for why the A5 is so important. Does he agree that one of the principal problems with the A5 are the boundaries of the districts, councils and administrations that it borders? That makes things hard, because people always see the A5 as a periphery. We have heard talk about the west midlands, the east midlands, Leicestershire and Northamptonshire, and that is part of the problem. It is so important that my hon. Friend has secured this debate to make sure the Government realise we can release this stricture across the centre of the UK between Wales, England and London, and that doing so would make a huge difference economically, but also to the daily lives of the people we represent.
My hon. Friend is right. The road sits as the boundary—it is the boundary of my constituency, the boundary of Warwickshire, and a regional boundary—but the local authorities have come together pretty effectively to press this case. It would have been very easy for each authority to have tried to do its own thing, but as it is, a range of bodies, including those in the private sector, have come together to argue the case for improvement. The Government have been clear that they recognise investment in infrastructure is needed to improve productivity and economic growth. When it comes to the A5, I hope the Minister will be able to say positive words that will lead to action.
I will also say a word or two about the importance of the logistics sector. As I have mentioned, Rugby is part of the golden triangle, and my constituency has certainly benefited from its geographical location at the centre of England. It contains several large logistics businesses, which has driven economic growth in Rugby, provided many employment opportunities, and helped my constituency become one of the fastest-growing towns in the country. Rugby is home to such household names in the logistics industry as DHL and Hermes, and just over two years ago, Amazon took the decision to invest in Rugby by building one of its fulfilment centres on the outskirts of the town, near the A5 and its junction with the M6.
As well as the numerous employment sites in my constituency that benefit from the A5, there are numerous other large and strategic employment sites in B8 use, logistics and distribution along the route. I have already mentioned DIRFT, Magna Park and Kingswood Lake, but I will now also mention Sketchley Meadows in Hinckley and Birch Coppice in Tamworth. Previously, I have outlined the importance of the MIRA Technology Park, an enterprise zone that is of course vital to the resurgence of the automotive industry in the midlands; indeed, that manufacturing sector is synonymous with the west midlands.
All the sites that I have referred to are of strategic importance, with many in line for expansion as our region continues to attract investors who are either keen to locate in the west midlands or keen to develop their businesses in the west midlands further. I regularly hear from developers keen to invest along the corridor.
However, a real worry is that growth in investment will be inhibited unless we now take the decision to invest in our strategic transport network. We are fortunate in our location at the centre of England to have generally excellent access to the motorway network, but without further investment to build network capacity and resilience, there is a real danger that we will miss the opportunity to rev up the midlands engine in the way that we would all like.
My hon. Friend makes some excellent points about the importance of this trunk road, which provides an alternative route to already congested motorways, for example. Does he agree that the A5 must also have improved capacity to ensure that overflow traffic is taken out of the many rural villages around it?
My hon. Friend no doubt has constituents who will have experience of that overflow traffic in exactly the same way that I do. I will talk a little later on about how the A5 acts as a relief valve for the M6, but if people cannot move along the A5 in the way that they need to, the danger is that they will seek alternative routes that take them off the trunk road network.
I have already mentioned that the local councils are coming together, demonstrating their desire to grow and develop their employment and housing offer. By investing in this road, central Government can help those councils to meet their growth needs by facilitating a safe, reliable, efficient and resilient A5.
With that bit of resilience in mind, I will talk about the importance of keeping the traffic moving, to which my hon. Friend just referred. We know that there are often many planned and unplanned incidents on the M6, and that when the M6 comes to a halt many vehicles turn to the A5. Indeed, over the last 36 hours, there have been a dozen or so different lane closures on the M6 due to either maintenance work or incidents on the road.
In those circumstances, when traffic migrates from the M6, the A5 struggles to cope in certain situations and creaks under the weight of the additional traffic. That is often compounded by operational issues on the A5 itself, which in turn creates significant problems on local roads, as my hon. Friend has just referred to, with traffic dispersing because drivers seek alternative local routes.
One of the reasons for the lack of resilience, and it is the core of our call to the Minister today, is the variation in the standard of the road along the corridor. It is, in parts, recently constructed dual carriageway, with a great road surface that enables the road to work well. However, in other parts it is a windy A road, a single carriageway with double yellow lines, where the traffic really slows down. It is that variability that is at the heart of the challenge facing the road’s users. That situation is aggravated, as the Minister may know, because the road is constrained by old canal and railway bridges. That creates congestion and slows down journey speeds, impacting businesses and commuters, and even impeding emergency vehicles. Along with my colleagues here today, I am arguing that what we really need is the complete dualling of the road between the M1 junction 18 and the M6. That is our long-term objective.
On safety, one of the key objectives of National Highways is to reduce casualties on our roads. Sadly, the pressures on the A5, along with the development I mentioned, mean that the road has become a barrier to road users safely accessing economic hubs and other parts of the road network. I spoke about how that has impacted on congestion when incidents occur on other strategic roads but the safety of the road itself is impacted. Many of the junctions—be they roundabouts or road turnings—were not designed to cope with the levels of traffic that they are experiencing. We know that as congestion increases, so does the risk of collision. It can be caused by driver frustration or the limited safety provisions on the single carriageway sections of the road.
Along the corridor, that is, the 53 miles between the M1 and the M6, about a quarter of collisions occur during evening peak hours. Significantly, data demonstrates that the nature of the road, which is of a mixed standard, moving from dual to single carriageway sections with a large number of roundabouts, contributes to the number of collisions. Indeed, across all sections of the road, approximately 40% of the accidents that lead to personal injuries occur at roundabouts, compared with a national average of 10%. That is based on data provided by the police.
The historically fragmented nature of the A5, both through its construction and its inconsistency, can be seen as the heart of the issues with the road. Further or full dualling of the A5 will improve the overall capacity and resilience of the road while improving its safety and performance.
My hon. Friend is being generous in giving way. Given what he has said, does he agree that we need safety improvements on the A5 for the road to cope with greater capacity? In my constituency, for instance, High Cross and Smockington Hollow junctions are notorious accident blackspots, so I am grateful that he has mentioned the safety issues on the A5.
I thank my hon. Friend for that contribution. We do want to make the road safer as it is a horrible road for drivers to negotiate.
I also want to talk about sustainability. As part of the wider picture, improving the highways infrastructure should involving cycling and pedestrian routes and the use of public transport. In my constituency, both Rugby Borough Council and Warwickshire County Council are committed to investing in and further developing sustainable transport infrastructure with a view to reducing the congestion on our roads, encouraging healthy living and improving air quality. Those ambitions are shared by both central Government and local councils.
Public transport along the A5 by bus remains extremely limited. I have spoken about the new housing and commercial developments on the road and they are not accessible by public transport. I cycle, and I certainly would not want to ride my bike along the A5. At no point along the part of the road that I am particularly concerned about are there any cycleways, creating further issues around access. All in all, that drives people to use their cars to access sites along the A5, adding to levels of traffic and congestion on the road. By looking at sustainability, we can move traffic from the road. We really ought to consider sustainability when the new developments take place.
To conclude, I hope the debate has reinforced the message that I and my colleagues have been sending to Ministers over many years. Without an upgrade of the A5 in the midlands, economic growth will be restricted in our area. I hope that I have been able to show that in many ways the corridor has become a victim of the growth near it, with piecemeal improvements and developments made along it. It has not been considered in its entirety, which is what we would like to see. It should be treated as the strategic road that it is. Historically, any improvements have been fragmented in delivery and we now need an upgrade that looks at the A5 in its entirety—at the whole picture—and acts to unlock the potential throughout the corridor.
Our role as midlands MPs is to make certain that the funding to upgrade the A5 provides us with a consistent standard of dual carriageway between the M1 and M6. I hope that I have shown that the road experiences significant peak-hour congestion and will support major growth over the next decades, based on plans that have already been adopted and are emerging from the local councils along the corridor route. Without that action, growth in the midlands will be inhibited and lost.
The Minister will be aware that the midlands engine is revving up and is more than ready to play its part, but it needs the transport infrastructure to match that ambition and drive. I hope that in response to the debate the Minister will be able to reassure residents and businesses that the Government understand and recognise the necessity of an upgrade of the 53-mile corridor from the M1 junction 18 in Warwickshire to the M5 at junction 12 in Staffordshire, and that they are listening and will be ready to act.
It is a pleasure to serve under your chairmanship, Mr Hosie. My hon. Friend the Member for Rugby (Mark Pawsey) is a passionate advocate for his constituency. I congratulate him on securing this important debate, on working with local leaders and colleagues in the House and on articulating so clearly the need to increase capacity and to make other improvements on the A5 in the midlands.
I do not think there has ever before been such a comprehensive discussion of the need to improve roads. We have discussed the issue economically, environmentally, socially and culturally—even a song has been written about this road. I am sure we all appreciated the rendition from the shadow spokesperson, the hon. Member for Wythenshawe and Sale East (Mike Kane). My hon. Friend the Member for Rugby set out why improvements to the A5 are so important to his constituents and to the wider area. It is good that Members are working together.
As we know, the A5 is an ancient road of 252 miles, yet just 15% of it is dualled. We heard the rationale for improving that percentage. Significant housing development proposed in north Warwickshire, Hinckley, Tamworth, Bosworth and Nuneaton and Bedworth, including sites in the immediate vicinity of the A5, add to the reasons why the road needs to be improved. The average daily traffic figure on the A5—21,338—-is considerable.
The A5 is part of a strategic east-west corridor running from London to Holyhead in Anglesey. As we have heard this afternoon, it links towns across the midlands, including Milton Keynes, Rugby, Lutterworth, Hinckley, Nuneaton and Tamworth. Indeed, my hon. Friend the Member for Nuneaton (Mr Jones) spoke to me at length yesterday about the need to improve the road, and he specifically mentioned the areas that most concern him: the Dodwells island connecting to the A47, the Longshoot junction and the Woodford Lane junction. He talked to me about the closures on the M6 and their impact on the A5. As we have heard today, rat runs are created in local communities when there are problems on the A5.
The A5 is a core artery bisecting the golden triangle of logistics distribution centres, supermarkets and high street stores in the midlands. Spanning from Northamptonshire, up the M1 to East Midlands airport and as far west as the Tamworth area, the golden triangle is bustling with big logistics names. As well as being in proximity to the huge distribution centres of supermarkets and high street stores—with Daventry in the south, Leicester in the north-east and Birmingham in the west—the corridor remains a key artery for communities in the midlands and for jobs in major employment sites such as Magna Park and the MIRA enterprise zone, which I had the pleasure of visiting thanks to the invitation from my hon. Friend the Member for Bosworth (Dr Evans). I saw for myself the innovation happening there. As we decarbonise the transport system and think about the future of self-driving vehicles, automation and connected vehicles, the site will become even more essential to the transition. As he articulated so well, the work being done by the midlands engine is critical to the economic, social and environmental prospects of this country.
The Government recognise the role that the A5 plays. It is a key piece of infrastructure that supports and provides resilience to nearby locations, which is why we are spending £24 billion on our motorways and trunk A roads in England in the five years between 2020 and 2025, as part of the second road investment strategy. RIS2 builds on the £17.6 billon in the first RIS, covering 2015 to 2020—a then record. Of that £24 billion, £12 billion is being spent on the operation, maintenance and renewal of existing networks, including beginning multi-road period programmes of structural renewals and concrete road surface replacement.
More than £10 billion is being spent on improving the performance of the network, supporting the Government’s levelling-up agenda and underpinning national and regional growth. The core principle of our strategy is to create a road network that is safe, accessible and reliable for all users, and that meets the needs of those living alongside the network. Although investment has an important role in achieving that, the road investment strategy also includes challenging performance targets that must be met. I recognise the frustration of my hon. Friends, the business community and residents that the A5 Dodwells to Longshoot widening scheme commitment in RIS1 was not started in road period 1 and was instead incorporated into proposals in RIS2 for a more extensive improvement to the corridor.
My hon. Friend the Member for Bosworth raised the challenge of Britain’s most bashed bridge. National Highways is in discussions with the developer about the possibility of lowering the carriageway in the vicinity of the low bridge. The discussions are ongoing, and I know he needs no encouragement from me to do what he does best, along with colleagues in the A5 area: to continue engaging with National Highways on this important matter.
In championing the need for improvements, the work of the A5 partnership has been exemplary, and I reassure hon. Members that this work will continue to be fully considered by officials within the Department and National Highways as part of the canon of evidence for developing our third road investment strategy, RIS3, which will cover 2025 to 2030. It includes informing decision making on the proposed A5 Hinckley to Tamworth scheme—one of 33 schemes in the pipeline that are currently being developed for possible delivery in RIS3. The likely cost of the scheme is substantial, in excess of £1 billion in all likelihood. As my hon. Friend will appreciate, with such large sums involved, investment decisions need to be taken in the round to ensure we maximise value for taxpayers.
My hon. Friends have set out the importance of this road improvement for the economic viability and social happiness of the area. Individual pipeline schemes will be considered alongside future operations, maintenance and renewal priorities and how we respond to environmental pressures and opportunities, planning for a future of connected autonomous vehicles as well as small-scale improvements. In practice, those decisions will not be made until the final road investment strategy is set in 2024.
One of our key asks is that this 53-mile section of road is looked at as a whole, rather than in individual pieces. There is a marvellous precedent in the midlands with the work being done on the A46—plans are coming forward for the final roundabout in my constituency—which will provide a continuous road from the M5 in the south-west at Evesham all the way through to the M69 and then the M1 at Leicester, providing a south-west to north-east link. That road has been looked at as a whole and will be a complete, uninterrupted road. Can we have the same for the A5?
I am sure my colleague in the other place, Baroness Vere the roads Minister, will be listening to this debate. I reiterate how effectively my hon. Friend the Member for Rugby is championing this cause, and he is being taken seriously. Also, this is not all we are doing for the A5. As I am sure hon. Members are aware, National Highways has committed to delivering another scheme for the A5. The Dordon to Atherstone scheme is set to deliver improvements that will unlock the potential for 4,000 homes. National Highways will deliver that scheme, and the design of the improvements can be tied into the wider options being considered for the route. National Highways will also be completing safety improvements to the A5 Northampton Road this month.
I appreciate hon. Members’ concerns about the current operation of the A5 and its impacts on proposed growth in the region. My hon. Friends and I agree that efficient, reliable transport is a catalyst for enterprise and enables growth. Better connectivity means greater economic opportunity and all the benefits it delivers for communities.
I know that my hon. Friend for Rugby and other hon. Friends who advocate for improvements on the A5 are passionate about investment in the midlands for their constituents, and I recognise it is in everyone’s interest to mitigate the barriers to growth. That is why the Department is working closely with National Highways to fully understand congestion issues along the length of the A5 and how its key congestion pinch points can potentially be mitigated, including the A43-A5 Tove roundabout, the A5-A426 Gibbet Hill roundabout and junction 1 of the M69. I assure hon. Members that National Highways will continue to work closely with the local highway authorities and stakeholders to understand and deliver improvements where they are needed, so that the region’s potential can be truly realised.
As we look to the future of the network, National Highways has just finished the formal evidence-gathering phase of the third round of route strategies, which will inform its assessment of the current performance of the network and its needs. Those strategies provide an important input, alongside strategic studies and other evidence-gathering mechanisms, in informing decisions about further investment on the strategic road network beyond 2025. The route strategies review performance, pressures and opportunities on every part of the network, and provide a significant opportunity to consider the needs of the A5 corridor and, in particular, reinforce the case for improving the Hinckley to Tamworth section. The input of Midlands Connect and the A5 Partnership was an important contribution to that process and, as we have heard, the input from my hon. Friend the Member for Rugby and his colleagues was an important contribution to the series of roundtable meetings that the roads Minister, Baroness Vere, hosted in the autumn.
I thank my hon. Friend once again for the work he does with Midlands Connect and the A5 Partnership to ensure the overwhelming support for improvements is well represented within Government. I welcome the integrated approach with local community leaders, sub-national transport bodies and transport authorities to demonstrate a united front on the need for investment, which is essential for building the case for improvements along this stretch of the strategic road network. The formal window for feedback through the route strategies feedback tool came to a close at the end of December 2021. It is vital for National Highways to understand and prioritise the issues that matter most for users of the road network. I encourage my hon. Friend to continue making the case for investment in the strategic roads that matter most, and the important engagement that is already under way with National Highways across all these issues is making a tremendous difference.
I conclude by thanking my hon. Friends the Members for Rugby and for Bosworth for this debate. In preparation, I learned much about the 252 miles of the A5 and I hope they are satisfied with my response to their concerns. We recognise the vital importance of the A5 in supporting all aspects of the regional and national economy, and the concerns and views that have been expressed will be dealt with as matters of the utmost importance when considering how to improve the A5 now and in the future.
I am grateful to the Minister for her remarks. She has appreciated the passion in the midlands for improvements to this road. It is a piecemeal road; we have great bits that have recently been improved, and other bits that are single carriageway and have not had any work done on them for 50 years. I hope we have persuaded the Minister of the strategic importance of improvements, and their impact on growth in an area that is very sympathetic to attracting businesses, new housing and other such developments. We very much hope that the Minister and her team will take this forward, and that we get the shiny new road our constituents deserve.

General CommitteesIt is a pleasure to serve under your chairmanship, Mr Robertson. I have a few general points to make that relate specifically to what the Minister said. The present Government have gone into some type of academic competition to see who can be greener than green, and they have set the ambitious target of 2030 as the date when no non-electric vehicles will be sold. However, let us be realistic; most of our constituents do not buy new cars. They will be reliant on petrol, diesel or hybrid cars for quite some time. Certainly a lot of my constituents, and others in rural communities, rely on heavier vehicles—diesel, mainly—for work, farming, and other things.
I have not yet seen a technology that is going to replace some of those vehicles. We all need to be realistic, and although the Government’s ambition is to be lauded, the reality is that 2030 will not be a sudden cut-off date whereby everything is going to change. That will not be the case—in certain areas, diesel, hybrid, or alternatives such as hydrogen-powered vehicle are going to be the answer rather than electric vehicles.
The Minister talks about the consumer. In certain areas—take North Durham and Easington for example—it may be easy for someone to install a charging point in a leafy, detached or semi-detached house, but in a terraced street in Horden or Craghead, how are we going to install an electric charging point without a succession of cables running across the street to charge people’s cars? I do not think enough thought has gone into this. Many people will have to rely on public charging points rather than installing them in their own homes.
The same applies to inner cities, to people living in blocks of flats, for example. Are we to have cables dangling from a six-floor tower block down to an electric car in the car park? Of course not. If we are to get to a situation where we have only electric vehicles, how are people going to access those charging points? That brings us on to the issue about competition, because those individuals will not have a choice to install a charging point at home and then look for the cheapest tariff. They will be reliant on going to a garage, a local council facility or some other body that sets up charging points. They could be at a disadvantage, because they will not be able to shop around for the cheapest tariff. That needs to be thought about as well. There is not just the added cost, for many of these people, to acquire an electric vehicle, which they may not do for many years. As I have said, many of our constituents do not buy brand-new cars—
The right hon. Gentleman is talking about people—often living in terraced houses—being able to charge their cars. Many of them will be able to charge at work. There are enlightened employers who are providing charging points. I will give as an example Cadent, which is setting up in my constituency a new office development where there will be charging for people at work. There are ways of getting around this issue.
I applaud those employers, but let me examine what the hon. Gentleman is suggesting. Let us say that someone lives in Stanley in my constituency, in a terraced street in Craghead, and they work at the local Asda supermarket, for example. Certainly they could drive their car there, but will all employers be queuing up to provide charging points? A lot of charging points would have to be developed. Actually, only certain people will be able to access such provision. Some enlightened employers may well provide charging points, but we need to think about the individuals I am talking about, because there is going to be a poverty trap for some of these individuals, who will not have the choice to go for cheap tariffs or deals on their electricity accounts, because they will not physically be able ever to put in a charging point at home. That needs to be thought about.
Another issue is that local authorities and car parks are putting charging points in car parks, but some of them have cut-off times when those car parks are closed, for perfectly good reasons, so they will not be open to constituents who do not have access to charging points at home. That will be a particular issue, I think, in rural communities.

The hon. Lady is absolutely right. First, we need to make sure that the job is properly remunerated. Secondly, the terms and conditions—the quality of stops—must be commensurate with the job that people are doing, and I have talked about how I am working with colleagues across Government on that front. Thirdly, I am working with my right hon. Friend the welfare Secretary on how, with a variety of different programmes, we attract people from more diverse backgrounds so that the sector is not 99% white, male and middle-aged. I am working with my right hon. Friend the Education Secretary on how we can expand programmes in that direction too.
The Secretary of State has just acknowledged the need for a broader mix of people in the sector—particularly women, who make up only 1% of workers. He has also spoken about how improved facilities will help ease that. Does he agree that there is a great example at the UK’s newest motorway services, operated by Moto at junction 1 of the M6, which were opened during the summer by the Under-Secretary of State for Transport, my hon. Friend the Member for Redditch (Rachel Maclean)?

Commons ChamberI hear what the hon. Lady says, but actually it is a fact that there is a global shortage. In the US, for example, drivers are being hired from South Africa. In Poland, the shortage is 123,000 and, in Germany, 45,000 to 60,000. To say that this is just a Brexit issue is completely untrue; it is about coronavirus. That is why, as I said, we consulted on a series of measures, for which the consultation closed on Monday, to ensure that we can go back to pre-1997 driving licences—a Brexit bonus—to allow for more tests to be taken for HGVs so that tests for both articulated and rigid HGVs can be taken together. There are also one or two other measures that I will return to the House quickly to say more about.
Rugby is an excellent location for logistics, being at the centre of England and at the crossroads of the motorway network. However, despite the challenges that the sector faces, including that of drivers, our haulage and courier businesses make sure that we get the goods that we have ordered—usually online—incredibly quickly. Will the Secretary of State pay tribute to the extraordinary efficiency of our logistics sector?
I absolutely join my hon. Friend in that. This sector literally works day and night to provide goods, medicines and vital services around the country, for which we are hugely grateful. It has done that throughout the pandemic in very difficult circumstances. We on the Government side are pleased to see salaries for haulage drivers going up. If they are paid 20% more, or something like that, that would be good for British workers, and I thoroughly support it.

The hon. Lady perhaps did not hear me mention that we are paying the entirety of the business rates bill for every airport—I must check the facts here—in England. I hope that the same is happening under the Scottish Government in Scotland. We are paying the bills through the furlough scheme of all the employees in the sector, both in airports and in the airlines. We have been providing financing—billions of pounds, in fact—to enable airports and airlines to keep themselves afloat through this crisis. I have to say that when it comes to these discussions, invariably the people who most do not want to restart travel tend to be the Government in Scotland, so I am a little surprised to hear the hon. Lady’s comments.
The travel sector has had to deal with more disruption from the pandemic than most as countries are added and then taken away from different coloured lists. Travel agents have been particularly affected as customers book, then cancel their holidays. Will my right hon. Friend ensure that they receive the support that they need to enable those businesses to survive at this most difficult time?
My hon. Friend is absolutely right. Businesses across the travel industry have been drawing on the £350 billion-worth of grants and loans, VAT deferrals, the furlough scheme and much else besides. The best thing we can do is get the country flying again and get people moving again. Our exemplary progress with the vaccination roll-out gives us the best opportunity of that happening sooner rather than later.

Commons ChamberMy hon. Friend raises an important point, which is why we have allocated a further £617 million of support to local authorities for discretionary payments for cases such as the one that she highlights. Local authorities are free to focus those payments in line with local need.
District councils are the level of local government closest to residents, and I know that they very much appreciated the support that the Government have provided, but responding to the virus has incurred both additional expenditure and a loss of revenue—they have had less income from things such as car parking and leisure services. How can the Minister ensure that district councils are able not only to meet their short-term demands, but to ensure a long-term, sustainable future?
My hon. Friend is right to point to the particular pressures on lower-tier councils, which is why councils such as Rugby have benefited from more than £1 million of additional funding. Seventy per cent of district councils have received more than £1 million, which is why the profile for the second allocation of £1.6 billion was changed to recognise the points that he highlights.
