Following the Williams-Shapps review, we have announced the creation of Great British Railways, which will create a truly passenger-focused service for the UK. I have already mentioned the £96 billion that has gone into the integrated rail plan, as well as the restoring your railway programme. The Government are focusing on getting passengers on to rail wherever possible.

Happy St Patrick’s Day, Mr Speaker. During the pandemic, bus drivers kept vital lifeline services going at huge risk to their health. Many now face reduced pay and conditions and disgraceful fire and rehire tactics employed by disreputable bosses, so they are understandably leaving the industry in droves. What steps are the Government taking to improve the pay and conditions of bus drivers, to encourage people to take up jobs in the sector, and to solve the current shortage?

I join the hon. Gentleman in paying tribute to bus drivers, who worked throughout the pandemic. The Government supported the work of local bus services with £1.7 billion of funding throughout the period. We do not intervene, however, on the levels of remuneration in private businesses, with the exception of setting rates for the national minimum wage and the national living wage.

I totally agree with my hon. Friend: my next sentence was going to include the words “cheap and nasty”. This is levelling down, rather than levelling up.

The electrification of the Fiddlers Ferry route and its incorporation into the national rail network was included in the plan. That option on its own will do nothing at all to improve journey times. Instead of improving economic connectivity, this development threatens to cost our city region an estimated £280 million in disruption over the course of six years. At a time when we badly need to cut emissions and take action on air pollution, it will force an additional half a million cars on to the roads each year and critically undermine freight capacity.

We have been told that the costs of any new station in Liverpool will have to be met locally. A new station would serve as an essential cornerstone of any further expansion of the rail network, and would be indispensable in improving travel times on the upgraded line. However, with an estimated cost of £1.5 billion, it is an expense that our region—one of the most deprived in the country—can ill afford.

The Government’s inability to live up to their lofty rhetoric and deliver the rail revolution that the north was promised exposes monumental failings at the heart of their levelling-up strategy. Whether on transport, education or energy, the Government are simply not willing to put their money where their mouth is. The task before us is enormous: we are attempting to address decades of under-investment, managed decline, and neglect of our transport network.

I eagerly anticipate the Minister’s contribution today, and while I have no intention of prejudging his remarks, I am sure that he will point to recent spending announcements from which our city region has benefited. Of course I welcome that additional funding, but the Government still do not seem to grasp the scale of the challenge ahead, as the scrapping of the Liverpool to Manchester line clearly demonstrates. Individual spending announcements and piecemeal policies are not enough; there needs to be a transformational, long-term project with real buy-in from Westminster.

That is all the more important given the devastating impact that local government funding cuts have had on local transport networks. Wirral Council alone has seen its central Government grant fall from £260 million in 2010 to a measly £37 million this financial year, and now—like many local authorities on Merseyside—it finds itself in the midst of a deepening financial crisis. When we look to the future of transport, we must never forget the 10 years lost to Conservative austerity. For transport, as for so many services, this was a decade of destruction that will take a lot more than piecemeal handouts to rebuild.

Moreover, the levelling-up agenda has no chance of success if local voices remain stifled and local leaders remain powerless to take a lead in effecting change. Mayor Rotheram, the combined authority’s transport lead, and the leaders of Warrington Borough Council and Cheshire West and Chester Councils were unequivocal in their repeated warnings that option 5.1 was not right for our region. We must ask why they were not listened to, and why it is that policy makers in Whitehall continue to ride roughshod over local leaders who know the needs of their communities best.

In Merseyside, ambitious plans for a London-style transport network hint at what is possible when local leaders get the financial support and political freedom they need. As Mayor Rotheram has said, we cannot wait for national Government to act, because it will never happen. Instead, the Liverpool city region is forging ahead with plans to fundamentally reform our region’s transport network so that everyone on Merseyside has access to the affordable, accessible and green transport they deserve. The city region has already invested over half a billion pounds in a new fleet of state-of-the-art trains that will begin service later this year. Ambitious plans are also under way for the development of new stations and improvements across the region that will radically expand access to the network. The steps being taken to improve accessibility across the network will be particularly welcomed by my constituents in Rock Ferry, whose local station has for too long been inaccessible to wheelchair users and people with limited mobility.

However, rail is not the only sector in dire need of reform. Trains may connect our towns and cities, but buses bring communities together. Bus services are a vital lifeline for millions of people across the north, especially in areas like Merseyside that have such high levels of deprivation and low rates of car ownership. In the city region, 80% of all journeys taken on public transport are by bus, but since the deregulation of bus services in the 1980s, my constituents have been dependent on a fragmented and privatised system in which bus operators compete against each other while ignoring the needs of the local community.

A recent investigation into the provision of bus services on the Wirral exposed the scale of the problem that my constituents face. Residents reported having to catch two or three buses to travel even relatively short distances, and many expressed frustration at the difficulties they encounter in trying to reach Arrowe Park Hospital, which serves the entirety of our peninsula. Some of the most impoverished communities in my constituency, such as the Noctorum estate, feel all but cut off from the rest of Wirral, while other areas have no bus services at all, as operators deem those routes to be unprofitable.

Covid continues to have a negative effect on provision, with some services having not resumed since the darkest days of the pandemic. Here, again, the combined authority is taking decisive action. Using powers afforded to him by the Bus Services Act 2017, Mayor Rotheram is working to re-regulate the bus network across the city region to guarantee that commuters get the quality of service they deserve. The metro Mayor has also submitted a £667-million bid to central Government to increase services across the network, begin the roll-out of new zero-emission hydrogen vehicles and slash fares.

In my own constituency of Stockport and across Greater Manchester, Mayor Andy Burnham has pioneered the bus franchising model, which will deliver lower fares and improved connectivity, and prioritise passengers over private profit. Will my hon. Friend join me in congratulating Mayor Burnham and encourage people to use this model across the nation?

I refer the House to my entry in the Register of Members’ Financial Interests.

I am grateful for this debate being called at a time when there is so much uncertainty in both the aviation and tourism sectors. I pay tribute to my union, Unite, for continuously standing up for this sector, particularly during this difficult time. I also want to draw attention to Manchester Airport, which is owned by the 10 local authorities in Greater Manchester. A good model of a publicly owned and operated service, this airport is one of the largest centres of employment in the north-west, with more than 22,000 people directly employed on site, supporting a further 45,000 jobs in the north-west of England. The airport secures Greater Manchester’s position as a hub of trade and investment.

In this House, we all know the devastating impact that this pandemic has had, from the loss of family members and friends to the closure of businesses and the loss of jobs, but it now feels like there is light at the end of the tunnel. As the economy starts to reopen and vaccines have been rolled out, there is a real feeling of hope that we will be able to beat this virus. Unfortunately, for those in the aviation and tourism sectors, the uncertainty that has so defined the past year and a half remains.

As we know, before the pandemic, the UK had the largest aviation network in Europe and the third biggest in the world, yet the sector has been neglected by Government covid policy. There has been the grave threat to jobs, an outrageous resorting to fire and rehire practices, and a complete lack of sector-specific support. The airport and ground operation support scheme launched by the Transport Secretary in January has not covered even a meaningful proportion of any airports’ costs or tax, which stands in stark contrast to the policies of our European neighbours. Look at Germany, which has implemented plans to provide additional monetary aid to its airports to preserve infrastructure and jobs. Look at France, where there has also been strong monetary support for the sector. Then we look at the UK, where Government support has been dwarfed by sectoral needs.

No sector operates in isolation. The knock-on impact of Government negligence can be felt across the economy. In my constituency of Stockport, the loss of dividend paid out to Stockport Council from Manchester Airport totalled £6.4 million in 2020-21. It is highly likely that there will be no pay-out this year to next, and the same is assumed for the subsequent year after that. Therefore, in the space of three years, there is a predicted shortfall of £19 million based on pre-covid airport usage that cannot be budgeted for and is not covered by Government grants. This is on top of years of funding cuts, in which the council has already lost 49.2% of its settlement funding between 2015-16 and 2020-21. There are also the additional costs that have been incurred because of the pandemic.

In March last year, when we first locked down, the Government knew the impact that the pandemic would have on the aviation, tourism and travel industries, so why did they not act then? Why did they wait until the last minute to provide a measly and inadequate support package?

Workers in the aviation sector have disproportionately high levels of job losses in comparison with other sectors. We know that the aviation sector is unique and that its recovery does not wholly rely on the Government’s decisions, but that unique uncertainty is all the more reason for a sector-specific job protection scheme.

We are making stations more accessible and improving staff training and passenger assistance. The disabled persons railcard reduces fares, and better, accessible trains are coming into service.

Only 40% of railway stations in Greater Manchester have step-free access—that is 38 out of 93 stations. This is significantly lower than the north-west region as a whole, which is at 63%, and the national average at 61%. Mayor Andy Burnham has called for all railway stations in Greater Manchester to be fully accessible by 2025. According to the charity Leonard Cheshire, it would take just 1% to 3% of annual transport spending to make the rail network accessible by 2030, so what steps has the Minister taken to ensure that this will be a reality as soon as possible?

I thank the hon. Gentleman for his question and his interest in this. This Government are spending hundreds of millions of pounds on improving our network and continue to do so. Indeed, I met the chief executive of Network Rail yesterday to talk about how we can speed up the delivery of elements of our accessibility programme. I read the Leonard Cheshire report on this, and it was interesting, but I tend to think that it has underestimated the figures involved in improving our network to the level that it should be at by now.

I am in complete agreement with my constituency neighbour, which will come as no surprise to anyone at all. May I, at this juncture, mention my other constituency neighbour, the hon. Member for Denton and Reddish (Andrew Gwynne), who contributed to business questions earlier today, but cannot be with us this afternoon? I just wish to place on record my thanks to them and say that it has been a pleasure, as always, to work closely with them.

We are all acutely aware of the variety of impacts the covid-19 pandemic and associated restrictions are having on everyday life. We understand why things we have previously taken for granted are no longer possible or must be done with appropriate adaptations and caution. However, while our railways have provided a vital service to key workers—indeed, those who work on them are key workers themselves—and now an increasing number of the general public, they, too, have been impacted by this pandemic. Northern, which operates services on the Manchester to Rose Hill line, has brought forward this proposal: to temporarily suspend services in their entirety for three months. It justified it on the following grounds, informing me that the driver training programme was suspended for nearly six months, a proportion of its workforce are classified as vulnerable and have been shielding, and a number of drivers have left the company or have retired and replacements have yet to be trained. All of those points are understandable. A train driver cannot work from home. However, I cannot help but think that these issues should have become apparent much earlier and could have been better planned for. Northern’s reputation has suffered greatly from the timetable debacle and a series of strikes in recent years. Many of my constituents have said in frustration to me that they wonder whether Northern sees running a railway as an inconvenience. My constituents deserve better.

I thank the hon. Gentleman for giving way and congratulate him on securing this important debate. I know that he and my good and hon. Friend the Member for Denton and Reddish (Andrew Gwynne) are long-standing campaigners about the issues on this line. Although the line does not impact my constituency, it is very near to it, and I have been discussing it with the shadow rail Minister, my hon. Friend the Member for Slough (Mr Dhesi). Does the hon. Gentleman agree that, ever since the Government took over the Northern franchise in March 2020, things have actually got much worse than they were before, when the franchise was in private hands? I know that Northern is one of the most complained about train operators in the UK.

There is no doubt whatever that Northern’s reputation has been generally lamentable for some years. However, I gently caution the hon. Gentleman, my neighbour from Stockport, because March 2020 was also when the pandemic began, and that has brought a degree of pressure. Nevertheless, I take entirely the thrust of his argument. Like his constituents, my constituents deserve better; they deserve an efficient, regular and reliable rail service. That is why we are here today.

It is completely unacceptable to make an announcement over the summer without consultation with passenger groups, local transport bodies or elected representatives. That is compounded by the apparent lack of notice given to the Minister of State, Department for Transport, my hon. Friend the Member for Daventry (Chris Heaton-Harris), in particular given his Department’s role as operator of last resort. At this juncture, I pay tribute to my hon. Friend, who has made himself completely available to all colleagues in the House, to meet us virtually, to apply pressure to Northern and to ask the questions that need to be asked. I pay tribute to him for his work.

I refer hon. Members to my entry in the Register of Members’ Financial Interests in relation to Unite the union, of which I am a member. Unite represents thousands of workers in the aviation industry and has been campaigning for Government support for the sector throughout the covid-19 pandemic. I also pay tribute to my hon. Friend the Member for Wythenshawe and Sale East (Mike Kane), who has been a tireless campaigner for workers at Manchester airport.

Manchester airport is a core part of Greater Manchester’s economy. It employs 25,000 people directly on site and 76,000 indirectly, generating £4.5 billion for the local economy. It has links to 210 destinations—more than any other UK airport—and is an international gateway for trade and travel, acting as a major draw for investment and development in Greater Manchester, giving our region a huge competitive advantage. For example, in the past two years its direct route to China has helped to grow export values in the north by 41%, bringing with it £250 million to the visitor economy.

The whole supply chain relies on a successful Manchester airport. Catering companies such as Newrest and hotel chains such as Hilton have been affected by the lack of footfall during lockdown and have been forced to make cuts. Furthermore, an Independent Transport Commission report revealed that 55% of the workforce in the area surrounding Manchester airport are employed by aviation businesses. As a result, Manchester airport is central to everything we do in the north-west and will be a major catalyst for kick-starting the regional economy as we emerge from the first phase of the coronavirus crisis.

The fallout from covid-19 has been catastrophic, with passenger levels and revenue dropping to historic lows of between 1% and 4% of those seen in the same period last year. Thousands of workers face redundancy if the Government do not intervene to save the airport, its airlines and the businesses that rely on it as a key hub. More than 1,500 redundancies have been proposed to date, with well over half of them at Swissport. Widespread losses have already been reported for airlines including Virgin, Ryanair, Jet2, TUI and—just this week—easyJet, with more to follow in the coming weeks.

Manchester Airports group, which also operates London Stansted and East Midlands airports, faces a difficult restructuring programme with 25% of its leadership and management positions being cut and the remaining 75% subject to restructuring. All of that will take place before the end of the furlough scheme, when further redundancies are almost certain to follow. While the furlough scheme has been of some help, the money is little more than a drop in the ocean, accounting for just 5% of the airport’s fixed costs.

The situation will not simply end with a resumption in air travel. Even with an increased number of air bridges and an end to quarantine, the aviation industry has warned that it may not return to anything like normality until the second half of 2021, and even then the numbers are expected to be at only about 90% of pre-crisis levels. The Government must therefore consider a sectoral support package that ensures the industry has the backing and confidence it needs to recover as quickly as possible, mitigate job losses and protect skilled jobs.

Thank you, Madam Deputy Speaker. I appreciate that as a newer Member I am practising the ways, and I will get it right. Does my hon. Friend agree that regional airports have an important role to play, not only for all the direct jobs they provide in our areas, but for the wider jobs and services they can support, such as at Luton airport? It is in my constituency and it is the fifth largest airport in the UK. It provides £20 million a year in direct dividend to Luton Borough Council, which provides jobs and services, and £10 million a year direct to the voluntary and community charitable organisations. Does he agree on the importance of that role, too?

Absolutely, I agree. In the past few years, especially in the past decade, councils have faced a lot of cuts as a result of the austerity regime, including my local Stockport Metropolitan Borough Council and the Greater Manchester Combined Authority. They depend on income generated by the airport, and I thank my hon. Friend for raising that issue.

If the Government do not step in, businesses will continue to collapse and tens of thousands of workers will lose their jobs. In the north-west, it is crucial that we do not see a repeat of what happened to Thomas Cook last year, which had a huge impact on the 3,000 employees who lived and worked across Greater Manchester, including those who worked at five branches across the borough of Stockport, including the one at Merseyway, in my constituency, as well as the 900 cabin crew who operated out of the airport.

In his Budget on 17 March, the Chancellor promised a financial support package for the aviation sector. That is almost four months ago, but we are still waiting. It is completely unacceptable, given how precarious the current situation is for the industry, that we are still waiting. The Government urgently need to consider sector-specific furlough support, such as an extension to the coronavirus job retention scheme, which is scheduled to end on 31 October. Such an extension should also come with a warning that no company is allowed to accept public funds from the scheme and use them to cover the cost of making staff redundant. The Government must also consider prioritising loans or taking a stake in companies, and ensure that when that happens businesses that agree to such support should be prohibited from paying dividends, from undertaking share buy-back or from capital contributions, with a cap on executive pay until 12 months after the loan is fully repaid.

Business rates make up a significant proportion of our airport’s fixed costs, at a time when the revenue is close to zero. In recognition of that, business rates relief has already been provided to airports in Scotland and Northern Ireland, and the UK Government should correct that anomaly for airports in England, too. They should also support local authorities so that they do not face further financial strain. Temporary measures should also be considered, such as a reduction in air passenger duty, which makes up a significant proportion of the cost of tickets and limits the profits that airlines can make. In addition, support is needed for the temporary funding of the Civil Aviation Authority.

Many businesses have rightly been praised for the efforts they have made during the crisis to support and retain their workers, utilising Government loans, where needed, to retain staff on full pay or opting to furlough staff rather than lay them off. Those that have gone down the route of Government support have done so in good faith, in the hope that this will be no more than a short-term measure. The flip side is companies that take advantage of the system, using taxpayers’ money to prioritise the protection of shareholder dividends ahead of the protection of their own workers.

One such company is British Airways, whose chief executive, Willie Walsh, was hauled before the Select Committee on Transport in May. It branded Mr Walsh’s company a “national disgrace”. Despite having a parent company, International Airlines Group, with total assets of £10.7 billion and profits last year alone of £2.6 billion, at the very first opportunity Mr Walsh furloughed 22,626 of his employees. In doing so, it was claimed that the measures were

“to protect jobs and ensure that BA comes out the other side of this crisis in the best possible shape”.

What is clear now, just weeks later, is that the protection of jobs was never his priority, beyond those of BA’s top executives.

Despite the fact that IAG was in a position to retain its entire workforce on full pay for more than a year, even without Government support, Mr Walsh announced that all 42,000 of British Airways’ workforce would be made redundant, with 30,000 fired and rehired on inferior contracts, with worse pay, terms and conditions. That means that 12,000 people were made redundant. Furthermore, failure by employees to sign the paperwork that contains a clause allowing the company to temporarily lay off workers will result in instant dismissal.

As part of its plans, British Airways’ contact centre in Didsbury, Manchester, is set to be affected, with 350 workers being faced with redundancies. That is completely unacceptable, and I urge the Minister to look at measures for holding British Airways to account, including reviewing the lucrative slot allocations that it is given as a legacy carrier, which, in the case of London Heathrow, in the constituency of my right hon. Friend the Member for Hayes and Harlington (John McDonnell), amounts to more than 50% of all spaces at the airport. The question must be, if BA is targeting the legacy staff, many of whom have spent decades of loyal service building BA’s brand, why should it be rewarded with legacy slots? It cannot pick and choose which legacies it keeps.

It is also incredibly important that our efforts to tackle climate change are not lost as we revive and rebuild our aviation sector. Indeed, this can and should be an opportunity to explore new technologies further and green the economy with well-paid, unionised jobs. That means inserting clauses into the financial support that the Government provide for businesses to set out a clear programme of transitioning to more efficient and environmentally friendly operations, including cleaner fuel options. There should also be consideration of publicly financing smaller airports and air traffic control as well as specific routes within the UK aviation network to retain much-needed connectivity.

There are many examples around the world of Governments backing the aviation sector. The US, for example, has injected $45 billion into the sector. Another good example, closer to home, is France, where Emmanuel Macron’s Government have unveiled a series of historic rescue packages, including one of almost £7 billion for Air France, which included £4 billion in bank loans guaranteed by the state and £3 billion in loans direct from the Government, all of which has helped to safeguard Air France’s 84,000 employees. As part of the rescue package, France’s Finance Minister was clear that airline bosses needed to bring forward a plan for reducing carbon dioxide emissions and transforming their fleet to be less polluting. Similar steps would be very welcome in Britain.

Ultimately, as lockdown measures are eased, people’s health must remain a priority ahead of profits. That means that companies must be compelled to take all possible steps to ensure that appropriate action is taken, such as providing proper PPE for all staff and enforcing the Government’s social distancing guidelines. That is why, last month, the Mayor of Greater Manchester, Andy Burnham, launched a “Safely Reopening Greater Manchester” campaign, which is an initiative to ensure that the region’s economy can reopen safely from the covid-19 lockdown.

The Greater Manchester Combined Authority, led by Mayor Burnham, is also looking at initiatives such as the regional brokering scheme, to match people at risk of being made redundant when the furlough scheme ends with parts of the economy where there are opportunities, as well as exploring initiatives such as the future jobs fund.

In conclusion, it is time for the Government to act. All 10 local authorities in Greater Manchester have already intervened to support Manchester Airport Group, providing a combined package of more than £250 million to protect long-term investments and safeguard tens of thousands of jobs that rely on the airport as a major engine of the local economy. I urge the Minister to consider all the measures that I have set out in this speech and ensure that our aviation sector can build back better and be the economic catalyst that our country desperately needs if it is to emerge stronger from this crisis.

My hon. Friend is correct. Major infrastructure such as airports always have a wider impact than the activity that they directly partake in. The success of Manchester airport has been a big contributor to the wider local economy and the supply chain, and that is something that we are very mindful of within the Department for Transport. We are working with our colleagues across Government to ensure that we understand the full impact of the difficulties within the aviation sector.

I would like to point out that the Manchester Airports Group—MAG—and Manchester airport were among the leading members of the expert steering group working with us to devise that health and passenger guidance, and I thank them very much for that. We have built on progress, and on Monday we announced that the Government would shortly begin to ease the health measures at UK borders, allowing passengers to be exempt from self-isolation requirements in certain circumstances on arrival in the UK. The joint biosecurity centre, in close consultation with public health and the chief medical officer, has developed a categorisation of countries and territories that present a lower risk, so that passengers entering the UK from those places will not require 14 days of self-isolation. This has been informed by factors including the level of covid within a country, the number of new cases and the expected trajectory in the coming weeks. Further details, including a full list of those countries from which arriving passengers will be exempt from self-isolation, will be announced shortly.

Throughout this process, public safety has been at the heart of our decision making. We have worked closely with health and policy experts from across Government to ensure that the steps we are taking are gradual and minimise the risk of new covid-19 cases, while helping to open up our travel and tourism sectors. We want the aviation sector to return to normal operations as soon as possible. However, even with this week’s announcements, there is a great deal of uncertainty around how long this will take, given the truly international nature of the sector. We want to ensure a safe customer journey in the UK and abroad. We also want aviation to be as sustainable and environmentally friendly as possible. The aviation sector must be a green one that creates high-quality, high-skilled jobs.

Will the Minister commit to looking at the proposals put forward by the French Government to support the sector, and the conditions that they have introduced with regard to using cleaner fuel, reducing emissions and supporting the wider economy with a sectoral package?

The hon. Gentleman will have heard, and maybe seen, the Secretary of State announce last week the formulation of the Jet Zero Council, which has been supported by the industry and will bring together the Government with aviation and environmental groups to make net-zero-emissions flights possible. I have spoken with Manchester airport and others across the industry this week, and there is a real determination from the sector to make this a vital pillar of the recovery. We have an industry that wants to deliver on this agenda and are working with the industry, with or without that bespoke support. It is important that we understand the profound impact that covid-19 will have on the way that people’s lives, work and travel will change. It is clearly sensible that our plans to reduce emissions understand that and take it into account.

I thank the hon. Gentleman for securing this debate. Manchester airport is the only British airport other than Heathrow to operate two full-length parallel runways. It handled its first scheduled flight in 1938—a KLM Douglas DC-2 to Amsterdam—and in 2010 it became the first airport of its size in the world to have a daily A380 service. As Aviation Minister, I have been given the opportunity by this debate to address concerns. I am mindful of and take on board the concerns he raised around slots, the green recovery and the particular strain that local authorities may feel as a result of supporting their local airports.

As I have highlighted to the hon. Gentleman, the Department for Transport is committed to staying close to our airports and working with them in the best way possible. We are all aware of the scale of the challenge facing the aviation sector and the economy as a result of covid. The efforts that we are making in partnership with the sector are intended to ensure that UK aviation can recover, and that airports such as Manchester and the communities they serve can recover and prosper in the future, just as they have done in the past.

We have announced £3.2 billion of new funding for councils, alongside the £3.4 billion of further support with cash flow. I am in regular contact with Ministers in the relevant Department on further support.

What we have seen through this crisis is an unprecedented level of support, including the £3.2 billion that has been announced and the further £600 million of support specifically targeted at the care home sector. That sits alongside earlier funding, including the estimated 4.3% real-terms increase that councils received this year.

Although the Government’s announcement of additional funding for local authorities in England is welcome, care staff, refuse collectors and social workers need to know that their work will continue to be funded once the current lockdown is over. My local council, Stockport, is facing a staggering shortfall of £25 million, with the cost of the coronavirus response standing at £41 million. Will the Minister offer those workers that assurance?

The hon. Gentleman is right to highlight the importance of that sector. It is why the initial £1.6 billion funding announced in March was not ring-fenced. It sits alongside the £600 million announced last week. In addition, there is money to help with cash flow, including the £850 million targeted at adult social care, which was paid in one go in April.
