That is one reason we are bringing together the relevant agencies in this new joint unit. They include HMRC, which is absolutely determined to crack down on tax fraud and evasion of all sorts. The right hon. Gentleman has his point on the record, and I am sure that the issue will be raised in the new joint unit.

Fly-tipping ranges massively from lorry loads of hospital waste to a sofa. Farmers are then expected to dispose of that waste at their own cost. We quite rightly welcome what the Secretary of State says about taking lorries, vans and cars away from people, because we really must stop this crime.

My hon. Friend is absolutely right. We are determined that our new joint unit to tackle this issue will ensure that those who are responsible for waste crime of all sorts, including fly-tipping, pay the price for what they are doing and are held to account.

I will try be quick as there are maiden speeches to be made.

I welcome the Bill, and I urge the Opposition to vote for Second Reading and then to try to amend it in Committee and on Report, because the amendments I tabled in the last Parliament, which the shadow Secretary of State mentioned, I might well reintroduce at a later stage. Now is the time to let the Bill through, which I welcome as an historic moment.

We want long-term certainty, as we move forward, so I am pleased that the Bill now includes a reference to multi-annual financial assistance plans, but while the Government lay out clearly how they are to phase out direct payments, which is wonderful, they are not so clear about how the ELMS and other payments will kick in. I look forward to some proper pilots. I know that some have been done, but they were started and then stopped and delayed by the problems in the last Parliament. We must have practical schemes in place as we replace the basic farm payment, and if we have trouble rolling out the ELMS quickly enough, we should reconsider the level of basic farm payment paid in the interim, because we must make sure that the money gets to farmers and the agriculture community.

The EFRA Committee looked at the role of the Rural Payments Agency in overseeing and enforcing fair deal obligations for businesses and purchasers of agricultural produce. I am keen to see how the RPA will work with the Groceries Code Adjudicator and hold processors to account—for instance, in the beef or lamb sector, if a processor is not paying the right price for the carcase, will we be able to hold them to account? Will the RPA be able to fine them? If we are to make them change their practices, we have to get in there and make it work. As I have said, I am keen to hear how the RPA and the Groceries Code Adjudicator will work together.

On food standards, the point has been made across the House that we produce some of the best—if not the best—food in the world to high environmental and animal welfare standards. We cannot allow in food that does not meet those high standards, so I look forward to things coming forward in Committee and on Report. As we design our new policy for enhancing our environment—planting trees, stopping flooding, and so on—we must also seek to enhance the way we grow our food. Agritech will be important in helping to reduce our use of sprays and fertilizers while also producing a great deal of food.

There are more than 7 billion people in the world today and there will probably be some 8.6 billion by 2030. Seeking to enhance our environment and manage our land differently is very moral from an environmental point of view, but feeding the population of the world is also a moral issue, so as we import food let us be careful that we are not importing the water to grow it and taking food from those who can least afford it. Also, if, as we enhance our environment and plant more trees, we reduce our food production, where will much of that food come from? It will come from Brazil. I have been to Brazil, as have many others, and seen them ploughing up the savannah and driving their cattle towards the rain forest. They are destroying much of their environment in order to produce food. I am sure that hon. Members can see my point. Let us be careful to keep that production in this country.

Furthermore, we rightly make much of holding carbon in the soil and planting more trees, but we sometimes lose sight of the importance of the carbon that is locked in our permanent pasture, in the grassland and in the hills. We must maintain the level of production in this country, especially from grazing livestock, in part because it is produced to high welfare and environmental standards.

We should be proud of the efficiency and productivity of our farmers. In this debate about the environment, much of which I respect and agree with, we must not lose sight of the effectiveness and efficiency that has made our farmers leaders across the world.

My right hon. Friend is right, and I am looking forward to seeing that in the Bill. As we leave the CAP and develop our own agriculture policy, we will have an opportunity not only to enhance the environment, increase biodiversity, plant more trees, and so on, but to look at the efficiency of our production and livestock breeding—for example, by introducing native breeds and cross breeding in order to deliver that very high quality. On crop production, let us use genome technology and everything that is there so that we can produce lots of food.

It is also important, as we look to managing our landscape in the future, that we seek to enhance our hedgerows and field margins, but we must ensure good production where we have very good fertile land. One thing that worries me about our policies going forward is that it is very much at the high end of food production, and that is great, but much of the population also like to enjoy good-quality chicken meat that is produced intensively but is also very reasonably priced. We produce intensively reared chicken in this country according to very high standards, and I do not want us to phase out production in this country and then import that type of meat from other countries where it is produced much more intensively. Likewise with cereals: we must make sure that the types of crop protection used to produce cereals that we import are also available to our farmers. If we do not, all we will do is export our livestock and our poultry and pig production.

This is an important Bill, and it contains much that is to be recommended. However, we must be careful to ensure that as we enhance the environment and our biodiversity we also increase production. We have an opportunity now to produce more food in this country and to be more self-sufficient.

My hon. Friend will be very welcome to come.

The Government are planning a new children’s hospital and a cancer hospital. It is proof of our Government’s commitment to the NHS. We are the life science capital not just of the UK, but of the world. Even tiny villages boast their own science parks. Take Hinxton, which now has the Wellcome Sanger Institute, leading the world on gene sequencing. It is now decoding the genes of 500,000 people, starting a revolution in personalised medicine.

The traditional heart of my constituency is rural. Farmers are some of the most affected by EU membership. Many get subsidies from the EU and many export to it, but the overwhelming majority of farmers I met were pro Brexit. There is a good reason for that: the common agricultural policy is not fit for purpose. Billions of pounds of taxpayers’ money are given to people basically for owning land, and with great subsidies come great rules—600 pages of them. There are 15 pages alone defining when a hedge is not a hedge. Farmers have to employ administrators just to help them survive the red tape.

I know that Brexit has its challenges. I spent five years as the chief executive of the British Bankers’ Association, which included negotiating Brexit with the EU institutions—the European Parliament, the Council and the Commission. But on CAP, we can all agree. The left-wing columnist in The Guardian, George Monbiot— not often quoted by Conservative MPs—wrote recently:

“I’m a remainer, but there’s one result of Brexit I can’t wait to see: leaving the EU’s common agricultural policy.”

As we heard earlier this evening, Labour has long opposed the CAP. I remember meeting the right hon. Member for Derby South (Margaret Beckett) 20 years ago when she was the Environment Secretary railing against the CAP.

As Europe correspondent of The Times, I covered the European summit where Tony Blair gave up a portion of the British rebate, which had been so hard fought for by Margaret Thatcher—hooray. He gave it up in return for a promise from Jacques Chirac that France would think about reforming the CAP. I can tell Members that the French President did not think very hard.

I am a former environment correspondent of The Observer and of The Times, and I now chair the all-party group on the environment. Green issues are close to my heart. Most environment groups, most farmers and all major political parties have long wanted to scrap the CAP, but there was nothing that we could do about it. I found it an affront to democracy, so nothing gives me greater pleasure than voting for this Bill. It uses public money for public goods, such as improving the environment and animal welfare.

The Royal Society for the Protection of Birds has shown what can be achieved at its Hope Farm in my constituency, where environmentally friendly farming has led to a 1,500% increase in overwintering birds. This Bill has very wide support from farmers’ groups and from environmental groups. Certainly, there are questions to ask. It is good to have a seven-year transition from one scheme to the other, but what is the profile of that transition? Should there be a food security review every five years or every year to start with? The great thing is that we can now debate this and decide this. Voters can make their views heard and we will listen. It is part of the renaissance of British democracy.

Farming still faces challenges. It is essential that, when farmers export, they do so with a level playing field. They must not be undermined by competitors who cut costs by cutting environmental or animal welfare standards. The Bill does mean that many farmers will have to change the way that they do things, but the farmers I have spoken to are up for the challenge. They welcome being paid to protect the environment. Many are already diversifying what they do. Last week, I met a farmer who had started producing crisps and is now exporting them by the container load to America. Other farmers are improving productivity by automating. One company in my constituency, Dogtooth, is leading the world in producing artificially intelligent strawberry- picking robots. It is one of many agritech companies in South Cambridgeshire that are unleashing a new agricultural revolution.

Yes, there are challenges ahead that need managing, but we must have confidence in ourselves as a country. One millennial said to me recently that we could not possibly survive outside the EU, and I was left thinking, “How have we come to think so little of ourselves?” There are roughly 200 countries in the world, and only 27 are part of an international government that makes laws for each other. No one else has followed the EU, so there are roughly 170 countries that fully make their own laws and of those we are the fourth biggest economically—in the top 2%. If we cannot survive, what about the 98% of fully independent countries that are economically smaller than us? That includes such successes as Canada, Australia, Singapore and South Korea.

I am half Norwegian, part Irish, part French and married to a Canadian. I have lived overseas and worked and travelled in more than 70 countries. Often I see Britain as others see us—an extraordinary country capable of extraordinary things. But how has such a great country lost so much of his mojo?

We have left the EU. The new political divide is no longer between Brexiteers and remainers; it is between optimists and pessimists. Whatever side of the argument you are on, we must now come together and work together to embrace the opportunities. It starts here with this agricultural policy. I commend this Bill to the House.

My hon. Friend makes an important point. Obviously, that is not a matter for this Bill, but our party’s manifesto makes a clear commitment to our maintaining standards as we approach new trade deals, and to our ensuring that we do not water down our standards or undermine our producers.

The Minister says that there will be complete continuity of the basic farm payment over the coming year. Does that include continuity of the three crop rule and all the regulation that goes with the present system? Farmers will need to know that. They have got used to the system, and so has the Rural Payments Agency, so we need to know whether the system will be exactly the same, or whether there will be some changes.

As my right hon. Friend will be aware, under the financial settlement in the withdrawal agreement, we did not make a contribution to the next multi-annual financial framework, so the UK will not contribute to the EU budget from 2021 onwards, and will therefore not contribute to the budget that would fund this current year of BPS. We will fund it domestically, and that is why the direct payments regulation must be brought on to a UK regulatory footing.

There is an argument that for many years the UK has actually contributed much more to the common agricultural policy than we have received from it. Can the Minister assure me that as we will not make those payments, we should save some money for the Exchequer?

I thank Members for reappointing me as Chair of the Environment, Food and Rural Affairs Committee. As I said in my spiel on seeking re-election, my door will always be open to Members on both sides of the House. That was not just a ploy to be re-elected; it is very much my philosophy. I encourage Members to stand for membership of the Committee.

I welcome this Bill, as it is essential that farmers have certainty for the coming year. Fifty-eight per cent. of farm profitability comes from the basic payment scheme, and we need to make sure that we not only retain those payments. As we look to our trade deals and our future agricultural production, it would be great to see more of our farming income coming from what farmers are paid for their produce, rather than just from support payments, much as we welcome them.

Does my hon. Friend agree that, on this question of rural payments, many of the changes needed are not just cultural but ministerial? They do not require extra changes in legislation, so there is an opportunity for the Minister, the Department and, indeed, Members of this House to get things right over the coming months. I have many constituents, as I am sure he does, who complain about the system very much.

My hon. Friend raises a good point. If I interpret the Minister correctly, there will be much more flexibility to look at individual cases and have some discretion. I would like to see that written in blood before I am certain it will happen, as we have had so many problems over the years. My hon. Friend will know that we have had these problems not only in his constituency but across the country, and not for the want of the Minister trying to get this sorted. I believe he will, but we need to be aware of it.

I also welcome the Minister’s setting out that the entitlements for claims and all those things will be covered not only under this Bill, but in the new system. Entitlements for making claims have always been a major problem over the years, and as the systems have changed many people have fallen out of the various systems for being able to make a claim and then have had to appeal. Some of those appeals have been allowed, but some have not, and there has been some real hardship in some cases. This issue is important as we move forward.

One Conservative Member made a point about smallholdings, and it will be interesting to see what we do on that in the future, because at the moment we exclude those under 5 hectares from payments. If it is an area payment, I can see some logic to it, because of the number of claims, but if we are to move to a more environmental system, should not some of those smallholders also be entitled to a payment? I accept that that is very much for the next Agriculture Bill, but today’s Bill does allow for a continuation of payment and, we hope, some flexibility.

The Bew report recommended changes to the way in which the UK CAP funds are distributed among the UK nations. Following the review, the Government increased the amount of direct payment for Scotland and Wales. I very much welcome the money going to Scotland and Wales, but as an English farmer and someone representing an English seat, I naturally want to make sure that that goes as extra money and not at the expense of those payments coming to English and Northern Irish farmers. I think I have had the assurance from the Minister that that is the case.

Does my hon. Friend agree that farmers in my constituency are at somewhat of a disadvantage, in that the Welsh Government want to phase direct payments out much faster than the UK Government? My local farmers who sit on the border between Wales and England will be looking over the hedge at neighbours who enjoy an awful lot more support from their Government.

I very much welcome my new hon. Friend—it is great to have her here representing Brecon and Radnorshire. She makes an interesting point. I believe we are almost going too fast in transferring from one payment to another, given the history of not always getting these things correct in the first place, and so I would take a bit more time. The Welsh Government are going faster and that is the wrong way to go, because we have to make sure that the environmental schemes are up and running, and that they are not only delivering for the environment, but delivering cash into the pockets of farmers. I made this point last week when I said on Second Reading that some farmers believe they can replace all the money that comes from the basic farm payment with the new environmental schemes. They may or may not be able to do that. Perhaps some on permanent pasture, upland and grassland might do so, but others might not, and in Wales, that will be piling on the agony if they are not at all careful.

Obviously, I congratulate my hon. Friend on his re-election success. I very much agree with him that we need a lengthy transition and a stable period as we move to the new system; surely the important thing is investment from farmers, as ultimately we need higher productivity, but in order to get to that they need to have stability in the interim to plan that investment, with security about the outcome, until the new system is in place.

I welcome my hon. Friend’s comment, because he is absolutely right. I see a problem in the future, not only with this Bill, but with the future Bill; we rightly talk much about enhancing the environment, but we also talk about the productivity and profitability of agriculture, and we must make sure the two knit together. I am absolutely not convinced that they do at the moment—I am sure the Minister and Government will persuade us otherwise. I accept what my hon. Friend the Member for South Suffolk (James Cartlidge) says, because farmers will not want to earn all their income from environmental payments, and that is not the way forward, so they therefore need to earn an income from what they produce. That is the important bit: how we have a productive agricultural system and a more environmentally based one, and how we incorporate the two. I am sure that we can, and I know the Minister has many ideas, so I look forward to that.

This Bill also deals with the Rural Development Programme for England—the development money that sometimes goes to rural areas; it goes into village halls and all sorts of wider aspects. I take it that the Bill will also cover those sorts of payments for the forthcoming year, because I know that in my area in the Blackdown hills and in others it is very important.

I intervened on the Minister to ask about the issue of our payments to the EU, but I do not think I got a complete answer. He assured us that we will not be making a double payment—the payment we pay to our farmers will not then also be paid to the EU. At the moment, we pay more into the CAP than we receive from it, so, to some degree, we subsidise agriculture across the whole of the EU. As we leave this year, we will not be making that payment to them and so we should be saving money. My question was about that and he may be able to deal with it in his summing up. I do not know whether we have the detail of that yet, but it is essential that we make that saving.

Going back to Wales and Scotland, I very much welcome the extra money there. I am very much looking forward to the Second Reading of the Agriculture Bill next week. One thing that we hope we will be able to do when we get the Select Committees back up and running is look at detail about how these new schemes are going to work on the ground, and how they are not only going to deliver a better environment and better biodiversity, but allow good quality, high animal welfare production. We very much enjoy that in this country, across the whole of our four nations, and it is essential.

One or two Conservative colleagues might throw up their hands in horror at this last statement. We have to make sure that as we roll out the new system, we take some of the parts of the basic farm payment scheme and the CAP that have worked reasonably well and we do not throw all the babies out with the bathwater. We need to make sure we take those aspects of what is good about the current system and enshrine them in the new one, while making it more adaptable and much lighter on its feet, and changing the culture of the RPA and DEFRA. We have good Ministers and a Secretary of State who will be able to interpret and help farmers into this new world, so that in the end we can deliver a better environment and better food production, and produce more food in this country, not less, and look forward to a bright future. I very much welcome this Bill.

At the risk of repeating myself, I am going to repeat myself. The Bill is needed only as a result of the Tory party’s descent into a Brexit fetish. Having to craft emergency legislation to do what was until now normal and routine seems almost a metaphor for the chaos to come. Here we are compensating for a Government who failed to plan and seem surprised that the logical consequences of Brexit are coming to pass. Like those Brexit supporters who have been surprised to discover that the loss of freedom of movement will in fact apply to them, too, the Government seem ill prepared for a future outside the EU.

It is a pleasure to follow the hon. Member for North Dorset (Simon Hoare). I congratulate the hon. Member for Tiverton and Honiton (Neil Parish) on his re-election as Chair of the Select Committee. He brings a wealth of experience to that position, and we wish him well in it.

I am very pleased to speak in this Bill Committee, both on direct payments and on the commitment that the Minister has given. As always, I am pleased to see him in his place. He understands agriculture, just as he understands fishing, for which he also has responsibility. We look forward to his co-operation with the Northern Ireland Assembly, and particularly with the Minister for Agriculture, Environment and Rural Affairs, Edwin Poots, who is my party colleague.

The agrifood sector is vital to the economy of Northern Ireland, and of my constituency in particular, whether we are talking about milk, beef, sheep, lamb, poultry or arable crops. Sustainability, to which the Minister referred, is critical to enable the agricultural sector to maintain its high food standards, and to gain through its partnership with the manufacturing companies.

I am sure that my hon. Friend agrees that family farms are a structure that is to be found across the whole United Kingdom, but nowhere more than in Northern Ireland. This Bill and the future of agriculture are critical to Northern Ireland.

I thank my hon. Friend for his intervention. I agree wholeheartedly, and will go into that shortly.

I want to talk about the farmers who do well, the companies that work through them, and the partnerships that are established. Lakeland Dairies, which employs some 260 people, produces milk and powder and exports them across the world. There is also Rich Sauces, Willowbrook Foods and Mash Direct. Those are just four of the companies in Northern Ireland that work in partnership with farmers. Farmers with direct payments enable those companies to produce good products, which they sell across the world.

Farmers in my constituency and in Mid Down are ranked second for milk production across the whole of Northern Ireland. I declare an interest, Madam Deputy Speaker: I am not only a member of the Ulster Farmers Union, but a farmer, so I understand the importance to my neighbours of milk and the whole sector. I received correspondence from the Ulster Farmers Union, the sister organisation of the National Farmers Union. I welcomed the announcement from Her Majesty’s Treasury on farm funding for 2020, as it delivers on the commitment made by the Conservative party, and by the Minister. It is essential that Northern Ireland’s share of UK farm funding is maintained. It is my understanding that Her Majesty’s Treasury has confirmed to the Department of Agriculture, Environment and Rural Affairs in the Northern Ireland Assembly that the money will be rolled over from 2019 to 2020.

We hope that DAERA will be able to pay 100% of payments by mid-October. Has the Minister had an opportunity to discuss the nitty-gritty directly with the new Minister in Northern Ireland, and is there an understanding of how we will achieve the things that we wish to?

Getting a new Northern Ireland agriculture policy up and running by 2021 will be very ambitious, but I hope that the Government are up to the challenge. Last week, the Ulster Farmers Union’s beef and lamb policy committee met to discuss the priorities for the new Northern Ireland Agriculture Minister. The UFU’s hill farming policy committee will meet this week to look at its key priorities. I tell the Minister that because it is important that we work together, and that what is happening in Northern Ireland is mirrored by what is happening here.

I beg to move, That the Bill be now read the Third time.

I thank the House for the debate on this Bill, which is so vital for the agricultural sector across the UK. I recognise the frustrations that some Members might have had because of the need for the Bill in the first place, given that the Agriculture Bill is on its way. Let me reaffirm that this Bill makes no policy changes; it is about continuity. It is a small, technical Bill to ensure that the Government and devolved Administrations are able to pay direct payments to farmers for the 2020 scheme year. Our future intentions for agriculture in England have been laid out by the Government in our Agriculture Bill, which was introduced on 16 January. We know that farmers need stability, certainty and a smooth transition to our new system of public money for public goods, so we will not switch off direct payments overnight. That would be irresponsible. There will be a seven-year agricultural transition period, allowing a system of public money for public goods to be introduced gradually.

I acknowledge that the Bill is being passed according to a tight timescale. However, it is imperative that it and the necessary secondary legislation are in place and in force by exit day, which will be upon us at the end of this week. The withdrawal agreement will stop the CAP direct payments legislation applying in the UK for the 2020 scheme year. This was intended so that the UK would not have to pay into the EU’s next budget cycle, which funds the 2020 direct payment year.

I am going to try once more to get an answer from the Minister. We will not be paying into the common agricultural policy money that comes back to us, but will we be paying the amount that we paid before, which contributed to the CAP across the rest of the European Union?

I am sorry that I was not able to address my hon. Friend’s point previously. We will not be contributing to the next multi-annual financial framework or the 2021 budget. Therefore, not only will we not be contributing and getting back money for our farmers—we will pay that ourselves—but we will not be paying into this scheme year for EU farmers, because we will not be contributing to that part of the budget.

I am pleased that the Bill is becoming law so that we can ensure that farmers in each and every part of the UK have the certainty they need as we leave the CAP, and embark on our new and ambitious programme. The Bill has received legislative consent motions from every part of the UK, including Northern Ireland, even though the new Administration formed only recently, and I concur with the point made earlier by the hon. Member for Strangford (Jim Shannon).

It is a great pleasure to speak on Third Reading, and to follow the hon. Member for Strangford (Jim Shannon), including to raise some of the points that he made. A point made by those all across the House is that this is a continuity Bill that we very much welcome to keep the payments going as they are. However, the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) made the point for the Opposition that the last Agriculture Bill was in the 1940s, after the war, when we were looking to increase the production of food. Later we went into the common agricultural policy, which spent all of its life increasing production across the whole of the European Union until we got to the 1980s, when we had milk quotas and all sorts of restrictions to try to limit production, and so on. We have seen a whole period of agriculture and food production that has very much been linked to production.

I very much want to raise this point: as we move forward not only with this continuity Bill but with the new Agriculture Bill, we can actually take forward production and enhance the environment at the same time. I have made this point in this House so many times. The countryside we see across the whole of the four nations of the United Kingdom is not there just as God provided it, but is a managed landscape. It is managed by farmers. That is why we can have production, but also have a great environment.

As we talk about carbon and about growing trees, we sometimes forget about the amount of carbon that permanent pasture holds in the ground. If we have permanent pasture, we as humans—I do not want to be too facetious here—cannot actually eat grass, so we do need livestock and red meat production. We also need to look at varieties, species and rare breeds to make sure that we can have a very diverse agriculture in the future.

As has been said, I think there is much to be done, and sometimes we do not realise the enormous nature of what we face. Before I got to this House, I tried to make my living as a farmer. For the whole of our lives, farming policy has been dominated by the common agricultural policy, with 28 countries of the European Union wanting different forms of crops and different types of agriculture. Even if we take sheep production, which across the four nations of this country is very much an extensive form of production, we can see in France that it is a much more intensive form of production. Farmers in France produce their sheep in a much more intensive way, whereas for us it is grassland production, and I think grassland beef and sheep are going to be very important in the future market.

The hon. Member for Strangford raised a point about smaller farmers and family farms. That is where we have to be careful to say that having good-quality, high-welfare, intensive production is not all wrong. We very often say that we have some of the best poultry units in the world, but that is intensive production. As the shadow Secretary of State said, if we compare that with the production that takes place in America, we see that the density of population of chickens is two or three times that of our own, and we see the use of antibiotics in the water as a precautionary mechanism, which we have not used now for many years.

We have spent a lot of time in this country creating agricultural production that is welfare-friendly, reducing antibiotics and making sure that we can deliver high-quality production. What we do not want to see in any future agriculture Bill or certainly in any new trade deal is those high standards of welfare being watered down, including—dare I say—in any mechanism to get a trade deal across the Atlantic. Therefore, it is absolutely key, as we move not only to the continuity of payments Bill but to the new Agriculture Bill, that we do not take our eye off the fact that we need a good trade deal. The point has been raised that, while we are talking about the continuity of payments this afternoon, many farmers out there, especially in the poultry sector, do not actually receive any payments at all. They are very keen on the trade deal that will take place to make sure they can carry on having a living.

As we move forward with the Agriculture Bill and look at the new system of payment, it is important that we in this House do not actually put farmers out of business. We want to make sure that we enhance farming; make sure that farmers can then deliver good-quality agricultural production and can afford to remain in business; and very much make sure that we can deliver the agriculture that we need.

The Bill is a vital stepping stone to getting us to the transition period in 2021, when we will start to introduce our national pilot for the environmental land management schemes, which will replace the common agricultural policy in the United Kingdom. We have every expectation that those schemes will enable farmers to do even more than they presently do to protect habitat and valuable biodiversity.

I am the former Chairman at the moment. I very much welcome the Secretary of State’s statement. It is great to have continuity. I want to return to the point made by the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) about the value of the payment. At present, the payment is made in euros; the rate used is the average rate in September. Does my right hon. Friend expect this year’s payment to be virtually the same as that for last year? In the past it was based on the value of the euro at the time of the payment, but I imagine that that will not be the case this time.

It is a great pleasure to see you in the Chair, Mr Speaker. May I welcome the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) to his new post as shadow Secretary of State for Environment, Food and Rural Affairs? I want to pay tribute to Sue Hayman, David Drew and Sandy Martin, because I worked very well cross-party with them when dealing with the previous Environment, Food and Rural Affairs Committee, and I would like to put that on record.

Naturally, I very much welcome the Secretary of State’s statement about the continuity of payments to farmers because I think this is very important. We stand at a great moment when we can create a much better policy than the common agricultural policy. This is a moment of truth, shall we say? We now have not only this Bill, which will allow for payments to be made for the next year in a very similar way to how they were made in the past, but then the transitional period of seven years from one type of payment to the other, which gives us a real opportunity to look at the way we deliver payments.

The Rural Payments Agency has finally got delivering the basic farm payment right. What does slightly worry me, however, is that the one payment it finds great difficulty with delivering is that for the stewardship schemes. Whether that is a combination of Natural England and the Rural Payments Agency, there does seem to be a problem there. We have time to iron it out, but we have to be absolutely certain, as we move to new policies that are going to be much more in line with the stewardship schemes, that we get the system right and get this paid on time.

The interesting point about the transitional period and new payments for farmers is that some farmers are perhaps under the slight illusion that they are going to be able to get exactly the same level of payment from the new system as they do from the basic farm payment. Of course, like it or not, probably over half the farmers in this country rely on the basic farm payment for part of their income. Historically, it has always been said that farmers should set aside those payments and should not put them into their budget, but, as a practical farmer for many years, I can assure Members that those payments have always gone into the farming budget. About the only time that the bank manager ever smiled at me was when that payment came in, because it was a good lump sum.

Not only am I grateful to my hon. Friend for giving way, but I smile at him too. Does he not agree with me that the purpose of subsidy is to keep those farm businesses competitive with our international competitors? Therefore, if he is right—I hope his Committee, when it is reconstituted, will investigate this—and this money does not go to those businesses, that competitive edge will be lost. From a food security point of view, if nothing else, it is vital that that money does arrive in the pockets of our farmers and then of their bank managers.

My hon. Friend raises a very good point, which I am leading on to. As we deal with farm payments in the future, we have to make sure that we build on our environment and that we do not forget food production, healthy food and delivering British food at high standards. I think it is the NFU that says:

“You can’t go green if you’re in the red!”

That is the issue. We have to make sure that there is enough money flowing into farming businesses to ensure that we have good healthy food.

The one little criticism I have of the new Agriculture Bill is that there is possibly not quite enough in it on farming and food production. It is better than it was, and I give great credit to my right hon. and hon. Friends on the Front Bench who have worked very hard to get that into the Bill, but I still want to ensure that an Agriculture Bill is actually about food production and about agriculture. It is also about the environment, but I would like those to be equal parts of it, and I think that is the great challenge.

My hon. Friend is making a really important point. Does he not agree that we have to make sure we secure fair trading arrangements for food producers in future trade deals? If we do not do this, we can talk about the vast environmental policies we want, but ultimately if we do not get those correct future trading relationships, that could destroy British agriculture.

My hon. Friend, who was on the previous Select Committee, raises an extremely good point. Again, not only does the income of farmers come naturally from the support payment, but much of it comes from what they sell. Of course, farmers would like to be able to make sure that they can sell their product at a good price so that they do not have to rely so much on public support, so these trade deals are going to be very important.

I do worry about the future trade deals, but provided we are sensible and put forward a trade agreement that maintains our high standards of environmental, crop and animal welfare protection, and that we make sure those products coming in from trade deal are meeting the same standards, then I have not got a problem. What I do not want to see is this being massively undermined by lower standards, because with lower standards come lower costs and, basically, that is what will put farmers out of business in the end.

I think there is a bright future for farming provided we get this right. I think we can, and I know that the agriculture Minister, my hon. Friend the Member for Camborne and Redruth (George Eustice), is very keen on reducing bureaucracy and on delivering a more simple payment. I am looking forward to all this coming before us so that the Select Committee can look at it in great detail, because this is a great opportunity.

I made this point in a debate last week or the week before, but we now have the interesting idea that we must have a three crop rule. The three crop rule was introduced because eastern Germany has produced maize after maize for a generation, and to break that continuous maize production, the three crop rule has been brought in. However, in a country like our own—especially on the western side of this country in particular, from Scotland right down to Cornwall—we find that there is so much grass production, including a lot of permanent grass, that we really do not need a three crop rule. It is completely unnecessary.

We also do not need re-mapping every three years when we make payments, and there is an issue there. I think farmers should be considered innocent until they are proven guilty. At the moment, they are guilty until they can prove they are innocent. They are always being checked on, and then fined if there is a slight discrepancy between the maps and the areas of claim. If there are some rogues out there—dare I say it, and I speak as a farmer, but every community has one or two rogues—and they are really defrauding the system, we should come down on them like a ton of bricks. However, for a lot of farmers, what they do is very genuine and the way they make their claims is very genuine, and even if there is a small discrepancy, we should not have to be checking on them all the time, giving fines and all of these things. There really is a great deal we can do there to simplify this, and I look forward to my hon. Friend coming forward with those ideas. We can make farming the solution for the countryside, and ensure that we deal with the environment. The Opposition talk about having zero carbon emissions by 2030. We cannot get there by then, but much of farming could get there by 2040. When we take payment from direct support systems, perhaps we could put those payments into getting agricultural and other buildings to store slurry and the like.

Does my hon. Friend recognise that there must be a balance between the environmental and productivity aspects of how our farmers produce in this country? We now have a new opportunity to produce in this land like never before, and that is what leaving the European Union on 31 January will give us.

My hon. Friend, the new MP for Totnes, makes a good point. When considering an agricultural policy that is, rightly, much more linked to the environment, we must ensure that we do not stop the means of production. We must look at new technologies. Some in this House will throw up their hands in horror when I talk about gene technology and other things, but there are ways to reduce the amount of crop protection we use, while still keeping a dynamic and productive agricultural industry.

Take oilseed rape, for instance. In this country we cannot use neonicotinoids, yet all the oilseed rape we import has largely been treated with a product that we cannot use here. We must be careful not to throw the baby out with the bathwater—we want a productive agricultural industry and to produce food in this country, and that will be the great challenge for us. As we look for a new policy, plant trees and help our environment, let us ensure not only that we plant those trees, but that we are smart about where we plant them. At the same time we can help to stop soil erosion and flooding, and we can make a real difference. During the election there was a sort of bidding war over how many trees each party could plant, and it got to some ludicrous figure in the end. I am not sure where we will plant all those trees, but I think we can plant them and do so smartly.

I have made this point in the Chamber before, but as we plant trees we must ensure that there is an income from doing so. Let us return to my dear bank manager. If I bought some land, had a big mortgage and said, “I will plant some trees and come back to you in 50 years when there might be an income”, I think he would say, “It’s probably best not to buy it in the first place, and do not borrow the money from my bank if you do so.” To be serious, however, if we are to look at land and those who own it, we must ensure that there is a support system, so that the right trees are planted in the right places. We also need a support system that takes people through a period of time, and ensures a crop of trees. People should be able to replant trees where they need to, or take wood from those areas, because they are sustainable. I am putting on my hat as a farmer and landowner, but at the moment people might be cautious about planting too many trees on their best land, because they cannot be certain that they will get an income from it in future, or that they will ever be able to cut those trees down. This is about ensuring that we improve the environment, but also that we have enough land for really good food production.

We have spoken a lot about the Agriculture Bill, and that is for the future. I expect you want me to shut up in a minute, Mr Speaker—[Interruption.] I am still waxing lyrical, because I am keen to ensure that we have good food and enough land to produce it. We also need affordable food. If I have any criticism of the Agriculture Bill, it is that it rightly focuses on high welfare and high standards, but also probably on quite highly priced food. This country has a highly competitive, productive poultry industry that delivers good poultry to good standards and at an affordable price. Dare I say that most of us in the House—I can talk about myself in particular—are fairly well fed, and we probably do not worry about buying food? To make a serious point, however, a lot of the population have to look at their budget and be careful about how much they spend. We can produce food in this country, even under intensive conditions, to a much better standard than the food we import. We must be careful that we do not exclude intensive production, but then import it from elsewhere in the world where there are much lower standards, including on welfare. That is key.

My hon. Friend must have read my mind because—you will be glad to hear this, Mr Speaker—my final point is that as we consider ways to improve the environment in this country, we must remember that part of that involves food production. If we reduce our food production but import food from Brazil, where they are ploughing up the savannah and cutting down the rain forest, that will not improve the world environment—it will make it much worse. When we import food from drier countries, we also import their water to grow that food. There is a great drive to have a good agriculture Bill that is linked to the environment, but we can also produce a great deal of good food in this country, and I think we have a moral duty to do so.

We have had a good and comprehensive debate, with a number of excellent maiden speeches along the way.

Many Members talked about the future of agriculture policy after the implementation period. That is a matter for the Agriculture Bill, which was presented to the House last week and will be debated in due course. A number of hon. Members made reference to trade deals and the vital importance of maintaining our standards as we enter them. I agree with that, and our manifesto set out clearly the Government’s approach to maintaining standards as we negotiate future trade deals. These issues will be reflected in future trade mandates.

The Bill before us is about a very simple issue and covers one year only—namely, the year 2020. It is required as a consequence of the withdrawal agreement, because article 137 disapplied the direct payments regulation and the horizontal regulation. The reason it disapplied that particular regulation is down to a quirk of EU CAP funding, in that the basic payment scheme payments for 2020 are funded out of the 2021 budget year. The UK will not be part of the multi-annual financial framework from 2021. It will therefore not contribute and must fund the scheme domestically for this year. The Bill simply makes the common agricultural policy, as we have it today, operable for the current year.

Secondly, the Bill addresses the issues highlighted in the Bew review. It creates the powers necessary to change the financial ceilings to implement in full the recommendations of the Bew review, so that there will be an uplift in funding for Scotland and Wales to reflect their severely disadvantaged area status. The shadow Secretary of State asked whether that fund would be new money or whether farmers in England and Northern Ireland would have their funds top-sliced to pay for it. I can confirm that the uplift for Scotland and Wales will be paid for with new funds. There will therefore be no loss to the BPS payments for English or Northern Ireland farmers.

The shadow Secretary of State, whom I welcome to his position as a fellow west country MP, claimed that the Bill before us would have been unnecessary had the Agriculture Bill passed in the last Parliament. However, he will be aware, having debated these issues with me in the Bill Committee, that in the last Parliament it was envisaged that the withdrawal agreement would be concluded, agreed and implemented before the Agriculture Bill concluded.

For reasons I am sure no one in this House need be reminded of, the withdrawal agreement became a quite protracted debate. In the event, because certain forces in the last Parliament came together to try to block Brexit altogether, that issue had to be resolved before Bills such as the Agriculture Bill could progress. I am pleased to say that it was eventually resolved through the general election. This Government now have a clear mandate to leave the European Union at the end of this month, and to do so with the withdrawal agreement that the Prime Minister negotiated in October.

It is also wrong for the shadow Secretary of State to say that had we passed the Agriculture Bill earlier, we would have been in a position to begin the agricultural transition sooner. Both our White Paper and the Agriculture Bill always envisaged the transition period starting in the 2021 scheme year. We are back on course. There is therefore no need for the Bill to cover anything other than the current year. The Agriculture Bill, which we will debate shortly, will deliver everything we need for future years.

I very much welcome what the Minister is saying, because the transitional period from 2021 to 2028 is exactly the way to do it. The key will be making sure that we have the new policies in place in time for farmers to take up the new payments.

My hon. Friend makes an important point. Obviously, the transitional period is a feature of the Agriculture Bill that we will debate in the coming months.

The performance of the Rural Payments Agency was highlighted by the shadow Secretary of State and a number of other hon. Members. I pay tribute to Paul Caldwell, the chief executive of the RPA, and his team for the huge progress that they have made to get the current CAP system stabilised and back on track. They have just lodged their best performance for many years, with more than 93% of farmers paid by the end of December and many more paid since then. The environmental and countryside stewardship schemes have been stabilised, with those payments back on track too. In recent years, making sense of a hopelessly bureaucratic common agricultural policy has certainly had its challenges, but I urge Members to refrain from criticising the RPA while it tries to deal with those bureaucratic challenges, and I thank it for the work that it has done.

That brings me to the point raised by my hon. Friend the Member for Tiverton and Honiton (Neil Parish) about the scope to simplify schemes. The truth is that, in this particular year, the horizontal regulation and all the CAP regulation will come across, and the scope to change or simplify is very limited. There will, however, be a margin of appreciation, with the absence of draconian EU audit requirements, for us to consider how we implement those things. There will be some modest changes, but the big changes he seeks, such as addressing the problems of the three-crop rule and wider regulatory problems in the scheme, will be provided for in the Agriculture Bill and are a matter for the future.

The shadow Secretary of State and a number of other Members alluded to rare breeds. I am sure that the shadow Secretary of State has read the new Agriculture Bill, and I am sure he will read it again closer to its Second Reading. He will presumably have noted that we have made an addition to the list of objectives for public goods, to include native breeds and genetic resources, so that we will be able to directly support and recognise the public good value of rare and native breeds.

The hon. Member for Edinburgh North and Leith (Deidre Brock) made the point that this legislation is important for all parts of the UK. I am pleased to say that both the Scottish Parliament and the Welsh Assembly have granted a legislative consent motion. This Bill is uncontentious. We will have many disagreements on elements of the Agriculture Bill, but this piece of legislation is necessary for all parts of the UK.

The hon. Lady also mentioned wider issues, including seasonal agricultural workers. I would like to pay tribute to Kirstene Hair, the former Member for Angus, for the considerable work that she did on that issue. The Conservative party and the Government are now committed to quadrupling the size of the seasonal agricultural workers scheme from 2,500 to 10,000. That was largely due to the work done by Kirstene Hair. I am pleased to welcome the hon. Member for Angus (Dave Doogan) to his seat, and I am reassured to hear that he has already picked up on this issue, since the soft fruit industry in his part of the Scotland is vital. I commend him on an admirable speech.

I also commend the excellent maiden speech by my hon. Friend the Member for Brecon and Radnorshire (Fay Jones). She spoke with passion about her constituency, and I know that she will be a champion for it. As a former DEFRA official, she will certainly bring plenty of expertise to the House on Bills such as this.

It is a great pleasure to welcome back my hon. Friend the Member for Eddisbury (Edward Timpson). I have fond memories of the month that I spent assisting him in the Crewe and Nantwich by-election in 2008, the first time he was elected, and it is great to have his expertise back in the House. My hon. Friend the Member for North Cornwall (Scott Mann) raised issues about the rolling up of payments in future agriculture schemes. That is provided for in the new Agriculture Bill. I know that he is passionate about public access for schoolchildren and perhaps even cycling, and I will discuss those issues further with him.

My hon. Friend the Member for North Herefordshire (Bill Wiggin) is a committed enthusiast for our native breeds, the pasture-based livestock system and food labelling. We will debate those issues further on Second Reading of the Agriculture Bill. The hon. Member for Ceredigion (Ben Lake) asked an important question about whether this money will be required to be spent on the BPS. It has to be paid and spent within the parameters of the direct payment regulations. In theory, there is some discretion in how the Welsh Government spend it. In practice, the rules of the direct payment scheme are so prescriptive that the scope to do anything different is very limited. I point out that, under the Bew review, there has been an uplift for Wales, albeit less generous than the one for Scotland.

My hon. Friend the Member for Sleaford and North Hykeham (Dr Johnson) asked about the budget and currency fluctuations. Article 13 of the state aid rules was retained through the European Union (Withdrawal Agreement) Bill, and we do not believe that there will be any implications of having fixed the exchange rate in the year just gone for the forthcoming year. My hon. Friend the Member for North Dorset (Simon Hoare) talked about the importance of profit in farming, which I concur with. In conclusion, I hope that I have covered as many of the different points raised as possible, and I commend the Bill to the House.

The hon. Lady makes a very good point. London faces specific challenges, not least because the size and complexity of the capital’s transport network is quite different from others, and the commitment of the Mayor and the Greater London Assembly to tackle air quality in the capital is absolutely welcomed. The Mayor has received a comprehensive funding settlement for dealing with air quality, to the tune of £5 billion, which includes measures to tackle the nitrogen dioxide limits.

Air quality has been worked on across Government, across Departments and across local government, so can we be assured that all parts of the Government will do everything they can to get everybody working together to monitor air quality, get more electric cars and actually do something about the quality of air across the whole of our country, especially in the hotspots?

The Chairman of the Select Committee makes a very good point. Air quality is an absolute priority because it affects human health. We already have the clean air strategy, but in the Environment Bill we are putting through much clearer and simpler powers for local authorities to actually use their duties to tackle air quality, and we will see many more of these charging zones coming in over the next year. As the Minister in charge of air quality, I will ensure that these are tackled as fast as possible.

I am very pleased that the Government have introduced this Bill; the Environment, Food and Rural Affairs Committee has conducted prelegislative scrutiny, and I am glad the Bill has moved towards our recommendations. I welcome the fact that the Government will set a multi-annual budget for the Office for Environmental Protection and include climate change in the remit. However, I do want to make three points.

First, the Bill must not allow for any regression from our current high environmental standards; the Committee will look at this very carefully. The Committee will also examine how and when the Government can be held to account if they fail to meet the targets. In relation to air quality, while I welcome the Government’s plan to set a target, this target only needs to be set before 2022, and it is not clear how ambitious it must be. We must move much more to using electric cars in our inner cities and make sure they hold a lot of the renewable energy at night when recharged, to help use up and store our renewable energy. I ask the Government to match the World Health Organisation guidelines for dangerous emissions such as particulate matter. I appreciate that the Government might not want to mention WHO targets, which can change; however, committing to an actual figure so that it is a legal target is very important.

Secondly, the Government have proposed that the environmental principles currently enshrined in our legislation under EU law should be a policy statement. That has caused a great deal of concern. Principles such as the polluter pays are vital to environmental protection. A policy statement is much weaker and easier to revise, so I shall be interested to hear what the Secretary of State has to say about a much stronger commitment, as proposed in our report.

Thirdly, we need the OEP to be independent of the Government and sufficiently powerful. The previous Secretary of State foresaw that, and I hope that the current Secretary of State sees it in the same way. This new watchdog might need to be given sharper teeth than is proposed. There are already better models, such as the Office for Budget Responsibility.

To sum up, while I welcome the Bill, there certainly does need to be just a little improvement. That is why my Committee has just announced a new inquiry into the Bill so we can make constructive recommendations to the Government and ensure we achieve all we want, which is to leave the environment in a much better state than we found it, and we have made good progress. I also welcome the Secretary of State’s comments today about how we will deal with the Agriculture Bill: we can have a much better policy for agriculture than the common agricultural policy; it can be better for the environment and for food production, and we can do all the things that we really want to do.

My hon. Friend makes a good point, because one thing we can do with the new stewardship schemes and with our agriculture and environment policy is to have a much more localised system of management, so we create greater biodiversity: we can manage in a way whereby we improve that. I would be very happy to look at what my hon. Friend asks for in the future, because we can link this Bill and the Agriculture Bill in so many ways, and we can have good healthy food along with a better environment. We can also help with flooding—a point made from the Opposition Benches—and manage land better, such as by holding back the water in certain places.

I also want to make a brief point about fisheries policy and environment policy. The one thing that Norway does so much better than the EU is to manage its fish stocks; it is able to shut down areas that are overfished overnight and can open up areas where fishing can be allowed. We can learn a great deal from the Norwegians and what happens in the Faroes. One thing we must not be absolutely convinced of in this place is that the EU is the fount of all wisdom; it certainly is not. So as we move forward with our Environment Bill and agriculture and fishing Bills, I hope we can bring in some great common sense, reducing bureaucracy but also delivering a better environment, better agriculture and better fisheries.

That this House has considered the Sixteenth Report of the Environment, Food and Rural Affairs Committee, Session 2017-19, Plastic food and drink packaging, HC 2080.

It is a pleasure to serve under your chairmanship, Mr Stringer. It is also a pleasure to see the new Minister in her place and the shadow Minister, the hon. Member for Ipswich (Sandy Martin), here as well.

Plastic waste has been at the forefront of public interest for the last few years. There is, quite rightly, outrage about the impact of plastic pollution on the natural environment and about the amounts of recyclable waste exported, only to pollute other countries. The Environment, Food and Rural Affairs Committee set out to examine whether enough is being done to reduce the use of plastic and properly manage waste in the food and drink sector.

It is worth reflecting on the fact that plastic is everywhere for a reason. For food and drink, it is lightweight and flexible, and it ensures high standards of hygiene. We should also remember that when plastic is used properly, it can help us to prevent food waste, which is a big contributor to carbon emissions. We do not want to increase the amount of food that is wasted.

Plastic’s durability is both a blessing and a curse. The properties that make it useful for food preservation also mean that it lingers in our seas for decades. We need to manage our waste better. More materials need to be captured for recycling. The Committee was supportive of the Government’s proposal to introduce consistency in recycling collections and simpler labelling for consumers. We would like to see that across the whole country.

Unfortunately, it is not particularly clear how much of our plastic waste is actually recycled. The Government often cite a 46% recycling rate for plastic packaging. However, businesses that produce fewer than 50 tonnes of packaging per year do not have to report on how much they place on the market or recycle, so there is a gap in the figures. We think that threshold should be lowered to 1 tonne of packaging. I ask the Minister to consider that.

On top of that, 60% of what is classed as “recycled” is actually exported abroad. Members will have seen media reports that our plastic exports can end up in countries where they are landfilled or burned instead, which can really affect villagers and others in those countries. We must recycle our own waste. We do not currently know how much plastic waste is recycled—it is likely to be less than 46%—and, if we cannot measure recycling, we cannot know whether policy changes are having the right effect. It is vital that we get the right figures.

The introduction of a deposit return scheme was another focus of our inquiry. We heard convincing evidence that a DRS would boost recycling of plastic bottles. I am convinced that if plastic bottles are to be recycled, that must be done through a reverse-vending machine so that the same bottle can be made again from that plastic. Hon. Members may ask: why am I saying that? It is because most recycled plastic is not used to make the same item again; we get a much lower-quality waste plastic. We need to ensure that the label, the top and all those things are recyclable so that we can make another bottle out of the bottle that went through the reverse-vending machine.

We have also heard concerns from local authorities that taking that valuable material away from kerbside collection would undermine the viability of their wider recycling efforts. We therefore recommend that the Government monitor carefully the financial impact on local authorities of introducing a deposit return scheme.

In Northern Ireland, we already have kerbside collections—indeed, we have moved on marvellously with recycling materials. It is incredible what a household can do when it commits to recycling. Has the Chair of the Select Committee had an opportunity to look at any of the other regions—Northern Ireland, for instance—where kerbside collection is already in place and working well?

We did not look at the situation in Northern Ireland, although I understand that that is a good method of collection. In England, we found that because there are so many authorities with so many different contracts, there are totally different methods for what is recycled where. To put on my local government hat from many years ago, local government likes its own views and ways of dealing with things. However, in this case, we need to know how to recycle properly.

The hon. Gentleman is very kind to give way again. In Northern Ireland—let us be honest, we are a smaller region—we may have six or 10 councils working together. Perhaps that is something that England could look at.

The hon. Gentleman makes the point that Northern Ireland is naturally a more compact, smaller community. Recycling works quite well in Wales, where again there are fewer authorities, which can come together better. Given its size and the number of its authorities, England is more difficult. Somehow or other, the Government must send down an edict to local authorities to pull them together. Some local authorities will have long-term contracts that will take a while to get out of, but the Government must pull them together, because what we recycle and how we do it here in London is totally different from what we do on the farm back in Somerset, for instance.

During our inquiry, witnesses regularly made the point that kerbside collections and all the legislation can be in place, but if the general public do not take part, stiff penalties in some shape or form are required to force them to. Otherwise, we will have a major problem—more so than now.

I agree, but before we bring in stiff penalties we must ensure that there is a similar system all over the country. Otherwise, people can quite rightly say, “We didn’t know what we had to do.” The hon. Gentleman is right in his assumption, but let us get the system right. That is clear. There is the old adage, “You can lead a horse to water but you can’t make him drink.” We must keep going with people to make sure they are more concerned. They are concerned about plastic and recycling and want this all to happen, but we must make sure that some of those who are not quite so keen will take part in future. We need a system with a penalty, but let us get the system similar first—perhaps a carrot before the stick.

I have spent quite a bit of time working with schools in my constituency, and Commercial Primary School and Carnock Primary School are leading the field on the green agenda and sustainable development. In the last few weeks, we have also seen one of the first plastic-free hotels in Dunfermline.

There is great enthusiasm at grassroots level for recycling and how we dispose of plastic waste and waste in general, but the point, which I think the report covers, is: how do we get that linkage between local authorities, central Government and policy to ensure that we are working with communities and people, with everyone buying into the concept of looking at our environment in general and seeing how we can improve it?

The hon. Gentleman is exactly right. We must ensure that we explain what we are doing and what it will achieve, and that the public buy into it. I had one of my local schools come in the other day from Axminster, and they said, “What can we do for the environment?” I said, “Why don’t we work to get a water fountain in the middle of Axminster, so that you can refill your bottles rather than buying new plastic ones?”

Schools and others are buying into all this, and students go home and say to their parents, “Why haven’t you recycled this? What have you done?” There is nothing like children being critical of their parents. This is all good stuff, and I think it will work, but we need to work together to make things similar across the country—I keep repeating that, because otherwise people do not actually know what to do.

Our plastic food and drink packaging inquiry also looked at the alternative materials being used instead of plastics. Some were conventional materials, such as paper, and others were more novel, such as compostable plastics. It is easy to think that the solution is to ban plastics, particularly single-use plastics, but, as always, the truth is more complicated. We need to think about what replaces those plastics, and whether they are actually better for the environment.

The society we live in now is in danger of just doing things that make us all feel better—it is right that we do those things, but they must actually be better for the environment and not worse. We need to look at that very carefully. For example, replacing plastic with heavier paper or glass could increase the carbon emissions associated with transporting those products. Compostable plastics are becoming more common, and hon. Members will have noted that here on the estate we have switched towards compostable packaging in our catering facilities. They have probably seen it.

The downside of compostables is that they require a separate waste stream so that they can be industrially composted. They need to reach 60° before they actually compost, and if we are not careful they can end up contaminating recycling, if there are non-compostable plastics as well. They work well at a pop festival or an event where they can all be collected, but when they are mixed, it can be a problem. We found throughout the inquiry that there is a real lack of consumer understanding of waste infrastructure. On this point, we have recommended supporting compostables for “closed loop” environments such as here in Parliament, where we can better control how they are disposed of. That is essential.

The Government and industry have focused on recycling and replacing plastic packaging, but less emphasis has been placed on reducing plastics in the first place. Yet, as we know from health issues, prevention is often better than cure. We therefore looked at how to reduce the amount of single-use plastics that we use. I ask the question, “Do we always need to wrap our carrots and potatoes?” We do not. Other vegetables such as cucumbers perhaps need to be wrapped in plastic so that they last longer. We need to be thoughtful about all these things.

Consumers are increasingly interested in reusable and refillable packaging. We have already seen the shift from disposable bottles and coffee cups towards refillable drinks containers, and that is very good news. Some retailers are experimenting with refillable packaging for food too, which would mean taking our own containers when we go shopping, just as most of us now take reusable carrier bags. We must also ensure that they are clean and that retailers are able to put food in them with confidence. Some vegetables, as I said, will keep longer if wrapped in plastic, but others can be sold loose.

However, refillable packaging is a bit trickier, because it will require a huge shift in the way we shop and consume. People want to use less plastic, but they also like to maintain their lifestyle, so it is a question of getting this exactly right. We like the freedom of a disposable, on-the-go culture, and we do not all have time to remember to wash and bring our containers when we go to a supermarket. On top of that, there are questions about how many times a container would need to be reused before it becomes environmentally better than single-use packaging. We have therefore called for the Government and the Waste and Resources Action Programme to take a closer look at refillable packaging systems and find out what actually works.

As my hon. Friend will know, the food and drinks manufacturing sector is the largest manufacturing sector in our country. It is very innovative, it is a big employer and exporter, and it clearly has a major role to play in the reduction of the use of plastics. Does he agree that it is important that the Government work with the industry to look for solutions, rather than trying to impose solutions on it, as those might not actually work?

I thank my hon. Friend for that intervention. He does a great deal of work with the food and drink sector, and he is right. It is a question not only of working with the food and drink sector in this country, but of imports. As we change things—as we start to put taxes on plastic, and so on—we must ensure that our businesses here are not affected more than businesses that make the goods that we import. That is very important, and I am certain that the Minister has taken a great deal of notice of what my hon. Friend has said.

We need to take the industry with us, because they are the ones who will create the packaging in the first place and will then need to have a method of disposal through the retail system; they will need to work with retailers and consumers to ensure that we get it right.

To conclude, we in Parliament need to lead by example, by removing all single-use packaging from our catering facilities. Will the Minister work with House authorities to help us achieve a plastic-free Parliament?

I thank the Chair of the Select Committee for giving way. Will he join me in congratulating Surfers Against Sewage for all the work it has done on a plastic-free Parliament? We have been doing it through the all-party parliamentary group on ocean conservation. As he says, there is some way to go—that is why I brought my own cup today rather than using the compostable ones, just in case they are not composted—but the organisation has done a good job in trying to get the parliamentary estate to change its ways.

I thank the hon. Lady for her intervention; she is an excellent member of the Select Committee and I know she has also done a great deal of work on food waste. This is important. We have all worked together with the authorities here to deliver a much better system, but we must ensure that we carry on to conclude it. That is why I ask whether the Minister will work with House authorities to help us to achieve a completely plastic-free Parliament. We have made a lot of progress, but we need to finalise it.

We also need consistency in recycling collections and simpler labelling for consumers—not just putting a green dot on things, because a green dot means nothing; it just means that somewhere along the line, something might have been recycled. It does not mean that that particular item is recyclable. When does the Minister expect new systems to be introduced—knowing her, it will be immediately—and will she commit to ensuring that businesses that produce 1 tonne of packaging per year report on how much packaging they place on the market? That is important, because a lot of plastic is coming through that is not being measured.

Finally, the most important message of our report is that reduction of plastic in the first place is the best way to prevent plastic pollution. Will the Minister work closely with the industry to ensure that we stop the use of unnecessary plastics in the first place?

I commend my hon. Friend the hon. Member for Tiverton and Honiton (Neil Parish)—Tiverton is obviously first—for securing the debate and for all he does with his Select Committee. This is such an urgent issue, and the report is timely. It contains some helpful work and recommendations, and I hope that the Government take seriously and implement them all. It is urgent that we cut plastic pollution.

I declare an interest: I am the Member for west Cornwall and the Isles of Scilly, in the most beautiful constituency—that is undisputed.

I will not comment on Tiverton and Honiton again. I say that my constituency is the most beautiful because, apart from a short section that neighbours the constituencies of my hon. Friends the Members for Camborne and Redruth (George Eustice) and for Truro and Falmouth (Sarah Newton), we are entirely surrounded by the sea. However, although ours is a beautiful, unspoiled part of the world where every Member—as well as most of the country—gladly chooses to holiday during the summer, the truth is that we do see plastic pollution.

I can, but the clouds sometimes obscure it.

On the Isles of Scilly, where it is 12 °C and warm and beautiful, there is no hiding the fact that plastic pollution is taking its toll. I am the parliamentary species champion for the Manx shearwater, a ground-nesting bird that was in significant decline. We have been able to turn that decline around on the Isles of Scilly because we have been able to get some of those islands—they are both inhabited and uninhabited—completely clear of plastic pollution and rats. As a result, the birds are now thriving, and last year they were the fastest recovering species at risk in the UK. They nest only in two parts of the British Isles. That is an example of the immediate benefit of getting on top of this problem for wildlife.

I was shocked by something that I learned when I went on a visit to Nancledra school, which was holding an eco-fair. People took shovelfuls of sand—anyone who looked at it would have assumed that it was just ordinary sand from the beach, as it was—and poured it into water. As they did so, the plastic came to the top. Anyone who has not done that experiment should do so when they—or their member of staff—go on holiday to Cornwall. If we pour sand that looks perfectly ordinary into a bucket of water, we will find it startling how much plastic is in that water. That plastic harms our marine life, so we really must get on top of it. We will never get on top of all the minute plastic pieces that are in the sand but, as my hon. Friend the Member for Tiverton and Honiton says, we can certainly stop contributing to that.

In my constituency and around the country, as we heard from the hon. Member for Dunfermline and West Fife (Douglas Chapman), who is from way up north—I have not been here long enough to learn all the pronunciations—there is a huge amount of effort and will from people on the ground. Right across the Cornwall coastline, organisations continue to undertake regular beach cleans, and they are now moving inland because of all the plastic caught up in bushes and hedgerows. We will see less and less plastic there, but mainly because people are working so hard to clear it up.

Every year, I run an outdoor adventure camp, and I have done for 20-odd years. This year, we decided that we would be plastic free. I cannot tell hon. Members how difficult it was to run a camp for 100 young people and not bring on to the site unnecessary plastic packaging. Schools tell me exactly the same. Mounts Bay Academy in Penzance held a huge event to celebrate its plastic-free status, but staff kept telling me that they could not get suppliers to stop sending into the school stuff that was wrapped unnecessarily in single-use plastic. We need to address that, and I hope that the Government will do so as a result of this report.

There are a couple of things I want to commend. Penzance was the first town to become plastic free. Surfers Against Sewage was started in Cornwall 20 or 30 years ago, campaigning to clean up our beaches. We were pumping raw sewage into our beaches, but we have been able to address that and now we have blue flag beaches that are the most beautiful in the country. SAS staff have now rightly turned their attention to plastic, and they have done amazing work. They have been into Parliament—I am sure that most Members will have met them already—to make the case for bottle deposit schemes and legislation from the Government to change things. SAS also supports the industry to move away from unnecessary plastics.

Despite all that effort, herein lies the problem: there is still no let-up in the use of unnecessary plastic packaging. Supermarkets continue to use it for no good reason. If there is a good reason, I would be delighted if someone—perhaps the Minister—could correct me. I am an old-fashioned person of faith, and I believe that we are provided with what we need. Fruit and veg are provided with their own natural wrappers and protections. Why do our supermarkets choose to shrink-wrap cucumbers—or swedes or turnips, depending on the part of the country—and other fruit and veg? It is completely unnecessary, and it amazes me that we continue to do that.

I will not criticise my own Government, but I learned home economics in school, which taught me what cauliflowers and so on look like when picked from the ground. There is a joke around in Cornwall about children thinking that bottles of milk are literally collected from nests, rather than that milk comes from cows. However, the point has been properly made that we need to get to a place where people understand—or have the opportunity to learn, if they choose to—how food is produced, and how they can use it in a much more natural way. I will not say much more on that.

I come back to the intervention about shrink-wrapped cucumber. I accept the points that have been made, and that we can use alternatives to keep cucumbers fresh, but we cannot use the same argument for tinned vegetables. Baked beans, which are already wrapped in tins, are wrapped again in plastic. I cannot see the need for that. Some producers find that cardboard is a useful alternative. I think that the supermarkets and food packagers need to be leaned on by the Government to get rid of unnecessary single-use plastic. I do not think that there is any excuse for using it. I do not want to pick on Mr Kipling, who was a favourite of mine when I was younger, but he likes to wrap his cakes and biscuits in far too many wrappers. It would be great for people to take action about the lack of movement, not only from the Government but from some of the companies that continue to use unnecessary plastic.

The hon. Member for Dunfermline and West Fife—I am sorry; I am really not familiar with his constituency—made a good point about the enthusiasm of local people. There is enormous enthusiasm and determination among the people I meet to cut plastic where possible, so I have three, or possibly four, simple asks.

First, what I hear from people is that when they buy biodegradable or compostable products, they want to know what that actually means. If we buy biodegradable nappies, as I did, how long does a nappy sit in our compost heap before it disappears? I put the nappies in my compost heap—and then I had to put them in the bin about four years later. We need to be really clear with people and have a proper legal definition of what biodegradable actually means. How long should we expect something to take to rot down? What is compostable?

That is what we found in the inquiry. Compostable plastic has to reach 60°C; it has to be industrially composted. That will work, but not in someone’s garden. That is why the material has to be collected separately. Somehow or other that has to be explained to the public, because at the moment they are rather confused about the whole matter.

Thank you, Mr Stringer; it is a pleasure to serve under you today. I will endeavour to leave a minute for my hon. Friend the Member for Tiverton and Honiton (Neil Parish), whom I must thank for introducing the debate and for all the work of his Committee. I was previously a member of the esteemed EFRA Committee, and I know what excellent work it does and how important this inquiry was in informing what is, as we can tell from today’s debate, an engaging and really important subject. As constituency MPs, plastic packaging is a subject that so many people come to us about, so the information was—and is—really useful. The Government will publish their formal response shortly.

Clearly, plastic from packaging is a really serious issue. It makes a huge contribution to the overwhelming amount of plastic in the world around us. Some really excellent points have been raised today, as they were in the inquiry, but I wish to assure hon. Members that progress is being made—hopefully I will make that clear in what I will say—and leadership is being shown on the issue.

First and foremost, we have set out our ambitious 25-year environment plan to eliminate all avoidable plastic waste within the lifetime of the plan. For the most problematic plastics, we are going faster. In the resources and waste strategy for England, which was published last December, we committed to working towards all plastic packaging placed on the market being recyclable, reusable or compostable by 2025.

We have already made good strides. We banned microbeads in cosmetic and care products. I thank the hon. Member for Falkirk (John Mc Nally), who was very involved in that campaign, as was I on the Environmental Audit Committee. Of course, waste and recycling is a devolved matter in Scotland, but we worked together on that. We will also ban plastic stirrers, cotton buds and straws by 2020.

I will mention four areas of overhauling the waste system. We have had four major consultations on that. People say, “Why do you keep consulting?” but we have to have the data before we know what the right steps to take are. We have consulted on the consistency of recycling collections, which has been mentioned by so many Members. That consultation had a phenomenal response, and we intend to introduce consistent collections in 2023, subject to further consultation. That will be in the Environment Bill, with further consultation, and is a firm commitment.

That is a laudable approach, but how will the Government guide local authorities to ensure that they change their contracts and collections actually are more uniform?

That is a good point. Members touched on funding. We will give increased powers to local authorities, fully funded through the producer responsibility scheme, which I will go on to talk about. They should not fear; they are going to be a key part of this. As so many Members have referred to, achieving this alignment is critical to the future of the plastics world. That is all being listened to and consulted on, and there will be further consultation in the environmental improvement part of the Environment Bill.

The Government also carried out a consultation on producer responsibility, which will be a radical reform for producers of packaging. It will put the onus entirely back on them to be responsible for what happens to their product, how much recyclable material it contains, where it will go at the end of its life and all that.

I thank all Members for participating; there has been much cross-party support today. We all want to reduce the amount of plastics we use, to recycle more and to make sure that the Government take action.

I welcome the Minister’s enthusiasm in her new role, and I also thank the shadow Minister, the hon. Member for Ipswich (Sandy Martin), for actually reading the report—perhaps we should recommend it to all Members of Parliament. I thank my hon. Friends the Members for St Ives (Derek Thomas) and for Chichester (Gillian Keegan) for speaking, and the two members of the Select Committee who are present for their support.

It is a great pleasure to follow the hon. Member for Edinburgh North and Leith (Deidre Brock).

I very much welcome the Secretary of State’s speech and the Government’s proposed Bills, especially the Environment Bill. It is high time that we pulled everything together to get the environment right. I wish to make a plea—the Secretary of State referred to this in answer to a question—relating to the agriculture Bill, on which we have done a great deal of work. Can we make sure that the food we produce, animal welfare and environmental qualities all work together? We should work those things not only into the agriculture Bill, but into the Environment Bill.

As far as the fishing Bill is concerned, we can not only gain more access to waters and fish, but do things a bit more like the Norwegians, who shut down overfished areas overnight and open up other areas if there is plenty of fish there. There are many benefits to managing our own waters. The common fisheries policy was very cumbersome, as was the common agricultural policy.

I welcome the idea of the Prime Minister’s chairing a cross-Cabinet committee to deliver on and help with climate change. The air quality debates and inquiries that we have done with four Committees show that we all have to work across Departments and local government—everywhere—to create better air quality, especially in 43 hotspots throughout the country. It is essential that we take action, not only with our vehicles, but in everything we do, including by improving air quality for all our citizens.

In my role as Chair of the Environment, Food and Rural Affairs Committee, I want to find practical solutions that continue to decarbonise our economy and protect the environment by using more renewable energy, but without harming businesses or reducing standards. Since 2010, the Conservative party has invested more than £52 billion in renewable energy. As a result, we now have enough solar power for 2 million homes and a world-leading offshore wind sector generating more offshore wind than the rest of the world combined, though one would not have thought so, listening to the Opposition.

I commend the Government for listening to the EFRA Committee and including climate change in the remit of the new Office for Environmental Protection, but it must be answerable to Parliament, it must be independent and it must not just be about judicial review, which is very often about process, not the targets we need to meet.

I welcome the announcement today that the Prime Minister is to chair a new Cabinet committee dedicated to climate change in order to cut emissions across Government. When we conducted our joint air quality inquiry, we did so across four departmental Select Committees to show the Government that action across Government was needed to cut those emissions. I do not want to go into too much detail on the Environment Bill today, but let me repeat that the new OEP must be strong and independent.

We need more investment in home insulation and energy efficiency schemes so that we can use less energy in the first place. As one of the wealthiest developed nations, the UK must continue to lead from the front and to demonstrate best practice for clean growth in the world.

I welcome the Minister to her new position. She is my neighbour and was a great member of the Select Committee on Environment, Food and Rural Affairs. I look forward to great work from her.

I echo what the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) said: there are trees out there, waiting for us to collect them. I too have collected an oak tree. Let us see if the soil in Tiverton is better than the soil in Plymouth. We will see how fast the trees grow and how much carbon they capture.

As the Minister will know, ash dieback—I am not as good at Latin as the shadow Minister—was introduced to this country after seed was taken to the Netherlands and grown into trees, which were brought back here. We can make Britain a bastion of trees that are not diseased. We should do everything we can to make sure that trees we import are healthy, and to grow many more of our own. There could be a real benefit from this statutory instrument, but let us make sure that we get it right. Again, I welcome the Minister to her new role.

I thank my right hon. Friend very much for his kind words and his intervention. He is absolutely right. We need a hugely ambitious tree planting programme for this country. We do have an ambitious tree planting programme, but my view is that we need to step it up even further. We are certainly planning to do so and there will be, I can tell him tantalisingly, some announcements soon to that effect. It is not just about planting trees; it is also about ecosystems and encouraging wildlife in all its forms. As he knows, one of the advantages of leaving the European Union is that we can change the common agricultural policy to a system that, instead of paying people simply for owning land—effectively, simply for being wealthy—we will be paying them subsidies in return for providing public goods like improving biodiversity, flood prevention and so on. This is one of the great Brexit bonuses that I am looking forward to.

I welcome my hon. Friend to his new position. Further to his answer to my right hon. Friend the Member for South Holland and The Deepings (Sir John Hayes), we now have an opportunity, with a new agricultural policy, to plant the right kind of trees. We need the right advice to plant trees in the right place so they do not get diseases and are not destroyed later. We have a real opportunity to make practical changes, moving on from the common agricultural policy, that work in different parts of the country. Different trees may need to be planted in different climatic conditions.

I thank my hon. Friend for his intervention and all the work he has done on these and associated issues. I could not agree with him more. I look forward to the publication of our tree strategy in a couple of months. From what I have seen so far, it will address those concerns head-on.
