I would like to make the House aware that I have a declarable interest as a member of the Royal Navy Reserve. The Navy is investigating the most appropriate way for me to remain a reservist for the duration of my appointment as Minister for the Armed Forces. I will update the House in due course.

I thank my hon. Friend for enabling me to pay tribute to our armed forces who have served on Operation Gritrock, one of the most challenging operations in recent times, during which our medical professionals demonstrated tremendous skill and courage. Recent statistics show just 12 new cases of Ebola a week, well down from the more than 500 in November last year. The World Health Organisation currently assesses that Sierra Leone will be free from Ebola in a matter of weeks, and I am sure the whole House will want to join me in thanking our armed forces and our MOD civilians for all they have done in achieving that.

The Minister will be aware that personnel from RNAS Culdrose in my constituency sailed with RFA Argus last year as part of the Government’s reaction to the fight against Ebola. What assurances can she give that RNAS Culdrose will continue to be adequately resourced so that it can play a similar role in future crises?

Culdrose is certainly resourced for similar crises. In fact, only recently we deployed further personnel and three helicopters from there to assist in our operations to deal with the migrant crisis in the Mediterranean, where they are providing valuable information to the search and rescue operation. My hon. Friend is absolutely right to champion them.

I welcome the Minister to her new post, but may I gently remind her that the British Army’s capacity to intervene, even in helping with the Ebola crisis, will become more limited as time goes on, as America retreats as a pushy world power and we are more on our own in Europe and the world? The fact of the matter, as she knows, is that we could fit the whole of our defence forces into Wembley stadium, yet still she is in favour of cutting defence spending to below 2% of GDP.

As I speak, we have over 3,600 personnel deployed on 21 operations across 19 countries. We are actually doing more operations, although they might not have the profile of some recent operations, so our armed forces are still incredibly busy. We are also regenerating capability that was lost under the Labour Administration.

T3. What help is being given by our forces to aid reconstruction in Nepal? May I commend members of the Gurkha regiment and the Gurkha welfare scheme for overseeing the excellent water project that I and other members of the International Development Committee saw this spring? Will Ministers liaise with their counterparts to discuss supporting additional, desperately needed projects?

I thank my hon. Friend for again allowing me to pay tribute to the work not just of the Gurkhas—the Royal Gurkha Rifles and the Gurkha engineers—but to the superb job done by the RAF in transporting 148 tonnes of aid and equipment. We are funding the engineers who remain in Nepal supporting the Gurkha communities, and we are working closely with the Gurkha Welfare Trust to deliver further reconstruction work in the area. We are very clear that we are there for the long haul.

T6. Does the Secretary of State agree that some of the most severe threats we face emanate from cyberspace, and that the strategic defence and security review should include our cyber-security capability to ensure that we have both offensive and defensive cyber capability?

I agree with my hon. Friend. Following the 2010 strategic defence and security review, the Government put in place a national cyber-security programme backed by £860 million of Government investment up to 2016. It is for the current SDSR to decide where cyber sits in the overall prioritisation of security threats and responses. However, we have been clear that we will continue to invest in our cyber-defence capabilities, partly because, as he knows, it is a rapidly developing area and we need to keep up.

We all know that the French navy is being used to plug gaps in military operations in the Gulf, and that in that context the US military has taken to describing our country as “Great shrinking Britain”. Surely the Secretary of State is concerned about that view of this country. What is he going to do about it?

I congratulate the right hon. Member for Gordon (Alex Salmond) on securing this Adjournment debate on an important subject that the Ministry of Defence keeps under constant review and independent scrutiny.

I will start by addressing the concerns raised by Able Seaman McNeilly. Hon. Members will be aware that my right hon. Friend the Secretary of State tabled a written ministerial statement at the earliest opportunity to update the House on this issue. I will go on to address the concerns that hon. Members have raised about McNeilly himself and his welfare, and then the wider issues that have been raised in this debate.

Before I do so, I hope that Members will permit me briefly to pay tribute to all those who are involved in the nuclear enterprise and nuclear deterrence. Whatever our different views about the merits of the capability, I hope we can all agree that we owe the men and women in the submarine service a huge debt. Their training is extremely demanding. Their deployments, by their nature, are mentally and physically challenging. What we ask of them, and what they deliver at a personal level, is truly extraordinary. The captain of an SSVN will have spent more than 10 years of their naval career underwater. An engineer is responsible for a machine more complex than the space shuttle. An able seaman will be working on a shift system, six hours on watch, six hours off, for three months at a time. There is a particular dedication in the service among all ranks. My personal belief is that those who work in the service firmly believe that the sacrifices that they are making on our behalf are worth it—fundamental to our national security. I hope I can speak for all Members of this House as I put on record our thanks for their dedication and their service.

I welcome this opportunity to address Members’ concerns. It is vital that we reassure the public. That is why I sought to brief Members with a constituency interest at the earliest opportunity last week. We owe it to our servicemen and women as well, and to the civilian staff who support them, to rebut unjustified accusations against the quality of what they do. That is not to say that running such a complex operation, uninterrupted for over 47 years, is without its challenges, but the view being perpetuated of a culture of carelessness and complacency is utterly unjust. I can assure the House that neither the operational effectiveness of our nuclear deterrent nor the safety of our submariners or members of the public has been compromised. The Ministry of Defence has a responsibility to carry out its nuclear activities worldwide in a safe and secure manner. We take this, and our commitment to protect defence personnel, the workforce, the public and the environment very seriously. When managing safety, our aim is to maximise transparency while balancing the need to maintain national security.

In my first week as Minister at the Ministry of Defence, I witnessed the Royal Navy’s response to the McNeilly allegations. It did not dismiss them. Each point raised was thoroughly and methodically investigated—not just what occurred and when, but why he drew the conclusions that he did. I want to place on record my thanks to the Navy for its swift action.

I appreciate that there are those who are calling for complete transparency on all that has been found, but that is simply not possible or reasonable—certainly not on the Floor of the House—given that this goes to the very heart of protecting a national defensive deterrent capability. Other channels that I shall touch on later may allow hon. Members a deeper dive into these issues.

May I point out to the Minister that the suffocating complacency of which I spoke was that of MOD Ministers in their response to serious concerns about safety? She is a new Minister, so perhaps she can blow a breath of fresh air through the Ministry of Defence and agree to withdraw the Crown immunity certificate that stops the Scottish Environment Protection Agency reporting on nuclear incidents. Will she at least allow that Government organisation, responsible to Scottish Ministers, to do its job as far as military matters are concerned?

I will address all the points made by the right hon. Gentleman, but I must stress that he cannot have his cake and eat it. The allegations he has made are about the safety and security of this capability. I will answer as much as I can on the Floor of the House, but I absolutely stress the dedication of the Royal Navy in addressing those concerns—keeping the deterrent safe and ensuring the security of the capability—and any suggestion that somehow there is complacency is absolutely not correct. I am pleased that the right hon. Gentleman has acknowledged that this evening.

I can assure the House that the Navy’s investigation included an analysis of the service history of the boat and of the patrol report; a review of the ongoing programme of work to improve safety and security at Her Majesty’s naval bases of Clyde and Devonport; one-to-one interviews with McNeilly’s chain of command, his colleagues and McNeilly himself; and consultations with the regulatory and operating authorities. McNeilly’s concerns proved to be either factually incorrect or the result of misunderstanding or partial understanding. Some of his concerns drew on historical, previously known events, none of which had compromised our deterrent capability and from which, where appropriate, lessons had been learned to develop our procedures as part of a continuous improvement programme.

Only one of the allegations is yet to be fully examined—that e-cigarettes were used on the submarine. I must stress that no corroboration for that has been found. Nevertheless, the chain of command is considering what further steps should be taken to ensure that it does not happen.

On the specific comments about security at Her Majesty’s naval base Clyde, McNeilly’s observations focus on one limited aspect of the security jigsaw—access to one internal area. There was no reason why he should have been aware of the extensive security that is layered around the controls that he experienced. Taken as a whole, I am satisfied that the overall system for security within and around the base at the time was robust and fully effective in meeting its requirements.

We are, however, not complacent. There is an ongoing programme of work constantly to review and improve security at the base. I hope that the right hon. Gentleman will send a clear message that he supports such work. He may not see the merits of the capability, but I hope that he would support its security and, where we identify the merits of further improvements to security, agree that they should be implemented.

Perhaps the most concerning aspect of this case is that McNeilly said he raised these matters while deployed, but was ignored. For his concerns, whether justified or not, to be ignored would be wholly incompatible with the leadership, the divisional system and the safety culture we expect from the Royal Navy. We have investigated this thoroughly, including through interviews with McNeilly’s former crew mates. We have not found any evidence, formal or informal, of his raising any safety concerns, even privately with those closest to him.

I will touch on the welfare of the able seaman, which I know is a concern of the hon. Member for Argyll and Bute (Brendan O'Hara). I congratulate the hon. Gentleman both on the two speeches he has made in close succession and on his appointment as his party’s defence spokesman. I updated him after Able Seaman McNeilly was arrested, and I spoke to the hon. Gentleman at the time about the welfare checks that were being done on him. He was arrested by the police in Scotland on 18 May as he landed at Edinburgh airport, because he was reported as a missing person, having failed to return to duty following a period of leave. He was released the following day and passed into the care of the Royal Navy. On 20 May, he was moved to HMS Nelson, a shore establishment in Portsmouth, while concerns that he had raised were investigated. He has at all times been afforded the duty of care we give to all our personnel. He has been in contact with his family, and the Royal Navy has offered additional support to them should they wish to visit him.

Has Mr McNeilly been charged with anything? What is his current legal status? Has he been given access to legal representation?

I was coming to that. Mr McNeilly remains on duty as a serving member of the Royal Navy. He is not under arrest or in custody. Any restrictions that were initially placed on him for his own welfare—namely, his having to seek permission before leaving base—were lifted as of Tuesday. He is not under arrest, in custody or charged. Our prime concern throughout the process has been his welfare.

The right hon. Member for Gordon raised wider issues regarding the fuel element breach at Vulcan. The issue with the reactor at the naval reactor test establishment was classed by the International Atomic Energy Agency as a level zero below scale incident, with no safety significance. Workers remain safe and the local community is not at risk. There was no leak outside the reactor circuit.

The MOD has made the Scottish Environment Protection Agency aware of the issue. The key point is this: had there been any safety issues, the MOD would have been the first to inform the Scottish Government and the local community. The right hon. Gentleman will be aware that the MOD works closely with SEPA, and continues to do so, given its responsibility for regulating environmental discharges from the site. Vulcan is subject to close monitoring by SEPA, and there is a robust and public formal agreement between the MOD and SEPA to ensure that we are compliant with the Radioactive Substances Act 1993.

The incident to which the right hon. Gentleman refers was a non-incident—there were no safety issues. I give him the reassurance on the Floor of the House that, if there were such concerns, the Scottish Government would be informed. I am going to make progress because I am running out of time.

Figures on discharges are not secret. The information is published annually in the “Radioactivity in Food and the Environment” publication, which is available on the SEPA website. The naval reactor test establishment at Vulcan is safe and remains a low-risk site.

On the wider issues that the right hon. Gentleman raises, the protection of the UK is the Government’s first duty. We are committed to the future of defence in Scotland, the capabilities based there, and the industry that supports and generates those capabilities. As my right hon. Friend the Secretary of State for Defence has said, we must plan for a major and direct nuclear threat to this country or to our NATO allies that might emerge over the 50 years during which the next generation of submarines will be in service. We know that there are substantial nuclear arsenals, and that the number of nuclear states has increased. Russia is modernising its forces, actively commissioning a new class of eight SSBN vessels, and preparing to deploy a variety of land-based intercontinental ballistic missile classes. It is planning to reintroduce rail-based intercontinental missiles. North Korea is carrying out nuclear tests and threatening more. It is carrying out ballistic missile tests in defiance of the international community.

The Government are firmly committed to renewing continuous at-sea deterrence. That capability is as relevant today as it has ever been. It is highly regrettable when inaccurate commentary leads to public concern about the deterrent. When such comments are made, we will investigate them thoroughly. When a member of our armed forces has concerns or questions, there are appropriate channels in the chain of command through which they can be raised. That must be encouraged.

I mentioned other channels that are perhaps more appropriate for the deep dive that the right hon. Gentleman seeks. I know from my experience of serving on the House of Commons Defence Committee and our work on the security and safety of the base that that is one such channel. I thank him once again for securing the debate.

It is a pleasure to follow the hon. Member for Plymouth, Moor View (Alison Seabeck), who made a very personal speech. It is also a pleasure to speak in this debate, not least because it allows me to congratulate my hon. Friend the Member for Newark (Robert Jenrick) on an excellent maiden speech. It could not have been improved, even—I am sure that we all agree—with the insertion of the words “long-term economic plan”. He will have the pleasure of knowing that no hon. Member will ever have to look up his constituency when they want to refer to him in a debate.

I want to start by paying tribute to the fallen, of whom 6,000 were from my city of Portsmouth, and to the wounded, of whom 18,000 were from my city. It is right that we remember their sacrifice and commemorate them, but I wish to focus my remarks on those from my city who—today—have been of immense service in enabling us to do just that.

Mr Charles Haskell has given time, artefacts, money and effort to build the World War One Remembrance Centre at Fort Widley, which opened last year. I believe that it is the only world war one museum in the south of England, with the exception of the Imperial War museum. As well as a record of events and personal stories, it has artefacts donated by local people displayed there. Volunteers have recreated a trench experience, which has been a real draw with schoolchildren from across the region. It is a real labour of love, and I commend the work of Mr Haskell and his volunteers on their remarkable achievement.

I pay tribute to the vision of Bob Beech, Portsmouth football club and the researcher Alan Laishley, who have documented the stories and sacrifice of the Pompey Pals—my city’s response to the initiative of General Sir Henry Rawlinson. In August 1914, the Portsmouth citizens patriotic recruiting committee called on the men of the city not already occupied in essential war work to form Portsmouth’s own battalion. It was not long before the city—including the surrounding areas of Gosport, Havant, Waterlooville and Petersfield—had raised two battalions, which were formally known as the 14th and 15th Portsmouth Battalions, the Hampshire Regiment. Like the other Pals battalions, which formed a major part of Kitchener’s new Army, they served on the western front from the middle years of the war and faced a baptism of fire on the killing grounds of the Somme. By the end of the war, 1,400 of the Pompey Pals had made the ultimate sacrifice. In August, a memorial to them will be unveiled at Fratton Park, which will ensure that their sacrifices are remembered often.

I am very grateful to the Heritage Lottery Fund, which has given my city’s museum a grant of £97,000 to support the Lest We Forget project. It has gathered volunteers from across Portsmouth to record and gather stories and to run community events to enable us all to remember. The whole city has responded to that and other initiatives. Churches, community groups, the creative industries and other organisations are all taking the opportunity to discover their local history and the stories of the time, as well as to ensure that future generations can do the same. I wish to pay tribute to all the work that is going on, which is largely being done by volunteers.

I pay tribute to the work of the Department for Culture, Media and Sport, and the Under-Secretary of State for Defence, my hon. Friend the Member for South West Wiltshire (Dr Murrison), as well as of my hon. Friend the Member for Broadland (Mr Simpson), on whose committee on this House’s commemorations it has been my privilege to serve. It is right that so much effort is being made for this centenary, and I thank them not only for putting on national events, but for the opportunities and support that have assisted my constituents in creating some wonderful and lasting projects on this occasion—for the benefit of us all—to remember so many.

Lastly, we have quite rightly focused on world war one graves over the past few months and in this debate, and on second world war graves through the 70th anniversary of D-day and other such events, but by comparison with those white stones, the wooden crosses of those who died in service between the wars often form a stark and tatty contrast. I hope that we can create a similar effort to ensure that their last resting places are also cared for and maintained. They deserve no less.

My hon. Friend is entirely correct. He is as perceptive as ever, because I was about to come to that point. Without that deep maintenance work, the Babcock business case is destroyed. Last week, Babcock’s industrial unions warned that 800 job losses would result. I pay tribute to the full-time convener, Raymond Duguid—one of my hon. Friend’s constituents—for his work and for the productive way in which the work force at Rosyth dockyard engage with the management. They are all on the same side; they all want to serve the customer, the nation and the Royal Navy. They have a shared concern, which it is important to highlight. Again, it is disappointing that not one SNP Member could be bothered to turn up for this important debate.

The work force and management have made it clear that there will be significant job losses, which will place the long-term viability of the yard under threat. I hope that the Minister will set out the Ministry of Defence’s vision for the future of the defence industry in West Fife. In the neighbouring constituency of my right hon. Friend the Member for Kirkcaldy and Cowdenbeath, there is a BAE Systems plant at Hillend, which makes parts for the Typhoon aircraft. In addition, my hon. Friend the Member for Glenrothes (Lindsay Roy) has Raytheon, a significant employer, in his constituency.

I commend the work of the House of Commons Defence and Scottish Affairs Committees, which have both looked at the implications of independence. Both Committees’ reports are useful, worthy and thoughtful pieces of work, and it is fair to say that they have reached similar conclusions. Many high-tech, specialised electronics companies such as BAE Systems and Raytheon would not be able to stay in Scotland unless specific guarantees were provided to the rest of the UK Government. So far, it has been clear from the SNP’s utterances that that is unlikely to happen. At a time when we are all pulling together and trying to secure, for example, new orders for the Typhoon in the middle east—we still hold out hope that we will also be successful in India and in Europe—it is slightly bizarre that the SNP is not engaging in a positive manner to help to secure those jobs in Scotland.

We cannot possibly discuss industrial strategy in Scotland without talking about the future of the Clyde. Incredibly difficult decisions had to be made, as part of the terms of business agreement, about the future of Portsmouth and the Clyde. I know how passionate people on the south coast are about the region’s, I think, 400-year history of shipbuilding, but the decision has been made to build the Royal Navy’s Type 26 frigate on the Clyde. We are seeing that arrangement developing, with the process of ensuring that Scotstoun, in particular, is ready to take on the work.

The SNP’s White Paper is a load of fiction. It says not only that an independent Scotland would buy the Type 26 but that the rest of the United Kingdom would build its Type 26s in Scotland.

I thank the hon. Gentleman for securing this debate. Is he aware that the commercial sector has expressed considerable interest in building ships in Portsmouth? We have proved that we can compete not only with Scotland but with Dubai and with other shipyards around the world. Our shipyard facility and a skilled work force would stand ready to pick up orders for offshore patrol vessels, Type 26s and beyond if Scotland became a foreign country, as we would clearly wish to retain our sovereign capability.

I am grateful for that helpful intervention, which demonstrates something that the SNP will not acknowledge—namely, that there are and will continue to be alternatives to the Clyde. It is absolute nonsense to suggest that English MPs with shipyards in their constituencies would simply say to the Ministry of Defence, “Go on, give that multi-million pound order to another country, even though we have pressing needs in our own yards.” There is no way that English MPs would do that, be they in Plymouth, Appledore, Portsmouth or Barrow—or, indeed, on Tyneside. And how could we forget the Jarrow yard or the Birkenhead yard? There is no shortage of space for these construction contracts.

I draw the House’s attention to my interest as a member of the reserve forces. I should like to start by paying tribute, as others have done, to the two reservists who died on the Brecon Beacons. My thoughts are with them and their families, and with their colleague who is still ill in hospital. I would also like to associate myself with the comments of the hon. Member for Merthyr Tydfil and Rhymney (Mr Havard) about the volunteers who assisted the reservists on that day. I am glad that he was able to put our thanks to them on record.

There clearly needs to be an inquiry into the incident, but I want to take this opportunity to put on record my sadness at the line being taken by some people, whom we might call “reservist sceptics”, that the death of those two young men is evidence that we cannot rely on reservists. We have lost those two young men, but in the past we have lost people from the regulars, too. We need to wait for an inquiry to find out what went wrong in this case, and there should be no attempt in the meantime to draw conclusions or wild and false deductions from this tragic event. I hope that all Members will support those sentiments.

I thank my hon. and gallant Friend for letting me speak. As a company commander, I very nearly lost two regular soldiers on a 12-mile march in Akamas early one morning. They suffered heat exhaustion followed by heatstroke, but their lives were saved because we were near water—the Mediterranean. We chucked them in until the rescue helicopters came. Anyone who suggests that the two young men died on the Brecon Beacons because reservists are in some way substandard is way out of line. I suspect that all hon. Members would agree that such an assessment is fallacious and wrong.

I am grateful for my hon. and gallant Friend’s intervention, as his experience in this matter will back up my point.

In my experience, reservists are extremely dedicated individuals who have to reach the same standards as the regulars. The joint training between the two, instigated in the past few years and which it has been my privilege to experience, has been very powerful indeed. To achieve the recruitment and training we need for our future reserve forces, we need to focus on the detail and the dry administration: we need to ensure that people are getting their medicals swiftly; and their identity cards, joint personnel administration accounts and insurance cover need to be processed quickly if we are to retain interest from new recruits and deliver the throughput we need to regenerate that capability.

I am extremely pleased at the attention given and the offer made on strengthening the package not only to reservists, but to their employers. That is an excellent piece of work. I also hope that we will be able to focus on problems that lie in particular professions, where reservists are having real difficulty in meeting their training and deployment commitments. Anecdotally, teachers always seem to top that list, but one would think that that profession would be well geared up to cope with reservists, given the supply teaching system. I hope the Minister will be able to give that some attention.

There has been much focus on the issue of reserve forces as the major challenge facing the MOD, but I would argue that it is tiny in comparison with the challenges on Defence Equipment and Support. What we have had has not been fit for purpose; earlier in this Parliament, I highlighted the case of a frigate that was deployed to Libya with no defensive weapons on board. Historically, we seem to have been incapable of getting what we needed, where we needed it and in a state in which we could use it. It will be some time before these reforms come into effect. They are very much needed and I very much welcome them, but they will not take effect immediately. I hope that the Minister can provide reassurance that the status quo will not remain in the interim. We cannot wait for this Bill to take effect for further progress to be made; we need further improvements now. I very much recognise the considerable progress that has already been made, but it must continue and pick up pace.

Immense changes lie ahead for our armed forces and in how we procure for them. We must seek to protect our sovereign capabilities and the unique research, development and supply chain networks so evident in constituencies such as mine. We need to have a clear vision of what industrially is in our national interest. We need to consider: what technology should we be investing in with our research and development funds? What do we build enough of over a given cycle? What is genuinely innovative? What kit could we be using in trade deals, for example? To which countries should we be exporting? Clearly there are countries to which we do not want to sell particular kit, but it might be to our advantage, for diplomatic and defence reasons, to sell them naval assets to protect their oil platforms, for example. Outside the MOD we need a more sophisticated view on exports.

Much scepticism has been expressed in the Chamber this afternoon about an off-the-shelf approach, but people could be very reassured by reading the White Paper produced by my hon. Friend the Member for Mid Worcestershire (Peter Luff), who is no longer in his place. [Hon. Members: “He is over there.”] I am glad that he is here for the pat on the back that I am giving him. That excellent White Paper captured the necessary subtleties when considering whether to retain particular sovereign capabilities and focusing on our national interests. We need to learn from the example of the MARS tanker contract, which he cited, because although a proposal might seem on paper to be the best decision for the budget and the procurement process, we must be aware of its knock-on effects on the supply chain. A number of companies would have found it difficult to get a foot in the door to supply kit for that project, including large companies with an export rate close to 50% of what they produce. We must learn from such experiences and guard against throwing the baby out with the bathwater.

For understandable reasons, the previous strategic defence and security review was not strategic enough. We therefore must ensure not only that the next one is strategic, but that a strategic approach permeates our defence procurement, because only then will we get the best value from our budget.

If the Minister will forgive me, I shall conclude by returning to a campaign about which he has heard me speak many times. As he sorts out the tangled mess of contracts that he has inherited, I hope that he will consider the case that building two ocean patrol vessels for the Royal Navy would be the best use of the budget. Obviously, I would want them to be built in Portsmouth, which would give the city a couple more years to put in place an excellent plan for the future of the dockyard. It would provide the overstretched Royal Navy with a couple more hulls, as well as freeing up the existing and future frigate fleet from undertaking tasks for which, frankly, frigates are not needed. I have bored the Prime Minister, the Chancellor and Ministers from the Ministry of Defence to the Department for Environment, Food and Rural Affairs about this, and I thank them all for giving up their time to listen to me.

I hate to interrupt my hon. Friend’s compelling speech, but may I suggest that she could not possibly bore on that subject? She is absolutely right from a shipbuilding angle, as well as from the point of view of flexibility and value in the Navy, so full marks to her.

My hon. Friend is absolutely right that the proposal would be a good idea for the Royal Navy and the taxpayer, as well something that would cheer him up no end. If the Minister agreed to my proposal, my happiness could be topped only if he also announced that he intended to revive the names HMS Portsmouth and HMS Penelope, which have been absent from the surface fleet for far too long. I thank him not only for listening, but for all the work that has gone into this excellent Bill.

I draw the House’s attention to my interests as a member of the reserve forces.

I start by paying tribute to all our armed forces, all who support them and, given the flavour of previous speeches, to the awesome Portsmouth military wives choir, but it will be no surprise to the Minister that I wish to focus my speech on the issue of the Service Complaints Commissioner. I am extremely pleased with the work that Ministers have done on this, and with their recognition of the importance of the role and of the fact that it must be reformed. It is vital that we get this to work, especially in very serious cases such as physical and sexual assault, or where psychological and medical help is needed, or where the family is in need too.

In one case I have dealt with, the armed forces completely failed a young soldier who was beaten, burned and sexually assaulted by men in his unit and, after making a complaint, was placed back in the unit with the assailants. He received no help, despite two suicide attempts. When he was returned to his parents’ home, the family were unable to cope with his considerable distress and no help was made available to them.

This experience, and evidence gathered by the Defence Select Committee, has led me to conclude that the role must be able to compel the armed forces to act. The commissioner’s role must be to intervene when a complaint is live, to be proactive and to be able to spot trends, act on them and head off trouble. Arguments deployed against the Service Complaints Commissioner having an ombudsman role have included that it would interfere with the chain of command and that the role would constrict the complaints commissioner from acting on live complaints. The Defence Committee has outlined how both of these concerns can be met within an ombudsman role.

I am pleased with the work that Ministers have done on this issue and that they have made it a priority. I believe that they are extremely sympathetic to reforming this position, but I know from the few years that I have spent in this place that a Minister knowing the right thing to do is the easy part; it is making it happen that is the tough part.

May I take this opportunity to urge the ministerial team to pursue the request to beef up the role? The British Legion has highlighted that an ombudsman role would be much better understood by service personnel themselves. It must be able to act on live complaints and to compel the armed forces to act and a complaint must not necessarily close if a service man or woman is killed. Where there are systematic problems in our armed forces, they must be dealt with proactively. Our armed forces have nothing to fear from an ombudsman role and everything to gain. I urge Ministers to pursue this agenda relentlessly. We must settle it way in advance of a new Service Complaints Commissioner coming into post.

The hon. Gentleman and the House might be interested to know that of the 21 expressions of interest that we have received in response to the issue of the pre-qualification questionnaire, a third have been UK-headquartered companies, but it is likely that the winner of a competition for a GoCo will be a consortium and it is highly likely that some members of that consortium will be non-UK companies. In fact, to be frank, it is highly likely that it will include US-headquartered companies, but the entity with which we contract will be UK-registered and domiciled, and will pay its tax in the UK.

I can assure my hon. Friend that the plan to transfer the Royal Navy dockyards out of DE&S, along with the plan to transfer the logistics and commodities supply service out of DE&S to an outsource contractor, will continue on track. That is why there is a gap between the projected 2015 total numbers of DE&S on a steady state basis, and the 8,000 that we are expecting to transfer under a TUPE transfer if we go down this route.

It is a pleasure to serve under your chairmanship, Dr McCrea.

I begin by declaring an interest: I am in the process of joining the RAF reserves—[Hon. Members: “Good for you.”] Thank you. I used to be a TA soldier—I volunteered to be mobilised in 2008, spent a year with 29 Commando Regiment Royal Artillery and served with them on Op Herrick 9 in Afghanistan. I was immensely proud to serve with 29 Commando as part of 3 Commando Brigade; it was one of the best years of my life.

My hon. Friend the Member for Beckenham (Bob Stewart) made some interesting and valid points, and I congratulate him on securing the debate. He was very positive about the TA’s role and the contribution it could make. I pay tribute to the fact that reserves have served with great courage in every recent conflict, from the Balkans to Iraq and Afghanistan, and have made a major contribution to the success of the operations. We hear time and again—in fact, a number of us were talking just last night to senior and non-commissioned officers of the 4th Mechanised Brigade who said the same thing—that reserves are often as good as or in some cases even better than their regular counterparts, due to the specialist skills they can bring to their units, their life experience, their enthusiasm and their determination to prove themselves alongside regular soldiers.

On the whole, I welcome the Government’s commitment to reservists. We have been left to lag behind other nations in that area, and I am pleased that that is finally being rectified. I fear, however, that we have cut our regular forces without first ensuring that we are able to bring our reservists up to the required numbers and capabilities.

I shall draw on a recent example from my previous unit. I know a new recruit who signed up enthusiastically last August, but the process and the administration have taken such a long time that he has only just been able to join the unit and begin his basic training. An eight-month-plus delay before a new recruit can even begin basic training is a major obstacle to the kind of recruitment drive the Government need and hope for. It is no surprise that TA numbers are falling when that is a recruit’s first experience of the reserves. If that is the best we can do, I fail to see how we will ever reach the target of 30,000 combat-ready reservists, in time to replace the 20,000 or so regulars lost to defence cuts.

I believe there are two major strands to the debate. The first is how we can improve the capability and effectiveness of our reserve forces, including issues such as kit, training days and manpower and, in the particular case of the TA, how we can make the “one Army” concept a reality. The second strand is that the Government are being forced to take this action because of the reduction of the Regular Army down to roughly 82,000.

Taking reserves first, the issue is not just one of manpower, resources or training; we must change the culture in this country towards our reservists, particularly and importantly among employers. Although I am sure that some large corporations could easily accommodate their employees serving in the reserves, small and medium-sized enterprises, with work forces of only a dozen or so, might find it more difficult to allow staff to leave for a tour of duty or extended training, or to go to the annual camp. It is vital, therefore, that the reserves provide added value for employers. As well as providing the honour of earning a kitemark for releasing employees for service, we could consider financial compensation for employers, or training for those who serve so that they can earn transferable qualifications that add value to their civilian careers.

Is my hon. Friend aware that even in professions that have well-established systems for replacing people, such as the supply system in teaching, a lot of reservists find it difficult to get time off for deployment or training courses? He is absolutely right to mention changing the culture as well as the practice.

Absolutely, and I am surprised that professionals such as teachers find it difficult, but that is given what I have experienced and witnessed under the old regime. If we are considering putting on more pressure, with more commitment, the position will, I fear, only worsen, if we do not radically consider how we can make it as easy and as profitable as possible for employers.

The “Future Reserves 2020” review could be a great opportunity for the future of our armed forces. Fostering a “whole force” mentality and a closer relationship between regulars and reservists could help to eliminate some of the obstacles that frequently make life difficult for reservists. The indisputable fact is that reservists currently operate on 35 man-training days a year—a number which it is planned to increase to only 40 days —compared with 223 working days for a soldier in the regulars. The “Future Reserves 2020” review states the desire to deploy reservists as sub-units, or even perhaps full units, while recognising that it is impossible to train sub-units to the standard required within the 12-month mobilisation window as things stand. Significantly increasing the number of man-training days required would place a huge demand on reservists and their civilian employers, and I am not convinced that an extra five days alone will be enough to progress from our current situation to one in which we can mobilise sub-units trained to the necessary standard. As such, it seems that far greater investment is needed in training infrastructure if we are to accommodate greater numbers of reservists and train them to a higher level than we currently achieve.

I have concerns that the expenditure required to recruit and train such a large number of reservists, as well as radically to restructure the reserve forces as a whole, will mean that the savings made will be significantly less than expected. It is imperative to ensure that we can supply the equipment, training and personnel necessary to bridge any capability gap left by the reduction in the size of the regulars. We cannot afford to be left with an under-strength military because the “Future Reserves 2020” recommendations end up costing more than expected. I hope that the Minister can make a firm commitment that that will not be allowed to happen, regardless of the financial cost.

I was elected to Parliament on a mandate to increase the size of the Army, yet the country now faces the reality of a force of only 82,000 soldiers. That is the smallest it will have been since before the Napoleonic wars, despite us all having seen how stretched we have been in recent years in conflicts such as those in Iraq and Afghanistan. Much tribute has been paid recently to the performance of our troops in the Falklands conflict and the leadership of Baroness Thatcher, but the sad truth is that we could not mount that type of operation on such a scale today. We have no aircraft carriers and a much reduced Navy, and the Government are overseeing the redundancies of 20,000 soldiers.

Earlier this year, in relation to the new front against global terror in Africa, the Prime Minister said:

“we must frustrate the terrorists with our security, we must beat them militarily, we must address the poisonous narrative they feed on, we must close down the ungoverned space in which they thrive”.—[Official Report, 21 January 2013; Vol. 557, c. 27.]

How does the Minister expect us to project that force globally, given the armed forces we are left after the SDSR? In any future conflict that comes from left field, as conflicts normally do, are we just to hope that there is a NATO airstrip nearby that we can use?

Members might ask where the money will come from to increase spending on our armed forces, and rightly so. However, I remind colleagues that we are still committed to ring-fencing the aid budget. We are still sending aid to a country with a space programme. We are still paying roughly £50 million a day to the EU. Surely the Government’s first priority must be the defence of our country.

Former US Defence Secretary Leon Panetta recently expressed his concern that neither the US nor the UK could afford to weaken their defences in the process of solving their budget woes, but that is exactly what we are doing. Two years after the SDSR, we are still waiting for the White Paper on the reserves. It is incredible that the Government can go ahead with the redundancies of 20,000 soldiers without knowing whether or how their policy of replacing them with reservists will work. I implore Ministers to look again at some aspects of the SDSR.

My hon. Friend makes a good point, in that we must make sure that the 30,000 we seek are battle ready and deployable. That is a fair point and my hon. Friend is right to make it.

In the late 1980s, there was the National Employers Liaison Committee, but we will need a similar body to do the work of cultural reset that the Chief of the General Staff has suggested. We need a band of patriotic employers. Perhaps the idea of something on the letterhead would be useful, as my hon. Friend the Member for Banbury (Sir Tony Baldry) suggested.

The Army Reserve plays a crucial role as a bridge between the civilian and military populations, two communities that can become very separate. When I was a Territorial soldier the great phrase that was used was “one Army”. There should not be a distinction between regular soldiers and part-time soldiers who are somehow less professional. We need to re-establish the ethos of one Army, with both components working together and integral to the whole. Several hon. Members have already pointed out that in Afghanistan up to 10% of troops on the ground have been provided by the Territorial Army; and I think that my hon. Friend the Member for Beckenham (Bob Stewart) mentioned a figure of up to 14% for Iraq.

As we know, the Government are putting £1.8 billion towards the training and equipment that the reserve forces will need. The increase in training from 35 to 40 days a year will come from weekend and evening commitments, and so should not be a burden on employers.

I speak as a graduate of only the second officer training course to run alongside the regulars’. Does my hon. Friend recognise what a step change there is in training? Next year’s recruits will get nearly 10 times more weapons handling training than I had.

My hon. Friend speaks knowledgeably, as she is currently a reserve officer, and that is right. The question comes down to the quality of the training, and the understanding of the reserve forces that they have an important role in the armed services overall. That message will come clearly from the Government to employers, and to the whole of society. The training, focus, equipment and mission are critical to the achievement. Of course, the Government already help companies with financial assistance to cover mobilisation costs. It is important to put that on the record.

I absolutely recognise that the decisions are difficult—they are not easy. Like every other hon. Member in this room, I grieve when battalions are disbanded, and we all recognise the heartache and real difficulty that is caused. The Government inherited a great challenge: a £38 billion black hole in the defence budget was left by the Labour party when it left government, which is forcing this Government to take some very difficult decisions. If we approach this with the right spirit and a can-do attitude, and if we look at other countries that have already more than achieved what the Government intend, I believe that we can do it without imperilling the crucial defence of the realm.

As I intimated in response to an earlier question, I have met Dr Susan Atkins twice and we discussed her view of the operation of the service complaints system. As I said earlier, we are looking at how to improve our service complaints system and we hope to have more to say in the future. I hope that that will satisfy sub-lieutenant Mordaunt.

We have already discussed the story in The Courier today, “Tank regiment rolls into Leuchars base”, and the story in The Scotsman, “Scotland to keep Royal Marines base at Arbroath”. One would think that the hon. Gentleman might have something positive to say about that. When my right hon. Friend the Member for North Somerset (Dr Fox) made his statement in July 2011, the hon. Gentleman, as he might remember, accused the Government of planning to remove the Royal Marines from Scotland completely and close Fort George, neither of which has happened. It is true that the decision has been taken not to develop Kirknewton, but the balancing factor is the retention of Dreghorn as an Army barracks. The hon. Gentleman’s assertion about personnel numbers in Scotland is incorrect. My right hon. Friend the Member for North Somerset made his statement on 18 July 2011, and I have checked the numbers against that baseline. The total number of armed forces personnel in Scotland will be just over 600 higher than the baseline. I have also made a little calculation of the proportion of our armed forces personnel who will be based in Scotland, compared with the proportion of the population of the United Kingdom in Scotland. By my calculation, 8.39% of the UK population is in Scotland and 8.65% of our armed forces will be in Scotland by the end of this programme.

I welcome the certainty that the statement will give regular Army personnel and their families. I hope that the Secretary of State will further enhance his reputation as the champion of good return on investment for the defence budget by confirming that any new building will be good quality and built to provide comfortable homes for decades to come. Historically that has not always been the case.

Of course, new build and refurbished accommodation will be to the highest grade 1 standard of military accommodation. With respect to my hon. Friend, I suspect that part of our problem with accommodation is that some of it was originally built to last rather too long, so we are struggling to refurbish and patch up old buildings, some of which are around 100 or 150 years old. Building new building to modern standards is the way forward to provide the kind of accommodation that our troops deserve and that our covenant promises them.
