As the late great Andy Williams sang, “It’s the most wonderful time of the year” but I am afraid that is not true for farmers, business owners or those in retail, hospitality or leisure. Following the Chancellor’s Budget just two weeks ago, there are only two lines in that song that resonate—“scary ghost stories” caused by the Chancellor’s announcements, and memories of “tales of the glories of Christmases long, long ago” before Labour got in.

One of the many problems with the Government’s approach to working is that they start with the premise that any flexible or part-time working, including zero-hour contracts, is by nature wrong and unfair. In actuality, it simply reflects the needs of the market and businesses at any given moment, as well as personal preference. Take food production as an example; it should be obvious, but that work in that sector is often seasonal and cyclical. The labour demands of farming and horticultural businesses are variable and difficult to forecast with 100% accuracy. Crop conditions, weather conditions and customer demand all contribute to the inherent unpredictability in food production.

On Monday night, Labour and Liberal Democrat MPs voted against an amendment from the other place to insert a proper definition of “seasonal work” into the Employment Rights Bill, and Reform did not even bother to show up. The Government have instead proposed an amendment to “consult”. This is another issue that the Government hope they can just kick into the long grass and hope we will forget about.

That difficulty with forecasting also spills into the hospitality sector, as has been acknowledged. With benefits ballooning and the tax bill for the working man increasing day by day, everyone is feeling the pinch. They are all tightening their belts, so it becomes incredibly hard to forecast the current level of need. I was speaking to one of my local hospitality businesses, which has already been hit by a £900,000 NICs bill this year alone. The business was explaining the impact of NICs and what it means in reality. I think we throw around large numbers but do not actually understand the intricacies of them.

The Chancellor said to the Treasury Committee that she does not see the link between the NICs increases and unemployment. I fail to see how she cannot see that link. Let’s do a NICs 101: NICs are paid on a month-by-month basis, and are triggered when someone earns £417 a month. If a student or anyone else worked for just one month and did more than 35 hours in the month at minimum wage, the business would then have to pay an additional 15% of national insurance on every pound above £417. Cash is king, and if that is to be rolled out, it is no wonder that businesses are questioning whether they can take on any other employees.

My hon. Friend makes an important point, although it is not just, or even primarily, about the increase from 13.8% to 15% on the overall rate, but that it kicks in at £5,000, down—from memory—from £9,200. That has a particular impact on those employed part-time, youth employment, and lower-wage employment, because it means that employers start paying NICs much earlier in the pay journey. Does my hon. Friend agree that that is exactly why we are seeing youth unemployment rising as well as general unemployment?

My hon. Friend makes a valid and correct point. We have started to see a rise in unemployment in South Northamptonshire among 16 to 25-year-olds exactly because of that.

The business owner I spoke to said that the problem is that the business starts paying at a certain level, but that increase pushes up across all wages across all levels of the business. Suddenly businesses are finding themselves drowning in the amount of money they are having to pay. That will stifle the market. We even talked to some of my hairdressers—they have been mentioned numerous times to the Minister—who said that the impact of NICs means that, according to the British Hair Consortium, there will be no new apprentice starts in 2027. That is staggering and appalling, when the Government are talking about all the opportunities for the young.

My hon. Friend may be aware that just across the channel in France, high regulation and high tax has led to consistent, long-term high youth unemployment. Speaking of Andy Williams, another song says that there is a “lesson to be learned” from this, and we do not have to look too far to learn it.

I am afraid that I do not know anything about Mr Williams, so I cannot add to the lovefest. I wonder whether my hon. Friend has reflected, as I have, that in households that have been workless for quite a long period of time, temporary seasonal intro-jobs often show our young people the value, importance and benefit of work and what it can do for their families and communities. When those opportunities are reduced, so the opportunity and potential for social mobility is curtailed.

Absolutely. We need to encourage that next generation through to the workforce, and I cannot see that they are getting any of those opportunities at the moment. The Government are so proudly trying to promote that, but let us look at the impact and the figures. There can be no denying that they are achieving none of what they hope to achieve in future.

Across these Benches in the mainstream parties, we have to develop solutions to the problems we face, partly because we know that in our Chamber we have the likes of Reform. Our country is in debt to the tune of £2.7 trillion and we spend around £105 billion each year to service the debt before we spend any money on anything else. We therefore have to think, in that difficult situation, about how we come up with solutions.

If we are to fund our public services to get people back into work, which helps to grow the economy, and are to do the other things that we want to do as a country, what is the right way of raising the funds that allows our country to pay down our debt and the amount we spend each year to service our deficit and to bring the change that people want in delivery of public services? I ask the hon. Lady please not to say “Welfare reform.” I agree that we need to do welfare reform—[Interruption.] If I may, I agree that we need to do that, and the Milburn and Timms reviews will be critical to taking forward an effective welfare reform package, but what else would she do?

At least the hon. Member has acknowledged that we have to repay debt, unlike the Green party, which suddenly believes that repaying debt interest is not a viable or true alternative in this world. The hon. Gentleman denies talk of welfare, but it is a fundamental element. [Interruption.] I am glad to see that he agrees with that, but there is so much more. Why is the Labour party increasing the welfare bill?

The Government have to grow the economy and that means supporting businesses, giving them opportunities, reducing tax and putting money in our pockets to do that. Unfortunately, we can see from everything that has come from the Government so far that the economy is not growing. Watch this space, but that is a problem that we will struggle with.

South Northamptonshire has 95 pubs, which are crucial to our rural community and to our economy. They are a great example of a place where young people can start their first jobs. At The White Hart in Hackleton, a young girl with Down’s syndrome, who could not get a job outside the village because of transport issues, took her first job. That job will be threatened by all the measures from this Government.

The Centre for Policy Studies has undertaken an analysis of all the impacts of both the previous Budget and the one last month on the cost of employing 18 to 20-year-olds. The shocking figure is that it will cost an employer £4,000 a year more to employ a single person between the age of 18 and 20. Given that, is my hon. Friend surprised that employers, just like the pub that she has mentioned, are taking rational decisions not to give young people jobs?

I agree entirely, and I am devastated to hear that, because that is exactly not what we need for society and for the young generation.

Research from the Taxpayers’ Alliance showed that in 2024 the average pub paid almost £100,000 per year in taxes on the sale of alcoholic drinks alone. When we add to that the coming changes to business property relief and the recent increase to employer NICs, we see that hospitality is really being smothered. But there is a way out. There is no need for an enforced and permanent dry January. The Conservatives have a plan, and it includes the abolition of business rates for hundreds of thousands of high street businesses.

The Government often deny it, but pubs and shops have seen their business rates bills more than double under this Government. We say that what is needed to bring back the festive cheer to our high streets is not more Government, but Government getting out of the way and allowing businesses and entrepreneurs to flourish. There is a big difference between business and the Government. Businesses, as has been mentioned, take risks with their own money. They provide jobs and they grow the economy. They are brave, as my hon. Friend the Member for Gosport (Dame Caroline Dinenage) said earlier, but this Government just risk taxpayers’ money, destroy jobs and contract the economy.

Particularly, I look to my farming community. I have 550 farms, and they are the driver and the lifeblood of South Northamptonshire. One of their biggest issues, alongside things like NICs, is the inability to plan. A lot of discussion has been had about helping our companies grow for the future, but part of that growth requires the ability to make long-term plans. Under this Government, we have seen the removal of the sustainable farming incentive, and capital grants have gone on and off. There is also the double cab pick-up tax and the fertiliser tax. When we add in the employer national insurance tax and the changes to agricultural property relief and business property relief, we have to ask how farmers are possibly supposed to plan or invest in the future.

On my hon. Friend’s point, how can businesses be expected to plan, having been told in the 2024 Budget that the tax rate was a one-off, and in 2025 that there was an unforeseen second tax rate but with no further plans? That is not a promise that one can necessarily rely upon. The presumption is that there will be more next year. How can businesses, whether they are agricultural, industrial or whatever, be expected to plan for growth, investment and job creation when they have absolutely no idea of the trajectory of the tax take that the Treasury is hellbent on introducing?

I thank my hon. Friend for making that point. The importance of the construction industry was mentioned earlier, along with the plan to give more construction apprenticeships and jobs to young people, but for those jobs to be offered, we need people to be investing in the first place. Companies are not doing that, because they cannot make those decisions. They do not know where the money is coming from. They do not know when the money will next be taken from them. We are not creating an environment in which they can grow. I do not see anyone on the Government Benches disagreeing with me on that, so I think my hon. Friend’s point is well made.

What seems to be missing on the Government Benches is any recognition of the growing anger among young people at the fact that they are being shut out of the jobs market. It is the most damaging time in someone’s life to be barred from work when they are young. The Minister does not seem to be an Andy Williams fan, but The Clash sang under a previous Labour Government:

“Career opportunities are the ones that never knock”.

Absolutely.

In Prime Minister’s questions earlier, I asked about the fair choices that this Government say they have made. I think those choices are fundamentally unfair. The Government are trying to introduce a digital ID scheme, unfunded by the Government, that could cost at least £1.8 billion, yet most of the public do not want it, given that 3 million people signed the petition against it. The Government then talk about inflicting tax hits on all our businesses. It is just madness. There is absolutely no sense of direction from this Government. This is not a pro-growth Chancellor but a no-growth Chancellor. That will be the legacy.

I never thought that a Christmas song could sum up a Government’s economic approach, but if we look at “We wish you a Merry Christmas”, it appears that we are in the “we won’t go until we’ve got some,” phase from this Government, whether they are demanding figgy pudding or, in this instance, tax. I am really hoping, though, that they will see the light and eventually help businesses to unlock, to reach their potential and to have a merry Christmas and a happy new year.

The powers that the hon. Gentleman refers to are strident powers. We have firmly committed to consulting on those powers and to reporting back, based on the outcome of the consultation, and that shows that we are listening. We will learn from the consultation and, if necessary, we will act.

When the Minister consults on those powers, will he include the agricultural sector? With seasonal work, there is a big concern that employers will not necessarily have time to provide a notice period as the weather changes. On behalf of all our farmers, I ask him to consider that.

As a Member of Parliament representing a constituency in the beautiful county of Sussex, I am aware of the needs of seasonal workers, including those in the agricultural sector. We believe that the Bill allows flexibility for that sector, but if the hon. Lady would like to write to me with further updates, I am always willing to listen.

It is a pleasure to serve under your chairmanship, Ms Butler.

With the weather we are experiencing at the moment, topping out at 33°C here today in London, who needs to travel abroad? We can head to our bars, restaurants, tourist attractions and have a staycation in the beautiful UK. South Northamptonshire has more than 220 hospitality businesses, which employ around 3,000 people. We will experience much focus this weekend because we have the grand prix at Silverstone and I declare I am looking forward to seeing some of that racing. However, the focus goes far beyond that, because we have to think about our smaller hospitality businesses, whether that is the Plough at Shutlanger, the Red Lion in Brackley, the Red Lion in Bozeat, the White Hart in Hackleton or the Rose and Crown in Yardley Hastings—I literally have too many to name, but they are vital to our sector—

There would be at least 95 to name.

We ask all those who run these businesses to take a risk. We ask them to keep our communities together and to offer jobs, but we do not give them the environment in which to flourish. They are working so very hard, but it is a real struggle with employer national insurance increases, business energy costs remaining incredibly high and the national minimum wage increase of about 17% in little over a year. Nationally since April, 220 pubs have had to shut and more than 1,000 have shut in the last year. What are the Government going to do to turn this around? I ask the Minister to consider the measures proposed by my hon. Friend the Member for Kingswinford and South Staffordshire (Mike Wood).

We must remember—this is a word of warning—that in rural areas, we do not have the luxury, as we do in cities such as London, of being able to go to a pub or restaurant in another street. The loss of a pub, restaurant or hotel leaves a vast desert. Covid, when we all had to isolate, reminded us of the importance of social interaction and contact. I say to the Minister, “Please do not deny rural communities these opportunities through poor policy.”

It is a pleasure to serve under your chairmanship, Mr Western. South Northamptonshire is 92% agricultural, forest or semi-natural, so it really is a quintessential rural constituency. It is home to 5,300 businesses, of which 5,200 are small or medium sized. Reports say that almost a quarter of British businesses are in rural constituencies, but they often feel that their voice is not heard. That will certainly not be the case on my watch. I run a series of business breakfasts where I listen to the concerns that they raise, and they all say that they need support to be able to grow. That is across all sectors, from Yummy Grains, just outside of Towcester, which sells granola and free range eggs, all the way up to BPY Plastics in Brackley.

The Government talk about growth, but the policies such as the hikes in employers’ national insurance disproportionately affect small and medium-sized enterprises. Whittlebury Hall, for example, is a huge employer in my constituency and the hike hit it with a bill of nearly £1 million bill overnight. That makes offering new jobs totally unsustainable. The hairdressers and beauty salons in my constituency are scared that they will not be able to continue to offer apprenticeships. Indeed, it is said that by 2027 there will be no new apprenticeship starts.

The 95 pubs in my constituency, such as the White Hart in Hackleton, supply local jobs for local people, but this Government’s policies are really hurting them. As for my farmers—my poor farmers—please do not get me started on them. They do absolutely all that they can. They work relentlessly, but this Government are not giving them the ability to plan correctly. Changes to agricultural property relief, business property relief, the sustainable farming incentive and capital grants, as well as the double-cab pick-up tax and the fertiliser tax all make things unsustainable. They are the backbone of our society. Establishing and running a business is a risk, and we need to give our entrepreneurs some security and some hope for the future. I ask the Government to go back to the drawing board to help back British rural business.

I thank my hon. Friend the Member for Hornchurch and Upminster (Julia Lopez) for securing this most important debate. When thinking about the debate, I looked up some quotes on hair. My favourite was, “Invest in your hair: it is the crown you never take off.” That is a very true sentiment, although I apologise to the men among us who are perhaps lacking in the hirsute department. Naming no names—they are kings in their own right.

Hair is such an integral part of our being and our confidence, and we can appreciate how traumatic it is when people lose their hair while undergoing cancer treatment or suffering from alopecia. We often expect to walk on to our high streets and find a hair and beauty salon that can help to tame our locks or restore our nails, but we cannot take the sector for granted. According to the British Beauty Council and Oxford Economics, the sector contributed £8.541 billion to the UK economy in 2023, supporting the direct employment of more than 224,000 people.

I have many excellent hair and beauty salons in South Northamptonshire, but it really pained me when Defern Beauty in Brackley and The Beauty Works in Towcester met me and explained how desperate the position is for the industry. It was heartbreaking to see them explain how their life-long work is being eroded by this Chancellor. After NICs increases and business rate relief changes, they desperately need help.

One of their asks is for a review of the VAT position, which would help not only to save businesses and raise revenues for the Exchequer, but also to save apprenticeships. The British Hair Consortium’s February 2025 report explains that as VAT is applied evenly across goods and services, it has a disproportionate burden on labour-intensive industries such as hairdressing and beauty, where 60% of the costs are wages. When they are unable to reclaim the VAT on their primary cost, which is people, there is a distorted market with competition between VAT-registered and non-registered businesses, which incentivises VAT avoidance tactics such as bunching, disaggregation and disguised employment. We should not be surprised by the rise in cash-only salons, and should think carefully about what that means in practice. The consortium is also calling for a mandatory register of all hairdressing professionals. Without a register, VAT avoidance and disguised employment will continue unchecked, costing the Treasury billions while putting responsible businesses at a disadvantage.

My businesses pride themselves on taking apprentices and bringing the next generation along, but my fear is that, as the British Hair Consortium believes, apprenticeship starts are set to reach zero by 2027, which contravenes the Government’s objective of reducing inactivity among 18 to 21-year-olds. These businesses simply cannot afford to take on the next generation, which will stifle the industry in the long term. I implore the Government to engage with the industry and take immediate action. Hair is a beautiful form of self-expression. Where will we be left without it?

My hon. Friend is absolutely right. This is about individual members coming together to do what is right for themselves, for their trade unions, and for the companies and businesses that they work for.

I welcome the Bill’s introduction of a right of access for unions to meet with workers. Government amendment 163 expands union access agreements, so that unions can communicate with workers digitally as well as by entering the workplace. I urge meaningful implementation of those digital access rights to enable direct conversations between unions and workers, as would take place during in-person meetings in the workplace.

When we work together, we get more done. It is important that workers have access to union representatives and know how joining a union can support them in the workplace. I welcome the measures in the Bill to expand that access, which will further strengthen the rights of working people in Derby and beyond.

There are 5,310 businesses registered in my constituency of South Northamptonshire. Of those, 99.6%—or specifically 5,245—are small businesses. This Bill, among many of the Government’s policies, is a calamity for those small businesses. Not only are many of them rural, meaning that they will be affected by the family farm tax and now by the removal of the sustainable farming incentive, but as the chair of the Federation of Small Businesses has said, these small and medium-sized enterprises will struggle to adapt to the 28 major changes that the Bill makes to employment law.

First, it was the Government’s jobs tax, then it was their cuts to rate relief for hospitality businesses, and now they are smothering SMEs with red tape. Analysis published by the Department for Business and Trade says that this will impose a cost on businesses in the low billions of pounds per year, but that is not money that many of my small businesses can afford right now. This is why the Opposition have called for small businesses to be exempt from the parts of the Bill that would heap unsustainable costs on them.

Why do the Government seem to hate small businesses so much? Perhaps it is because the majority of the Cabinet have spent their careers in the public sector and have zero understanding of what life is like for the many entrepreneurs with SMEs across the UK, including in my constituency. We learned this week that, for the first time since records began in 2012, the number of companies registered at Companies House has fallen. Growth forecasts have been downgraded and the number of vacancies has declined. All this is a result of the choices the Government have made and continue to make in this Bill.

With all of this, the UK risks becoming a globally uncompetitive economy, particularly when other countries such as the United States are slashing regulation and unleashing their businesses to grow their economies. The Opposition have tabled new clause 90 for exactly this reason. It would ensure that when the Secretary of State makes regulations under part 4 of the Bill, he has to have regard to growth in the medium to long term. I join the shadow Minister, my hon. Friend the Member for Mid Buckinghamshire (Greg Smith), in calling on the Government to support new clauses 89 and 90 to ensure that growth happens. Our economy is already struggling under the weight of Labour’s tax rises. Why are the Government opposing our efforts to ensure that they consider how burdensome regulation might impact on businesses?

A lot of people outside this place might feel that the answer to that question is that the trade unions have funded Labour Members—[Interruption.] The hon. Member for Derby South (Baggy Shanker), who is talking from a sedentary position, received more than £27,000 from two unions in the latest year of declarations and did not think it appropriate in this debate even to mention that number, which may well have influenced his thinking and led to the dire outcomes that my hon. Friend is explaining to the House.

My right hon. Friend makes a powerful point, and I think all Labour Members must reflect on this because we need the public to understand truly why this legislation is going through.

That the Government have seen fit to table 87 of their own amendments at this stage alone is indicative of how uneasy they must feel about the Bill. We are even told by the media that the Treasury has warned the Deputy Prime Minister and the Secretary of State about the consequences for the economy of enacting these laws, yet they seem to have seen fit to plough them through anyway. As per usual, Labour is paying lip service to growth while sticking true to form with their socialist ideology. I was not born in the 1970s but it appears that I am going to live through the equivalent in the years ahead, as Labour plays Abba’s 1976 hit “Money, Money, Money” for its trade union paymasters.

I refer the House to my entry in the Register of Members’ Financial Interests. I am a proud trade unionist and a member of Unite the union. I have been supported from across the labour movement with the cleanest money in politics, which I do not think Conservative Members can say about themselves.

For over a year, Swedish Tesla workers have been on strike demanding the basic right to collective bargaining. Their struggle has inspired solidarity across industries. Postal workers, painters, electricians, cleaners and dock workers have all launched secondary action in support. Denmark’s largest trade union, 3F Transport, has also joined the fight, preventing Danish dock workers and drivers from handling Tesla shipments bound for Sweden. This level of solidarity is possible because Swedish trade unions are not shackled by restrictive laws designed to suppress collective action. Unlike here in the UK, the legislative landscape in Sweden does not act against the interests of organised labour. Almost 90% of Swedish workers are covered by collective agreements, and their labour laws ensure that workers have the right to negotiate and defend their conditions without undue interference.

As a result, Swedish trade unions are more than a match for billionaires like Elon Musk. When Tesla refused to sign a collective agreement, it was not just Tesla workers who fought back—the entire trade union movement did. That is what real industrial democracy looks like, and it is a powerful reminder of what British workers have been denied for too long by some of the most draconian anti-union legislation in the western world.

While I welcome the repeal of the Strikes (Minimum Service Levels) Act 2023 and much of the Trade Union Act 2016, the fact remains that many of the worst Thatcher-era anti-union laws are still in place. One of the most damaging is section 224 of the Trade Union and Labour Relations (Consolidation) Act 1992, which makes secondary action unlawful. That ban on sympathy strikes isolates workers, weakens their bargaining power and prolongs disputes—all to the benefit of exploitative employers. That is why I have tabled new clause 31 to repeal that restriction and return power to working people.

Secondary action built the trade union movement as we know it. It helped us secure the very rights that we all benefit from today. But in an era of outsourcing and subcontracting, the ban is even more harmful than it was three decades ago. Under current legislation, two workers performing the same job in the same workplace cannot take industrial action together if one is directly employed and the other is outsourced. Employers exploit that loophole to divide workers. They shift responsibility through complex corporate structures, like what we are seeing at Coventry University in my constituency, and undermine union action by transferring work or hiving off companies. Workers are even prevented from taking action against parent companies and suppliers during disputes.

In many ways, secondary action is more essential than ever in the fight for fair pay and conditions. Most European nations, including Denmark, Norway, Sweden, Belgium and the Netherlands, allow secondary action in some form. Even those with restrictions, such as Germany, France and Spain, stop short of imposing an outright ban. Labour’s new deal for working people committed to repealing anti-union laws and ensuring that the UK’s industrial action laws comply with international obligations, including those under the International Labour Organisation and the European social charter. Yet, as it stands, the Bill fails to deliver on that promise.

International bodies have repeatedly condemned the UK’s ban on secondary action. The European Committee of Social Rights and the ILO criticised the UK for that restriction most recently in 2023 after the P&O Ferries scandal, when 800 crew members were sacked via video call and replaced with agency workers. P&O knew that it could get away with its disgraceful actions because the law prevents other workers from striking in solidarity.

I also support a number of amendments, including those tabled by my hon. Friend the Member for Middlesbrough and Thornaby East (Andy McDonald), such as new clause 61, which would define employment status in law to end bogus self-employment. That is long overdue. For too long, employers have exploited gaps in employment law to deny workers basic rights. Today, in our country, black and Asian workers are disproportionately trapped in precarious, low-paid jobs on bogus self-employment contracts and denied statutory sick pay, holiday pay and protection from unfair dismissal. This two-tier system must end.

Every single worker deserves dignity and respect in the workplace, and by strengthening the Bill with these amendments, we would be taking a step forward towards rebuilding the power of the working class. I urge Members across the House to stand on the right side of history and with the workers who keep this country running.

We are continuing to work with colleagues across Government to develop a programme that will revitalise the nation’s high streets and support businesses. We will publish a small business strategy later this year, and high streets will be a key pillar of that. We have already committed to continuing funding for business growth programmes such as the growth hub network and announced plans for a new business growth service.

I recognise that there will be a lot of concern in the hon. Member’s constituency following that news yesterday. I agree that banking hubs can make a significant difference, which is why we have been quick to roll out more than 100 of them. Plans for another 76 have already been developed and we are committed to rolling out 350 in total. In the spirit of one Thomas trying to help another Thomas, I am happy to meet him.

Our small businesses are the lifeblood of our high street and often give young students their first opportunity for a job on a Saturday or in the holidays. However, one of my local small business owners says that she can no longer afford such roles because of the increase in employer national insurance contributions and changes to business rates, among other things. What will the Government do to support our young people into jobs when small businesses are left in that awful position?

The hon. Lady might want to check again with the business she refers to, because, in the most recent Budget, the employment allowance was raised to some £10,500, which will help every small employer’s national insurance bill every year, and should ensure that more than 1 million firms benefit. That is a very practical measure; more broadly, on the point about national insurance contributions, she will know that Labour inherited a very difficult financial situation because of mistakes made by the Conservatives, and difficult decisions have had to be taken.

I start by thanking my hon. Friend the Member for Mid Leicestershire (Mr Bedford) for securing this debate on pubs and the hospitality industry. In my rural constituency of South Northamptonshire, we have 95 pubs and four breweries; they support 1,950 jobs, generate £26 million in tax and contribute £48 million to the local economy. But pubs contribute so much more than that—and I do not just mean the Towcester Mill Brewery in my constituency providing the Strangers Bar with the famous Bell Ringer beer, well known for its zesty orange marmalade notes and earthy, spicy aftertaste.

I was invited to visit The White Hart in Hackleton in my constituency at the end of September to hear at first hand what it is like to run a pub in 2024. Aside from alcohol duty, VAT and business rates, one of the most striking points from the conversation was what it would actually mean for local people, should the pubs be forced to close. We cannot underestimate the power of the community that is created and fostered in rural areas around the local pub. With the lack of bus services and the wider transport issues, pubs are a crucial source of truly local employment for some villages. I was told of one pub that had taken on a local girl with Down’s syndrome, who would otherwise have struggled to access employment outside the village due to the lack of transport. For her it was a real lifeline, and she developed not only her resumé but her professional and social skills.

My ask for the sector is that we cut VAT, continue the freeze on alcohol duty and extend the current 75% business rate relief for hospitality businesses. Like me, many hon. Members may enjoy settling down of an evening to watch one of our great British soaps, be it “EastEnders”, “Coronation Street” or even “Emmerdale”. And what is at the heart of those? The pub. We must make sure that the scriptwriters do not have to change their scenes because we have destroyed this industry.
