Wildlife: Crime
Asked by: Cat Smith (Labour - Lancaster and Fleetwood) Friday 17th May 2024 Question to the Home Office: To ask the Secretary of State for the Home Department, if he will bring forward legislative proposals to increase the range of wildlife crimes which have notifiable status. Answered by Chris Philp - Minister of State (Home Office) This Government recognises the importance of tackling wildlife crime, which is why, along with the Department for Environment, Food and Rural Affairs, the Home Office directly funds the National Wildlife Crime Unit (NWCU) to help tackle these crimes. The NWCU provides intelligence, analysis and investigative assistance to the police and other law enforcement agencies across the UK to support them in investigating wildlife crime. This includes supporting cases referred by Border Force to the National Crime Agency or to individual forces. The NWCU is also the UK policing focal point for EUROPOL and INTERPOL wildlife crime activity. The NWCU uses this information to produce strategic and tactical assessments of wildlife crime across the UK. These assessments also take into consideration the views of the Wildlife Crime Conservation Advisory Group, which highlight priorities based on the conservation status of specific species and review all other non-priority intelligence to identify any emerging threats. It is these assessments which ultimately drive the operational response to tackling wildlife crime in the UK. We will keep under review any legislative proposals to increase the range of wildlife crimes that have notifiable status. If a non-notifiable wildlife crime is reported to police it can still be investigated. Chief Constables have operational independence to tackle the crimes that matter most to their communities. |
Hospitals: Air Pollution
Asked by: Barry Sheerman (Labour (Co-op) - Huddersfield) Thursday 16th May 2024 Question to the Department of Health and Social Care: To ask the Secretary of State for Health and Social Care, what steps she is taking to measure the air quality of (a) hospitals and (b) hospital car parks. Answered by Andrew Stephenson - Minister of State (Department of Health and Social Care) The policy around outdoor air quality measurement is led by the Department for Environment, Food and Rural Affairs. This data is publicly available and used by National Health Service trusts, and NHS England. NHS England has set out a range of measures to reduce trusts’ impact on outdoor air quality, as part of its commitment to achieve Net Zero for direct NHS emissions by 2040. Specific actions are set out in its Net Zero Travel and Transport Strategy, Net Zero Estates Delivery Plan, and Clinical Waste Strategy, which are available respectively at the following links: https://www.england.nhs.uk/long-read/net-zero-travel-and-transport-strategy/ https://www.jpaget.nhs.uk/media/588250/Estates-Net-Zero-Carbon-Delivery-Plan.pdf https://www.england.nhs.uk/publication/nhs-clinical-waste-strategy/ The NHS’s guidance on indoor air quality is set out in the NHS technical memorandum 03-01: Specialised ventilation for healthcare premises, which is available at the following link: https://www.england.nhs.uk/publication/specialised-ventilation-for-healthcare-buildings/ |
Ministry of Defence
Asked by: John Hayes (Conservative - South Holland and The Deepings) Thursday 16th May 2024 Question to the Ministry of Defence: To ask the Secretary of State for Defence, what his Department's policy is on the procurement of (a) food and (b) drinks produced in Britain for use in its canteens and restaurants. Answered by James Cartlidge - Minister of State (Ministry of Defence) Defence food purchasing contracts incorporate the requirements of the Department for Environment, Food and Rural Affairs (DEFRA) Government Buying Standards for Food and Catering (GBSF) Services. The GBSF has a focus on animal welfare, the quality and origin of food as well as nutrition advice, and these requirements are embedded within Defence Catering contracts. These contracts permit for local provision of food and/or drink where it is considered appropriate.

Department for Environment, Food and Rural Affairs: ICT
Asked by: Matt Rodda (Labour - Reading East) Wednesday 15th May 2024 Question to the Department for Environment, Food and Rural Affairs: To ask the Secretary of State for Environment, Food and Rural Affairs, with reference to the guidance by the Central Digital and Data Office entitled Guidance on the Legacy IT Risk Assessment Framework, published on 29 September 2023, how many red-rated IT systems are used by his Department; and how many red-rated IT systems have been identified since 4 December 2023. Answered by Mark Spencer - Minister of State (Department for Environment, Food and Rural Affairs) The Central Digital and Data Office (CDDO), in the Cabinet Office, has established a programme to support departments managing legacy IT. CDDO has agreed a framework to identify ‘red-rated’ systems, indicating high levels of risk surrounding certain assets within the IT estate. Departments have committed to have remediation plans in place for these systems by next year (2025). It is not appropriate to release sensitive information held about specific, red-rated systems or more detailed plans for remediation within Defra’s IT estate, as this information could indicate which systems are at risk and may highlight potential security vulnerabilities. |
Water Sports
Asked by: Jamie Stone (Liberal Democrat - Caithness, Sutherland and Easter Ross) Tuesday 14th May 2024 Question to the Department for Digital, Culture, Media & Sport: To ask the Secretary of State for Culture, Media and Sport, how many water sports (a) training sessions, (b) activities and (c) events have been reported to her Department due to unsafe water quality in each year since 2020. Answered by Stuart Andrew - Parliamentary Under Secretary of State (Department for Culture, Media and Sport) Event organisers, including National Governing Bodies (NGBs), are responsible for ensuring appropriate measures are in place to protect participants. We recognise the need for water sport participants to have access to consistent and up-to-date data about bathing water quality. DCMS is working with relevant water based National Governing Bodies and the Outdoors For All Coalition to understand the barriers to accessing and participating in green and blue spaces. Designated bathing waters and water quality monitoring in England is the responsibility of the Department for Environment, Food and Rural Affairs (DEFRA) and the Environment Agency (EA). DEFRA is a permanent member of the National Physical Activity Taskforce, which ensures that we deliver coordinated policy that will help encourage people to get active.

Department for Environment, Food and Rural Affairs: Buildings
Asked by: Julie Elliott (Labour - Sunderland Central) Tuesday 14th May 2024 Question to the Department for Environment, Food and Rural Affairs: To ask the Secretary of State for Environment, Food and Rural Affairs, whether reinforced autoclaved aerated concrete (RAAC) has been found on his Department's estate. Answered by Mark Spencer - Minister of State (Department for Environment, Food and Rural Affairs) After significant survey work across the estate, we have identified 4 Properties where RAAC is present. Where necessary for Health and Safety, buildings have been closed or partially closed to enable remediation. |
Agricultural Products: Morocco
Asked by: Lord Hannan of Kingsclere (Conservative - Life peer) Tuesday 14th May 2024 Question to the Department for Environment, Food and Rural Affairs: To ask His Majesty's Government what impediments remain in the way their ambition to eliminate tariffs on fresh produce imported from Morocco. Answered by Lord Douglas-Miller - Parliamentary Under-Secretary (Department for Environment, Food and Rural Affairs) The Department for Environment, Food & Rural Affairs (DEFRA) and Department for Business and Trade (DBT) are working closely together to negotiate a balanced and equitable outcome for the Morocco Agriculture Tariff Review, which is a commitment both sides made under the UK-Morocco Association Agreement. We continue to work closely with the Moroccan government to further liberalise any remaining tariffs and maximise trade under the agreement. At the launch of the tariff review last year, we discussed a range of priority sectors, including fresh produce like fruits and vegetables which constitute around 35% of all goods imported from Morocco to the UK. Whilst we are keen to diversify the supply of imported Moroccan goods on UK shelves and seek opportunities to expand exports of British food and drink, we will ensure that this is not done at the expense of British farmers, their produce, and the seasonal nature of UK production more generally. |
Air Pollution: Monitoring
Asked by: Barry Sheerman (Labour (Co-op) - Huddersfield) Monday 13th May 2024 Question to the Department of Health and Social Care: To ask the Secretary of State for Health and Social Care, whether he has made an assessment with Cabinet colleagues of the potential (a) viability and (b) merits of creating a national indoor air quality observatory to monitor (i) levels and (ii) the potential health effects of indoor air pollution. Answered by Maria Caulfield - Parliamentary Under Secretary of State (Department for Business and Trade) (Minister for Women) The Department continues to work collaboratively across the Government to address the impact of air pollution. We are taking significant and wide-ranging action to drive improvements to air quality, as set out in the Department for Environment, Food and Rural Affairs’ Environmental Improvement Plan. The United Kingdom Health Security Agency’s (UKHSA) Cleaner Air Programme also aims to help reduce people’s exposure to air pollution, tackle disparities in exposure, and improve outcomes for all, including through increasing the evidence base and improving awareness and understanding of the health impacts of air pollution. The UKHSA has published a study quantifying the health burden in the population of England from key respiratory conditions associated with residential exposures to damp, mould, and formaldehyde. |
