Hospitals: York
Asked by: Rachael Maskell (Labour (Co-op) - York Central) Monday 15th April 2024 Question to the Department of Health and Social Care: To ask the Secretary of State for Health and Social Care, whether she has had recent discussions with York District Hospital on the potential merits of building a new hospital in York in the next 15 years. Answered by Andrew Stephenson - Minister of State (Department of Health and Social Care) The Secretary of State has not had discussions with York District Hospital on the potential merits of building a new hospital in York. No expressions of interest were received from York and Scarborough Teaching Hospitals NHS Trust in respect of York District Hospital to join the New Hospital Programme. Going forward, new schemes will be considered through a rolling programme of capital investment in hospital infrastructure, with details to be agreed periodically to provide greater future certainty. The government will set out robust plans at future Spending Reviews, including when and how it will seek to invite further projects to join the New Hospital Programme and other major capital investment opportunities. |

Internal Drainage Boards: Finance
Asked by: Keir Mather (Labour - Selby and Ainsty) Monday 15th April 2024 Question to the Department for Environment, Food and Rural Affairs: To ask the Secretary of State for Environment, Food and Rural Affairs, what progress his Department has made on allocating the £75 million additional funding for Internal Drainage Boards. Answered by Robbie Moore - Parliamentary Under-Secretary (Department for Environment, Food and Rural Affairs) At the National Farmers Union Conference in February the Prime Minister and Defra Ministers announced a new £75million one-off grant for internal drainage boards (IDBs) in 2024/25. This is following the winter storms and flooding and will be used to better protect agricultural land and rural communities. It will contribute towards helping IDBs recover and repair assets damaged from the recent flooding and will contribute towards modernising IDB infrastructure to lower costs and increase resilience to climate change.
Defra officials are working closely with the Environment Agency and the Association of Drainage Authorities (membership body that represents the interests of IDBs) on the details of the fund and application processes. We aim to allocate grants from June. |

Answered by Mike Freer - Parliamentary Under-Secretary (Ministry of Justice) The general condition of Crown Court buildings and other infrastructure is adequate, but I recognise that improvements are needed in some locations. That is why we are investing £220 million in the two years to March 2025 for essential modernisation and repair work across the court and tribunal estate. This will minimise disruptions, retain the heritage of the estate, and ensure it is fit for the future. We are working to ensure that those buildings most in need of investment are prioritised, providing a step forward in improving the quality of the court estate. |

Answered by Baroness Neville-Rolfe - Minister of State (Cabinet Office) The UK takes the security and resilience of critical infrastructure seriously. Each Critical National Infrastructure (CNI) sector has a Lead Government Department responsible for working with owners and operators to identify and mitigate risks to their sites. They are also supported by the National Cyber Security Centre and the National Protective Security Authority who provide expert advice and guidance to both public and private organisations to identify risks and vulnerabilities to the UK’s national infrastructure.
As set out in the Integrated Review Refresh, China under the Chinese Communist Party (CCP) poses an epoch-defining challenge and an economic threat to a range of government policy areas, including CNI. The Government actively monitors threats to UK critical national infrastructure, and will not hesitate to take further action if necessary to protect sensitive assets where appropriate to protect national security.

Asylum: Housing
Asked by: Lord Bishop of Leicester (Bishops - Bishops) Wednesday 10th April 2024 Question to the Home Office: To ask His Majesty's Government, in the light of the National Audit Office’s report Investigation into asylum accommodation, published on 20 March, which found that (1) using large sites to accommodate asylum seekers could cost £46 million more than using hotels, and (2) the Home Office rated their own plans as “high risk or undeliverable”, why the large sites accommodation programme will be continued. Answered by Lord Sharpe of Epsom - Parliamentary Under-Secretary (Home Office) The Government has always been clear that the use of asylum hotels is unacceptable, and that’s why we acted swiftly to reduce the impact on local communities by moving asylum seekers on to barges and former military sites. Thanks to the actions the Government has taken to maximise the use of existing space and our work to cut small boat crossings by a third last year, the cost of hotels will fall, and we are now closing dozens of asylum hotels every month to return them to communities. Large sites provide adequate and functional accommodation for asylum seekers and are designed to be as self-sufficient as possible, helping to minimise the impact on local communities and services. They reduce demand on an already pressured private rental market and their larger capacity allows the Home Office to be agile in responding to fluctuations in demand. It is better value for money for the taxpayer to continue with these sites than to continue using hotels. The latest assessment of value for money, which excludes committed or spent costs in line with the Green Book methodology, shows that large sites would be £153 million cheaper than hotels. Despite the need to stand up large sites at speed, controls were in place to assure value for money for the taxpayer. Operational challenges at the sites have changed our costs since original estimates. We continue to keep costs under review while developing ways to reduce it. The latest Infrastructure and Projects Authority (IPA) review has upgraded the rating of the programme, meaning that the successful delivery of time, quality and cost is feasible. |

Hikvision: CCTV
Asked by: Lord Alton of Liverpool (Crossbench - Life peer) Tuesday 9th April 2024 Question to the Cabinet Office: To ask His Majesty's Government what is the total cost to date of the removal of Hikvision cameras from Whitehall departments; and what estimate they have made of the cost to local authorities of removing Hikvision cameras from local council buildings. Answered by Baroness Neville-Rolfe - Minister of State (Cabinet Office) It is a long-standing policy that the Government does not comment on security arrangements including the details of security systems. However, the UK takes national security extremely seriously and has taken robust action to secure and protect its national security infrastructure.
Following Royal Assent of the Procurement Act on 26 October 2023 the Government committed to publishing a timeline for the removal of surveillance equipment supplied by companies subject to the National Intelligence Law of China from sensitive sites within six months. This timeline is due to be published by 26 April. Sensitive sites were defined “as any building or complex that routinely holds secret material or above; any location that hosts a significant proportion of officials holding developed vetting clearance; any location which is routinely used by Ministers; and any government location covered under the Serious Organised Crime and Police Act 2005.” While local authorities may choose to follow the lead of central government in removing surveillance equipment they are under no obligation to do so. We encourage all organisations to follow NCSC supply chain security guidance when selecting a technology supplier. This guidance clearly sets the security standards that suppliers should meet and the considerations that organisations should be making during the procurement process.

Answered by Lord Benyon - Minister of State (Foreign, Commonwealth and Development Office) Our senior diplomats have used meetings with senior decision-makers in the Sudanese Armed Forces (SAF), Rapid Support Forces (RSF) and other groups to raise concerns about credible reports of human rights violations. The UK continues to urge the warring parties to agree to a ceasefire, engage in a meaningful peace process, and grant immediate humanitarian access. The UK is also funding open-source investigation experts to use satellite imagery and social media to verify and preserve information relating to attacks against civilians and civilian infrastructure. It is essential that those responsible for human rights violations and abuses are held to account. |

Answered by Baroness Swinburne - Parliamentary Under Secretary of State (Department for Levelling Up, Housing and Communities) The UK Government is committed to levelling up across the whole of the United Kingdom. As part of a wide range of policies and interventions, we are investing over £15 billion in a suite of complementary Levelling Up projects across the UK to help grow the economy, create jobs, redevelop local amenities, improve transport, provide skills training, and support local businesses. The department plans to complete process, impact, and value for money evaluations on these funds. These evaluations will help improve effectiveness and efficiency of local growth funding. 271 bids have been awarded funding from our multi-billion-pound Levelling Up Fund, investing in infrastructure that improves everyday life for local residents across the UK. The published (attached) Levelling Up Fund Impact Evaluation Scoping Report sets out how the impact of the Fund will be estimated at the programme and project levels and at different geographies. The UK Shared Prosperity Fund, worth £2.5 billion, is focused on overcoming deep-seated geographical inequalities, with investment in communities building pride in place, supporting high quality skills training, employment and productivity growth, and increasing life chances. Details of the UKSPF Evaluation Strategy (attached) are set out here: UK Shared Prosperity Fund: evaluation - GOV.UK (www.gov.uk). The department has also committed £2.35 billion worth of Town Deals and £830 million of Future High Streets Funding across 170 high streets, town centres and local communities in England via the Towns Fund. Answered by Hyslop, Fiona - Minister for Transport The M8 Woodside Viaduct is a vital element of Scotland’s motorway network, carrying approximately 150,000 vehicles daily. Installation of the temporary propping system, required to enable permanent repairs, will continue through the 2024-25 financial year. It is anticipated that the project will be Transport Scotland’s largest capital-funded transport project in Glasgow during this period. Other significant Government-led transport projects in Glasgow in 2024-25 include the East Kilbride rail enhancement project (£54.1m for 2024-25), active travel infrastructure projects and investing in Glasgow’s City Region Deal. This response does not consider projects by other authorities e.g. Glasgow City Council. |

Improve the public consultation processes for energy infrastructure projects Petition Under Consideration - 1,521 SignaturesOpen Petition since 10th April 2024 Communities across North East Scotland have serious concerns about the quality and transparency of the public consultation accompanying SSEN Transmission’s East Coast 400kV Phase 2 project. SSEN’s engagement with communities has been rushed, and insufficient effort has been made to understand and communicate the full impact of the proposals to impacted communities. There have been inconsistencies between information presented in SSEN’s published material and their contact with community representatives. Many affected residents were unaware of the plans and it has fallen to local campaigners to raise awareness. These concerns have had a detrimental impact on the wellbeing of residents, who are worried about their health, businesses, property value, cultural heritage, and the loss of prime agricultural land. The Scottish Government must use all available levers to improve the public consultation processes for energy infrastructure projects and ensure they are carried out with the consent of the affected communities.
