To ask the Secretary of State for Defence, what the (a) original and (b) current initial operating capability date is of the Evolve to Open system.

Progress on Morpheus continues in alignment with Departmental plans, which include ongoing discussions with General Dynamics Mission Systems (UK) regarding the delivery of the Evolve to Open system. The original Initial Operating Capability (IOC) date was 2025, a revised IOC is yet to be defined pending those discussions.

The Department is in regular discussions with General Dynamics Mission Systems (UK) regarding the MORPHEUS project.
These matters are commercially sensitive, and it would be inappropriate to comment further until discussions have concluded.

To ask the Secretary of State for Defence, (a) what definition his Department has set for initial operating capability for the new Le Tacsis communications system; and (b) what are the estimated dates for (i) initial operating capability and (ii) full operating capability for the programme.

The LE TacCIS programme is comprised of multiple projects with the aim to deliver the next generation of tactical military communications in the land environment. The programme is enduring and constantly evolving, therefore Initial Operating Capability and Full Operating Capability milestone dates are not applicable at programme level.

To ask the Secretary of State for Defence, pursuant to the Answer of 23 May 2022 to Question 4466 on LE TacCIS Programme, whether his Department has agreed a new date with Elbit for the Battlefield Management Application (BMA); and whether the requirements for the BMA have been adjusted.

The Battlefield Management Application (BMA) was delivered under the terms of the contract with Elbit which expired on the 30 April 2022. As all obligations had been met, there was no requirement to extend this contract further.
With regards to the requirements for the BMA, I refer the right hon. Member to the answer the previous Minister for Defence Procurement gave to him on 23 May 2022 to Question 4466.

To ask the Secretary of State for Defence, what deliverables have been provided to this Department under the new Morpheus communications programme.

The MORPHEUS Evolve to Open deliverables include a Joint Programme Office, a Test and Reference Centre, Target Architecture and an Installation Design and Certification project.
Progress on MORPHEUS Evolve to Open Assessment Phase has fallen considerably short of what was anticipated. The Department is reviewing next steps on how best to achieve its objectives on MORPHEUS.
