Question to the Department for Business and Trade:
To ask the Secretary of State for Business and Trade, how many items of protective body armour his Department has supplied for use by journalists operating in Gaza since October 2023.

The Department for Business and Trade does not supply body armour, and the export of body armour for personal protection when accompanying its user (for their own use) is not subject to export control.
Nonetheless the Department has approved 12 licences for the export of protective body armour for use by news organisations in Israel or Palestine since October 2023. Of these, 9 relate to Media Open Individual Licences which allow export to a wide range of countries. Similar equipment has also been licensed for export for use by NGOs in the region.
The UK is appalled by the extremely high number of fatalities, arrests and detentions of media workers in the State of Palestine. We have called on all parties to fully uphold International Humanitarian Law and ensure protection of civilians including journalists.

To ask His Majesty's Government whether the Attorney General has recused himself from providing legal advice on the International Court of Justice's arrest warrant for Benjamin Netanyahu; and what declarations of interest, if any, have been made by the Attorney General about past representations about Israel.

The Law Officers’ Convention applies to advice which may or may not have been given by, or requested of, the Law Officers. It can be found at paragraph 21.27 of Erskine May:
“By long-standing convention, observed by successive Governments, the fact of, and substance of advice from, the law officers of the Crown is not disclosed outside government. This convention is referred to in paragraph [5.14] of the Ministerial Code [updated on 6 November 2024]. The purpose of this convention is to enable the Government to obtain frank and full legal advice in confidence.”
Indicating whether or not the Law Officers have recused themselves from a particular matter would itself breach the Law Officers’ Convention.
However, the Attorney General’s Office has a rigorous process for identifying and dealing with conflicts and potential conflicts that arise from Law Officers’ former practice. As part of that process, the AGO adopts a cautious and beyond reproach threshold to any conflicts or potential conflicts. These arrangements are long-standing and part of a standard practice that has applied across successive Administrations.

To ask the Secretary of State for Defence, what video footage and imagery is held by his Department from RAF reconnaissance flights over Gaza on 31 March 2024; and whether his Department has any plans to publish or otherwise release any such material to the public.

Since the terrorist attacks against Israel of 7 October 2023, the UK Government has been working with partners across the region to secure the release of hostages, including British nationals, who were kidnapped.
In support of these efforts the Ministry of Defence (MOD) conducted surveillance flights over the Eastern Mediterranean, including operating in air space over Israel and Gaza from December 2023. The surveillance aircraft were always unarmed, did not have a combat role, and were tasked solely to locate hostages.
The UK Government strictly controlled what information was passed on and only information relating to hostage rescue was passed to the relevant Israeli authorities.
Following the agreement of the Gaza peace plan between Israel and Hamas, and the release of remaining hostages, the MOD has ceased surveillance flights over Gaza. The last fight took place on 10 October 2025.
We will not comment further on detail relating to intelligence matters to protect operational security and preserve the MOD’s ability to respond to future hostage incidents around the world.

Licence applications for the export of controlled goods, including bombs and ammunition, are considered by the Export Control Joint Unit. Relevant teams, including technical experts and officials within DBT, FCDO and MOD, consider every application on a case-by-case basis.
On the basis of such assessments this Government has been clear that the UK does not licence the export of any bombs or ammunition for use in military operations in Gaza or the West Bank.

To ask His Majesty's Government what steps they are taking to facilitate and ensure provision, transport and access to mobile units for temporary dwellings for residents in Gaza, in particular ensuring delivery across the border with Israel.

The UK is providing £81 million for humanitarian and early recovery support for Palestine this financial year. Last month, supplies of UK-funded tents entered Gaza, providing urgent shelter for 12,000 vulnerable civilians, and we will continue to push for the entry of further UK-funded aid, including tents and shelter kits, which have so far been unable to reach those in need. On 30 December 2025, the Foreign Secretary issued a joint statement alongside a number of international partners calling on the Government of Israel to remove restrictions hindering the delivery of essential humanitarian aid.
The UK is supporting the US-led plan for Gaza's post-conflict stability, as well as exploring the mobilisation of private-sector finance to support Palestinian-led reconstruction of Gaza. We have also deployed UK civilian and military experts to support the Civil-Military Coordination Centre that aims to coordinate reconstruction efforts in Gaza. In addition, the UK has announced £4 million of funding for the United Nations Mine Action Service to help clear rubble, protect civilians and aid workers, and enable the safe delivery of aid. In total, the UK is providing £116 million for Palestine this financial year for humanitarian aid, support for Palestinian economic development, and strengthening Palestinian Authority governance and reform.
