To ask the Minister for the Cabinet Office, how many civil service apprentices in 2024 and 2025 were aged between 18 and 24.

Civil Service data is not collected for the 18-24 age bracket. However, we can confirm that 3,010 of on-programme apprentices on 31 December 2024 were aged between 16 and 24. The Cabinet Office no longer collates cross-government data on apprenticeships beyond December 2024, so we are unable to provide data for 2025.

To ask His Majesty's Government what assessment they have made of the impact of increases to employer National Insurance contributions on the ability of businesses to create entry level jobs for young people currently not in education, employment or training.

A Tax Information and Impact Note (TIIN) was published alongside the introduction of the Bill containing the changes to employer NICs, which is available online at: https://www.gov.uk/government/publications/changes-to-the-class-1-national-insurance-contributions-secondary-threshold-the-secondary-class-1-national-insurance-contributions-rate-and-the-empl. The TIIN set out the impact of the policy on the exchequer, the economic impacts of the policy, and the impacts on individuals, businesses, and civil society organisations, as well as an overview of the equality impacts.
The Office for Budget Responsibility also published the Economic and Fiscal Outlook (EFO) in November 2025, which sets out a detailed forecast of the economy and public finances. The OBR expects that employment levels will rise in every year of the forecast, and that they will be higher in every year compared to March, reaching 35.5m in 2030-31.
The government is committed to supporting young people to earn and learn; that is why we are making more than £1.5 billion available over the Spending Review period for investment in employment and skills support. This includes £820 million for the Youth Guarantee, which features a new Jobs Guarantee that will provide six-month paid work placements for eligible 18- to 21-year-olds, and £725 million for the Growth and Skills Levy, to help support apprenticeships for young people and fully fund SME apprenticeships for eligible people under-25. This support will provide an opportunity for young people to gain the essential skills and experience they need and prevent the damaging effects of long-term unemployment.

To ask His Majesty's Government (1) how much, and (2) what proportion of, funding allocated to AI Growth Zones will be spent in Wales; and what the timeframe is for that funding.

The AI Growth Zones programme aims to attract billions of pounds in private investment into AI data centres and drive economic growth through job creation. The programme will create opportunities for skills development and apprenticeships, forge research and development partnerships with local universities, and enable British businesses to participate in major AI projects.
We have announced five AI Growth Zones, two of which are Welsh sites, with one in Anglesey and another in South Wales. These sites will benefit from major private investment, including Vanguard's planned £10 billion investment in the South Wales AI Growth Zone. In addition to this private capital, we are providing £5 million for each AI Growth Zone through UK Research & Innovation (UKRI) to support skills development and AI adoption, ensuring that local communities benefit directly from the programme. This funding will be available from April 2026 for all AI Growth Zone.

To ask the Secretary of State for Work and Pensions, what assessment his Department has made of the adequacy of training provider capacity for the Fishmonger Apprenticeship Standard in meeting employer demand.

The Department actively monitors all registered apprenticeship training providers through compliance checks, performance reviews, and inspections to ensure quality standards are met. Where providers fail to meet these requirements, we take appropriate action, which can include applying conditions such as restricting delivery and even termination of agreements and removal from the Apprenticeship Provider and Assessment Register (APAR).
There are currently 4 registered training providers offering the Fishmonger Level 2 apprenticeship standard.
The Department manages entry to the Apprenticeship Provider and Assessment Register to ensure that new providers meet a gap in apprenticeship training provision or meet our strategic priorities in areas where we want to grow apprenticeships.
Where an employer has provided evidence of a gap in the current apprenticeship training provision through the employer-led gap in provision policy, new training providers may enter the market.

The Government recognises the vital importance of the hospitality sector, particularly in rural and coastal areas, in providing employment opportunities for young people and supporting local economies. We have put in place a range of measures to ease cost pressures on the sector, including permanently lowering the business rates multiplier for eligible retail, hospitality and leisure properties, alongside a £4.3 billion business rates support package to protect ratepayers from increases following the revaluation.
Building on this, From April, every pub and live music venue will get 15% off its new business rates bill on top of the support announced at Budget and then bills will be frozen in real terms for a further two years. The pub and hotel sector has also raised concerns about valuation, which the government agrees need to be addressed. We are therefore launching a review into how they are valued for business rates.
To go even further, we are more than doubling the Hospitality Support Fund, providing £10 million over three years to help local hospitality businesses diversify, improve productivity, and support people into jobs.
We are also investing significantly in young people's skills and opportunities. This includes £820 million for the Youth Guarantee and £725 million through the Growth and Skills Levy, ensuring young people have the support they need to earn or learn. We will support 50,000 young people into apprenticeships in England by fully funding apprenticeship training costs for all eligible 16-24year-olds, expanding foundation apprenticeships to hospitality, and extending the Destination Hospitality Sector-based Work Academy Programme pilot, launched in partnership with UKHospitality.

The government’s Skills for Life campaign promotes the wide range of range of training options available to employers, including apprenticeships, T Levels and Higher Technical Qualifications. This includes digital advertising, public relations, social media, trade press partnerships and collaboration with business organisations.
We offer support, events and guidance to T Level providers to develop and implement effective employer engagement strategies. Our network of over 1000 T Level Ambassadors builds T Level understanding and engagement in the business community.
1,390 businesses of all sizes are using our Employer Standards framework to assess and report on the impact of their employer engagement, helping to open new pathways and opportunities in their sector for young people.
Local Skills Improvement Plans bring together local employers, leaders and training providers to identify and address skills needs, giving employers a strategic voice in shaping skills provision and support to recruit/train skilled workforces.

T Levels include a substantive industry placement, with 96% of students completing their placement last year.
The Skills for Life campaign raises awareness of T Levels and other training, ensuring businesses understand their value. The department is increasing awareness of T Level industry placements and encouraging employers to take part through a network of T Level ambassadors, a targeted small and medium businesses (SME) campaign, and investing £6.3 million in the employer support fund. As part of the construction skills package, £100 million is committed to support 40,000 industry placements each year for construction learners.
An apprenticeship is a job with a formal programme of off-the-job training. The government is transforming the apprenticeships offer into a new growth and skills offer, giving greater flexibility to employers and learners. To support our ambition of 50,000 more young people into apprenticeships, we will expand foundation apprenticeships, launch a £140 million pilot with mayors to better connect young people to local apprenticeships, and fully fund SME apprenticeships for eligible 16 to 24-year-olds.

On 20 October 2025, alongside the publication of the Post-16 Education and Skills White Paper, the department published a consultation on Post-16 level 3 and below pathways, which closed on the 12 January. The reforms set out in the consultation simplify the level 3 qualifications landscape into 3 pathways: T Levels, V Levels and A levels. They also reform the level 2 landscape so that it better supports students to progress to level 3 or into employment.
V Levels will focus on core knowledge and skills linked with occupational standards, enabling progression to higher education, apprenticeships, or employment. T Levels combine sector-specific core content with a specialist component that develops competence in an occupation.
As part of our consultation, we have been engaging with the sector on transition arrangements. We will set out our response to the consultation in due course.
The department is working with awarding organisations, training providers, Skills England and sector representative organisations to develop these new qualifications, which will go through a series of checks for their quality and appropriateness for learners before being approved for funding.
The UNICEF Availability, Accessibility, Acceptability and Quality framework is used primarily in humanitarian, healthcare, gender-based violence, and child protection settings to assess barriers to service access, rather than qualification content design. As with all new policies the department needs to meet the Public Sector Equality Duty, and the consultation included an equality and diversity impact assessment.
The information requested on participation and regional access is not held centrally.

Question to the Department for Work and Pensions:
To ask the Secretary of State for Work and Pensions, if he will introduce flexibility in the Apprenticeship Levy to allow NHS staff who are made redundant to (a) continue, (b) pause, and (c) re-enter levy-funded leadership apprenticeships, particularly where redundancy occurs immediately prior to the start of a programme.

If an apprentice is made redundant and their training provider can continue to deliver their government funded apprenticeship training, we will continue to fund the apprenticeship training for at least 12 weeks following redundancy. This is to give the individual time to find alternative employment in order to continue with the apprenticeship.
If the apprentice is unable to secure a new employer, they may still be able to finish their apprenticeship training and assessment if they have less than 6 months of training left to complete or have finished 75% or more of their training.
If an individual has been made redundant prior to the commencement of the apprenticeship, then they are not eligible for funding.
