To ask the Secretary of State for Education, if she will (a) extend legal protections for and (b) improve financial security available to foster carers.

The Children’s Act 1989 and subsequent statutory guidance sets out strong safeguards to protect foster carers from unfair treatment, including the requirement for fostering services to have a complaints procedure and whistle-blowing policy. The department does not plan any changes to foster carers’ legal position, but we are committed to reviewing our guidance and working with the sector to improve the support that foster carers receive.

No foster carer should be financially disadvantaged because of their fostering role. We expect all foster carers to receive at least the weekly National Minimum Allowance (NMA), in addition to any agreed expenses to cover the full cost of caring for each child placed with them, as per the National Minimum Standards (NMS, standard 28). In the 2025/26 financial year, this is being uplifted by 3.55%.

The department is concerned by reports that a minority of foster carers are not receiving the allowance in full, and the effect this can have on carer retention. Foster carers should report any underpayment to their fostering service in the first instance. If underpayment continues, the Local Government and Social Care Ombudsman will investigate any reports they receive on this issue.

Foster carers also benefit from reformed tax and benefit allowances which ensure they receive the best support for their individual financial circumstances, in recognition of their role.

The Deputy Prime Minister is leading cross-government work to deliver the long-term solutions we need to get us back on track to ending all forms of homelessness. This includes chairing a dedicated Inter-Ministerial Group, bringing together ministers from across government to develop a long-term strategy.

As announced at the Budget, funding for homelessness services has been increased by £233 million compared to last year (2024/25). This increased spending will help to prevent rises in the number of families in temporary accommodation and help to prevent rough sleeping. This brings total Homelessness spend to nearly £1 billion in 25/26, a record level of funding.

Homelessness legislation is clear that all temporary accommodation must be suitable, and local authorities should keep the suitability of accommodation under review. Where an individual feels that the council has applied their statutory duties incorrectly, they can take action in the courts or bring their concerns to the Local Government and Social Care Ombudsman.

Guidance sets out that local authorities should avoid placing households out of their borough. However, in some areas where there is a limited supply of suitable accommodation it is sometimes necessary to place households in temporary accommodation outside of the local area. This should be as a last resort. If a local authority places a household into temporary accommodation in another local area, they are required by law to notify the local authority of any placement. We must build more homes in the areas where they are needed so we can reduce the need for out of area placements, which is why we will deliver the biggest increase to social and affordable housing in a generation.

The Government is clear that, in the short-term, we must prioritise eliminating the worst forms of temporary accommodation such as families in Bed and Breakfast (B&B), other than in genuine emergencies. We have also launched Emergency Accommodation Reduction Pilots, backed by £5 million, to work with 20 local councils with the highest use of B&B accommodation for homeless families. This will support LAs to move families into more suitable accommodation.

In addition, the £1.2 billion Local Authority Housing Fund will provide capital funding directly to English councils and is expected to provide up to 7,000 homes by 2026. It will create a lasting asset for UK nationals by building a sustainable stock of affordable housing and better-quality temporary accommodation for local communities.

We are also taking action to improve standards across the housing sector, including temporary accommodation. The Renters’ Rights Bill will extend Awaab’s Law to the private rented sector which will set clear legal expectations about the timeframes within which landlords in the private rented sector must make homes safe where they contain serious hazards, including damp and mould. We plan to consult on how best to apply Awaab’s Law to temporary accommodation.

Through the Renters’ Rights Bill the government has also introduced powers to apply the Decent Homes Standard to the private rented sector. Included in that clause is a power to bring Temporary Accommodation into scope of the Decent Homes Standard. The government’s intention is that the Decent Homes Standard should apply to TA, subject to consultation on the detail of the new standard, including how applicable it is to TA.

To ask the Secretary of State for Health and Social Care, what steps his Department is taking to ensure that concerns raised regarding elderly care homes are dealt with appropriately.

The Care Quality Commission (CQC) is the independent regulator for health and social care in England. The CQC monitors, inspects, and regulates adult social care services to make sure they meet fundamental standards of quality and safety. Where concerns on quality or safety are identified, the CQC uses the regulatory and enforcement powers it has available, and will take action to ensure the safety of the people drawing on care and support.

By law, all health and social care services must have a procedure for dealing efficiently with complaints, and anyone who has seen or experienced poor-quality care has the right to complain to the organisation that provided or paid for the care. If an individual is not satisfied with the way a provider or local authority has dealt with a complaint, they may escalate it to the local government and Social Care Ombudsman who can investigate individual concerns.

The CQC also encourages the public to share their experience through an online feedback mechanism which allows them to raise concerns about the services they receive from providers. Although the CQC is not able to take forward individual complaints, all information given helps protect others from going through the same experience.

Following the publication of the Dash Review into the operational effectiveness of the CQC, the Department is working closely with the CQC to ensure operational performance improves, by understanding how they will be implementing their recommendations, including those for adult social care. The Government has also launched an independent commission into adult social care as part of our critical first steps towards delivering a National Care Service.

These statistics are shocking. Homelessness levels are far too high and we are taking action to fix the current system that has left too many families without security or stability.

The Homelessness Code of Guidance is clear that temporary accommodation should not be considered suitable for a family with children under two if there is not enough space for a cot and that housing authorities should support families to secure a cot where needed. The legislation sets out that all temporary accommodation must be suitable, and local authorities should keep the suitability of accommodation under review. Where an individual feels that the council has applied their statutory duties incorrectly, they can take action in the courts or bring their concerns to the Local Government and Social Care Ombudsman.

Homelessness levels are far too high. This can have a devastating impact on those affected. We must address this and deliver long term solutions. The Government is developing a new cross-government strategy, working with mayors and councils across the country to get us back on track to ending homelessness.

As announced at the Budget, funding for homelessness services is increasing next year by £233 million compared to this year (2024/25). This increased spending will help to prevent rises in the number of families in temporary accommodation and help to prevent rough sleeping. This brings total spend to nearly £1 billion in 25/26.

More widely, we are taking action to tackle the root causes of homelessness, including delivering the biggest increase in social and affordable housebuilding in a generation and building 1.5 million new homes over the next parliament. We are also abolishing Section 21 ‘no fault’ evictions, preventing private renters being exploited and discriminated against, and empowering people to challenge unreasonable rent increases.

The Homelessness Prevention Grant (HPG) is allocated to councils across England based on local homelessness pressures and is used to meet local needs. Slough will receive £2,538,151 for 2025-26 through the HPG.

The legislation is clear that all temporary accommodation must be suitable, and local authorities should keep the suitability of accommodation under review.
