The government is committed to strengthening pupils’ foundational understanding of financial education in mathematics and citizenship following publication of the Curriculum and Assessment Review final report in November 2025. The department will engage with sector experts and young people in how best to reflect this, and life skills content, in the updated curriculum. There will be public consultation on updated curriculum programmes of study in 2026, seeking views on the content before they are finalised.

To ask the Secretary of State for Culture, Media and Sport, with reference to the speech at the Labour Party Conference of 29 September 2025, on what evidential basis it was said that 1,700 primary schools do not have a school library.

The Department for Culture, Media and Sport has responsibility for the Dormant Assets Scheme, which is providing funding to support the primary school library commitment, previously announced by the Chancellor.
Research by the National Literacy Trust estimates there are 1,700 primary schools in England currently without a library. A 2023 NLT report states that 1 in 7 UK state primary schools, rising to 1 in 4 in disadvantaged areas, do not have a library or dedicated library space.
Through the Scheme, £132.5 million has been allocated to increasing disadvantaged young people’s access to enrichment opportunities in the arts, culture, sports and wider youth services, aimed at improving wellbeing and employability over the long term. Funding for this initiative will come from the £132.5m.
It is for individual schools to decide how best to provide and maintain a library service for their pupils, including whether to employ a qualified librarian. The Department for Education, therefore, does not collect data on the number or structure of school libraries or number of librarians in primary or secondary schools.

To ask His Majesty's Government what steps they are taking to address the continuing shortfall in recruitment of secondary music teachers, in the light of the Department for Education’s data showing that recruitment targets have been missed in 11 of the past 12 years.

Initial teacher training (ITT) bursaries are offered to incentivise more applications to ITT courses. The department reviews the bursaries annually to take account of ITT recruitment to date, forecast economic conditions, and teacher supply need in each subject. The bursaries we offer also take account of the high earning potential of science, technology, engineering and mathematics (STEM) graduates. Whether a bursary is offered or not, student trainee teachers can access a tuition fee loan, maintenance loan and additional support dependent on their circumstances, such as the Childcare Grant.
Between the 2023/24 and 2024/25 academic years, postgraduate ITT recruitment for music increased by 53%, one of the largest increases for any subject. Acceptances for ITT courses starting in the 2025/26 academic year indicate a further improvement. At the same time, demand for music trainee teachers has fallen due to this higher ITT recruitment and more favourable teacher retention forecasts. As a result, the postgraduate ITT target in music reduced by 31% for courses starting in 2025/26.
As part of our Opportunity Mission, we want high quality music and arts education for every child in all state-funded schools. This is why we announced our intention to launch a new National Centre for Arts and Music Education to deliver excellent continuing professional development for teachers in all the arts subjects, including music. The Curriculum and Assessment Review final report is also considering all the arts subjects, and final report and government response will be published shortly.

Art and design, music and drama within English are important parts of the national curriculum, and the government trusts schools to determine how best to teach all arts subjects, including teaching time.
Schools are expected to fund the teaching of arts subjects from their core budget. School funding is increasing by £3.7 billion in the 2025/26 financial year, meaning that core school budgets will total £65.3 billion.
In addition, a £76 million annual core grant is provided to 43 Music Hub partnerships to provide instrument tuition, loans, and whole-class ensemble teaching alongside £25 million for instruments and technology. From September 2026, the National Centre for Arts and Music Education will also support excellent teacher training in the arts, boost partnerships between schools and arts organisations and promote arts subjects.
The department launched the four-year music opportunities pilot in September 2024 across 12 local areas, backed by £2 million and a further £3.85 million from Arts Council England and Youth Music. The pilot supports pupils eligible for the pupil premium and others to learn how to play an instrument or sing to a high standard, including fully funded one-to-one tuition. The findings from the pilot will inform future policy on widening music opportunities.

The government believes that creative subjects like arts, music and drama are vital elements of the rounded and enriching education that every child deserves. Arts and music should not be the preserve of a privileged few, in or beyond the classroom.
The government has established an independent Curriculum and Assessment Review, covering ages 5 to 18, chaired by Professor Becky Francis CBE. The review will seek to deliver a curriculum which is rich and broad, so that children and young people get a excellent foundation in the core skills of reading, writing and mathematics whilst ensuring they do not miss out on subjects such as music, arts, sport and drama, as well as vocational subjects.
This government does not currently plan to introduce an arts premium. However, the department continues to make significant investment in arts and music, over and above core school budgets. The department has already confirmed £79 million in revenue funding this academic year for Music Hubs, which support music education in 90% of primary schools and 82% of secondary schools in England, alongside capital funding of £25 million for musical instruments and equipment. The department has also confirmed more than £30 million for the Music and Dance Scheme this academic year, so it can continue to remove financial barriers to specialist music and dance education for children whose families could not otherwise afford it. The department has also recently announced a new £2 million initiative for the Music Opportunities Pilot over four years, supporting disadvantaged children to learn a musical instrument or to sing.

This government is clear that music and the arts should be part of every child’s education.
The independent Curriculum and Assessment Review will advise on how we deliver a broader curriculum for every child, including subjects such as music, art and drama. The government will also support children to study a creative or vocational subject to 16 and ensure accountability measures reflect this.
School music provision is supported through the £79 million per annum grant provided for the Music Hub programme, which is led by Arts Council England. Music Hubs are partnerships that provide a suite of services to schools to support the delivery of music education, including instrumental teaching, whole class ensemble teaching, instrument hire, continuing professional development for teachers and access to national and regional music opportunities.
To further support access to learning a musical instrument, the government is also providing a £25 million capital grant for musical instruments, equipment and technology. This funding will be distributed to the 43 Music Hub lead organisations by Arts Council England.
The government has also announced the Music Opportunities Pilot, expanding Young Sounds UK’s existing programme – Young Sounds Connect – which offers disadvantaged pupils across primary and secondary schools the opportunity to learn to play an instrument of their choice or learn how to sing to a high standard by providing free lessons and supporting young people to progress. The four year pilot will be delivered across 12 areas in England, and this is backed by £2 million from the government and £3.9 million from Arts Council England and Youth Music.

To ask the Secretary of State for Education, if she will take steps to ensure every (a) primary and (b) secondary pupil in England can visit the theatre at least once in their school career.

All state-funded schools should teach a broad and balanced curriculum that promotes pupils' cultural development. The best schools combine creative subjects with core subjects, and the department is committed to ensuring that all pupils have access to both.
Cultural education is therefore integral to a high-quality education. Alongside drama as part of the English curriculum and dance as part of the physical education curriculum, music and art and design, remain important pillars of the knowledge-rich National Curriculum.
Drama is not an individual subject within the English National Curriculum, but it is an important part of a pupil’s school experience. The main introduction of drama to the primary programmes of study details the type of drama opportunities pupils should be given and acknowledges the artistic practice of drama. Teachers will use their professional judgement as to how and when such opportunities are created.
On 10 February 2017, the department announced an update to the content for the GCSE in drama and the A level in drama and theatre studies to specify that all pupils will now have the entitlement to experience live theatre, reaffirming the government’s commitment to providing pupils with an enriching arts education.
A parent’s income should not be a barrier to a pupil participating in a school trip. Schools may not charge for school trips that take place during school hours, or which take place outside school hours but are part of the National Curriculum, part of religious education, or part of the syllabus for a public exam that the pupil is being prepared for at the school. Parents can be asked for contributions towards the cost of a trip, but schools must make clear that contributions are voluntary. The published advice, ‘Charging for School Activities’, is clear that no pupil should be excluded from an activity simply because their parents are unwilling or unable to pay. Finally, pupil premium funding will rise to over £2.9 billion in the 2024/25 academic year. The increase will ensure that this targeted funding continues to help schools to support the educational outcomes of disadvantaged pupils. As set out in the menu of approaches, schools are able to use pupil premium to fund extracurricular activities, including school trips to theatres.
