Question to the Department for Levelling Up, Housing & Communities:
To ask His Majesty's Government what assessment they have made of whether the process for the sale of scrap metal from the ex-Redcar Steelworks has brought value for money for the public.

The independent panel’s report was published on Monday 29 January and found no evidence of illegality of corruption. The report also made several recommendations on governance and oversight. The Secretary of State asked the mayor to consider these carefully, working with the Combined Authority and partners as appropriate, to provide him with an initial report by 8 March on how he intends to respond to the panel’s recommendations.
The Secretary of State is clear that he will not take decisions on further action until he has considered that response.
As they were appointed to do so independently of government, the panel themselves have made their own assessments of all relevant evidence presented within the terms of reference within which they were established.

To ask the Secretary of State for Defence, how much military equipment of each equipment type has been (a) lost and (b) stolen in each year since 2015.

The Ministry of Defence has historically responded to Freedom of Information Requests (FOIs), answering the following three questions:
1. How many weapons (by type) and explosive munitions for which the Department has responsibility have been recorded as (a) lost and (b) stolen in [year]?
2. Please provide a list of all stolen items, value and location of the theft of all items that were recorded stolen in the [year] calendar year.
3. How many department computers, laptops, memory sticks were lost/stolen by month since January [year]?”
The responses have included military equipment reported lost/stolen in addition to other items but are limited to only those cases reported to the centralised reporting functions concerned with Security and Fraud/Theft, Bribery and Corruption.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps his Department is taking through Simpler Recycling to help ensure that collected packaging waste is recycled.

Through Simpler Recycling, all household and non-household premises (such as businesses, schools and hospitals) across England will be able to recycle the same materials in the following core groups: metal; glass; plastic: paper and card; food waste; garden waste (household only). By making recycling clearer and easier, we will help reduce contamination, better preserve material value and help to grow demand for recyclables.
Furthermore, under Extended Producer Responsibility (EPR) for packaging, local authorities will receive payments for managing recyclable packaging waste, supporting costs associated with upgrading services and sorting infrastructure and incentivising them to deliver efficient and effective services. Under EPR, higher fees can be charged to producers for packaging that is less recyclable, incentivising them to choose readily recyclable packaging.

To ask the Secretary of State for Justice, what assessment he has made of the implications for his policies of the pilot scheme to test wastewater for illegal drug use in prisons launched by his Department in 2021.

We are committed to identifying and tackling drug misuse in prisons, including through a range of drug testing approaches. In 2021, we undertook a small-scale proof of concept study at 13 prisons to understand wastewaters utility in detecting the presence or absence of illicit substances. Following successful detection in the pilot, we are continuing to test wastewater-based surveillance and its potential in assessing the prevalence of illicit substances in prisons. The evidence base around wastewater-based surveillance is continually developing and so we are working with leading academics and embedding quality assurance into our methods.
Prisons continue to have a zero-tolerance culture, and any prisoner suspected of taking illicit substances can still be subjected to a mandatory drug test. As part of the ambitious cross-Government Drug Strategy, we are rolling out a range of interventions to support prisoners off drugs and into recovery, such as doubling the number of Incentivised Substance-Free Living wings and supporting prisoners to engage with community treatment pre-release.
We are also committed to tackling the supply of drugs into prison. Our £100m Security Investment Programme completed in March 2022 and delivered 75 additional X-ray body scanners, resulting in full coverage across the closed male estate. We have also installed 84 X-ray baggage scanners 49 sites, building on the rollout of our body scanners, drug trace detection machines and metal detection archways.

Regulatory Position Statement (RPS) 197 has been in force since 2005 but it does not currently contain an expiry date. The Environment Agency (EA) will be consulting the waste industry on a replacement for RPS 197. That will allow a temporary extension to the disposal of metal shredding residues and residues from the processing of metal shredding residues which are classed as hazardous waste, at landfill for non-hazardous waste. As part of the consultation the EA will ask for feedback on appropriate deadlines.

The Ministry of Defence (MOD) works hard to detect and deter theft and there are robust processes in place to raise awareness of the need for vigilance in all aspects of security. Just as theft occurs in wider society, the MOD is not immune, and we actively encourage individuals to report any evidence of loss or suspicion of theft. It is important to note that in some cases of reported theft the property is later recovered. In the case of key assets however, MOD sites have a wide range of additional security measures to ensure their safety.
For the period 14 December 2022 to 14 December 2023, we have a reported 213 cases of theft broken down as follows:

All random mandatory drug testing (rMDT) in prisons were paused in March 2020 following the outbreak of the COVID-19 pandemic. Low levels of testing resumed from September 2020 in line with the National Framework for managing COVID-19. rMDT levels have not yet returned to pre-pandemic levels due to operational and staffing pressures in prisons. We will keep performance under close review.

In October 2020, we amended the Environmental (England and Wales) Permitting Regulations 2016 to include a permit condition for landfill and incineration operators, meaning they cannot accept separately collected paper, metal, glass or plastic for landfill or incineration unless it has gone through some form of treatment process first and is the best environmental outcome.
Under the Environment Act 2021, recyclable household waste must be collected separately from other household waste and must be collected for recycling or composting.

The Ministry of Defence (MOD) arranged and took part in a specialist Reconnaissance Survey on Kiritimati during September 1998 to identify the types and quantities of waste materials, including an assessment of environmental risks, arising from the island's use as a base for the United Kingdom's nuclear test programme in the late 1950s and early 1960s.
A further visit was made to Kiritimati in August 2000 by MOD and independent specialists to gather further detailed information for the proposed clean-up project.
Removal of waste was undertaken between 2005 and 2008. The previous survey work had identified elevated levels of radioactivity associated with the presence of radium-226, commonly used to luminise vehicle instruments at the time of the test programme, but no other elevated levels of radioactivity substances were identified. Removal of the radium was achieved by removing the instruments and small quantities of soil from affected sites. Non-radioactive waste consisting of bitumen, rubber, metal and asbestos materials was also removed from the island.

The Government is aware the sector's transition to electric arc furnaces will mean scrap steel becomes an increasingly vital material source for UK steelmaking. The UK has an abundance of ferrous scrap and a strong scrap sector - there were c.11 million tonnes of scrap arising in 2021, with 2.6 million tonnes (25%) consumed domestically (International Steel Statistics Bureau via UK Steel) and 8.6 million tonnes (75%) exported (HMRC Overseas Trade Data).Steel producers are increasing their engagement with scrap metal dealers to secure future supply. Government officials continue to closely monitor the development of the scrap market and the Government will consider its options if evidence emerges that the market is failing to respond effectively.
