November will mark five years since Conservative Ministers blocked a £94 million privately financed scheme to electrify 70 miles of rail track between Selby and Hull. There are still no guarantees of a date for Hull rail electrification, and there are reports that the section of High-Speed 2 that would most directly affect and benefit east Yorkshire is being scaled back or even totally shelved. Last week Ministers announced £78 million for electrifying 13 miles of line between Wigan and Bolton, with the reason given being the economic case for that upgrade. The economic case for an upgrade in Hull is even stronger, with our energy estuary and freeport status. What exactly do Conservative Ministers have against Hull and the east Yorkshire area?

We have delivered almost 700 single-track miles of electrification over the past three years, and we continue to expand the electrified rail network. That compares with just 63 miles in 13 years of the last Labour Government. Therefore we will take no lessons from the Labour party on electrification.

Assessments of the impact of HS2 construction traffic on roads were included within the environmental assessments submitted during the passage of the High Speed Rail (London–West Midlands) Act 2017 and the High Speed Rail (West Midlands-Crewe) Act 2021. For East West Rail the impact of construction on roads is monitored in compliance with the Transport and Works Act orders.

I thank my hon. Friend, and the rail Minister, my hon. Friend the Member for Daventry (Chris Heaton-Harris), for visiting my constituency during the summer recess to see for themselves the many issues that the construction of HS2 and East West Rail are causing for my constituents, one of which is the perilous state of the roads following a number of HGV movements. Will my hon. Friend reassure me that there will be urgent and rapid action to make safe those roads affected by the construction of those two projects?

Both the HS2 and East West Rail projects undertook full surveys of road conditions for the designated lorry routes prior to the construction works commencing. HS2 Ltd and East West Rail Company must ensure that all road damage as a result of construction works is repaired to the standard reported in those surveys. My hon. Friend continues to be a vocal champion for his constituents, and I look forward to continuing to work with him on this and other issues.

Earlier this year, the Prime Minister told this House that the Government were

“going to develop the eastern leg as well as the whole of the HS2.”—[Official Report, 10 February 2021; Vol. 689, c. 325.]

Last year, he told the House that plans for HS2’s eastern leg remained “absolutely unchanged”. So when reports surfaced over the summer that Ministers planned to mothball the eastern leg, I was absolutely shocked. A U-turn, Mr Speaker? Another broken promise from this Government? Surely not.

Being the helpful person that I am, I want to help the Government put this scandalous rumour to bed once and for all. Can the Minister, rather than giving the evasive answer that he gave me last year about waiting for some sort of integrated rail plan, confirm that the eastern leg of HS2 will be built in full, on time and on budget?

I think the shadow Minister knows my answer. As the Prime Minister announced, we are working on the integrated rail plan, which is progressing well. It is only right that Ministers take time to fully consider all the evidence from all the stakeholders, regional leaders, the National Infrastructure Commission and the Government’s own analysis before making a decision. This is a cross-Government decision, but we intend to publish the integrated rail plan soon.

Does my hon. Friend agree that one of the problems with the HS2 phase 2b eastern leg is that local authorities seem constantly to be adding to the cost? Leeds City Council told HS2 that it could not shut any bridges or roads in the construction, meaning that the line has to be on a viaduct, which has increased the cost massively.

We are very keen to ensure that the benefits of HS2 are delivered as affordably as possible, recognising the importance of valuing every single penny of taxpayers’ money. Leeds and the regional stakeholders have brought forward ambitious plans for regeneration around a new Leeds station. That is one of the many aspects that is being considered across Government by Ministers not just in this Department but in the Ministry of Housing, Communities and Local Government and the Treasury ahead of making decisions on the integrated rail plan.

Local residents neighbouring the brand-new Old Oak Common station, which has so far cost £6.98 billion and rising, showed me last week how their east-west journeys by bus, buggy—you name it—have become impossible because they are living in a barbed wire-festooned dust bowl of a building site. Can we have an urgent visit from the HS2 Minister? It should not just be Conservative Members who get visits. I have been waiting for a long time; the last time I was promised one was when the Secretary of State’s name rhymed with “failing”.

I would be delighted to visit Old Oak Common again. It is the largest ever railway station built in a single stage. It is a 32-acre site, and it will offer the hon. Lady’s constituents unrivalled connectivity when it is open. I have visited in the past, and I will be keen to visit again and meet the hon. Lady.

I thank the Minister for that enlightening answer. He knows that as well as for HS2 itself, the IRP has huge implications for our regional economic growth, job creation and connectivity within the region. Ahead of any decision in the IRP, will he and the Secretary of State meet me, as the chair of the regional delivery board, to make sure that that decision ticks the boxes that we need in the east midlands?

I have been impressed by the scale of regeneration plans for the proposed station at Toton and the way in which local leaders have come together to maximise the benefits of HS2 for their communities. It is important that we consider regeneration and economic impacts upon local areas, as well as how to create the right kind of transport network—the IRP will seek to balance this. I would be happy to meet my hon. Friend again to discuss this issue.

I congratulate the hon. Member for Bradford South (Judith Cummins) on securing this important debate. I am sure we all agree that investing in rail across the north of England and improving connectivity between all communities is vital.

I reiterate the Government’s commitment to levelling up the north of England as we build back better from the pandemic, delivering real, tangible improvements for people across the region. That is one of the Government’s top priorities. The Government are committed to enabling the north to reap the benefits of record levels of investment in our rail services. The trans-Pennine route upgrade and Northern Powerhouse Rail are just two of many infrastructure projects that will better connect communities across the north of England. The integrated rail plan will soon outline exactly how these major rail projects, alongside HS2 phase 2b and other transformational projects, will work together to deliver the reliable train services that passengers need and deserve.

However, we are not waiting for the integrated rail plan to get on with investing in, and delivering significant improvements to, transport across the north of England. Building on our £29 billion investment in northern transport since 2010, we recently announced £15 million for two new stations outside Leeds, at White Rose and Thorpe Park, providing a springboard for regeneration, housing growth and economic activity and jobs in the surrounding area. We announced a further £317 million of funding for the trans-Pennine route upgrade, which I will talk more about shortly, and more than £1.2 billion from the transforming cities fund to improve connectivity across the north. In addition, we are investing £137 million in the Hope Valley line to improve capacity and connectivity between Manchester and Sheffield, and £34 million has been pledged to rapidly progress plans to reopen the Northumberland line, which closed to passengers in 1964 as part of the Beeching cuts.

Transforming railways in the north will significantly impact national infrastructure by releasing capacity, improving journey times and reducing our carbon footprint. The trans-Pennine route upgrade is a multi-billion pound programme and is expected to be the largest investment in our existing rail network over the next five years. It aims to tackle the problems that rail passengers experience today by delivering a step change in the performance and reliability of this key east-west rail artery, enhancing journeys for passengers and providing opportunities for the growing population up until the 2040s. Funding of £589 million was announced in July 2020, enabling design and development work to continue and delivering extensive reliability, capacity and journey time improvements between Manchester and York via Huddersfield and Leeds.

An extra £317 million investment into the programme was announced in May. The bulk of this funding will commence early works, including electrification and upgrades between York and Church Fenton, one of the busiest stretches of track in the north of England, as part of delivering a more reliable and resilient railway for passengers. This funding, which has already been committed, will see the programme progress rapidly into the next phase, with early benefits delivered for passengers as early as 2025. The Department continues to work through the design and development phases of the programme. A further update to the business case, to make recommendations for the next stage of works, is due in the coming months.

I turn to the Northern Powerhouse Rail programme, otherwise known as HS3, and to the recent media reports cited by my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake) and the hon. Member for Bradford South, which inaccurately speculated about the Government’s commitment to NPR and that money has been reappropriated from the Northern Powerhouse Rail programme to finance HS2. I am pleased to say that those claims are categorically untrue. The Government remain absolutely committed to the Northern Powerhouse Rail programme, which represents a further opportunity to invest in northern communities, to level up the economy, and most importantly, to improve connectivity and reliability between key northern hubs, allowing the north to reach its full strategic and economic potential both at home and abroad.

The integrated rail plan will outline the investment blueprint and the delivery profile for a host of major rail projects in the midlands and the north over subsequent decades, including the NPR programme, the trans-Pennine route upgrade and HS2 phase 2b. Once it has been published, the Department for Transport will work closely with Transport for the North to finalise a strategic outline case for the NPR programme that is consistent with the policy and funding framework established by the integrated rail plan, which will allow more rapid alignment around single-route options for NPR and an accelerated delivery timetable that will allow us to get spades in the ground and realise benefits for communities across the north of England sooner than was previously seen as possible.

As for the content of the integrated rail plan and the recommended way forward for the NPR programme, final decisions are yet to be made and Ministers continue to look very closely at the evidence, including that provided by Transport for the North and leaders from the north and midlands. Indeed, my right hon. Friend the Secretary of State and I have met northern leaders—including those from Leeds, Bradford and Manchester—and leaders from the midlands several times this year to discuss their priorities for investment in rail infrastructure and in the integrated rail plan.

I myself have met Councillor Susan Hinchcliffe on three occasions this year and I know that my officials have had much engagement with her officers in both Bradford Council and the West Yorkshire Combined Authority. I am grateful for their ongoing constructive engagement. We have had productive discussions on understanding the evidence base that is being presented.

That applies to all Northern Powerhouse Rail corridors, including Bradford and the Manchester-to-Leeds NPR corridor. The Government recognise the importance of improving rail connectivity to Bradford—for the local community, for passengers and for the regeneration opportunities that it could bring.

On that point, I really emphasise my support for having a station stop in Bradford, because of the absolute benefits it would have for my constituency of Keighley; as the MP for a neighbouring constituency, the Minister will be well aware of those. However, this process is not just about things such as the NPR; it is also about the Skipton-to-Colne railway line, which he will also be very familiar with, and opening up the links between the east and west.

Wonderful—I welcome the contribution from my constituency neighbour, who represents Keighley. I am happy to say that I completely agree with him about the importance of Bradford, not only to the whole north of England but as an integral part of our rail network. I will not comment on the Skipton-to-Colne line; I have a vested interest, because it goes through my constituency. I will leave that one there, but he makes a very strong case for the reopening of that railway line.

We would all agree that Bradford is a vibrant city with plenty to contribute to the wider development of the north. Combining the local economies of Manchester and Leeds, it has an important role to play in creating an economic powerhouse to rival anywhere else in the country.

There remain a range of options that are under robust evaluation as part of NPR. That is why, when the Prime Minister visited west Yorkshire earlier this week, as the hon. Member for Bradford South mentioned, he did not talk about specifics. But he did say, as my hon. Friend the Member for Thirsk and Malton mentioned,

“There is definitely a commitment to Northern Powerhouse Rail, and a huge investment in railways in the North.”

That speaks very clearly to the Government’s commitment.

Ensuring that investment in Northern Powerhouse Rail benefits the widest possible range of places is the responsibility of Ministers; we take it very seriously, which will be reflected in our decision making. As I have mentioned previously, the integrated rail plan will set out how major projects across the north and the midlands will be sequenced and delivered, and it is the Government’s ambition that the benefits of Northern Powerhouse Rail and HS2 phase 2b are delivered to communities and passengers in the north more quickly.

I am aware that hon. Members and local leaders from across the midlands and the north are eagerly awaiting the publication of the integrated rail plan. Let me assure my hon. Friends that we are making good progress and intend to publish it soon.

As somebody who served in the Government Whips’ Office for two years, I think I will stick with the language of “soon”. However, it is definitely our commitment to have the integrated rail plan published.

The one thing I would say, though, from having had conversations with many leaders across the north of England, is that many of them have said that they would rather we get the right answers and the right solutions rather than rushing things. This plan will set an investment framework for decades, so we have to get it right— and if that requires a little more to-ing and fro-ing and a little more negotiation, I think that is a price worth paying. Nevertheless, we are very keen make the announcement soon.

As I say, it is important that we continue the negotiations and carry on reflecting on all the evidence. We must also consider what the National Infrastructure Commission said in the “Rail Needs assessment for the Midlands and the North”, the advice from Transport for the North, the views of northern and midlands leaders and the Government’s own analysis before making any final decisions.

Growing economies and levelling up the north and the midlands are at the heart of what we are trying to achieve. That is why I am also happy to confirm that Ministers from both the Ministry for Housing, Communities and Local Government and the Treasury have been closely involved in drawing up the integrated rail plan. This process is not just about building railways but about taking a holistic view of how to capitalise on our investment, and how to help boost regional economies.

I hope that I have convinced the hon. Member for Bradford South and my hon. Friends the Members for Thirsk and Malton and for Keighley (Robbie Moore) of the Government’s commitment to both Northern Powerhouse Rail and the trans-Pennine route upgrade, and to delivering the benefits of these transformational rail investments to passengers and communities in the north more quickly. Decisions on these schemes will be set out in the integrated rail plan, which we intend to publish soon, but in the meantime we are already getting on with levelling up the country and delivering investment and improvements to transport across the north of England.

I am today publishing a Government response report as required under section 60(3) of the High Speed Rail (West Midlands to Crewe) Act 2021. The report sets out the Government response to the issues raised in the HS2 phase 2a local consultation held between 1 February and 26 February 2021 and which were summarised in the consultation report published on 13 May 2021 and prepared by the independent research company, Ipsos MORI.

I am placing copies of the report in the Libraries of both Houses.

Does the Minister agree that we need a fully integrated transport network across the north, with smart ticketing? It is not a question of either/or; we need regular affordable bus services as well as the HS2 eastern leg, as well as Northern Powerhouse Rail, as well as electrification of TransPennine rail and as well as, finally, upgrades to the Huddersfield-Penistone-Sheffield line.

I absolutely agree with my hon. Friend. Better transport is central to the Government’s agenda to level up the north. The TransPennine route upgrade is already under way, our national bus strategy is being delivered and we will soon publish our integrated rail plan for the midlands and the north, ensuring that transformational rail improvements are delivered as quickly as possible.

I agree with my hon. Friend that we must improve connectivity to all our communities in the north—especially Chorley—and I welcome her commitment to improving services on the Penistone line. Bids to the £4.8 billion levelling-up fund are being assessed, and we expect to announce the outcome of that competition in the autumn.

As the number of commuters travelling from Warrington gradually starts to increase again, does the Minister agree that east-west links from Warrington will really benefit from investment? Could I ask my hon. Friend to update the House on plans to extend Northern Powerhouse Rail from Manchester to Liverpool via Warrington Bank Quay, and does he agree with me that the £2 billion allocated for the Golborne spur could be better spent on helping local rail links across the north-west of England?

The Government remain absolutely committed to Northern Powerhouse Rail and, as ever, my hon. Friend makes a powerful case for Warrington. As he knows, decisions on the routes for NPR and consideration of the Golborne spur are matters for the integrated rail plan, so he will have to be patient just a little bit longer, but I can assure him that his representations have been heard.

Connectivity is key to levelling up northern communities, so I welcome the Government’s commitment to reversing Beeching cuts and restoring rail connections to towns across the region, including through the towns funding for a new railway station in Cheadle town centre. Delivering that connectivity is about timetabling and joined-up services, as well as the rail infrastructure itself. What is the Minister doing to work with Transport for Greater Manchester and other stakeholders to ensure that an integrated service is delivered and provides the regular connections that Cheadle and other communities in the region need?

Through the Manchester recovery taskforce, of which Transport for Greater Manchester is a member, we are working with organisations across the rail industry to develop the service and infrastructure options that will address the congestion and reliability issues across Greater Manchester and, I hope, improve the experience of all rail passengers across the region.

This Government have a track record of over-promising and under-delivering. We know that if the north had received the same investment as London over the last decade, it would have seen £66 billion more. For all their bluff and bluster about levelling up in the north, what do we see? Services between Newcastle and Manchester to be halved, the proposed increase in the frequency of services between Teesside, Sunderland and Newcastle scrapped, Transport for the North’s budget to be cut by 40%, and now Government sources saying that they plan to pull the plug on Northern Powerhouse Rail. Just to ensure that there is no further backtracking, will the Minister guarantee that Northern Powerhouse Rail will be delivered in full, on time and on budget?

Of course, the hon. Gentleman tempts me to prejudge the integrated rail plan, which I will not do, because no decisions have been taken yet. However, I am happy to confirm that we are getting on with investing in Transport for the North; we are not waiting for the integrated rail plan to be delivered. On top of the billions of pounds that we have already invested in transport across the north, just on 26 May we announced two new stations outside Leeds—White Rose and Thorpe Park—and we announced an additional £317 million for the TransPennine route upgrade. Of course, over 60% of the region is now covered with metro Mayors, with historic devolution settlements. We are getting on with investing in the north of England.

May I start by congratulating my right hon. Friend on her recognition in the birthday honours list? My HS2 land and property review, published in November 2020, set out a number of measures to speed up the payment of compensation, and we are making rapid progress in implementing the recommendations of that review.

My hon. Friend has done a great job since taking over as HS2 Minister, but I am sure he will agree that there is so much evidence of appalling behaviour from HS2 in the way that it is treating individual households and businesses and its slowness to compensate even the outgoing legal costs of those who are simply trying to protect their own homes and businesses. What can he do to improve the compassion, quite frankly, as well as the efficiency of HS2?

My right hon. Friend makes a powerful case. HS2 Ltd can and must treat those affected by HS2 with consideration and respect. To that end, I am pleased to say that the root-and-branch review of land and property cases that I commissioned is now starting to bear fruit. I hold HS2 Ltd to direct account in a fortnightly review of the most complex cases, and I pay tribute to my right hon. Friend for drawing my attention to several pressing constituency cases in her area.

I would like to thank the Minister for that response, but it is not really one, is it? As well as being a great icon of north-east people, culture and engineering, the Tyne bridge is an essential part of our transport infrastructure and it is in a dire state. Hon. Members from across the region, together with local authority leaders, the North of Tyne Mayor and the police and crime commissioner, have written to the Secretary of State for Housing, Communities and Local Government and the Secretary of State for Transport in support of an £18.5 million bid to the levelling-up fund. Does the Minister agree that the Tyne bridge must be levelled up if it is going to be in a fit state to celebrate its 100th birthday in 2028 as a beautiful and functional symbol of the north?

I thank the hon. Lady for her question. I am aware of the bid that has gone in as part of the levelling-up fund. Obviously, the Department for Transport and the Ministry of Housing, Communities and Local Government will assess the bids submitted to that fund and we expect to announce the outcome of the competition in the autumn, but the Department for Transport is also aware of a proposal for the bridge including the bid for £36 million from the major road network funding developed by Transport for the North on behalf of north-east partners. DFT officials continue to work with Newcastle City Council on the business case for that proposal.

It is pleasure to serve under your chairmanship, Sir Gary, and to respond to the debate. I congratulate my hon. Friend the Member for North West Durham (Mr Holden) on securing this debate on a topic that I know is very close to his heart and to those of all who have spoken today about the vital route connecting communities through County Durham, Northumbria and onwards to Scotland.

Like many, this year I will have a staycation rather than a vacation. I already have it booked in Durham and in Scotland, so I look forward to sampling for myself the A68 and the picnics and cafés in what is a very beautiful part of the world.

In my hon. Friend’s constituency. My grandfather worked as a bus driver in Darlington, in the constituency of my hon. Friend the Member for Darlington (Peter Gibson). So I have connections and many family members living across the north-east of England. I am delighted to have listened to the speeches from my colleagues in the north-east, who represent that part of the world so well.

As has been said, the A68 is not a strategic road, and therefore decisions will be reserved to the local highways authorities it passes through. But I assure Members that the Department for Transport works constructively with all partners to ensure that our road infrastructure is fit for purpose and funded appropriately, investing in a road network that maximises economic growth and supports thriving local communities.

To that end, the Government are wholeheartedly committed to delivering on their vision of levelling up the British economy and strengthening the bonds of our Union. Improved transport connectivity is fundamental to that vision, unlocking the economic potential of the northern powerhouse, building back better following this awful pandemic, and ensuring that the north of England plays a key role in a resurgent UK economy. That is why my Department, led by the Secretary of State, who is also the Cabinet Minister responsible for the northern powerhouse, is at the forefront of making this vision a reality.

Since 2010, more than £29 billion has been invested in transport infrastructure in the north, but at the Department for Transport we want to go further and faster. Levelling up all parts of the United Kingdom is at the centre of the Government’s agenda, with a White Paper in development, led by the Prime Minister himself. Transport will be a fundamental part of that vision. While the White Paper is being developed, we are already making strides on investment and strengthening the voice of the north. Significant progress has already been made: over 60% of the north of England is now covered by metro Mayors, offering a strong voice to the people, as well as access to new funding opportunities, particularly for transport.

As part of the devolution deal for the Tees Valley Combined Authority, £126 million was secured, including local growth funds, an investment fund and local transport funding, and there is more to come. The intercity transport settlements announced in the 2020 budget will deliver £4.2 billion to mayoral city regions over the next five years, from 2022-23. That is on top of the £4.8 billion levelling-up fund, underlining our commitment to a robust UK economy firing on all cylinders and maximising economic opportunities for all parts of the country.

The levelling-up fund can be used to support projects such as the A68, so I am delighted to hear that a bid is going in, and I look forward to seeing that bid alongside what I am sure will be many other bids from across the country. That funding will help to level up the region, supporting Mayors who have the powers and the ambition to help their city regions prosper. Indeed, the Government welcome the hard work of the Mayor of Tees Valley, Ben Houchen, who has worked constructively with the Department on a range of transport initiatives, from securing the future of Teesside International airport to delivering improvements to Darlington and Middlesbrough stations and accelerating upgrades to a range of road projects. The Government look forward to receiving proposals from other local authorities in the north-east for a new devolution deal, establishing a Mayor with additional transport powers for the area.

With the right investment, the north-east of England can truly be the cornerstone of a thriving northern powerhouse. Tees Valley received £76 million from the transforming cities fund to improve intercity connectivity. The restoring your railways initiative, which was mentioned by a number of Members, has seen a new station secured for Ferryhill. My hon. Friend the Member for North West Durham should be commended for his work on campaigning for the opening of the Weardale line and the Consett-Tyne rail link. But we should not forget the basics, either. Over £80 million will be spent across the north-east to support highways maintenance, pothole repairs and local transport measures, through 2021-22, meaning smoother, safer and more reliable journeys for not just motorists but bus passengers and cyclists.

We should not consider the north-east of England in isolation. We want the regions to be joined up, with strong north-south connections, especially to Scotland, enabling unencumbered movement of people and goods between our nations. When we work together UK-wide, we are safer, stronger and more prosperous. Together, we are better able to tackle the big problems, from defending our borders and fighting national security threats, to delivering the furlough scheme or the world-beating vaccination roll-out.

The Government are already taking huge strides to strengthen our Union and level up every single part of the country. We are determined to build back better in a way that brings every corner of the UK closer together, making it easier to reach friends, family and businesses from different parts of the UK. I must admit, as the hon. Member for Midlothian (Owen Thompson) mentioned, that our close bonds of friendship with those north of the border may be tested somewhat for 90 minutes on Friday, but, whatever the result, that will not shake the Government’s commitment to strengthen the Union.

We are working to ensure that the institutions of the United Kingdom are used in a way that benefits everybody from Aberdeen to Aylesbury, from Belfast to Brecon. The independent Union connectivity review is key to realising these ambitions. I hear what the hon. Member for Midlothian says, and I can assure him that we intend to work collaboratively and in partnership with the Scottish Government to ensure that the proposals that are brought forward by Sir Peter are ones that we can all get behind and support.

While we eagerly await Sir Peter’s review, the Government are far from resting on our laurels. We are acting now to strengthen the links between England and Scotland. The borderlands growth deal will realise a new era of regeneration opportunity, as we build back better from the pandemic, bringing £452 million of fresh investment into the borderlands area, driving economic growth and strengthening cross-border links.

Making stronger links between Scotland and England a reality requires investment and delivery on the ground. Roads such as the A68 are the lifeblood of the north-east’s economy, and fundamental to getting people and goods to Scotland. That is why the Department is investing £700 million in the strategic road network in the north-east between 2020 and 2025.

I am sure that my hon. Friends from the Tees Valley will share my joy that the A19 is one of the chief recipients of the road investment in the region, with up to £70 million secured to upgrade that road. We are also improving the A69 Bridge End junction in Hexham, to reduce congestion and improve journey times and safety for all road users. The scheme will improve connectivity within the region, including some journeys that use both the A68 and the A69.

The energy we are devoting to delivering transformative transport projects now is matched by our ambitions for further improvements in the future. The Department is starting work to develop the third road investment strategy, known as RIS3, which will set Highways England’s objectives and funding for the period 2025 to 2030. RIS3 decision making will be underpinned by a strong evidence base that will be assessed over the next couple of years. We want to understand people’s priorities for the strategic road network over the RIS3 period and beyond, recognising that people will have a variety of views, whether as road users or as neighbours to the network.

Highways England has a central role to play in this evidence-gathering process. It has recently written to key stakeholders, including parliamentarians, mayors and local authorities across the country, inviting them to get involved in its work to refresh our route strategies. Route strategies assess the current performance and future pressures on every part of the strategic network, identifying the priority locations for future improvements. They are one of the principal ways for people to inform our decisions for RIS3, and I encourage colleagues here today to get involved and to reiterate the points they have all made about the significance of the A68.

In the meantime, we are getting on with improvements, such as investing in the A1. In recent years, we have extended motorway conditions along the A1 to Newcastle, so there is a continuous motorway link south, all the way through the midlands and to London, for the first time. We are extending the dual carriageway northwards to Ellingham, with work planned to start next year. A total of 13 miles of road will be upgraded between Morpeth, Felton, Alnwick and Ellingham. As we develop our next road investment strategy, we will consider the case for further work improving the road onward to Berwick-upon-Tweed.

However, our attention should not focus just on those schemes that have commanded the largest price tags. As many of my hon. Friends have done today, we must also shine a spotlight on the smaller schemes, which nevertheless are of huge importance to local communities and businesses. That is why I commend my hon. Friend the Member for Bishop Auckland, who, ever since her election, has been pressing hard for the Toft Hill bypass. As the road in question, the A68, is a local road, it is for Durham County Council to promote such a scheme. I advise her to maintain her pressure on the county council, but I will certainly look with interest at the bid that is coming in as part of the levelling-up fund and is supported by the council.

Other local schemes also need consideration. My hon. Friend the Member for Darlington talked eloquently about the Darlington northern bypass. I fully appreciate the benefits that the scheme could bring in bringing better connectivity between Newton Aycliffe and Tees Valley, and I pay tribute to my hon. Friend for his campaigning on this issue. I know that my noble Friend Baroness Vere, the Roads Minister, would be happy to meet him, along with my hon. Friend the Member for Sedgefield (Paul Howell), to discuss the scheme.

As important as these local connections are in the region, we should recognise that Tees Valley can play a real role in the global economy as well. That is why I was pleased to see Teesside announced at the Budget as one of the eight successful freeport bids in England. That will establish the region as a national hub for international trade, innovation and commerce, while regenerating our local communities. Freeports will play a significant role in boosting trade, attracting inward investment and driving productivity across the UK. That will level up communities through increased employment opportunities. That is more important than ever as we begin the recovery from the ongoing economic crisis that we have been left in by covid-19.

I am grateful to all my colleagues for today’s very insightful debate. I hope that my hon. Friend the Member for North West Durham welcomes the updates that I have provided, which make it clear that the Department and the Government at large are committed to levelling up transport infrastructure in the north and strengthening the bonds of our Union.

I congratulate the hon. Member for Barnsley Central (Dan Jarvis) on securing this important and timely debate, and I thank my hon. Friends the Members for Harrogate and Knaresborough (Andrew Jones), for Hyndburn (Sara Britcliffe) and for Rother Valley (Alexander Stafford) for their short contributions.

I think we can all agree that we share the same vision: a north that is better connected, more resilient and fully able to realise its full economic potential—in short, levelling up the northern powerhouse and building on the £29 billion invested in transport across the region since 2010. The Government are steadfastly focused on delivering that vision. The Department for Transport in particular, led by my right hon. Friend the Secretary of State, who is also the Cabinet Minister responsible for the northern powerhouse, is delivering real change on the ground and accelerating priority projects to make that ambition a reality. We know that there are significant challenges. The pandemic has dealt a huge blow to transport users and operators across the north. In South Yorkshire, the Department ensured continuity of services with £500,000 in the bus service support grant and almost £10 million in light rail support to the Sheffield Supertram.

As the vaccination roll-out continues at pace across the country and we look forward to the lifting of restrictions, the challenge now faced by the north is how we get on with building back better after covid-19. There are already promising signs. For example, the pandemic has renewed our focus on moving to a zero-carbon future. Sheffield city region received almost £7 million from the emergency active travel fund during the pandemic. In addition, the Prime Minister has announced £2 billion in funding for active travel nationally, with the aim of half of all journeys in towns and cities being on foot or by bike by 2030. That funding, underpinned by strong partnership working with local and combined authorities, is key to improving active travel, reducing our carbon footprint and creating thriving town and city centres across the north.

This is levelling up in action. Indeed, let no one be in any doubt about the Government’s commitment to levelling up the north as we recover from this dreadful pandemic. It is at the centre of the Government’s agenda, with a White Paper in development led by the Prime Minister himself. Significant progress has been made, with over 60% of the north now covered by metro Mayors, offering a strong voice for the people of those areas, as well as access to new funding opportunities, particularly for transport. The intra-city transport settlements announced in the 2020 Budget deliver £4.2 billion to mayoral city regions over the next five years from 2022-23. In the Budget earlier this year, we announced more than £30 million of capacity funding for northern city regions to help prepare for those settlements. That funding is crucial to places such as the Sheffield city region, where engagement is ongoing between the Department and the combined authority on the proposed Sheffield Supertram renewal. On top of that, we have the £4.8 billion levelling-up fund, cementing our commitment to the vision of a prosperous and thriving nation where no area is left behind.

Transforming railways in the north will have a dramatic impact on our national infrastructure by releasing capacity, reducing our carbon footprint and improving journey times and reliability, and this was touched on by all hon. Members. My hon. Friend the Member for Hyndburn continues to make a compelling case for the Colne to Skipton line and especially for a freight terminal at Huncoat in her constituency. I pay tribute to her continued campaigning on that issue; given my constituency interest, I will leave that one there. Other Members continue to make a compelling case, in particular my hon. Friend the Member for Harrogate and Knaresborough, who continues to make important points about freight. I am pleased to tell him that I met the metro Mayor for the Liverpool city region on Monday to talk about freight, among other issues. Those conversations across the midlands and the north continue to be ongoing as we look to support freeports and other investment which will have an impact on the need for increasing the amount of rail freight we can transport.

We have made significant progress on the railways in recent years. We brought the failing Northern franchise under direct departmental control in March 2020. We removed the last Pacer train from operational services in December. However, we know that there is much more to do. On the trans-Pennine route upgrade, £589 million, with more to follow, has already been allocated on the main route between Manchester and Leeds. I know the hon. Member for Barnsley Central shared my joy at the announcement of £137 million to upgrade the Hope Valley line. These improvements will deliver much needed capacity and reliability between Sheffield, Manchester and Leeds to better connect our northern powerhouse, but our vision goes beyond upgrading existing infrastructure and we want the north better connected by both conventional and high-speed rail services.

Last year, following the Oakervee review, the Prime Minister confirmed that HS2 would go ahead. He also committed to delivering an integrated rail plan to determine how best to deliver phase 2b of HS2 alongside other major rail investments in the midlands and the north. I want to reiterate the Government’s commitment to HS2, much to the disappointment, I know, of my hon. Friend the Member for Rother Valley. We are committed to delivering HS2 and to enabling the east midlands, Yorkshire and the north-east to reap the benefits of high-speed rail services.

My hon. Friend makes a powerful case on behalf of his constituents, something he has done repeatedly in meetings with me since he was elected. When I was put in charge of the HS2 project in February last year, I committed to ensuring that communities are put at the heart of the project. We have had a land and property review. We have taken various other steps to ensure that impacts on communities are mitigated, so I hear loud and clear the concerns of his constituents, while still believing that this project is of vital importance to this country.

Since the announcement of the integrated rail plan, I have met local leaders, Members of Parliament and business groups to hear about their priorities for major rail investment, including meeting the hon. Member for Barnsley Central on a number of occasions. As things stand, communities on the eastern leg would be waiting until 2040 to realise the benefits of HS2. That is clearly too long to wait, which is why the work of the integrated rail plan is looking at ways to scope, phase and deliver phase 2b alongside other transformational projects, such as the midlands rail hub and Northern Powerhouse Rail, to bring down the cost and also deliver the benefits as quickly as possible.

I can assure all hon. Members that the Government remain committed to Northern Powerhouse Rail, with over £100 million spent to date and a further £75 million commitment for this financial year. We share the hon. Gentleman’s desire to see spades in the ground on that as soon as possible. The Government continue to consider all options for Northern Powerhouse Rail as part of the integrated rail plan, including those in Transport for the North’s statutory advice. Once the integrated rail plan is published, TfN will submit a business case for NPR that is consistent with the integrated rail plan’s policy and funding framework. This will mean a more rapid alignment around single route options with NPR and an accelerated delivery timetable, which will allow us to realise the benefits for communities in the north as soon as possible.

Growing local economies and levelling up the north and the midlands is at the heart of what we are trying to achieve. That is why Ministers from the Ministry of Housing, Communities and Local Government and from the Treasury have been closely involved in drawing up the integrated rail plan. I know that this is not just about building railways. We need to take a holistic view of how to capitalise on our investments and to support regional economies. I would add that our vision of levelling up goes beyond new lines, trains and stations. It is about creating a forward-looking simplified travelling experience which puts passengers first. That is why my right hon. Friend the Secretary of State announced today the biggest shake-up of the railways in 25 years. We want to see simpler fares, flexible season tickets and clearer routes for compensation. We will also integrate infrastructure, revenue collection, fares and timetables under a new body, Great British Railways, providing a single recognisable brand with accountable leadership for all passengers.

The reforms announced today will empower local areas to have a say over the design of the railways post pandemic, including stations, through new partnerships with Great British Railways regional divisions. These partnerships will be flexible regarding the needs of different places, and I am sure the hon. Member for Barnsley Central will welcome the ability for local leaders to control stations, buy additional services and infra- structure, and integrate provision with other types of transport.

Our focus, of course, is not just on rail. We want to level up all modes of transport, and we all know that buses are absolutely vital to the north’s economy and to our communities. This point was made strongly by my hon. Friend the Member for Harrogate and Knaresborough, and very eloquently about some of the bus service challenges by my hon. Friend the Member for Rother Valley, who talked about some of the poor connections in his constituency.

There can be no greater champion of buses than the Prime Minister himself, who has committed us as a country to bus back better from covid, but I know that this ambition is shared because the hon. Member for Barnsley Central has commissioned the South Yorkshire bus review. He commissioned it as the Mayor of Sheffield city region, and he found significant challenges in declining ridership and passenger dissatisfaction.

Bus patronage has also suffered greatly because of covid, and we know that it will take a concerted effort from Government, local transport authorities and operators to build back better. That is why we announced the national bus strategy in March this year, backed by £3 billion in transformational funding, to help us move forward with joined-up plans in the years to come. Local authorities, working in collaboration with their local bus operators, have been asked to publish a bus service improvement plan, setting out how they will use their enhanced partnership or franchising scheme to deliver an ambitious vision for travel by bus. Some £25 million is being made available to support authorities with this, including the creation of a bus centre of excellence.

I look forward to working with the hon. Gentleman, in his capacity as the Mayor of Sheffield city region, to make the ambition behind the national bus strategy a reality. I am sure that he will want to work with local Members of Parliament across the region to ensure that the right service is delivered for everybody living across the region.

In addition to the advice we receive from Transport for the North, my right hon. Friend the Secretary of State has established the Northern Transport Acceleration Council, providing a direct line between local leaders in the north and Ministers in the Department for Transport. NTAC ensures that Ministers are kept updated about priority projects, are active in unblocking barriers to their progress and are accountable for their delivery. We have so far met as a council to dissect crucial Government announcements on levelling up the regions, such as the national bus strategy and the Green Book review.

My hon. Friend the rail Minister—the Minister of State, Department for Transport, my hon. Friend the Member for Daventry (Chris Heaton-Harris)—chaired a productive NTAC meeting on Tuesday to discuss timetabling in central Manchester, which the hon. Member for Barnsley Central attended as the Mayor of the Sheffield city region, alongside fellow northern leaders and industry experts. The hon. Gentleman made his views very clear about his desire to maintain a direct service between Sheffield and Manchester airport, and to ensure that the timetabling will not be impacted by the ongoing upgrade to the Hope Valley line, to which I referred earlier. As he will be aware, a short intensive review of the Manchester recovery taskforce recommendation will now take place, starting with an extended session tomorrow, at which all parties will review the proposed solutions once again and grapple with some of the difficult choices involved in implementing a reliable timetable. We look forward to arriving at a workable solution, and I am sure we share the ambition of the hon. Gentleman to come up with the best solution for all involved.

I could go on, but I think that by now I have, I hope, done enough to convince everyone sufficiently that levelling up the north and investing in northern transport remains our top priority. The Department is at the centre of this, but the Government at large are committed to levelling up and we are committed to ensuring that we build back better after probably the most difficult 12 months any of us can recall, so let us now get on with it and make it happen.

I am today publishing a consultation report as required under section 60(1) of the High Speed Rail (West Midlands-Crewe) Act 2021. The report summarises the responses to the HS2 phase 2a local consultation held between 1 February and 26 February 2021 and has been prepared by the independent research company, Ipsos MORI. I am placing copies of the report in the Libraries of both Houses.

I am carefully considering the report and will publish the Government response to their findings in June.

I have been asked by my right hon. Friend the Secretary of State (Grant Shapps), to make this written ministerial statement. This statement concerns the application made under the Planning Act 2008 for the proposed alteration and upgrading by Highways England of the existing M25 junction 10 roundabout.

Under section 107(1) of the Planning Act 2008, the Secretary of State must make his decision within three months of receipt of the examining authority’s report unless exercising the power under section 107(3) to extend the deadline and make a statement to the Houses of Parliament announcing the new deadline. The Secretary of State received the examining authority’s report on the M25 junction 10/A3 Wisley interchange development consent order application on 12 October 2020 and the current deadline is 12 May 2021 having been extended from 12 January 2021 by way of my written ministerial statement of 12 January 2021.

The deadline for the decision is to be further extended to 12 November 2021 (an extension of six months) to allow further consideration of environmental matters.

The decision to set a new deadline is without prejudice to the decision on whether to grant development consent.

Beautiful Hastings and Rye has an extensive rural area and low population density, making practical and affordable public transport difficult to provide. However, accessible and affordable transport is a lifeline for many rural residents. Transport for the South East has highlighted the need for integrated transport approaches with better integrated transport hubs to achieve efficient provision of transport services, including integrated timetables, ticketing and fares, among other measures. What steps is my hon. Friend taking to facilitate innovation and new services in rural transport?

My hon. Friend makes an excellent point. We have established the rural mobility fund worth £20 million to trial more demand-responsive services, and we have awarded funding to 17 pilot projects already. We have also published a call for evidence for the future of transport rural strategy that sought views on how rural communities can benefit best from transport innovation.

After five years, Andy Burnham is finally getting on with franchising bus services in Greater Manchester, and this is a step that I broadly welcome. However, there are many towns, like Glossop, Hadfield and New Mills, that are just outside Greater Manchester and rely heavily on cross-border bus services. Does the Minister agree that the Mayor of Greater Manchester and Derbyshire County Council need to work closely together to ensure that my constituents are not forgotten in any changes to bus services, and that we should take this opportunity to improve local bus routes, including delivering a badly needed direct bus from Glossop and Hadfield to Tameside General Hospital?

Indeed, Mr Speaker. I thank my hon. Friend for being such a great champion of active travel across his constituency of High Peak. Of course, it is for the Greater Manchester Combined Authority to determine the geographical area of the franchising scheme. Local transport authorities may also join together to produce joint plans and should seek to do so where local economies and travel-to-work areas overlap significantly. He makes a strong case, and I certainly hope that the local authorities in question will listen to him.

Recent research by the Campaign to Protect Rural England has found that the past decade of Government cuts has seen the loss of 134 million miles of bus coverage, leading to the creation of so-called transport deserts. There needs to be proper funding for bus manufacturers—such as Mellor in Rochdale, which I recently spoke to—that produce the vehicles that serve rural towns and villages. Mellor produces state-of-the-art low emission vehicles that are used in many rural areas, but unfortunately it is a victim of the big bus bias and is being excluded from the Government’s “bus back better” strategy for producing vehicles at a 23-passenger capacity or less.

At the same time, by the Government’s own figures, the rural mobility fund totals just £19.4 million, a sixth of the £120 million ZEBRA—zero emission bus regional areas—funding for zero emission vehicles. What assurances will the Minister give that significant investment will be offered to ensure that such companies have greater support to deliver the vehicles that green our industries and ensure that our rural communities are genuinely connected?

There can be no greater champion of buses than the Prime Minister, who has committed us to bus back better following the pandemic. The House will be aware that he announced £5 billion in funding for buses, cycling and walking, of which £3 billion is allocated to buses. The roll-out of 4,000 zero emission buses is crucial. We are keen to work with all manufacturers, large and small, to ensure that we get the best technology available, the best value for taxpayers and the best service for passengers.

I was disappointed to receive an answer from the Department to a written question indicating that the Labour Government of my country had not made any formal representations to the British Government regarding the proposed West Wales Parkway on the main line. However, while I fully support the project, we need to be far more ambitious. It could form part of a transformational metro system for the west of Wales, centred on Swansea city, by linking up the whole western coalfield valleys and beyond. Considering the manner in which High Speed 2 is shafting Wales, will the British Government compensate the communities that I represent so that a comprehensive public transport revolution can be delivered for south-west Wales?

I wish to make the following statement:

Overview

This is the second bi-annual update to Parliament on the progress of High Speed Two (HS2). It marks one year since the Government gave phase 1 of the scheme, between the west midlands and London, the green light to begin civils construction. The report uses data provided by HS2 Ltd to the HS2 ministerial taskforce for phases 1 and 2a and covers the period between September 2020 and January 2021 inclusive. Copies of this report have been placed in the Libraries of both Houses.

Covid-19 has made this an incredibly challenging year, and the pandemic has had a devastating effect on individuals, our economy and our communities. However, as we look to the future, with the roll-out of the vaccine firmly under way and a road map out of lockdown now in place, this Government are more committed than ever to “build back better”. HS2 remains at the forefront of our long-term investment plan to better connect people and places, boost productivity and create jobs to help rebalance opportunity across the UK.

Just as importantly, HS2 will play a pivotal role in creating a greener alternative to regional air and road travel. This is essential if we are to meet our commitment to bring greenhouse gas emissions to net zero by 2050.

The key achievements of the HS2 programme in this reporting period include:

Progressing the remaining enabling works and mobilising main civils construction for phase 1 while employing covid-safe working practices.

Achieving Royal Assent of the Phase 2a High Speed Rail (West Midlands - Crewe) Bill, cementing in law the Government’s commitment to bring the new high-speed railway to the north of England.

Evolving our approach to community engagement, including an enhanced complaints procedure to address concerns about how HS2’s impact on communities along the line of route is managed.

Speedy implementation of over a quarter of the proposed reforms recommended by the land and property review of November 2020, improving the experience of property owners most immediately and directly affected by HS2.

Supporting over 15,000 skilled jobs and creating more than 500 apprenticeships. Over 2,100 companies now have contracts with HS2 Ltd, with 97% of these being UK-based businesses. At its peak the programme will support over 30,000 jobs and create at least 2,000 apprenticeships.

Establishing HS2 Ltd’s Environmental Sustainability Committee to strengthen oversight and reporting of efforts to limit and mitigate the environmental impacts from the construction of the railway.

Planting over 430,000 trees so far, with the number expected to rise to over 730,000 trees by spring 2021.

Programme update on schedule, affordability and delivery

Schedule

Some schedule pressures on phase 1 have emerged from delays in completing enabling works including issues with completing utilities diversions, postponed land acquisition and access during the first covid-19 lockdown, and slower than planned development of detailed designs by the main works contractors.

HS2 Ltd is currently re-planning its schedule for phase 1 in conjunction with its construction suppliers with a view to mitigating these delays. The schedule pressures reported above will not impact the projected delivery into service date range of 2029 to 2033 set last year, but further cost pressures could still emerge if mitigation activity is required. The re-planning exercise is due to conclude in the spring and I will update Parliament on its outcome in my next report. We should continue to remain cautious of the accuracy of long-range estimates this early in a 10-year programme.

Affordability

The overall budget for phase 1, including Euston, is £44.6 billion (2019 prices). This is composed of the target cost of £40.3 billion and additional Government-retained contingency of £4.3 billion. The target cost includes contingency delegated to HS2 Ltd of £5.6 billion for managing the risk and uncertainties that are an inherent part of delivering major projects.

The target cost for phase 1 remains at £40.3 billion. Around £11.0 billion (actual prices) has been spent to date, including land and property provisions. Approximately £12.6 billion (2019 prices) has additionally been contracted, with the remaining amount yet to be contracted.

To date HS2 Ltd has drawn £0.4 billion of its £5.6 billion delegated contingency to specific additional costs, which represents 4% of the overall contingency for phase 1, and reflects an increase of £0.2 billion since my last report. HS2 Ltd is currently reporting potential cost pressures of around £0.8 billion over and above this. If these, or other costs, come to pass, then they would be managed from within the existing total budget using the remaining HS2 Ltd delegated contingency. In the case of verified cost increases resulting from covid-19, these will be managed from within the Government-retained contingency.

The cost pressures currently being reported by HS2 Ltd which may require a call on contingent if not mitigated are:

An estimate of £0.4 billion, predominately due to slower than expected mobilisation of main works civils contractors, associated with delays to approvals of designs, planning consents, protestor action and some covid-19 impacts.

As already reported in the autumn report to Parliament, an estimate of £0.4 billion that relates to Euston station remains. Work to consider opportunities, efficiencies and scope reductions to address potential pressures is now under way. This may be an underestimate of the unmitigated pressure, so the Department has asked HS2 Ltd to provide a revised estimate once it has concluded its initial design work on the revised design as set out below.

My last report to Parliament included £0.4 billion from expected increases in the scope and duration of enabling works. These costs are now expected to be incurred and so are not shown as pressures but have instead been taken into the core cost estimate. They will be funded through surplus provision within HS2 Ltd’s core budget rather than from its delegated contingency. Estimates of the impact of covid-19 are set out below.

Other pressures will arise as the programme progresses, some of which may crystallise into additional costs that will need to be covered from the contingency within the existing budget, and some of which will be mitigated or avoided.

Over the last six months HS2 Ltd has made progress on a programme of opportunities for efficiencies designed to identify and realise tangible savings in delivering the agreed scope of phase 1. From a deeper pool of potential opportunities, HS2 Ltd has so far identified up to £0.2 billion to pursue to the next stages of development. Going forward I will report on progress towards realisation of these opportunities as well as the identification of others through this efficiency programme.

Delivery

On phase 1 the focus has primarily been on progressing the remaining enabling works and preparatory works, and the start of main works. This includes dedicated power at launch sites for the tunnel boring machines (TBMs) by the M25 and Long Itchington in Warwickshire, and moving two huge modular bridges into place at the Birmingham Interchange station site. The first pair of TBMs, Florence and Cecilia, will launch this summer.

Elsewhere, progress continues to be made on the four new HS2 stations. At Euston, work is under way to develop an optimised design and delivery strategy, alongside work by the Euston Partnership to integrate the HS2 and Network Rail stations and wider placemaking across the Euston campus. The Department has instructed HS2 Ltd to investigate whether building the station in a single construction stage can speed up delivery and address cost pressures. Notwithstanding this, bringing the station fully back within its existing budget presents a significant challenge. The initial stage of this work is expected to conclude in the coming months, at which point the Government will confirm any design changes and set out their intended way forward at Euston.

The start of main construction of Old Oak Common station has now been approved and excavation work for the HS2 underground platforms can begin. I also note the High Court’s dismissal of Bechtel Ltd’s legal challenge to the Old Oak Common station construction partner award, which found that HS2 Ltd’s procurement process was in accordance with the rules of the tender and procurement law.

Tender evaluation is under way ahead of the planned award by the summer of a construction partner for Birmingham Curzon Street station and tendering for a construction partner at Birmingham Interchange station is expected to begin this summer. Budget 2021 announced £50 million of funding to develop transport proposals around Birmingham Interchange. This will be matched by £45 million of funding from Arden Cross Ltd and Solihull Metropolitan Borough Council. This will support the goal of the West Midlands Combined Authority, by reconfiguring planned car parking at the regional hub station, releasing 28 hectares of land space for new businesses, homes and jobs in the area.

Qualification of bidders is under way for the majority of the rail systems packages for phases 1 and 2a ahead of inviting tenders. HS2 Ltd is finalising the procurement of the new HS2 rolling stock for phases 1 and 2a, with the contract to be awarded later this spring.

I am a very pleased to report that the HS2 Phase 2a Act, for the section of the route between Lichfield and Crewe, was given Royal Assent in February, after its passage through Parliament. This represents a major milestone for the programme and HS2 Ltd can now begin accessing and acquiring land for the necessary construction works as well as taking forward early environmental and enabling works.

Phase 2a will bring high-speed services to the north, helping to realise the benefits of the whole programme and to underpin future phases of the scheme, while also supporting regional economic growth through the construction stage.

Local consultation on the scheme was undertaken during February and I will publish the consultation report in April before detailing the response to its findings in June, following the election period.

With formal agreement on the scope of the phase 2a scheme now set, the funding and schedule ranges will be finalised alongside the delivery model for the construction works. I will provide more information to Parliament once this work has concluded.

Before the end of spring, the Department will publish the integrated rail plan for the north and midlands (IRP) which will consider how best to deliver and sequence HS2 phase 2b, Northern Powerhouse Rail, and other major rail schemes including schemes within midlands engine rail such as midlands rail hub, to ensure transformational rail improvements are delivered to passengers and communities more quickly.

Preparations are under way for a Hybrid Bill for the western leg (Crewe to Manchester) and supporting outline business case (OBC) to be deposited in Parliament in early 2022, or sooner if possible. Further updates on cost and schedule will be provided at the time the OBC is published.

Impacts from covid-19

Although covid-19 continues to pose a considerable challenge to the programme, HS2 Ltd and its supply chain continues to adapt positively. In the early stages of the pandemic, HS2 Ltd successfully kept a high proportion of its sites open and operating safely and at the time of writing this report 100% of HS2 sites are open, in part due to the collaboration and innovation between HS2 Ltd and its supply chain through initiatives such as rapid testing and the introduction of new social distancing technology. Health and safety guidance at work sites continues to be rigorously followed and remains under constant review. Nothing is more important than the wellbeing of the communities we are working in and the safety of everyone working on HS2.

HS2 Ltd’s initial estimates suggest that the financial impact of covid-19 on the cost of delivering phase 1 up to December 2020 is between £0.3 billion and £0.4 billion, largely as a consequence of schedule prolongation from access delays and reduced productivity.

A proportion of this estimate is already captured within the cost pressures that I have set out above. The full impact of covid-19 on cost and schedule will continue to be assessed, including work to disaggregate covid-19 impacts from other cost and schedule impacts on the programme. The Department will be scrutinising these costs very carefully, and only validated and unavoidable costs arising from covid-19 will be funded from the Government-retained contingency, and therefore covered by the existing HS2 budget. I will continue to update Parliament through my reports as this work progresses.

Local community impact and engagement

Since my appointment as Minister for HS2 I have been clear that managing the programme’s impact on communities along the line of the route is one of my key priorities. That is why last autumn I commissioned a detailed review of the acquisition and compensation process for land and property affected by HS2. The conclusions of the review, detailing opportunities for change across a wide variety of policies and activities, were published in November and will ensure that there is a renewed focus on those people who are being directly impacted by the new railway.

The proposals vary in scale and context, but all seek to improve the experience of property owners most immediately and directly affected by HS2 by improving existing processes and interaction with the public. The Department has worked quickly on implementing the proposals, in close conjunction with HS2 Ltd, the residents’ commissioner (Deborah Fazan) and relevant Government Departments, with 25% now in place. I expect to begin a public consultation later this spring to focus on aspects of the proposals that require further engagement. Alongside the land and property review, I am continuing to engage closely with parliamentary colleagues and the communities they represent.

Due to the scale and nature of the HS2 project, some impacts of construction on line of route communities are unfortunately unavoidable. This January, at the Transport Select Committee, I heard first-hand how HS2 construction is impacting on communities. The testimonies I heard were powerful and strengthened my resolute commitment to ensure that HS2 Ltd properly informs and consults communities and minimises negative impacts wherever possible. I have therefore tasked HS2 Ltd to look again at the way it engages communities to improve the responsiveness, sensitivity and objectivity of its approach.

In response, HS2 Ltd is deploying a package of measures to strengthen its community handling approach including:

A unified single management system for community engagement and complaints handling across HS2 Ltd and the supply chain, so there is a single consistent record for all organisations operating in a single location.

Additional proactive local communications to provide notice and raise awareness of HS2 activity in impacted communities.

Shortened HS2 Ltd helpdesk response times so that construction issues can be picked up, assessed and mitigated quickly.

New area-based delivery unit managers with geographical responsibility for joining up construction contractors and communities to prevent and tackle local issues.

New briefing materials to alert MPs and councillors of the agreed single points of contact along the phase 1 and 2a routes so issues can be escalated if they are not resolved in the first instance.

Enhanced engagement and assurance from the construction commissioner (Sir Mark Worthington) and the residents’ commissioner to provide independent advice on potential improvements to HS2 Ltd complaint handling and community engagement operations.

I have furthermore established a small team of construction inspectors reporting to the Department to support the assurance of the delivery of works along the route. An important part of their role will also be to provide a capability to investigate intractable or persistent construction issues working independently of HS2 Ltd and its suppliers where needed.

I expect these measures to improve engagement and responsiveness in relation to avoidable impacts of construction on local communities. I will continue to review this and remain committed to taking further action if necessary.

Environmental Impact

Another of my key pledges as HS2 Minister is to limit the unavoidable impact of HS2 construction on the natural environment both in terms of direct impacts on biodiversity and its carbon impact.

The first report of the HS2 Ltd Environmental Sustainability Committee will be published in the autumn. The approach and content of the report will be informed by the global reporting initiative methodology, and will also be shaped by seeking input from Natural England, the Environment Agency, the Forestry Commission, the HS2 Independent Design Panel and members of HS2 Ltd’s Ecology Review Group. The Government have also given a statutory commitment to provide an impact assessment of construction on ancient woodland within the report, building on previously conducted assessments. The environmental impact data in the report will be verified externally.

Alongside the new Committee, HS2 Ltd launched its “Green Corridor Prospectus” in December, providing information to the public on projects along the route which are being introduced to mitigate and compensate for the environmental impact of HS2’s construction. This includes over 30 projects funded through the community and environment fund, and the business and local economy fund, which add benefit over and above committed mitigation and statutory compensation.

Further to the commitments made in my last report to support biodiversity improvements on phase 2a, the Department and HS2 Ltd have initiated a study to investigate options to consider whether and how we might move the HS2 phase 2b western leg scheme from seeking no net loss to aiming to deliver net gains in biodiversity.

HS2 Ltd has become the first UK transport client organisation to achieve PAS 2080 accreditation a gold standard for carbon management across the globe. It will continue its work to reduce carbon emissions during construction and operation ahead of COP26 later this year.

Forward look

As well as continued focus on its construction programme for phase 1, the next six months will see HS2 Ltd award contracts for a construction partner at Birmingham Curzon Street and for the supply of the new HS2 rolling stock. Work to identify affordable design and delivery arrangements for Euston station is also expected to progress.

On phase 2a we will conclude work on a preferred delivery model for the construction stage as well as finalising the funding and schedule ranges for the project’s schedule and cost. Work on the legislation and business case for the phase 2b western leg will also continue and the integrated rail plan will be published this spring.

I will continue to engage closely with Members of Parliament and will provide my next report to Parliament in October 2021.
