We need to ensure that schools have more freedoms to be able to run themselves in a way that means they can deliver strong educational outcomes. I notice that the hon. Lady clearly does not want to talk about the fact that standards in Scotland are going backwards in science, maths and reading.

It is a pleasure to debate with the Secretary of State again, a few weeks after we both appeared on “Question Time”; but now it is answer time. The Prime Minister promised last week to expand selective education with 70,000 new free school places funded by £320 million in the Budget. Given that free school places cost more than £21,000 each to create, £320 million is not enough for 17,000 places, let alone 70,000. I set the Education Secretary a simple maths question last week, but she did not answer, so it is time for a resit. Just how many places will be created, and at what cost?

I would have hoped that the hon. Lady welcomed the fact that we announced £500 million extra for school capital, and that is not just for ensuring that we have more places for children who need them. Part of that is £200 million to improve the existing school estate. She asks about the numbers. She seems to have misunderstood that the numbers relate to the amount that is being spent during this Parliament. Of course, there will be further investment in the next Parliament, which I would hope that she welcomed.

Earlier, I set the Secretary of State a simple maths question on free schools, but I do not think we had a clear answer. So let me set her one on verbal reasoning. If David promised to protect school spending per pupil and Justine’s new funding formula cuts spending per pupil in more than 9,000 schools, what does that make Theresa?

In our manifesto, we said that we would protect school funding in real terms. We have protected school funding in real terms. It is at £40 billion—the highest level on record—and it will rise to £42 billion by 2019-20, as school pupil numbers rise. Given the way in which the Labour party managed our economy in the past and the way in which it intends to do so in future, I do not believe that if the party ever got into power, it would be able to match that level of funding.

I do not think I heard an answer about the promise that the Conservative party made. At this rate, the Conservative manifesto will turn out to be the greatest work of fiction since Paul Nuttall last did his CV. We are in favour of fairer funding, but this is not fair and it is not funded, either. Will the Secretary of State finally tell us whether the Conservatives are going to keep the promise made by the last Prime Minister that not one pupil would lose one penny in school funding throughout this Parliament?

We made it clear that we would maintain the funding of schools, in real terms, and that is precisely what we are doing. At a time of fiscal constraint, when we have to tackle a £150 billion public sector budget deficit inherited from the Labour party, we have still protected school funding in real terms. At the same time, we are introducing a fairer funding system—something that the Labour party failed to do in all the years that it was in office.

It is a pleasure to respond to the Secretary of State, and it is quite right that we have a day in this year’s Budget debate dedicated to education and skills. This Budget comes at a time when Britain has a deep social mobility problem that is getting worse, not better. That problem is the result of an unfair education system, a two-tier labour market, an unbalanced economy and an unaffordable housing market. That is not my accusation, but the conclusion of the Government’s own Social Mobility Commission.

The commission made a number of policy recommendations, most of which seem to have been ignored. It also made a recommendation against a policy: the Government’s proposals for new grammar schools. Sadly, that recommendation has also been ignored. Instead, the Chancellor used the Budget to announce plans to spend another £320 million on the next tranche of new free schools. The Prime Minister wrote in The Daily Telegraph that that money would provide 70,000 new places, as the Secretary of State reiterated today. That would be the equivalent of £4,571 per pupil, but the Secretary of State will know that her Department’s most recent figures showed that the cash cost of a primary free school place was £21,100 and the cash cost of creating a secondary free school place was £24,600.

That huge underfunding is coupled with a slightly curious detail hidden in the back of the Red Book: a further £715 million of capital funding for free schools in the next Parliament. Perhaps the Secretary of State can answer this maths question. If Philip gives Justine £320 million for new free school places, and each school place costs at least £21,000, how many school places will Theresa end up with? I look forward to marking the Government’s homework later.

Will the hon. Lady join me and local parents in Swindon in congratulating the Government on providing the funding for two free schools and helping us to tackle the lack of school places after the last Labour Government reduced the number of school places in the noughties?

I will come to the hon. Gentleman’s points about the cost-efficiency of free schools later in my speech.

Either the Prime Minister has made an announcement without the Chancellor actually funding it, or they are simply disguising yet another eye-watering overspend on their staggeringly inefficient free schools programme and pretending that it is new money for new places. That would not be much of a surprise. The National Audit Office has helpfully reminded the Chancellor and the Secretary of State:

“In 2010 the Department estimated that it would cost £900 million by March 2015 to open 315 schools.”

By March 2015, the Department had spent double that initial budget and not even managed to hit its target for new schools. The NAO found that the Department had already spent around £3.4 billion on the land alone for free schools and it was on course to be Britain’s largest land purchaser, even before this Budget sank yet more money in. The NAO also showed that new places in free schools were far more expensive than those in conventional schools. Will the Minister tell the House and the British people how much money her Department will actually spend on delivering these new free schools, and will she guarantee that they will open in places where there is a clear need for spaces?

The Chancellor pledged £216 million for every other school over a three-year period, as the Secretary of State mentioned in her speech, but the NAO has found that, as the hon. Member for Southport (John Pugh) said, £6.7 billion is necessary just to return all existing schools to a satisfactory condition. The NAO also found that 85% of schools that applied to the priority schools building programme were rejected in the last round, and that that investment was cheaper than the free schools programme.

Of course, we know why the Chancellor focused on free schools despite the cost—because it

“will enable the creation of new selective free schools.”

It was the former Education Secretary who said that he had “had enough of experts”, but not even he tried to bring back grammar schools, let alone pretend that it was a policy for social mobility.

I am not giving way. Only one in every 25 pupils at a grammar school is eligible for free school meals, while one in every eight pupils at grammar schools previously attended an independent school. Even among the highest-achieving 20% of pupils, those from the most affluent backgrounds are 45% more likely to get into a grammar school than those from the most disadvantaged. Of course, the Government have suggested —again, not to this House, but in leaks to the press—that they intend to take action to change that in existing grammar schools; that has not gone down very well on the Conservative Back Benches. Given that the Government have been happy to jump the gun on the rest of their consultation, perhaps the Secretary of State could be as forthcoming to the House about those plans as she was to the press?

The Secretary of State has spent a huge amount of time speaking and I have a lot of Back Benchers who want to speak, so I am going to carry on.

The Chancellor announced one other measure in the Budget to address the issue: £5 million a year for the Government’s cash-for-cabs scheme, bussing children to grammar schools. Of course, the Chancellor forgot to mention that the Government had just cut £6 million out of the schools transport budget for every other child. Those cuts left no statutory provision for disabled 16 to 18-year-olds and others, who were forced to change school. They are paying the taxi tax so that a handful of pupils can be ferried up to 15 miles to the nearest grammar school by cab, at a cost of thousands of pounds each. Apparently, the comprehensive school bus is out, and the grammar school Uber is in. That is all to give the Government a fig leaf of social mobility. The Chancellor said:

“We are committed to that programme because we understand that choice is the key to excellence in education”.—[Official Report, 8 March 2017; Vol. 622, c. 818.]

I remind the Government that good teaching, school leadership, proper funding, the right curriculum and many other things are also key to that excellence.

It is also a rather obvious point that the Government’s proposed system is not one in which parents or pupils choose the school; instead, the schools choose the pupils. Parents are unlikely to have the choice they have been promised on childcare either. The Chancellor told the House that

“from September, working parents with three and four-year-olds will get their free childcare entitlement doubled to 30 hours a week.”—[Official Report, 8 March 2017; Vol. 622, c. 816.]

But the Secretary of State has already admitted in written answers that only a small minority of the parents receiving 15 hours will be eligible for the 30 hours. Fewer than 400,000 families will qualify, despite the Government’s promise at the last election that more than 600,000 would benefit.

The Chancellor’s plans for adult education are no closer to reality. He announced £40 million to trial new ways of delivering adult education and lifelong learning, but his own Government have cut the adult skills budget by 32% since 2010, taking out more than £1 billion. I know that the Chancellor’s aides have referred to their neighbours in No. 10 as “economically illiterate”, but surely even they realise the absurdity of trying to reverse the damage caused by £1 billion of cuts with £40 million in trials.

It is a similar story with the £500 million a year to deliver the new T-levels. That amount of new investment would be welcome—after all, further education budgets were cut by 7% in the last Parliament, and the Institute for Fiscal Studies found that between 2010 and 2020, funding per pupil in further education would be cut by 13%—but the briefing lines do not quite match the Budget lines. The Red Book shows that in 2018-19 the new funding will be only £60 million. Even by 2021-22, the new funding will not have risen to the promised half a billion a year.

Is my hon. Friend aware of the consequences for the productivity gap? Since the Tories came in, and even under the coalition Government, the productivity gap between this country and the rest of the world has worsened in every single year. It is now at its worst since 1991.

I make that one-all from each side of the House, so I will move on.

That brings us back to the context for the other announcements, which is the funding crisis facing our schools. We learn from The Times today that the Government are now in retreat over the new funding formula. Perhaps the Secretary of State will use this opportunity to clarify the Government’s position to the House, rather than to Conservative Members in private meetings. They might say that they are still consulting and have not seen the results, but we still have not yet had the results of the “Schools that work for everyone” consultation and that did not stop the Prime Minister using the Budget to announce most of the forthcoming schools Bill to the press.

It was the same story with the initial plans for new grammar schools, the new school improvement funding, the new capital spending on free schools and every other education announcement made in last week’s Budget. Announcements are being made behind closed doors or behind the paywalls of the Prime Minister’s favoured newspapers, rather than to this House. It is no wonder they would rather avoid our scrutiny, because the Budget failed to mention the pledge the Conservative party made in its manifesto:

“Under a future Conservative government, the amount of money following your child into school will be protected…there will be a real-terms increase in the schools budget in the next Parliament.”

The last Prime Minister made it clear what he meant:

“the amount of money following your child into the school will not be cut. In Treasury-speak, flat cash per pupil.”

The Conservatives were clear: not a single pupil in the country would see their funding cut by a single penny. That was their promise. Yet the National Audit Office has found that there will be an 8% drop in per pupil funding this Parliament, leaving schools forced to make cuts worth £3 billion. Up and down the country, we hear that schools are seeing less money in their budgets. They are being forced to cut hours or subjects, or to ask parents to chip in. Yesterday, on Europe, the Government were clear that their justification was the mandate of the British people, yet they had a mandate when it came to funding our schools too. I know the Tories would like to airbrush the last Prime Minister from history, but will they tell us today whether that pledge still stands, and, if so, when the Treasury intends to meet it?

The Government had much to say about education in this Budget, but when it came to meeting their own promises they were selective with their facts and comprehensive in their failure. They must do better.

Before I call the hon. Member for Ashton-under-Lyne (Angela Rayner), I will point out what is demonstrably obvious: more than 10 Members wish to speak. The programme motion that the House has passed—it is not a matter for the Chair—is extremely tight, but I want Back Benchers to be heard. The Minister has set out the Government’s position and the hon. Lady will set out the Opposition’s position, but Back Benchers must be heard.

Let me reiterate that point and say how disappointing it is that the Government have allocated just 90 minutes to discuss all the issues relating to the welfare of the most vulnerable children, particularly when Back Benchers on both sides of the House contributed so much to the Bill.

I thank the Minister for that point, but there was dialogue about that before we came to the House, so he knows exactly where we stand.

I thank the Minister for his comments about my hon. Friend the Member for South Shields (Mrs Lewell-Buck). She cannot be here today because she is on compassionate leave, but she put in a tremendous amount of work to take the Bill through the Committee. I will try to be brief and will put a limit on the interventions that I take.

First, and most importantly, I want to make it clear that we will support new clause 14, tabled by the hon. Member for South Cambridgeshire (Heidi Allen). My hon. Friend the Member for South Shields and I were happy to add our names to it and will add our votes to any Division on it. It is similar to our new clause 12, so I would like the hon. Member for South Cambridgeshire to clarify whether “capacity” in her amendment has the same intention as it does in ours: an assessment of the extra numbers that a council would take. New clause 13 complements those new clauses by ensuring that the Minister reflects those numbers in the national strategy. The Government have committed to provide that, but new clause 13 puts it on a statutory footing. It also provides for progress updates in the meantime, and I understand that some of those who should have received quarterly updates from the Government have yet to receive them. If the Minister is not prepared to accept the new clause, I hope that he will commit to come back with an update. However, I reserve my right to press our amendments to a vote if the Minister does not address those concerns.

Given the time available, I will not rehearse the issues at length, but I echo the points made in recent days by my hon. Friend the Member for Wirral South (Alison McGovern) and my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper). I hope that we will hear from them in today’s debate. Our care for child refugees says something about us as a country. I hope that we take a lead from the example set in the debate in the other place and can hold our heads up high at the end of today.

I turn now to our amendments about vulnerable children already in our care, who should not be overlooked in this debate. New clause 3 requires local authorities to allow children in care reasonable contact with their siblings, and I welcome the Minister’s commitment to future dialogue on that. New clause 4 has arisen because, quite simply, we have been sending our most vulnerable looked after children to Scotland due to the lack of specialist provision closer to their homes, families, schools, and local services. New clause 4 gives Ministers two years to sort out secure accommodation in England and Wales, so that any future secure placements in Scotland are made through choice, not constraint.

Section 25 of the Children Act 1989 was changed in Committee so that children looked after by English or Welsh local authorities can be detained in secure accommodation in Scotland. As the Minister said, that was a recognition that it is already happening. Vulnerable children are being sent to a different country, with different legal and education systems, because we have failed to provide for them close to their homes and communities. Changes in Committee also removed the requirement to obtain the consent of the parents and the child. Is it right not to get a child’s consent before they are moved to Scotland? They will also lose their right to independent periodic review, and I have yet to hear a convincing argument from the Minister as to why. The High Court suggested a joint review by the Law Commission, which would surely be better than a fix behind closed doors, and I hope the Minister will consider it.

We offer our support to the hon. Members on both sides who tabled new clause 7, a version of which my hon. Friend the Member for South Shields tabled in Committee. I hope the Minister will indicate that he will take up the issue through statutory guidance if he cannot accept the new clause.

New clause 8 would establish a clear statutory duty on local authorities to secure sufficient, suitable accommodation for all care leavers up to age 21. I am sure that I do not need to tell the Minister why that is important, but Government figures show that too many care leavers are in unsuitable or unknown accommodation. All of us who are parents of young adults are aware of the modern challenges they face and of the fact that they need support beyond their teenage years. In Committee, the Minister referred to the care leavers accommodation and support framework developed by Barnardo’s and St Basil’s, but funding for that ends next month. He referred to care leavers as a priority group for social housing, but that is not the same as a legal duty and does not mean that it happens in practice. If he cannot accept new clause 8, perhaps he will agree to meet to discuss how we can achieve its basic aim.

New clause 10 seeks to reduce to four weeks the maximum level of sanctioning for care leavers on universal credit. The Minister will be aware of the shockingly high rate of sanctioning experienced by care leavers and will know that care leavers are three times more likely to receive a sanction than a member of the general population. They are also less likely to challenge sanctions, but they are more likely to have them overturned. When a care leaver sits down with a work coach for the first time, will the Minster tell us what steps he is taking to ensure that their status is known and that they are treated accordingly? The Children’s Society told me that they worked with a care leaver who was sanctioned over Christmas and had to choose between feeding himself or his pregnant girlfriend. That is not the behaviour of a good corporate parent, and I hope we can hear more about what the Minister will do about that.

In line with other elements of the Bill, new clause 11 seeks to promote the financial stability of care leavers up to the age of 25. It would support care leavers into work and apprenticeships and would protect their finances when living in private rented accommodation. Young people under the age of 25 receive a lower rate of universal credit, but care leavers tend to take on more responsibility earlier. New clause 11 would extend the higher rate to care leavers under the age of 25. At about £780 a year, the difference for a low income individual would be significant. Care leavers will receive a £2,000 bursary when entering higher education, but they are not entitled to an equivalent when engaging in apprenticeships. Given the Government’s emphasis on skills, I hope they will consider such a measure.

Care leavers in private rented accommodation also experience a cut of some £50 a week to their housing benefit when they turn 22. The Minister has asked the Children’s Society for case studies, which it has provided to the Department. Perhaps the Minister could respond.

We estimate the cost of the new clause to be some £32.9 million, which is not a significant sum of money when we consider the ultimate cost to the state of failing properly to support care leavers. The Bill provides an opportunity for the Government to take responsibility for some of the financial difficulties experienced by care leavers, and I look forward to the Minister’s response.

New clause 20 calls for an annual review of care leavers’ access to education and for the Government to produce a report of the impact of that access. If my hon. Friend the Member for Walthamstow (Stella Creasy) presses her amendments to a vote, we will support her.

The Department’s own statistics show that only 6% of care leavers go to university, compared with 38% of all young people. Almost a third of children in care leave school with no GCSEs or GNVQs. That is not their failure but ours. I urge everyone in the Chamber today to reflect on that. We are failing these children and young adults, and it is our duty to turn those numbers around.

Finally, one issue on which we can congratulate all concerned is the progress we have made on sex and relationships education. A great deal of work has gone into getting to this stage, for which I thank my Front-Bench colleague, my hon. Friend the Member for Rotherham (Sarah Champion). I also thank my hon. Friends the Members for Walthamstow, for Stretford and Urmston (Kate Green) and for Dulwich and West Norwood (Helen Hayes), in whose names new clause 1 stands.

I also acknowledge the work of the right hon. Member for Basingstoke (Mrs Miller) and the hon. Member for Enfield, Southgate (Mr Burrowes). I will support the amendment that they and the hon. Member for Harwich and North Essex (Mr Jenkin) have tabled to new clause 15. I hope the Minister will be able to address the point without division, in either sense of the word.

Does the hon. Lady agree that, on the question of the right contained in new clause 15 for parents to withdraw their children from sex education lessons, we need to ask challenging questions on whether it can ever be right to deny a child their entitlement to vital education through good, age-appropriate information, not least because we know how important that is to keeping them safe?

I take on board the hon. Lady’s point. There has to be balance, and there has been considerable movement in that direction. I pay tribute to the Government for moving on that issue. Hopefully we can tease that out as we go through the finer details.

However, I seek clarification from the Minister on certain points of new clause 15. First, the coalition Government withdrew funding for the personal, social and health and economic education continuing professional development programme. That policy made it much more difficult for teachers to access the necessary training, thus lowering quality. Will the Government commit to any new resources for teacher training and continuing professional development, to ensure that relationships and sex education provision is of high quality?

I reiterate the earlier contributions to this debate that, at first glance, there is no explicit mention of lesbian, gay, bisexual and transgender issues in new clause 15. We have evidence from Stonewall and others that excluding LGBT children and the issues they encounter daily from existing relationships and sex education has a damaging impact on their health, wellbeing and attainment at school. Do the Government commit to ensuring that the new statutory guidance is inclusive of LGBT issues in an age-appropriate way? Will the Government consult expert organisations in doing so?

We know that the nature of relationships and sex education will change, which means changes to statutory guidance.

The hon. Gentleman had loads of time to seek to intervene when the Minister was speaking.

Will the Government convene an expert group to ensure that, as the statutory guidance is updated, it covers the broad depth of topics required in RSE? Which organisations will be part of that group? On that issue at least, the House has spoken and the Government have listened. I urge the Government to do the same again on the other amendments before the House today. Many of the most vulnerable children depend on us, and we must not let them down.

I echo the thanks given by the Minister, particularly to my hon. Friend the Member for South Shields (Mrs Lewell-Buck), who cannot be with us today. She did a tremendous amount of work on the Bill. I also thank the Committee members who contributed to the Bill and all Members from across the House who have made it a much better Bill. I commend the Government on the work they have done towards finding consensus within the House on the Bill. I also thank all the organisations that have contributed to the Bill throughout its passage.

We have had a fantastic debate. I am disappointed that we have not managed to add new clause 14 to the Bill, but I hope the Minister was listening in particular to the hon. Member for South Cambridgeshire (Heidi Allen) when she talked about the model of good housekeeping in the amendment we voted on. I hope the Minister will look at that and see how we can make progress on it in later stages.

I voted in support of new clause 14. I should like to say again on behalf of the people of Northern Ireland and those in my constituency that we want to be able to welcome refugee children just as much as England, Wales and especially Scotland, which has already done so much. If the Minister is going to look at this issue, will he also remember that the people of Northern Ireland would like to have been included in new clause 14? The new clause was lost, but I know that the Minister has taken note of it.

I thank the hon. Lady for reminding us of the great contribution that Northern Ireland makes to this place.

I echo the Minister’s points about the progress that has been made on relationships and sex education and on PSHE. This is a tremendous step forward, although there is still work to be done. Many of the Select Committee members who have taken part in the debates today have done a tremendous amount of work on this, and I commend them for that. I also welcome the Minister’s earlier contribution on new clause 3, which dealt with sibling contact. That is going to make a massive difference to vulnerable people. On new clause 7, we know that a cycle of deprivation can be created among vulnerable children, who can grow up to become vulnerable adults. If nothing else, we should be trying to break those cycles. That is where the cross-party efforts in this place to achieve a true meritocracy come in.

I want to mention clauses 32 to 39, the so-called innovation clauses. There was huge resistance to those measures from care leavers, adult survivors of abuse, social workers, academics, children’s rights campaigners and charities. The Together for Children coalition has 53 organisations, more than 160 individual experts and 108,000 signatures from concerned members of the public. On top of this, organisations as diverse as the Magistrates Association, the Law Society, the Family Law Bar Association, the Royal College of Paediatrics and Child Health, the GMB trade union, which represents foster carers, as well as some of our oldest children’s charities, including Action for Children and the NSPCC, warned of the grave dangers to our country’s most vulnerable children and young people of allowing councils to opt out of their statutory duties. I therefore commend the Minister and the Secretary of State for accepting those arguments and removing the relevant chapters from the Bill.

On new clause 17, we have some concerns about the way in which the Secretary of State will decide to discharge her duties with respect to the registrar, and specifically about the extent to which Social Work England will be able to exercise the necessary independence with respect to accrediting the courses leading to registered social worker status. I hope the Minister will take note of those concerns.

I should like to end by echoing the comments of many Members throughout the passage of the Bill about the great unsung heroes who work in our children’s services. The Minister has rightly said that social workers make an important positive contribution to our communities. I must add that my niece is a social work manager who looks after children, and she does a tremendous job, as do every single one of the workers in that field. They are at the forefront of helping children, families and disabled and older adults who are distressed, in difficulty and perhaps in danger. Most of their work goes unseen, without recognition or celebration, but they deserve our thanks for the major contribution that they make every single day.

The introduction of the formula leads to different effects in different parts of the country. Obviously, we are putting in place a fair funding formula, but it has to work for all schools. We are having the second phase of the consultation to try to ensure that we get this right. We have particularly focused on helping small rural schools by relating an element of the formula to sparsity. There is also a lump-sum element. I am interested to hear all colleagues’ views in the consultation.

The Secretary of State’s answers so far will give no comfort to schools in West Sussex, which will have had an 8% reduction by 2019, or anywhere else that is facing real-terms funding cuts. Does she stand by her party’s manifesto pledge that every school in Britain, including every school in West Sussex, will receive a real-terms spending increase per pupil during this Parliament?

As ever, the hon. Lady is not clear about whether she even supports the concept of fair funding. I would have thought that all MPs would want to see all children getting fair schools funding across the board. A record amount of money is going into our schools budget and we have protected the core schools budget in real terms. There is record funding, but it is important that we ensure, through the fair funding formula, that it is distributed fairly.

Will the Minister confirm last week’s report that the Secretary of State handed back to the Treasury £384 million that was earmarked for school improvement? Does he agree with the estimate of London Councils that it would take £335 million to ensure that no school loses out under the new funding formula?

The hon. Lady should know how negotiations with the Treasury work. We negotiated a good agreement with the Treasury and have protected core school funding in real terms. We are spending £40 billion a year on school funding—a record high figure—and that is set to rise, as pupil numbers rise over the next two years, to £42 billion by 2019-20. The figure that she refers to is about the cost of academisation. That proposal continues, but we are not targeting the same timetable that was agreed in the previous White Paper.

The new funding formula is designed to ensure that funding is properly matched to need. It uses up-to-date data so that children who face entrenched barriers to their education receive the teaching and support that they need. I recognise that my hon. Friend will be disappointed by the impact of the proposals, on the basis of illustrative figures for the 2016-17 year for schools in Southend. As he knows, we are conducting a full consultation on the formula’s details, and I know he will continue to make his views known through that process.

To return to the point made by my hon. Friend the Member for Great Grimsby (Melanie Onn) about funding for academies, what will the Minister do to help schools such as the Whitehaven academy in Cumbria, which has been left with a crumbling building after his Government axed its capital funding, and where the teachers are now prevented from photocopying to save money? Will the Government help the pupils and parents who need support?

It is nice to hear from the hon. Lady for the third time. We are spending record amounts on capital: £23 billion has been allocated for capital spending over this spending review period. We created 600,000 more school places in the previous Parliament, and we are committed to creating another 600,000 in this Parliament. We are spending £40 billion a year on revenue funding for schools—a record amount that over the next two years will rise, as pupil numbers rise, to £42 billion. None of that would be possible if we relied on the Labour party to oversee the economy. We have a strong economy and we are rescuing it from the fiasco of the previous Labour Government.

I beg to move,

That this House regrets the impact of school funding cuts on the ability of children to reach their full potential; and calls on the Government to ensure that all schools have the funding that they need to provide an excellent education for every child.

I will try to keep interventions to a minimum, Madam Deputy Speaker; I warn hon. Members of that as I start my contribution.

We have heard much this week about respecting the mandate that the British people have given us, so today I am giving Conservative Members the chance to do that, by implementing the pledge that they gave to the country in their election manifesto. It stated:

“Under a future Conservative government, the amount of money following your child into school will be protected. There will be a real terms increase in the schools budget in the next Parliament.”

That pledge was repeated by the last Prime Minister—the one who actually fought an election—and he was very clear about what it meant. He said:

“I can tell you, with a Conservative Government the amount of money following your child into school will not be cut.”

There is one question that the Secretary of State has to answer today: will she keep her party’s promise to the British people?

The National Audit Office has revealed that, under the current spending settlement, there will be

“an 8 per cent cut in pupil funding”

between 2015 and 2020. That same conclusion was reached by the Institute for Fiscal Studies. That means that schools in every region, every city, every town and, yes, every constituency will lose money because of the failure of this Government to protect funding for our schools.

“Britain has a deep social mobility problem, and for this generation in particular, it is getting worse not better”—

as a result of—

“an unfair education system, a two-tier labour market, an imbalanced economy, and an unaffordable housing market.”

That was the conclusion of the Government’s own Social Mobility Commission. And what about our education system?

“We still have too many underperforming schools and low overall levels of numeracy and literacy. England remains the only OECD country where 16 to 24-year-olds are no more literate or numerate than 55 to 64-year-olds.”

Again, that is not my conclusion, but that of the Government’s own industrial strategy Green Paper, which quite rightly makes it clear just how central education is to our economy, especially following Brexit.

My hon. Friend is talking about the broken pledge on increasing funding for schools. Is she aware that 74 out of 77 schools—that is 96% of them—face real-terms cuts of more than £200,000 by 2019? How is that defensible? How is it evidence of a Government who care about education?

I absolutely agree with my hon. Friend—there is no justification for these cuts.

The Secretary of State has, of course, unveiled the proposed solution, her so-called national fair funding formula, which she presented to her Back Benchers as a kind of reverse distribution. On the Government’s own figures, they are quite literally robbing Peterborough to pay for Poole, but it will not take long for Members on both sides of the House to discover that not only is there nothing fair about the proposed funding formula but that it will not make up for overall real-terms cuts. Concerns about what that means for our constituents are shared on both sides of the House. The hon. Member for Bexhill and Battle (Huw Merriman) has said that his message to the Minister for School Standards is:

“I don’t get this and I don’t think it’s particularly fair.”

I hope that we will see the hon. Member for Bexhill and Battle in the Chamber this afternoon and that he will put his concerns forward. I hope he will speak.

The hon. Member for Altrincham and Sale West (Mr Brady) has said:

“Every secondary school in Trafford will lose funding, even though it is one of the places famously underfunded for education.”

Perhaps we will hear from him, too. The hon. Member for Cheltenham (Alex Chalk), who of course co-chairs the f40 group of historically underfunded local education authorities, said just this morning:

“The bottom line is that it’s created some distorted outcomes which we think require some significant remodelling.”

No wonder he is concerned, because nearly half of the f40 group face further cuts, rather than increases, under the Minister’s national funding fiddle.

Of course there is one Government Member who seems quite happy to accept the cuts in her own constituency: the Secretary of State herself. Schools in her own constituency are set to lose some 15% of their funding per pupil. Perhaps she will be lobbying herself.

I hope that the hon. Members I mentioned will make contributions today, because the motion before the House makes it clear that our schools are facing a cocktail of cuts that will see 98% of schools lose out in the funding formula. I hope that the Government think again about their proposals.

My hon. Friend is making a powerful speech. In my constituency we are looking at cuts of £437 per pupil between 2015 and 2019. With the Government saying that they believe in and want to support social mobility, and with a third of our children across the country not achieving even five good GCSEs, does she agree that this is absolutely the wrong time to be cutting school funding for the pupils who most need it and that it is an own goal when it comes to thinking about our future shared prosperity?

I absolutely agree with my hon. Friend, and I would go so far as to say that the meritocracy that the Prime Minister talks about is already in tatters.

The National Audit Office has said that the Secretary of State expects schools to make £1.7 billion of savings by “using staff more efficiently.” Can she guarantee today that those so-called efficiencies do not mean fewer staff? A £1.7 billion cut could mean up to 10,000 redundancies for teaching staff in our schools. She has resolutely failed to give us figures on the impact of the planned cut, but her own analysis of the research conducted by the education unions shows that, for example, the cuts in my region—the north-west—would amount to well over £400 million, requiring the loss of more than 2,000 teachers. Given that the Government have failed to meet their own teacher recruitment targets for the past five years in a row, I urge her to think again before she tries to solve school budget crises on the back of hard-working staff.

Make no mistake, this is a crisis. Indeed, schools are already resorting to staff cuts in order to cope. A Unison staff survey conducted last year showed that, even then, more than one in 10 respondents were reporting redundancies in the past year and in the coming year. More than one in five said that their school had left vacant posts unfilled over the past year or had cut maintenance. Nearly a quarter had seen increased class sizes, and over a quarter had experienced cuts to budgets for books and resources over the past year.

I am grateful to the hon. Lady for giving way. I am sorry that she does not agree with fair funding. How can she possibly justify a child in the constituencies of the Leader of the Opposition and the shadow Home Secretary receiving, on average, £6,229 a year and £6,680 a year respectively while a child in my West Sussex constituency, which has deprived wards, will receive less than £4,200?

The Labour party is for fair funding, but this is not fair funding; this is unfair funding for every school in our nation. The hon. Gentleman should take heed of what that might mean for his constituency. Pulling people down is not the way forward. If we want to make the best of our economy post-Brexit, we must ensure that we invest in all our schools, not take from one school, robbing one group of young people, to give to another, leading to an overall cut in distribution.

I have given way once, so I am going to make some progress.

It was no surprise when the National Audit Office found that the number of maintained secondary schools in deficit rose from 33% to nearly 60% between 2010 and 2015. Its report refers to a sample of schools that said that typical savings came through increased class sizes, reduced teacher contact time, replacing experienced teachers with new recruits, recruiting staff on temporary contracts, encouraging staff to teach outside their specialism, and relying more on unqualified staff, none of which are measures that parents would want to see at their school. The NAO tells us that the Department’s savings estimates do not even take account of the real impact on schools. For example, the Government seem to remain committed to cutting the national education services grant, which amounts to £600 million, but they have not yet completed any assessment of how that will impact on schools across England. When will that assessment be put to the House?

Just this Monday, the Public Accounts Committee heard from headteachers who are desperately trying to keep providing an excellent education in the face of funding cuts. I hope that the Secretary of State heard the contribution of Kate Davies, headteacher of Darton College in Barnsley, for example. She said that as a result of funding cuts she had had to

“reduce the curriculum offer and cut out the whole of the community team. We have reduced staffing and reduced the leadership team.”

I am sure the Secretary of State heard Tim Gartside, headteacher of Altrincham Grammar School for Boys, say only this morning that the funding cuts that his school faces are so severe that he only has three options left: reduce the curriculum, increase class sizes, or ask parents to make a cash contribution to keep the school running. What is the Secretary of State’s plan? Does she want schools to cut subjects, increase class sizes, or make parents foot the bill? Is she not worried that routinely requesting termly cash donations from parents risks discriminating against low-income families and schools in lower-income areas? We have heard similar from not only the representatives of teachers, but unions that represent teaching assistants, such as Unison and the GMB. If she thinks assistants are a soft target for cuts, she is much mistaken.

Evidence from the Education Endowment Foundation shows that teaching assistants have a particularly important impact on the literacy and numeracy of pupils on free school meals and on those who were previously struggling—the very pupils that the Government said only earlier this week needed extra support if we are to increase skills and productivity. Teaching assistant pay has declined so far since the Government abolished the school staff negotiating body that many are now on the minimum wage. There are literally no more cuts to make to pay. Any further cuts will hit teaching staff directly.

I have in my constituency a big secondary school that gets the pupil premium for 67% of its kids, and it believes that it will lose £300,000. Does my hon. Friend believe that that lives up to the Prime Minister’s rhetoric?

I absolutely agree with my hon. Friend. I am sure that the reason the debate has been over-subscribed is that many hon. Members from both sides of the House have realised that the national funding formula and the cuts faced by our schools are taking them over the edge and building a crisis in our school system.

The Conservative party’s promise was not to spend more on schools; it was to spend more on each pupil, in real terms. Yet the Government will cut per-pupil spending. Under Labour Governments, education spending increased by 4.7% per year. The fact of the matter is quite simple: the Secretary of State and her party entered government on a manifesto that pledged to protect per-pupil funding. That promise is being broken.

I have noticed over the past two years that the Opposition seem to have an awful lot of money to spend, and the hon. Lady is obviously suggesting spending more. Does she accept the analysis performed by the Institute for Fiscal Studies of the Labour and Conservative manifestos, which effectively said that the two parties’ commitments to investment in education came to exactly the same figure?

The difference between the Labour and Conservative manifestos is that when Labour was in power, in 1997, 2001 and 2005, our manifesto pledged to increase spending on education, and we delivered on that. It is the Conservative Government who are not delivering on their promises. Government Members should hold them to account.

Instead of proper funding for our schools and investment in our future, we have seen years of regressive tax giveaways to the wealthiest, and now the Prime Minister and the Chancellor have threatened to turn Britain into an offshore tax haven for billionaires—a bargain- basement economy that loses billions of pounds in tax revenues each and every year. The Government are faced with choices, and time and again they make the wrong decision.

I know that every Member, on both sides of the House, will want every child in their constituency and in our country to get the best possible start in life, but if the Government do not change their course, that simply will not be possible. So today is the chance for the Secretary of State to tell us whether she will keep her manifesto pledge and commit to provide the real-term increase in school budgets that was promised. If she will not, I call on all Members of the House to send a clear message today: that we will accept nothing but the best possible start in life for every child in our country.

My right hon. Friend is absolutely right. I was at Sheringham Nursery School in Newham last week, which is an early implementer and is already seeing the massive difference the scheme is making to working families. There is an inclusion fund that will go to children with special educational needs and disabilities.

I hope the Minister agrees that the early-years pupil premium provides vital support to some of our most disadvantaged children. Like the hon. Member for High Peak (Andrew Bingham), we know that nurseries are facing financial pressure now, and many worry that they will not be able to care for the most vulnerable children when the 30 hours scheme is introduced. Will she therefore guarantee that all of the £50 million early-years pupil premium money will go to our most vulnerable children, and that that vital resource will not be cut this Parliament?

I, too, would like to wish the Secretary of State and all Members of the House a merry Christmas, but it ain’t going to be a very merry Christmas for our schools. The recent Government consultation document says there will be a floor on schools’ funding so that no school will lose more than 3% of its funding per pupil as a result of the changes to the funding formula—a hugely necessary protection, as some schools face cuts that are too severe to manage. Not only has the National Audit Office shown that, despite the floor, schools are facing funding cuts of 8% per pupil, but it has criticised the Department for failing to make the scale of the coming cuts clear. The Secretary of State has two choices—

We are consulting on proposals for a new national funding formula. I think everybody accepts the current system is unfair, untransparent and out of date, and it does not support our aspiration for all children to be able to reach their potential and succeed in adult life. There is often little or no justification for the differences that local areas and schools get at the moment. The consultation is now under way, and I have no doubt that hon. Members on both sides of the House will want to respond to it.

The former Chancellor, the right hon. Member for Tatton (Mr Osborne), is the most recent senior Conservative to say that the Prime Minister’s plans to include international students in migration figures are not sensible. Will the Secretary of State join the Opposition and commit to doing everything she can to reverse this foolish policy and to ensure that students are removed from the migration statistics?

After many delays, the Secretary of State has finally come forward with the Government’s so-called fair funding formula. I thank her for advance sight of her statement and the raft of documents she sent me just half an hour ago.

If only the fair funding formula lived up to its name. Does the Secretary of State recall the commitment in her party’s manifesto to

“continue to protect school funding”?

Does she accept that the National Audit Office has confirmed something that the Institute for Fiscal Studies had already told us, which she tried to ignore—that the Government will be cutting the schools budget by at least 8%, and that is not changed at all by today’s announcement? Does she remember that that same manifesto promised:

“Under a future Conservative Government, the amount of money following your child into school will be protected”?

The National Audit Office has made it clear that funding per pupil will also fall by 8%. Is the National Audit Office wrong, or is the new, unelected Prime Minister ripping up the manifesto that her predecessor put to the country?

The Secretary of State said that the so-called fair funding formula would mean that no school would lose more than 1.5% of its funding per year. How can she possibly reconcile that with the projections of schools facing actual cuts of up to double that and real-terms cuts of up to 10%? Can she tell the House how exactly a funding formula can be fair when it will mean that a third of local authorities and around 10,000 schools, serving more than 2 million children, lose money? In a period when pupil numbers and inflation are rising in tandem, the pressure on school budgets will continue to increase. The National Audit Office has told us today that school budgets are facing a “real-terms reduction”. Will the Secretary of State tell the House what percentage of the schools budget will be cut over this Parliament, and how much that cut will be for the average secondary school? Will she tell us how, at a time when pressure on schools is increasing, she can possibly justify that position?

The Department has said that schools will need to make £3 billion in efficiency savings over this Parliament, but the National Audit Office has said that schools are not prepared for the “scale and pace” of the changes, and that the Department has failed to make that clear to them. Will the Secretary of State tell the House how exactly the Department will ensure that schools are able to meet her demands? Is the suggestion that schools make £1.7 billion in savings by “using staff more efficiently” just a crude euphemism for cutting the jobs of teachers, teaching assistants and vital support staff, at a point when the workforce is already facing a crisis? The Department has said that the funding formula will be about targeting on the basis of pupils’ need rather than their postcode. Can she explain why schools up and down the country will be losing out, and why many in the most disadvantaged areas will lose the most?

The only new money being offered to English schools is to expand the few remaining grammar schools, 80% of which are in Tory-held seats, regardless of where the need for places is. Does the Secretary of State accept that that means that the only parts of Britain denied new funding are the comprehensive areas of England? Does she acknowledge that nearly 60% of secondary schools across the country already receive less in funding than they spend on teaching, and that they are already running at a deficit? Will she tell us her projections of the increase in pupil numbers over the spending review period, her forecast for the rate of inflation facing schools, and therefore the rise in costs facing schools? The Secretary of State seems to believe that all these savings and all these cuts can be managed without any impact on the education of our children. Will she tell the House how exactly she will ensure that that happens in practice?

You know, Mr Speaker, they used to say the Tories knew the value of nothing but the price of everything, but now they do not even know that. They have failed on the economy, failed on protecting our NHS and now failed on our children.

I have to say that I am absolutely staggered at that response from the shadow Secretary of State for Education. There is cross-party support for reforming the national funding formula and, from representing our constituencies, we all know that it is impossible to justify the current approach. It would have been better if we had had a more thoughtful response, rather than just a diatribe of political rhetoric, from the Opposition Dispatch Box.

On some of the points the hon. Lady tried to make, the reality is that we have been able to protect the schools budget—the core schools budget—in real terms. That is because we have a thriving economy, which is generating the taxes that mean we can continue to invest in our public services. She talked about fair funding, but did not seem to understand or to have listened to my statement. Perhaps she had already written what she wanted to say, and was not actually interested in the reality. The funding formula absolutely bakes in making sure that we have the right amount of funding for children from more disadvantaged areas. In fact, we have taken a broader definition of disadvantage to make sure that it is not only the children eligible for free school meals who will get additional support. We have also made sure that the formula builds in a strong focus on low prior attainment, so that the children who have fallen behind—we need to invest in and support them to catch up—get additional resourcing. Schools with more of them will get more.

The hon. Lady seemed to fail even to hear the statement I made. I have to say that, based on the lack of engagement from the Labour Front Bench, I will sit down and give colleagues with more thoughtful questions a chance to ask them.

We welcome any attempt to improve the lives of children in care, and I am sure that aim is shared in all parts of the House. The challenges facing those children are significant, as is the effort needed to tackle them. The National Audit Office said recently:

“Nationally the quality of help and protection for children is unsatisfactory and inconsistent, suggesting systemic rather than just local failure.”

The Government need to take action in the Bill to address that failure, rather than make it worse. I hope that the Secretary of State is listening to this very important debate, even if she is not able to attend the Chamber.

A new report by LaingBuisson for the Department for Education, which was published only last Friday, considered the options of outsourcing and developing markets in children’s social services. That is privatisation by another name. Quite simply, it would be not just the wrong solution, but no solution at all.

Following the excellent work of my noble Friends and others in the other place, the clauses that would have allowed local authorities to derogate from their existing legal obligations are no longer in the Bill. However, given the seriousness of the proposals and the timing of that report, I must ask the Secretary of State’s Department to think again and guarantee to this House that the Government will not seek to use the Bill as a vehicle to privatise children’s social services.

I hope the Minister can give us that assurance later, because there is a good deal to welcome in the Bill. From the principles of corporate parenting to the local offer for care leavers, there are steps towards helping young people in care and leaving care that we welcome. I do not want to have to divide the House in later stages and the Opposition would like to make progress collectively.

This issue is vital to the collective good of our nations. The services that are provided and the great work that is done on the ground by many public sector workers should be applauded, as they change lives every single day. I must declare an interest as my niece is one such worker. Our aim collectively within the Bill should be to enhance and enable that important work. Privatisation and fragmentation are not the answer. Our overall concern is less with what is in the Bill than with what is not in it. In short, the Bill lacks the ambition to have the meaningful impact on the lives of vulnerable young people that is needed.

If we are to make significant progress, we have to improve child mental health services. The Bill focuses on adoption, which is hardly a surprise—in the past several years, the Government have taken several steps to make it easier to adopt, such as the Education and Adoption Act 2016 —and we welcome measures that support adoption, but surely the Minister is aware that only one in every 20 children in care goes on to be adopted, so can he explain to the House why the Bill, much like the last one, focuses exclusively on adoption and does not contain provision for other forms of care? Would this not have been an opportunity to come forward with a comprehensive strategy for children in all forms of care? Will he indicate whether we might anticipate further legislation or whether he thinks that no changes are needed?

Similarly, we welcome the principles of corporate parenting, but there are questions about why the Bill does not go further. I am sure the Minister agrees that children in care will often have complex needs that require a joined-up approach across public services in order to get the best possible outcomes, so will he explain why there is no provision in the Bill to facilitate ways for public services, such as health and education, to play a key role in ensuring good corporate parenting? These public services play a key role in ensuring the best outcomes for children in care, yet there is no apparent involvement for them in the corporate parenting principles.

The principle of the local offer is welcome, and we supported it when it was introduced for children with special educational needs and disabilities in the Children and Families Act 2014, but we have since seen failings in practice, with the quality of local offers varying wildly between local authorities, no minimum guarantees of quality, no statutory guidance and no certainty that the local offer will be available to all those who need it. When there are no minimum guarantees of quality, we know which areas will lose out. Overwhelmingly, it will be areas already facing disadvantage that will not get the support they need.

There are already unacceptable variations in spending on children’s services between regions. In one local authority, £4,970 is spent on children in need; in another, it is only £340. The Department for Education’s own figures show that these spending inequalities fall along our all-too-familiar geographical divides.

In my conversations with Hull City Council’s children’s services department, it talks to me about the resource inequalities it faces and the very disadvantaged community it serves. It is not asking for powers to innovate; it is asking for proper resources to provide the services that young people need in the city.

My hon. Friend makes a significant point. Local authorities in the north-west, such as mine, have faced cuts of 50% since austerity while trying to deal with the complex needs of their communities. I ask the Government to look again at that.

In the south-east, spending tends to be much higher than average, but, as we move through to the midlands and the north-west, spending in local authorities is far lower. Once again, levels of spending on public services fall on either side of the north-south divide, with the north losing out. In his final report as Her Majesty’s chief inspector of schools, Sir Michael Wilshaw has singled out the north-south divide as one of the great challenges facing our education system and our country, and only this morning the Children’s Commissioner said that the problem was simply that parents in the north were not as ambitious as those in the south. I am sure that the Minister for Vulnerable Children and Families, a parent from the north himself, will agree that such comments are neither acceptable nor helpful. In an effort to ensure that all regions of our country, north and south, benefit from the local offer, I hope he will seek to put clear national standards in the Bill that all local offers will have to meet. There is a clear case for proper guidance on what the local offer should contain and how to make it accessible to all those who need it, drawing on the best available practice. Will the Minister tell us why these issues have not been addressed in the Bill, and whether the Government will bring forward amendments during its passage?

Part 2 establishes the new regulator, Social Work England. I want to pay tribute once again to the excellent work done by the parties in the other place. Following their scrutiny, plans to place regulatory control with the Secretary of State were defeated. I am sure that the Minister would acknowledge the norm that regulators are operationally independent from Government and, in this case, serve the interests of children. Will he guarantee today that that independence will be respected as the Bill is ultimately agreed?

While we welcome the new regulatory body, assuming that it is effective and independent, we will seek answers to a number of questions about how it will function. After all, the Government seem to want Social Work England to have a representative improvement and regulatory roles within the profession, yet they have not told us how it will be achieved. We have no detail on the remit of the work of the new regulator. As it stands, we will find out only through a series of regulations to be made by the Secretary of State. Will the Minister tell us exactly what the remit and powers of the new regulator will be, and why it is appropriate for those to be decided in secondary legislation, away from scrutiny of the full House? After all, we have been down this path before. Only four years ago, the General Social Care Council was closed. What, then, will be done differently this time to ensure that we do not look back in a year or two and see yet another regulator that has been closed down?

We broadly welcome what is in the Bill, although we hope that the Minister will answer some of the many questions that remain. Once already in the other place, the Government’s plans for the outsourcing and privatisation of our children’s services, dressed up as “innovation”, were defeated. Nobody in the profession believes that privatisation is the answer to the immense challenges it currently faces, and neither can it alleviate the growing demand for children’s services.

My hon. Friend is doing a very good job of putting forward the case that exists in the country. Is she concerned that the Minister has not said much at all about what “innovation” he expects would require a local authority, in effect, to wash its hands of its statutory duty in respect of our young people and children?

My right hon. Friend is absolutely right. Most people who work in the profession believe that privatisation is absolutely the wrong answer and will not help with any form of innovation that the Government might currently want. In fact, the best way of helping would be to restore the investment in our community and local services that the Government have cut over the last few years.

I call on the Minister to confirm today that the Government will not seek to bring these clauses back into the Bill. I am sure that he knows as well as Opposition Members and indeed all Members that these plans do not offer a real solution. If the Minister fails to take that suggestion on board, Opposition Members will be far less conciliatory when we debate the Bill again.

I beg to move,

That this House believes that every child throughout the UK must be given the opportunity to reach their full potential; further believes that there is no evidence that additional academic selection in the school system will improve social mobility; and calls on the Government to instead concentrate on providing the best education possible for all children.

Thank you, Mr Speaker. I hope to be brief but substantive in my comments. I start by thanking the emergency services across the UK who helped many of our constituents during the floods yesterday, particularly my constituents and businesses across Tameside and Oldham.

It should be the duty of all Governments to provide the best education for every child. Today we call on the whole House to show that it shares this commitment. Only last Wednesday, we heard that Britain has a “deep social mobility problem”; that for this generation of young people, in particular, it is getting worse, not better; and that this is the result of an unfair education system, a two-tier labour market, an imbalanced economy, and an unaffordable housing market. That is not an accusation from the Opposition, but the conclusion of the Government’s own Social Mobility Commission. The commission made many recommendations on how we can offer the best start in life for every child— but, crucially, new academic selection was not one of them.

As a parent, as a school governor, and as a Member who used to represent trade union members, I have visited many grammar schools. My contribution to this debate will be based on fact and evidence. I hope that the hon. Gentleman will look at the facts and evidence and vote accordingly. In fact, the Social Mobility Commission offered a clear recommendation to abandon any plans for further academic selection. It did so because it knows that social mobility is facing a crisis and that further academic selection is simply not the answer; in fact, it will only entrench the problem.

Could the hon. Lady explain why it is right for my constituents to be able to go to a grammar school in Birmingham but not to be able to go to a grammar school in Brierley Hill, because there is no existing provision there?

In my contribution, I hope to explain exactly why we need to move away from selection and towards inclusion in our education system.

The conclusions of the Social Mobility Commission will find much support in this House, not just among Opposition Members but, I hope, among Government Members as well. We still have not heard from the Prime Minister whether any of the recommendations will be adopted.

Before we have to listen to the sixth-form debating points from Conservative Members, does my hon. Friend agree that what they ought to do is to set out the evidence for this policy? They should tell us where these schools will be, how many of them there will be, how much the policy will cost, how these schools will select their pupils, where the resources will come from, what the pupils will learn and how the schools will differ from existing ones.

I absolutely agree with my hon. Friend. There are clearly many questions to be answered about the evidence for such a policy.

I want to give the Education Secretary the chance to end this uncertainty in our school system. Can she tell us which of the commission’s recommendations she will be accepting, and whether the Government have rejected the recommendation on schools, in particular? The challenges that we face as a country go much further than this one misguided policy.

Last year in Ashfield 66% of children from disadvantaged backgrounds did not get five A* to C GCSEs. We are the 13th lowest constituency at sending 18-year-olds to higher education. That is the real scandal, is it not—not the grammar school proposals?

Is it not a fact that the demand for grammar schools is coming from wealthy parents who are seeing private education become more and more priced out of their reach, with fees of more than £21,000 a year? It is a fact that there are four times more children from privately paid prep schools getting into grammar schools than there are kids from state schools. Surely we should not let people get an elite education on the cheap, paid for by the taxpayer.

I thank my hon. Friend for his contribution. The report by the Social Mobility Commission that came out last week stated that the people who were finding it hardest to progress were not just the most disadvantaged, but those earning around £22,000 a year. Those are the hard-working families—the people who are just getting by—that this Prime Minister pledged to support on the steps of 10 Downing Street. I want to find common cause with Members from all parts of the House and all parties in making Britain a country in which every child gets an excellent education and the best start in life.

Talking of excellence in sport, does my hon. Friend agree that we should celebrate the fact that Mo Farah, who grew up and went to a state school in my constituency, has succeeded on the world stage? The school that he attended is now suffering from cuts, which mean that it is referring more than 40% of its pupils for mental health support services.

I am going to make some progress before I take any more interventions.

I want to find common cause, and I know that many Government Members agree with me that expanding academic selection is hardly the best way to ensure that every child makes the best progress. Members of all parties know that all the evidence tells us that providing an excellent education starts at the earliest point. Access to childcare and early years education is absolutely vital, not just in helping children, but in helping every family to fulfil its potential. Indeed, by the time they would take the 11-plus, children from the most disadvantaged backgrounds are already, on average, 10 months behind. The evidence shows that investment in early years is the best way to close the attainment gap between the most disadvantaged children and their affluent peers.

I find myself agreeing with the former Prime Minister, who was elected to make those contributions to the debate. That was the platform and the manifesto on which the Conservative Government stood, which they are currently rejecting.

I know from personal experience, as will parents from across this Chamber, the incredible impact that childcare can have, not just on children and their education, but on entire families. Leaving school at 16, with no qualifications and a newborn son, Labour’s Sure Start centres helped me to learn to be a better parent to my son. I know that I would not be speaking in this House today without those programmes, and that they have helped to offer my son the opportunities I never had growing up.

What would the hon. Lady say to parents in my constituency and in the rest of Croydon—where there are no grammar schools—who have to travel for miles and miles to an adjacent grammar school in either Sutton or Bromley? She is seeking to deny those parents choice, is she not?

My hon. Friend is making an outstanding opening speech. Does she agree that in this debate the point about choice is really a non-starter? The choice lies not with the parents, but with the school. The school gets to choose the kids; the parents do not get to choose the school. Invariably, the school chooses the children on their financial and social wellbeing rather than on anything else.

I am going to make some more progress.

The Social Mobility Commission talked about treadmill families, who are running fast but are stuck in the same place, and who are working hard but do not have anything to show for it at the end of the week. Childcare and early years intervention will do far more to address those problems than would a focus on new academic selection at age 11. Yet we have seen the closure of more than 800 Sure Start centres since 2010, the loss of around 45,000 childcare places and the closure of 1,000 childcare providers in the last five years.

There are similar challenges facing our existing schools. The Institute for Fiscal Studies has shown that our schools are facing the first real-terms cuts to their budgets in nearly two decades, just as demand for school places is growing. We already know the consequences: more staff leaving, more schools in disrepair and more courses being cut. The Department for Education has missed its teacher training targets for four years in a row, while more experienced teachers are leaving the profession in record numbers and half a million pupils are being taught in super-sized classes. It should be our mission to provide an excellent education for all children, and we know what is needed to provide that: high-quality early years education, and the best heads and teachers teaching the right curriculum to manageable classes in decent school buildings, with high standards and good behaviour.

Let me say to the Education Secretary and all Government Members that if they take serious action to make the changes our education system needs, I will be the first to support them, because education policy should not be about ideological dogma, but about looking at all the evidence and pursuing policies that will improve the lives of all children.

I will make some more progress.

The purpose of today’s debate is to send a message that Members from all parties are committed to an evidence-based approach to education policy, not to pursuing the failed policy of academic selection. We know that such a policy is not the answer to Britain’s social mobility crisis, and the Government knew that, too, until very recently. Indeed, the former leader of the Conservative Party—the one who won an election—had explicitly promised not to do so: only just gone, but so quickly forgotten. Why has that pledge been ripped up by the new Prime Minister? The Education Secretary has said it is to help solve Britain’s social mobility crisis, but the evidence for that is scant. I will not recite this point at length, but that was conclusively demonstrated in the recent Back-Bench business debate, which focused precisely on the evidence, secured by my hon. Friend the Member for Wigan (Lisa Nandy) and the hon. Member for Stroud (Neil Carmichael), the Chair of the Education Committee.

We know that those from disadvantaged backgrounds are far less likely to get into selective schools, even if they are just as bright as their better-off peers, and we know that even if they do get in, the impact on their attainment is minimal at best. It is not just Labour Members who know it; dozens of the Education Secretary’s own Back Benchers know it. The greatest concerns are about the mistaken priorities revealed by this policy.

In the consultation document launched in November, the Government have already pledged £50 million to help existing grammar schools to expand. The same Green Paper made a series of substantial, uncosted pledges to schools that want to become grammars or to academy chains that want to open them. Now, just this weekend, Government sources briefed The Sunday Times that there will be “tens of millions” more to help grammar schools to expand.

The idea that this is the way in which the Government should spend taxpayers’ money is simply baffling. When nurseries across the country are facing closure because the Government will not deliver the investment needed to deliver on their manifesto pledge to provide 30 hours of free childcare a week and our schools are facing deeper cuts in their budgets than at any time since the 1970s, why is this money being taken away from them?

My hon. Friend is making an outstanding speech. Have we not seen the problem with Tory education thinking this afternoon? Government Members think that some types of schools are better than others and that some children deserve better opportunities than others. That is what is so entirely wrong with what they are arguing today.

Do you know what? That is the real rub: that is the difference between Labour Members and Government Members. We believe that teachers are invaluable in making sure that our schools are the best they can possibly be, rather than focusing on the vehicle in which those teachers and drivers take forward that mission.

We know that Members across this House agree that this is not the way we should spend school budgets. Members in the devolved nations will want to know the implications for their own school budgets, too. I know that many Government Members share the view of Labour Members that education is the key to social mobility, and that for all our differences on policy, they would not want the Government to waste the Department for Education’s budget on an ineffective vanity project. That must be the key test of every spending commitment made by the Secretary of State.

Will the hon. Lady provide some clarification? We have heard loud and clear her position on grammar schools, but is it also her position that the Government should close all the grammar schools that already exist?

Again, I reiterate my point that Members on both sides of the House have the absolute responsibility to make sure that the policies they introduce in this House for the education of all our children are in their best interests and are evidence-based. This must be the key test of every spending commitment made by the Secretary of State: will this money be spent on something that we know will improve the lives of children across this country, whatever their background? That is the point of our motion, and I urge all Members on both sides of the House to ensure that our collective endeavour is always for the best education for every child.

Yes, I congratulate Ellen Wallace and the team at the school that my hon. Friend talks about. They have done a fantastic job in achieving that award, showing that strong leadership in a school alongside collaboration between schools is a key way for schools to improve.

The Secretary of State might have us believe that results in Northamptonshire have improved under this Government, but the fact is that the pass rate peaked immediately after the end of the previous Labour Government and has been falling since 2012. Nationally, this year saw the largest fall in GCSE results on record. If the Secretary of State had given us a breakdown of the data, it would have shown that those from disadvantaged backgrounds lost out the most. Last week, the Sutton Trust showed that people from white working class backgrounds face particular barriers at GCSE. Will the Secretary of State tell us which, if any, of the trust’s recommendations she will accept?

I do not think that the Government need to take any lessons from Labour, who in government presided over grade inflation and young people leaving our education system who were simply unable to read or write. I remind the hon. Lady that, according to the CBI, on Labour’s watch the number of employers who were dissatisfied with school and college leavers’ basic skills remained stuck at around a third. In other words, it had not shifted at all. In fact, 42 % reported that they had had to provide remedial training for school and college leavers.

I agree with the hon. Gentleman. We can safely say that every school will have bullying at some point in some form, and we need to ensure they have the tools available to tackle it in the best way possible, particularly with the additional threat of cyber-bullying outside the school gates. ChildLine, which the Government help to fund, is receiving more calls. This will remain a very high-profile issue for years to come. That is why we support organisations to help schools more effectively tackle these issues, but we need to be alive to the new ways that bullying will emerge in the future. We will continue to work on that with all organisations, including Red Balloon.

After the EU referendum, teachers warned us of a disturbing rise in levels of racist bullying in schools, and now we are seeing the same following the election of Donald Trump in the US. In the spirit of Anti-bullying Week, will the Minister take this opportunity to condemn not only such bullying but the politicians whose hateful, divisive rhetoric has made some children think that this is acceptable?
