I thank the Minister for his answer to the urgent question. Does he not agree that the time has come to use all our diplomatic influence, and can he confirm what action we can take with our allies collectively to bring about an end to the brutal emotional and physical persecution—it is nothing short of that—of Mrs Nazanin Zaghari-Ratcliffe?

As always, the hon. Gentleman speaks from the heart, and his point certainly needs to be considered in this case. The humanitarian circumstances have been made clear to the Iranian authorities. This is a woman separated from her child some time ago. As the House knows, I have met the daughter and family in Tehran, and I am well aware of the circumstances. We make the case on the humanitarian basis as much as we can to indicate the pathway forward, and the UK will continue to do so in a manner that the House would expect and understand.

Thank you, Mr Hollobone, for the opportunity speak. I congratulate the hon. Member for Croydon South (Chris Philp) on introducing the debate. I welcome the Minister and look forward to his important response. As chair of the all-party parliamentary group for international freedom of religion or belief, many things come to my attention. In Nepal, the new anti-conversion and blasphemy laws threaten Christians. In Nigeria, Christian farmers and others have been murdered in their thousands by the armed Fulani militias. In Pakistan, at least 1,000 Hindu and Christian girls are kidnapped, forced to convert, forcibly married or sold into prostitution annually.

I would like to leave something for the Minister to do in these 90 seconds—it is a bit like that radio programme “Just a Minute”. He should develop strategies to advance freedom of religion or belief in countries with severe FORB restrictions; develop a database that tracks quantitative data on issues relating to religious or belief minorities; increase Government expertise internally or via external experts; and introduce mandatory training for employees of the Foreign and Commonwealth Office and the Department for International Development who work in countries with severe levels of discrimination against religion or belief.

Those steps will address the persecution of Christians. This year, 100,000 people will die for their faith, 200 million will be persecuted and 2 billion will live in an endangered neighbourhood. When we put those figures into perspective, we know why this debate is so important. That is why I am very happy to support the hon. Member for Croydon South.

I beg to move,

That this House has considered access to reproductive rights around the world.

It is a pleasure to serve under your chairmanship, Mr Hosie, in a debate that should concern everybody in the country who is committed to equality. Abortion lies at the heart of equality for women, and men and women can never truly be equal until they have equal control over their own bodies. Abortion is the most common procedure that women of reproductive age undergo, and one in three women in Britain under the age of 45 have an abortion in their lifetime. In truth, those of us committed to equality and to ensuring that women are able to make choices about their own bodies can never be too vigilant, or think that the law in this country, let alone around the world, brings us equality and human rights. That is because there are continued attacks on that basic freedom for women, and that is what the debate is about.

I have seen and read the Minister’s words, and he knows that I am a fan of his persuasive abilities. However, I want to test whether the Government will learn the lesson of the suffragette movement, which is that it is deeds not words that matter, especially when it comes to equality. The Government must not simply say that they are committed to ensuring that women have the right to decide their own sexual and reproductive health; it matters that they act, including in response to any threats to that right.

There is a big variation around the world in access to abortion. Although 98% of countries permit abortion to save the life of a woman, only 62% allow it to preserve a woman’s mental health, and 63% to preserve a woman’s physical health. Only 27% of countries provide abortion on request. There has been some progress. For example, in recent years there has been a heated national debate in Bolivia when it was discovered that women were being turned in by their healthcare providers. A 16-year-old girl who arrived at hospital haemorrhaging was later apprehended and accused by hospital staff of having had an abortion. New legislation in Bolivia now allows abortion in the first eight weeks of pregnancy for a broad range of circumstances.

Canada decriminalised abortion in 1988. As a result, not only is Canada’s abortion rate lower than in the United Kingdom, but it enjoys the world’s lowest rate of maternal mortality from abortion. Abortion is legal in many parts of South Asia, including India, Nepal and Bangladesh, although it is not always accessible. In some African countries, for example, South Africa and Ethiopia, abortion is permissible and reasonably accessible.

First and foremost, we should listen to African women, and they are consistently clear that they would like control over their own bodies. Being forced to continue an unwanted pregnancy is no freedom or liberation at all.

For every country where there is progress, we also see the tightening grip of the anti-choice movement. Let us not call it “pro-life”; there is nothing pro-life about forcing a woman to continue an unwanted pregnancy. In Europe—our own continent—Poland now has some of the strictest rules on abortion in the world, and abortion is allowed only if the pregnancy is the result of rape or incest, if the woman’s life is in danger, or in cases of severe or fatal foetal abnormality. Consequently, 80,000 Polish women a year go abroad or seek illegal abortions at home.

America now has a President who says that women should be “punished” if they have an abortion, and a Vice-President who believes that women who have a miscarriage should report it and hold a funeral. One Governor signed a law that states that it is illegal to have an abortion once a foetal heartbeat has been detected. Given that heartbeats can be detected as early as six weeks into a pregnancy—sometimes before a women even realises she is pregnant—that is no freedom or liberation at all.

In El Salvador, abortion is illegal with no exceptions, and that horrendous ban violates the basic human rights of women in that country. At least 23 women and girls remain in prison as a result of the abortion ban, and one woman, Teodora del Carmen Vasquez, walked out of prison a few weeks ago after more than a decade of imprisonment. She was marked as a criminal because she began bleeding and suffered a stillbirth. She was sentenced to 30 years for aggravated homicide, and released only after the Supreme Court ruled that there was not enough evidence to show that she had killed her baby. Abortion may be permitted in Rwanda, but Rwandan police unjustly arrest and imprison hundreds of women on abortion-related charges—such women make up 25% of the female prison population.

The number of maternal deaths resulting from illegal abortions represents the truth: banning abortion does not stop abortion; it simply makes it unsafe. In Africa, a quarter of all those who have an unsafe abortion are adolescent girls. Indeed, about half of the 20,000 Nigerian women who die from unsafe abortions each year are adolescents. It is insulting to suggest that African women do not deserve the rights that we would fight for in our country and around the world. Africa shows us how vital international aid is, as is the job that the Minister is intended to do. Abortion is relatively legal in Zambia, but only 16% of women have access to abortion facilities—in Zambia’s Central Province, there is just one medical doctor for more than 110,000 patients.

Closer to home we see the impact of restrictions on access to healthcare services for women. In the Republic of Ireland, the Protection of Life during Pregnancy Act 2013 imposed an almost total criminalisation of abortion. Ireland is one of a few countries in Europe with such highly restrictive abortion laws. The Irish constitution currently affords equal rights to the life of a foetus and to the life of a woman. However, the 18,000 women from Ireland who have travelled to the UK since 2012 reflect the fact that stopping access to abortion does not stop abortion, it just puts people at risk, including—increasingly—at risk from taking pills they have bought online. At the end of this week the Irish will go to the polls. I plead for dignity, for compassion in a crisis, and to ensure that every Irish person can care for their own at home, that there will be a yes vote.

But who are we to lecture? We should not forget how we treat women in our own backyard, particularly in Northern Ireland, which has some of the harshest laws and punishments in Europe for women who undergo an abortion. A woman with an unwanted pregnancy in Northern Ireland must either travel to the mainland or procure abortion pills online. Since the Government agreed to fund those abortions on the NHS, more than 700 women have travelled to England or Scotland from Northern Ireland. However, those are the women who are able to travel and get away from family commitments, who are not in a coercive relationship, and who have their travel documents. Little wonder that the United Nations condemned the United Kingdom for its treatment of Northern Irish women, which it called cruel, degrading and inhuman.

The Minister might say that each of those examples is due to separate policy decisions in those countries, but I want to sound the alarm and call attention to the fact that that might not be the case. Increasingly, around the world, far-right organisations and extreme religious groups are co-ordinating and funding anti-abortion and anti-choice campaigns. We in this House are used to debating the impact of foreign countries interfering in our democracy—perhaps in referendums—and we should be alive to the fact that those foreign organisations and countries are interfering in a woman’s basic right to choose. The real “The Handmaid’s Tale” is now unfolding.

In 2013, American and European campaigners met in this capital city to plan their campaign. It is called Restoring the Natural Order: an Agenda for Europe, and it seeks to overturn basic laws on human rights related to sexuality and reproduction. Since that meeting, we have seen the impact of those organisations, and the funding they have provided. We have seen how they produced results in Poland with the ban on abortion, and with bans on equal marriage in several central European countries and action on LGBT rights. We have seen how they have targeted international aid in the UK, Europe and America.

In 2013-14 the European Citizens Initiative, One of Us, called on the European Commission to propose legislation that would ensure that EU funds could not be used to fund abortion. It garnered 1.7 million signatures, and although the EU rejected that petition, given the impact it would have on women’s healthcare, that was by no means a one-off. Such rhetoric is coming back.

I have personally met the representative of the Chagossian community here in this country, and we are doing our absolute best to deal with its justified complaints and to ensure that we are as humane as we can possibly be.

Bearing in mind the recent return of Zimbabwe to our Commonwealth family, can the Secretary of State tell us what other countries might be about to join the Commonwealth? Is it too much to hope that perhaps the Republic of Ireland might be one of them?

In these questions, it is important not to get too far ahead of ourselves. Zimbabwe is a great news story at the moment, but, alas, she has not yet reapplied for membership of the Commonwealth. We await that application to the Commonwealth secretariat. It is certainly something that the UK and other countries would strongly support, as we discovered at the Commonwealth Heads of Government meeting. As the hon. Gentleman knows, there are other countries that are in the pipeline, but they are yet to identify themselves publicly.

It is always a pleasure to follow the hon. Member for Beckenham (Bob Stewart); he injects into these debates a level of knowledge from his years of service in uniform that, in all honestly, I do not believe anyone else could. I thank the hon. Member for Tewkesbury (Mr Robertson) for securing the debate.

There is a sense of déjà vu about this debate, but that is not what it should be. It is my desire that this debate will be something completely different and that it will bring about action. That has been the thrust of what all Members have said in their speeches and interventions. I want this debate to result in a change of direction and decision, not simply in platitudes and sympathetic consideration.

It is my belief that the duty that we have to our citizens supersedes the duty that we have to others. It is important that we all stand together today against the tactics of terror that cost lives and resulted in so many innocent people having to endure life-changing injuries. The Democratic Unionist party stands shoulder to shoulder with the innocent victims of terrorism who are making their case for proper recognition and support.

I am sure that other Members have been sent a letter by a very worthy and notable police officer; I presume from some of the contributions that that is the case. He was severely injured in the 1983 Harrods bombing that was carried out by the IRA. To that brave man who has carried on serving Queen and country, through physical difficulty and emotional and mental torment, I say: we salute you. I thank him for his service. I have heard what he said in the letter that I received and that I suspect others received, and I agree with and appreciate every single word that he has shared. He epitomises the suffering of victims.

One of the most startling parts of the police officer’s letter was his recollection of seeing an American gentleman —I think the hon. Member for Tewkesbury referred to this earlier—being injured and then attended to after the explosion. This police officer has looked on as the American Government ensured that there has been a form of justice for that man. They saw the part played by Gaddafi and his minions and decided that there was a price to pay, and they paid that price to their citizens.

This debate is epitomised by the fact that two people who were seriously injured in the same IRA Semtex bomb explosion in the capital city of this United Kingdom are treated in such different ways. Why would any rational person deem it acceptable that an American victim is compensated by the Libyans, but the British victims of this atrocity are not? It is little wonder that this brave police officer and so many other innocent victims feel abandoned, worth less than the American tourist who happened to be visiting their city.

This British police officer ran towards the danger—towards the bomb—yet that duty and sacrifice have not been properly acknowledged by a Government who I say with respect have failed adequately to make the case to the Libyan Administration. Along with others in this House, I pledge that I will seek justice for that police officer, his family, friends and colleagues, and for the innocent victims throughout this nation and this entire United Kingdom of Great Britain and Northern Ireland.

I am very grateful to the hon. Gentleman for allowing me to intervene.

Reflecting on the close working relationship between the Conservative Government and his party, the Democratic Unionist party, I have assumed that this very sensitive and very important issue for victims of Libyan-sponsored IRA terrorism has been raised in discussions by him and his colleagues with either the Foreign Secretary or indeed the Prime Minister. It would be very helpful if he assured us that that in fact is the case.

I am quite happy to assure the House that the matter has been raised at the highest level with the Prime Minister. Everyone can be assured that we are not behind the door when it comes to pushing this matter and when it comes to talking to the Minister. For the victims, families, friends and colleagues across the whole United Kingdom, this is something that has been said before, but it needs to be reiterated, “You are the victims and you deserve the best that we can give.” Government at the very highest level and all of us must do better for the innocent victims of terrorism.

I asked the Home Secretary at the end of March whether she would raise the matter of the unexplained wealth orders in respect of the members of the Gaddafi family and their Libyan associates who reside in the UK, or who claim ownership of the frozen assets in the UK. The response was not particularly helpful, so I think it is time that the Minister talked to the National Crime Agency, the Crown Prosecution Service and the Serious Fraud Office about finding some methodology on how to retrieve the £9.8 billion.

I say to the Minister, on behalf of every person affected by the evil deeds of evil men, aided and facilitated by Gaddafi and Libya, to make the change today and to step up for his constituents, for my constituents, for the people of the United Kingdom of Great Britain and Northern Ireland, and simply for the concept of justice and for no other reason than what is right.

Albert Einstein made many statements, and I will quote one today. He said:

“The world is a dangerous place to live; not because of the people who are evil, but because of the people who don’t do anything about it.”

I say to the Minister that I hope that will not be the case for this Government. It is the wish of our people that we do something about this matter. Government after Government have sat and felt sympathy for victims. Northern Ireland MP after Northern Ireland MP has been infuriated by the lack of movement, as have our colleagues in Great Britain. This issue will be raised again and again and again until every victim of Libyan-sponsored terrorism knows without doubt that this institution, this Parliament and this Government have done all they can to ensure that the men who were blown up, side by side, have parity of treatment from their separate Governments.

I am very conscious of time so let me just say that these people deserve our sympathy, our tears, our time and our promise to act. Their need dictates that we do no less; every fibre of our being should dictate that we do no less; and our position certainly dictates that we as a Parliament do no less. Wrong was done. We cannot give back lives, mental health or physical wellbeing, but we must do what we can and what we have not done thus far. It is our duty to fight against evil and fight for the victims in this way. Minister, I look to you.

First, I thank my hon. Friend the Member for Tewkesbury (Mr Robertson) for securing the debate and echo the tributes paid to him by a number of Members for his long-standing commitment and work on this issue. I couple that with my thanks to all those who have taken part in the debate, many of whom have contributed to this issue over a period of time—for too long. Those include the hon. Members for Vauxhall (Kate Hoey), for Jarrow (Mr Hepburn), for Poplar and Limehouse (Jim Fitzpatrick) and for Strangford (Jim Shannon), my hon. Friends the Members for Romford (Andrew Rosindell), for South Suffolk (James Cartlidge) and for Beckenham (Bob Stewart), and the hon. Members for Glasgow North (Patrick Grady) and for Leeds North East (Fabian Hamilton).

This is a difficult debate. The ultimate justice and the basic facts are not in dispute among us. Without going into the answers to all the questions raised by the hon. Member for Leeds North East, which I will give him, the evidence is sufficient for us to speak today with confidence that Semtex and other materials supplied by the Gaddafi regime into Ireland and on to the mainland of the UK were responsible for IRA-based terror. The Government do not seek to dispute that in any way. There is also no dispute about the sympathy for victims, which has been echoed around the Chamber.

We are left with the complex issue of what to do. If this was straightforward and simple, it would have been sorted, but it is not. It joins one or two other issues that, in the past, have been considered almost too difficult to solve, and we may be getting into that sort of territory.

Let me say a little about the Government’s position, which will answer some of the questions raised, and then I will turn to some conclusions. At the end, I will give my hon. Friend the Member for Tewkesbury a moment to wrap up.

The Government have the greatest sympathy for the victims and their families, many of whom, as we have heard it eloquently put this afternoon, continue to live with the devastating physical and emotional consequences of these attacks. They are, quite understandably, determined to seek recompense for what they have suffered. It is right that we in the Government do our utmost to help them seek a solution, and we will continue to do so.

Today’s debate is timely. As a number of Members are aware, I have recently been in Libya to fulfil, I trust, that part of the Foreign Secretary’s commitment on behalf of the FCO to do what we can to be more visible and to tackle things directly. In my discussions with the Libyan Ministers for Foreign Affairs and for Justice, I explained that although victims of some other Gaddafi- sponsored attacks, such as the Lockerbie bombing, had received compensation from the Libyan authorities, victims of Gaddafi-sponsored IRA terrorism had not. I told them that victims, their families and the UK Government feel incredibly strongly about that and that the Government attach great importance to finding a resolution.

Just in passing, to answer the question why other people got compensation, it is not correct to say that the UK Government do not and did not negotiate on behalf of victims. The Government helped to secure compensation for the victims of the Lockerbie bombing and for the family of WPC Fletcher. Compensation was possible in those cases because of evidence that the attacks were planned and executed directly by the Libyans. While we are not formally espousing the claims of victims of Gaddafi-sponsored IRA terrorism, we do continue to impress on the Libyan authorities the importance of making progress on this issue, and we have done that where we felt it was possible to do so.

I urged the Libyan Government to demonstrate that they were taking these cases seriously, and I suggested that they consider meeting victims and their representatives to discuss a possible way forward. Both Ministers I spoke to expressed sympathy with the victims and their families. However, they also spoke of the many urgent political, security and economic challenges that Libya is facing. They made it clear that this is a particularly difficult time to discuss legacy cases and compensation.

I can assure the House, as Members would expect me to, that I made it very clear, as I and other colleagues have in the past, that this is a priority for the UK Government. I have since written to both Ministers to reiterate that and to reiterate further the importance of a meeting between Libyan representatives and victims’ groups.

I am conscious when I ask the Minister a question that he is a Minister who wants to give us the answer. If a bombing takes place that involves Semtex, one conclusion would be that it was an IRA bomb and came from Libya. If somebody is shot with an AK-47, it would be a good conclusion to draw that that was also the IRA and that the gun came from Libya, or, if it was a rocket-propelled grenade launcher, that that came from Libya. The instruments of war indicate where these things come from.

I am not in a position in any way to dispute what the hon. Gentleman says. There may well be some issues, if we look at compensation as a whole, about distinguishing between different groups, but that is a slightly different issue. However, we are clear what we are talking about here: there is enough evidence, and there will be victims of Gaddafi-sponsored terrorism Semtex who we can all be very clear about.

I entirely agree with the hon. Gentleman. It is hard to imagine how anyone will be able to move. When the monsoons hit, not only will shelters collapse, but it will be almost impossible away.

When we were at Kutupalong last November, I met a young, very frail woman, who beckoned me inside her tarpaulin shelter and pointed at a little bundle of dirty rags on the plastic sheeting on the ground. I did not know what she was pointing at, but she slowly lifted the rags and underneath was her days-old baby. She held the baby up with such pride and with tears in her eyes, but I thought, “What a beginning to life for that child.” It is a squalid existence, but undoubtedly a safer one than if that young, heavily pregnant woman had been unable to get out of Burma.

I congratulate the hon. Lady on securing this debate. I apologise that I cannot stay for the whole debate, but there are a number of things that need to be considered. There are 102,000 people at risk of being directly affected by landslides. Of those in flood and landslide-prone areas, 54% are children and 33% have vulnerable people under their control. Some 46% of water pumps are at risk from flooding and landslides, as are 38% of women-friendly services, and 36% of people are without access to clean and safe water. Only 1% of the 3,500 in need of legal and counselling services for sexual violence and trafficking have been reached. If we wanted seven good reasons why the Government should respond, which encapsulate the debate, those would be the reasons. Does the hon. Lady agree?

I could not have put it better myself. What was most shocking about Kutupalong was the number of children there. I have never seen anything like it, and I hope never to again.

It is now nearly nine months since the August 2017 slaughter and rape by the Burmese military. One shocking statistic is that an estimated 60,000 Rohingya women are pregnant in Kutupalong and other refugee camps along the southern Bangladeshi border. Many of those women are victims of brutal sexual violence, used by Burmese soldiers as a weapon of genocide. Pramila Patten, the UN envoy on sexual violence, has described it as

“a calculated tool of terror aimed at the extermination and removal of the Rohingya as a group”.

Aid agencies are preparing for a surge of births and abandoned babies at the camps, and it is reported that Bangladeshi social services have already taken in many refugee children whose parents have been murdered, have got lost or disappeared among the hundreds of thousands of people in the camps, or are unable to care for and support their children, having lost everything they owned in the flight from Burma. There is deep concern that many more children will be abandoned in the coming weeks by mothers who are victims of rape and cannot bear to keep their babies.

I entirely agree that it is about the topography, but it is also about the flimsiness of the available shelters —and not everyone has a shelter. The Bangladeshi Government have done wonders, given the limitations they have.

As the hon. Member for Strangford (Jim Shannon) mentioned in his intervention, 33% of the 102,000 people in Cox’s Bazar are classed as vulnerable—including single mothers, children, the elderly and the ill—and at particular risk of being killed in a natural disaster. However, the risks are not confined to the initial effects. For example, the rains will adversely affect mobility around the camps, which is already very restricted, turning steep dirt pathways into mud and making roads impassable. That could severely restrict access to more than half a million people, worsening the malnutrition rate. More than 91% of people are reliant on food supplies. The Office of the United Nations High Commissioner for Human Rights has made it clear that the shelter packs that I saw being handed out in Kutupalong in November by hard-working UNICEF aid workers will not survive monsoon rains. That will inevitably lead to harm and displacement as shelters collapse.

It has been reported that half of the refugee population do not have access to sanitation facilities. Some 13% do not have access to latrines. The latrines are not gender-segregated or fully functional. Does the hon. Lady share my concern, and that of many in this House, that disease and contamination will be critical at this time of year, during the monsoons?

I would use a terrible analogy, which is that it is a perfect storm. Conditions are terrible, and communicable diseases will be rife where there is a lack of sanitation. That is why the situation is so bleak. There is an urgent need for international action.

Shelters will collapse. At best, that will lead to overcrowding, but the obvious outcome is far, far worse. The latest round of oral cholera vaccinations will bring the number of locally vaccinated people up to 1 million. That is welcome, but a population of 1.3 million people are affected, so 300,000 are left unvaccinated, which is a desperate situation. We know that unsanitary conditions and malnutrition make people more vulnerable to all kinds of diseases. The World Health Organisation has been clear that the risk of disease, more than the initial flooding itself, could lead to a massive loss of life. The UN estimates that up to 200,000 people could perish.

Some preparations have been made for the monsoon season. I have seen the details of the upgraded shelter kits that are being made available to vulnerable families in the camps, but they consist of tarpaulin, rope, bamboo, wire and sandbags—no real protection against winds, severe rain and flooding. I am afraid that hundreds of thousands of refugees are effectively sitting targets for the monsoon, and that could be catastrophic.

What can be done? A crisis does not stop because the headlines have moved on elsewhere. I obviously welcome this weekend’s announcement of the additional financial support from the Government. That additional £70 million is good news, as it will help to fund some sanitation, healthcare and vaccination programmes for the most vulnerable refugees. The British public have shown remarkable generosity, raising nearly £26 million for the Disasters Emergency Committee appeal. In my constituency, the British-Bangladeshi community has raised more than £30,000 through the Cardiff Bangladesh Association, spearheaded by my Labour colleague, Councillor Ali Ahmed.

We need to recognise, however, that trying to protect a million people living in squalor on open hillsides is not a long-term solution. Will the Minister tell us what conversations he has had with other Governments about encouraging more international financial support to meet the overall funding shortfall? Access to the camps for the UN and other aid agencies is being held up by red tape. I have repeated conversations with aid agencies about that long-standing problem. I have also discussed it with the Bangladeshi high commissioner, and it does not seem to be getting any better.

We must work with the Government of Bangladesh to see an increase in the speedy registration of international organisations to work and deliver services in the camps. That will allow technical experts to support the incredible Bangladeshi response so far. Without that expertise, almost half a million people will continue to be unable to access services such as health, food, support and education. Will the Minister ask the Bangladeshi Government to streamline the FD-7 approval system by ensuring that applications are processed within the stated 48-hour window, to provide extended windows of at least six months for programme delivery, and to allow for appropriate visas for international emergency personnel?

The Rohingya have an inalienable right to return to Burma, and that right must be protected. It is vital that steps are taken to address the conditions that have forced and continue to force people to flee. The findings of the Annan commission on Rakhine state provide a nationally and internationally endorsed framework designed to address the marginalisation of the Rohingya—although I wanted it to go much further and recommend immediate and full citizenship for the Rohingya. It is vital that the UK, in partnership with regional actors and partners, such as the Association of Southeast Asian Nations, supports the progressive implementation of those findings by the Burmese Government, but progress on ensuring Rohingya citizenship must be an essential condition for return.

In the longer term, the international community must work with the Government of Bangladesh to define, agree and finance a response to the crisis that supports refugees’ self-reliance, as well as contributing to improved conditions for host communities and Bangladesh’s own development objectives.

Some people might think I was speaking in Arabic, but it would be Ulster Scots, which is very different.

It is always a pleasure to speak in such debates. I commend the right hon. Member for Meriden (Dame Caroline Spelman) for presenting her case so well, as she always does. Her compassion, knowledge of, interest in and love for other people always comes out in her speeches. I wanted to put that on record, and thank her for it.

Along with others, I received a briefing from Christian Aid earlier this year. Today we received an update on where we are. We should thank Christian Aid for all its does. Its staff have been very industrious in ensuring that we all have the facts and figures for this debate.

I also commend Christian Aid’s ideals of a FAIR solution—one that is funded, ambitious, inclusive and respectful. Those are great headings under which to work.

I thank the hon. Gentleman for his intervention. His words are very much what we are all thinking in this House today.

More than 40 million people are currently displaced within their own country due to conflict. That is the equivalent of 60% of the population of the United Kingdom of Great Britain and Northern Ireland. Women account for 50%, and a further 40% are children—so 90% of the displaced are women and children.

There are internally displaced people in Syria, Sudan, Colombia and Iraq, as has been said, and the number of internally displaced has more than doubled since the creation of the guiding principles in 1998. Oh that the guiding principles had been adopted by all those countries, and we would be a step further on. Internally displaced people represent more than twice the number of refugees in the whole world. It is simply heart-breaking.

I will make some brief comments as chair of the all-party parliamentary group on the freedom of religious belief, and on the persecution of Christians across the world. Hundreds of thousands of people have been displaced in countries in the middle east, with families who have had to leave their homes and businesses, unable to return. People had worked their whole life for all they had and had to walk away.

Women are disproportionately affected by internal displacement, and are at greater risk from sexual violence and trafficking. Girls suffer higher levels of early marriage and women have weaker or no property rights and no recourse to compensation for land losses. They can be subject to physical or sexual abuse when carrying out simple activities such as fetching firewood or water. Women often do not find personal security following displacement. I make a special plea for the women and children.

The hon. Gentleman is making an excellent case. Is he aware that a compounding problem for internally displaced women and children is the lack of documentation, particularly if children are born without the location of the father being known, or without a living father? In certain countries, that makes documentation impossible.

The hon. Lady always adds to any debate she takes part in and adds a significant point to this discussion, which we would all endorse.

We are fortunate. We know that the Minister is an exceptional person, not just because he is here, but because his interest in this subject is renowned. We are all hopeful that his response will encapsulate the points we all make. Not to leave her out, I have got to know the shadow Minister personally, and I know she is also committed. What we are saying, we are saying together.

In South Sudan, UN investigators have said that 70% of women have been raped, typically by soldiers and police officers. Some 80% of IDPs live in urban areas. The countries most affected by internal displacement are some of the most afflicted by child marriage. I do not know how anyone else feels about child marriage, but it really nyarks me, to use an Ulsterism. I am very uneasy with it. In the Central African Republic, as many as 68% girls are married by the age of 18, and in South Sudan, more than 50% are. Such things should never happen. I do not know whether we have to address the culture in those countries or whether they just need a lesson on where we are. The levels are higher among IDP populations.

All those issues need to be dealt with and I look to the Minister to see how we can influence these things for the better—how we can use our embassies, our international development aid programmes and diplomatic pressures to bring about reform and change. How can we better work with the UN and non-governmental organisations to bring about a different and safer way of life for those who are internally displaced? Will the Minister tell us how his Department believes we can do things differently to promote a different result?

I believe we have a duty of care and an ability to help, and I would like to know that today is the first in a progression of steps in making a difference for people whose lives have been torn apart. It is our duty to be a voice for the voiceless and to speak out today for those who have no voice.

I completely agree. They must also be involved in peacebuilding. The people who have seen acts of war and heinous crimes of war on the ground are those who will build the future peace in Syria.

The devastating famine across east Africa, combined with ongoing violence in parts of the continent, has forced so many people to flee that east Africa now rivals Syria in having the world’s largest displacement area. There are almost 2 million internally displaced people in South Sudan. In Sudan, almost 5 million people need humanitarian assistance, half of whom are internally displaced.

The hon. Gentleman is absolutely right about Africa. All African countries had the opportunity to be part of the Kampala convention of 2012. Some that signed up and committed themselves to the process in ink and on paper have not delivered on it. Is it not time that those who have committed themselves to a process actually take action?

I completely agree. We need to speak about this issue in Chambers such as this all across Europe and beyond to make that point. If I am not mistaken, one of the signatories is Nigeria, which has 2 million internally displaced people itself.

The numbers continue to grow, but there has been an absence of effective and lasting strategies for the millions of internally displaced people in Syria, Africa and across the world. This year marks the 20th anniversary of the UN guiding principles on internal displacement, which set out for the first time a definition and some of the vulnerabilities. This year, a joint plan of action is looking at what further steps can be taken to support internally displaced people. That work is being led by the UN special rapporteur, countries, NGOs and UN agencies. The purpose of the plan is to prevent more arbitrary displacement, improve protection and rights, and develop durable solutions to support the informed choice of those who cannot return to their home in their own countries. The UK Government must fully support that global plan, which is particularly pertinent in the light of the recent airstrikes undertaken by the UK Government in Syria. I therefore ask the Minister to confirm what action his Department will take to support and deliver the recommendations in the plan of action. Will his Department produce and publish its own strategy on how DFID will support internally displaced people around the world?

The 2016 World Humanitarian Summit made a number of extremely important commitments. For example, it committed to pass more humanitarian funding to local and national actors, and to reduce internal displacement by 50% by 2030. Will the Minister explain how the UK is delivering on the commitments made at the World Humanitarian Summit?

The refugee migration crisis is probably one of the most important issues of our time, and it is getting worse by the minute. Our vision of Scotland is of an open country that looks outward. We believe the UK Government must live up to their moral obligations through action and leadership. They must lead the way in putting internal displacement back on the global agenda and developing an effective and lasting strategy for the many millions of internally displaced people at risk. We cannot stand by as the numbers continue to grow.

If I may say so, I think that it is a bit much to bash America and the Trump Administration today, as much as that is the right hon. Lady’s instinctive reflex. The United States has just led the world in expelling 60 Russian spies. If she had an ounce of grace, she might concede that that was a very considerable gesture in the right direction. As for any future elections that might take place, we do not anticipate the outcome of any election.

We make clear our concerns about Iran’s destabilising regional activity, ballistic missile programme and support for the Houthis in Yemen. Increased dialogue, such as my right hon. Friend the Foreign Secretary’s visit to Tehran in December and my hosting of Deputy Foreign Minister Araghchi last month, enables us to engage Iran on these challenging issues.

I thank the Minister for that response. Since the nuclear deal was signed some three years ago, Iran’s hard-liners have benefited from sanctions relief and the country has tested at least 23 ballistic missiles, while human rights abuses have continued unabated and Iran continues to finance terrorist proxies and regimes in the region, including Hezbollah in Lebanon and Hamas in Gaza, so does the Minister agree that the nuclear deal has not yet curbed Iran’s regional aggression, and how does his Department intend to rectify that?

The hon. Gentleman’s question neatly encapsulates the dilemma in relation to Iran and its future. On the one hand, it has adhered to the provisions of the Joint Comprehensive Plan of Action—to that extent, that issue of the development of a nuclear weapons capability is being dealt with—but on the other hand Iran’s activity still causes great concern. We do engage with Iran directly on those issues and they are known in the region. We believe there are better ways for Iran to demonstrate its relationship with the rest of the region, and we look forward to that.

I thank the right hon. Lady for that intervention. I apologise to hon. Members that this is only a 30-minute debate, so they may not have as much time as they wish to share their views on behalf of their constituents. I am sure the Minister is pleased that he has got a bit more time to go out and talk to the Sri Lankan Government and other people, rather than spend time here.

On the issue of sectarian violence, the right hon. Lady is absolutely right. There was recently an outbreak of violence: petrol bombs were thrown at Muslim homes, shops and mosques. That is of real concern because there is an ongoing pattern of systemic violence by the authorities and a number of other issues, which I will try to touch on.

One of the things I try to do when I look at countries in the area—I have just come from an International Development Committee meeting about Burma and Bangladesh—is to triangulate what is happening in these countries. The sectarian violence against Muslims in Sri Lanka has real echoes of what is happening in Burma to the Rohingya Muslims. Indeed, there are Rohingyas in Sri Lanka. Unless we ensure there is a truth and reconciliation mechanism that has the confidence of the diaspora and the people left in Sri Lanka, the cycle will repeat. We need only look at how party politics works in Bangladesh now. There are still echoes of the war of independence and its aftermath, some 47 years on.

I congratulate the hon. Gentleman on securing this debate. As the right hon. Member for Enfield North (Joan Ryan) said, in the past one of the key issues was freedom of religion, and the persecution and murder of people because of their faith. We would very much like to see truth and reconciliation. Does he agree that, for trust to be rebuilt in a community ravaged by guerrilla warfare and terrorism, people need to believe that there is a way of trusting a new generation? Support for and education of children is a driver for securing a future and hope for a war-torn nation. People need freedom of religion and the freedom to worship their God in the way they wish to.

The hon. Gentleman is absolutely right. The way to move on, in addition to truth and reconciliation, is through education. I am going to a Tamil school in my constituency this Saturday, I think. When we go to that sort of cultural event, we always welcome the fact that British Tamils celebrate their heritage. They do so through song, dance and poetry, but they also remember. We recently held Holocaust Memorial Day here, which is a day on which we look back on the atrocities that ravaged Europe. Tamils similarly look back at what happened at Mullivaikal.

One of the toughest things that the hon. Member for Ilford North and I had to do was to listen to the testimony of survivors of Mullivaikal, who talked about people who had gone missing and those who had literally been ripped in half during the shelling of a hospital, which was deliberately targeted by the army. Normally in armed conflicts, the co-ordinates of hospitals and buildings of that sort are given out so that they are avoided. That hospital looked like it had been deliberately targeted.

We can see why people are so emotional, even now. To go back to Bangladesh for a second, it is the 47th anniversary of independence, and last Saturday I was speaking to a veteran of that war, who was in tears recounting his story. That was 47 years ago. In the case of Sri Lanka, we are talking about 2009—just the blink of an eye—so it is no surprise that the emotions are so raw.

UNHRC resolution 30/1 does not just talk about the truth, reconciliation and justice mechanism; it talks about human rights in general. It says that the Prevention of Terrorism Act needs to be ripped up and started again to bring it up to modern standards. It talks about land-grabbing and the return of land to people. The hon. Member for Strangford (Jim Shannon) talked about religious tolerance. Buddhist structures have been popping up in the north and the east of the country, which antagonises Tamils there. The UNHRC resolution talks about setting up an office of missing persons. Although that has been signed off, we need to see that office properly established and doing its work. If the international community and the UN help it do its work, that would be welcome. I hope the Sri Lankan Government will respond positively to such requests.

When we were in Geneva, we saw a traffic-light or RAG—red, amber, green—system for rating how the Sri Lankan Government have been progressing on implementation of the resolution. There were far too many red lights for our liking. Some things are low-hanging fruit, such as the Government having a list of the disappeared that has never been published. They have the list. Why can they not just publish it?

We met mothers of the disappeared, a small group of people who had lost not only their children but their husbands and their grandchildren. We met them and took some photos, but we did not want to share those photos for fear of what people might have to go back to. That cannot be right. Those people, who have had so much pain and suffering, are in fear for their lives and of reprisals when they go back to their home country. It is important that we look into such matters to move forward.

It is a pleasure to speak in this debate. I congratulate the hon. Member for Nottingham North (Alex Norris) on securing it and on setting the scene so comprehensively.

I have been a massive football fan all my life. For those who do not know, I am a Leicester City supporter and have been for 48 years, since long before they won the premier league—we never used to have much to celebrate. I am interested in football and obviously I am interested in Qatar, which will host the 2022 World cup. I wait for each World cup with great anticipation. We do not see as much of them as we would like to, but watching them is something to enjoy with family and friends—there is a real buzz about it. Sadly, unlike some people, I have never been able to predict exactly which country will win each group and which will ultimately win the cup, but I always hope that it will be one of the home nations. That is what I look forward to.

In the build-up to the 2022 World cup, however, joy has turned to shock because of the alleged treatment of the workers who are building the stadiums and facilities. I do not think the hon. Gentleman cited a figure, but some newspapers say that more than 1,200 people have so far died while building the stadiums and facilities. Although we are in no way responsible for health and safety executives around the world, I believe we have an international obligation to ensure that in an event that hosts our football teams, the competition is carried out to an adequate standard.

A BBC article states:

“Living and working conditions for some migrants in Qatar are appalling. Long hours in the blazing heat, low pay and squalid dormitories, are a daily ordeal for thousands—and they cannot leave without an exit visa…And many workers have died.”

The article cites

“a report by the International Trades Union Confederation, called The Case Against Qatar. The ITUC went to the embassies of Nepal and India, two countries which are the source of many of the migrant workers who go to Qatar”,

although not all of them. It continues:

“Those embassies had counted more than 400 deaths a year between them—a total of 1,239 deaths in the three years to the end of 2013.”

On Tuesday, I watched an exposé on the morning news about Qatar, obesity and the rise of diabetes. It has been said that the World cup will bring lots of opportunities for sport, and the people of Qatar have been encouraged to get involved in sport to reduce diabetes. That is Qatar’s plan, but this debate is about what is happening to the workers, which is shocking. It is past time that labour relations were brought up to an acceptable standard. The building industry is obviously building more than World cup-related facilities, but the fact that construction is part of the strategy to provide infrastructure to host the games means that we have some level of obligation. That is why we are here today; I congratulate the hon. Member for Nottingham North on setting the scene and on giving us the opportunity to participate in the debate.

Reforms have been proposed, including setting a minimum wage and allowing workers to leave the country without their employer’s permission by using exit visas. There now seems to be a willingness to continue to make improvements and we welcome that; it is a step in the right direction. It is also necessary, and we must do our part through the Foreign and Commonwealth Office and UN representatives, to ensure that this process continues, for the sake of all those who leave their home to provide a living for their family but face the possibility of not returning home.

Those who come from Nepal, Tibet or other countries are not heading off to war; they are heading off to a building site and therefore they expect to come home. And whenever 1,239 workers do not return home, you know something? We ask questions and I believe this House has a responsibility to ask those questions through our Minister and our Government.

To conclude, I am pleased that some reforms have been made, but I urge our Minister, given the position and the power that he has, to put some pressure on Qatar to ensure that the reforms are carried through and go further. We must do what we can to increase the diplomatic pressure, to see changes for the better. Our Minister is very active; he is very responsive to debates such as this one. I look to him and to the Government to provide the response that we want to see.

I will not be going to the World cup in Qatar—I would probably be unable to, even if Northern Ireland qualify—but I am concerned for the workers there and that is what this debate is about. I urge our Minister and our Government to do all they can to ensure that those workers are safe and have the facilities, conditions and health conditions that we have here. They should have those things in Qatar; let us make sure that they do.

I genuinely thank the hon. Member for Nottingham North (Alex Norris) for securing today’s debate. On behalf of the entire House, I wish the hon. Member for Sheffield, Brightside and Hillsborough (Gill Furniss) a very happy birthday. My right hon. Friend the Minister for the Middle East is currently elsewhere on ministerial duties, so it is my pleasure to respond on behalf of the Government.

Working conditions in other countries obviously matter to us—not just for their own sake, but to give British workers employed in other countries confidence that they will be properly protected. The tragic death of Zachary Cox in Qatar last year has once again focused public attention on the working conditions there, particularly in the construction industry. May I, as I am sure we all do, extend sincere condolences once again to his family?

I would like to set out what the main concerns about labour conditions in Qatar have been, what steps the Qatari Government have been taking to address them, and what the UK Government have been doing to support reforms there. Public attention, as has been mentioned, was drawn to the working conditions in Qatar, and particularly the conditions endured by the mainly migrant workforce on construction sites, when Qatar won the competition to host the 2022 football World cup just over seven years ago. It would be wise of me to say nothing about my own enthusiasm for football or, if I were to be honest, lack of it.

In 2014, the International Labour Organisation raised a complaint against Qatar concerning the non-observance of the forced labour convention. As we have heard today, the ILO had particular concerns about the kafala, an Arabic term meaning, essentially, “sponsorship system”. The kafala gives responsibility for migrant workers’ visas and legal status to their sponsors in many Gulf countries. The practice has been widely criticised by human rights organisations because of concerns that it could leave workers open to exploitation. We believe that there are clear examples where that has definitely been the case. There have been reports that more than one million migrant workers in Qatar might be subject to kafala.

Following the ILO complaint, the Qatari Ministry of Labour committed to a number of reforms, including introducing laws to end the kafala. The Ministry also undertook to take other steps that go beyond the minimum required to address the ILO’s concerns. As well as changes to legislation to address the kafala system, the Ministry has made a number of specific commitments, which include addressing three main concerns. First, it has committed to improve health screening and access to healthcare for migrant workers. Secondly, it has committed to introduce a minimum wage. Thirdly, it has committed to establish a fund to help workers with their salaries in the event that an employer goes bankrupt.

In addition to those commitments, the Qataris have reformed the process for migrant workers leaving the country, and introduced an electronic wage payment scheme. They have also built new accommodation for the foreign labour force, and increased their health and safety inspection capability. Qatar has also introduced legislation to offer legal protection to domestic workers, and has made efforts to improve recruitment practices in workers’ countries of origin. That means that employers should in future hire only through independently monitored and licensed recruiting agents, and the Ministry of Labour must approve all contracts. That will help to avoid problems with the misrepresentation of contracts and salaries, and to end the high recruitment fees being charged by unscrupulous agents, as has happened previously.

Qatar has taken other practical steps to improve the situation for migrant workers. The supreme committee for delivery and legacy for the World cup has been working with a number of international companies and agencies to carry out regular audits and inspections of construction sites. It signed a memorandum of understanding with the Building and Wood Workers’ International union—the BWI—18 months ago, and has been conducting joint worksite inspections with the BWI, to assess standards for construction workers involved in all World cup projects. The committee is also inspecting the accommodation provided for the workers, to ensure that it is fit for them to live in.

The supreme committee and the BWI published their first report in January, which set out a number of observations and recommendations to improve safety standards further. Those recommendations include sharing health records between accommodation and work sites, improving standards in kitchen areas, and trying to prevent workplace injuries. It is clearly vital that all those recommendations are implemented as soon as possible, not least because the number of workers on World cup and associated infrastructure construction projects is likely to reach its peak of almost 2 million later this year.

The programme that was on TV the other morning referred to Qatar’s having one of the highest levels of income per head in the whole of the Arab world. There really should not be any financial reasons for not doing all the work that the Minister has pointed out. Does he agree that, given the finance that they have available, they should just get the job done?

As we are discussing today, we want to see high standards, fair pay, and all the guarantees around those two structures, to ensure that people are not exploited and cheated, which appears to have been the case on a number of occasions in the past.

Qatar’s efforts to improve the situation for its migrant workforce have recently been welcomed by the ILO, Human Rights Watch and the International Trade Union Confederation. In fact, in November the ILO decided to close its complaint, in recognition of the progress being made by Qatar to address its concerns. Last October, Qatar and the ILO signed a technical co-operation agreement, which aims to bring Qatar’s labour laws in line with international standards. The agreement will last three years. During that time, an ILO office based in Doha will provide support and monitor progress on reforming labour rights and ending forced labour. That will include further work to improve the working and living conditions for construction workers, ensuring that workers have a voice through an improved grievance system, and tackling issues in recruitment. ILO staff are already working in Qatar ahead of the formal opening of the office in April.

The UK Government are committed to the UN guiding principles on business and human rights, so we welcome the commitments and efforts being made by Qatar. Modern slavery is a particular priority for my right hon. Friend the Prime Minister, and she has discussed the issue in detail with His Highness the Emir, Sheikh Tamim bin Hamad Al Thani.

The Qataris have shown a willingness to improve workers’ human rights. Last September, Qatar endorsed the Prime Minister’s call to action at the UN General Assembly to end modern slavery. The UK’s close bilateral relationship with Qatar has allowed us not only to raise concerns about working conditions and human rights, but to offer our assistance and expertise. The UK’s recent experience of hosting the Olympics, the Commonwealth games and the rugby world cup means that we have the expertise to help Qatar stage a safe and successful World cup in 2022. That includes improving health and safety on construction sites, as well as designing world-class stadiums and providing British expertise to keep the stadiums cool. We will continue to work with Qatar on labour reform and other issues, such as supporting its 2030 national vision—its ambitious vision to transform and diversify its economy away from the hydrocarbons sector.

Later this month, the Minister for the Middle East will travel to Qatar for talks on strengthening our relationship and to discuss what more we can do to help implement the national vision. At the same time, our embassy in Doha will continue to urge the British business community in Qatar, as well as its contractors and subcontractors, to adhere to the toughest health and safety standards. Our embassy staff have seen at first hand the positive steps that have been taken by Qatar over the past year to improve construction safety standards as well as the wider situation for migrant workers in the country. We will continue to encourage those measures and to follow the significant progress made by the Qatari authorities.

Although a number of challenges remain, we are encouraged by Qatar’s clear commitment to improving the labour conditions of migrant workers. For our part, the UK firmly believes that prosperity and respect for human rights should go hand in hand. We welcome Qatar’s willingness to introduce reforms that will bring their laws into line with international standards. We will continue to work with Qatar to support progress and reform, to give all workers in Qatar confidence to know that their safety, their wellbeing, and their rights will be properly protected.
