My hon. Friend raises an important point, because that part of the track around Wolverhampton is the reason we have these problems in Telford. I completely agree that if we can clear that track, we will have more opportunities for additional services on the line from Telford to Birmingham.

Five years ago the train service was just slow, irritating and inconvenient, as I have described. Now it is all those things, plus it is a real battle to even get on to the train during peak times. If Telford is to fulfil its true potential as an attractive place to live and work, we must have a 21st-century link to Britain’s second largest city. It is just on our doorstep, but we cannot get there. We must have good connections to the rest of the country, and Birmingham is a gateway to do just that. That is imperative for our success to continue.

Over a number of years there has been a long debate around electrification. It has been discussed over and over. It has now been kicked into the long grass for this particular section of the track. In some ways that really is not the problem. What really matters to people who use the service is reliable peak-time trains that commuters can use to easily travel those 27 miles to Birmingham. The recent proposal to take Her Majesty’s Revenue and Customs jobs from Telford to Birmingham exposed the very real challenges that commuters face daily. A 47-minute stopping service, irregularly spaced and with overcrowded carriages, makes people think twice before accepting a job in Birmingham. That is no good for people’s income and no good for our economy. It is a lost opportunity. That is why connectivity is utterly essential to Telford’s future. We do not want to be just an afterthought.

In Telford, we make a significant contribution to the west midland’s economy and we have the potential to do so much more. I would say that we are the beating heart of Shropshire and the centre of gravity for the area, with new businesses choosing to locate in Telford and people choosing to move to Telford all the time. We are not just some sleepy county town on the way to Wales. We are a centre of innovation, enterprise and growth, but without the ability to easily get to Birmingham, we are cut off and it is holding us back.

Another aspect that I have not mentioned is trying to get back from Birmingham after a night out. That in itself is a massive struggle that puts people off going to Birmingham for the evening at all, because if the preceding train has just gone, they can be stranded at New Street station for up to an hour. Once on the train, it is back to the sluggish chugging along, stopping at every Shropshire village, and so on. That is not the 21st century. We should be able to go to Birmingham and enjoy a night out without thinking of the ordeal of getting back home.

I know that the Government are committed to improving rail services and delivering a rail service fit for the 21st century. We have had a change of provider in Telford—that happened last December—and the Minister will be glad to hear that we have experienced some improvements to our service, and many more are promised. We will have an additional train per hour with effect from December this year, and that is very welcome indeed. However, there is much more to do if our train service is to keep up with the needs of our town—as my hon. Friend the Member for The Wrekin (Mark Pritchard), who is not now in his place, mentioned.

We need more carriages. We need at least one fast train per hour, missing out those little Shropshire villages, for which there is no demand at all—I never see anyone getting on and off at these little stops between Telford and Birmingham. We also need sensible spacing of trains running in any one hour, to avoid lengthy periods between trains. It seems almost thoughtless to have two trains an hour running with a very short space between them.

As I have mentioned, our train service has failed to keep pace with Telford’s development and growth. This is impacting on the everyday lives of ordinary people trying to go about their jobs and get to work. It inevitably impacts on the success of our town. One thing that I am absolutely delighted about—I am keen to raise this—is our fantastic new footbridge linking the station to the town centre. I am grateful to the Government for the £10 million of funding for this wonderful, new bridge, which will transform the gateway to Telford and really change the way people perceive it as they enter into our town. The construction of the bridge from the station is well under way. People’s experience of using the station will be totally transformed.

I know that the Minister has responsibility for roads, but I would be delighted if he could ask his colleague, the Minister with responsibility for rail, to find time in his diary to come to Telford and open our railway station footbridge later in the year. I urge the Minister and the train operators—both West Midlands Trains Ltd and Arriva Trains Wales—to please not forget about Telford. We are doing great things for the economy locally and nationally. We must have the connectivity to keep on doing what we are doing, to keep on bringing in jobs and to keep on growing the region.

When thousands of people’s everyday lives are impacted by small issues that could be changed, we have to think seriously about why we are not doing it. There are some recommendations I would make today to our train operators—I hope they are listening, as well as the Minister. We need to drop some of the stops along the route to Birmingham. We are a business centre and we need to be able to go faster. This service is not a tourist stopping service to admire the attractions of Shropshire; we are talking about a function of business, and we must have that there. We must have enough carriages, because we cannot have only two carriages that are constantly overflowing. It is perfectly obvious that having an extra carriage would make all the difference. We must also have sensible spacing, particularly with the new train per hour, which is due in December. Trains need to be spaced sensibly around the whole hour, so that they do not all come at once. We must ensure that we do not have that 47-minute journey with a 45-minute wait between services.

Telford is an exciting place to live. Without doubt, it is one of the most successful towns in the midlands, economically and in terms of quality of life. As we celebrate our 50th anniversary in Telford and look to our future, we must ensure that our rail services match our economic growth and our huge ambitions for the future. That is essential if we are to continue to be the shining success story of what a new town should be. I will be grateful to hear what the Minister has to say.

All I can say, again, is that this railway line is well used and has seen an increase in passenger growth and customer satisfaction—it is the highest-rated railway in the country. I never want to see fares go up, but pay rises happen each year and there are costs to meet. Therefore, I am not offering a cut in fares, but we will operate a tight regime around the franchise to make sure it is not abused.

May I thank the Rail Minister for agreeing to meet the formidable Kettering rail users group this coming Wednesday in his office? They are going to bring with them constructive proposals for how the rail service to and from Kettering might be improved. May I urge the Secretary of State to recognise that Kettering is the most northerly junction from London between the Corby-to-St Pancras service and the midland main line itself? Thus, Kettering’s status during the next franchise should be enhanced.

Both my hon. Friend and the Kettering rail users group are powerful advocates for Kettering. I am sure they will be pleased by the investment going in. I was on the line the other day, and I could see all the engineering work taking place north and south of Kettering. There will be much better train links into London and, importantly, far more seats at peak times from Kettering, and we will be looking carefully at how we can ensure that passengers from Kettering have the best possible experience.

There has been absolutely no change to any part of the terms of that franchise; as of today, there is absolutely no change. It is business as usual. I have set out in this House the challenges, but as of today, to be clear, nothing has changed—neither the service specification nor the contracts for franchise.

The hon. Gentleman is right to draw attention to growing demand for journeys to the south-west. I believe that Great Western is doing a very good job at running the franchise. We are very supportive of the work of the Peninsula Rail Task Force, and we are trying to pull together all the work that is being done to ensure that we have a clear idea of what more we can do. I will certainly consider the hon. Gentleman’s idea carefully.

As my hon. Friend will know from yesterday’s statement, there are currently two trains per hour between Kettering and Nottingham serving the evening peak, and one train per hour during the rest of the day. Our proposal for the next east midlands franchise is for a minimum of one train per hour between Kettering and Nottingham throughout the day, but no firm decision has been made yet. I will listen carefully to my hon. Friend’s further representations.

On any objective analysis, the superb submission to the east midlands franchise consultation by the Kettering rail users group must be one of the best that the Minister’s office has received. May I invite him to reread the submission in even greater detail, given that it contains an overwhelmingly compelling case for Kettering to be the optimum connectivity hub in the new east midlands franchise?

I happily pay tribute to the work of the Kettering rail users association; I always find that the views of those who use our rail network are a source of great wisdom. As my hon. Friend knows, we have had the biggest upgrade on the midland main line since 1870, with the creation of a sixth path. We are keen to maintain as many northbound opportunities as possible from Kettering, and I will review that submission in greater detail.

Crossrail is of course a massive investment in transport in London. It is not a TfL project; it is a joint project between my Department and TfL that is designed to improve the lot of passengers both inside and outside London. It will make a real difference to the south-east.

T7. The central forecast of the Office for National Statistics is that the population will hit 70 million by 2029—just 12 years’ time—which is up by 5 million from today and represents an increase of 8%. What is the Department’s estimate of growth in the number of vehicles over that same 12-year period? Given that our superb roads Minister, my hon. Friend the Member for Hereford and South Herefordshire (Jesse Norman), is enthusiastic about the design of our road network, how will his enthusiasm help to meet that challenge?

There are three things I can say immediately: the record road investment programme will help; the development of vehicle technology will change the use of cars—we talk about autonomous vehicles in many ways, but one effect they may have is to change our sense of car ownership by encouraging more sharing of cars; and, as my hon. Friend rightly says, we need to think about transport infrastructure in connection with other development, such as economic development, housing development, et cetera. The question he asks is so profound that it cannot be answered in a few moments here, so I invite him to the Department to sit down with officials and have a serious discussion about this important matter.

There is nothing like trying to shoehorn every issue into one question, is there? The simple reality is that back in the 1990s our railways were in a state of decline—routes and stations were being closed, and there was even a plan to turn Marylebone station into a coach station. That was the reality of the days of British Rail. In the past 20 years, we have seen new trains, new routes and double the number of passengers. The problems today are the problems of success, not failure. That is why the approach in today’s statement is the right one. It is not designed to tear everything up and start again; it is designed to evolve the railways so that they are better placed to deal with the challenges that result from success.

The last Labour Government halved the mainline northbound service from Kettering from a half-hourly service to an hourly service, but since then the significance of Kettering on the railway network has increased: there are now more passengers; it is effectively the hub between the commuter service to Corby and the main line northwards; and it is now to be the interface between the electrified part of the line and the diesel-operated part of the line. Will my right hon. Friend agree that Kettering would therefore be the ideal base for the new train and track operating team?

Kettering is a fine town and a well represented constituency, and I can absolutely understand the case that my hon. Friend and Kettering would make for its hosting the operating team. He is absolutely right that it is at the heart of the midland main line. It might have some competition from Derby and others, but he makes a strong case.

I met Leeds City Council just yesterday to discuss such issues. Licensing poses real challenges, which is why I set up a working party to consider the whole matter following a Westminster Hall debate on this subject. That working party will consider the very issues that the hon. Gentleman and many others have raised and then report back to me, and it would be reasonable for us to publish its findings early in the new year.

I declare an interest as a member of Kettering Borough Council. The taxi drivers and private hire drivers of Kettering do a fantastic job ferrying local people around, but all these things need regulation and the council does its best. Which council does the Minister think is the best at regulating the taxi trade in small towns? How might that best practice be rolled out across the country?

I would not want to pick from among all my favourite towns. However, there are concerns about the inconsistent application of regulation and guidance, which is one of the things that the working party is considering. The key thing is that there has been a lot of change, partly as a result of modern communications and how people access information and book taxis and private hire vehicles. As Disraeli said:

“Change is inevitable. Change is constant.”

But a benevolent and diligent Government must constrain change while maintaining choice.

We have the advantage of having legislation before Parliament at the moment. If there are short-term measures that we could take, we would certainly be open to doing that, but I do not want us to rush into doing something without doing the ground work properly. We need to look carefully at what has happened, learn the lessons and make any modifications necessary. I assure the House that that is what we will do.

We should give credit where credit is due; it has been a simply remarkable achievement to repatriate such a large number of passengers in such a short period, and I congratulate my right hon. Friend the Secretary of State, his Department and the CAA on putting this together. Here we are on the first Monday back after the conference recess, and we could have been faced with having 110,000 British citizens stranded overseas. Instead, thanks to his actions, 80% of them are already back and the rest can be confident of coming back on time.

I am grateful to my hon. Friend for those kind words. They are a tribute to the work done by people right across Whitehall—nine different Departments and organisations were involved—by those who have gone out to man the departure lounges at airports around Europe and by the people operating the airline. This has been a fantastic effort, they have done a brilliant job for all of us and I am very grateful to them.

I suppose that I should start by welcoming the hon. Lady to her new position, although she has started to prognosticate already about what may or may not occur in the future. We have no intention of seeking to raise fares in the way that she describes, and it is not an appropriate path to go down. We always seek to put passengers first. We are continuing to maintain the cap at the moment, but we keep policies under review at all times. She should not read more into that than is actually there.

Network Rail has announced that the A6013 Northampton Road, from Northfield Avenue mini roundabout to Lake Avenue, will be closed between 24 July 2017 and 4 Sep 2017. Network Rail is confident that the work will begin and finish as scheduled, and we are in regular contact with Network Rail in regard to this work.

The Northampton Road railway bridge is located right next to the busiest road junction in Kettering town centre. The junction will be closed for six weeks and will cause major disruption to the town. The frustration of local residents will at least be partly assuaged if the Minister could reassure all of us who live in Kettering that he is at least actively considering proposals to reinstate the half-hourly mainline train service north from Kettering, which will go over the repaired bridge in the new franchise.

I recognise why my hon. Friend’s constituents would have concerns, having seen a similar closure in my own constituency and the issues and problems that that has caused. I have also heard his observations and views on the extra services that he wishes to see from Kettering. We will shortly be launching a consultation on the new east midlands franchise and I am sure that his request will figure prominently in our thinking on what we do next on that franchise.

The hon. Gentleman will have to forgive me for making a somewhat elliptical response. We are continuing to look at the options for rolling stock on that route, working closely with the current franchisee and other bidders for the franchise. We hope to make an announcement in due course.

As my hon. Friend has just heard, the train timetable options for the new east midlands franchise are still under development. Once it is complete and we have reviewed the responses to the public consultation, we will have a much better idea of what we want the bidders to deliver against. This will clearly include significant improvements, where possible to services to and from Kettering.

This relates to the junction between the suburban service out of St Pancras to Corby and the midland main line service from St Pancras to Derby, Nottingham and Sheffield. The connectivity from Kettering northward was halved by the last Labour Government to one train per hour. Will the Minister make it one of his top priorities to reinstate the half-hourly service northward?

My hon. Friend and I have already discussed at some length the opportunities to improve services from Kettering, and everyone in the House knows what a doughty campaigner he is for his constituency. I am sure that I will be reminded time and again of these issues. A sixth path is being created on the route, and I look forward to seeing how the consultation recommends that it be best deployed. I am sure that Kettering will feature heavily in those submissions.

The hon. Lady talks about political experiments; a political experiment would be implementing a business plan that I did not judge delivered substantial improvements to passengers, and that involved the biggest shake-up of the railways in the south-east since the 1920s. That is a risk that we do not need to take. We can deliver improvements through partnership, but we must remember that that partnership is not just about London; it is about Kent. It is a partnership that involves passengers on different parts of the routes. We need to design a franchise structure that delivers improvements for everyone.

Passengers on the diesel-operated East Midlands Trains franchise from London to Kettering, who already experience some of the most expensive fares per mile in the country, often have delays to their service, not because of anything that East Midlands Trains has done, but because of Network Rail problems with the overhead lines coming out of St Pancras for the Thameslink service. That often happens at Luton and Bedford as well. Will the Secretary of State ensure that East Midlands Trains, Thameslink trains and Network Rail are among the first to set up these joint operating arrangements, because that would be greatly welcomed by my Kettering constituents?

My hon. Friend is absolutely right, and that will be the case; that is one of the franchises that is coming up to be let. Big improvements are needed on that route. One of the other things that is unsatisfactory about the service for his constituents in Kettering is that in the mornings, they have to pile on to crammed inter-city trains from much further north in the east midlands. What we aim to deliver by 2020 is a better inter-city service and, for the first time, a proper dedicated commuter service to people from Corby, Kettering, Wellingborough and further south.
