Pursuant to a point made earlier, I would say to the Secretary of State that the appearance in the newspapers of briefings, which I am certainly not suggesting hail from him, is something that greatly irritates Members of the House. It is therefore very much to be hoped that before the conclusion of the review, there are no further such briefings. If there are, I rather imagine that I will be confronted with further requests for urgent questions, and I will feel unable, and in any case disinclined, to resist those requests.

On that point, I stand here as chair of the all-party parliamentary group on the armed forces covenant. The reality is that the leaks to papers are undermining morale and the confidence of families, and sending completely the wrong message to our allies. We need answers and we need them now, if only for the people who are serving. They need to know whether they will be serving in Plymouth, or be moved to Colchester.

The hon. Lady makes a powerful point on morale in the armed forces. To read speculation in the newspapers is not good for anyone. That is why I hope we can conclude the national security capability review at the earliest possible moment; then, we can make clear some of the options and what we want to do to take our armed forces forward and to make sure that they have the right investment, so that they continue to be the successful, vibrant organisations in which so many people take great pleasure and pride in serving.

Last year, I had the privilege and pleasure of meeting Ethel Parker, a 99-year-old former munitions worker from Swynnerton. She is incredibly proud of her service and will be 100 in May—I am sure she will forgive me for mentioning her age. For her and many others, time may well be running out, and they would very much want to be at the opening of a memorial, which would ideally not be in London so that they could visit it. Can we progress this issue as a matter of urgency, just as we have with other memorials, so that those involved can actually see the testament to their work to deliver victory in world war one and world war two?

Once again, I can only pay tribute to those constituents who played such an important part in the second world war—those who took part in world war one are no longer around—and I absolutely recognise the urgency. We had a similar issue when it came to the French Légion d’Honneur, so mechanisms are in place, but I will pursue this as a matter of urgency.

I congratulate my good and hon. Friend the Member for Gedling (Vernon Coaker) on securing a debate on such a vital topic. After his tour de force, and those of other colleagues across the House, I am sure that there is little more to say—but since when has that ever stopped any of us?

No one in the House would challenge the fact that our armed forces are truly the best in the world. Their skills and professionalism are second to none, and we owe our security to their service on a daily basis. Yet who could look at the decisions that this Government have taken and conclude that our armed forces are being well supported, that our defence family is getting the investment and consistency of message it needs, or that our current sovereign capabilities are being protected?

Colleagues from across the House have articulated, and will continue to do so, the point about the holes in the defence budget—the fact that 2% of GDP needs to be a minimum, not a target, for defence expenditure, and that when we are considering expenditure on conventional forces versus tackling the ever emerging threats of cyber-warfare and international terrorism, it should not be an either/or. I, of course, wholeheartedly agree.

I do not intend to use my time today to speak up for the status quo. I am concerned that there is limited strategic consideration from the Government about what we need and why, which is what I plan to discuss today. Our world is changing beyond all recognition, and we must be prepared to change with it. We face new oppressors, renewed threats and unprecedented challenges. Whether it is a resurgent Russia, an unstable middle east, a volatile North Korea or the ever-present and ever adapting threat of international terror networks, the global order is entering a period of rapid and unpredictable change. That requires a more flexible but genuinely strategic approach from central Government—something that can only happen if we are asking the right questions in the right order.



In my humble opinion—not so humble, as many hon. Members know—it is vital that we agree what we are trying to achieve before we start talking about cuts and capabilities. There are questions that we need to discuss. What is our place in the world? What threats does that mean we face? Based on those threats, what capabilities do we need? And then—and only then—how much money do we need to deliver them? Let us start with our place in the world.

Much has been made of the Prime Minister’s past statement that “Brexit means Brexit”. I raise this today because I am increasingly convinced that, far from being a soundbite concocted to keep the Government’s cards close to their chest, this statement in fact represents the sum total and sole focus of this Government’s vision for our place in the world. And that question of Britain’s place in the world is exactly the one that we need to answer if we are going to develop a coherent defence strategy for the 21st century. The EU referendum should have been, and now must be, the start of a meaningful conversation about what our country’s future will look like outside the European Union. Brexit must not mean that we abandon our allies, neglect our commitments or turn away from the wider world, but it does require us to think again about the role we are going to play in the future.

Britain has always punched above her weight on the world stage, and today our soft power is extended through our unique international position. We are a nation that has never shirked our responsibilities on the world stage, or stepped back from our duty to defend our friends and allies. We have made mistakes, and have sometimes been faced with the consequences of our actions—or, most recently, the consequences of our inaction. Yet for all this, I contend that it is in not just our own interests but the interests of global stability that Britain continues to exercise its power on the world stage, and that we continue to play our part in tackling the security challenges that we and our allies face.

I am proudly a member of an internationalist party, so walking away from the world is simply not an option for us. But retaining our place in the world not only costs money but determines what capabilities we need to tackle emergent threats. This is, of course, a defence debate, rather than one focused on foreign affairs, but I think we can all agree that an emboldened Putin, an erratic President in the White House, the increased use of cyber-terrorism from too many actors to count, the ongoing instability in the middle east, the increasingly volatile positioning of North Korea and the challenging environment in the South China sea pose genuine threats for the UK. This is in addition to the continued threat of international terrorism that touched too many families last year. We must remember, though, that not all challenges we face come from the aggression of nation states or ideological opponents. Climate change and natural disasters also have huge destructive capacity, and it is frequently our armed forces who have been the first to be deployed to offer aid and assistance, as we saw so recently with Hurricane Irma.

What do we need to be able to respond to this level of threat? Our capabilities are currently incredibly flexible, but I am concerned about what we could be about to lose in terms of our military and our domestic skills base, both of which ensure our security in the future. Keeping us and our allies safe in this uncertain environment requires a military that is flexible, highly trained and capable of deploying quickly in a diverse range of scenarios and climates. It also requires the right number of people.

Thankfully, we start from a position of strength; we used to be stronger, however. We have some of the most effective and well trained armed forces personnel in the world and the ability currently to deploy them quickly by land, sea or air. Yet these advantages are at risk of being undermined by the Government’s current approach to our national security, under the current national security and capability review—or cuts programme, as we should call it.

I congratulate my hon. Friend on her eloquent speech. Does she agree that the national security and capability review has nothing to do with strategy or the role of our armed forces in the world? It is just a last-ditch attempt to get to grips with years of spending mistakes and indecision.

I could not agree more with my hon. Friend. At this point, the national security and capability review seems to equate to little more than a campaign of cuts and reductions so severe that it is causing concern not just within our armed forces but even among our closest allies, which regularly raise discussion about it. Perhaps the most egregious example is the Government’s reported plan, already mentioned, to decimate our amphibious capability and cut up to 1,000 Royal Marines.

I have seen at first hand the Royal Marines’ extraordinary courage, ability, focus and fortitude, and I am a fan. Following his photo op this week, I hope that the Secretary of State for Defence has also come away from his time at Lympstone with a fresh appreciation of what our Royal Marines bring to the table; perhaps he will use them more effectively, going forward.

Not too easy. I thank the hon. Member for North Wiltshire (James Gray) very much. One important thing, demonstrated here today, is that the armed forces parliamentary scheme and the all-party parliamentary group on the armed forces inform all of us and ensure that the standard of debate in the House is as high as it can be.

I return to our amphibious capability. The proposals to cut our amphibious capability in the shape of HMS Albion and HMS Bulwark could cause tremendous harm to the adaptability and deployment options of our armed forces. Simply put, they would cut our options at a time when we need as many as possible, not fewer.

We will not adapt to this new world by running down our existing capabilities or by undermining the very people who are putting themselves in harm’s way in our defence; let us remember why they are there. But I fear that that is exactly what we are doing. It is no secret that the MOD currently faces a £20 billion black hole and the risk of further cuts. I sincerely hope that the new Secretary of State has made representations to the Treasury demanding more money from the pen pushers who worry about their air conditioning—my favourite quote of the day.

It is my very real fear that if we continue down the path that the Government have set, we may find ourselves ill-equipped to deal with what the future holds. We also need to recognise that Britain’s security does not just depend on our service personnel, vital though they are; we also need new and advanced technology platforms for them to use. A vital aspect of that is buying British, so that we can retain domestic skills to design, develop and produce cutting-edge defence technology.

In a post-Brexit world, that is more important than ever. That is why I began this year with a visit to the BAE Systems site in Brough to meet the team behind the Hawk. That was not just a chance to see some of the incredible engineering technology that goes into these aircraft; it was an opportunity to speak with the wider defence family—that is who they are: the engineers, technicians and manufacturers—who make kit knowing that their neighbours and children may well end up using it to keep them safe. They support both our own military and those of our allies, and we need to recognise that. Unfortunately, many of them are currently under threat of redundancy, owing to a lack of orders. The reality is that the MOD needs to step up and ensure that that industry has a steady drumbeat of orders, so that it can invest in their workforce and emergent technologies.

Fundamentally, however, my real concern today is that the Government are focused only on the cost envelope—trying to fill the black hole in the budget rather than investing properly in our future and what we need to keep us safe.

I am listening in particular to what my hon. Friend is saying about defence procurement and the need for a regular drumbeat of orders. I sometimes wonder whether the public understand the importance of keeping the sovereign capability embedded in those skills. At some point, we might not be able to call on neighbours and allies to provide us with kit and equipment. We need always to be able to provide that critical equipment ourselves.

I could not agree more, but the issue is twofold: it is also about our economic prosperity. Some 88% of defence exports come from aviation, yet we have no dedicated defence aviation strategy. We need a plan—we needed it last year, but we will take it this year, please, Minister.

By attempting to limit our capabilities according to budgetary constraints, the Government are putting the cart before the horse. The reality is that we cannot secure the defence of the realm on the cheap. If we are serious about having armed forces fit for the 21st century, we need to assess what threats we face, establish what capabilities we will need to counter them and then spend accordingly—whatever it costs. We need to stop tirelessly regurgitating the line that we are meeting our NATO target. Let us be clear that 2% is not a target, but a minimum threshold: if it proves insufficient to provide the capabilities that we need, we must be prepared to invest further.

No one can predict the future. Unfortunately, there will always be new threats on the horizon and not all of them can be foreseen. But it is the duty of Government—this Government—to ensure that we are as prepared as we can be, with the capabilities that we need.

There are 21 RAF officers sitting in the Gallery today who are due to be deployed on Op Shader in the new year. I am sure that the whole House wishes them well in their future deployment.

Ten days ago, we had a debate in this Chamber on a new defence industrial strategy. Given the jobs that are still vulnerable at Brough and the Qatar order that we still do not have the detail on, can we just have a defence industrial strategy, please?

I beg to move,

That this House has considered UK amphibious capability.

It is genuinely a pleasure to serve under your chairmanship, Mr Gray. Let us be clear why we are here today. In recent months, there has been simply too much speculation on the future of our amphibious capabilities, from reports of staggering cuts to the numerical strength of our Royal Marines to the apparent proposed sale of HMS Bulwark and HMS Albion to the Chileans or the Brazilians. All of that is seemingly without any consideration of why we have those capabilities or what our current commitments are.

It is clear, not only from the number of Members here on a Tuesday morning but from the growing concerns that emerged in the media over the weekend, just how important this issue is to people right across the House, across our forces and across the country, and why cuts to our amphibious capabilities are not only strategically bizarre but politically unwise.

I had planned to start the debate with an unusual comment for an Opposition MP. I wanted to welcome the statement of the Secretary of State for Defence, as reported in The Sun, that he was seeking an additional £2 billion for our armed forces from the Treasury rather than see our defences undermined. However, after yesterday’s reports in the Mail, I find myself a little confused as to whether the Secretary of State thinks we need more resource or not, and whether the Government recognise that our security may cost more money and that if we are going to operate on a global stage, we may need a proper military. Perhaps the Minister would clarify the current thinking of her new boss for us.

As we prepare to leave the European Union, we find ourselves looking towards an uncertain future in an increasingly turbulent world. The global order is facing a period of rapid and unprecedented change, and it seems that the post-cold-war consensus is disintegrating in front of us. In the last week alone, we have seen coalition talks fail in Germany and witnessed the long-awaited, if slow-motion, collapse of the Mugabe regime in Zimbabwe. In the middle east, the proxy war between Saudi Arabia and Iran has reached terrifying new depths in Yemen, with knock-on consequences in Iraq, Lebanon and Syria. That is only in the last seven days.

There are other threats we need to ensure we can militate against, from our counter-Daesh efforts to, most importantly of all and most directly applicable to today’s debate, a resurgent Russian Federation, which—as you know better than anyone, Mr Gray—poses a renewed threat to our friends and allies in the High North as well as across eastern Europe. Old certainties are disappearing and new threats are coming to the fore. The world is changing, and so is our place in it.

That is why the timing of this mini defence capability review—which increasingly seems an excuse to cut our military, if the media reports are anything to go by—is so perverse. At this moment we should be looking to broaden our capability, not to narrow it; to invest in our armed forces, not to run them down; and to expand our horizons and our influence, not to retreat from our commitments.

In support of what the hon. Lady just said, may I remind her that when the former Secretary of State for Defence came before the Defence Committee, he said that the reason for the review was an intensification of the threats? We would therefore expect to have more resources put into defence, rather than fewer.

I could not agree more. At this point, we need to agree what capabilities we need, and then what the budget should be—not the other way around. That is what the former Secretary of State said to us, and that is what we need to do.

Does my hon. Friend agree that the black hole is of the Government’s own making? In 2013, they increased the whole great shopping list of new equipment, with no extra cash to pay for it. It was predicated basically on efficiency savings and land sales, which have not yet been achieved and will not be achieved.

We need to be very clear about how big the hole is in the equipment budget. That has not happened yet in terms of invest to save, what efficiencies will be made and how we are going to pay for things. However, that is not an excuse to cut the numbers in our military or to get rid of current capabilities and platforms.

It would be a matter of grave concern and a genuine national security risk if tomorrow’s Budget included cuts to our military or made necessary additional savings that put our operational capabilities at risk. It is not just me saying so. Over recent days we have seen MPs, former Defence Ministers and retired senior service personnel lining up to warn that our armed forces are being hollowed out and to condemn the proposed cuts to our amphibious capability, including the reported loss of up to 1,000 Royal Marines—one of our most elite infantry units.

That is why today we must send a united message to the Chancellor of the Exchequer that his decisions on these matters will have consequences, that we cannot do national security on the cheap, that we must ensure our armed forces have the resources they need to deal with the threats we face, and that any reduction in our amphibious capability or in our Royal Marine numbers would be the wrong cuts at the wrong time. His Back Benchers are telling him, his own party’s grandees are telling him and those in this room today will tell him, I am sure, that as we prepare to exit the European Union and chart a new course for Britain’s role in the world, we cannot play fast and loose with the defence of the realm. The stakes are just too high. Let us be clear: that is exactly what the loss of our amphibious capability and the suggested cuts to our Royal Marines would do.

Amphibious capability at its most basic means the ability to land troops from the sea. As an island nation, that is a core capability for the senior service and a central plank to our NATO contribution. In fact, we are the lead for NATO’s immediate follow-on group in 2019 and the main delivery partner for the Netherlands in 2020. Can the Minister tell us how we will meet those commitments with 1,000 fewer Royal Marines and no amphibious platforms? In fact, given the current threats from the Russian Federation, can she illuminate us on how she intends to defend our allies in the High North and protect our northern flank without our amphibious and cold weather specialists?

Our two landing platform dock ships, HMS Albion and HMS Bulwark, can carry 405 troops with amphibious vehicles and combat supplies. They are amazing platforms, as I can attest, having visited HMS Bulwark last year. They give us the capability to land our Royal Marines quickly and quietly in order to have maximum impact and to take land in hostile environments in the most effective way possible. Both those vessels are currently expected to remain in service until 2033 and 2034 respectively, which we have guaranteed by spending £120 million in the last seven years to refurbish both ships. In fact, HMS Albion only returned to service in April this year.

Does my hon. Friend agree that it is not only the cuts to equipment such as Albion and Bulwark that are worrying? The cuts that have been made to winter training for the Royal Marines, for example, take away a unique capability we have at the moment.

I could not agree more. Having visited our Royal Marines in the Arctic to observe their training, I know how important that is for not only our own capabilities but the partnerships we build with other marines from our allies.

It has been suggested that the role of HMS Bulwark and Albion could be replaced by our two aircraft carriers or a cheaper Royal Fleet Auxiliary Service offering, but that is not what either is designed to do.

This comes after the loss of a landing ship dock auxiliary from the Royal Fleet Auxiliary Largs Bay to Australia in recent years and the pending decommissioning of HMS Ocean without any formal like-for-like replacement. The aircraft carriers are unsuitable for subsuming that role as a landing helicopter dock ship. Does my hon. Friend agree that that in itself—never mind the loss of the Albion and Bulwark LPDs—should be a matter of criticism and scrutiny in the House?

My hon. Friend has pre-empted the next paragraph of my speech. Why on earth, having spent £7 billion on new aircraft carriers, would we use them in this way? It is a waste of capability and an appalling use of the cutting-edge platform we have just built. As importantly, they do not have the capacity to carry or launch amphibious landing craft, and their holds are not designed to meet the specific requirements of the Royal Marines with regard to kit and platforms. They also cannot be used independently of the fleet and, as I think we are all aware, they cannot be deployed very quietly.

The hon. Lady is making an extremely powerful point, which makes me ask why we would cut the services of one of the finest forces in the world. I particularly want to mention 40 Commando in my constituency. These personnel are so important in humanitarian efforts. They recently went to the Caribbean to help with the disaster that occurred after the hurricanes. What was crucial was their fleetness of foot, being able to get in where there are no ports and being able to land helicopters where no one else could, with the amphibious equipment. No one else could go, so does the hon. Lady agree that we must think very long and hard before we cut a force as incredibly important as this?

I could not agree more. Our Royal Marines work day in, day out—40 Commando and all the others—to ensure that we are where we need to be, helping our allies as well as protecting the nation.

To return to my speech, when using the carriers, our troops would have to be deployed by air. Although it may make sense to deliver the first wave of troops quickly by air, that has its limitations. First and foremost, it is impossible to infiltrate enemy territory by stealth by means of military helicopter. Troops may also need heavy weapons, vehicles, fuel, food and ammunition, which cannot be delivered in sufficient quantity by our current complement of helicopters. In more intense conflict, armoured vehicles, artillery and even a few main battle tanks may be required. Unless there is a convenient port close by, the armour and logistical support must be delivered over the beachhead even if in a second wave after the helicopter-borne troops have secured the area. In the words of Admiral Sir George Zambellas:

“Nobody in the world of complex warfare, especially for an island nation that delivers force from the sea, thinks that a reduction in the sophisticated end of amphibiosity is a good idea.”

Another option, which has been floated for some time, concerns proposed cuts of 1,000 Royal Marines. I feel immensely privileged to have had the opportunity to visit our Royal Marines around the world and even to have sort of taken part in their Arctic training in Norway, or at least what they allowed me to pretend to do. [Laughter.] The hon. Member for Berwick-upon-Tweed (Mrs Trevelyan) can stop laughing at me now.

I have seen at first hand the Royal Marines’ extraordinary courage, ability, focus and fortitude. They are truly an elite fighting force. However, what really stood out for me and, I am sure, for anyone who has spent any time with them is the mindset that they bring to their role. “First to understand, first to adapt and respond, and first to overcome”—that is the mindset of the Royal Marines and it is reflected in their extraordinary ability and versatility.

It is no wonder that the Royal Marines are disproportionately represented in the ranks of our special forces. In fact, the Royal Marines constitute only 4.5% of defence infantry but produce 46% of our special forces recruits. It is clear that making any cut to this life force of the UK special forces would make no military or economic sense. It has been suggested that as the threats we face as a country have changed, the need for these sorts of capability has diminished. I do not dispute that we must be ready to adapt to new threats and challenges. It is absolutely true that cyber-attacks and asymmetrical warfare open up whole new theatres of war, for which we must be prepared.

Does my hon. Friend agree that the fleet protection role that 43 Commando plays in securing our nuclear deterrent is a vital role and that, if lost, it would be very difficult to replace?

I could not agree more. I have visited 43 Commando and seen up close the work that it does protecting the deterrent. Without it, I would be concerned about how we would move forward.

Where I disagree in relation to changes to warfare is with the idea that our amphibious capability is no longer a strategic necessity and is not a core aspect of the military mix that we will need going forward. It provides the option for small-scale raids, interventions and humanitarian missions. We must surely recognise that the ability to land troops from the sea, potentially in stealth conditions, has such a wide range of applications and is so vital a capability for an island nation that to diminish it would be an act of gross irresponsibility.

The 1981 review, “The United Kingdom Defence Programme: The Way Forward” advocated a reduction in the quantity of Royal Navy ships and a refocusing of the remaining resources towards Europe. Just a few years later, the Falklands war highlighted the continuing need for both our naval strength and a global outlook.

We saw a further U-turn in our approach from 1998 to the strategic defence and security review in 2015, when we looked away from Europe and towards the middle east. We had to review everything after Russia’s invasion of Ukraine. I do not doubt that threats change and that our military must change to meet them, but the role of Government is to ensure that we have a well resourced, mixed defence capability that is strong enough to defend us at home and abroad to keep us safe. When we look at the lessons of history, we see that we can never truly predict what capabilities we may need tomorrow, never mind next year. The truth is that there has been no change in the strategic environment to justify the current proposals. It is cost-cutting pure and simple. To make cuts that risk undermining our amphibious capability now, not knowing what the future holds, would be deeply irresponsible and could have serious ramifications for our future readiness.

Many people in Westminster Hall today know my fondness for the Royal Marines, and I am proud to be your deputy, Mr Gray, on the all-party parliamentary group for the armed forces, but today is not about that or even about our wonderful commandos. It is about whether we have what we need to keep us safe. Tomorrow is decision time for the Chancellor. Will he listen to the concerns from my party and his, and from servicemen and defence experts, and hit the pause button on these reckless cuts to our amphibious capability and, for that matter, to our defence budget? Will Britannia still rule the waves, or will she yield to them in the name of austerity?

It is a pleasure to follow the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard). He will know that that was my birthplace and my father spent 37 and a half years in Devonport dockyard in his constituency, with his last job being on HMS Albion before he retired in 2010.

It is particularly apt that we are having this debate on the 99th anniversary of the German high seas fleet entering Scapa for the internment, following the armistice of that year. Edward Grey famously commented at the start of the first world war on the lamps going out, but he made another famous comment:

“The British Army should be a projectile to be fired by the British Navy.”

That reflects how important amphibious capability was. Yet today is not about history. Wars are not won by emotion and we do not deliver aid by reminiscing about the times of the fleet defending the empire.

First, I thank all right hon. Members and hon. Members for contributing to this broadly consensual but vital debate. It has been incredibly disappointing not to have confirmation from the Minister that there will not be cuts to our amphibious capability. It is the day before the Budget and it would have been incredibly helpful for all of us if we could have gone forward to tomorrow knowing that that capability will not be cut.

To clarify a couple of points for the record, I am a Mirror reader and not a Sun reader. [Laughter.] It has also been incredibly important that everyone here today has recognised that the views of our allies are key in terms of our capabilities in the future, as are our NATO responsibilities, which we have already committed to; unfortunately, they were not touched on by the Minister. We have commitments in the next two and a half years that we will not be able to fulfil if we do not have HMS Albion and HMS Bulwark.

I urge the Government not to dig in; instead, they should recognise the advice of the right hon. Member for Rayleigh and Wickford (Mr Francois)—this simply is not a political battle that is worth fighting.

I beg to move,

That this House has considered defence aerospace industrial strategy.

I must begin by thanking the Backbench Business Committee for allocating time for this very important debate on the Floor of the House. I also thank my friend, the hon. Member for Witney (Robert Courts), for co-sponsoring it.

Madam Deputy Speaker, I am sure you would agree that the calibre of Members here on a Thursday afternoon is testimony to the importance that the House places on both our military and the need for them to have the right kit, at the right price, at the right time. Our debate on this matter is timely. This month we mark the 100th anniversary of the creation of our Royal Air Force. It therefore seems fitting that we should also recognise the fundamental role that our domestic defence aerospace sector has played in maintaining our country’s aerial supremacy for generations.

Last weekend all of us here today, along with millions of British citizens, gathered across the country to commemorate the courage and the sacrifice of those men and women who have served in our armed forces, to protect our country. But while we remember those who have fallen defending our country, we must also honour those currently in uniform. Their dedication, skill and bravery is demonstrated every day, in every corner of the world.

These efforts are exemplified by those 1,350 service personnel who are currently supporting Operation Shader. In the last week alone, RAF Tornadoes and Typhoons undertook further operations in support of the battle against Daesh, eliminating hidden improvised explosive devices, destroying Daesh stockpiles and, vitally, disposing of Daesh armoured truck bombs. Over the course of this conflict against the most barbaric and ideological of opponents, British air support has played a vital role, striking Daesh 1,384 times in Iraq and 262 times in Syria.

The men and women of our RAF, and indeed of our entire armed forces, serve with courage and distinction, but they do not operate in isolation. They require the platforms and the weapons to do their job effectively and with as little collateral damage as possible. Their military success depends on the technology and the weaponry that we can bring to bear and—crucially for this debate—on the wider defence family that develops, designs, manufactures and maintains it. I am delighted that members of the defence aerospace industry from the GMB at Brough are in the Gallery today.

The men and women who develop these products do so in the knowledge that it may well be the sons and daughters of their friends and neighbours who are called upon to use them. They understand the stakes and they do everything they can to ensure that when our armed forces are deployed, our brave service personnel have what they need to keep them safe and to get the job done, in order to keep us safe. They recognise their role in defending our country; the question today is, do we, and importantly, do the Government?

I maintain that it is the defence family—the inventors and engineers, tradesmen and technicians, fitters and fabricators—who have built Britain’s defence industry into a world leader and sustained our sovereign capability in a world where such strength has never been more vital. It is that very defence family which I fear is currently being sold short by the Government, especially in the aerospace sector. Unless we address that now, the situation will become even more challenging in a post-Brexit world. Simply put, to ensure our sovereign capabilities post-Brexit, we need to develop a defence aerospace industrial strategy now to protect our domestic skill mix.

The Government have recognised that need in our maritime defence sector with the development of the national shipbuilding strategy. All we are asking today is that the same generosity be applied to the defence aerospace sector to give it and the workforce some stability for the next generation.

That is not beyond us. British industry has developed such iconic aircraft as the Hawk, the Harrier, the Tornado and the Typhoon, and that is before we even touch on the A400M or any of our helicopters. We have earned our place as a global leader in the manufacture and support of combat aircraft. It is, however, my contention that the development of a long-term industrial strategy for our defence aerospace industry would do far more than reassure an individual sector. It would provide lasting benefits to our economy, retain a valuable skills base, guarantee our sovereign military capability and secure our position on the global stage.

The hon. Lady has mentioned Tornado twice, including the valuable role it has played in Op Shader. It remains a potent combat aircraft, even today. Does she agree that when the Tornado retires from service in 2019 we should keep some as a war reserve, and that British industry has the skills and capability to support that?

I agree with the right hon. Gentleman, who has raised that point repeatedly in recent months. We have to decide what reserves we need, but that is no replacement for the development of our future capabilities.

First, on our economy, our defence aerospace sector makes an enormous contribution. It is the core of our wider defence industry, which directly employs more than 142,000 people, with a further 116,000 indirectly employed in the supply chain. In 2016, BAE Systems alone contributed £11.1 billion of gross value added to the UK—equivalent to 0.6% of our entire economic output—but there is further additional value to ensuring that those defence jobs stay in the UK. The Royal United Services Institute has calculated that for every pound the Government spend on a defence contract when the good or service is generated in the UK, the Treasury receives 37p back in revenue, as well as the new platform or system we have procured.

It is self-evident that a strong defence industry is a major contributor to a strong national economy, and our defence aerospace industry supports thousands of well-paid and highly skilled jobs, the majority of which are outside the south-east, as well as boosting our economy through exports of world-class products. Our defence aerospace sector accounts for 88% of all defence exports —an incredibly important aspect of our economy, especially as we look to leave the EU, not least for the impact on our future balance of payments.

But there are challenges in the sector that fundamentally relate to two factors. One is that export sales typically depend on the use of future platforms by our own RAF—the British brand and RAF stamp of approval mean a huge amount for other state actors. When buying British is key for the global success of the sector, we need to pay attention.

The second significant challenge is the extended lead-in times and development processes that characterise the defence aerospace industry. That requires a long-term strategy, not a short-term fix, to ensure a steady drumbeat of orders and constant research and development to maintain confidence within the industry and to protect jobs and our domestic skills base.

We have seen recently what happens when that certainty is missing from the market, with BAE announcing up to 2,000 redundancies owing to a gap in its order book. Those job losses are not just a blow for those workers and their families, but could result in a loss of skill and expertise that could set us back a generation. I believe that those jobs could be protected in the short term if the Government committed to bringing forward the order for the new Hawk aircraft for the Red Arrows and to securing the next wave of export contracts for that aircraft.

The Hawk aircraft is incredibly important to my constituents, many of whom work at BAE Systems in Brough. As well the work the Government are rightly doing to support the Hawk overseas, bringing forward the Red Arrows replacement aircraft would fill part of the gap in the order book, as the hon. Lady has outlined. Could that not also be done in such a way as to support the development of new orders so that what is built now does not necessarily have to be part of the replacement fleet, but can be used as a stopgap?

I completely agree. Let us be clear: this is a brand-new aircraft, and our Red Arrows, with their skills set, should be selling it to the world.

At the moment, this clearly hinges on the Qatari order, but does my hon. Friend agree that if that does not come forward and the Government do not bring forward the Red Arrows replacements, we may not have any sovereign capability for building fast jet trainers in this country?

I completely agree. The reality is that this is about our sovereign skills mix, and about whether we can develop future training aircraft or fast jet aircraft. This is also about people’s lives: for the people in the Gallery, this is about the jobs they will move on to in the future. This is therefore a key moment at which the Government should act.

Perish the thought that the Red Arrows should fly anything other than British-built planes. Let us be clear: 2030 was not a date anyone recognised until recent weeks for the renewal of the Hawks. I say this as a young Member of this House, obviously—[Hon. Members: “Hear, hear.”]—but the newest Hawk aircraft used by the Red Arrows is six months older than me, so this is not showing off the best and brightest of our potential capability.

We are both very young Members. [Interruption.] Well, it appears there is not so much agreement about that in my case.

On the age of the aircraft, have there not been some really troubling reports about just how few of our current Red Arrows aircraft are actually able to fly at any one time? That is why the 2030 date seems somewhat strange to many of the people who are intimately involved in the group.

I had the privilege of sitting in Red 1 last year, so I absolutely agree. The Red Arrows are our showcase for the RAF, and for us not to be investing at the time of the 100th anniversary of the RAF seems to me somewhat short-sighted.

I am not in favour of having a new aircraft just for the sake of it, but this is our most impressive and important defence engagement tool, and one of the priorities of the RAF. The Red Arrows can show off the best of our new technologies on a global stage, and we should encourage them to do so. However, I acknowledge that this would be a sticking plaster, and the long-term security of these and other sites can be guaranteed only by the development of a clear, genuine industrial strategy for the future of UK defence aerospace.

I recall that when I was a young major—I am still young, as I am sure the hon. Lady would agree—we were talking in 1984 about the requirement for a defence aerospace industrial strategy. We sometimes change the name, but we keep talking about the same thing. The truth of the matter, however, is that every time there is a defence review, the defence aerospace industrial strategy goes into the bin. I am afraid that that is the reality of the situation. We all want such a strategy, but it keeps getting scrapped, like so many of our aircraft.

This is the perfect chance for the Government to ensure that there is a real opportunity to have an industrial strategy. They must put their money where their mouth is and move forward with such a strategy.

My second point relates to the retention and development of our domestic skills base. Our defence aerospace industry operates at the absolute cutting edge of modern technology. This is a highly skilled, highly qualified workforce, and their talents are a national resource that need to be nurtured as well as retained. Such expertise enabled us to play a major role in developing the F-35 alongside our US partners—a project that was secured by our unique knowledge through the design of the Harrier jump jet.

When deals stall and future projects are uncertain, those jobs are put at risk, and if they go, those skills go with them. Once the capability to develop and produce complex systems in any field has been lost, it can be incredibly difficult and time-consuming to rebuild. One has only to look at the experience of the Astute programme to see the danger. Delays in our procurement of a new submarine programme led to significant redundancies of very specific skills which meant that, embarrassingly, when we eventually decided to upgrade our submarine capability, we had to go cap in hand to an American firm to help us rediscover and upskill the skills that we had lost after the completion of the Trident programme in Barrow.

My hon. Friend is right to mention the problem in Barrow, and I am sure she will agree that not only was reskilling a problem, but there was a massive extra cost to the taxpayer in a programme that had only one supplier. In aerospace we could lose out to competitors. Other people make aeroplanes, but we are the only ones who make submarines for ourselves.

My hon. Friend speaks with authority about his constituents and their work in Barrow.

As I was saying, that loss of skills was not just a national embarrassment. The erosion of capability can have serious and long-lasting consequences for our sovereign military capability. Let us not repeat previous mistakes. Let us develop a comprehensive industrial strategy for our defence aerospace sector, and ensure a steady drumbeat of orders to maximise the benefits of an already highly successful exports market.

Central to that strategy must be a forward-thinking plan that starts to consider what a post F-35 future may look like. We need commitment to the development of a sixth-generation combat fighter, to ensure that we have a British option for our next multi-role air defence asset. It will not surprise Members to know that the development of both the Typhoon and the F-35 projects took two decades from concept stage to mass production. We need to commit now to developing that new platform with a view to the finished product entering service in the 2030s—I will still be a young Member.

We should also use that project as an opportunity for a realignment away from a US-led development process, and turn towards our partners in Europe. The F-35 is an exemplary piece of kit, and we should be proud of our involvement in its development. If we are to maximise the benefits for our domestic defence aerospace industry, we must play a lead role in the development and construction of the sixth-generation fighter, and not operate in the long shadow of the US military industrial complex.

Finally, a defence aerospace industrial strategy sends a message to the world that we are serious about our future defence commitments, as well as our long-term security and that of our allies, and it provides us with opportunities to build lasting relationships with international partners. It would also demonstrate that the UK may be leaving the European Union, but we are not leaving the world and we are open for business.

When a nation develops an over-reliance on foreign imports for its defence capabilities, that does not just impact on jobs and industries; it also sends a signal to the world about that nation’s lack of confidence in its own industry and society. Put simply, great nations become great by acting as though they are. If we put our faith, and our active, long-term support, into our domestic defence aerospace industry, it will show the world that we are leaders in the field and intend to keep it that way. The time is right for the development of this strategy. Industry is willing; the military are wanting. What we need now is Government action.

The amendment refers to the implications of the new working practices for the future of housing contracts, but I also want to mention current issues with housing. CarillionAmey won multimillion-pound contracts for maintaining about 50,000 housing units because it was the lowest bidder. We have heard complaint after complaint about the response time to repair and maintenance requests, and about the quality of repair and maintenance received.

As my hon. Friend and the Minister know, I pay close attention to this issue. The complaints are not necessarily about response times, but about where the key performance indicators have been set and how they do not meet the needs of our armed forces. CarillionAmey is meeting its KPIs. It will turn up within 24 hours, but it takes eight days to fix the boiler, and I think that is more of a problem. I can empathise with that, given how cold it is in here today.

I thank my hon. Friend for that intervention. She has highlighted one of the many concerns that we have around the work of the contracts, or the way that the contract is not working for families in our armed forces.

Last year’s National Audit Office report on service family accommodation was damning of Carillion’s performance:

“The performance of CarillionAmey has been totally unacceptable”.

Although I welcome the action that has been taken, the Government had the option to terminate the contract, yet they did not, which leaves me with some concerns about how seriously the matter is being taken. I appreciate that there have been some improvements, but reports have shown that continued dissatisfaction with the delivery of the contract is still widespread. For those in service family accommodation, satisfaction with the quality of maintenance/repair and with response to requests for maintenance/repair fell to just 28%, which is very alarming indeed.

Of course, this is all in the context of many personnel seeing increased costs for their accommodation and ongoing pay restraint. The pay review body commented on that in its latest report:

“A key consideration in people accepting the increases in charges being seen…will be a clear improvement in both the overall quality of the housing stock and the effective delivery of maintenance services.”

I would like to hear whether the Department has any specific plans to take action to improve performance and at what point we might see that happen.

Recruitment and retention issues are at the heart of the Bill, and housing is a crucial factor in that. I hope the Minister can give me some assurance and answer my questions about how the new working practices will impact on housing allocation, what the latest progress with the future accommodation model is and how the Government will deal with housing contracts if marked improvements are not shown.

I know that the hon. Lady has spent a lot of time looking at these issues, and I am grateful for her input. She has done well to finesse those concerns into the Bill. She knows that that is a separate but very important subject. I hear what she says.

CarillionAmey was mentioned. That concerned the previous Secretary of State, and the company was called in to ensure that improvements were made to meet the KPIs. The contract comes up for renewal in 2020. That does not stop us making sure we provide the best accommodation we can for our armed forces personnel. We should recognise that what people choose and expect today is very different from 15 or 20 years ago, when a room this size would have been full of 20 beds. Now people expect individual accommodation, wireless networks and decent cooking facilities, and that is what we are providing, not least as we build new premises and new accommodation, with the returning of our armed forces from Germany.

The hon. Member for Merthyr Tydfil and Rhymney seeks to place an obligation on the MOD to commission an independent report evaluating the impact of new forms of flexible working on armed forces housing contracts. The Government have already provided assurances during the passage of the Bill that regular service personnel, when taking part-time work, will retain those entitlements currently available to full-time regulars. There will be no change there. Providing our people with service accommodation is pivotal for their work. We must ensure that their families have that guarantee and that support, particularly if circumstances change and they need to be called back at short notice.

Regular service personnel who successfully apply to undertake the new forms of flexible working following the introduction of these measures will be entitled to service accommodation commensurate with their personnel status category and other qualifying criteria, in the same way as their full-time colleagues. Individuals will take up these new arrangements for a defined period only and will retain an enduring liability for mobility. They will still be subject to the same moves associated with new assignments as others in the regular armed forces.

In any career, one would hope to have career progression. The hon. Gentleman also refers to the fact that the pension offer is not as generous as it once was. The problem is that people still face a perfect storm of rising costs and pay that is not keeping up with those costs.

Does my hon. Friend agree that our Conservative colleagues seem to be confused about the difference between a pay rise and a pay increment? Those are two very different things; one of them is an entitlement and the other is in the gift of the Government.

My hon. Friend expresses that perfectly.

Of course, the pay review body can recommend a higher award for a specific group of personnel, but if it did so, it would have to reduce increases for others. In other words, it would be robbing Petra to pay Paula. Even when increased pressure on recruitment and retention has been raised with the pay review body, it has been unable to recommend a pay rise to deal with the problem, given the Treasury’s insistence that it will not provide the funds.

Rather than passing the buck, is it not time for the Government to do the right thing and lift the public sector pay cap across the board so that our armed forces and, indeed, all public sector workers—firefighters, nurses and ambulance workers—get the pay award that they deserve? That is a popular policy that commands support across the country. More than three quarters of voters, including 68% of Conservative voters, want to give public sector workers a pay rise. I hope that that straightforward proposal will command support in the House this afternoon.

Let us remember that while other public sector workers have unions to work on their behalf, our armed forces do not, so it is all the more important that we in this House speak up on their behalf. I say to Conservative Members that there is no point in saying that they back our forces personnel if they refuse to stand up for them when it counts. There is no point Conservative Members pretending that they want forces’ pay to improve if they are not prepared to vote for it. Members should listen to what our service personnel are telling us. The pay review body has found:

“Service personnel are becoming increasingly frustrated with public sector pay policy. They feel their pay is being unfairly constrained in a period when costs are rising, private sector earnings are starting to recover, and the high tempo demands on the Armed Forces have not diminished.”

Those men and women work tirelessly to keep us safe. Surely the very least they deserve is fair pay for their service.

The fact is that we cannot do security on the cheap. Whether we are talking about moving the goalposts so that we barely scrape over the line to meet NATO’s 2% spending target, cutting corners with short-sighted defence cuts that have weakened our defence capabilities or imposing a public sector pay cap on our brave armed forces personnel, the Government simply will not stump up the cash to invest in our national security. I make this challenge to Conservative Members: they have talked the talk, but are they prepared to walk the walk into the Lobby with us this afternoon and show the courage of their convictions in their vote?

I thank the Minister. Many colleagues have mentioned the overall package, but may we go back to service family accommodation? I shall be talking about pay later, but the reality is that SFA and the CarillionAmey contract are the No. 1 issue, in addition to pay, that is raised with us every day. As chair of the all-party parliamentary group on the armed forces covenant, I think that SFA is becoming a headache for everybody and needs to be resolved as a matter of urgency.

The hon. Lady makes a very valid point. In my previous role, I spent a lot of time with CarillionAmey. I took the chief executive on a walk around Woolwich to see the standard of some of the accommodation. I think that there is acknowledgment across the House that the situation has improved, but there is still an awful lot more work to do. We recognise that and are determined, as were the previous Government, to address this issue. Of course the better defence estate strategy is part of the key to that. As we begin to consolidate our barracks, we will have less mobility of our armed forces; we will be able to dispose of some sites and all that money will be reinvested.

This morning, along with 20 other MPs and peers, I attended a brief act of remembrance at the Guard’s Chapel in Wellington barracks, where we paid our respects to the fallen. I think that it is an underappreciated fact that over 30 Members of this House have themselves served in the armed forces, in either the regulars or the reserves, including myself, the Minister for the Armed Forces and the Under-Secretary of State for Defence, my right hon. Friend the Member for Bournemouth East (Mr Ellwood). Another of those people is my right hon. Friend the Member for New Forest East (Dr Lewis), Chairman of the Select Committee on Defence, who served in the Royal Naval Reserve and who was present this morning. However, he has asked me to offer his apologies to the House because he had two unbreakable commitments this afternoon and therefore could not, as he usually would do, contribute to this debate.

Our armed forces are currently under pressure. As of May 2017, the total strength of the regular armed forces was 138,350, some 5% below their establishment strength, and the shortages are far worse in specialised trades. In the year to April 2017, over 2,000 more people left the regular armed forces than joined.

As I argued in the House recently, a combination of lower retention than expected and failure to achieve recruiting targets means the under-manning in the armed forces is worsening. The Royal Navy and Royal Air Force are now running at around 10% below their annual recruiting target, while for the Army the shortfall is, unfortunately, over 30%.

This continuing process of “hollowing out” in the ranks also threatens to compound the problem by increasing the pressure on those personnel who remain. In order to address these problems, the Ministry of Defence needs to improve its recruiting performance, particularly among black, Asian and minority ethnic personnel and female personnel. The MOD has a target, set by the Minister for the Armed Forces, for 15% of all recruits to be female by 2020. In the year to 31 March 2017, female personnel represented 10.2% of the regular armed forces, while the proportion for the reserves was somewhat higher, at 14%.

The RAF, which for some time has had a programme devoted to nurturing female talent, has three female officers of two-star rank, and there is one female officer of two-star rank in the Army, but, unfortunately, there is none in the Royal Navy.

Yes, I would like one day to see our new aircraft carrier, Queen Elizabeth, which is named after our wonderful Queen, captained by a woman.

The MOD has been able to make much of female representation in media terms in order to show the career progression that is possible for female officers, but clearly it would be desirable to see female candidates reaching three-star rank or above in the relatively near future. The independent service complaints ombudsman has three-star rank, but she is independent of the armed forces. In addition, as a ministerial example, my hon. Friend the Member for Portsmouth North (Penny Mordaunt) was, I believe, the first female Minister of State for the Armed Forces in history; she held the post from 2015 to 2016.

The MOD is now also introducing women in ground close combat, meaning that in future women will be allowed to serve in the Royal Marines, the infantry and the RAF Regiment. Places will be made available to female candidates who can pass the requisite physical standards, which will be maintained as the same as for their male counterparts; that is important in maintaining confidence in the process. In addition, women will be allowed to apply for posts in the special forces, again entirely on merit, thus clearly demonstrating there are no longer any areas of the armed forces that are off-limits to female personnel.

The RAF Regiment was opened up to suitably qualified female candidates this September, and women will be able to take places in the Royal Armoured Corps and the infantry in 2018. It will take some time for the absolute number of women in ground close combat to build, but the opportunity should be used at an early stage, with exemplars, to demonstrate unequivocally that there are no longer any restrictions of opportunity for women serving in the armed forces.

The flexible engagement system, which we debated in the House on Monday evening and to which several Members have already referred, will positively affect the ability to attract and retain a diverse workforce. FES is designed to allow individuals to decide on their level of commitment, including opportunities for work in full-time and part-time capacities, with the current barriers between regular and reserve being reduced. That flexibility should be particularly helpful in assisting women to enjoy full careers in the armed forces over a period of time, while reducing concerns female recruits may have about the longevity and potential progression of their careers.

Overall, female recruitment—including representation at senior level—is starting to show real success, and this is one area where the Ministry of Defence can afford to be more ambitious. The 15% recruitment target by 2020 seems likely to be met and the Royal Air Force is already intending to raise its target to 20% by 2020. If the Department wants to continue the momentum that is currently being developed in this area across the three services, I believe it should set a new stretch goal of 20% of recruits being female by 2025. In addition, maximum publicity should be given to the introduction of women in ground close combat, to highlight that all areas of the armed forces are now open to female talent.

We appear to have got some consensus there.

In July 2013 the Government published a White Paper entitled “The Reserves in the Future Force 2020: valuable and valued”, which envisaged an ambitious revival and expansion of Britain’s reserve forces, under the heading of Future Reserves 2020, or FR2020. The roll-out of that programme was initially complicated by a combination of excessive bureaucracy, delays to medicals for recruits and IT problems.

In response, the three services—in particular the Army, where the greatest problem lay—committed additional resources to reinforce the recruiting effort, and now, several years on, that has borne fruit. As of May 2017, the trained strength of the Army reserve is 26,730 as against a target of 26,700; the maritime reserves, including the Royal Marine Reserve, stood at 2,590 against a target of 2,320; and the figures for the RAF reserves, including the Royal Auxiliary Air Force, were 2,140 against a target of 1,860.

Reserve recruiting now enjoys support from across British industry, including the Business Services Association, the CBI, the Federation of Small Businesses and the Institute of Directors, and is an important part of the armed forces covenant. In addition, considerable success has been achieved by offering “recruitment bonuses” to ex-regulars who have left the services but have then joined their reserve counterparts.

There is no room for complacency. That has only been achieved with considerable investment, of both money and effort, by the regular as well as the reserve forces. If the targets in FR2020 are to be met, it is vital that this earmarked funding is continued and not sacrificed to in-year savings, which would run the risk of seriously compromising the momentum achieved to date. Overall, however, the reserves story is now becoming a successful one, and is far healthier than it was only a few years ago.

An important aspect of the overall quality of life in the services is represented by service accommodation, and this is where the Ministry of Defence must do better if it wishes to retain the support of service personnel and, particularly, of their families. Remember the saying: “Recruit the serviceman, retain the family.” The UK tri-service families continuous attitudes survey, published in July 2017, shows that the level of satisfaction with the maintenance of service families’ accommodation remains low following a large decrease in 2016. In particular—this follows on from the point made by the hon. Member for Stoke-on-Trent North (Ruth Smeeth)—there are issues surrounding the delays in the MOD’s housing contractor, CarillionAmey, responding to requests for maintenance and also with the quality of the maintenance and repair work subsequently undertaken. Only 34% of those surveyed said that they were satisfied with the responsiveness of the contractor and only 29% were satisfied with the quality of maintenance or repair work that it undertook.

Does the right hon. Gentleman agree that one of the problems with that contract is the existing key performance indicators? The contractor gets a big tick for turning up within 24 hours, but that does not mean that the boiler has been fixed. That could take another eight days. The letter of the contract might be being fulfilled, but it is definitely not being fulfilled in spirit.

The hon. Lady anticipates what I am about to say. I will come on to boilers in just a minute. Her point about acting to the spirit of the contract is well made, and I agree with her.

The FCAS report states:

“Satisfaction with most aspects of SFA fell markedly in 2016 due in part to underperformance by the National Housing prime contractor and changes to the SFA charging method in April 2016.”

Similarly, the Army Families Federation—sometimes affectionately referred to as the Army freedom fighters—reports that housing continues to be the biggest concern for Army families. There is overwhelming anecdotal evidence about the poor performance of CarillionAmey and, put simply, we are not honouring our people by providing them with this shoddy service. We send a serviceman halfway around the world to fight for their country and we call them a hero, as that is what they are, but back at home their wife spends weeks trying to get their boiler fixed because of the startling ineptitude of the people we have hired to keep their home warm. And then we wonder why people leave.

This has gone on for too long, and it is simply unacceptable. Either CarillionAmey should materially raise its game on behalf of our service personnel or it should be unceremoniously sacked and we should find someone competent to do the work instead. Housing associations and registered social landlords around the country have been carrying out basic maintenance and repairs as bread-and-butter work for years, so why cannot CarillionAmey do the same?

There are a variety of reasons why people are leaving the armed forces at present, and pay is one factor but—as has already been pointed out—not the predominant one. As the Minister rightly said, the armed forces continuous attitude survey published in May 2017 points out that the primary reason for people wanting to leave the services is the effect of separation or long hours on their family life. That is the greatest challenge that Ministers have to grapple with. The Armed Forces (Flexible Working) Bill, which we debated in this House on Monday, should help in this regard, as it will allow service personnel to vary their commitment, rather than face an acid test of only being able to leave the services in order to reduce the pressure on their family. In other words, it might persuade some personnel to stick rather than twist when their family are under pressure because of their commitment to their country.

The issue of pay itself has now become something of a challenge, particularly in relation to retention. The AFCAS notes that only 33% of personnel are satisfied with their basic rate of pay, and that only 27% are satisfied with their pension benefits, although it should be pointed out that the armed forces have one of the few remaining pension schemes anywhere in the public sector where employees do not have to pay a contribution of their own—something that I know MOD Ministers have fought valiantly to defend.

Recommendations on pay are made by the Armed Forces Pay Review Body and its recommendation in January 2017 was essentially for a 1% pay increase, although certain personnel would qualify for additional increments and also for specialist recruitment and retention pay, particularly if they serve in areas where the armed forces are struggling to retain specialists. Any further pay increase for the armed forces will be subject to the next recommendation of the AFPRB early next year, so we will have to wait and see what it recommends. It is likely that any increase above 1% would need to come out of the defence budget, which could have implications for some elements of the equipment programme, for instance. However, given that the police have now had an above 1% pay increase, if the AFPRB were to recommend something similar next year, I think that Ministers would have to take it seriously.

I begin by paying tribute to hon. Members on both sides of the House for their contributions to this debate. They have spoken with insight and conviction about the importance of ensuring fair pay for our armed forces personnel, not just as a point of principle but as an essential guarantee for our future recruitment and retention across all three services, which in turn ensures that we will have the right people in the right place and in the right numbers to keep us safe.

We speak here today because our armed forces and their families make daily sacrifices to protect us, so it is only right and proper that we do our duty and look after them. I am therefore delighted that today’s motion, tabled by the Leader of the Opposition and my hon. Friend the Member for Llanelli (Nia Griffith), directly mirrors an early-day motion I tabled earlier this year on the need for enhanced salary levels for our armed forces personnel.

I am privileged to chair the all-party parliamentary group on the armed forces covenant, and it is because of that role that I wish to contribute today. At a time when we and our allies face renewed threats from a resurgent Russian Federation, when the global order is facing unprecedented realignment and when we see global terror attacks on the news bulletins on a weekly basis, not least the horrendous scenes in Manhattan last night, we find ourselves with a Government who seem to be missing the point. It is our service personnel who keep us safe, and we need to ensure that their overall terms and conditions are good enough to recruit and retain in post.

Let us be clear about the current challenge. As other hon. Members have said, we find ourselves facing a personnel deficit of 5%, with stories of declining morale and faltering recruitment targets, and with no fewer than 38 operational pinch points across the three services—gaps that threaten to have a detrimental impact on our planned and contingent operations. We need to ask ourselves, why?

We expect our armed forces personnel to do the extraordinary every day. It is challenging and, all too often, life-threatening work. We ask them to make incredible sacrifices and to cope with intense physical, mental and emotional challenges in the line of duty. From engineers to infantry soldiers, bomb disposal experts to intelligence officers, logisticians to caterers, and pilots to submariners, all our armed forces personnel, at whatever grade and in whatever role, are exceptionally skilled and dedicated men and women.

Our armed forces personnel do not do the job for the money, and we should be in no doubt that people of their calibre may well be able to earn more in other fields, but they do need to pay their bills, as we all do. They deserve recognition, including financial recognition, for their service. It is unacceptable that anyone who makes sacrifices to keep us all safe should struggle to support their family. As chair of the all-party group, servicemen and women and, as importantly, their families tell me that they are struggling. The House needs to recognise that we have a problem when they are earning less in real terms than they were seven years ago.

The pay cap has meant real hardship for many in service, and it is undoubtedly one obstacle to recruitment and, more so, to retention. Not only that, the pay cap is symbolic of how much—or should I say how little?—the men and women of our armed forces mean to the country they serve. The cap’s removal would be symbolic, too.

I welcome that the Government are now back-pedalling on the continuation of the 1% pay cap for armed forces personnel. Their recognition that the men and women of our armed forces deserve better than they have been subjected to for these past seven years can only be welcomed by Members on both sides of the House, but I am sure I speak for many when I ask the Minister, what took so long?

My fear, however, is not just the pay cap, which many others have raised today. We need to look at the terms and conditions of our service personnel in the round. Too many servicemen and women have contacted me with concerns about potential cuts to their tour allowances and bonuses for me not to be worried that the Government are planning to rob Peter to pay Paul to fund pay rises. This may all prove to be smoke and mirrors, and our proud servicemen and women might end up no better off next year because they lose the X factor, the tour bonuses from Iraq or other things.

I could not agree more with my hon. Friend. Let us be clear about realities: where someone’s base salary is not increased, their pension, which is based on that salary, is also affected. So this affects everybody.

That brings me on to my next point. No trade union can advocate for our armed forces and no staff association can stand up to the Government for them. It is therefore down to us in this House to ensure that they are well paid and to fight their corner, because no one else is going to do it for them. They follow orders—that is what we pay them to do and train them to do. Therefore, they are never going to challenge us. So while they do their duty protecting our national security, at home and abroad, we must do our duty and look after them and their families. Next week, we have Remembrance Sunday and although our servicemen and women do not consider themselves heroes, we should. Heroes do not want handouts—they just want a fair deal. It is the very least they deserve.

It is an honour to follow the hon. Member for Chichester (Gillian Keegan). In the role that I am privileged to hold as chair of the all-party group on the armed forces covenant, I welcome the Bill’s key measures. However, as far as I am concerned, this is the just beginning of the process, not the end. There are four issues that we need to explore further, most of which have already been touched on by Members on both Front Benches. I am talking about recruitment, retention, family life and the development of female personnel.

A challenge lies ahead: we have a 5% deficit in our armed forces personnel and this Bill, while I welcome it wholeheartedly, will require us to appoint and recruit even more people to ensure that flexible working is more than just a phrase and that it is a reality. We will simply need to recruit more people to make this policy work, which, given where we are, will provide additional challenges.

On recruitment, a third of our armed forces cite flexible working as a reason why they will stay in the forces. Of great concern is the fact that, within the Royal Navy, 46% of service personnel cite the lack of flexible working as a reason why they would consider leaving. Those are not our figures, but their figures, which gives us cause for huge concern.

Then there is the issue of family life. None of us, especially those who serve in this House, operates without the support of others to enable us to do our job. That should be no less the case for those who are serving every day to keep us safe. We need to look not just at flexible working but at other issues, including the delivery of the covenant and making sure that it is tangible for our armed forces personnel. In the last Parliament, the hon. Member for Berwick-upon-Tweed (Mrs Trevelyan), who was then chair of the all-party group, introduced the Children of Armed Services Personnel (Schools Admission) Bill, which focused on how children could get school places when families were redeployed very quickly. It is issues such as that which cause retention problems and which are the bread and butter to our families and our service personnel. Unless we make some significant changes—and even some minor ones—to how the system operates, we will continue to lose our armed forces personnel.

We also have the unfortunate reality of the service family accommodation model. I am talking about the reality of trying to get accommodation to work for personnel and their families; of trying to ensure that they can get the right property in the right place at the right time and in the right school district; and of trying to ensure that properties have boilers that work, hot water and all those other things that people require. We would not put up with not having those things, so why should those people who are keeping us safe and their families do so? The reality is that the contract with CarillionAmey needs to be greatly improved, otherwise the actions that we are calling for today become irrelevant and we will continue to have a recruitment and retention challenge in our military.

On the point about CarillionAmey, does the hon. Lady agree that, when we speak to serving personnel, it becomes clear that they are not exactly enamoured of that company? The Ministry of Defence needs to compel its contractor materially to raise its game. If the contractor does not do so, it should lose the contract.

I could not agree more with the right hon. Gentleman. In fact, one thing that has proved to be both a huge honour and a heart-breaking experience is that, as chair of the all-party group, service personnel families contact me on a regular basis to detail their experiences. What goes on is simply not good enough. I have had representations from some of the service personnel charities, even as late as last week, and they are now worried about what happens next. Just as CarillionAmey seems to have woken up to the fact that it has some responsibilities, the charities are now concerned that, if things are put on a regional basis, we will have to start all over again explaining the needs and requirements of our personnel. Therefore, as bad as it is now, we are concerned about what happens next. We in this House have a responsibility to ensure that the MOD understands the concerns and the fact that it is simply not acceptable for a family to have to wait eight days for their boiler to be fixed.

The concerns that we are talking about relate not just to those experiences, but to how much people earn. Members will appreciate, from the trial of flexible working, that there were concerns about how tour bonuses were to be paid and how reduced hours would have a knock-on effect on salaries. These issues are compounded in the current climate by the mini defence review. It has been raised directly with me that serving personnel are concerned about losing their tour bonuses and what will happen to them next. Owing to a lack of communication, they are being told by senior officers that they might lose some of their core terms and conditions. That would mean that flexible working will become just words and will not help to fix the problem.

Flexible working would be great if it resulted in more people choosing to stay in our armed forces, but what if it makes work more flexible only for those who are already in the armed forces? The impact could be even greater demands on those who are not on flexible working contracts. Does my hon. Friend share my concern?

I could not agree more. We need to be careful about how we roll out flexible working to ensure that the whole workforce is covered from day one in 2019. We now have about a year until that date in which to recruit in order to ensure that staff are not increasingly overstretched. It has to be a whole-force approach. As with any business that implements flexible working options, a full complement will be needed to deliver flexible working, otherwise it will not work.

I will briefly mention women in the armed forces. The number of women currently serving is a key issue; 10.2% of our armed forces are women, which is a significant development from the situation 20 years ago, but it is simply not good enough. I think that many colleagues on both sides of the House—especially after debates earlier today—would suggest that more women everywhere would be a very good thing. But the reality is that there will not be senior female personnel, such as a female Chief of the Defence Staff, until women have progressed through the ranks. To do that, we need to ensure that they and their families, whether serving or not, have support around them.

The fact that only three women are at two-star rank is simply not acceptable. We need to look at the additional support they need, which is why this has to be the beginning, not the end—[Interruption.] The right hon. Member for Rayleigh and Wickford (Mr Francois) is correcting me. There are, in fact, four women at two-star rank. The right hon. Gentleman will have to tell me who has been promoted; I celebrate and welcome all promotions. There are additional strains on family life for all women who serve, but there are also clear moments where career breaks are necessary. Women should not have to leave the forces to have a family or to look after ageing relatives.

At the heart of the Bill and at the heart of what my hon. Friend is saying is that the Government’s proposed legislative change will require a cultural change in the armed forces. Is that not what is needed for the very fine and good aspiration of this legislation to be delivered in practice?

We are talking about a cultural change and a legislative change, but it is also a financial change. In order to ensure that our armed forces can protect us when we need them to, we need to deliver for them and look after them. That is the least we owe them. To get past these challenges and deliver for our armed forces, this legislation must be the beginning of reviewing their terms and conditions, not the end.

I wholeheartedly welcome the Bill, but—there is always a but—we need to look at the armed forces’ overall broader package of terms and conditions, and at how much they earn. We need to look at the 1% pay cap because, as the shadow Secretary of State said, there is no trade union that can advocate for our armed forces. It is down to us in this House to ensure that they are well paid, and it is down to us to fight their corner because no one else is going to do it for them. While our service personnel are protecting our national security at home and abroad, we must ensure that we are looking after them and their families.

I am grateful for the opportunity to speak this evening, and it is a pleasure to follow the hon. Member for Glasgow North East (Mr Sweeney), who was able to draw on his experience of the reserves and that of people he served with.

I welcome the Bill. It is important that we do everything we can to support our armed forces personnel and ensure that we attract and retain talent—an issue I will discuss in more detail shortly.

I would like to start by echoing the Secretary of State’s opening remarks that we have the best armed forces in the world. I place on record my thanks to our brave servicemen and servicewomen for their courage and professionalism, for the fact that they put their lives on the line to defend and protect our country, and, as we have spoken about this evening, for often making compromises in their work-family balance. I also pay tribute to the two reservist units based in Cannock: the Royal Monmouthshire Royal Engineers and the Royal Military Police.

Before I come on to talk about the Bill, I would like to touch on a local issue in relation to the armed forces. Staffordshire has a proud military history. We were home to the Staffordshire Regiment, better known as the Staffords. Although it was disbanded and merged with the Mercian Regiment, our regimental mascot, Watchman V, a Staffordshire bull terrier, is now the mascot for the Staffordshire Regimental Association and was last year’s winner of the public vote at the Westminster dog of the year show. On a more serious note, Watchman V—or should I say Sergeant Watchman V—and his handler Greg Hedges regularly attend regimental events, military parades and remembrance services.

I could not agree more with the hon. Lady about the wonder of Watchman V, having had the privilege of being with him at the launch of the Staffordshire poppy appeal last week in the constituency of the hon. Member for Lichfield (Michael Fabricant). He does Staffordshire a true service and I am delighted the hon. Lady has mentioned him in the House.

I am grateful to one of my constituency near neighbours. I also see the hon. Member for Batley and Spen (Tracy Brabin) in her place, whose dog is the new winner of the Westminster dog of the year. The hon. Member for Stoke-on-Trent North (Ruth Smeeth) makes the important point that they are fantastic ambassadors for the Staffordshire Regimental Association, our military history and our armed forces.

Madam Deputy Speaker, you will be pleased to know that I will now address the Bill, which I welcome. I understand its purpose: we need to find more ways to provide flexible working arrangements. We need to ensure that our armed forces better reflect modern life, and we need to secure a better work-life balance for service personnel and their families. As many Members have said, this is about attracting new talent to the armed forces, including women, so we can reach the 15% target by 2020, but it is also about retaining talented servicemen and servicewomen. People are leaving the forces because of the impact on their family life. I have seen this at first hand. Friends of mine have decided to leave the armed forces for family reasons: a better work-life balance and more stability in where they live. This is a massive gain for other public sector organisations and the private sector, but a huge loss to the armed forces. We are losing skills and expertise following significant investment in training throughout their career. I would like to touch on training a little more.

In the past couple of months, like many other hon. Members I have had the honour and privilege of taking part in the armed forces parliamentary scheme. I place on record my thanks to everyone involved, on a day-to-day basis, in setting up and organising the scheme. I also thank those who have hosted our visits so far. I am taking part in the Army scheme and have learnt so much in a very short space of time. It is on these visits that we have seen the importance of training in getting our servicemen and servicewomen up to speed and ensuring they have the necessary skills. The first half of the scheme between now and Christmas is focused on recruitment and training. I have visited the Army Aviation Centre in Middle Wallop, the Infantry Training Centre at Catterick—that has already been mentioned this evening—and the Land Component briefing day. Next week, a number of us will be visiting the British Army training unit out in Kenya.

We have learnt so much at each of those sessions by virtue of speaking to officers and soldiers, who have welcomed us and shared their experiences of serving. They have given us a real insight into life in the armed forces. What is evident is the investment in training. That is not surprising: we need to make sure that personnel are fully trained if they are to be deployed. As my right hon. Friend the Secretary of State said in his opening remarks, we need to ensure that our servicemen and servicewomen have not only the right equipment but the right skills. Those skills need to be constantly updated.

That investment in training means that we have highly skilled and highly experienced personnel, so retention is critical. As I have said, one of the main reasons why we lose armed forces personnel is the impact on their family lives. That is why the measures in the Bill on flexible working are so important. It is equally important to continue to ensure operational capability and effectiveness in our armed forces. I recognise that the Bill contains measures to introduce flexible working, while at the same time maintaining the key principles of the armed forces, with a degree of temporary measures included.

Members have mentioned the extent of the consultation on flexible working. There have been the flexible duties trials, we have had surveys and we have had focus groups. Before I was elected to this place, I was a qualitative market researcher conducting focus groups. Thirty two groups across 16 locations is a very large-scale survey and it will help to ensure all views are incorporated into the Bill.

As I mentioned, a number of us will be visiting troops in Kenya and marking Remembrance Day with them, so I would like to take this opportunity to wish all those involved in services across Cannock—there will be plenty—all the very best for their services over Remembrance weekend. I would also like to thank all the volunteers from the British Legion, such as those from the Great Wyrley Bridge branch who I joined in Sainsbury’s in Cannock on Saturday. They work tirelessly this time of the year raising money for the poppy appeal.

To sum up, I welcome the Bill, which contains measures to create more flexibility and so help to attract and retain talent.

I rise to support the Bill. Having recently served on the Finance Bill Committee, one realises that there is a beauty in brevity, and the two pages of this Bill are indeed beautiful. They are beautiful in what they seek to do, which goes to prove that a Bill does not have to be large in stature to be effective.

During my time in the reserve forces, I interacted with a number of friends and colleagues in the Regular Army and the regular services who dealt on an uncomfortably regular basis with members of their service going to them as their officer to say, “Boss, I am going to have to leave because my recent service has been very intense and if I want to keep my family together, I am going to have to enter ‘First UK Civ. Div.’”. In this place, we would call that civilian employment. I know that a number of my colleagues were hugely disappointed, but they understood that these soldiers, sailors and Air Force personnel would have to put their family first, and they reluctantly let them go. That was the right thing for these people to do, but unfortunately it was a loss to the service.

It is worth remembering that the patterns of military service we are now used to were put in place at a time when a single employer for life was the norm in civilian employment, and the idea that the bloke would go off to earn all the money for the family and the wife would be happy to stay at home looking after the children was also the norm. The world of work in the civilian sphere has changed beyond recognition. It is now perfectly normal to have two working parents in a household. It is now perfectly normal for the woman in the household to have the more significant and high-earning job, and for the man in the household to be the one who bends their working life around the needs—[Interruption.] Of the wife, indeed. There are plenty of examples in the Chamber this evening of that happening, yet until this Bill is passed it will still be the norm in this area for the woman in a relationship to have to sacrifice her career for that of her husband. Surely in 2017 that should no longer necessarily be the case.

I was struck by the point made by the hon. Member for Stoke-on-Trent North (Ruth Smeeth) that we have few women in very senior roles in the armed forces. That is a shame, and it weakens us at a point in time when we now recognise that the diversity of experience and knowledge is an important element in successful planning for not just operations, but the background work in which our armed forces take part. One Opposition Member made the point—I apologise for not recalling who it was—that it is not enough just to pass this Bill, important though it is; it is also important that we drive through a cultural change in the armed forces. The hon. and gallant Members who have served will know that there is an unwritten rhythm to the perfect military career. Someone becomes a platoon commander at a certain age and a company second-in-command at another, they go to staff college at this point and then become a brigade chief of staff, before going on to command a sub-unit and then hit other markers at other points. That is the route to high command in the armed forces. It is great for completely flexible men, but it is much harder to hit those career markers if you need to take time off to have children, and that massively disadvantages women.

Hopefully the Bill will become an Act, after which the acme of its success will be that if a man needs to take time off from that career rhythm to support his family—his children, an elderly relative or whoever it might be—he still feels that he has as much chance of getting to high command, should his talent lead him there, as a woman. As the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) said, there must be no stigma for either a man or a woman in taking advantage of flexible working.

Does the hon. Gentleman agree that the cultural change we need to see is a senior officer being the first person to access flexible working? That would send the right message to the rest of the force about how the changes should be implemented and how we should operate.

That is not something I had thought of, but it is an important point. If not someone at a very senior rank—there might be the implication that they had already cashed in their chips so were fine—I would love it and it would be interesting to see one of the potential high fliers take up flexible working. Those Members who have been involved in one of the numerous all-party groups on the armed forces all have a little shopping list of the people who could be the service chiefs of the future. Were one of those marked people, the future high fliers, to say, “I’m going to take advantage of this and send a really powerful signal that it will not carry any stigma”, that would be important.

I hope that the Bill will drive a change in attitudes towards service leavers. While I was waiting to speak, I took part in an exchange on social media in which someone reminded me that traditionally the armed forces have not been very good at dealing with people on their way out. I have always been massively frustrated by that, because those people are the recruiters of the future. It is remarkable that someone who might have had decades of happy service, whether in dark blue, light blue or green, and who could have gone on to become a fantastic recruiter for their branch of the armed forces, could get messed about so comprehensively in their last few weeks and months of service that when they finally hit civvy street the only thing they have to say is what an awful experience they had. That seems a massive waste. Perhaps, through this model of flexibility of service, the armed forces will get better at dealing with people as they move from full-time service to part-time or flexible service, from part-time service to reserve service, and from reserve service to civilian life, in such a way that those people become and remain powerful recruiters for their branch of the armed forces.

The changes in the Bill will need careful management, but this agenda should not be avoided just because of that. We will need to make sure that flexible working is not used as a way to duck out of a particularly bad potential deployment—we all know that there are good and bad deployments. We must also make sure that the availability of flexible working is well communicated throughout people’s service life, so that they have thought about it before they need to do it, rather than just afterwards. I do not want to see anyone else sacrifice either their career because of their family or their family life because of their career. The Bill is a big step forward and I commend it to the House.

My hon. Friend highlights the challenges we face in recruiting in our growing economy, and I am pleased that the Navy’s efforts to address shortages of engineers are beginning to show dividends, through the personnel recovery programme. He will also be aware of our investment in offshore patrol vessels, five of which are currently under construction, and in the new Type 26s—we will cut steel later this month.

In March 2017, total Royal Navy numbers were 710 below their liability, and it is reported that currently only six of our service escort platforms are at sea or fully operational. Given that last year we had a net manpower loss of 750, how can we be assured that we have the right retention policies to operate all of our platforms, when they are so desperately needed?

The Royal Navy is growing; I am pleased that for the first time in a generation the establishment of the Royal Navy will grow, by 400, as I said. I have mentioned the personnel recovery programme, an excellent programme that has sought to address the shortages of engineers through apprenticeships and through affiliation with university technical colleges. It is a long-term programme, but it is working.
