Thank you, Mr Speaker, for correcting me.

At the time, the lady of whom I spoke came to Ipswich and told my constituents that children’s centres would be cut in Ipswich. Since the election, every single centre has stayed open and two more have been added. The right hon. Gentleman is a decent man. Will he apologise on her behalf for having misled people, because I have tried to get her to apologise and she has refused to answer my letters?

I do congratulate Labour-led Liverpool city council and its leader, Joe Anderson. Sure Start is clearly close to his heart, as he said when he set the budget. I am delighted that it is working to keep all its centres open.

Perhaps our calling this debate has led some people at local level to have a change of heart. Perhaps it has led to some U-turns at local level, of the kind we have become familiar with from the Government. The hon. Member for Gosport (Caroline Dinenage) mentioned Hampshire. [Laughter.] The Under-Secretary of State for Education, the hon. Member for East Worthing and Shoreham (Tim Loughton) laughs, but only yesterday, Hampshire decided that its centres would remain open, but that the budget would be cut from £17 million to £11 million. [Interruption.] I do not read the Hampshire local press every day. Does the Under-Secretary? The council had a plan to close—

Order. I will say two things. First, it is not necessary for the Under-Secretary to behave like a child to demonstrate his empathy for children. That is not a requirement of the job. Secondly, although I am very much enjoying the right hon. Gentleman’s geographical tour of the United Kingdom and always relish his exchanges with the Secretary of State, I am conscious that Back-Bench Members also wish to contribute. I am sure that those on the Front Benches will take account of that and apply a certain self-denying ordinance.

I agree, Mr Speaker, and will bring my remarks to a close.

Liverpool is doing well, despite facing difficult budget cuts of £90 per child. Hampshire is losing just £30 per child and is in a mess at local level, as is clear. These are the real politically motivated cuts. Hampshire is cutting its budget from £17 million to £11 million—a council in a more affluent area siphoning funds out of Sure Start and away from children who are facing the biggest challenges.

The evidence is racking up. Sure Start is being starved and is shrinking. Coalition policy is turning a much-loved, universal service into a patchy postcode lottery, which breaks the Prime Minister’s promise to parents. The ministerial team are making a mess of this successful policy in precisely same way as they mangled EMA and school sport partnerships. The Government say that they accept the Field and Allen recommendations, but the rhetoric does not match the reality. Early intervention services are under intense pressure as councils wrestle with impossible choices. Later this week, Labour will publish a survey of 70 directors of children’s services, which reveals a worrying picture of the quality and coverage of child safeguarding services in the current climate. It is becoming increasingly clear that Sure Start will not survive if the removal of the ring fence continues.

The motion makes the reasonable request for the Government to consider the emerging evidence and change course. We were right about school sport and we were right about EMA. If the Government care about the promises they have made, it is time for another U-turn and the reinstatement of the ring fence. I hope that they will listen, but somehow I doubt that they will. The decisions to shrink Sure Start fit entirely with the direction of Government education policy: at every stage of the education journey, they are making life harder for those who face the biggest challenges. They are breaking the promises that they made. We have heard what is happening to pre-school education, despite the fact that the programme for international student assessment has shown that all the best school systems in the world are based on the most extensive pre-school provision.

On four-to-16 education, the Chancellor stood at the Dispatch Box on the day of the spending review and promised more resources for schools, and said that the pupil premium would be “truly additional”. Heads know how hollow those words were, as they have to use a static or falling budget to buy back central support services previously provided for free by the local authority. Most schools are facing 80% cuts in their buildings budgets, as the Secretary of State showers extra money on his free schools.

On 16-to-19 education, the Prime Minister made a personal promise to young people at a further education college to keep the education maintenance allowance, but the Government scrapped it. Even the OECD has recently called on the Government to reinstate it. The effect of scrapping it will be that education and the route to a better life will now be closed off to many young people.

On higher education, holier-than-thou promises from the Government that £9,000 fees would be the exception rather than the norm have proved utterly false, as we will debate later today. Universities such as Cambridge are left to say what the Government will not—that state school pupils will start to drop off and find it harder to gain access.

What is the combined effect of all those misguided education policies? I can almost hear the sound of falling aspiration in my constituency and in former industrial areas where so much was done to lift expectation, and I can tell the Secretary of State that it terrifies me. The Government are breaking their promises to parents and young people, and the effect will be to reinforce disadvantage at every stage of the education journey. Families with a little extra money will probably be able to insulate themselves from the worst of the changes, but the combined effect on the children who have least will be that the odds are stacked even further against them by an old elite, slamming the door in their face and kicking away the ladder.

What about when young people try to move from education into today’s more competitive workplace? The Deputy Prime Minister made a feeble promise to open up work experience and internships, and days later the Prime Minister laughed in his face and reassured his old network that it would be business as usual.

The coalition’s true colours are slowly being revealed, and what we see is the same old ruthless Tories. Promises were made to soften their image—“We will look after the NHS.” “EMA will stay.” “Sure Start will be strengthened”—but they have all been cynically abandoned after less than a year in office. The Government are acting as though they got a mandate last May. They did not, but we have a Liberal Democrat party that is letting them behave as though they did. Last May, the Liberal Democrats sacrificed everything and sold the shop for a referendum on the voting system, a change that they want in their own electoral interests. Now we see how viciously they are prepared to fight to secure that self-interest, while we remember how meekly they sold down the river millions of young people whose votes put them in Parliament.

Children and young people deserve a lot better than this. Labour will stand up for young people and give them all a fair start in life, and we will be their voice in tough times. I commend the motion to the House.

I am very pleased to hear that the Minister got a positive response—I would expect nothing less of the friendly north-east. The Chancellor said in his Budget statement last Wednesday that there would be an enterprise zone on Tyneside, but the Red Book refers to an enterprise zone in the North Eastern local enterprise partnership, and I am sure the Minister is aware that they are not one and the same. The Secretary of State for Energy and Climate Change told the Sunderland Echo that Sunderland had a really good chance of getting an enterprise zone. Will the Minister confirm that the Chancellor misled the House last week and that a decision has not yet been made on where—

Well, I am glad we cleared that up, Mr Speaker. I can make it very simple for the hon. Lady: we are not going to impose a command and control model. We are working with local enterprise partnerships and we have offered zones where LEPs would like to locate them within their areas. We will discuss this with partnerships in the north-east and elsewhere.

I am grateful to the right hon. Gentleman for his question, but he should pay attention. It was pointed out at the time of the comprehensive spending review that we were spending more money on post-16 education. It is interesting that he should mention letters to The Guardian, because the one to which he refers was concocted by nine Labour-supporting economists as part of the save the EMA campaign, which is fronted by a Labour researcher, and is nothing more than a party political exercise.

If we are talking about letters to The Guardian, I recently read one from Professor Alison Wolf, who conducted a review of vocational education. She pointed out two things: first, hundreds of thousands of children were betrayed by the Government of whom the right hon. Gentleman was a member, because they were forced to take inadequate vocational qualifications. She also pointed out that the right hon. Gentleman was—

I read the OECD report with a mounting sense of sadness. It made the case forcefully by the deployment of facts and argument in a remorseless fashion that under the previous Government, for all the welcome additional spending on schools, standards had not risen to anything like the expected level. It was also striking that that report endorsed the case for the coalition’s commitment to spending more on the disadvantaged, the coalition’s commitment to creating free schools, and the coalition’s commitment to overhauling the league table system. For a respected international institution to give such a resounding thumbs-down to the previous Government and thumbs-up to the coalition Government is—

The hon. Gentleman is making a very powerful case, as always. On local authorities and incentives, I wonder whether he shares my concern that some authorities may do what it looks as though my local authority is doing. Westminster city council is trying to keep the children’s centres open so it can avoid the controversy attached to closing a building, but it is slashing outreach and drop-in services and other services that actually work and that are provided from within the bricks and mortar of those buildings. That is likely to have an even worse impact on children’s outcomes.

I am grateful to you, Mr Speaker, for that gentle and quite proper intervention—and those who wish to speak will be even more grateful.

The hon. Member for Westminster North (Ms Buck) is right. We need to ensure that the resources are used for the best purposes, not political purposes—not in order to make it look as though something has been protected, or to avoid embarrassment, but to help to look after the most vulnerable children for the long term. That is what we must all hope for.

I share my hon. Friend’s interest in red post boxes, so I visited the British postal museum and archive only last week, and I can tell him that Britain’s post boxes were originally green, but the public complained that they were too camouflaged, so chocolate brown was tried instead. That colour required too much paint, however, so we ended up with red, and we are on the fifth shade of red. I can also tell my hon. Friend that it would cost almost £1.7 million to repaint the nation’s 115,000 post boxes, and given that Royal Mail has 300 litres of red paint in stock I think he can sleep easily in his bed at night about the colour of our post boxes.

Will the Secretary of State tell us when he is going to make an announcement about a replacement for BSF for Coventry schools? A large number of our schools are dilapidated or have scaffolding around the buildings, and this situation cannot go on. I do not want him to blame the previous Government. You are in charge now. You put this question earlier: what did we do over the past 13 years? Well, we had 18 years of your previous Government when capital programmes were cut.

The hon. Gentleman, along with the hon. Member for Coventry North West (Mr Robinson), met me last summer to make the case for Coventry, and he did so very effectively. I appreciate that a number of schools in Coventry need investment at some point in the future and have suffered as a result of the way in which the BSF timetable has operated. We hope that the James review of the allocation of capital will be published shortly—as I said, some of the pilot projects have shown that there is significant scope for savings—but naturally I want to make sure, as part of this process, that we can receive the submissions from the local authorities cited in this case.

This has been an excellent debate, with speeches delivered with passion and expertise on a subject that could not be more important. In the words of the hon. Member for Vauxhall (Kate Hoey), who made a principled speech in support of the Bill, the debate is about the education of the next generation and a Bill that will determine the kind of society we have in 20 or 30 years’ time.

Between April 2009 and March 2010, 20,094 children rang ChildLine because they were being bullied at school. The median age of the children concerned was between 10 and 14, and 342 of those children were so traumatised that they were considering suicide. It is unacceptable that a child’s education and childhood should be blighted by such stress. The coalition Government are committed to tackling all forms of bullying in our schools, including homophobic bullying, and the Bill makes a start by tackling the root cause of bullying—poor behaviour in our schools.

Last year, 2,890 pupils were expelled from school for violent or abusive behaviour, and, as my hon. Friend the Member for Reading East (Mr Wilson) pointed out, 1,000 pupils were suspended every day for such behaviour. The Bill ensures that when such a pupil is expelled, the appeals panel will be unable to require a school to take them back against its wishes.

We want to tackle violent behaviour, but we also want to tackle the widespread and corrosive, low-level disruption that challenges teachers throughout the day, which serves to deter people from entering the profession and pushes many to leave it. According to the National Foundation for Educational Research, two thirds of teachers say that negative behaviour is driving teachers out of the profession. Dealing with that is about even more than tackling low level disruption. In some schools, children refuse to do their homework and teachers know that their pupils will not do their French vocabulary or read the next chapter of the set novel. Tackling that culture of low expectation and the school ethos by which it is not cool to study and work hard is central to our educational reforms, because that culture is at its strongest in the weakest schools in the most disadvantaged areas.

The attainment gap between those from wealthy and poor backgrounds is unacceptably wide. Fifty-nine per cent. of non-free school meal pupils last year achieved five or more good GCSEs, compared with 31% of pupils who qualify for free school meals. That 28-point gap has remained stubbornly constant over the years. Our objective is to shift the balance of authority in schools away from the pupil and towards the teachers and heads—away from the child to the adult.

My hon. Friend the Member for East Hampshire (Damian Hinds) is right that we need to tackle the I-know-my-rights attitude of the disruptive child and enforce the rights of the overwhelming majority of children in schools, who just want to get on and learn in a safe, happy and stress-free environment. Pupils in schools make it clear that they know when they are being let down by poor behaviour, an inadequate curriculum or poor teaching. Addressing those issues is at the core of the Bill.

That is also why we have launched a major review of the national curriculum—we want to ensure that our schools are teaching at least the core knowledge of the main academic disciplines—and why we have introduced the English baccalaureate to include GCSEs in English, maths, science, history or geography and a language. My hon. Friend the Member for Bristol North West (Charlotte Leslie) was right to argue in a powerful speech that this is not an elitist education. It is elitist to say that children from poorer backgrounds are not entitled to a broad academic education. That is elitist and backward looking. It is that attitude that has led to this country having wider equality gaps than most other countries in the OECD.

My hon. Friend the Member for Beverley and Holderness (Mr Stuart) asked whether the duties in the Bill on school provision of independent careers advice will apply to new academies. They will do so through their funding agreements. He also asked how we can prevent competition from damaging co-operation between schools. Our whole approach is to encourage the best professionals and schools to support the improvement of other schools. That is why outstanding and good schools converting to academies are required to support weaker schools, and why we are increasing the number of national and local education leaders. The hon. Member for Huddersfield (Mr Sheerman), the former Chairman of the then Select Committee on Children, Schools and Families, is right to say that we need to take the party battles out of the education debate, and to look at the evidence—an approach that he always took when I served under his excellent chairmanship of the Select Committee. I welcome his comments about the Bill.

I felt that the shadow Secretary of State, the right hon. Member for Leigh (Andy Burnham), overstated his case, perhaps for internal Labour party reasons and the need to be seen to oppose. However, he was also wrong on a number of issues. Local authorities will continue to be responsible for co-ordinating admissions, parents will continue to be able to complain to the school governing body and then to the Secretary of State, and, on exclusions, parents will have the right to appeal to an independent review panel. My hon. Friends the Members for North Cornwall (Dan Rogerson) and for Bedford (Richard Fuller) will be pleased to learn that we are considering the expertise on the panel, including that on special educational needs. The adjudicator will continue to investigate complaints, and we are extending his role to academies, which I hope will reassure my hon. Friend the Member for Mid Dorset and North Poole (Annette Brooke). The shadow Secretary of State was also wrong about apprenticeships. Under the Bill, every 16 to 18-year-old who secures an apprenticeship place will have their training funded. Next year’s budget will be more than £1.4 billion, funding more than 350,000 apprenticeships.

The key objectives of the Bill are to raise standards of behaviour in our schools, to return authority to teachers and head teachers, and to send a message to schools that this is a Government who will support teachers. If teachers tell us that we are not doing enough on discipline, we will do more: clarifying and strengthening the rights of teachers, anonymity when facing damaging false accusations and abolishing the statutory requirement for 24 hours’ written notice of detentions. We are sweeping away swathes of bureaucratic burdens from the desks and staff rooms of the teaching profession in order to send the message that we trust teachers as professionals. We are abolishing five quangos while strengthening accountability and increasing choice for parents. The White Paper, “The Importance of Teaching”, set out a programme of reform designed to close the attainment gap between those from the poorest and wealthiest backgrounds, and to reverse this country’s decline in international performance tables so that all who are educated in our state schools have the opportunity to compete with the school leavers and graduates of countries with the best performing education systems.

We want an education system in which left-leaning journalists no longer feel they have no choice but to send their children to the independent sector. We want an education system where high performing schools such as Durand primary school, Mossbourne academy in Hackney and Twyford Church of England school are no longer regarded as extraordinary. This is a Government serious about education reform. The White Paper sets out our path, and this Education Bill marks a further stride towards delivering high-quality education for all. I commend the Bill to the House.

We are making sure that all children have access to improved quality of teaching by ensuring that we reform initial teacher training in a way that builds—yes—on some of the successes that we have seen in the past. We are also ensuring that new teaching schools are established. Many of these will be free schools and many higher education institutions, including the university of Cumbria, which is represented by my hon. Friend the Member for Carlisle (John Stevenson), are playing a role in helping to improve teacher training. Thanks to the expansion of Teach First, which the previous Government—yes—supported, but not as generously as we are doing, there are more talented teachers everywhere. I was delighted to be able to share a platform and a room with the hon. Member for Hartlepool (Mr Wright) on Friday, when we signalled that Teach First was expanding into the north-east of England, something that was never accomplished under the previous Government, but which, under this reforming and progressive Government—

It was Dr. Johnson who said that a lack of manual dexterity constitutes a form of ignorance. The Government are determined to boost the number of apprenticeships, which is why we have put in place funding for 75,000 more adult apprenticeships and 30,000 more apprenticeships for young people. Today, in The Times—I know you will have seen it, Mr Speaker; others may not have done—we have for the first time celebrated the achievements of those who achieved higher apprenticeships in 2010. This ensures that apprentices and all those who aspire to and achieve vocational qualifications get the status and recognition that they deserve.

Can the Minister tell the House what evidence—the operative word is “evidence”—supports his decision to limit the curriculum so severely and thereby exclude many thousands of young people from accessing the curriculum successfully?

Once again, we have had a superb pun: we had trumpets from the Back Benches and fiddles from the Front Bench, but what a pity they are not singing from the same hymn sheet as Darren Henley, local authorities and all those who care about music. From Alfie Boe the tenor, to Julian Lloyd Webber the cello player, everyone in the world of music is saying that today is good news for all children who want to learn more about music, including your own, Mr Speaker.

Bedfordshire Orchestral Society has an enviable record of promoting music in schools, but it is reliant on funding from two local authorities. Even ahead of today’s good news from the Secretary of State, Bedford borough council has committed funding, so will my right hon. Friend join me in encouraging Central Bedfordshire council to do likewise?

The Secretary of State mentions the OECD, so let me quote from last year’s PISA—programme for international student assessment—report, which says:

“Most successful school systems grant greater autonomy to individual schools to design curricula and assessment policies”.

That is in direct contradiction to what he has just said. I support the right of every child to take these five GCSEs, but it is a narrow selection, and not right for everybody, and the way in which he has introduced it is restricting student choice right now. Many feel that it is not a fair way to judge all children and all schools, suggesting that some are second best. So is he really saying to young people and employers today that dead languages are more important than business studies, engineering, information and communications technology, music and RE? Will he not listen to the call from the Chair of the Select Committee, made just a few moments ago, to allow a broader and more flexible English baccalaureate?

I am surprised that the right hon. Gentleman has the brass neck to quote the PISA figures when they show that on his watch the standard of education which was offered to young people in this country declined relative to our international competitors. Literacy, down; numeracy, down; science, down: fail, fail, fail. I am surprised that he has the brass neck to stand here and to say that working-class children should not study modern foreign languages, should not study science, should not study history and should not study geography. If it is good enough for the likes of him, why should it not be good enough for working-class children elsewhere? Why is he pulling up the drawbridge on social mobility? Why is he saying that they are only fit to be hewers of wood and drawers of water rather than university graduates like you and me, Mr Speaker? Rank hypocrisy!

Will the Secretary of State bear in mind the fact that successful special educational needs provision depends very much on integration with other schools? That was the finding of the former Select Committee on Children, Schools and Families. We very much support good SEN provision, but it must be integrated with the local schools that take other kinds of children.

Thank you, Mr Speaker. It is ironic that we were just discussing poor behaviour and people in class disrupting those who want to learn. I am keen to work with the hon. Member for York Central (Hugh Bayley), and college principals in particular, to ensure that our new, enhanced learner support fund can help all those vulnerable young people who need support to stay in education and learning.

The right hon. Gentleman talks about a wasted year. Does he not acknowledge that he was part of a Government who wasted 13 years, increasing taxes on businesses, national insurance, regulation and the complexity of the tax system, and doing everything to stifle jobs and growth? Does he not agree that he should be congratulating this Government on reversing many of those excesses and thanking us for putting in place a policy that will lead to growth and jobs?

Order. May I gently point out to the House, first, that interventions should always be brief, and secondly, that there are time constraints? A lot of Members want to get in, so over-long interventions are not just ineffective; they are damaging to colleagues, whatever the intention, and that is of wide application.

However, I would simply point out that I was proud to be part of a Government who created 3 million jobs. After we had been in office, there were 1.1 million more small businesses than there were when we came into power.

There are indeed many wise words in that book, which is why it has been reprinted several times—it retains its relevance.

Let me move on from the general picture of de-industrialisation to the specifics. Let me also deal specifically with the Pfizer closure, which is a serious matter and an extremely disappointing development. The implication in the remarks of the right hon. Member for Southampton, Itchen was that the Government had somehow or other failed to head off a closure, which could have been avoided. Let me therefore talk him through the sequence of events, which is also important to many colleagues behind me, and explain what we are doing about the problem.

We were first notified about this at the beginning of last week—on 28 January. The chief executive came to London and briefed the Minister for Universities and Science, who rightly immediately asked what the British Government should do to avert the closure. The answer was that this was not a matter for British Government policy, and that the choice was not made on the basis of whether Britain was an attractive place to do business. Rather, the company was making global closures, including large closures in Dusseldorf in Germany and Massachusetts in the United States. The cycle of the company’s patents was relevant, and it was a purely commercial decision. What happened with Pfizer is offset by what is happening elsewhere in the pharmaceutical industry. Only a few weeks ago GlaxoSmithKline announced a £500 million investment, creating 1,000 new jobs directly—and much else happening in the industry is positive.

The right hon. Member for Southampton, Itchen asked me what we were doing about the situation. First, I have established a taskforce comprising Kent county council, local interests and the Department for Work and Pensions working together to look at the local labour market and what we can do to help. My ministerial colleagues are involved in the process. The Minister for Universities and Science is working with the Secretary of State for Health to see how we can relocate scientists from those research facilities into the rest of the pharmaceutical industries. We may well establish a model based on the relative success so far of Allan Cook’s efforts in the defence industry to see how best to pursue the relocation policy. However, the decision was not based on the investment climate in the United Kingdom. It was a commercial decision, and we are acting promptly in doing whatever we can to help the people who are caught up in that difficulty.
