The UK Government are committed to the long-term economic growth of Northern Ireland, and are working closely with the Executive and business to demonstrate what a fantastic place it is to live, work and invest in. For instance, we have delivered the Northern Ireland investment summit; we are committed to levelling up Northern Ireland’s economy, with £617 million being spent on four city and growth deals; we are implementing key deliverables in the “Safeguarding the Union” Command Paper; and we continue to promote Northern Ireland’s unique institutional arrangements.

With the Executive restored and enjoying a financial package of more than £3 billion, does the Minister agree that Northern Ireland businesses are now in position for an era of transformational success?

Absolutely, and I am grateful to my hon. Friend for highlighting that, but funding is, of course, only one part of the solution. The transformation of public services is vital, but achieving that will require innovative strategic thinking as well as some revenue raising, and the Government stand ready to assist the Northern Ireland Executive with formal structures to help them achieve those ends.

I thank the Minister for his answer. We have a massively skilled workforce in Northern Ireland, as everyone here knows, including the Minister. However, in order to increase investment, we must create more skilled jobs and employ more people in the aerospace sector. What discussions has the Minister had with Cabinet colleagues about securing more jobs in our aerospace community in Northern Ireland? We can do more; we just need a bit more help.

I am grateful to the hon. Gentleman for his question. I have visited Spirit AeroSystems, as well as other related companies, and there is a terrific pool of talent and skill in Northern Ireland. We work with the Department for Business and Trade to ensure that the same advantages are available to people and businesses in Northern Ireland as across the rest of the UK. I sense that brevity requires that I do not elaborate on DBT’s full offer, but it is certainly there. I will write to him to set out the detail.

The UK Government regularly engage with the recently restored Northern Ireland Executive on a range of issues, and we will continue to work together for the benefit of Northern Ireland. Only yesterday, I met Minister Muir, who is responsible for agriculture, environment and rural affairs, to discuss the implications of the Windsor framework, and to work through how I can help him to succeed across his full spectrum of responsibilities.

I thank the Minister for his positive response. He will be aware of the ecological disaster at Lough Neagh, which supplies 40% of Northern Ireland’s drinking water. It is partly caused by the run-off of agricultural fertiliser, climate change and the spread of the invasive zebra mussel, but has been exacerbated by sewage dumping. Can he say a bit more about this issue? In the past, I have found that his Department and the Department for Environment, Food and Rural Affairs have not been willing to work with Stormont to address environmental issues in Northern Ireland. What can he do to address them?

I have stood on the shores of Lough Neagh and been conscious of the condition of that enormous body of water, which is beautiful. The reality is that the responsibility for it is devolved, and we did not have an Executive for a period. We are absolutely delighted that it is back and being carried forward in a constructive spirit. As I say, I will continue to work with Minister Muir. I do not want to tread on his toes, but we will put ourselves at his disposal to offer whatever help we reasonably can. He is a Minister of great dedication and energy, and I look forward to him succeeding on this urgent matter.

Does my right hon. Friend agree that Frank Field left an immense legacy in the field of pensions? He started off as chair of the all-party parliamentary group on the Maxwell pensioners problem, and was then an inspired Minister of State. He was subsequently involved in all the great debates we had on pensions. We will miss him.

What impact does the Minister think that nature-based solutions to climate change could have on the sorts of problems in Northern Ireland that we have been discussing?

On nature-based solutions, I would love to have that conversation with him, perhaps in the Tea Room. It is not my specialist area of expertise, and I am confident that Minister Muir would be interested to hear my right hon. and learned Friend’s ideas. If he wishes to share them with me, I will gladly pass them on.

The Government remain committed to supporting integrated education in Northern Ireland and have already made funds available to support more schools than ever to convert to integrated status. I and my noble Friend Lord Caine look forward to engaging with the new Education Minister, Paul Givan, to make progress on this important issue.

I travelled with colleagues to Northern Ireland two weeks ago, and we visited Forge Integrated Primary School and met lots of very fine children. In 2015, £150 million of Fresh Start funding was earmarked for integrated education in Northern Ireland. What does the Minister say to those schools that were expecting this funding but have found that it is no longer guaranteed?

The House may not know that only 7% of schoolchildren in Northern Ireland can be said to be attending an integrated school, which we would like to see change. The period over which Fresh Start funding was released would have ended at the end of March 2025, so we have repurposed £150 million of that funding to provide additional flexibility to the Northern Ireland Executive in respect of that funding stream and schools.

We are determined to see more parents given the opportunity to choose integrated education for their children as a vital part of the process of reconciliation. I, for one, am especially committed to it as someone who proudly attends a Baptist church, where for many years I worshipped with a Roman Catholic lady and had no idea. We should help Northern Ireland move to a point where denomination is a small matter and where people move forward together.

An important item in the in-tray of the newly re-formed Executive is early years education and childcare. Thanks to the actions of this Government, we now have more generous entitlement to free childcare in England and Northern Ireland. Will he discuss with the Executive how Northern Ireland might be levelled up on childcare, including by using revenue-raising measures?

My right hon. Friend is absolutely right to raise this issue and I am grateful to her for putting it on the agenda. Certainly we will engage with the Executive on this point. She is right to mention revenue raising. It is a fact that the Executive need to both transform public services and improve revenue raising, so that everything in Northern Ireland can be delivered on a sustainable basis.

I also recently visited the Forge Integrated Primary School in Belfast. I saw their much-needed and developed plans to replace their portacabins with buildings, answering their need for extra capacity. The school is disappointed that the plans have been shelved, along with projects at nine other integrated schools. Education is devolved, but money had been earmarked for such projects by the UK Government under the 2015 “Fresh Start” agreement. Does the Secretary of State understand why teachers, pupils and parents are so disappointed that those plans have been shelved? Does he have any plans to restore them?

I repeat that we have repurposed the money so that it can endure and be available to the Executive to be used for purposes as they decide. If we had not repurposed it, the money would have expired at the end of March next year. I am proud that we have taken the steps necessary, with the Treasury, to enable that money to continue to be available to the Executive. It is for them to decide how to spend it, but we continue to be fully committed to integrated education.

The Government are delivering a programme of engagement with stakeholders across all sectors in all parts of the country, and with key European Union trading partners, to ensure that goods continue to move across the border. We have not identified any specific risk to the cross-border flow of goods.

The Minister may not have identified risks, but businesses are certainly very worried about potential delays and costs. Alongside the “not for EU” labelling issues, the Food and Drink Federation estimates that there will be an extra £250 million a year in costs. So I challenge him: is he really saying there will be no extra costs for our hard-pressed constituents as a result of all this extra bureaucracy?

We are not saying that, no, but I would say to the hon. Member that appropriate import controls are fundamental to ensure that we can protect the UK’s food supply chain, our food and farming industries, and our natural environment from biosecurity risks. The border target operating model will have very little impact on most of our fruit and vegetable imports, which have been classified as low risk. As he presses me, I would say to him that inflationary impacts on food for consumers will be at most less than 0.2 percentage points over a three-year period, and we have published the methodology online. Of course, no one should ever be cavalier about the cost of food, but I am sure he would agree with me that 0.2 percentage points over three years is a small figure.

I am absolutely astonished—I really am astonished—at the complacency about the impact on UK food bills, because the Government’s own projections say that this border scheme will cost UK businesses some £330 million per year, while the British Chambers of Commerce has highlighted charges for EU goods coming into the UK. What assessment has the Minister made of the full inflationary impact of these measures on UK food bills, and with further checks due to start in April, what preparations are in hand to prevent a repeat of the chaotic scenes at our ports that we have seen before on this Government’s watch?

Alas that there are disease outbreaks in the European Union and alas that food is circulating that does not comply with EU standards. I hope to protect the people of Wycombe and the whole United Kingdom from unsafe pork and chicken, and to ensure that we do not end up vulnerable to things such as the horsemeat scandal. As I understand it, the Labour party wishes to revert to the regime we had when we were an EU member state by aligning with the EU on sanitary and phytosanitary matters. I remember very well the horsemeat scandal that arose, and I do not want to see anything like that occur again.

I would just point out that an outbreak of African swine fever would be a fundamental threat to the viability of our pig industry. Foot and mouth cost British businesses £12.8 billion, at 2022 prices, in 2001. The cost of ash dieback is forecast to be £15 billion to the UK. I think we need to take seriously the need to protect our borders and the need to check these medium to high-risk products, and that is what this Government will responsibly do.

Have the Government made any assessment of the additional cost to SMEs of these changes—the red tape they have had and will have to wrangle with—and how many businesses will go under as a result?

We are not expecting businesses to go under as a result of this, but I refer the hon. Lady to the answer I just gave: it is vital that we protect our borders. The reality is that there are risks to public health from food and we need to make sure that we are not cavalier about these checks. It is vital that we protect our borders and protect the public, and that is what we are going to do. We are continuing to engage with businesses, we expect there to be very few problems, and we will work our way through. There is no question of being cavalier: we have been working very carefully to consult stakeholders and make sure there have not been great problems.

T6. The Minister talked earlier about protecting our borders. I am sure he will know that Dover Port Health Authority has seized worrying amounts of contaminated meat over the last few months, but in just the last few days, we have learned that the Government are withdrawing the funds that make it possible for the authority to do that. Why are the Government ignoring the advice of experienced public health officials?

There is absolutely no question of ignoring the advice of experts. Indeed, only yesterday I had relevant meetings to discuss adjacent matters. As I said in an earlier answer, meat is circulating—particularly pork and chicken—that is not fit under either EU or UK rules, and we will continue to take steps to ensure that our borders are protected.

The Government are committed to the economic growth of Northern Ireland, working closely with other UK Departments, the newly formed Executive and NI businesses. Our plan includes boosting trade and investment, building on the success of the Northern Ireland investment summit last year; levelling up Northern Ireland’s economy, including through our city and growth deals worth £617 million; and implementing the key deliverables of the “Safeguarding the Union” Command Paper. Only last night, I attended Retail NI’s supplier showcase, and I am very grateful to have made it back first thing this morning.

I thank the Minister for that very full answer. Given that the rest of the United Kingdom—the internal market—is the biggest market for Northern Ireland, what role does he see for the new InterTrade UK, particularly with respect to trade between Great Britain and Northern Ireland?

My hon. Friend is absolutely right about Northern Ireland’s most important economic relationship being with Great Britain. As set out in the Command Paper, the Government are working to establish InterTrade UK, fulfilling our pledge to grow the economy by ensuring that businesses large and small can maximise the full range of east-west trading opportunities. Implementing the Windsor framework and the Command Paper are, of course, Government priorities, and I am pleased that I am responsible for them. We will update the House in greater detail at an early opportunity.

The “Safeguarding the Union” Command Paper states that

“there will be no checks when goods move within the UK internal market system save those conducted by UK authorities as part of a risk-based or intelligence-led approach”.

Regulation 13 of the Windsor Framework (Retail Movement Scheme) Regulations 2023 requires officials to check the ID numbers on the seals of all retail consignments entering Northern Ireland, and break open 5% to 10% for visual inspection. Is my right hon. Friend now able to confirm when, or if, that regulation will be removed?

I am most grateful to my hon. Friend for his insightful and well-rehearsed question—well-researched question. [Laughter.] Perhaps I should not have got that early flight after all, Mr Speaker.

As we set out in the Command Paper, as we transition to the UK internal market system, we will provide clear legal direction to the Department of Agriculture, Environment and Rural Affairs and other UK Government authorities, through our risk management approach, to eliminate any physical checks when goods move within the UK internal market system, except those conducted by UK authorities and required as part of a risk-based or intelligence-led approach to managing the risk of criminality, abuse of the scheme, smuggling and disease risks. I recognise the importance of my hon. Friend’s question, and I will update the House on our plans in greater detail at the earliest reasonable opportunity, which I hope and intend will be before we break for the Easter recess.

It is good news that the Executive are back up and running. Will my right hon. Friend ensure that the new Executive take full advantage of all the devolved capability they have, particularly on taxation, to encourage the private sector to grow and thrive in Northern Ireland?

I will certainly give the Executive every support, while of course respecting the devolution settlement. To give my hon. Friend one example, the reason I was in Northern Ireland last night with Retail NI was to promote the Department for Business and Trade’s terrific offering in Northern Ireland, which includes a trade and investment hub that covers the UK Export Academy and the export support service. There are now 16 DBT export champions, which includes in-person support. If anyone wishes to learn greater detail, I recommend that they go to the great.gov.uk website.

Will the Minister liaise with the relevant Departments in Northern Ireland to maximise the benefits of promoting and developing the only enterprise zone in Northern Ireland, which is in my constituency, as are excellent broadband facilities—the best in these islands? That way, we can promote our economy, bring inward investment and create prosperity.

The hon. Gentleman makes a great case for his constituency, and I would certainly like to see terrific levels of investment into it. However, I would like us to go further: I would like to see that investment zone reach right across the whole of Northern Ireland. I hope and expect that together, the UK Government and the restored Executive will make the most of that opportunity.

Why do the UK Government think it is good thing for Northern Ireland to have access to parts of the EU single market, but not for other parts of the United Kingdom to have such access, particularly those parts of the United Kingdom that voted to remain in the EU and the single market?

I am most grateful to the hon. Member for his question, but he will know two things. First, the word “access” is somewhat contested. I would encourage him to go and look at the figures for trade between the United Kingdom and the EU, and satisfy himself of the effect of our leaving the European Union. Secondly, in all seriousness, we should all reflect carefully on the status and circumstances, not only of geography but of history, of Northern Ireland. It is because of the unique status of Northern Ireland that we have been able to agree unique arrangements, and I do not imagine the European Union would have agreed those unique arrangements for any other territory.

According to a Northern Ireland Affairs Committee report, Northern Ireland received proportionately less than Scotland, Wales and England in the first round of levelling-up funding. In the latest round of funding in November, not a penny was allocated to Northern Ireland, and the Government said this was because the Executive were not sitting. Is there good news for the people of Northern Ireland today? Now that power sharing has been restored, will the Secretary of State update the House on any discussions he has had about ensuing that a fair share of levelling-up funding goes to Northern Ireland?

The hon. Lady raises a very important point, and I will be glad to continue such conversations with the Executive. As she knows, we have made available a generous package of £3.3 billion overall. We are having conversations on the detail of those areas of funding that have been repurposed, and those conversations will continue. When we can update the House in fuller detail, we will of course be glad to do so.

The Government are working to establish an east-west business council, as set out in the Command Paper, fulfilling our pledge to establish a unique forum—for key representatives across the United Kingdom from Government, business and the education sector—to identify opportunities for deepening connections between Northern Ireland and the rest of the UK in important areas such as trade, transport, education and culture. I shall be in regular contact with other Ministers across Government to ensure the timely delivery of this commitment.

I thank the Minister for his answer. The Economic Statistics Centre of Excellence has estimated that 80% of Northern Irish freight exports to England come through Scotland, while a considerable proportion of NI trade with Britain is direct trade between the north of Ireland and Scotland. Given this, what concrete role does he see, or propose, for the Scottish Government on the new East-West Council?

Does my right hon. Friend agree that the Northern Ireland Members of the UK-EU Parliamentary Partnership Assembly, including the right hon. Member for Lagan Valley (Sir Jeffrey M. Donaldson), play a very important role in improving understanding between the EU and the UK about the way in which the trade and co-operation agreement should work, and in easing the way for a better relationship between the United Kingdom and the European Union?

I do agree with my right hon. and learned Friend. I pay tribute to him for the leading role he plays in that forum, and I am most grateful to him. A large number of colleagues, whatever their view on exiting the European Union, have put a great deal of effort into building up the bonds of friendship that are so important as we go forward under the trade and co-operation agreement. The East-West Council, as proposed, is something that I am personally very enthusiastic about, because it potentially opens up a space in which Scotland and Northern Ireland can co-operate, along with other parts of the UK, on all that they have in common economically, socially and culturally, and that we will continue to have in common irrespective of whatever constitutional arrangements may be in place in future. Will the ministerial team at the Northern Ireland Office agree to meet me, so we can discuss how Scotland could play a positive role in that and to get the engagement with other parts right?

In the absence of the Executive, this Government have made up to £15 million of support available for businesses and non-domestic properties through the reallocation of existing funding. It is for the Northern Ireland civil service and local councils to consider how to utilise the remaining funds to provide further support to businesses and non-domestic properties.

Building resilience for the future is vital if this Government are to address the challenges around climate change. York’s resilience measures cost over £100 million to protect my city this winter, but the estimated cost to businesses in Newry alone is £37 million as a result of the winter weather. When will the Minister bring forward a proper amount of money—not just £15 million, which may be a deposit—to ensure that Northern Ireland can build its resilience for the future?

I will answer in a couple of ways. First, only just over £1 million of that £15 million has been drawn down, which is a sign that the amount is sufficient. Secondly, the Northern Ireland civil service has recently announced that up to £10 million has been made available to assist small and medium sized businesses, with up to £100,000 available per business. The experience of her constituents—I have the figures in front of me—shows that this Government are committed to our infrastructure being ready for the future. That is partly why we are so keen to see the Executive back, with a large package to help support the stabilisation and transformation of public services, so we can get the kind of investment she refers to.

The Government have taken decisive action to help tackle increases in the cost of living, including support for the most vulnerable households in Northern Ireland. We are targeting support this winter through a range of measures, including cost of living payments of £900. It remains vital that there is a functioning Executive in place that can deliver for the people of Northern Ireland, who deserve that stable Government taking the relevant decisions.

I want to return to the subject of public sector pay. Public sector workers in Northern Ireland have seen their real pay fall by more than 7% over the past year. Does that not demonstrate that the UK Government’s response to the cost of living crisis is leaving Northern Ireland behind? I encourage the Minister to join the cross-party calls to ensure that public sector workers in Northern Ireland are fairly paid for their important work.

I am grateful that the hon. Gentleman raises this matter again. He will have heard what my right hon. Friend the Secretary of State said. I wish to emphasise that the money that has been made available in what is a large package for stabilisation and transformation in Northern Ireland includes a sum of money to enable public sector pay to be settled, but that is a matter to be decided in Northern Ireland. That is why we continue to press the DUP and other parties with as much force as we can muster to restore the Assembly and the Executive to deal with that.

Given that the UK is experiencing the biggest drop in living standards on record, with households bearing the brunt of higher energy costs and temperatures dropping dramatically this week across Northern Ireland and, indeed, Scotland, why have the UK Government left households out in the cold this winter?

I do not accept that we have left households in the cold. Further cost of living support through the winter period for Northern Ireland households was announced in the autumn statement in 2022, with additional payments to households across the UK. Those on means-tested benefits are getting £900, those on disability benefits £150 and pensioner households £300. We are resolved to promote prosperity in Northern Ireland and we are seized of the reality that disposable incomes in Northern Ireland are particularly squeezed. That is why we have put in a range of measures to promote prosperity, which I hope to return to in later answers.

We have just heard the Minister say that incomes in Northern Ireland are particularly squeezed. In November, the typical monthly pay in Northern Ireland saw a month-on-month fall of 1.8%. By contrast, typical wages in the UK showed a 1.2% month-on-month increase. That means that earnings in Northern Ireland sat 11% below UK earnings—the biggest difference on record. What steps are being taken now, in the absence of a functioning Stormont, to offer some kind of sustainable pay deal in Northern Ireland for public sector workers?

Mr Speaker, I could give a lengthy answer to the hon. Lady’s question, which would try your patience, so I will just return to her final question on what is being done for public sector workers. We are absolutely seized, as we have said previously, of the need to ensure that public sector workers have a pay rise. That is why a very substantial sum is in the package on the table for the parties. None the less, we are absolutely clear that, on this issue, as across a wide field of others about which I am sure we will hear in the course of these questions, Northern Ireland needs devolved Government to take the relevant decisions in Northern Ireland, and on that there is consensus across the House.

The Government’s package to support people with the cost of living amounts to about £94 billion over two years. It is one of the most comprehensive in Europe. Can my right hon. Friend assure the House that people in Northern Ireland, as an integral part of our United Kingdom, have had full access to those cost of living support measures?

My right hon. Friend is absolutely right. The extent of Government support for Northern Ireland households was unprecedented. It included the energy price guarantee on electricity and gas bills; £600 in payments comprising £400 for energy bill support scheme payments, plus £200 to recognise the widespread use of home heating oil; and targeted support for the most vulnerable households, some of which I have already touched on. She is right that we are determined to ensure that Northern Ireland feels the benefits of being in the Union of this United Kingdom.

I recently met the Melted Parents campaign group in Belfast. It speaks for so many parents across Northern Ireland, where the cost of living crisis is far harder for families because there is no funding for a free childcare scheme, or the 15 or 30 hours of pre-school, just eye-watering and unaffordable Bills. But there is a cross-party childcare strategy proposal. Will the Minister say for all the employers and parents watching, if there is a new temporary Budget for Northern Ireland, whether it will include childcare funding provision?

I am grateful to the hon. Lady for raising this issue. It is of the highest importance in Northern Ireland, and it is impressed upon me frequently. The Budget will be debated in this House, of course, and I am confident that we will return to it. As we have said before, this is one of those issues that underscores the importance of the Executive returning, and I am grateful that we agree on that point. She is absolutely right to raise the issue.

The Windsor framework restores the free flow of trade from Great Britain to Northern Ireland. The agreement guarantees unfettered access for Northern Ireland’s businesses to the UK market on a permanent basis, and we have secured alternative arrangements that remove any proposed requirement to provide export declarations or equivalent information for goods moving from Northern Ireland to Great Britain.

I am delighted to confirm to my hon. Friend that residents of Northern Ireland will be able to enjoy the sausages produced by the great businesses in his constituency. The framework ends the ban on chilled meats, such as sausages and seasoned lamb joints, meaning that supermarket shelves in Northern Ireland will be able to stock the products that customers want and have bought for years.

But the reality for my constituents, and businesses such as McCartney’s delicatessen in Moira, is that although they can bring in sausages from Yorkshire or any other part of the UK that are made to British standards, the sausages they make in Northern Ireland, part of the UK, have to be made to EU standards, because EU law applies to all manufactured goods in Northern Ireland. So why is it right to bring sausages from Great Britain to Northern Ireland and sell them in Northern Ireland, but it is not right to sell British sausages made in Northern Ireland in Northern Ireland?

I understand the force and passion with which the right hon. Gentleman makes this point, but he knows that what we have done is reduce the extent of EU law in Northern Ireland to the absolute minimum consistent with keeping open an infrastructure-free border with the Republic of Ireland. I appreciate that this is a compromise that for many people will go too far, but I believe it is the right decision in these circumstances.

Thank you, Mr Speaker. The reality is that Northern Ireland’s place within the UK internal market has not been fully restored by the Windsor framework, because EU law applies to all manufactured goods in Northern Ireland, despite the fact that of £77 billion-worth of goods manufactured in Northern Ireland £65 billion are sold in the UK. All of those goods must comply with EU law, regardless of where they are sold. Can we not get back to the proposals in the Northern Ireland Protocol Bill, which mean that UK law applies unless a business wants to trade with the EU, in which case it must follow EU law?

On the proposal for dual regulation, that was not what constituent businesses in Northern Ireland wanted. At some point, even unrelenting figures such as myself do need to compromise and give the voters what they want. I recognise that compromise is extremely difficult. We are in a position where we have an opportunity to move forward together. The right hon. Gentleman knows, as I do, that the manufacturing of most of the kinds of goods to which he is referring is done to international standards. So given all the circumstances, this is a reasonable compromise for Northern Ireland.

The Northern Ireland economy has the ingredients required for economic success: exceptional talent, creativity, innovation and a healthy spirit of private sector entrepreneurship. Last week, the Secretary of State was delighted to visit the United States, and next week I will be visiting the USA and Canada to promote the excellent investment opportunities in Northern Ireland. We are, of course, also planning an investment summit.

One way to attract foreign direct investment is by creating the right regulatory climate. The Minister has been a strong advocate for post-Brexit regulatory reform to make our rules more competitive, targeted, agile and modern. My right hon. Friend and I have walked a long way in these various battles together and she knows very well what she asks me. On goods, we have to make sure that we can keep open an infrastructure-free north-south border, but the unique position of Northern Ireland is that on services regulation it will be subject to UK law and UK trade agreements. So where we have comparative advantage, particularly in Northern Ireland on issues such as fintech, we will be subject to UK law and UK regulation and have access to global markets through the kind of trade agreements and services that it is in all of our interests to strike, in order to serve the comparative advantage of the whole UK. This is the unique opportunity now facing Northern Ireland, and I want us all to seize it in every way we can.

Northern Ireland now has the highest percentage accessibility of gigabit-capable broadband in the UK, with a figure twice that of the Republic of Ireland and one of the highest in the world. I agree strongly with my hon. Friend. The reality is that the Windsor framework is a dramatic improvement on the protocol. I do not think that anyone can reasonably argue otherwise. Of course, it includes compromises. Neither I, my right hon. Friend the Secretary of State nor the Prime Minister is suggesting that it does not. The question that everyone needs to answer is whether this is a step forward for Northern Ireland. I am absolutely sure that it is, and I agree with my hon. Friend.

Tourism spending is also very important. The Minister will be aware that the Northern Ireland Tourism Alliance is very concerned about the application of the forthcoming electronic travel authorisation to the sector in Northern Ireland, given our unique marketing and unique offer. Will the Minister work with the Home Office to try to find a practical solution to that problem?

I am well aware of the case the hon. Gentleman makes. Of course, we are in conversation with Home Office colleagues. The Government’s position is that we are determined to make sure that tourists understand that they will need to comply with UK immigration requirements to visit the UK, and that means that they will need that travel authorisation to go to Northern Ireland. I am aware of the concerns of tourism authorities north and south, and indeed the concerns of the Irish Government. We continue to take those seriously as we talk with the Home Office.

I am honoured that the hon. Gentleman should think that, on the fly, I would be able to do my own economic modelling on that subject. It is undoubtedly the case that the political turmoil of the last several years has been unhelpful. I say to the hon. Gentleman—and this should be a salutary lesson to everybody on his party’s Benches—that it is extremely important that when the public vote for a thing, they get the thing they voted for. The public voted for the whole UK to stay together in a once-in-a-generation referendum on Scottish independence, and then the UK as a whole voted to leave the European Union—and that is what we will deliver.

The UK Government are steadfastly committed to the Belfast/Good Friday agreement and the institutions and rights established by it. We recognise the importance of the right safeguards and equality of opportunity provisions within the agreement to the people of Northern Ireland, and the Secretary of State discusses the subject regularly with Cabinet colleagues.

The Good Friday agreement led to peace in Northern Ireland and enshrined human rights in Northern Irish law, yet the Tories’ Bill of Rights is nothing but a rights removal Bill. Does the Minister recognise that the proposed Bill would therefore be a breach of an international agreement, the Good Friday agreement?

No, not at all. I confess that I thought the hon. Lady was going to ask me about the Bill of Rights provisions in the agreement itself, but she ought to know that the parties have been working together towards that Bill of Rights and it will need consensus to deliver a framework in Northern Ireland. Of course the UK continues to be committed to the ECHR.

I beg to move,

That this House has considered foreign lobbying in the UK.

As ever, it is a pleasure to serve under your chairmanship, Dame Angela.

I am going to use this debate on foreign lobbying to lobby the Government. They have published their National Security Bill, and the foreign lobbying registration element is still being written and decided upon. It is great that that is there, and it is great that we have the chance—I hope—to influence the Government. I thank the Minister very much for taking the time to be here.

I am going to argue three points. First, we need a substantially improved lobbying law—in fact, lobbying laws. What we have is arguably no longer fit for purpose, if it ever was. Secondly, there is a specific problem with foreign lobbying, which has been getting worse over the past decade. Indeed, the problems that we have had with lobbying arguably go back some 20 years at least. Thirdly, and perhaps most importantly for the theorists of war and conflict, in this era there is a blurred line between espionage, agent recruitment and covert, malign, unhealthy, unethical influence, and overt lobbying. One should see those not as being separate, but as being, effectively, on a continuum from dark to light, and perhaps quite an unhealthy continuum with respect to some elements.

To ensure the health of our democracy, we need a stronger and more transparent system, and I want to use my speech to make suggestions for the Government’s National Security Bill. I would be grateful if the Minister confirmed that the Government are still committed to having a substantive—I hope—and broad foreign agent registration process in the Bill. By that, I mean a registration process that involves not only those people who work within a narrow definition of lobbying, but a broader definition, which, in our era, should include the lawyers, the public relations people, the strategists and the enablers not only for foreign states—that is another critical element—but for the formal and informal proxies such as oligarchs, major corporations and broadcasting entities that are obviously linked to those states, especially when they are effectively one-party states with a different and non-democratic tradition.

Primarily, I am talking about Russia—in the past three months, the situation with Russia has changed from light to dark—as well as China, Iran and their proxies. Some in this country argue that such measures should cover countries such as Saudi Arabia, which is an ally—a close ally—but which does a great deal of lobbying in this country, as do other friendly states.

There is also a debate about how we treat people and about whether we should have one set of standards or a sliding scale. Do I think that Oleg Deripaska should be treated in the same way as New Zealand’s tourist board? No. It would be welcome to have a light regulatory process for foreign entities such as Sweden’s trade authority or New Zealand’s tourist board, but for a Russian oligarch—many of whom have been sanctioned, so this is slightly hypothetical—or a firm such as Huawei, we should insist on much higher standards.

Let me say by way of background that we know that, around the world, Governments and their proxies make extensive use of overt lobbying and influence campaigns. There is nothing inherently illegal about that, although some might consider it unethical. However, a number of hostile states—including, but not limited to, China and Russia—have utilised lobbying as part of their operations against our national interest. Arguably nowadays, covert influence is part and parcel of hybrid forms of conflict. Indeed, in both Russian and Chinese doctrine, hybrid conflict is specifically talked about in terms of military and non-military tools. In Russian doctrine, the first characteristic of modern contemporary conflict is the linkage of military effect with non-military effect, be that information politics, economics or suchlike, of which overt and covert malign lobbying are very much part.

I am glad that the Government have said that this is a problem. In 2019, they declared they would reduce the threat posed by hostile state activity in the UK; that is great.

May I ask my hon. Friend to explain what he means by covert influence? Does he mean intelligence agents using the cover of being lobbyists, or something else?

That is a good question; I am not sure I can define it. It is possible to define the outcome, which is trying to influence events in an unethical, potentially illegal way, while not doing so overtly—for instance, by the Russian intelligence service, the GRU. It is apparently not illegal for someone to be a PR person for the GRU. If they were given secret documents, it would be illegal.

Do I think a definition of covert influence should just be somebody working for what they believe to be a foreign state intelligence agency? No, I think it is much broader than that. It would cover people such as Russian oligarchs and Chinese corporations. The issue is that, in a one-party state, it is difficult to make a distinction between state entities, and significant and powerful individuals, who are using covert, non-declared forms of influence to project either their own power, or their own and state power. That is the issue.

I used to hate definitions, and then I did a PhD and found that definitions are rather useful, because one has to decide what one is talking about. One thing I thought was slightly disappointing, though maybe understandable, occurred when the Select Committee on Foreign Affairs looked at the National Security and Investment Bill. We put forward a suggestion for a definition of national security, which the Government did not want to include. A definition of some of these things would be highly valuable. I would certainly welcome attempts by the Government in that regard. In fact, I may do it myself, so I thank my hon. Friend for the question.

The Government said they would adopt a form of foreign agent registration, by looking at

“like-minded international partners’ legislation.”

The two most important, by some distance, are the Foreign Agents Registration Act process in the United States, and the Foreign Influence Transparency Scheme Act in Australia. FARA, in the US, came in in 1938 as a result of covert Nazi lobbying, and was very timely, three years before the US entry into the war. In 2018, the Australians adopted their own foreign influence transparency scheme, largely because of the role of Chinese covert influence in Australia. That has been well documented by the author Clive Hamilton, in his book “Silent Invasion”, which I recommend.

In the US alone, foreign agents spent nearly $1 billion a year over a three-year period influencing the US Government. In the US, it is big business, and I suggest it is also big business in the UK.

I completely agree with my hon. Friend. Indeed, I am absolutely confident that the Minister will tell us later when it is going to be published, because the Home Secretary has repeatedly said, in answer to questions from me in the Chamber, that it will be published soon. “Soon” in ministerial language means pretty much anything the Minister feels like it means, but we are beginning to lose patience with the soon-ness, or the lack of soon-ness. The Minister is looking wry and quizzical, but I am sure she will help us out later.

I want to refer to one specific issue. On 8 March I wrote a letter to the Foreign Secretary following her appearance the previous day before the Foreign Affairs Committee. I published the letter on my Twitter feed. I wrote to her to address her allegation that I had obstructed the progress of sanctions legislation through Parliament. In the letter I quoted from various speeches made in Parliament, one of which included allegations made in 2018 against Mr Christopher Chandler. It was not my intention to repeat those allegations, which I accept have subsequently been disproved. I am happy to set the record straight today in Parliament and regret any distress caused to Mr Chandler.

I think it is a matter for individuals to make their decisions on that. I have said what I said and the hon. Gentleman knows why I said it. There is not a formal process for a Back-Bench Member to correct the record. That exists only for Ministers, although they have been notoriously poor at doing it. As the Speaker said at the beginning of this debate: if Members are able to correct the record, it is important that they do so.

I used to be a lobbyist for the BBC and I was always trying to persuade Governments to do things. In and of itself, lobbying is not a bad thing. Indeed, the word “lobby” comes from Parliament because it was the entrance to St Stephen’s Chapel, which was the lobby where people could grab hold of a Member before they went into the House.

I remember sitting on the Public Bill Committee for the Mental Health Act 2007. I was not an expert on the treatment of mental health patients, and my participation in that Bill Committee relied on lobbyists, some of them from mental health charities, some from patients groups, and some from the pharmaceutical industry. In the end I had to make astute judgments when people were trying to influence me, but of itself lobbying is not wrong, although it needs to operate under strict standards. Even foreign lobbying is okay, or we would not have a Foreign Office. Of course, it was Sir Henry Wotton, a Member of Parliament from 1614 to 1625, who, when he was a British diplomat in Augsburg, said:

“An ambassador is an honest”

gentleman

“sent to lie abroad for the good of his country.”

The Minister is nodding. I am not sure whether she is in favour of an honest gentleman or lying.

In this country, in the modern era, we have to be very careful about covert operations in the UK. I think that particularly because we are a free society, believe in the rule of law and have a democratic process that is very open, sometimes we are more vulnerable than others might be, and we have to be cautious and alert to pernicious lobbying from state actors and their proxies who do not wish this country well. That applies to not just a few countries, but quite a significant number.

I am aware, not just because of what I get myself but other Members as well, of attacks that are co-ordinated directly out of St Petersburg on individual Members of this House and the House of Lords, particularly those who have been critical of the Putin regime. The attacks are co-ordinated and are deliberately inciting. They hide behind anonymity and often they are fake accounts. It looks as though 100 people have attacked the individual Member, but that is because there are 100 fake accounts all created by the one person. We do far too little in this House to make sure that that is exposed and made clear.

I have often worried that the Government have repeatedly refused to investigate the Russian activity and determination to try to undermine the political process in this country. I note that this Prime Minister and the previous Prime Minister both said that they had not seen successful attempts to undermine British democracy. I do not know what success means in their minds when they say that. It seems preposterous that they will not investigate.

As the hon. Member for Isle of Wight says, the law courts are a very useful tool for proxies of state actors overseas who want to ensure that any criticism of them is closed down. We have seen several journalists and authors dragged through the courts, at extreme expense, by people with very deep pockets. I am hopeful that the Government will address that in legislation later this year. I also point to some broadcasters, such as Russia Today. I do not think any British politician from any political party should have taken money from Russia Today. It is a scandal that many took many thousands of pounds from Russia Today. All those who did should be completely open about it, because they have effectively and knowingly been not just useful idiots but deliberate agents of a foreign state. The same would apply to other broadcasters from other states, including Iran.

The hon. Member for Isle of Wight rightly mentioned advertising on Facebook. One of the ways in which Russia has sown discord and misinformation around the world is illustrated by the situation in Catalunya, which I am particularly aware of. There they put across all sorts of imagery that was later proven to be completely false. None the less, it got lots of clicks and got everyone very excited and condemning the Spanish Government, even though it was all proven to be untrue. We must take that deliberate attempt to sow discord in western societies very seriously. I have always wanted, and I still want—notwithstanding the objections—to end anonymity on social media. For some reason, people feel able to write things on social media under the cloak of anonymity that they would never think of saying to another person or writing in a letter that they had to put their name to. I think that is cowardice, but it is also disrupting the British democratic system.

I am not sure whether you, Dame Angela, are among the Members of Parliament on the Russian sanctions list. It is quite interesting that none of the Members of the Foreign Affairs Committee who wrote the “Moscow’s Gold” report a few years ago, which is deeply critical of the Russian Government, is on the sanctions list. I can only presume that we are on the hit list instead.

I wrote to the Russian ambassador to make the point that although they are alleging that all these British MPs are Russophobic, we are not Russophobic. We love Russia; we have loved the Russian people, though sometimes the television presenters do make one doubt their sincerity when saying that they love people regardless of their nationality. We are not Russophobic; it is just that we have a beef with the actions of the Russian state under President Putin. The ambassador wrote back to say that the list provided was just one of several sanctions lists that already existed, and that was one that they were now revealing. I can only presume that other people are sanctioned but we do not know about it.

Parliament is particularly vulnerable. I hope the Minister will take that away from this debate. We have hundreds of all-party parliamentary groups. The Committee on Standards, which I chair, has produced a report on this. The head of security here is very concerned, as are the two Speakers, about the vulnerability of the Parliamentary system because of the way that APPGs are funded, sometimes directly by foreign Governments and sometimes indirectly, and sometimes probably not as accountably as we would like. Some countries forbid members of their legislative body from taking any form of hospitality of any kind, let alone several thousand pounds-worth of trips abroad, from a foreign state. We should consider that.

I believe that it is important that British Members of Parliament have strong working relationships with Members of Parliaments in other countries, but we should fund that, not let it be funded on an ad hoc basis by other countries who may want to do us harm. I am one of the Members who went to Qatar. I went as a guest of the Qatari Government because I wanted to argue with them, really, about the way they intend to hold the World cup. I note that a large number of Members have been taken to Qatar at great expense by the Qatari Government over the past year. Is that appropriate? In the end, I wish I had not gone on that trip. I suspect we need to address that issue. Incidentally, the director of security in Parliament told us that the biggest anxiety was that these groups are not necessarily funded directly by the Governments, but by their proxies, through third, fourth or fifth parties. We need to tackle that.

In the US, Congress has to produce an annual report on the lobbying of Congress by foreign actors. Why do we not do that here? One of the House’s Committees should produce an annual report to Government, perhaps with the assistance of Government, on foreign states’ actions in lobbying Parliament.

I also think we ought to have a new offence of aiding and abetting a foreign state as a Member of Parliament or as a peer. I am not quite sure how I am going to word this—I hope somebody is going to help me with it; the Clerks are normally very good—but I think that there should be an amendment to clause 3 of the National Security Bill to address that.

My argument is that lobbying must always be in the open. Transparency is how we ensure that there is nothing pernicious, vicious or inappropriate going on. Ministers should reveal all significant attempts to lobby them in a timely fashion. The Standards Committee has produced a report today stating that we must end the current exemption whereby, if two Members of Parliament go to the same event that is paid for by a foreign Government or by anyone else, a Minister does not have to declare it for months and months and does not have to say how much it cost, but a Back-Bench or Opposition Front-Bench Member has to declare it within 28 days. Surely all Members should be treated equally.

That is why it is important that Ministers should reveal all significant attempts to lobby them, including via hospitality, tickets, dinners, accommodation, holidays, travel and individual meetings. For instance, it is an absolute mystery to me why the UK took so long to sanction Deripaska. Greg Barker—who is, I think, no longer a Member of the House of Lords—was effectively acting as an agent of Deripaska, who is now sanctioned because of his corrupt involvement in the Russian state. However, we did nothing about it. Why was that? I want to know.

What about Abramovich? Why did that take so long? There was even a moment when the Prime Minister though that Abramovich had been sanctioned, but it turned out he had not. I suspect that that was because the Home Office was saying, way back in 2018 and 2019, that Abramovich was a person of interest; in other words, he was dodgy and it did not want him coming to the UK, and therefore it was not going to allow his tier 1 visa to be renewed. However, the Foreign Office refused to sanction him. Was that because of the direct engagement of Abramovich with individual Ministers? I ask the question because we need to know the answer.

Finally, the hon. Member for Isle of Wight is absolutely right about the need for a proper register of lobbyists working on behalf of foreign agents. I do not think someone should be able to simply say that they have lots of clients in this House; they should have to list all clients in both Houses. For my money, I would also say that Arron Banks should have been on that list. Of course, when anybody is on that registered list, there should be a ban on Members of either House engaging with them financially or in any other manner.

We have been naive for far too long. We need to tackle all these issues, especially as they apply to state actors from Russia and China. Otherwise, we will lose the precious democracy that we believe in.

I thank the hon. Gentleman for his pertinent question, and we will write to him with an answer to it.

The legislation will include measures to reform the role of Companies House and improve transparency with respect to all UK companies, and it will build on measures in the Economic Crime (Transparency and Enforcement) Act 2022, which was passed in March, to establish a new register of overseas entities, requiring those behind foreign companies who own UK property to reveal their identity.

Furthermore, as has been stated several times today, the National Security Bill, which was introduced to the House on 11 May, will provide our law enforcement and intelligence agencies with new offences, tools and powers to detect, deter and disrupt threats from those acting on behalf of foreign states with a harmful purpose in the UK, such as seeking by illegitimate means to influence public figures or target our democratic way of life. As my hon. Friend the Member for Isle of Wight helpfully mentioned, the Government have made it clear that there is a threat and they are seeking to address it.

During the course of the debate, I have checked the website of the Security Service, MI5. It defines espionage and concludes the definition as follows:

“It may also involve seeking to influence decision-makers and opinion-formers to benefit the interests of a foreign power.”

That firmly fits within this debate.

The Minister mentioned using illicit means, but could she please be clear? The Security Service does not refer to illicit means, but just “seeking to influence”. The crucial point is this: could MI5 be doing more to help Members of Parliament? The hon. Member for Rhondda (Chris Bryant) referred to people being “ineptly naive”. Is there more that the Security Service could do to brief Members of Parliament about what to look out for if we are to play our part in counter-espionage?

My hon. Friend makes an interesting point. One or two nights ago, a meeting about security was held for Members, which led to a very wide-ranging conversation. People have taken his point, and I am sure there will be another meeting. I am grateful for his suggestion.

As part of the National Security Bill, the Government will bring forward a foreign influence registration scheme, which will require individuals to register certain arrangements with foreign Governments to deter and disrupt state threats activity in the UK, bringing the UK into line with our allies, such as the USA and Australia, with their FARA and FITSA, as mentioned by my hon. Friend the Member for Isle of Wight.

Just as a point of information, there is a leaflet available to Members of Parliament—I think it is A5, folded over; a very short booklet—from the Security Service, which tells them what to look out for when they are targeted by foreign intelligence services. They can submit letters to the 1922 committee, and they can recognise the damage that the Prime Minister is causing to the fabric of our democracy—and, yes, to the integrity, honesty and decency of this House.

Here we go. Once again, the Conservatives want us to sit down and shut up. They do not wish to hear the voices of those of us, here to represent our constituents, who are frankly appalled at the way the Prime Minister has laughed at the people of these isles with his behaviour during covid. If Conservative Members vote down this motion, not only will they be endorsing all those scandals and all that sleaze, but they will be handing the Prime Minister a blank cheque to do it all over again. I would be surprised if the hon. Gentleman accepts the scandals, the sleaze and the corruption and is prepared to give the Prime Minister a blank cheque. I do not want to do that. If he does, he can explain why.

The right hon. Gentleman is right to be surprised, because of course I am appalled; that is why I encouraged him to sit down. If he would let us speak, he might advance his own cause. Some of us are actually extremely disappointed. The right hon. Gentleman heard what I said on Tuesday. He is a brother in Christ. Does he not believe in redemption?

The hon. Gentleman is making a powerful and important contribution. This mostly relates to Members of Parliament, but he will know that occasionally somebody feels it necessary to use parliamentary privilege to say in the House things over which those outside the House might otherwise sue for defamation. Will the hon. Gentleman confirm that he will consider whether the public ought to have a right to reply, so that if we use privilege, they have some chance to put their side of the story?

The hon. Member makes a good point. We have had some discussions about that issue outside the Chamber. The difficulty is that I am not sure that is a matter for the Standards Committee or the Privileges Committee; I think it is a matter for the Committee on Procedure. There is a good argument for putting something in place so that there is a right of reply. I cannot go further, for reasons of which the hon. Gentleman may be aware—

The whole House can now see that this matter has moved far, far beyond law into matters of deep politics and fundamental values. As we consider both the motion and the issue at hand, every last Member of this House might remember some very old wisdom: if anyone ever says that they never fall short, never break a rule or never harm someone else, they deceive themselves and truth is not within them.

I am very grateful that we live in a society where there is the possibility of redemption and the possibility of mercy—where if somebody fulsomely apologises in a spirit of humility, going on for some hours, there is a possibility of redemption. That, of course, is not to excuse what has been done; it is not to defend it or condone it, or in any way to say that what went on was okay. It is to accept that it was wrong and nevertheless forgive—and forgiveness is difficult; no one should pretend otherwise.

The hon. Gentleman talks about redemption and forgiveness, but should not things be done at the earliest point possible rather than drawing them out like the Prime Minister has done? This is his main problem. Had he come here immediately and at least expressed his doubt about maybe being at something that he did not consider to be a party, it would have been better, but the fact that he denied everything is the main problem that we in this House find so difficult to swallow.

I am grateful to the hon. Lady. I think she will recognise the spirit and inspiration of what I am saying, as people did on Tuesday, but I do not wish to be drawn excessively into theology about the timing of one’s repentance, and I will move on.

Many Members of this House—I can see some of them on the Opposition Benches—choose to live their lives under certain commands: to love even their enemies, to bless those who curse them and, yes, to forgive as they are forgiven, sometimes for grave matters. So when I sat here and listened to my right hon. Friend the Prime Minister say the words he said in the House of Commons—which I will not put back on the record, because people know what he said—and when I read them again in Hansard, I think that is an apology worthy of consideration of forgiveness for what went on, because this has moved beyond law. As far as I know, no one else in this country is being investigated by the police for retrospective offences—it is gone, it is behind them, it is past—but those in No. 10 Downing Street are being held to a higher standard in ways that other members of the public are not. [Interruption.] I can hear Members barracking, but that is right.

When we imposed these not merely draconian but barbaric rules on other people, everybody in the centre of power should have understood that they had to obey not merely the letter but the spirit of those rules. There should have been no cake in No. 10 and no booze in No. 10; these things should not have happened. I do not defend or condone in any way what happened.

I am mesmerised by the hon. Gentleman’s psychic powers if he does not understand that all offences are retrospective—unless he knows someone who is going to commit an offence. To err is human and to forgive divine, but to transgress repeatedly, as the report already shows us, is something else. Is it not important that we have this inquiry now to understand whether that has happened and there has been a repeated offence against the House? In the past year, half of the public have lost what little trust they had in politicians. The longer this goes on and the more repetition there is, the more all of us are besmirched. Is it not right, in the spirit of forgiveness and redemption, that we are all given the opportunity for salvation?

Not for the first time, the hon. Lady tempts me to give her references. On the point about repeated offences and forgiveness, I would encourage her to look at Romans 7. She invites me to clarify what I said. Of course all offences are retrospective. My point is that the police are treating Downing Street staff especially harshly in a way that the rest of the public are not being treated. [Interruption.] If the hon. Member for Middlesbrough (Andy McDonald) wants to say that is not true, I will take his intervention.

There are people up and down this country who have received fines way beyond what was imposed on those in Downing Street. The hon. Gentleman has to get his facts straight before he stands up and says they have been treated more harshly. That is simply not accurate.

Of course people up and down the country have been fined, punished and all the rest of it, and the hon. Gentleman knows perfectly well that I have stood here and complained about those things far more than he or any Opposition Member has. The point I am making is that the police are going back some months to offences committed some time ago in a way that they are not doing for other people. I think that that is accurate and that my hon. Friend the Minister was nodding along earlier.

Indeed, she nods again.

When I sat here and listened to the Prime Minister’s words, I was deeply moved. For all that I have said that if he broke the law, acquiesced in breaking the law or lied at the Dispatch Box, he must go, I still felt moved to forgive. But I want to be honest to the House, and to my voters, and say that that spirit of earnest willingness to forgive lasted about 90 seconds of the 1922 Committee meeting, which I am sorry to say was its usual orgy of adulation. It was a great festival of bombast, and I am afraid that I cannot bear such things. This level of transgression and this level of demand for forgiveness requires more than an apology in order to draw a line under it and move on in the way that the Prime Minister sought to do overnight with his interviews.

I am sorry to be saying that on the record like this, but I am afraid that the Prime Minister and those who advise him need to understand that this is a permanent stone in his shoe. Those of us who want to forgive him have to see permanent contrition, a permanent change of attitude and permanent acknowledgement of people such as my constituent who did not get to see his wife in a care home on their 50th wedding anniversary. I think he saw her only through a window on her 75th birthday. I have been married for only 25 years, but I know what that would mean to me. What am I to say to that man, who did not see his wife before she died? I could say, “You and I are Christian men, and forgiveness is hard.”

I do not like forgiving the Prime Minister. My spirit is much more full of wrath and vengeance. I feel much more Ezekiel 7:3 about this issue, and I invite everybody to look that up. I do not want to forgive our Prime Minister. The trouble is that I like him and helped him to get where he is—I will come back to that in a moment—and the problem is that I am under a command to forgive.

I will talk about what the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) said. When I and others went out of our way not only to make my right hon. Friend the Prime Minister, but to do our bit—in my case, systematically—to help get an 80-seat majority, of course we did not think that he would exhibit a meticulous grasp of tedious and boring minute rules. But we did know that he had two jobs: he had to get us out of the European Union, which he was fully committed to doing, and he had to defeat the radical leaders of the Labour party. He had to do so in an environment in which everyone was exhausted, we were testing our constitution to destruction, and the internal stability of the United Kingdom was at stake. That is the job we gave him to do, and by goodness he did it. For that I am thankful, and he will live with my thanks forever. He deserves to be lauded in the history books.

The problem that I now have, having watched what I would say was beautiful, marvellous contrition, is that the Prime Minister’s apology lasted only as long as it took to get out of the headmaster’s study. That is not good enough for me, and it is not good enough for my voters—I am sorry, but it is not. I am afraid that I now have to acknowledge that if the Prime Minister occupied any other office of senior responsibility—if he were a Secretary of State, a Minister of State, a Parliamentary Under-Secretary, a permanent secretary, a director general, a chief executive of a private company or a board director—he would be long gone. The reason that he is not long gone is that it is an extremely grave matter to remove a sitting Prime Minister, and goodness knows I have had something to do with that too. It is an extremely grave matter and an extremely big decision, and it tends to untether history. All of us should approach such things with reverence, awe and an awareness of the difficulty of doing it and the potential consequences.

That is why I have been tempted to forgive, but I have to say that the possibility of that has now gone. I am sorry, but for not obeying the letter and the spirit of the law—we have heard that the Prime Minister knew what the letter was—the Prime Minister should now be long gone. I will certainly vote for the motion but, really, the Prime Minister should just know that the gig is up.

I dare say that every Member of this House can bring to mind their own John Robinson, perhaps several. Though you would not know it, I also think that most Members of this House know that justice and mercy and humility also go hand in hand—a fact known by many who watch these proceedings too. In asking us to forgive him on behalf of all those John Robinsons we represent, my right hon. Friend could not have made a more humble apology. But justice leading into mercy relies on a very old-fashioned concept, and that is repentance. What assurance can he give us that nothing of this kind will ever happen again?

I thank my hon. Friend for what he has said. I am heartily sorry, as I have said. I wish it had not happened and I wish that things had been totally different. What I have already done, as the House will know, is take steps to change the way we do things in No. 10. But that, in itself, is not enough. I accept full responsibility myself for my actions.

One reason why the UK Government were engaged with the UN memorial in New York was to ensure that the suffering and trauma inflicted as a result of the slave do not happen again, so we contributed to the memorial there. Even as a constituency MP, I think of Thomas Clarkson. There are already memorials of the leading figures in the campaign against slavery, including of Thomas Clarkson who should be remembered alongside Wilberforce. I will ensure that somebody from the Cabinet Office meets the hon. Lady to discuss anything further that we can do.

The Government’s cyber security strategy will strengthen the public sector’s cyber resilience, making it harder for malicious actors, including cyber criminals, to disrupt Government functions. Building organisational cyber resilience and introducing measures to enable Government to defend as one will ensure that the Government present an increasingly hard target.

Will my right hon. Friend please consider a report by the Royal United Services Institute entitled, “The Silent Threat”, which calls for fraud to be made a national security priority, so that the full machinery of the state can be brought to bear on criminals often based overseas?

My hon. Friend raises an extremely important point, and it is one that Cabinet colleagues are looking at, not only in the context of covid fraud and issues such as bounce back loans, but, as he rightly says, in light of the RUSI report and its recommendations. We are discussing with the Home Office and industry stakeholders how we can best commit to ensuring that all possible action is taken to address the risks from fraud that he identifies.

All political donations are properly registered and monitored. I can tell the hon. Lady that we are putting forward progressively over the last few days and weeks and today the biggest ever package to crack down on dirty Russian money, not just from Russia but from anywhere.

I welcome the sanctions today. My right hon. Friend has been crystal clear that all of Europe needs to end its dependence on Russian oil and gas. Can he tell us a little bit more about how he intends to see that that comes to pass?

The key thing is first to get people to recognise the scale of their dependency, as in any addiction, and that is what we are doing. The UK Government have been making that point to our friends the whole time, because it has got worse since 2014. What we are also doing is helping countries such as the Baltic states to go further and faster with renewable technology.
