To ask the Secretary of State for Defence, what discussions he has had with the NHS on improving prevention and treatment of gambling harms among Armed Forces personnel and veterans.

The Ministry of Defence takes problem-gambling very seriously and works closely with Armed Forces personnel and Veterans who require support.
The comprehensive Defence Primary Health Care Gambling pathway within the Defence Medical Services, assesses and supports Service personnel who come forward with a gambling issue and, when required, refers them to specialist NHS gambling services and clinics. Service personnel can also self-refer into these services.
This pathway includes an assessment of gambling addiction using recognised validated assessment tools such as the Problem Gambling Severity Index. Data collected from these assessments can be used to help Defence monitor and understand the scale of gambling harms within Service personnel.
Defence engages routinely with NHS colleagues delivering specialist gambling prevention and treatment services. The Public Health Unit within Defence engages proactively with Department of Health counterparts and will continue to work cross-Government to secure the best possible evidence and insight into how to support Service personnel with gambling issues.
Veterans are eligible for gambling addiction treatment through the NHS. The Office for Veterans' Affairs in the Ministry of Defence regularly works with the third sector and academia to ensure veteran-specific needs are understood.

To ask the Secretary of State for Defence, whether the Department has assessed the proportion of medically discharged personnel who report feeling unprepared for civilian life.

Medical discharge process policy is delegated to the three Services to afford each of them the necessary flexibility to respond effectively to the unique and varying environments in which their people serve. However, Defence’s Tri-Service policy for medical discharge boards aligns the Services in terms of procedure and consistency of process. The board can recommend a medical category that may lead to a Service Person’s discharge from the Armed Forces.
Defence recognises the need to develop a Tri-Service Occupational Health Service to simplify policy and process, improve patient experience and support the retention of Armed Forces personnel. Work is underway to review timelines for referral to medical boards to ensure consistency across the single Services.
Our comprehensive policies and procedures facilitate a smooth discharge process, providing a timeline of actions to be taken from nine months before leaving. These actions include arranging a final medical and dental examination, meeting with a resettlement officer, submitting pension forms, and ensuring personal records are accurate. The process also includes returning Service property and identifications, taking terminal leave, and receiving a Service leavers' pack. Support is also offered through the Career Transition Partnership and Defence Transition Services (DTS), which provide help with employment, housing, health, and other aspects of transitioning to civilian life.
Defence also has a comprehensive policy in place for managing personnel who are wounded, injured, or sick, which includes coordinated support for those medically discharged. Medical discharges follow a specific process involving a medical board review, and personnel may be eligible for compensation. Before personnel leave, they are provided with a final case conference to ensure their issues are resolved or a plan is in place to manage them.
Whilst Defence has not assessed the proportion of medically discharged personnel who report feeling unprepared for civilian life, all are automatically referred to DTS or the Veterans Welfare Service (VWS). Service leavers, veterans, and their families can access support, help and information with issues that may endure beyond discharge irrespective of their reason for discharge. Healthcare support is tailored to their needs and preferences, ranging from simple transitional needs to enduring support for more complex challenges.

The mental health and wellbeing of our Armed Forces and Veterans is a priority for the Government. All Service personnel have access to mental health support throughout their career, including medical and non-medical services. This includes, but is not limited to, preventative support such as wellbeing services, digital content, access to trained mental health first aiders, interventional support, and appointments with clinical staff.
The Ministry of Defence (MOD) encourages and enables all personnel to take their mental fitness as seriously as their physical fitness. The Defence Annual Mental Fitness Brief is a mandatory training product provided to Serving personnel, which not only prompts individuals to continually consider their mental health but also advises how to increase resilience and protect mental wellbeing. For those requiring dedicated mental healthcare, the Defence Medical Services provides a responsive, flexible, accessible, and comprehensive treatment service.
Additional training is provided at single Service level and particular processes are in place for when increased support may be required, such as around deployment. Over and above the existing welfare support system of dedicated personnel, Defence offers additional options such as a dedicated 24-hour support line and access to tools such as HeadFIT and HeadSpace so that there is choice available for engagement within or outside the chain of command.
Former Service personnel can access free one-to-one welfare support provided by the MOD’s Veterans Welfare Service, and specific mental health support from NHS England’s Op COURAGE. Op COURAGE offers a fully integrated service with increased support for those needing help with alcohol or substance use and better links to mainstream mental health services to increase the range of support available. Importantly, unlike many other services, Op COURAGE accepts self-referral, empowering patients to take control of their care needs.

All primary care networks in Wiltshire have at least one general practice (GP) accredited as being veteran friendly. NHS England, in partnership with the Royal College of General Practitioners, are continuing to encourage GPs to participate in the Armed Forces Veteran Friendly GP accreditation scheme. This voluntary initiative is available to GPs across England and is free to access.
NHS England is working with Op COURAGE and Op RESTORE to develop more meaningful data on outcomes, patient satisfaction, and to demonstrate progress on continuous improvement in services and clinical provision. This work will focus on ensuring that future reporting is both purposeful and proportionate, to avoid detracting from the delivery of frontline services.

In addition to the mainstream mental health services commissioned by integrated care boards, NHS England commissions Op COURAGE which is the bespoke integrated veterans’ mental health and wellbeing service. The service provides a fully integrated mental health care pathway for veterans, which includes support for veterans with post-traumatic stress disorder. People benefit from personalised care plans, ensuring they can access support and treatment both in and out of hours. Op COURAGE is available across England and individuals can contact the service to make an appointment or ask someone to do this on their behalf.
The Government recognises that not all veterans want to use veteran-specific mental health services and can instead choose to use mainstream services in the National Health Service, such as talking therapies, which are available to both veterans and civilians.

VALOUR is a new national programme designed to make it easier for veterans across the UK to access the care and support they deserve. Led by the Office for Veterans' Affairs (OVA) within the Ministry of Defence, it aims to improve how services are coordinated at national, regional and local levels, ensuring veterans get the right support, in the right place, at the right time.
A network of VALOUR recognised centres across the UK will facilitate access to multiple services for veterans in one place. £27 million in development funding for VALOUR recognised centres has been made available, with funds being issued on behalf of the OVA through the Armed Forces Covenant Fund Trust. I encourage organisations in Northern Ireland to apply to for this funding.
Veteran support organisations in Northern Ireland already benefit from other Government funding streams. Beyond the Battlefield has received £325,000 through the Veterans Capital Housing Fund and Reducing Veteran Homelessness Programme to support its wraparound care service and facilitate the provision of a 24/7 support network. The Northern Ireland Thrive Together Programme, meanwhile, which is led by Brooke House Health and Wellbeing Centre, has received a grant of £765,000 to support its Veterans' Pathway Project and the establishment of six locality-based hubs.
