To ask the Secretary of State for Culture, Media and Sport, what steps she is taking to ensure that gambling (a) advertisements and (b) websites provide reference to gambling addiction support platforms.

To improve and expand the services available to understand, tackle and treat gambling-related harm, the Government has introduced a statutory levy on gambling operators to fund research, prevention and treatment. This includes dedicated investment for prevention to raise awareness of the risks associated with gambling and facilitating a cultural shift to break down barriers to help-seeking behaviour such as stigma. Thirty percent of funding will be allocated to prevention activity, including education and early intervention, to help raise awareness of harmful gambling.
There are existing robust rules in place to ensure that gambling advertising, whenever it appears, is socially responsible, with a particular regard to the need to protect children, young persons and other vulnerable persons. Adverts cannot be targeted towards children, feature those under 25 or those who are perceived as being under 25, and top-flight footballers and celebrities popular with children are also banned from adverts to ensure they do not have inappropriate appeal. The IGRG Code includes specific requirements for operators to include ‘GambleAware’ or ‘www.gambleaware.org’ in their advertisements.
However, we recognise that more can be done to improve protections. We have set the gambling industry a clear task to raise standards and this work will be monitored closely. Additionally, there is ongoing work with DHSC and the Gambling Commission to develop a new, evidence-based model for independently developed messages to increase awareness of gambling harms, replacing industry ownership of safer gambling messaging.

To ask the Secretary of State for Culture, Media and Sport, what steps her Department is taking to ensure mobile gaming operators disclose the (a) presence of loot boxes and (b) probabilities of obtaining rewards.

We are committed to ensuring all video games are enjoyed safely and responsibly by everyone and that, where they contain loot boxes, appropriate protections are in place for players of all ages, including children. In 2020, the previous Government ran a call for evidence on loot boxes which found an association between purchasing loot boxes and problem gambling behaviours, although research has not established whether a causal link exists.
In response, DCMS convened a Technical Working Group of video game representatives which developed new industry-led guidance, published in July 2023, to improve player protections. Measures include disclosing the presence of loot boxes prior to purchase, and giving clear probability disclosures so players can easily access clear and simple information to inform their decision to purchase.
The Government has urged all video games companies to adopt the guidance in full and we have commissioned independent academic research to assess its effectiveness.

To ask His Majesty's Government what recent assessment they have made of the appropriateness of gambling-related content on the online programming platform Scratch which is used by children in schools.

The department does not support or mandate individual products. Schools should follow the statutory guidance ‘Keeping children safe in education’, supported by the department’s filtering and monitoring standards. Schools should monitor pupils’ use of devices whilst in school.
The relationships, sex and health education statutory guidance states that young people should be taught the risks of online gambling and how to seek help if they have concerns. The computing curriculum supports pupils to make informed decisions whilst online or using other technologies.
The department-funded National Centre for Computing Education (NCCE) provides training and resources to improve computing provision, including support for teaching programming concepts through languages such as Scratch.
The NCCE is reviewing all teacher resources that include Scratch content. Guidance for keeping children safe when using Scratch will be included in all relevant content by June 2025. NCCE materials do not use gambling as a programming exercise for pupils. None of the NCCE’s lessons or courses recommend pupils use the search function or engage with other people's content on Scratch. Teachers are advised to use the offline version of the platform to prevent pupils from searching ready-made code.

This government recognises that while advertising is a legitimate advantage which licensed operators have over unlicensed gambling firms, increased exposure to gambling advertising can have an impact on gambling participation. Some forms of advertising can also have a disproportionate impact on particular groups, such as children and those who are already experiencing problems with their gambling.
There are existing robust rules in place to ensure that advertising and marketing, whenever it appears, is socially responsible. Licensed operators are prohibited from sending direct marketing to those showing strong indicators of harm and must be part of the GAMSTOP scheme. Individuals registered with the scheme are automatically removed from marketing lists of any gambling company they were registered with. The Gambling Commission is also introducing new requirements for operators to allow customers to have greater control over the direct marketing they receive, and measures to ensure that incentives such as free bets are constructed in a socially responsible manner.
