Between July 2024 and June 2025, we delivered over 5.2 million additional appointments compared to the previous year, more than double our pledge of two million. Further information is available at the following link:
Consequently, between the start of July 2024 and the end of June 2025, the waiting list decreased by over 250,000 (252,128) despite over 21 million (21,004,977) new referrals. This comes against the backdrop of 2024/25 Planning Guidance which signalled a reduction in elective activity compared to the 2023/24 financial year.
Thanks to an additional £2.1 billion invested, the Government not only avoided a reduction, but delivered a significant increase in elective activity, as part of the first step commitment to ensuring patients can expect to be treated within 18 weeks. To ask the Secretary of State for Transport, with reference to the Road Safety Strategy published on 7 January, whether her Department has made an assessment of the effectiveness of existing road safety programmes delivered by (a) Police and (b) Fire services.

We welcome road safety programmes which are evidence led and contribute to improving road safety.
The Department has previously funded the RAC Foundation Pre-driver Theatre and Workshop Education Research project, which ran from September 2019 to March 2023. Amongst the conclusions, the report suggests using “shock and tell” tactics and “threat” and “fear” appeals to teach the risks associated with driving does little to improve safety and may be counterproductive. I encourage all those who deliver road safety programmes to avoid this approach.
As part of the Road Safety Strategy, we have committed to publishing national guidance on the development and delivery of road safety education, training and publicity. Alongside this, the government will publish a manual to support the implementation of a Lifelong Learning approach for road safety.
Bikeability, the government owned cycle training programme, is funded by Active Travel England in schools across England. Up to £30m was allocated to the programme for 2025/26 and funding for the forthcoming 3-year period is due to be announced shortly.
Almost 6 million children have received Bikeability cycle training since 2007, with 500,000 children booking onto training in 2024/25. The Bikeability Trust manages the programme across England and provides support and guidance to local authorities, training providers and schools in order to maximise the reach of the programme.
Primary and secondary schools are free to teach about road safety awareness as part of their duty to provide a broad and balanced curriculum, and many do so through their personal, social, health and economic education (PSHE) provision alongside the statutory relationships, sex and health education (RSHE) content.
The updated RSHE guidance, published in July 2025, has a new section on personal safety which includes how to recognise risk and keep safe around roads.
This can also include teaching about general road safety when using bikes in different situations. Schools can draw on resources available from many providers including, the Department’s THINK! campaign.
We will continue to look at how we best evolve the THINK! campaign in line with the Road Safety Strategy, but resources currently include interactive games, printable activity sheets, and lesson plans tailored to different age groups from primary school aged children all the way up to secondary school and learner drivers. These materials are regularly shared on THINK!’s social media channels and distributed to schools and educators via newsletters and partnerships with organisations such as the Department for Education.

To ask the Secretary of State for Health and Social Care, if he will make an assessment of the potential merits of introducing a public interest assessment for large-scale acquisitions in the adult social care sector.

The Care Quality Commission (CQC) oversees the Market Oversight Scheme (MOS), which was established under Section 53 of the Care Act 2014 as an independent scheme with the aim of ensuring continuity of care services. The MOS was launched in 2015 and monitors the financial sustainability of the largest and most difficult to replace providers of adult social care.
The scheme enables the CQC to give impacted local authorities advance notification in discharging their Care Act obligations to temporarily ensure continuity of care for all people receiving services. The CQC also notifies the Department, which will then activate its Operational Contingency Plan and convene national partners in order to monitor local efforts to ensure continuity of care.
There are no current plans to expand the public interest considerations under the Enterprise Act 2002 beyond matters relating to financial stability, media plurality, and public health emergencies. The Government is committed to ensuring our policy making is informed by the best available evidence.
Merger investigations on competition grounds are a matter for the Competition and Markets Authority (CMA), which operates independently of the Government. The CMA determines which transactions to review based on statutory thresholds and whether there is a realistic prospect of a substantial lessening of competition. The Government keeps the merger control regime under regular review to ensure it remains fit for purpose and works effectively within the current regulatory environment.

To ask the Secretary of State for Culture, Media and Sport, what assessment has been made of the effectiveness of the contribution of uniformed and non-uniformed youth volunteering organisations to the aims of the National Youth Strategy.

On the 10th December 2025, the Government published ‘Youth Matters: Your National Youth Strategy’. It is a 10 year plan to ensure every young person across the country has somewhere to go, someone who cares for them and a community they feel part of. It includes 2 clear ambitions - by 2035:
To have halved the participation gap in enriching activities between disadvantaged young people and their peers.
For half a million more young people to have access to a trusted adult outside of their home.
The Department for Culture, Media and Sport commissioned an independent provider (Ipsos) to conduct an evaluation covering the Uniformed Youth Fund from 2022 to 2025, which was published on 11th September 2025. The research found uniformed youth organisations (UYOs):
contribute to the social and emotional development of young people by providing them with structured activities and supportive environments, enhancing young people’s cooperation skills, communication, and confidence;
enhance education and career opportunities for young people by providing them with valuable skills for life and work and supporting their academic attainment through diverse activities;
provide supportive and inclusive environments where young people feel safe, a sense of belonging for young people through their uniforms, and fostering trusted relationships with peers and adult leaders.
The Department has a rich evidence base supporting the positive outcomes of youth organisations and young people's attendance of these. There’s a wide range of positive outcomes from youth interventions, such as on employability, skill development, and that it can be preventative in terms of crime.

To ask His Majesty's Government whether they consider social media influencers who promote consumer products through paid, sponsored or affiliate content to be economic operators; and whether they plan to use powers under the Product Regulation and Metrology Act 2025 to regulate promotion by influencers of unsafe or non-compliant products.

The Product Regulation and Metrology Act 2025 contains provisions that ensure the full breadth of supply chain actors can be captured appropriately by regulations. This includes social media influencers where they are carrying out activities in relation to a product. This allows Government to introduce obligations on actors that are proportionate to those actors’ level of control in supply chains.
As announced at Budget, Government will consult in early 2026 on major reforms to the product safety legislative framework to ensure that it reflects the realities of modern products and supply chains.

To ask the Secretary of State for Housing, Communities and Local Government, what assessment he has made of the potential merits of Local Authorities commissioning gambling harms prevention; and of their capacity to do so.

In April 2025, the statutory gambling levy came into effect to fund the research, prevention and treatment of gambling-related harm across Great Britain. In its first year, the levy has raised nearly £120 million, with 30% allocated to gambling harms prevention activity.
The Department for Culture, Media and Sport, responsible for the implementation and oversight of the gambling levy, remains confident that levy commissioners are best placed to make decisions on the future of their work programmes regarding the research, prevention and treatment of gambling-related harms.
As prevention commissioners, the Office for Health Improvement and Disparities (OHID) in England and Scottish and Welsh Governments continue to work collaboratively on the development of their respective work programmes, drawing on expertise from across the system. OHID will employ a ‘test and learn’ approach as they transition to the new levy system, to better-understand what interventions are most effective in preventing gambling harms at a local, regional and national level.
Local authorities are well placed to play a central role in preventing gambling‑related harms across local communities. An OHID-led stocktake of local authority activity in this space indicated that whilst some activity is already underway, there is appetite within local authorities to do more.
OHID is developing a fund for all upper-tier local authorities across England, which will aim to strengthen local capacity to tackle gambling‑related harm by facilitating improved understanding of local need and supporting the development of effective local and regional networks. This will be delivered alongside the Gambling Harms Prevention: Voluntary, Community and Social Enterprise (VCSE) grant fund which will fund VCSE organisations to deliver prevention activity across England from April 2026 to March 2028.

Improving road safety is one of my Department’s highest priorities. Injuries and fatalities from road collisions caused by driving are unacceptable, and this Government will work hard to prevent these tragedies for all road users.
That is why on 7 January 2026, we published our new Road Safety Strategy, setting out our vision for a safer future on our roads for all.
Following updates to the Highway Code in 2022, the Department ran large-scale THINK! advertising campaigns to raise awareness of the changes.
Via the THINK! campaign, we are also running year-round radio filler adverts encouraging compliance with the guidance to improve safety for those walking, cycling and horse riding. We will also continue to promote the changes via THINK! and Department for Transport social media channels, as well as through partner organisations.
However, as set out in the strategy, more work is needed to continue embedding these changes and overall awareness of the Highway Code. We are considering options in this area, and further details will be shared in due course.
As our road environment and technologies evolve, providing education for all road users throughout their lifetime is vital to improving road safety. As announced in the strategy to support a Lifelong Learning approach in the UK, the Government will publish for the first time national guidance on the development and delivery of road safety education, training and publicity. Alongside this, the Government will publish a manual to support the implementation of a Lifelong Learning approach for road safety.
