Dear Lady Stedman-Scott,

As Acting National Statistician, I am responding to your Parliamentary Question asking how many men aged 16 to 24 years old were employed in the agriculture sector in April (HL6966).

The Office for National Statistics (ONS) collects information on the labour market status of individuals through the Labour Force Survey (LFS), which is a survey of people resident in households in the UK. The responses allow us to estimate how many people are in employment, as well as information on their age and sex. In addition, working respondents report the industry they believe best reflects their workplace. These responses are classified using the Standard Industrial Classification 2007 (SIC07).

Unfortunately, estimates for April 2025 will not be available until 10 June 2025. In the period December 2024 to February 2025, the latest LFS data available, the number of men aged 16 to 24 years who were working in the agriculture, forestry and fishing industry sector was 15,000. Please note that this estimate is based on a small sample size. This may result in less precise estimates, which should be used with caution.

The ongoing challenges with response rates, response levels and weighting approach mean that labour market statistics based on the Labour Force Survey (LFS) are subject to increased volatility and are considered ’official statistics in development’ until further review.

Period Poverty Task Force

This Government takes the issue of period poverty very seriously and we are taking steps to ensure that period products are available and affordable for those most in need through the organisations closest to them.

Since January 2020, a Department for Education scheme provides free period products in schools and 16-19 education institutions in England. 97% of secondary schools, 92% of post 16 organisations and 68% primary schools have made at least one order since the scheme began in January 2020.

In March 2019 NHS England announced that it would offer period products to every hospital patient who needs them (including long-term in-patients).

As part of our wider strategy to make period products affordable and available for all women, we have also made it clear that a zero rate of VAT applies to period products now that the UK has left the EU. These products are essential so it is right that there is now no VAT charge.

I thank the Rt Hon Member for bringing this to my attention. The Ministerial and other Pensions and Salaries Act 1991 sets out the entitlement for Ministers who leave office.

Such payments should not apply where a person has attained the age of sixty-five. If a former Minister was incorrectly given a severance payment, the relevant department will contact the individual to recover the over-payment.

Ethnic Groups: Equal Pay

To ask His Majesty's Government, further to the remarks by Baroness Stedman-Scott on 21 March 2022 where she stated that they reserve the right to introduce legislation for mandatory ethnicity pay gap reporting "at a future point, if and when the reporting tools are sufficiently developed, effective in driving positive change and accessible to more businesses" (HL Deb col 722), whether they still remain open to doing so.

The Government published guidance in April which sets out how employers can measure, report on, and address any unfair ethnicity pay gaps within their workforce. This was an action from our ambitious Inclusive Britain strategy, published in March 2022.

We have no plans to introduce mandatory ethnicity pay reporting. Instead, we want to encourage and support employers who want to use ethnicity pay reporting to improve transparency and build trust among their employees. We are engaging with employers and representative bodies to promote the new guidance. We will also seek case studies from those that are already reporting on their ethnicity pay data, so that others can benefit from their experience.
