Commons ChamberMy hon. Friend is absolutely right. There has been some really good work in this country on reducing the number of discards, which was acknowledged by the Commission, so it was rather perverse that there was the possibility of measures being introduced that could have brought an end to precisely that good work. In his area, for example, Project 50% saw a more than 50% reduction in the number of discards in the beam trawler fleet. That would not have been possible under the proposed reduction in days that we were facing but luckily managed to reverse.
First, I congratulate the Minister on the hard work done in Brussels along with the other Ministers, including our own Northern Ireland Minister of Agriculture and Rural Development and Fisheries Minister. The Minister fought hard to ensure that prawn quotas were retained although the scientific evidence showed that they should have increased. The herring quota was also decreased although, according to the scientific evidence, it should have been increased. Will the Minister comment on the state of play at the sentinel fishery? We met some of the fishermen the week before he went away and we were told it was being investigated. I believe that the figures for that scheme will show the abundance of cod in the Irish sea.
I was particularly worried about the impact on the Northern Irish fleet. The initial proposal would have meant that many of them would have gone out of business. They could not survive if they were tied up for 11 months of the year and I am glad we managed to reverse that. I am glad that we also managed to reverse the proposed 19% cut in Irish sea nephrops, which was totally unjustified, and we were able to prove the science behind it. I was very interested by the proposal that the hon. Gentleman brought to me about a sentinel fishery in the Irish sea. We are looking into it and I will be in touch with him as soon as I have some information.

I put it to the Minister that it is not for manufacturers, processers or retailers to police these things. I pay tribute to the Department for Environment, Food and Rural Affairs for being the first Department to come forward with a taskforce to remove extra regulations and gold-plating. Under successive Governments, it has been expert at introducing such things, but gold-plating and the addition of extra regulations have cost our industry. It would be completely perverse to offload all the costs of policing these issues on to retailers, processers and others, when it should, as the commissioner says, be the Government’s responsibility to police the ban.
I am glad to have the opportunity to make a quick comment and to congratulate the hon. Lady on bringing forward this important issue. Northern Ireland and the rest of the United Kingdom have pursued the rules and regulations with almost evangelical zeal. However, it has been reported that battery cages that are now obsolete in Northern Ireland and the rest of the United Kingdom have been sold to other European countries that flagrantly disobey Europe’s rules. Does the hon. Lady feel that the Government should make strong representations to Europe to ensure that such contravention of the legislation does not take place?
The Minister will have heard the hon. Gentleman’s comments, and I invite him to respond. It is perverse to introduce regulatory costs for manufacturers, retailers and processers at this time.

I congratulate the Chair of the Select Committee on Environment, Food and Rural Affairs, the hon. Member for Thirsk and Malton (Miss McIntosh), and the other members of the Committee on securing today’s debate and on raising an important issue.
I came to the issue because there are a number of small and sizeable egg producers in my constituency, which support the local rural economy and provide jobs. Over the past few years, they have invested heavily in upgrading their facilities. I am aware that, of the £400 million that has been invested across the UK, at least £7 million was invested in my constituency by small and medium-sized firms.
The comments made by the British Egg Industry Council are important to the debate. The critical issue for the producers who have contacted me is that, although they have invested heavily, they are being put at a competitive disadvantage. They are concerned about their businesses in what are already difficult economic times for all rural businesses, and they are concerned that the reward for their investments and for improving what they do is to find their profits reduced and their businesses becoming ever less viable.
Clearly, in the hon. Lady’s constituency, similar to my own, many people have borrowed from banks at a time when they can least afford to do so. They feel that they are comparatively disadvantaged as a result. Does she feel that banks should give some leniency at this time?

The hon. Gentleman makes a valid point. Certainly, banks in the rural economy have recently tightened up their lending processes, which is regrettable when agriculture globally is ripe for investment and is a good investment. Such businesses are often asset rich, but they need credit, as farmers all over the world do. Banks can do a lot more at present to support the rural economy.
I confess that I was incredulous when the BEIC raised the issues with me. It struck me as bizarre that some EU members are still not complying with the legislation 12 years after it was passed. One of the most pertinent points today is that not just new accession EU countries are failing to comply with the legislation, but long-standing and established EU members seem to be shrugging their shoulders and letting the issue go by.
One of the most significant issues is that there has been a complete lack of foresight regarding compliance measures. I still find it quite incredible that the enforcement measures are so weak. Enforcement measures by member states may be dismissed as a business expense by the companies that are failing to comply with the law. There are big lessons to be learned about how seriously we take legislation. At the heart of the matter, it is a legal issue. It became clear back in July just how weak the legislation and compliance measures were; that is important.
I welcome the fact that the Government have looked at contingency plans. I wrote to the major supermarkets in July this year, asking them to confirm that they would ensure that their own-brand products would comply with the law and that they would not import products. To be fair to Asda, Morrisons and Tesco, they all wrote back to me to say that they could do so with their own-brand products and the eggs on their shelves, but there was no commitment on the other products that they import from suppliers. That is where the challenges lie.
In a context where the law is absolutely ineffective, I welcome the contingency measures taken by the Animal Health and Veterinary Laboratories Agency, but they are not a substitute for proper legal enforcement. We still face the issue that liquid eggs from Holland and Germany might originate from non-compliant countries. Until we deal with the legal issue, I do not think that we can move much further forward—it makes a mockery of the law.
The hon. Member for Thirsk and Malton absolutely hit the nail on the head when she posed the key question about the loophole in regulation. Does that originate from our own laws and regulations, or is it an EU-wide issue? I hope that the Minister will address that and share the legal advice that has been given. The loopholes need to be closed with some urgency.
As we consider how we move forward, I hope that we will ask how on earth we will instil any confidence in new legislation if it cannot be enforced. Farmers are already talking about the problems of complying with regulation. If there is one issue that farmers in my constituency—not just poultry farmers, but livestock and arable farmers—are concerned about, it is compliance. They feel that our compliance, regulation and inspection regimes are much more rigid than those in other parts of the EU. In some cases, they are absolutely right, and that makes it more difficult for them to earn a living and operate internationally. If we cannot even enforce the laws that we make with a 12-year lead-in period, it makes a mockery of the law. I hope that the Minister will take that on board.

Commons ChamberOne good thing that the CFP managed to do was to unite all the fishermen, fishing bodies and elected representatives in opposition to a policy that has reduced the ability to make a living on the sea and continues to squeeze life out of the fishing sector. There will be no mourning its loss by anyone I know or have come into contact with.
Much has been made of the issue of decentralising or regionalising fisheries management, which I agree would be a positive step forward. The hon. Member for Great Grimsby (Austin Mitchell) and others have mentioned that, but there are those in the European Commission who suggest that post-Lisbon it is illegal to decentralise any meaningful responsibilities to the regions. Therefore, although I fully support the motion and join in the call for the Government to ensure that particular provision is made for regional management, I too would like to hear what the Minister believes is legally possible and how we can achieve that collectively. What discussions are being held with the legal experts to ensure that what is tantalising uncertainty will become cold, hard reality?
Last Saturday I held an advice surgery in Portavogie. The fishermen come to meet me with their list of things that they want me to do every month. They are concerned about the increase in bureaucracy, the changes in the net mesh size, more paperwork, more cost, more policing, more monitoring and less fish catch. All those are key issues for the fishing industry.
Northern Ireland’s fishing industry has instituted measures that have been introduced voluntarily which have cut discards of haddock and whiting by over 60%, yet go unrecognised by the European Commission—nobody in the European Commission seems to have any idea what is going on. As with most other good points concerning the fishermen, if the scientists have not marked it in their book, it could not possibly be happening. If the 25% cuts go ahead, the white fish sector in Northern Ireland is finished for ever. I know the Minister will be batting for us in the meetings in December.
Locally, to address the issue of discards, our fisherman have had to incorporate various EU-legislated panels in their nets, which did little, if anything, for discard reduction, before they could deploy the gear designed specifically for use in the Irish sea. So it was true—the net designed by our fishermen, which would have reduced discards, was effectively outlawed by Europe. That concerns me.
On 10 November there was a meeting to impose emergency technical conservation measures in western waters. I am told that national Administrations will have little input into the process, which is politically driven by the EU’s Greek Fisheries Commissioner. Let us be honest: if we pair the word “Greek” with the words “Fisheries Commissioner”, we can understand why fishermen’s knees are knocking.
The industry, like fisheries managers, has as a goal the reduction of unwanted catches to a minimum, but the fishing industry will not be made greener by driving it into the red. We must be honest about what we are doing. In a little over four weeks the Minister will be leading the UK team at the EU’s annual December Fisheries Council. I urge him to support the industry at home.
Finally, the three-point plan for the Irish sea is clear. There should be a pause in further implementation of the long-term cod recovery plan. We should secure a rollover on the area VII nephrop TAC, which has been successfully managed for more than 40 years and remains stable, and we should seek an increase in the Irish sea herring quota, a stock which is at its largest for 18 years. It is time our fishermen saw some reward for the sacrifices they have made in the face of the EU’s ever-moving goalposts. I support the motion and urge the Minister to do his best for the fishermen in Northern Ireland, as I know he will.

With the leave of the House, may I say that we have had an excellent debate? I am deeply sorry to those who were not able to contribute. We seem to have had half an hour taken off our debate because of the urgent question. In the 20 years or so I have been attending fisheries debates, this is the one in which there have been the most speakers, which clearly underlines the importance of the issue we have been discussing.
The message to the Minister is loud and clear: we support radical reform. That has come from all hon. Members’ contributions. The Minister can go to the negotiations in December and in 2012 in the full knowledge of that support. He can afford to be brave. The Commission has put very little meat on the bones, but that could be an opportunity. He can be brave and bring the radical reform that we all want to see.
On a point of order, Mr Deputy Speaker. Last year, this debate took place in Westminster Hall and lasted for three hours. The request was made to have the debate here in the House, to which everybody could contribute. Will the Deputy Speaker consider the process and the time scale, because we thought we were going to have a three-hour debate here as well?
I understand the feeling running through the House today. A lot of Members wanted to contribute and the debate has had to be cut short. I am sure that that will be taken on board for future debates.

(a) a move away from a centralised management system to a system of regional management of fisheries involving all stakeholders and strengthening of the local management of the 12 mile limit;
(b) a manageable and practical scheme to eliminate the problem of discarded fish; and
(c) the replacement of the current system of annual quotas with a multi-annual system of management focussed on conserving fish stocks within a sustainable fishing industry, in particular to protect the viability of low impact fishing.

Commons ChamberI am not quite sure which practices the hon. Gentleman is referring to. If he is talking about the average lifespan of a dairy cow, that is something that I have researched and it is in the public domain. I know that DEFRA is looking to get the average lifespan of a dairy cow up to eight years, but six years was the average cited in the research that I looked at, while the figure for cows suffering from mastitis is 33%. I could go on—although I do not have the footnotes before me—but it is all in the public domain and well researched.
It can be quite difficult to nail down the facts and figures on the health benefits of a vegan diet, particularly when organisations such as meat marketing boards and milk marketing boards spend millions on counter-promotions. As I have mentioned, the recently released film “Forks Over Knives” puts the case that switching to a wholefoods-based vegan diet can prevent and even reverse serious illnesses. The film gives an overview of the 20-year China-Cornell-Oxford project, which found that a number of diseases, including coronary disease, diabetes and cancer, can be linked to the western diet of processed and animal-based foods. It is certainly true that the traditionally very low rates of breast cancer among Japanese women are increasing as they adopt western diets with a higher consumption of animal fats. In Japan, affluent women who eat meat daily have an 8.5 times higher risk of breast cancer than poorer women who rarely or never eat meat.
How would the hon. Lady respond to the statement by my GP and many others that we need a balanced diet, and that a balanced diet should include meat?
I will come to that in a moment. The World Cancer Research Fund carried out an authoritative study which found that people should avoid processed meat altogether, and eat red meat in moderate amounts only. That is the most authoritative study that I have come across. Cancer Research UK is co-funding a massive study called EPIC—the European Prospective Investigation into Cancer and Nutrition—which has found that people who ate two daily 80-gram portions of red or processed meat increased their risk of developing bowel cancer by a third, compared with those who ate just 20 grams a day. The same study found that people eating more than 100 grams of meat a day had over three times the risk of getting stomach cancer.
As I mentioned, the World Cancer Research Fund reviewed 263 research papers and concluded in May this year that there was convincing evidence that red and processed meat increased the risk of bowel cancer. When those findings emerged, the National Beef Association and the National Sheep Association, in conjunction with the National Farmers Union, issued statements accusing the fund of misleading the public. The fund retaliated by accusing the British meat industry of potentially defamatory and deliberately misleading statements, and repeated its message that it was best to avoid processed meat and to eat red meat only in moderation. It stated:
“The fact is that our report is the most comprehensive and authoritative review of the evidence that has ever been published and it found convincing evidence that red and processed meat both increase the risk of bowel cancer”.
As I have mentioned, there has been a significant rise in the number of people who are becoming vegan—[Interruption.]

No, and I am very grateful to the hon. Gentleman for agreeing with me on the matter. Certainly it is not possible to have fibre-optic cable to a cabinet within yards of every home in dispersed rural areas, so we need to ensure that we have an investment profile that allows the use of satellite broadband in certain circumstances. We are learning lessons from the Cornish example, and we have had the benefit of European convergence funding to take the matter forward.
I wish to touch briefly on three more matters—waste, green growth and sustainable development. The Government have rightly put in place a waste review. It is an iterative process that is progressing—perhaps too slowly, but it is certainly progressing. It provides a framework for those who want to engage in the process, as I encourage Members of all parties to do, to make constructive proposals to enhance the Government’s intention to achieve a zero-waste economy. That means sending zero to landfill.

I thank the hon. Gentleman and apologise for that. Everyone is committed to recycling, but recycling itself obviously costs money. How does he see the balance between the necessity of recycling and the cost factor?

I see recycling as being part of the green economy, in which jobs are created and there is a massive benefit to the economy in general. When I intervened on the hon. Member for Wakefield, I was simply saying that an obsession with one narrow silo of the waste strategy—the measuring of recycling by the proportion or volume that is achieved—is entirely wrong in an economy such as the UK’s. The amount of waste recycled is a helpful indicator, but it is possible to have increased recycling and increased landfill at the same time. I do not think it is necessarily the measure by which we should judge ourselves, and I encourage Members to consider that carefully.
On green growth, it will take a long time to get the investment profile required to achieve the improvements that we are discussing. We should have a green economy that drives development in this country. The previous Government started that process, and the present Government need to continue it. RenewableUK is identifying itself with a survey out today that says that 80% of its members plan to hire extra staff within the next 18 months, so people are growing in confidence in that regard.
Finally, it is important that we mainstream sustainable development issues. The Public Bodies Bill is well intentioned, but if the intention of planning policy is to promote sustainable development, we need to re-establish the Sustainable Development Commission.

Commons ChamberI do not want to get into too much of a political spat, particularly when I am speaking from the Government Benches, but those organisations have repeatedly made the point that they have been unable to gain access to all the information. Perhaps they did not do so before the general election either. Perhaps it is a systemic problem, but having access to that information is important, particularly if so much emphasis is going to be placed on costs, as appears to be the case.
I will give way to my hon. Friends, but then I am going to make some progress.
I am sure the hon. Gentleman would agree that the families are most important. The families need to have confidence in the system, and they indicated that their confidence would lie with the chief coroner rather than the independent coroner. Does he feel that that is what we should really be doing and that the families know best?
It is always easy to concentrate on the emotive issues in debates like this, and it can be very powerful, but I also believe there are less emotive reasons for pursing this policy. I would not suggest for a moment than anybody does not want to support families; it is a question of how we drive the reform forward. It is a bit like the discussion last night, when the Conservative party was united but had different tactics.

Given the theme of the motion on which we have just voted—the European Union and the barriers that it sometimes puts up to our cultural and historical norms—I want to raise the issue of live animal exports leaving the port of Ramsgate.
We are a nation of animal lovers, and we maintain and have always maintained the highest standards of animal welfare. Indeed, as I am sure the Minister knows, we passed our first piece of animal welfare legislation almost 400 years ago, so is it not rather surprising that sheep and two-week-old calves are driven from as far away as southern Ireland, across the Irish sea to Ramsgate, across the channel and then as far as Greece? Should we in this country endorse such transport and trade?
Tens of thousands of animals have arrived at Ramsgate this year to be put on a Soviet ship—a roll-on/roll-off ferry that was designed for river and inland water transport. On to the boat they go in their trucks, with water spraying and in gales of up to force 6. The longest estimated channel crossing is five hours due to very adverse weather conditions. Those journeys are inhumane.
The Minister knows that the trade is deeply undesirable, but on these issues we are not in control of our destiny, because we are controlled by the EU, which views animals as goods rather than as sentient beings. This is not a new issue, however, because the stalemate was experienced under the previous Government. For 13 years, we had little or no progress on ensuring that we improved animal welfare and, in particular, transportation.
I should like to draw the Minister’s attention to the fact that residents from all over Kent, including the Thanet Against Live Exports and Kent Against Live Exports groups and many individuals have written to me. I have received four times as much correspondence on this issue as I have on the EU referendum.
This debate is particularly important given the timely review of the EU’s regulation on the transportation of live exports so I should like the Minister to outline what the Government will submit in response to the review, and I urge him also to take the evidence that my residents have gathered and to include it in our submission in order to show what really happens at the coal face of this trade.
We must revisit the number of hours an animal can be transported without lairage. Fourteen hours for sheep is too long, and a one-hour stopover is not long enough. Calves that are only 14 days old are taken half way across Europe on land and sea. That is an ordeal.
I commend the Government for aggressively pressing for revised labelling of meat products. Meat will have to show the country of origin, not just the country of slaughter, which in previous years has allowed much of our British beef to be designated as French, Spanish or Greek when the animals were born and bred in the UK or Ireland. Greater transparency will give European consumers the choice of whether to endorse live exports.
There is additional good news. The live export trade has diminished significantly over the past 20 years from more than 300,000 animals a year to around 50,000. But that tells its own story. Reputable meat wholesalers transport animals to Europe not on the hoof, but as carcasses. Today we have abattoirs in the UK that butcher meat to meet the unique tastes of any part of Europe, and that poses a question. Who are the small number of people who transport live animals, and exploit EU single market legislation? Who are the individuals who believe that transporting live animals is humane and financially viable?
DEFRA has responsibility for issuing export health certificates, and is the competent authority that licenses those who transport animals. Enforcement, even of the existing regulations, is crucial, and I ask the Minister to take further action. As the licensing authority, DEFRA must do more investigations as soon as possible into whether the wholesaler or the owner of the Ramsgate ship, Joline, have any connections with business men who have already been convicted of animal cruelty? Has the Department made the necessary inquiries to find out whether someone who was prosecuted in Folkestone for six offences against animal welfare has any connection with the current trade out of Ramsgate?
The hon. Lady referred to the fact that sheep, cattle and young calves come from Ireland to the UK mainland and then cross over to Europe. Does she believe that DEFRA should contact the Irish Republic’s Agriculture Minister to ensure that what the hon. Lady wants to be stopped in England is also stopped in the Republic of Ireland?

I welcome that intervention, and I totally agree. There should be an EU-wide regulation on the transport of animals, but it is incumbent on us to enforce our existing domestic regulations. I urge the Minister to examine the matter.
It is understood that a former trader who has had several prosecutions is located in the same offices in Amsterdam as the company that holds the licence to operate the Joline for animal transport from Ramsgate. Coincidences may occur, but that feels a bit too close for comfort. More worrying are several reports of the operator not complying with the regulations. For example, it has sailed in a force 7 gale when the boat is licensed only for force 6. It has not provided adequate protection for the animals, and there have been discrepancies in the time spent in transport.
This weekend, I was horrified to hear that at 9 pm on Friday, eight lorries turned up, but the ship is licensed for and can accommodate only seven lorries. The lorry drivers dismantled their cabs and drove to Dover to cross by ferry. The animals were loaded on to the ship without their drivers, who are responsible for their welfare. The ship did not leave the port until after 4 am. The animals then faced a four-hour trip across the channel taking them over the 11 hour regulated transport period. I understand that in addition, the ship was unable to dock at Calais for several hours because of the tides. The animals would then have had to be unloaded, and to leave Calais for a resting place.
The report indicated that the transporters of the animals—those with the lorry licences and the operators of the ship—contravened animal welfare regulations. I urge the Minister to ensure that the Department investigates such reports and that action is taken to revoke licences immediately while further evidence is gathered. We believe that these operators are, at best, cavalier with the regulations and, at worst, have little interest in animal welfare.
Action needs to be taken, and I hope for the Minister’s commitment on these matters. I know that he and his Department, like me and the residents of Thanet, would like to end this trade. Yes, we might have to wait a while for it to be banned altogether, but we must stop any cruelty that is happening under the current regulations and ensure that our animal welfare enforcement is robust, including in the port of Ramsgate.

Commons ChamberI congratulate my hon. Friend the Member for Truro and Falmouth (Sarah Newton) on securing the debate on such an important issue for her constituents. I thank other hon. Members for their contributions.
The Marine Management Organisation was created just 18 months ago, with cross-party support. As a non-departmental public body, it carries out its function with technical expertise, impartiality and transparency, and at arm’s length from Ministers, but it is accountable to both Ministers and Parliament. At the outset, I pay tribute to the MMO and to its staff. Its remit is very diverse. It continues to mature and is tackling a range of challenging issues. It manages our fisheries; it is delivering marine planning; it is working with others to create and manage a network of marine protected areas and to carry out marine licensing. Within its broad remit, the MMO is required to manage its activities with the objective of making a contribution to sustainable development, in a consistent and co-ordinated manner and taking account of all relevant facts and matters.
The MMO’s decisions should be impartial and based on best available evidence, taking into account the potential benefits and anticipated adverse impacts. It also needs to ensure that its decisions comply with statutory requirements under UK and EU legislation and are consistent with our international obligations. All that sounds straightforward in theory, but the decisions that the MMO has to make, whether about opening and closing fisheries, licensing construction or applications to the European fisheries fund have real-world impacts and directly affect people’s livelihoods, something that I believe the MMO is acutely aware of. The MMO will never be able to please all the people all the time, and decisions will sometimes adversely affect some more than others, but for that reason the MMO stresses the importance of transparency and impartiality. The MMO has been exemplary in ensuring that the information it bases its decisions on is publicly available, and it is helpful for people to be able to see how it makes its decisions, particularly when they are relatively controversial.
One cornerstone of the 2009 Act was to introduce a streamlined licensing system and marine planning in order to contribute to the sustainable development of our seas. That streamlined licensing system was introduced in April, the first marine plans will be in place in 2013 and, to guide the MMO, DEFRA has produced statutory guidance on sustainable development. It refers to the UK marine policy statement, which was adopted in March as the framework for planning and decision making in the marine environment in order to ensure a consistent approach throughout the UK and to contribute to sustainable development.
At the same time, DEFRA produced the description for the marine planning process in England so that the MMO could take it forward and produce subsequent guidance on how marine planning will work, and it is an absolute priority of this Government to ensure that, when we view our seas, we do so holistically. For too long we have looked down the silos of fisheries, conservation or marine licensing, but now, at last, we are developing the means to look at the marine environment as a whole. That is long overdue, and it will assist the constituents of my hon. Friends and others, who at the moment have to follow an entirely application-led process. Marine planning, like terrestrial planning, will be a great advantage to them.

Gentleman refers to involvement with other parts of the United Kingdom, and there is an impact on the devolved Administrations of Scotland, Northern Ireland and Wales, because they have responsibility for fishing, so can he confirm that he will consult the devolved Administrations to ensure that there is a uniform approach to fishing?

Friend’s constituents might be reassured to know that nine of the scientists—most of them involved in the original randomised badger culling trial—have agreed on one version of the truth and the facts relating to that scientific exercise. They are the facts that I have set out today: with a controlled reduction in the badger population in a confined area it will be possible to reduce significantly the number of TB breakdowns.
I welcome the Secretary of State’s statement. I represent the area in the Northern Ireland with the highest level of bovine TB in the whole Province, where it is a devolved matter. I welcome her commitment to sharing the information with other devolved regions. It is good news. Will she agree to work with other regions in the United Kingdom—Scotland, Wales and Northern Ireland—to ensure a concerted and concentrated eradication of bovine TB across the whole of the UK?
Of course, and in the interests of the respect agenda in particular, we would be keen to work with the other devolved regions. However, it is also important to point out that Scotland is currently TB-free, and I expect that it would want us to do all that we can to ensure that that remains the case.

Commons ChamberI cannot. I share my hon. Friend’s view that the common fisheries policy has been a failure on every level. He rightly points out that there are fewer fishermen and fewer fish. However, we have to recognise that fish move between national boundaries and I hope he will agree that we should operate on an ecosystem basis, looking at the full extent of where fish move in a passport-free, Schengen-agreement type way. We can adapt our fishing policies to how fish behave.
I thank the Minister for his response to the urgent question. The common fisheries policy has galvanised all the fishing industry in Northern Ireland to oppose it. This morning, we perhaps have an opportunity to get things right for the future. The Minister mentioned regionalisation. Could he enlighten us further on how he sees that happening? Will control in Northern Ireland be with local representatives in the Northern Ireland Assembly or will it be with the villages as well? He has not mentioned decommissioning. With regionalisation, will there be decommissioning? If so, will it ensure that the fishing industry is sustainable in future?
There has been no word of decommissioning per se in the document, but I recognise that it might be required in some areas by some fishing communities as a possible way forward. At this stage, I cannot promise any money from the UK Government or suggest that it could be forthcoming from the EU, but I assure the hon. Gentleman that when we talk about localised, regionalised or devolved management, I want to see much more involvement from fishermen in communities such as his. I want this to be addressed on a sea-basin basis, with consideration of where fishermen are fishing. The regional advisory councils have been a very good model for this and I believe that is the way forward.
