Reservoirs: East of England
Asked by: Ben Obese-Jecty (Conservative - Huntingdon) Thursday 17th October 2024 Question to the Department for Environment, Food and Rural Affairs: To ask the Secretary of State for Environment, Food and Rural Affairs, pursuant to the Answer of 11 October 2024 to Question 6855 on Water Supply: East of England, what the planned timetable is for (a) approving and (b) constructing the proposed two new reservoirs in East Anglia. Answered by Emma Hardy - Parliamentary Under-Secretary (Department for Environment, Food and Rural Affairs) The Secretary of State has allowed Anglian Water to finalise its Water Resources Management Plan, which includes proposals for two reservoirs, the Fens Reservoir and Lincolnshire Reservoir. Both meet the Nationally Significant Infrastructure Project criteria and would need development consent, under the Planning Act 2008.
Anglian Water expects the Fens Reservoir to be in supply by 2036/37 and the Lincolnshire Reservoir to be in supply by 2039/40. Future consultations on the proposals are required before the applications for development consent are submitted. The applications are expected in 2026/27 for the Fens Reservoir, and in 2028/29 for the Lincolnshire Reservoir. |

Answered by Michael Shanks - Parliamentary Under Secretary of State (Department for Energy Security and Net Zero) It is the responsibility of the developers of electricity network projects, in this case National Grid Electricity Transmission, to propose a route and obtain planning permission for that route including assessment of any agricultural impacts. The Government sets the rules for a robust and independent planning process that communities participate in.
The Government cannot comment on specific projects which will come before the Secretary of State for a final decision. Depending on the specifics of each case, network operators are required to have an agreement with landowners impacted by transmission infrastructure projects on their land, including payment of appropriate compensation. |
Flood Control: East of England and Lincolnshire

Answered by Emma Hardy - Parliamentary Under-Secretary (Department for Environment, Food and Rural Affairs) Protecting communities from flooding is a key priority for this Government, and that is why we have launched a Flood Resilience Taskforce. It will provide oversight of national and local flood resilience and preparedness ahead of and after the winter flood season. It met for the first time on 12 September to discuss preparation for the winter ahead.
Since 2010, the Environment Agency (EA) has invested over £332 million in flood schemes in Lincolnshire, better protecting over 83,000 properties. The Fens 2100+ is a £9.8 million programme to develop a Fens-wide flood resilience investment strategy that achieves long-term value for money and generates regional and national benefits. This investment strategy will be completed in 2025 and is being developed with Flood Risk Management Authorities to assist them in planning their flood risk management activities for the next 20-25 years and beyond. This includes taking forward a ‘Sustainable Recovery Pilot’ project in the Witham Fens in Lincolnshire, which is looking at managing flooding differently, building on risk management authorities’ day to day activities, to help this area of fenland be more resilient and aid quicker recovery from flooding.
The EA is developing a vision for the future use of Crowland and Cowbit Washes (flood storage reservoir) which will explore options for multi-benefit uses, including flooding, climate change adaptation and environmental benefits. We will work with landowners and Risk Management Authorities to develop this work as the current appetite to adapt our flood risk management approach is high given Storm Henk impacts. |
Water: East of England

Answered by Emma Hardy - Parliamentary Under-Secretary (Department for Environment, Food and Rural Affairs) Since taking office, the Secretary of State and I have met with representatives from all water and wastewater companies. Officials also regularly meet with water companies to discuss localised and regional issues.
On 11 July, Ofwat proposed allowing a spending package of £88bn by water companies between 2025 - 2030. This investment will deliver upgrades across England and Wales to improve local water infrastructure including: 1500 wastewater treatment works, improvements of thousands of storm overflows and investment in improving bathing waters.
For PR24, Essex and Suffolk Water are proposing to invest £1.5 billion in total in the region, notably £386 million on new water supplies and £17.5 million on leakage. This is the largest investment programme in the last 30 years, working to increase resilience and secure water supply for the future, reducing the impact on the environment. |

The Department, the UK Health and Security Agency, NHS England and a broad range of system partners are working together to develop a new HIV Action Plan, including a focus on HIV care, and retention and reengagement, which we aim to publish by summer 2025. NHS England’s Service Specification for Adult Specialised Services for People Living with HIV requires all service providers to have a policy describing how they aim to ensure retention in care, and re-engage those lost to care. This service specification is available at the follow link: Commissioning responsibility for adult specialist services for people living with HIV has been delegated by NHS England to integrated care boards (ICB) in the East of England, the Midlands and the North West regions of England from April 2024, with the South West, South East, London, and the North East regions of England to follow in April 2025. NHS England National Specialised Commissioning does not have specific details on the activities of individual ICBs regarding any funded programmes for HIV services to find and re-engage with people living with HIV who have not accessed HIV care in the last year. We are making excellent progress with the blood borne virus opt-out testing programme in the highest HIV prevalence areas, helping us reach those who do not typically engage with sexual health services and those who are not engaged in care. In its first 28 months, the programme has identified 1,360 undiagnosed or untreated HIV cases, and over 5,000 cases of untreated or undiagnosed hepatitis B and hepatitis C. |

Water companies do this in their statutory water resources management plans every 5 years.
Approximately £6 billion is planned for spending across England between 2025 and 2030 to provide secure, sustainable water resources. In East Anglia this investment includes 2 new reservoirs and a network of pipelines to improve the supply and distribution of water across the region. |

Answered by Nicholas Dakin - Government Whip, Lord Commissioner of HM Treasury The performance of the Probation Service in England and Wales is closely monitored by both internal and external scrutiny bodies, including His Majesty’s Inspectorate of Probation (HMIP), who provide independent scrutiny of Probation Services. The Ministry of Justice also publishes the Probation Scorecard, which gives an overall rating of the performance of the probation service both nationally and within regions. The Probation Scorecard ratings for all regions, for the performance year ending March 2024, can be found on GOV.UK at: Community Performance Annual, update to March 2024 - GOV.UK (www.gov.uk).
