India: Religious Freedom
Asked by: Lord Alton of Liverpool (Crossbench - Life peer) Tuesday 14th May 2024 Question to the Foreign, Commonwealth & Development Office: To ask His Majesty's Government what assessment they have made of instances of persecution on the grounds of religion or belief in some Indian states; when they last raised this with the government of India, including the High Commission of India in London; and what response they have received from the government of India. Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office) The UK Government is committed to defending Freedom of Religion or Belief (FoRB) for all and promoting respect and tolerance between different religious and non-religious communities, regardless of faith. I [Lord (Tariq) Ahmad] discussed human rights with the Government of India, leaders of faith groups and others during my visit to India in May 2023. FoRB was also among the issues discussed during my visit to India in February. Where we have issues, we raise them directly with the Government of India, including at Ministerial level. The British High Commission in New Delhi and our network of Deputy High Commissions across India, consistently monitor human rights in the country, regularly engage with civil society and religious representatives, and have run projects supporting human rights. |
Tibet: Human Rights
Asked by: Lord Alton of Liverpool (Crossbench - Life peer) Tuesday 14th May 2024 Question to the Foreign, Commonwealth & Development Office: To ask His Majesty's Government whether they will take action following reported cases of self-immolation and suicide among Tibetan Monks protesting against the government of China; and in particular whether they have made representations to that government, including in relation to the death of monk Tenzin Dorjee. Answered by Lord Ahmad of Wimbledon - Minister of State (Foreign, Commonwealth and Development Office) The UK Government consistently raises human rights issues with the Chinese authorities, including in relation to Tibet. The Minister of State for the Indo-Pacific raised human rights during her visit to China in April, and the Foreign Secretary did so in a meeting in February with China's Foreign Minister. We also regularly raise concerns about China's actions in Tibet in multilateral fora, for example, in January at China's Universal Periodic Review, and in March as part of our Item 4 statement at the United Nations Human Rights Council. |
Social Security Benefits: Disability
Asked by: Marsha De Cordova (Labour - Battersea) Tuesday 14th May 2024 Question to the Department for Work and Pensions: To ask the Secretary of State for Work and Pensions, what steps he is taking to ensure that disabled people receive adequate financial support through the benefit system; and with reference to the advance unedited report from the United Nations Committee on the Rights of Persons with Disabilities entitled Report on follow-up to the inquiry concerning the United Kingdom of Great Britain and Northern Ireland, published on 22 March 2024, if he will take steps to implement human rights-based cumulative impact assessments of the potential impact of welfare reforms on disabled people. Answered by Mims Davies - Minister of State (Department for Work and Pensions) As requested by the Committee on the Rights of Persons with Disabilities, the Government will submit a report by March 2029 with information on how we are implementing the Committee’s recommendations outlined in their latest report published in April 2024. The Government, through the Disability Unit in the Cabinet Office, has already begun considering the recommendations from this report. The Government continues to implement the UN Convention on the Rights of Persons with Disabilities and the Committee’s 2016 inquiry recommendations through many policies that improve disabled people’s lives. These include the Disability Action Plan, the National Disability Strategy and providing unprecedented health and employment support through our £2.5bn Back to Work Plan as well as our Chance to Work Guarantee. We are also improving the health and disability benefits system, enhancing the accessibility of homes and transport, and continuing other work outlined in our various published follow-up reports and in our dialogue with the Committee. The Government is providing an unprecedented cost of living support package worth £108 billion over 2022 to 2025 which included £20 billion for two rounds of Cost of Living Payments. This support importantly helped to shield people from the impact of inflation, preventing 1.3 million people from falling into absolute poverty after housing costs in 2022/23. Since 2010, the Government has overseen significant falls in poverty with 1.1 million fewer people in absolute low income after housing costs in 2022/23 compared to 2009/10 |
Democratic Republic of Congo: Rwanda
Asked by: Marquess of Lothian (Conservative - Life peer) Tuesday 14th May 2024 Question to the Foreign, Commonwealth & Development Office: To ask His Majesty's Government, following recent reports by the United Nations Group of Experts on the Democratic Republic of the Congo and Human Rights Watch, what discussions they have had with the government of Rwanda concerning (1) whether that government are providing logistical support to the M23 rebels to operate inside the Democratic Republic of the Congo, and (2) whether Rwandan troops are reinforcing or fighting alongside the M23. Answered by Lord Benyon - Minister of State (Foreign, Commonwealth and Development Office) We continue to raise the situation in eastern Democratic Republic of the Congo (DRC) with the governments of DRC and Rwanda to urge for an end to the violence, human rights violations and violations of international humanitarian law by armed groups including M23. On 9 April, the Prime Minister met with President Kagame and underlined the importance of a political process to resolve the situation. The Minister of State (Development and Africa) also raised this issue with President Kagame during his visit to Rwanda on 6 April. We continue to emphasise to all parties that recent mediation efforts of the Angola-led Luanda peace process should be followed with further tangible action. |
Bahrain: Political Prisoners

The Minister of State for the Middle East, Lord (Tariq) Ahmad of Wimbledon, discussed human rights with Bahrain Foreign Minister Al Zayani on 22 April. The UK remains committed to supporting reforms in Bahrain and to encouraging the government to meet its human rights commitments. |
Cameroon: Violence
Asked by: Alex Norris (Labour (Co-op) - Nottingham North) Monday 13th May 2024 Question to the Foreign, Commonwealth & Development Office: To ask the Deputy Foreign Secretary, whether he has made an assessment of the potential implications for his policies of reports that (a) the Cameroon Armed Forces and (b) separatist groups are committing violence against civilians in that country. Answered by Andrew Mitchell - Minister of State (Foreign, Commonwealth and Development Office) (Minister for Development) The UK government has been tracking developments in the North West and South West regions of Cameroon since the outbreak of the Anglophone crisis in 2016. We are aware that violence is being committed against civilians by both sides of the conflict, and I raised our human rights concerns with senior government officials during my visit to the country in April 2023. I also set out the UK's commitment to supporting a peaceful resolution through inclusive dialogue, as well as advocating for humanitarian access, development outcomes for those impacted by the conflict, and the investigation of reports of human rights abuses. Our High Commission in Cameroon is carrying these policies forward. |
Insurance: Travellers
Asked by: Caroline Nokes (Conservative - Romsey and Southampton North) Monday 13th May 2024 Question to the HM Treasury: To ask the Chancellor of the Exchequer, whether he has had recent discussions with the (a) insurance sector, (b) Financial Conduct Authority, (c) Financial Ombudsman and (d) Equality and Human Rights Commission on the ability of people in the Gypsy, Roma and Traveller community to obtain (i) buildings and (ii) contents insurance. Answered by Bim Afolami - Economic Secretary (HM Treasury) Insurers make commercial decisions about the terms on which they will offer cover following an assessment of the relevant risks. However, the Government is determined that insurers treat customers fairly and insurers must comply with the relevant legislative and regulatory rules. The Financial Conduct Authority’s rules require insurers to treat their customers fairly and the FCA has robust powers to act against firms that do not comply. The UK Government is also committed to tackling discrimination and the Equality Act 2010 providers legal protections from discrimination due to protected characteristics. This means insurers cannot use ethnicity as a risk factor when determining the price of insurance. Customers who feel they have not been treated fairly by their insurer are able to complain to the Financial Ombudsman Service, the independent body established to provide arbitration in such cases. |

Answered by David Rutley - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office) The UK condemns the death sentence of prominent and fearless artist Toomaj Salehi. Iran's deliberate attempts to silence dissenting voices are clear for all to see. We call for Mr Salehi's immediate release, and the release of all those who are unjustly detained by the Iranian regime. Mr Salehi's sentence is yet more evidence of unacceptable restrictions on freedom of expression in Iran. Nine people associated with the "Woman Life Freedom" protests have been executed. The UK opposes the death penalty in all circumstances as a matter of principle. We condemn Iran's continued imposition of the death penalty on protesters and have sanctioned 94 Iranian individuals or entities for human rights violations since September 2022. We call on Iran to establish a moratorium on executions with a view to abolishing the death penalty. |

Aviation: Iran Air

Answered by Andrew Mitchell - Minister of State (Foreign, Commonwealth and Development Office) (Minister for Development) Alongside Whitehall partners we continue to explore measures to deter Iran from their hostile and destabilising activity. However, we do not publicly speculate on future restrictive measures. We have however sanctioned more than 400 Iranian individuals and entities, including the Islamic Revolutionary Guard Corps in its entirety - for roles in weapons proliferation, regional conflicts, human rights violations, and threats to UK based individuals. We have also introduced new UK trade restrictions on the supply of drone components as part of our wider Iran sanctions regime introduced in December 2023. |

Asked by: Lennon, Monica (Scottish Labour - Central Scotland) Monday 13th May 2024 Question To ask the Scottish Government what action it is taking to prevent domestic violence in Lanarkshire. Answered by Constance, Angela - Cabinet Secretary for Justice and Home Affairs Firstly, I would reiterate that violence against women is a fundamental violation of human rights and is totally unacceptable. It is also important to highlight that the Lanarkshire division within Police Scotland play an important local role in preventing domestic abuse and safeguarding women and girls. This is reflected within the Local Policing Plan which has a particular focus on Gender Based Abuse. I would also advise that the Lanarkshire Division are currently collaborating on a pilot project with partners from Women’s Aid and Lanarkshire Rape Crisis to establish a crisis centre supporting women and children fleeing domestic abuse. I would hope we might be able to say more about that at an appropriate point. Finally, I would add that over £1.4m of the Scottish Government’s Delivering Equally Safe Fund has been allocated in grant funding this financial year in Lanarkshire. This includes funding to a range of organisations such as Motherwell & District Women’s Aid and Liber8 who support women affected by gender-based violence. |

Answered by Roddick, Emma - Minister for Equalities, Migration and Refugees We routinely engage with a range of stakeholders in our work across Scottish Government, including work to implement the recommendations and observations of the Committee. The UK's State Report covers the measures that have been adopted, by Government, relating to the rights described in the Convention, and on the progress made in upholding them. Scottish Government did not engage with these groups for the specific purpose of providing our updates to the UK Government for inclusion in their State Report, due to the nature of the reporting process. Scotland is determined to play our part in eradicating racism, inequality and injustice – and in building a better, fairer world. Specifically, the Race Equality Framework demonstrates our commitment to eliminating racism – our Vision for a fairer Scotland is that by 2030 Scotland is a place where people are healthier, happier and treated with respect, and where opportunities, wealth and power are spread more equally. |

Repeal the Hate Crime and Public Order (Scotland) Act 2021 Petition Under Consideration - 26 SignaturesOpen Petition since 14th May 2024 It is my view that the legislation is in violation of the European Convention of Human Rights and Universal Declaration of Human Rights 1948, fails the compatibility criteria with the said legislation, and is not fit for purpose. This legislation will never face scrutiny by the courts and requires immediate repeal for the good of Scotland. Its intentions may have been good but the law the Scottish Government created is foul and frankly impossible for the police to enforce. The UK Government repealed S.225 of the Criminal Justice Act 2003 exhibiting maturity and common sense when legislation is errant. The Scottish Government should do the same.
