Family Courts: Standards
Asked by: Helen Morgan (Liberal Democrat - North Shropshire) Monday 15th April 2024 Question to the Ministry of Justice: To ask the Secretary of State for Justice, what steps he is taking to reduce delays in the family courts. Answered by Mike Freer - Parliamentary Under-Secretary (Ministry of Justice) In the Spring Budget, we announced an additional £55 million to improve productivity, support earlier resolution of family disputes and reduce the number of cases coming to court. This includes creating a digital advice tool for separating couples, piloting early legal advice and supporting the expansion of the private law Pathfinder model. We are also investing up to £23.6 million in the family mediation voucher scheme, which we intend will allow for its continuation up to March 2025. As of March 2024, over 26,000 families have successfully used the scheme to attempt to resolve their private law disputes outside of court. In addition, we are working with the Department for Education and other partners on the Family Justice Board to tackle the longest running cases and increase the proportion of public law proceedings that conclude within the 26-week timeline. The Department for Education is also investing an extra £10 million to deliver new initiatives to address the longest delays in public law. |

Answered by Huw Merriman - Minister of State (Department for Transport) Avanti West Coast (AWC) has reported a total of 292 part cancelations attributed to train crew shortages compared to 18,671 planned services between 1 January 2024 and 18 March 2024.

Asked by: Caroline Lucas (Green Party - Brighton, Pavilion) Monday 15th April 2024 Question to the Department for Levelling Up, Housing & Communities: To ask the Secretary of State for Levelling Up, Housing and Communities, with reference to the notification provided to his Department and the Electoral Commission from the Returning Officer for Brighton and Hove City Council of the late delivery of 1,423 postal votes in May 2023; if he will place a copy of his response to the Returning Officer in the House of Commons Library; and what steps he has taken to establish the cause of the late delivery of the voting packs. Answered by Simon Hoare - Parliamentary Under Secretary of State (Department for Levelling Up, Housing and Communities) The Returning Officer for Brighton and Hove City Council is responsible for the conduct of elections to the local council, including the arrangements for the issue and receipt of postal votes. The Government recognises the important role that effective mail deliveries have in the overall running of electoral events, and we work with Royal Mail nationally to ensure they have appropriate arrangements in place, though it would not be appropriate for the Secretary of State to take the place of the role of the Returning Officer in relation to a specific, local incident. This issue was raised on a 'for information' basis in an email to DLUHC, the Electoral Commission and the Association of Electoral Administrators at official level as part of ongoing dialogue on delivery of elections. Royal Mail subsequently investigated the matter, and we understand they responded directly to the Returning Officer in June 2023 with their findings. |

Answered by Andrew Selous - Second Church Estates Commissioner The Church Commissioners are committed to reducing the carbon intensity of their portfolio by 2025 and, as a member of the Asset Owners Alliance, reaching ‘Net Zero’ in the investment portfolio by 2050. The General Synod has set a target for the Church of England to become Net Zero by 2030. The National Church Institutions are supporting every diocese with a grant to grow capacity and employ staff to manage the work of achieving this net zero ambition. The Church Commissioners have committed funding of £30m for 2023-25 and £190m total for a 9-year programme from 2023-31. A second workstream supports schools in accessing public sector decarbonisation funds, and another stream of grants will match local fundraising in churches for net-zero carbon projects through the Buildings for Mission scheme This will provide a clear picture of the kinds of projects that are effective in reducing emissions, ready for a scaled-up investment in the second 3-year period Recent success stories include York Minster and the Chapel at Kings College, Cambridge, which have joined many other major churches and cathedrals across the country in installing new solar panels and renewable technologies, reducing their running costs and making them more sustainable buildings. |

Asked by: Simpson, Graham (Scottish Conservative and Unionist Party - Central Scotland) Monday 15th April 2024 Question To ask the Scottish Government how it plans to meet the Climate Change Committee’s reported recommendation that the reliability of electric vehicle (EV) charging infrastructure must improve. Answered by Hyslop, Fiona - Minister for Transport Since 2011, Transport Scotland has invested over £65 million, on behalf of Scottish Ministers, to support the installation of over 2,800 public EV charge points across Scotland as part of the ChargePlace Scotland (CPS) EV charging network. These public EV charge points are owned and operated by over 400 separate public, private and third sector organisations. As a direct result, Scotland has over 4,880 public EV charge points and the best provision of public charge points per head of population of anywhere in the UK, outside of London, and the most rapid charge points per head of population of any region in the UK. Overall reliability across the CPS network is typically very good, with all charge points on the network up and running around 95-98% of the time each month . The reliability of EV charge points will soon be regulated following the introduction of new UK-wide Public Charge Point Regulations , which were introduced under powers reserved to the UK Government, and came into force in November last year. All public EV charging networks in Scotland must comply with these new regulations, with the charge point owner and operator responsible for compliance. The Scottish Government launched a new Electric Vehicle Infrastructure Fund (EVIF) in January 2022. Through a partnership approach with Scotland’s local authorities, it aims to leverage £60m of public and private funding to double the network to 6,000 charge points by 2026. A greater commercial sector involvement underpinned by fair, transparent pricing will help to drive up reliability standards across Scotland and encourage more drivers to make the switch to EV |

Asked by: Kerr, Liam (Scottish Conservative and Unionist Party - North East Scotland) Tuesday 9th April 2024 Question To ask the Scottish Government, further to the answer to question S6W-24425 by Jenny Gilruth on 22 January 2024, whether it will provide an update on whether it has established the cost of (a) consulting on, (b) establishing, (c) launching and (d) the ongoing running of the Centre for Teaching Excellence (CTE); whether it will publish any updates regarding the work to establish the CTE by the Education Reform Programme, and, in light of its previous answer confirming that the costs had not been established at that stage, on what basis it determined that there will be sufficient funding for the CTE through "repurposing investment currently directed to Regional Improvement Collaboratives". Answered by Gilruth, Jenny - Cabinet Secretary for Education and Skills The Scottish Government has been engaging with stakeholders since the intention to establish a Centre for Teaching Excellence was announced in October last year. The Co-Production Group has also now been established and stakeholders are involved in detailed discussion around the role and remit of the Centre. The group met on 27 February and 26 March. Minutes of meetings and other material will be published on the Scottish Government website. The only anticipated cost of the co-production process are the staffing costs for the team working on the Centre’s development. The Centre for Teaching Excellence is initially being resourced through funding previously allocated to the Regional Improvement Collaboratives. The Scottish Government is working with the Co-Production Group to ensure the Centre maximises its impact and complements wider work across the education sector. It is anticipated that the co-production of the Centre will conclude by the summer, following which there will be a formal process to determine hosting arrangements. |

Answered by Gray, Neil - Cabinet Secretary for NHS Recovery, Health and Social Care The 2024 Clinical Review of the Scottish Referral Guidelines for Suspected Cancer has commenced, with clinical peer review sessions running from April to October 2024. A consultation period will then follow to allow stakeholders across NHS Scotland to comment on the final version. A revised Guideline is expected to be published early 2025. |
