On 2 November 2020 I announced to the House [HCWS544] that on 1 July 2021 AWE plc, the company operating the Atomic Weapons Establishment (AWE), would become a non-departmental public body, wholly owned by the Ministry of Defence (MOD).

I can confirm that from today, following a constructive and effective transition period, we welcome AWE plc as the newest arms-length body of the MOD.

The change in operating model will further strengthen the relationship between the MOD and AWE plc, enhancing the management of the UK’s nuclear warhead programme while also delivering on core MOD objectives and value for money to the taxpayer. AWE plc is part of the Defence Nuclear Enterprise, which is responsible for sustaining and renewing the UK’s nuclear deterrent.

On Wednesday 23 June 2021, HMS Defender (a Type 45 destroyer), left the Ukrainian port of Odessa en route to the Georgian port of Batumi in the Black sea. HMS Defender conducted innocent passage through Ukrainian territorial waters via a direct route using a traffic separation scheme (TSS), as is the right of the United Kingdom (and all nations) under international maritime law. This TSS is governed by the International Maritime Organisation and is designed to assist vessels in safely transiting congested waterways. The United Kingdom does not recognise any Russian claim to these waters, nor do we recognise the assertion from the Russian Ministry of Defence that HMS Defender was in violation of the UN convention on the law of the sea (UNCLOS).

At 0950 BST, HMS Defender entered the TSS, inside Ukrainian territorial waters. At 1000 BST, a Russian coastguard vessel warned that Russian units would shortly commence a live fire gunnery exercise. At 1008 BST, HMS Defender noted gunnery astern and out of range of her position. This posed no danger to HMS Defender. During her transit, HMS Defender was overflown by Russian combat aircraft at varying heights, the lowest of which was approximately 500 feet. These aircraft posed no immediate threat to HMS Defender, but some of these manoeuvres were neither safe nor professional. HMS Defender responded by VHF radio to the Russian units on several occasions and was, at all times, courteous and professional.

HMS Defender maintained a safe course throughout her innocent passage, on one occasion manoeuvring to avoid a hazard presented by a Russian coastguard vessel before re-assuming her intended course. HMS Defender completed the passage safely and in accordance with her intended route, departed Ukrainian territorial waters at 1026 BST. At no point were warning shots fired at HMS Defender, nor bombs dropped in her path as has been asserted by the Russian authorities.

Later on Wednesday 23 June 2021, the United Kingdom’s defence attaché was invited to a meeting in the Russian Ministry of Defence at which he received a note verbale. This will be considered and addressed in due course.

Under Article 19 of UNCLOS, HMS Defender had the right to exercise innocent passage through Ukrainian territorial waters in the manner she did without giving any notice of her intention to do so. This is a right the United Kingdom affords to Russia and other states in the context of the UK’s territorial waters, including the Dover TSS in the English channel.

The Royal Navy, as well as other NATO and partner nations, have enjoyed a routine maritime presence in the Black sea for many years. At the time of this interaction, there were both Dutch and US warships operating elsewhere within the Black sea. The Royal Navy’s presence is about co-operating with our partners and allies to advance regional security, stability and freedom of navigation.

HMS Defender continues with her planned deployment and programme of visits. The Royal Navy will always uphold international law and will not accept unlawful interference with innocent passage.

and There is a long and proud tradition of non-UK service personnel serving in the British armed forces. Together with their British and Irish counterparts, they defend the UK at home and abroad. The British armed forces are renowned and respected around the world and applications from non-UK personnel are always welcome and of a high calibre. The Ministry of Defence is a modern employer and embraces recruiting talent from all elements of society and the advantages of continuing to have non-UK service personnel serving in the British armed forces and the diversity and skills they bring are hugely valued.

Non-UK service personnel are exempt from immigration control during their regular service in the armed forces. Many of these brave men and women who serve our country may wish to stay in the UK after their service and use the skills they have gained during their service to contribute positively to our society. In order to do so they must regularise their immigration status, however, some are deterred from applying to regularise their immigration status because of the costs of doing so. In order to assist those who wish to remain in the UK after their discharge, the Ministry of Defence and the Home Office have already agreed to extend the period that non- UK citizens who are members of the British armed forces can apply for settlement in the UK from 10 weeks before their discharge to 18 weeks before their discharge.

We are also announcing the launch of a public consultation on a draft policy proposal on the settlement fees which apply to non-UK service personnel on leaving the armed forces. The draft policy proposal allows for the Government to waive settlement fees for non-UK service personnel who meet certain criteria should they apply to remain in the UK at the end of their military service.

Currently, the Home Office charges a fee on each individual who wishes to regularise their immigration status by applying for indefinite leave to remain in (or enter) the UK, more commonly known as settled status or settlement.

Under the draft policy proposal, the UK Government would waive the fee charged by the Home Office when the non-UK service person applies for indefinite leave to remain (or enter), if they have served in the regular HM armed forces for at least 12 years and wish to settle in the UK following their service.

We are seeking public opinion on whether the Government waiving settlement fees for service personnel is something which is right and appropriate to do, and also to invite input on the scope of the policy.

The public consultation has been published today and will run for six weeks.

Good afternoon, Mr Speaker. Since our last questions, I have been delighted to welcome to the Government Front Bench my hon. Friend the Member for Aldershot (Leo Docherty) as our Veterans Minister and my hon. Friend the Member for Havant (Alan Mak) as our Defence Whip. I also welcome the hon. Members for Portsmouth South (Stephen Morgan) and for Islwyn (Chris Evans) to their new Front-Bench posts. I look forward to debating with them over the next few months—and years, hopefully.

The Ministry of Defence spent £20.3 billion with UK industry and commerce in 2019-20, safeguarding and supporting jobs throughout the United Kingdom. Our defence and security industrial strategy sets out several initiatives to support a thriving UK defence sector, including implementing the social value model within defence procurement.

The Boxer mechanised infantry vehicle programme is creating and securing jobs in my Colne Valley constituency. Will the Secretary of State please make sure that companies across Yorkshire continue to have the opportunity to join the UK defence supply chains to help to level up regional economies?

Yes, I can tell my hon. Friend that it is incredibly important that we can do that. Boxer, for example, will play a crucial part in the Army’s heavy brigade combat teams. We have been clear that we expect over 60% of the contract’s value to be delivered in the UK with suppliers such as the one in my hon. Friend’s constituency. As part of our defence and security industrial strategy, we will pilot a revised industrial participation policy to promote UK supply chain opportunities to companies bidding for MOD contracts.

I am particularly interested in the smaller companies getting in on the ground. In line with the Government’s commitment both to levelling up and to strengthening our sovereign capabilities, will my right hon. Friend assure me that innovative UK companies such as Kromek in Sedgefield will be fully considered in the next radiation detection equipment procurement?

Yes, my hon. Friend makes an important point about small and medium-sized companies and their role in the supply chain; I see it as part of my job as Defence Secretary sometimes to protect them from the big primes and make sure that their voice is heard. As for the competition that he mentions, I obviously cannot pre-empt the results of the contract, but all bids will be properly considered. I know Kromek by reputation and congratulate my hon. Friend on being a champion of it.

I went recently to Telford to launch the Challenger 3 contract, which will grow to a significant number of jobs—nearly 200 to 300 from that alone. The Boxer coming on stream, which my hon. Friend the Member for Colne Valley (Jason McCartney) mentioned, will produce up to another 400 to 600 jobs. The Type 31 contract up in Rosyth is now moving apace, with the buildings now in place and the steel-cutting due; that will also unlock, and is delivering, hundreds of new jobs. Across the board, as we have said, there will be thousands of new jobs because of the increase in funding that we have received.

The right hon. Member for Wentworth and Dearne (John Healey) often comes to the House to say that we are cutting defence and tries to focus on the resource departmental expenditure limit, even though that itself is not a cut. With the capital departmental expenditure limit, the significant increase for capital spending will go on our equipment programme: vast amounts will be made in the United Kingdom, which means more jobs in their thousands.

The Secretary of State will need a better answer than that, because it is down to him to deliver the Prime Minister’s “10,000 jobs every year”, yet since he has been Defence Secretary, the black hole in the budget has grown to £17 billion, only three of the MOD’s 30 major military projects are on time and on budget, and he has agreed to a real funding cut in revenue spending over the next four years. What is he doing to fix what has been the long-running Achilles heel of the MOD: delivery, delivery, delivery?

The £17 billion that the right hon. Member refers to is the sum that was identified by the National Audit Office before the defence settlement. So what have I done? I have got a £24 billion defence settlement over the next four years. I am sure the right hon. Member, having previously worked in the Treasury, can do the maths. He will see that that is the first thing I have done, and it is something I do not think anyone else has achieved since the cold war. It is the highest settlement since the cold war. But he is right to highlight the concerns on major projects. Major projects are always the Achilles heel for the Ministry of Defence, and it is important that we keep an eye on this in full and drive through, ensuring that we deliver efficiencies, but also ensuring that we cross every t and dot every i. The reason that he knows they are the Achilles heel is that in 2010 the NAO report identified that his Government at the time also had a major black hole in the equipment programme, which grew at one stage to £3 billion in a single year.

NATO Foreign and Defence Ministers confirmed on 14 April that an orderly and co-ordinated withdrawal of NATO forces would start on 1 May, and we have met that timeline. The withdrawal of Resolute Support Mission forces from Afghanistan will be complete within a few months. The UK’s Operation Toral forms part of the RSM and, as such, we will draw it down in line with what our NATO allies and partners are doing.

The Afghan forces have been fully responsible for the security of Afghanistan since 2015, and I want to place on record my admiration for their remarkable resilience and courage in meeting the challenges they face. The UK has an enduring commitment to Afghanistan. We plan to continue to provide financial sustainment support until at least 2024. It is in all our interests that the state of Afghanistan transitions through the peace deal as the state we envisage it to be, and I will explore all options, whether from inside the country or outside it, to continue to support those forces one way or the other.

Thank you very much, Mr Speaker. Let me begin by wishing the Queen Elizabeth aircraft carrier battle group all the very best on her maiden voyage.

Operation Telic, the 2003 invasion of Iraq, cost the taxpayer £8 billion and the lives of 179 UK military personnel, and there was a full independent inquiry. Operation Herrick, the invasion of Afghanistan, cost the taxpayer £28 billion and resulted in some 450 UK military deaths, but to date the Government have not announced an inquiry. We now withdraw from Afghanistan just as the Taliban are on the ascent and another civil war looms. That cannot be the exit strategy that we ever envisaged, and we must understand what went wrong. For example, why did Donald Rumsfeld exclude the Taliban from the first peace talks in December 2001? If we do not understand and learn from the strategic errors of the past, this House will be hesitant to vote in favour of deploying our hard power in the future. Please, let us have that inquiry.

I hear my right hon. Friend’s requests—I know he has recently written a letter to the Prime Minister making that request. First, there is a stark difference between Iraq and Afghanistan; the article 5 triggering of that deployment and the causes behind it were not in doubt. Secondly, as our former Speaker would have said, part of my right hon. Friend’s salvation is in his own hands: as Chairman of the Select Committee on Defence, he obviously has significant capabilities and powers to bring forward an inquiry, if that is what he wishes. At present, the Government are reflecting on his letter and do not think there is a need for the same type of inquiry that we saw into what happened in Iraq. Of course, we do learn lessons; there have been a considerable amount of internal looks by military professionals at what is going on.

On Donald Rumsfeld and the United States Administration, that is a matter for the US Administration and not for me. I am not able to ask what lay behind their motives as to decisions they have made over the past 20 years and I cannot therefore venture into that space.

I hope we are not so naive as to believe that the Taliban will stick to any peace deal unless they recognise adverse consequences for breaking it. So will the Government take steps, in conjunction with the US and other NATO allies, to find a new strategy, possibly based on a strategic base in the region, to deter the Taliban and protect Afghanistan from a total Islamist takeover after our land forces have totally been withdrawn?

My right hon. Friend makes a very pertinent point and a very real suggestion. The US, in that peace agreement, chose not to make it conditions-based at the end. That was a regret for most of the NATO allies, as we thought that that was important. However, a lot of people have lost their lives in that conflict and sacrificed a lot, and I do not intend that to be for nothing. As I said, we will explore all options that we can to make sure that we protect not only Britain’s interests and citizens, but her allies.

We are also protected by international law in doing what we need to do to defend ourselves if a threat emanates from that country or any other around the globe, and we have the capabilities to do that. Allies will continue to talk, and our support for and funding to the Afghan Government will continue to at least 2024. The one thing I would say to the Taliban is that they will remember what happened the last time they played host to al-Qaeda.

Transition to the mark 4A warhead is ongoing to ensure that we continue to have a safe, secure and available stockpile until the replacement warhead is available by the end of the 2030s. The replacement warhead is in its early preliminary phases and will come after the transition to the upgraded mark 4A warhead. It is too early, therefore, to provide a cost estimate at this stage.

On 15 March, in response to a written question by the right hon. Member for Ludlow (Philip Dunne), the Government confirmed that the UK replacement warhead for the Trident nuclear missile will be designed, developed and manufactured in the UK. Will the Secretary of State clarify whether this replacement nuclear warhead will use up any funds that would otherwise go towards conventional defence projects?

If the hon. Lady had listened to the previous answer, she would know that the current funding is being spent on transitioning to the mark 4A upgrade of the existing warhead scheme. We are engaged in the design and the process to get to the replacement warhead in nearly 20 years. Just like the rest of the nuclear deterrent budget, it is part of the overall budget. It was agreed in 2015 as part of the £31 billion for the Dreadnought programme. We continue to spend that, and I expect there to be a budget line to continue with the deterrent. As long as this Parliament votes, as it did in 2016, for that deterrent to exist, there will be a budget for it.

Can I also place on record my welcome to the hon. Member for Barnsley East (Stephanie Peacock)? I meant no disrespect in not welcoming her at the beginning.

In the integrated review, we highlighted the increasing prevalence of unconventional threats from state actors and the importance of redoubling our efforts to defend democratic institutions and values. Reports of the diverting of a civilian aircraft in Belarus are deeply concerning, and it potentially violates international civilian aviation rules. We condemn the actions of the Belarusian authorities, and we are working with allies and partners to develop a co-ordinated and unified response. My right hon. Friend the Foreign Secretary will set out further details later.

The Government will introduce a legacy package that will deliver on the commitments to Northern Ireland veterans, giving them the protection they deserve, as part of a wider package to address legacy issues in Northern Ireland. It is the MOD’s policy, where veterans face allegations arising out of activities related to their duties, that they receive full independent legal support and representation for as long as necessary at public expense.

Legislating to tackle vexatious claims and put our brave armed forces personnel first was a manifesto commitment of this Government, and a landmark piece of legislation that I was proud to support. Does my right hon. Friend agree with me that legislation needs to be brought forward to protect our Northern Ireland veterans and address the legacy of the troubles?

Mr Speaker, I will get the hang of Topical Question 1 one day. I hope the answer will be better the second time around.

The Government are committed to bringing forward measures. Those measures were mentioned in the Queen’s Speech, and we will obviously publish them as soon as possible. As a former Northern Ireland veteran myself, I know it is incredibly important that we recognise that many of those veterans served with distinction and bravery, and upheld the law to their highest ability. It is deeply regrettable that we see many of them brought to trial—or under investigation, rather than trial—for vexatious reasons, and we are committed to make sure that that does not happen.

May I, from the Opposition Benches, strongly endorse the concern and condemnation the Defence Secretary has expressed over the actions of the Belarus authorities? May I also say that we strongly support the work of Operation Tangham, but in the light of recent press stories, can I ask the Defence Secretary for his assurance that if he takes any decision to commit combat troops to Somalia, he will report such a decision to this House first?

May I ask about the Army’s fighting vehicles? The Defence Secretary wrote off over £1 billion of taxpayers’ money in March when he scrapped the Warrior. Weekend reports say that the MOD has also paid out £3.2 billion for the Ajax, and so far received only a dozen delivered, and those without turrets. A figure of £4 billion is the total size of the Government’s levelling-up fund over the next four years. Given that the Secretary of State has conceded this afternoon that delivery is the MOD’s Achilles heel, will he accept that Parliament now needs a system of special measures for the MOD so that British forces and the British taxpayer get much better value from his Department?

I think the right hon. Member is looking at the special measure. The reason I am here as the Secretary of State for Defence is to get the record level of investment that will put right not only five years or 10 years, but 20 years of mismanagement of these programmes. Sometimes that means taking tough decisions, and the Warrior will be retired when it runs out in 2025; it is not just going to be cancelled as such. It was also important to make sure that we invested in parts of the land capability that I thought, and indeed that officers thought, were the right thing for the future of the Army—the Boxer armoured vehicle. For that investment, not only do we get a factory in Telford and hundreds of jobs, but we get one of the very best wheeled armed vehicles in the world. For his £3.3 billion on Ajax, he will get over 500 vehicles when they are delivered, and much of that money has already been committed. He will also get a factory in Wales, which I am sure he is pleased about. In both projects, we will get the intellectual property, so that when we export those vehicles around the world, not only will British defence profit, but so too will the people of the United Kingdom through their jobs.

With UK forces leaving Afghanistan, it is all the more important that we do all we can to stand up for those Afghan interpreters, and others, who put their lives on the line for our troops. I have Afghan interpreters in my constituency who have not seen their wives and children for years, due to ongoing issues with the MOD resettlement scheme. Will the Minister admit that that is an issue, and work with the Home Office to sort it out?

Yes, it is an issue, and the Home Secretary and I have worked closely over the past year. We have already changed some of the reasons, to ensure that we bring back more, and in light of the withdrawal, we are working incredibly hard together to see what more we can do. We owe those people a debt, and it is the right and decent thing to stand by as many of them as possible. I feel that personally, and it is deeply important for what we stand for and our values in world. I hope we will have more to announce and speak about later.

I am pleased to hear what the Department is doing to support defence jobs. Does the Minister agree that promoting the use of world-class UK-made steel in MOD projects would be an excellent support to jobs in Scunthorpe?

During the 2019 election, The Prime Minister promised that he would not cut the armed service “in any form”, yet the integrated review funds another 10,000 fewer in our armed forces by 2025. We can have an interesting discussion about whether or not force strength is the best use of that money, but does it fundamentally undermine confidence in our democracy when the Government seek election promising to protect the size of our armed forces, knowing full well that they have no intention of doing any such thing?

The Government always go into elections dealing with the threat as they see it. The threat has changed, and it is incredibly important that we do the right thing in responding to that threat. It is the duty of Government members to ensure that if the facts on the battlefield change, so do we. The hon. Gentleman would, quite rightly, be the first to stand up if we did not equip our people properly and they were put at risk. We all remember what happened last time. It was called the Snatch Land Rover fiasco, and many brave men died defending that ridiculous policy, because of his Government’s choices.

I welcome my right hon. Friend’s recent announcement that the Ministry of Defence will procure 148 Challenger 3 tanks, which will be the UK’s first digitised tanks. Can the Secretary of State say how many infantry battalions have less than 70% fully deployable soldiers?

I can write to the hon. Gentleman in detail if he would like. Does he mean deployable or does he mean trade trained strength, because there are a number of different measures? Most soldiers who are trade trained are deployable unless they are on a course. I can give him the exact percentages, but we measure them mainly in trade trained; whether they are trained, whether they are in depot or whether they are in their battalion doing active duty.

I welcome recent reports that the RAF contributed to an important 10-day operation in April, clearing Daesh terrorists from the Makhmur mountain region, which is a Daesh stronghold in northern Iraq. With approximately 10,000 Daesh terrorists still at large across Syria, will my right hon. Friend confirm that the UK remains committed to Operation Shader?

The Government are committed to Operation Shader and will continue to be so. The threat of ISIS has not gone away. Indeed, throughout her deployment, the carrier will also potentially take part in operations to support it. It is very important that we continue to degrade ISIS capability, because of its destabilising effect in Iraq and the threat it poses directly to us.

I congratulate the new Veterans Minister on his promotion to the Ministry of Defence. In doing so, may I ask him to resolve an issue that I was told six months ago would be sorted out, which is the roll-out of the veterans’ ID card? This has been rolled out to personnel leaving the armed forces, but not to existing veterans. It was announced by his predecessor-but-two. His predecessor told me it would be resolved in due course. Six months on, it would be good if veterans in my Ogmore constituency and across the UK had an answer.

The fifth Astute class nuclear submarine was delivered a month ago after many delays and ballooning costs over the last half decade. Given those delays, will the Secretary of State clarify if he still believes that these submarines can be delivered by the MOD by the current deadline of 2026? Can he give us assurances that there will be no further increase in cost?

We will continue with the Astute programme. As the hon. Lady points out, there were some delays in some of that programme. We will continue to manage the programme. The Astute submarines will be delivered by BAE Systems in Barrow-in-Furness. I visit regularly to make sure we try to keep it on track.

Today I am pleased to be able to provide an update on our plans to take forward procurement of the fleet solid support (FSS) ships for the Royal Fleet Auxiliary. The MOD’s FSS programme is delivering three warships essential to the UK’s carrier-led maritime strike group, while assuring value for money for the taxpayer.

Last year I said the new competition would be launched in spring 2021, and today I am pleased to announce that a contract notice has now been issued, inviting companies to register interest in participating in the tender for the design and build of FSS ships.



I am determined that all these ships will be integrated in the UK as well as keen to see British build playing a full or part role in the competition. The competition therefore seeks to maximise UK social value, balanced with the need to deliver value for money, while encouraging investment in domestic shipyards.

This is also an opportunity for British firms to work alongside international partners.

The competition consists of a two-phase process. Phase 1 is focused on the initial design maturity, with phase 2 focused on the manufacture contract negotiation. Contract award is expected to be within two years, following approvals.

I would like to make a statement on the forthcoming deployment of the carrier strike group. Before I do, I wish to send my condolences to the Indonesian navy and the families of the ship’s company of KRI Nanggala following the tragic news that the submarine has been lost. I know the sorrow is felt particularly strongly within our own Royal Navy submarine community, who understand the risks faced by their friends all too well. The United Kingdom stands ready to help our Indonesian colleagues in any way we can going forward.

The UK has a long history of involvement in the Pacific. This year, we celebrate the 50th anniversary of our five power defence arrangements between the United Kingdom, Malaysia, Singapore, Australia and New Zealand. Few outside military circles are familiar with the relationship despite the fact that it is Asia’s most enduring military multilateral arrangement. It is a partnership that has grown in scope to cover everything from humanitarian assistance and disaster relief to counter-terrorism and maritime security. It is a partnership based on the common shared values of tolerance, justice and the rules-based order. But even as the Pacific’s importance to our future economy continues to rise, so the challenges to the freedom of navigation in that region continue to grow. Our trade with Asia depends on the shipping that sails through a range of Indo-Pacific choke points, yet they are increasingly at risk whether from hostile state actors or from piracy on the high seas.

We have to be clear to any who wish to challenge our international rules-based system that the laws must be upheld. But our partnership gives us strength. Friendship is the one thing that our adversaries lack and we deliver a powerful message of strength when we show our solidarity. That is why in recent years we have begun returning to the east. The UK now has a persistent presence in the region through British Forces Brunei, a regional and logistics hub in Oman and our maritime component command in Bahrain.

Our carrier strike group gives us something different. HMS Queen Elizabeth is a floating piece of sovereign territory that can sail over 70% of the world’s surface. It is probably the most guarded UK airfield to be found. It gives the Government unprecedented options to act independently against hostile forces on land or at sea for months without having to access bases ashore. It is a warship, a mothership, a surveillance reconnaissance ship, a convener of allies and partners, and a great projector of Britain’s soft and hard power.

The UK has a proud history of being a carrier nation. Those legendary second world war vessels HMS Courageous, Glorious, Illustrious, Ark Royal, Formidable and Indefatigable are synonymous with the unquenchable spirit of our people. Carriers have also continued to play a defining role in our nation’s history well into the modern era. Those who recall the Falklands war will not forget the fundamental role that HMS Hermes played in providing air cover for the vulnerable taskforce while 8,000 miles away from home. Our last carrier HMS Illustrious’s career spanned some 900,000 miles and took in service from Bosnia to the Gulf and Sierra Leone.

British ingenuity has long driven carrier innovation forward, from the angled flight deck to the ski jump developed for the Sea Harrier, but our newest carriers provides a true step change in capability. One can only appreciate the sheer enormity of each vessel when standing on its vast deck, as I did this morning. At 65,000 tonnes, HMS Queen Elizabeth and her sister ship, HMS Prince of Wales, are the most powerful surface ships ever constructed in Britain. Longer than Parliament and taller than Nelson’s column, she has a range of more than 10,000 nautical miles and can fly 72 fast jet sorties per day. This is British engineering at its best: a supreme example of a national endeavour, built by six dockyards—Appledore, Birkenhead, Govan, Portsmouth, Rosyth and Tyne. A cast of more than 10,000 took part in the construction. Some 8,000 apprentices helped complete the major construction in almost five years. Hundreds of small companies lent their niche capability, and 90% of those suppliers came from the United Kingdom.

The carrier does not operate alone, however. She will be surrounded by a ring of capability: Type 45 destroyers HMS Defender and HMS Diamond; Type 23 anti-submarine frigates HMS Kent and HMS Richmond; and, tanker and storage ships Fort Victoria and RFA Tidespring. We will also be accompanied by the Dutch frigate, HNLMS Evertsen, and the US Arleigh Burke destroyer, The Sullivans.

Our carrier’s cutting edge is located on the flight deck, with the renowned RAF 617 Squadron, the Dambusters, operating eight world-class, fifth-generation, F-35B Lightning II fast jets, partly made, I am proud to say, in Lancashire. While 815 Naval Air Squadron will pilot four Wildcat maritime attack helicopters, 820 Naval Air Squadron will fly seven Merlin Mk2 anti-submarine and airborne early warning helicopters, three of which will be fitted with the new Crowsnest, and 845 Naval Air Squadron will operate three Merlin Mk4 commando helicopters. Below deck, a company of 42 Commando Royal Marines will be embarked, while in the ocean depths, a Royal Navy Astute-class attack submarine will deploy in support.

Over the coming 28 weeks, from May to December 2021, we will see our carrier strike group travel over 26,000 nautical miles from the Mediterranean to the Red sea, from the Gulf of Aden to the Arabian sea and from the Indian ocean to the Philippine sea. Besides the full integration of units from the UK, US and the Netherlands, the carrier strike group will operate with air and maritime forces from a wide number of international partners including Australia, Canada, New Zealand, France, Japan, the United Arab Emirates, Denmark, Greece, Italy, Turkey, Israel, India, Oman and the Republic of Korea.

The deployment will see the units of the strike group visiting more than 40 countries and undertaking more than 70 engagements, visits, air exercises and operations. Critically, these events will provide excellent opportunities for the UK to develop new and existing trade and political links, particularly in the Indo-Pacific. Not only will we meet our commitment to UN-mandated operations in the region but, 50 years on from the creation of the five power defence arrangements, we will further augment our friendship by participating in Exercise Bersama Lima. Meanwhile, units from the strike group will visit Association of Southeast Asian Nations partners as part of our commitment to a more enduring regional defence and security presence. Four major stops on the Indo-Pacific leg of their journey will be Singapore, the Republic of Korea, Japan and India. It will help tighten our political ties in the region. In late summer, we will host our first Pacific future forum in Korea.

Meanwhile, China is increasingly assertive, building the world’s largest maritime surface and sub-surface fleets. However, we are not going to go to the other side of the world to be provocative. We will sail through the South China sea. We will be confident, but not confrontational. More often than not, the carrier group will be in the eastern Mediterranean or the Atlantic, carrying out our duties in support of NATO. As part of this deployment, our strike group will be in the middle east, conducting bilateral exercises and engagement with our long-standing defence and security partners, confirming our commitment to a lasting stability.

Critically, in Europe, our carrier strike group will demonstrate the UK’s enduring commitment to the NATO alliance—the cornerstone of our defence—by participating on this deployment in NATO-level exercises such as Exercise Steadfast Defender. Not only will there be a period of dual carrier operations with the French aircraft carrier Charles de Gaulle in the Mediterranean, but elements of the strike group will support NATO missions in the Black sea region, demonstrating that we do not go alone to deter a tier 1 power; we go as NATO.

The contribution of the United States to the rebirth of UK carrier strike has been immense, but our carrier strike group will take our integration with our US partners to a new level. We will have the Arleigh Burke-class destroyer USS The Sullivans providing the strike group with air defence and anti-submarine capabilities, not to mention a squadron of 10 US Marine Corps F-35B Lightnings—the Wake Island Avengers—flying side-by-side with their UK counterparts from the decks of the Queen Elizabeth. This is the largest air group of fifth generation fighters ever put to sea, as well as the greatest quantity of helicopters assigned to a single taskforce in a decade.

It has been a year since the last Royal Navy ship deployed to the Pacific. It has been more than seven years since the last carrier—HMS Illustrious—deployed there as well. It has been more than 20 years since the last carrier strike group deployed to that region. Our carrier strike intends to return us to that presence. As the crew of the carrier strike group embark on their maiden mission, we wish them well. The threats are moving on, and we must move with them. In this anxious and insecure world, Fortress Britain cannot batten down the hatches. We must stand up for our values and rights wherever they come under threat, not just in our backyard, but far from our shores. Our carrier strike group will send a signal to allies and adversaries alike that Britain will continue to play its part in shaping the international system, not stepping back, but sailing forth to promote our prosperity and protect our interests.

I thank the Secretary of State for his statement and for the advance copy, and I add Labour’s condolences to the friends, family and comrades of the Indonesian submariners who tragically lost their lives in the service of their country this week.

We welcome this first major deployment of the Queen Elizabeth, and pay tribute to all those involved who have made this possible. The Secretary of State rightly says that the UK has a proud history as a carrier nation, but Britain has not had a carrier strike force since 2010, when the Conservative defence review scrapped all three of our aircraft carriers, along with 74 newly upgraded Harriers that flew from them. This deployment fills a big gap in Britain’s military capability over the past decade. It is a major achievement that, in the words of Sir Nick Houghton, vice-chief of the defence staff in 2011, is as complex as “staging the Olympics.”

The successful design and build of our two new aircraft carriers is a tribute to the UK’s shipbuilding industry and our UK steelmakers. Will the Secretary of State confirm how much UK-produced steel will be used in the new Type 26s, Type 31s, Astute, Dreadnought and Fleet Solid Support ships? This is a big opportunity to back British industry and jobs. If done well, it will strengthen the UK economy, and our sovereignty and self-reliance. The carrier strike group will sail east with the support of US and Dutch naval warships, and with US F-35 fighters on board.

It is good that the Queen Elizabeth sails with allies, but it is not good if she can sail only with allies. Despite state-based threats to the UK growing and diversifying, the Secretary of State will cut the number of Royal Navy frigates over the next two years. When, if ever, does he plan to have enough British warships to sail with our own British carriers? Will he confirm clearly that the majority of planes on the deck of the Queen Elizabeth will be US not British fighters? Despite the increasing military threats to the UK, he confirmed last month that Britain has ordered only 48 of the planned 138 F-35 fighters. When, if ever, does he plan to have enough British F-35s for our own British carriers?

There are serious concerns about the carrier’s long-delayed Crowsnest radar. Will the Secretary of State confirm that Crowsnest is now fully operational, and that the carrier strike group is fully combat ready? With the Royal Navy currently almost 1,600 under strength, and with the real cuts to the MOD’s resource budget through to 2024, will he confirm the full cost of this year’s deployment?

The Secretary of State has spoken of hard power and soft power, and across the House we hope that Britain will see significant diplomatic and trade benefits from that deployment. With covid security, however, how far will the diplomatic impact be reduced when a carrier cannot host guests or send people ashore? This deployment is important proof of our new British carrier strike capability, but let us not fall for the illusion that Britain is somehow able to project force everywhere in the world at once. Global Britain is a beguiling phrase, but this time-limited deployment will not significantly alter the balance of military power in the Indo-Pacific region. Surely we should focus our defence efforts on where the threats are, not on where the business opportunities might be. Can the Secretary of State confirm that, after the Queen Elizabeth’s gap-year tour of 40 countries, she will return to the military business of helping to protect Britain and patrol the north Atlantic, the High North and the Mediterranean—our NATO area, where Russia poses the greatest threats to our vital national interests?

As the Secretary of State rightly says, the Queen Elizabeth and the Prince of Wales are the most powerful surface ships ever constructed in Britain. They will strengthen our maritime forces for decades to come. This maiden mission for the Queen Elizabeth is a great achievement for the Royal Navy and a proud moment for our country. We wish her well.

It is important to recognise that throughout all our ships, we try to do our best by our sailors by providing the best equipment we can, and that is often a balance between what is on the shelf in the here and now and what we need to invest in for the future. That is why we have a record research and development budget in the recent defence settlement. It will allow us to invest for the future, so that when we place the orders for subsequent ships and the next generation of submarines, we have British skills and British technology ready to go. It is incredibly important that we give them the best.

I turn to the right hon. Gentleman’s questions about sovereign capability. It is perfectly possible; we have 18 F-35s and we could put all 18 now on the aircraft carrier—we could have just had a UK sort of 2 squadron—and deploy without other ships alongside if we wished to, but as I said at the beginning of this exercise, this is about the fact that our strength, compared with that of our adversaries, is that we have friends and alliances. To attack us is to attack NATO. To attack us is to attack our allies. That is our real strength globally—it is what the Australians would say, what the United States would say, and what all our European friends would say. When countries were ringing up saying, “We’d like to join you,” it would have been wrong to miss the opportunity. More countries offered than we took that wanted to sail with us and stand up for our common values.

I am pleased to say that Crowsnest is now being rolled out onboard Queen Elizabeth, and I look forward to reports of its use and deployment. It is important that we recognise that this has to be delivered. I have been clear with the manufacturers that it needs to be delivered to spec and operate well, because it is obviously important to the protection of our carrier group.

There are plenty of covid safeguards in place. We are all very mindful of the need to protect our sailors. All our sailors will be vaccinated and protected on the deployment. By the time they go into the Mediterranean, they will all be properly doubly vaccinated to make sure that we can give our friends and allies the assurance that the crew are protected. The Navy is almost one of the best organisations in terms of covid safeguards, because living with quarantine for onboard diseases is something naval personnel have had to do for hundreds of years.

The right hon. Gentleman mentioned the number of ships and the increase and decrease in the numbers. As I said at the time of the Command Paper, numbers are important, but availability is even more important. I have taken the decision that we will invest in some new classes of ship, so we have more ships. Yes, there will be a drop in hulls for a short period, but at the same time, because of the investment we are doing on availability, we will have more time at sea. That is equally important.

I went to Portsmouth today and stood on a brand-new carrier deck, looking at a number of Type 45s ready to accompany the group, but some of those other ships tied alongside were a sorry sight. People have lots of money to buy ships, but not a lot to maintain them. They were hollowed out year on year. The right hon. Gentleman will make his points about previous Conservative Governments, but the fact is that such hollowing out was common practice across the board under both the Labour and Conservative Governments I served under as a soldier. That is something that I hope this defence settlement will put to rest.

Finally, on NATO, absolutely it is our cornerstone. Our home beat, as I often call it, is the Atlantic. That is where our most aggressive adversary is active. Only recently, we saw it active at Christmas, December time, when nine or maybe more Russian ships in effect surrounded Britain. The Russians have been quite assertive, and that is why it is important that we are active and hold the flank of NATO, also using that convening ability to bring in the French, Germans and others who wish to patrol the seas alongside us.

This is an incredibly exciting opportunity. Where I can, I am happy to facilitate Members of this House visiting the carriers, whether the Queen Elizabeth or the Prince of Wales. They are something to behold. I was incredibly proud to stand on the deck of a ship that is made in Britain and is NATO’s first and only fifth generation aircraft carrier capability. To those people who say, “No one wants aircraft carriers anymore”, we should ask the question why the Chinese plan to build five.

I join the Defence Secretary in sending condolences to the Indonesians on the loss of their submarine crew. That shows what a dangerous environment all our navies operate in.

I welcome the carrier’s maiden deployment to help Britain re-establish a sense of purpose on the international stage. Tasking the carrier group to the South China sea but avoiding the Taiwan strait, however, is to set a precedent and to cede effective ownership of those international waters to China. If we are to uphold the rules-based order that my right hon. Friend has just spoken about, there should be no exceptions.

More widely, I pose this question directly to my right hon. Friend the Defence Secretary: does he think that the world will be safer or more dangerous over the next five to 10 years? It is clearly the latter, and the Royal Navy is now tasked to tilt towards the Indo-Pacific, to conduct naval patrols in the Black sea and to do maritime duties in the Gulf and off east Africa, as well as to protect UK waters and overseas territories. Politely, I put it to him that our Royal Navy will soon be too small to meet our growing operational commitments and the increasingly diverse threat picture that we now face.

I thank my right hon. Friend for his points about sense of purpose, and I think that is right. The carrier is an amazing thing in that it convenes a lot of different levels—it convenes hard power, soft power, political will and intent. The mission for the Royal Navy, however, is like the mission for most of the armed forces, which is to strengthen our alliances. That is really important as we go forward.

I agree with my right hon. Friend, that the world is more anxious, more unstable, more insecure and less predictable. That is hard for all policy makers around the globe and for people who have lived by the international rules—for example, maritime law. It is a challenge for us all. The real issue is how to strengthen our alliances, because that is our unique and single point of strength against some very large adversaries.

On this deployment, therefore, we will meet US carrier groups and exercise together in the Pacific. There is no shortage of contested sea lanes in the Pacific. It is not just the strait of Taiwan; there are plenty of contested areas of sea. We will absolutely be making sure that we are confident in our sailing and that we stand up for our values, along the way making friends or strengthening our friendships with a whole range of partners, some traditional and some less traditional. We are here—a role that Britain has always played—to stand up for people who cannot stand up for themselves or to join with them to ensure that we stand strong. Do I think we will need more in the future? Our investment in our defence budget and in seeking to spend our money both on hard ships and power and on cyber and all sorts of other technology is a strong indication that this Government take seriously the rising threat. We will continue to keep it under review, but in the meantime we will go to the Pacific, demonstrate our capability, return, take our watch at NATO and continue on that cycle.

I thank the Defence Secretary for advance sight of his statement and I, too, pass on my condolences and those of my party to the Indonesian navy. We all watched what happened over the past few days with horror and they are very much in our thoughts.

Of course, I wish all of those involved in this new venture well. This will undoubtedly be an exciting time for them. The Defence Secretary rightly pays tribute to those involved in building HMS Queen Elizabeth and I join him in that, not least in paying tribute to those in Scotland who were part of that effort. He knows, because we have discussed it before, that my party and I are yet to be convinced of this whole Indo-Pacific tilt, especially as it is about chasing commerce rather than countering threats, and it sounds like there is a fair bit of that going on. The Defence Secretary has said to me in the past that there is no point chasing one threat only to leave oneself exposed to another closer to home. The shadow Secretary of State mentioned the threat we have here in our own backyard. The Defence Secretary knows that that is the kind of tilt that I and my party want to see. What assurances can he give us that we will not be left open closer to home?

May I press the Defence Secretary on the Black sea element of the trip, in particular? His statement mentions that the strike group will support NATO missions in the Black sea region. What exactly will the support look like while the strike group is there? As we know from Russia’s recent actions, that is something we should be focused on.

Lastly, on fleet solid support ships, can the Defence Secretary talk us a bit through the timeline we can expect for the competition? Like the shadow Secretary of State and many on the Defence Secretary’s own Benches, we want to see that announced soon and to ensure that it is the yards closer to home that benefit from it.

First and foremost, we cannot separate trade from security. We need to secure our trade. The hon. Gentleman’s party’s whole economic basis used to be about exporting oil around the world. If a country cannot export its oil, it cannot run its economy, according to some of the Scottish National party’s previous manifestoes. It is really important that we secure our trade and do not let the values in the rules-based system be undermined far away until it is too late and it gets close to our shores. That is really important.

I am not ashamed at all that this deployment will also be linked to trade. I am proud of standing on British-made equipment, made by Scottish hands, and English, Welsh and Northern Irish hands, and I am proud that there is equipment on those ships that can be used for a whole range of things—humanitarian and non-military-method means, and all sorts of things. We should be really proud that we will be showing that off to the world.

We will not leave Britain undefended. We will still have our Type 23s, our Type 45s and our P-8s, which are based in Lossiemouth, as excellent maritime patrol vessels. We will still have a number of capabilities. Our submarines will be on watch based out of Faslane. I pay tribute to those submariners who will be departing from Faslane to join and escort the carrier group. They do an amazing job, and it is something special to understand what submariners do.

We have had long-scheduled deployments into the Black sea. This is not new. It is not an increase or decrease. We have taken a view that we should stick to our planned exercises and deployment. I think that is the right thing to do—to say that we will not be intimidated from it and that we will stick up for our friends in the Black sea—Romania, Turkey and all those other nations that we work alongside. We will be doing that, as we had planned long before the recent friction we saw up in Ukraine. I hope the hon. Gentleman recognises that we are not off to go around picking a fight; we are there to stand up for our values and I think the Royal Navy will do a great job.

Fundamentally, this comes back to the point that we rely on each other. The security of Europe is incredibly important to the United Kingdom and to the continent of Europe. Even last year, in December, when the Russians appeared with a number of ships, the French, the British and the Dutch all set about that issue. We will continue to do so. As I said, the greatest thing about our friends and allies is that we are all in a partnership with solidarity, and that is the best way to defeat or push back our adversaries.

If we want the United States to help defend our interests in Europe, it is only right that we should help it defend common interests in the far east. Does the Secretary of State accept that having Americans intimately involved in this whole process adds to the deterrent effect of a carrier strike force? We do not want to get, in the digital age, into a situation where a surface ship, no matter how powerful, up against a peer enemy armed with hypersonic missiles, might find itself at a fatal disadvantage, but for the deterrent effect of our joint activity with our strategic allies.

I note my right hon. Friend’s final phrase, “strategic allies”. Not only are they allies, but they make a strategic difference, and they stand for the rule of law and the same values we do. Today, I met the US commander on the Queen Elizabeth. He said not only that it was an amazing ship, but that they look forward to working with us. As my right hon. Friend said, it is about partnership: “You attack us, you attack us all” is a strong message around the world. The number of people from different countries around the world who have got in touch wanting to be part of this deployment speaks volumes about what is going on in their neighbourhood and their backyard. Finally, as my right hon. Friend rightly says, the United States has always been a significant net contributor to the security of Europe; it is only right that we do the same when its interests are under threat.

I was delighted and actually very proud when HMS Queen Elizabeth visited Invergordon when she was undergoing her initial trials, but while she was tied up at Invergordon, someone managed to land a drone on her deck. Whoever it was commented later in the press that, should they have been of evil intent, they could have landed 2 lb of Semtex on the aircraft carrier and it could have taken out the radar. May I press the Secretary of State? What are our defences against something like that being repeated with ill intent to cause us damage?

The hon. Gentleman makes a really valid point about the varying types of threat, from Gatwick airport, as when I was Security Minister—we all remember that—all the way up to a fifth generation aircraft carrier. Small drones pose a real challenge. That is why the Government have taken forward reforms on that. I cannot reveal too many of the details of how we will protect the carrier—obviously, that would weaken it—but I can say that the ship and her escorts are bristling with sensors, which will all be on as she is deployed, and there will be lots of steps that can be taken to protect the carrier.

May I, too, send my condolences to the families and friends of those lost on the Indonesian submarine?

Despite the negative coverage on the BBC’s “Today” programme this morning, I welcome this historic deployment by HMS Queen Elizabeth and the ships accompanying her, and I wish them well. Does my right hon. Friend agree that a fighting platform of this kind will prove an invaluable, independent operational base that will give us greater flexibility to cope with a wide variety of tasks in the future?

Yes, and it is a long future. This is not a 10-year or 20-year project; these are 30, 40 or maybe 50-year platforms. Who knows what will be flying off those decks in 50 years’ time or 40 years’ time? They are flexible. They are designed to be flexible; they are designed to do a whole range of tasks. We should not forget that it will not always be about peer to peer; the aircraft carriers of the United States and, indeed, the French Charles de Gaulle have often been deployed on counter-terrorism duties and Afghan overflight duties. I think that HMS Queen Elizabeth will be a very busy ship, as will her sister ship, and all the time she will be flying the flag for Britain.

A couple of weeks ago, I had the privilege of visiting HMS Prince of Wales with the Defence Committee and saw the two carriers alongside each other in Portsmouth. I agree with the Secretary of State that it is an impressive sight. I wish her crew all the best on their deployment. In his statement, the Secretary of State said that eight F-35s from the UK and 10 from the US Marine Corps will be deployed on the carriers. I agree with him that this is an example of the good co-operation between the two nations, but I do not know whether he has yet had the chance to read the US Government Accountability Office’s report, published last week, on the F-35; there are persistent problems around the engines, which the office says will see a third of US F-35s being grounded by 2030, as well as ongoing problems with spare parts. Will he give us some assurance that the issues raised in that report will be addressed not only to ensure that we have the capability to support our allies, but to ensure that our F-35s keep on flying into the future?

I regret to inform the right hon. Member that I have not read the US report, but it is absolutely right that we keep an eye on all these issues. The supply chain for all our aircraft is really important. There is nothing more powerless than when we discover that somebody has switched off the supply chain and we are dependent on that model. We all often find that in our own homes—for example, when Microsoft stops updating something and suddenly we are stuck. That is why we are a tier 1 partner in the F-35 programme. A significant part of every single plane, including the US F-35s, is made in Samlesbury in Lancashire, in the constituency of Mr Deputy Speaker himself. I am proud that part of the US planes sitting on that deck is made in Lancashire as well—probably the best part of the plane, to be honest. The right hon. Member is right and I will definitely keep an eye on the matter.

First, on the carrier alliance, I think the bigger lesson to take is for our future combat air system—the future fighter programme. There are so many vested interests in it and it is such a big and broad programme; we should incorporate many of those lessons.

On the fleet solid support ships, I cannot reveal too much because it is so close to us publishing the competition. We would like it to happen as soon as possible. Forgive me for some of the delay; that is entirely my fault. When I took over office, I was keen to ensure that the fleet solid support ship, for which the previous competition had collapsed, was put in a healthy place. I hope we will see some innovative means by which we can get the best out of British and the best value for money for the taxpayer, as well as improve some of our skills base for our workforce, because it is really important that it is not feast or famine when we make our ships.

I give credit where credit is due; I remember sitting in Aberdeenshire listening to the then Chancellor, Gordon Brown, announce this programme in the March 1998 Budget. It is a joint endeavour of the United Kingdom involving Governments who commissioned these aircraft and indeed this carrier. My right hon. Friend the Member for Ludlow (Philip Dunne) makes the real point, which is that the risk—it is always a risk—is that we start on a 20-year endeavour and things change. Threats change, design changes and things become unavailable; I am afraid that that sometimes unavoidably increases the cost of these programmes. That is the simple reality. Very few countries are prepared to lean in and take that risk, but in the end I think the prize is worth it, as we will see when this carrier group sails at the end of May.

I very much welcome the maiden deployment of the carrier strike group. The Secretary of State is right to say that it was envisaged and laid down under a Labour Government, and set sail under a Conservative Government. Built in shipyards in both England and Scotland, it is an example of why we are stronger in both our security and economic interests when we work closely together across the four nations. He is right to say it is important we work closely with our friends the United States and other countries, but it is also important that we have sovereign capability. Can he confirm whether we currently have the capability for both our aircraft carriers to go to sea at the same time with British support ships and aircraft if we were to choose to do that alone?

The hon. Gentleman asks a valid question. Strictly speaking we could, but we do not envisage such deployments unless we are in a time of war or significant stress. At the moment, yes, we could strictly speaking, but the way we are working up each aircraft carrier means that we will not be required to do that.

May I pay huge tribute to Her Majesty’s Royal Navy for getting together and preparing this carrier for sea so effectively? Does the Secretary of State look forward as I do—indeed, as does a great friend of mine, Minister Kono Taro, the current Minister for Regulatory Reform in Japan but his former opposite number in Japan—to seeing Japanese F-35s flying off the deck of the Queen Elizabeth, shortly before he works with his opposite number today to see whether Japan could possibly even join the Five Eyes community?

I am not sure how long I will last in this job; no one ever does. I would love to be in Japan when she arrives and join my Japanese counterpart. The Japanese are in a rough neighbourhood sometimes. They stand for an open, liberal society and for free trade, and it is in our interests that we join together. The great thing about the carrier is that Italian and Japanese F-35Bs—all of them—will be able to operate from the carrier. I hope in future we have more and more nations operating from that deck. It is incredibly good news that we are going to go to Japan. It was one of the key directions I gave to the Navy. We are not going to go around in circles; we are going to see our ally. We are going from A to B and it is very important that Japan is the destination. I hope we will go from strength to strength with Japan. I think we have a lot to offer. I hear my hon. Friend’s suggestion and no doubt we will examine it at some stage.

In his confirmation of this operation, the Secretary of State referred to the encompassing approach of the UK as set out in the integrated review. With respect to India, he drew attention to the UK’s research and development. Currently, our R&D spend is well below the OECD average. He also referred to aid spending, which has been cut in the face of the covid crisis facing countries abroad, including India. Given that, sadly, that will not be the last covid crisis abroad, what planning is being undertaken by the Government to apply that principle of a joined-up approach in the context of covid?

One of the lessons from the pandemic is that joined-up working and burden sharing is the key, whether that is better integration internally with devolved Administrations and local authorities or internationally. The international lesson is that we have to be better at working together in our international organisations—the UN, the World Health Organisation, NATO—all of which are incredibly important. What we are seeing right now with India is an international response, with the United Kingdom and the United States sending oxygen compressors and ventilators. We will work together to deliver that response. That is the lesson: partnerships and solidarity win the day.

May I point out that I am the chair of the British-Taiwanese all-party parliamentary group? To supplement what my right hon. and gallant Friend, and very good friend, the Member for Bournemouth East (Mr Ellwood) mentioned in his question, I am really saddened that we are, in a way, capitulating to the neo-colonialism of China that is taking over islands in the South China sea, occupying them and militarising them against international law, and yet we seem not to be able to join our friends from Taiwan by letting their ships join this taskforce or, indeed, by visiting Taipei. I realise that it is probably a bit late, but I feel quite strongly that we may well have to revise how we tackle the matter of Chinese aggression in the South China sea.

I hear my right hon. Friend, and we are all concerned when the rules-based system is tested in the way that it is and when aggressive exercising or deployments happen, as we have also seen in Ukraine. That is no good for anybody and does not resolve any of the issues. The carrier group will be sailing in lots of parts of the Pacific that are contentious. We will be in the Philippine sea, the South China sea and, I think, the East China sea, and making sure that we are in parts of the world where there are currently contentious issues. I do not think that we can be everywhere, but we will be making the point—we will be exercising with US carriers—and we have been very clear in our relationship with China, whether that is dealing with Hong Kong or others, that we believe that respect for human rights and international law is incredibly important, and we will uphold it.

My father served on the carrier HMS Victorious, hunting down the Bismarck, so I welcome the Queen Elizabeth carrier strike group, which will travel 26,000 nautical miles over 28 weeks to 40 countries. However, I ask the Secretary of State: what will the cost of this deployment be? What will the carbon footprint be? What message will it send in relation to COP26? And are there any plans for the Navy overall to try to reduce its carbon footprint and, indeed, the carbon footprint of our trade?

On the carbon footprint and the environment, there are a number of initiatives right across Government—as shipbuilding tsar, I am part of steering that—to try to invest in alternative energy or alternative fuels. There is a real prize in shipping if we can help to lead the pack in that—Norway is active in this—because one of the big polluters around the world is shipping, and if we can change the fuel that ships use and so make a difference, we can really help British shipping to steal a march on some of its competitors and open up many of the skills.

I am happy to write to the hon. Gentleman about the cost, because there are marginal and real costs, and all the different costs set out. Obviously, the carrier is paid for, deployed, fuelled and ready to go, but it would be anyhow, as are the salaries of all the sailors and Marines on board and everything else. I will write to him with what we estimate the additional cost to be. Of course, I give him one health warning that—as I was always taught as a soldier—no plan survives the very first contact, so who knows where we will be at the end of the year, if they are diverted and we do something else? But I will tell him the details as we get them.

My right hon. Friend said that the carrier strike group will be NATO’s first fifth generation carrier strike capability. Does he agree that fifth generation technology is hugely significant for our modern-day armed forces?

Yes, absolutely. One of the traits of the generation is situation awareness and its ability to process all that data and stealth, but, also, these generations do not stand still. We are already committed to a sixth generation. FCAS, the next fighter programme for the RAF, is absolutely about the sixth generation. One of the challenges is that we cannot sit still for very long before somebody is trying to get a strategic advantage, but I am confident that, at this moment in time, the carrier and her partnership with the F-35 will present a formidable capability around the world.

As the wife of a submariner, may I join others in sending my condolences to the families of the Indonesian submariners who have been lost in this tragic accident?

For many years, we have been pushing on fleet solid support ships. In the integrated review, the Government committed to a fleet of three FSSs required for the carrier strike group. We have been pressing for all of them to be built entirely in UK yards, so will the Secretary of State finally confirm that the full contract will go to UK yards?

As I have said in previous answers, we are on the cusp of issuing the full competition, and we have to be very careful; I do not want another competition to collapse or to be jeopardised by legal action. I have been pretty clear, and I have reclassified it as a warship. I have put some conditions in the contract, which will be seen by people hopefully to increase skills and the British shipbuilding industry. The details will be revealed when the tender is put out.

With permission, Mr Speaker, I would like to make a statement on the special committee review into the historical actions of the Commonwealth War Graves Commission, when it was the Imperial War Graves Commission and subsequently.

I start by placing on the record my thanks and gratitude to the committee that compiled this comprehensive report, especially its chair, Sir Tim Hitchens, and contributing academics Dr George Hay, Dr John Burke and Professor Michèle Barrett. I am also grateful to the right hon. Member for Tottenham (Mr Lammy) who, alongside the makers of the Channel 4 documentary on this subject, provided the impetus for the establishment of the independent committee.

Today the committee’s findings are published. They make for sober reading. The first world war was a horrendous loss of life. People of all class and race from all nations suffered a great tragedy, which we rightly remember every year on Remembrance Sunday. Just over 100 years ago, what emerged from that atrocity was a belief by the survivors that all those who lost their lives deserved to be commemorated.

When the Imperial War Graves Commission was established, its founding principle was the equality of treatment in death. Whatever an individual’s rank in social or military life and whatever their religion, they would be commemorated identically. Unfortunately, the work of this report shows that it fell short in delivering on that principle. The IWGC relied on others to seek out the bodies of the dead, and where it could not find them, it worked with the offices of state to produce lists of those who did not return and remained unaccounted for.

Given the pressures and confusion spun by such a war, in many ways it is hardly surprising that mistakes were made at both stages. What is surprising and disappointing, however, is the number of mistakes—the number of casualties commemorated unequally, the number commemorated without names, and the number otherwise entirely unaccounted for. That is not excusable. In some circumstances, there was little the IWGC could do. With neither bodies nor names, general memorials were the only way in which some groups might be commemorated at the time.

None the less, there are examples where the organisation also deliberately overlooked the evidence that might have allowed it to find those names. In others, commission officials in the 1920s were happy to work with local administrations on projects across the empire that ran contrary to the principles of equality in death. Elsewhere, it is clear that commission officials pursued agendas and sought evidence or support locally to endorse 67 courses of action that jeopardised those same principles. In the small number of cases where commission officials had greater say in the recovery and marking of graves, overarching imperial ideology connected to racial and religious differences was used to divide the dead and treat them unequally in ways that were impossible in Europe.

The report concludes that post-world war one, in parts of Africa, the middle east and India, the commission often compromised its principles and failed to commemorate the war dead equally. Unlike their European counterparts, the graves of up to 54,000 mostly Indian, east African, west African, Egyptian and Somali casualties were not marked by individual headstones. Some were remembered through inscriptions on memorials. The names of others were only recorded in registers, rather than memorialised in stone. A further 116,000 personnel, mostly east African and Egyptian, were not named or possibly not commemorated at all.

There can be no doubt that prejudice played a part in some of the commission’s decisions. In some cases, the IWGC assumed that the communities of forgotten personnel would not recognise or value individual forms of commemoration. In other cases, it was simply not provided with the names or burial locations.

On behalf of the Commonwealth War Graves Commission and the Government of the time and today, I want to apologise for the failures to live up to the founding principles all those years ago and express deep regret that it has taken so long to rectify the situation. While we cannot change the past, we can make amends and take action.

As part of that, the commission has accepted all the recommendations of the special committee. In the interests of time I will group these into three themes. First, the commission will geographically and chronologically extend the search in the historical record for inequalities in commemoration and act on what is found. Secondly, the commission will renew its commitment to equality in commemoration through the building of physical or digital commemorative structures. Finally, the commission will use its own online presence and wider education activities to reach out to all the communities of the former British empire touched by the two world wars to make sure that their hidden history is brought to life. Over the coming six months, the commission will be assembling a global and diverse community of external experts who can help make that happen.

There is also more the Government specifically can do. The Ministry of Defence I lead will be determinedly proactive in standing for the values of equality, supporting diversity and investing in all our people. There is always more to be done, and that is why I welcome the Wigston review into inappropriate behaviours and recently took the rare decision to let service personnel give evidence as part of the inquiry into women in the armed forces led by my hon. Friend the Member for Wrexham (Sarah Atherton) through the Defence Committee.

Furthermore, to honour the contribution to our armed forces by our friends from the Commonwealth and Nepal, the Home Secretary and I will shortly be launching a public consultation on proposals to remove the visa settlement fees for non-UK service personnel who choose to settle in the UK.

The historical failings identified in the report must be acknowledged and acted upon, and they will be. However, recognising the mistakes of the past should not diminish the Commonwealth War Graves Commission’s groundbreaking achievements today. The recommendations of the special committee should be welcomed by us all. They are not just an opportunity for the commission to complete its task and right historical wrongs; they point out what an amazing thing it is to serve our country and our allies.

The amazing thing I know from being a soldier is the relationships that are forged on operations. True soldiers are agnostic to class, race and gender, because the bond that holds us together is a bond forged in war. When on operations, we share the risk, share the sorrow and rely on each other to get through the toughest of times. The friendships I made in my service are still strong.

It was those common bonds that lay behind the Imperial War Graves Commission’s principles, and it is truly sad that on the occasions identified by the report those principles were not followed. I feel it is my duty as a former soldier to do right by those who gave their lives in the first world war across the Commonwealth and to take what necessary steps we can to rectify the situation. The publication of this report is the beginning, not the end, and I look forward to working with my colleagues across the House to ensure that the CWGC receives the support and resources it needs to take forward this important piece of work.

I thank the Secretary of State for his statement and for the advance copy of it. I thank the commission for its advance briefing, which a number of hon. Members received before today.

Above all, I thank the Secretary of State for his apology on behalf of both the Government of the time and the commission. This is an important moment for the commission and the country in coming to terms with past injustices and dedicating ourselves to future action.

None of this would have happened without my right hon. Friend the Member for Tottenham (Mr Lammy). His documentary “Unremembered” laid bare the early history of the Imperial War Graves Commission and exposed its failure to live up to its founding aim of equality of treatment for all war dead. I pay tribute to Channel 4 and David Olusoga for producing the documentary and to Professor Michèle Barrett, whose research underpinned that work.

Perhaps in another era, we would have been tempted to leave it there, but rightly the commission did not. Indeed, my right hon. Friend would not have let the commission leave it there. The report is a credit to the commission of today, but its content is a great discredit to the commission and the Britain of a century ago. An estimated 45,000 to 54,000 casualties—predominantly Indian, east African, west African, Egyptian and Somali personnel—were commemorated unequally. A further 116,000 casualties, and potentially as many as 350,000, were not commemorated by name or not commemorated at all. In the words of the special committee that produced the report, the commission failed to do what it was set up to do:

“the IWGC was responsible for or complicit in decisions outside of Europe that compromised its principles and treated war dead differently and often unequally…This history needs to be corrected and shared, and the unfinished work of the 1920s needs to be put right where possible.”

This issue has been part of Britain’s blind spot to our colonial past, and we have been too slow as a country to recognise and honour fully the regiments and troops drawn from Africa, Asia and the Caribbean. Today is a reminder of the great contribution and sacrifice that so many from these countries have made to forging modern, multicultural Britain.

What matters now is what happens next. The follow-up to the report’s recommendations cannot be part of business-as-before for the commission. What role will the Secretary of State play as chair of the commission? Is he satisfied that the commission has sufficient resources to do this additional work and, if not, will he make more available? What role will Britain’s embassy staff, including our defence attachés, play in communicating this public apology, researching new names and telling the wider story of the sacrifice that communities in these countries made during world war one? When can we expect the completion of the investigation into the way the commission commemorated the dead from these countries during the second world war, and what commitment will he make today to report to Parliament on the commission’s progress on those goals?

Additionally, we welcome the Secretary of State’s pre-announcement of the consultation on a scheme to end the injustice of Commonwealth and Nepalese soldiers paying twice for their British citizenship. It is something we and the British Legion have campaigned for, and in particular my hon. Friend the Member for Barnsley Central (Dan Jarvis), who is not on the call list today, has led and championed that cause. Can the Secretary of State say exactly when the consultation will be launched?

In conclusion, no apology can atone for the injustice, the indignity and the suffering set out in this report. The Secretary of State spoke today as a soldier. It was a soldier, the hon. Member for Middlesbrough West, who, speaking about the commission in this Chamber more than 100 years ago, said:

“We served in a common cause, we suffered equal hardships, we took equal risks, and we desired that if we fell we should be buried together under one general system and in one comradeship of death.”—[Official Report, 17 December 1919; Vol. 123, c. 500.]

Today, belatedly, we aim to commemorate in full the sacrifice of many thousands who died for our country in the first world war and who have not yet been fully honoured. We will remember them.

I thank the right hon. Member for Wentworth and Dearne (John Healey) for both his tone and his support for the whole House’s efforts. Obviously, it was the almost single-handed drive of the right hon. Member for Tottenham (Mr Lammy) that got this higher up the agenda, even though, as I think he rightly credits himself, some of the academics and the programme makers made a step change in that. I want to repeat my regret that it has taken so long. None of us were here in the 1920s, but many of us have been here for the last 30, 40 or 50 years.

It is a deep point of regret for me that, in my own education, what I was taught of the first world war predominately boiled down to the Somme and poets, with very little about the contribution from the Commonwealth countries and the wider—at the time—British empire. As I go around the world as Defence Secretary, it is remarkable to be reminded of those contributions. In some parts of the world, there are graves and places to commemorate them. I went to my own father’s base, where he fought during the Malayan emergency—now Malaysia—to see the Gurkha cemetery. Men died both to defeat communism and protect Malaysia, but also on behalf of Britain, right up until the early 1970s. I think it is important to remember that we have excluded a lot of that from our children’s education, and we absolutely must rectify that.

To address the points of the right hon. Member for Wentworth and Dearne, I am absolutely happy to provide regular updates either in written form in the Library or indeed, on occasion, to come to the House to make a statement of update on progress. As the report itself says, some of these recommendations can be quickly delivered, and some will take time. For example, the investigation into the second world war commemoration and everything else is ongoing. I will make sure that the commission knows not only that it has my support, but that we will hold it to account in delivering that. I will seek regular quarterly updates from the commission on the progress it makes, and in turn update the House.

On how we will communicate with and make sure we work with Commonwealth countries, this is not just about an audience here, but about all the people in those countries. Only recently, I was talking to my Kenyan counterpart—I visited Kenya again and, indeed, visited Somalia—and it is important both that the people there understand the sacrifice of their fellow citizens and that we honour them as well.

As we speak, our defence attaché network, ambassadors and other officials around the world are communicating the report to host countries. With some of them we engaged earlier—with countries such as Kenya, for example—and we have already been working on memorials and things we can do together. We have been making sure that they understand the contents of this report, and we will continue to use that network.

As for funding and future steps, I am absolutely open to all suggestions about what more we can do for education and for commemoration. At the moment, the commission says that it is satisfied that it has the budget, but I do not rule out looking at more funding for it if that is required. Its current income is £52 million, with a range of Commonwealth countries contributing to the funding, but I am not ruling that out, and I would be open to sensible suggestions that make the difference.

As I said, I will continue to update the House and make sure that we can hold the commission to account and that the House can hold me to account in my position as chair of that commission. We should take this as the start point, not the end.

On 15 June 1955, a small force commanded by RAF Regiment officers, including my father, crawled into the Wadi Hatib in Aden protectorate. They were ambushed. The commanding officer was killed. Another British officer was killed, and six Arab soldiers were killed. My father took over command. The six Arab soldiers are unknown, except the Arab officer; he got a posthumous Military Cross, as did the commanding officer and my father. There is no record of the other five Arab soldiers who gave their lives for this country. So I entirely endorse the recommendations and conclusions of the CWGC report. Mindful of the fact that we do not pay any attention to graves from the Boer war or wars before 1900—they are just left to go to rack and ruin—how long will we be able to sustain the brilliant efforts of the commission to maintain graves from the second world war onwards?

I am grateful to my right hon. Friend. He and I share the same thing: some of the sadness and anger that I feel from this report is driven out of being a soldier. He and I know what it is like to be on operations, and it is a great leveller—that is one of the strengths of military service. People you thought were not brave turn out to be brave, and people you thought were brave turn out not to be so. You realise that there are different skills that help you get through things, and it is never linked to your class or your colour; it is linked to all the other qualities that people have. First and foremost, it surprises you. It angers me that brothers in arms in those days—predominantly the brethren—were forgotten, for whatever reason, and that must not happen again.

The Commonwealth War Graves Commission, as it is today, does an amazing job. Any Members who have attended the numerous graveyards or sites around the world will have seen the effort that has gone into them, sometimes in quite hostile countries. I do not think that there is any ambition to draw that down. In fact, in today’s world, we are more and more of the view that commemoration is very important for learning, to avoid problems in the future, so I think it will go on. We will continue to fund it and support it, and I know that Members across the House who sit on its governing body will continue to do a first-class job.

With your indulgence, Mr Speaker, may I congratulate the former MP for West Dunbartonshire, John McFall, a son of the Rock of Dumbarton, on his elevation to Speaker of the other place? While he knows that I am opposed to an unelected Chamber, he is a dedicated public servant, and I count him as a very good friend.

I thank the right hon. Member for Tottenham (Mr Lammy) for all the work that they have done and the Secretary of State for his words, which I am sure will start the process of healing for the descendants of those who gave so much for a state that did not seem to value that sacrifice at the time. As the grand-nephew of James Timlin of County Mayo, whose name is found on the war memorial of Tyne Cot, having fallen on 29 December 1918, let me acknowledge the work of the Commonwealth War Graves Commission.

That said, there is something of a grim irony in this report coming so close to one on racism, which we heard about just the other week. It makes me wonder about what the Secretary of State just said. I do not believe for a moment that he does not believe that there has been a great wrong committed here. I just wonder whether he can somehow address the distinct cognitive dissonance that all Opposition Members feel when they hear it said.

There is another truth that is revealed in a report such as this one. Although we have become used to the Windrush post-war framing of immigration and diversity on these islands, is it not the case that people of many cultures have fought for, if not enjoyed the benefit of, our freedoms for an awful lot longer than that? We must think of the hundreds of thousands of Muslims, Sikhs, Hindus and animists, and those of no religion, who have not been commemorated because they did not fit the white ideal of what is supposed to fit into uniform. It is important that those of all faiths and none are assured that they are valued not only in our armed forces but in the police, the NHS or wherever they serve. The Secretary of State can be assured of the support of all Members of my party should he wish to do that.

I am grateful for the hon. Gentleman’s comments, including those about the elevation of the former Member for Dumbarton. Those of us who knew him in this House will be pleased for him.

I hear what the hon. Gentleman says, and I refer him to the points that I made earlier. What conforms to uniform and what makes a good soldier are all the qualities that I talked about earlier. It is not about colour, religion or the many other things that have been used to discriminate in the past. I hope this report is a catalyst that reminds people that many people gave their lives for this country and, supposedly, for the values that should have been agnostic to who they were and where they came from. If we are going to honour them through this report, we must do so by putting it right and making sure it does not happen again.

In the present, as Defence Secretary, I have to do much more to make sure we recruit more people from backgrounds other than the white background that we talk about—from all parts of our culture and society. That actually adds to the capability of our armed forces; it does not detract. We are sorely missing the right numbers of people to continue to make our armed forces the best in the world.

I welcome the statement, and I publicly thank the commission for its excellent work over many years. I, too, have visited several sites. What challenges does the Secretary of State see for sites located further afield? My sense is that the sites in western Europe, the UK and the Falklands are easily maintained and will be safe for the future, but are there particular difficulties that may lie ahead for sites located in Africa, across the far east and in more far-flung places?

My hon. Friend raises one of the key challenges in maintaining sites, sometimes in places that have been quite hostile. One of the strengths of how the modern-day Commonwealth War Graves Commission does its job is that it uses local staff and engages locally. Indeed, it is supported by the Department and the defence diplomatic network in working with host Governments. I am, in a sense, more optimistic, because I think this report will help open the door further for commemorating, finding and maintaining some of those sites. If we come along and say to the host countries, “Hands up, this is what we could have done better. This is what we didn’t do right,” we have a far greater chance of collectively being able to commemorate those people and educate their populations and our population about the contribution that was made.

This is most definitely a watershed moment in the life of this country. I put on record my thanks to Professor Michèle Barrett, David Olusoga and Channel 4 for their work on this documentary. I associate myself with the remarks of my right hon. Friend the Member for Wentworth and Dearne (John Healey), and I thank the Secretary of State for his words.

For all of us in the Chamber—this is still the case in this country—when we think of the first world war, we think of the western front, the poems of Wilfred Owen and the battle of the Somme. We do not think of where the first bullets were fired in the first world war, which were, in fact, in Africa, in the east African campaign. On this sombre, but important, day, I am thinking of the King’s African Rifles and the many, many thousands of men who were dragged from their villages to be in the Carrier Corps on behalf of the then British Empire. There is no higher service than to die for your country in war, and it is the case that every single culture on the planet honours those who die in those circumstances. It is a great travesty and a stain and a shame that this country failed to do that for black and brown people across Africa, India and the middle east, but we have come to this very, very important moment, 100 years on, and I thank the Secretary of State for his leadership and the Commonwealth War Graves Commission for the work that it has done to get us to this point.

May I just say to the Secretary of State that further resources will be necessary, particularly in those countries, to commemorate in the appropriate way. Necessary resources will also be needed to revisit the archives in those countries to find names where there are names, but to appropriately commemorate where those names do not exist. We use the word “whitewash” for a reason. Let there be no more whitewashing. The unremembered will be remembered and future generations of young people in our own country and the Commonwealth will understand their sacrifice.

On the right hon. Gentleman’s last point, it is, “will, should and must understand their sacrifice”. That is really important. Exactly as he said, it was the east African campaign that saw the early salvos of the first world war. Was I taught about that at school? No. How many in this House were? Probably almost none at all. I have already worked closely with my Kenyan counterpart and I will continue to do so, and I speak regularly to her about this. The report points towards things such as bursaries, education and, indeed, working with the archives. Both the commission and others will have the support of the Department in being able to do that and to follow through on the report. At the same time, if funding is required, I am absolutely supportive of accessing that funding to help deliver what is required in those countries and, indeed, here. They will have the full weight of our defence diplomatic network to make sure that we can be seen to support, and to actually support, delivering on those issues.

The right hon. Gentleman’s actions on this are to be commended. He has achieved not just a passing thing, but a real thing that starts a process for many, many decades. It will probably affect my grandchildren’s education. Not many people in this House can say that they make a real, long-lasting difference. I will be taking that report with me when I go back to Kenya and to other parts of the Commonwealth and I shall reflect on it and seek, when I visit, a place where my counterpart and I can commemorate together and lay a wreath on behalf of all those people.

May I thank the right hon. Member for Tottenham (Mr Lammy) for raising this important issue and for campaigning so tirelessly to acknowledge the death of all soldiers who fought in the great war? I thank the Secretary of State for bringing this statement to the House today and for the humility and the acknowledgement of his work as a soldier that has made him realise that death is the great equaliser for us all. I thank him for remembering every soldier across the Commonwealth who gave their life during world war one. Will he join me now in paying tribute to those in our armed forces currently who are bravely serving across the world? Will he acknowledge their sacrifice and thank them for the work they do?

Yes. One of the best ways to honour the people in the report is to support, as much as we can, the people serving today and our veterans. I would like to place on record my sadness on losing my colleague yesterday, my hon. Friend the Member for Plymouth, Moor View (Johnny Mercer) the former Veterans Minister, who did contribute to supporting and making Government policy better for our veterans—supported by the wider Government. He will be a sad loss, but I know he will continue to campaign for them. No doubt we will hear him on the issue from the Back Benches. That is why we have set out a whole chapter on our people in the Command Paper and why we are funding such things as wraparound childcare for serving personnel, which has never been done before, to make sure that we demonstrate that support with action and funding.

I have the honour of representing this place as a Commonwealth War Graves Commissioner, along with the right hon. Member for Ludlow (Philip Dunne). I thank the Defence Secretary, as the chair of the commission, for what he has said today, and commend the report of the special committee made up of external experts for their diligent and extensive work. As set out in the Kenyon report over 100 years ago:

“It was…ordained that what was done for one should be done for all, and that all, whatever their military rank or position in civil life, should have equal treatment in their graves.”

I cannot stress enough just how seriously all commissioners take this matter and how committed we all are to ensuring that we right the historical wrongs of the past, ensuring that we correct errors and omissions. The service of all to our country matters. We will remember them and remember them all.

I pay tribute to my right hon. Friend the Member for Tottenham (Mr Lammy) and Professor Michèle Barrett for their important work on this issue. They provided the vital catalyst for the commission setting up the special committee. Alongside the full and unconditional apology for the wrongs of the past, the commission has already agreed a detailed action plan to address all the special committee’s recommendations. I am sure we all want these to be implemented in a timely way, so may I ask the Defence Secretary whether, if needed, there will be additional resources so that we can complete this work as quickly as possible?

I ask in return that she, in her role as a commissioner, makes sure that requests match the aspirations and the recommendations in the report. I will be delighted to continue to work with her and the other commissioners on that. I would also like to place on record that the commissioners did an excellent job alongside the independent experts. When we met on this a few weeks ago, the commissioners made very clear to me their determination to carry out the recommendations and to put right the issues identified in the report.

I am pleased to be able to follow the right hon. Member for Kingston upon Hull North (Dame Diana Johnson), with whom I share membership of the commission. I am proud to be a commissioner and I am grateful to the chairman of the commission for his important statement today. I am also proud of the 1,200 people who work in 150 countries around the world tending the memorials, commemorations and gravestones of the many who served and lost their lives for the protection of this country and our values.

Over 100 years ago, the War Graves Commission was established with the specific remit to commemorate the first world war dead of the then British empire and to do so defined by the principle of equality of treatment in death, whatever their rank, religion or race. This happened in Europe and I am not proud that this did not happen across Africa, the middle east and India. I join my right hon. Friend the Secretary of State for Defence and the hon. Member for Kingston upon Hull North in welcoming the report we commissioned in December 2019, a month following the Channel 4 programme presented by the right hon. Member for Tottenham (Mr Lammy) and featuring the work of Professor Michèle Barrett. The programme acted as a catalyst for this report, based on detailed research through available archives. I can confirm that this issue has been and is being taken extremely seriously within the commission. We are committed to ensuring that we right the historical wrongs of the past. The commission has been working over the last 20 years to ensure that we correct errors or omissions as we find them and that is what we will do on the back of this report.



My right hon. Friend the Secretary of State has confirmed that he will hold the commission to account in delivering the detailed action plan that it has agreed to address the recommendations made by the special committee. However, does he agree that, while we cannot right the wrongs of 100 years ago, the commission can and should recognise that mistakes were made, apologise for them—as he has just done—and commit to doing what we can, where we can, now to renew our commitment to equality in commemoration with all communities of the former British empire touched by both world wars, where this report reveals that that did not take place?

My right hon. Friend is right to point out the determination of the existing commission—and over the last 20 years—to correct things as it finds them. This is one of those times where it has exposed things going way back. He is also absolutely right that, when you go around the world, you see that that network of people do an amazing job. It is extraordinary where you find in the world, almost like an oasis, well-kept areas of commemoration. You are often surprised that we were even there in the first place and, even now, they are kept and looked after. Some of the volunteers and some of the paid employees do an extremely good job as well.

On the funding, as I said to the right hon. Member for Kingston upon Hull North (Dame Diana Johnson), I will absolutely stand by to make sure that we find the available funding to deliver this. In return, I ask my right hon. Friend the Member for Ludlow (Philip Dunne) to make sure that these things are properly dealt with, looked at and examined and that they are in accordance with the report’s recommendations and further subsequent recommendations.

The revelations set out in this report are unacceptable and it is important that service and sacrifice are properly commemorated for all. Today, a Commonwealth service leaver with a partner and two children will have to pay almost £10,000 to continue to live in the UK, despite those years of service and sacrifice, so will the Government commit to waiving application fees for indefinite leave for all those members of the armed forces on discharge and their families and demonstrate that they really are looking at tackling inequalities?

This report’s findings make for very uncomfortable reading, but I pay tribute to the special committee, today’s commission for its response and the right hon. Member for Tottenham (Mr Lammy) and all those he worked with in drawing a vital spotlight to this issue. This will sadly be impossible in too many cases, but does my right hon. Friend the Secretary of State agree that, where the commission can identify descendants of those who were named, it should try to work with them on appropriately commemorating those who gave their lives in the service of this country? It cannot undo what happened then, but it might provide some small comfort today.

Absolutely. The report commits to seeking further detail, both through archives and other means, in trying to identify those individuals and therefore to make sure that we try to find a way to commemorate them. The plus side in this day and age is the internet and the ability to communicate. I have already had an email in my inbox this morning from a man in Kenya about his grandfather. I read it with sadness and interest, but it gives people that opportunity to connect. Hopefully, this report will be a catalyst for many of those things and we will be able to follow them up. I will make sure that I pass on the email to the appropriate authorities, but I think it also gives me somebody to visit when I next go back to Kenya.

May I first declare an interest as a former commissioner of the Commonwealth War Graves Commission and as a current trustee of the Commonwealth War Graves Foundation?

I pay tribute to my right hon. Friend the Member for Tottenham (Mr Lammy) for his work on this issue and I commend the Secretary of State for his statement today. I also pay tribute to the present commissioners, who commissioned this report. It was not an easy task for them to do. Reading the report is not easy. The commission quite rightly in Europe commemorates all those, including those from India and across the Commonwealth, who died in the first world war—whether that be at the Indian memorial at Neuve Chapelle, at the Brighton memorial to Sikhs, or at the Southampton memorial, where Lord Kitchener’s name is alongside those in the South African Native Labour Corps who died. However, that does not take away from the fact that racist attitudes were taken to treat others in other parts of the world differently.

The Secretary of State knows that the Commonwealth War Graves Foundation is working with the Ministry of Defence to promote education among young people on broader issues. Could he act as a catalyst to draw other Departments to work not just in this country but internationally, to ensure that this story is told and that future generations—as I think is his aspiration—recognise our debt to these individuals?

The right hon. Member is absolutely right and his point about education is true. One answer to why commemoration has taken so long is that, if people had been educated about what we did, the next question would have been “So how do I commemorate it?” but because it was not taught, no one asked the question or created the pressure to find out. I think that that has started now. I would be delighted to speak to my colleagues in the Department for Education to see what they can do in the curriculum and in teaching that. I think the commission’s report talks about education in those countries as well to ensure people have access to the history, and we can then incorporate it in our future teaching.

Absolutely. It is not only valuable; it makes us who we are. We should continue to do more and more—we recruited more than 1,000 from the Commonwealth this year alone. We should always recognise that our strength is our diversity and our global connections. I think that people from all backgrounds bring real strengths to us. We will continue to do what we can to support them. We have our consultation, and since I have been Defence Secretary, the Home Secretary and I have moved lots of policy issues that were not progressing, such as for interpreters in Afghanistan. That has sent messages about how Britain values people who support it from other parts of the world, and we will continue to do that.

Underpinning all the past commemoration decisions were the entrenched prejudices and rampant racism of imperial attitudes. We know that the empire is over, but those attitudes linger on—if they do not, why does the UK Government’s report on racism, which the UN has described as “reprehensible” and an attempt to “normalize white supremacy”, push back against calls to decolonise the curriculum? A landmark decision has already been taken in my constituency by my local authority, North Lanarkshire Council. Does the Secretary of State agree that we should lead the way in anti-racist education, as the SNP has pledged to do in our manifesto for the upcoming election?

I think that every political party would support teaching equality and not racism in schools. I am happy to explore further the hon. Gentleman’s comments about anticolonialism and decolonising our education curriculum. My grandfather was a Scot who went to India, and an awful lot of my Scottish family served abroad in the empire. That was how many Scots found success or education: by going afield. It is important to educate people about the role that we all played in the empire, whether good or bad, but we should also recognise all those people who were part of it, the sacrifices that were made and the treatment that they received, good and bad.

May I add my comments and thoughts to those of Members across the House about the need to ensure that education is put at the forefront and that the history curriculum reflects the massive contribution made by our Commonwealth armed forces? Sadly, war memorials and war graves are desecrated, as I saw recently at Tunstall memorial gardens. I thank Macey and Isabelle, aged 10 and five, who were inspired by the Commonwealth War Graves Commission and went down to clean them up. Will my right hon. Friend join me in praising Macey and Isabelle and celebrating the Commonwealth War Graves Commission’s work maintaining the upkeep of 23,000 cemeteries across the world?

Yes, I fully support my hon. Friend. An amazing amount of work is done around the world and at home, in some of the smallest graveyards as well as the big ones that we often see on the telly, and they are looked after immaculately. For many people, they are also a place of sanctuary. Connecting young people with those places is a great vehicle to remind them of the sacrifices and horrors of war and why it should always be in our interest to try to avoid it.

I thank the Secretary of State for his comments and the tenor of them. I am pleased that the commission has fully accepted the special committee’s recommendations. If I am able to visit my great-grandfather’s headstone in one of the first world war cemeteries in France, equally the great-grandchildren from our west African, east African, Somali, Egyptian and Indian diasporas—among others—should have fitting memorials to honour all their ancestors. We must ensure that there are deeds, not just words, to rectify this historical racism and prejudice and secure justice, so will the Secretary of State commit to take steps to protect and ring-fence any additional funding made available to the Commonwealth War Graves Commission specifically to implement the important recommendations?

I would go as far as saying that I can agree to make funding available. I will rely on the commissioners—my right hon. Friend the Member for Ludlow, the right hon. Member for Kingston upon Hull North and all the other members of the commission—to be the guardians of the implementation of the report and its next steps. I do not want people to come to this House and say that money was a barrier to something, but I also want to make sure that we do it in an appropriate way that has a lasting impact, to make sure, as I have said, that the start of the process does not end but goes on and on until we not only have commemorated the past but value people in future.

I am sure the whole House would wish to honour the heroism and sacrifice of all troops, whether from the UK or the wider Commonwealth, who have fought for this country. The report certainly makes for sombre reading and I am pleased that my right hon. Friend will take forward its recommendations. However, does he agree that it would be entirely wrong to let the brave African and Asian service personnel of the previous century be dragged into the divisive culture wars of the present day?

The only wars that I am interested in are the ones that we can finish or avoid, or that threaten our values. I do not care where the people we will need to protect us come from and I do not care what their orientation is or what colour they are, either.

The failure to formally honour and remember black and Asian service personnel in the same way as white troops is indeed a cause for shame and deep sadness. I am pleased that the Secretary of State has indicated that all the support necessary will be made available to try to do what we can to right this wrong. Will he confirm that that support will be progressed with the utmost urgency and sensitivity, so that all our war dead are finally given the respect that they deserve? I am sure he will understand that any delays will only entrench the sense of hurt and disrespect that this report will inevitably provoke.

Yes. The House should be under no illusion: the commission is absolutely determined to see this matter through. There are Members of this House on the commission and they are determined to talk and work together, and we will continue to do that. The weight of the Department will be behind them in achieving their goals.

I join Members across the House in paying tribute to the tireless campaigning work of my right hon. Friend the Member for Tottenham (Mr Lammy) that has brought us to this important watershed moment in our nation’s history. I welcome the Special Committee’s report, which makes for sobering reading in laying bare the historical injustice that meant that tens of thousands of Commonwealth military personnel who made the ultimate sacrifice, giving their lives for this country in world war one, have been commemorated unequally or not at all. In seeking to right this historic wrong, the Committee’s report recommends an

“ongoing commitment to continue the search for the unnamed war dead and those potentially not commemorated”.

Can the Secretary of State please outline what resources will be made available to the Commonwealth War Graves Commission to make that a reality, to ensure that all our gracious war dead are commemorated equally and that future generations are able to remember them?

At present the commission says it is satisfied that its £52 million budget is enough to start that process. However, we will complement that with the time and dedication of our defence diplomatic network involving more than 100 military defence attachés and the supporting staff in the embassies, whose actual presence in country will be there working alongside them. As I have said, I will be happy to review any requests for funding relating to other parts of the report or subsequent investigations.

A visit to a Commonwealth War Graves Commission cemetery can be very emotional, as the lines of tombstones confront us, with all the fallen honoured in the same way. The commemorative equality given to matters of rank and class is remarkable, and I must congratulate the commission on that, but when it comes to race, the commission has disastrously failed to live up to those principles. The Secretary of State has united the House in the way he has presented his statement today, but can he expand on how the Ministry of Defence will support the commission by way of funding and guidance on implementing the recommendations in the report, and on how this can be made into a continuous process?

I would like first of all to place on record that this commission and some of the previous commissions have taken some really strong steps to fix what was wrong when it was identified. The area of regret is that we did not do a lot of this much earlier. I would also like to say that we should not forget that, whatever the circumstances were, many of those people gave their lives to defeat fascism and to defeat people who challenged our freedoms, both for themselves and for us. That sacrifice was, in my view, worth it, given the freedoms that we enjoy. It is really important not to forget, in this report, that it was not for nothing. Those people did not give up their lives, whatever the circumstances were, for nothing. Certainly in the second world war and others, the threat to our freedoms was real.

As I have said in earlier answers, I will continue to ensure that the commission is supported by the Department and by me as its chair and as Defence Secretary, as the members of the commission continue to work to ensure that we always commemorate our dead and those who made sacrifices, whether in the first world war, the second world war or in all the other conflicts. We owe it to them. How we do that sometimes changes. A visit to the national arboretum is also a sobering and emotive experience, as we see individual units, regiments and conflicts celebrated, or commemorated, slightly differently. That is very moving, and it will be a good way to look at how we can unite people around our Commonwealth in the future.

The Overseas Operations Bill was introduced to provide greater legal protections to armed forces personnel and veterans serving on military operations overseas. The Bill will provide a better legal framework for dealing with allegations arising from any future overseas operations, recognising the unique burden and pressures placed on our personnel.

As part of the debate on this Bill, there has rightly been a focus on the support which MOD provides to those personnel who may find themselves subject to investigations and prosecutions. We are grateful to right hon. and hon Members of both Houses for the interest they have taken in this issue and their commitment to ensuring service personnel and veterans who are impacted by historical allegations are properly supported.

As a matter of MOD policy, service personnel are entitled to legal guidance at public expense where they face criminal allegations that relate to actions taken during their service, and where they were performing their duties. This principle is at the heart of the MOD’s approach to supporting our people and is enshrined in the relevant defence instruction notices. It is a responsibility that MOD takes extremely seriously, and we keep our policies under review to ensure that they are appropriate and tailored.

Since the early days of Iraq and Afghanistan, the armed forces have learned lessons on better resourcing and professionalising support to those involved in inquiries or investigations arising from operations, and the mechanisms for providing this support have been transformed in recent years. The way in which this is delivered and by whom will depend on the specific circumstances of the case, the point which has been reached in the proceedings and, most importantly, the needs of the individual concerned.

Any individual who is investigated by the service police is entitled to legal representation as well as the support of an assisting officer who can offer advice on the process and procedure and signpost welfare resources. The individual’s commanding officer and chain of command have overall responsibility for the person’s welfare and for ensuring access to the requisite support.

Individuals who are interviewed as suspects under caution will be entitled to free and independent legal advice for this stage of the investigation. Subsequently, legal funding for service personnel and veterans facing criminal allegations can either be provided through the Armed Forces Legal Aid Scheme (AFLAS) or through the chain of command.

Where the chain of command accepts funding responsibility this is means-test exempt and therefore no personal contribution will be required. The Armed Forces Criminal Legal Aid Authority (AFCLAA) will act as a conduit for the provision of publicly funded legal representation on behalf of the chain of command, including all aspects of financial and case management. However, if available evidence suggests the individual was doing something clearly outside the scope of their duty, then it would not be appropriate for that person to receive this chain of command funding.

All other serving personnel and veterans facing criminal proceedings prosecuted through the service justice system, and who are not covered by the chain of command funding, may apply for legal aid through AFCLAA and may be required to make a personal contribution, determined by means testing, if funded through the Armed Forces Legal Aid Scheme. This is in line with the civilian legal aid scheme.

There is an important exemption from the means-testing requirement, which has been waived in criminal cases arising from Iraq or Afghanistan operations heard in the Service Court. Separately, legal advice and support is also available whenever people are required to give evidence at inquests and inquiries and in litigation and this is coordinated by MOD.

We also recognise that for service personnel and veterans who are involved in these processes, legal guidance by itself is not enough. This is why we have developed a comprehensive package of welfare support to ensure we deliver on our commitment to offer ongoing support to veterans.

As part of delivering on this commitment, the Army Operational Legacy Branch (AOLB) was established in 2020 in order to co-ordinate the Army’s support to those involved in legacy cases. Fundamental to this is ensuring that welfare and legal support is provided to all service personnel and veterans involved in operational legacy processes. The AOLB provides a central point of contact and optimises the welfare network already in place through the Arms and Service Directorates and the network of regimental headquarters and regimental associations. Veterans UK are also closely engaged in providing support to veterans and, where required, the Veterans Welfare Service will allocate a welfare manager to support individual veterans. Although the AOLB has been established to provide an Army focus to legacy issues, the support it provides is extended to the other services.

This is provided in addition to the range of welfare and mental health support that is routinely offered to all our people. The potential impact of operations on a service person’s mental health is well recognised and there are policy and procedures in place to help manage and mitigate these impacts as far as possible. The MOD recognises that any operational deployment can result in the development of a medical or psychiatric condition and that service personnel may require help before, during and after deployment. All armed forces personnel are supported by dedicated and comprehensive mental health resources. Defence mental health services are configured to provide community-based mental health care in line with national best practice.

In terms of support for those who have left the forces, veterans are able to access all NHS provided mental health services wherever they live in the country. As health is devolved and services have been developed according to local populations needs, service specification varies. This can mean bespoke veteran pathways or ensuring an awareness of veterans’ needs. All veterans will be seen on clinical need. What is important is that best practice is shared between the home nations and there are several forums in place to provide this.

The Office for Veterans’ Affairs works closely with the MOD and Departments across Government, the devolved Administrations, charities and academia to ensure the needs of veterans are met.
