I have had a dry January, so I have not been in the last-chance saloon once, but it has enabled me to have a clear head and to look carefully at the issues that my hon. Friend the Member for Bromley and Chislehurst (Robert Neill) has raised—and this is not the first time they have been raised. Indeed, silenced on the Front Bench next to me are my right hon. Friends the Members for Bexleyheath and Crayford (Mr Evennett) and for Old Bexley and Sidcup (James Brokenshire). They, and many others who are able to speak, have left me in no doubt of the concerns of their constituents. These are daily concerns, because many people use these trains on a daily basis.

I welcome the opportunity once again to express my concerns about some of the issues raised, to talk a bit about what the Government are doing and to try to offer some bright spots. We have talked a bit about déja vu, and I am happy to keep talking about these matters for as long as it takes to get these services fixed. These are vital services that are delivering people to high-value jobs, and not necessarily just to high-earning jobs, but to lower-income jobs. These jobs are vital in the most dynamic part of the UK economy. It is absolutely right that those people have the transport investment that they need.

I do not defend the current system in any way, but my hon. Friend knows very well that these lines have been neglected for many a long year. It has been a failure of successive Governments to invest. In some cases, the tracks these trains are running over date from the 1930s and have not had proper investment subsequently. It was always going to be a challenge to deal with what is the busiest part of the railway, with 23% of this country’s railway journeys made under the Govia Thameslink Railway and Southeastern franchises, and to keep this huge number of people moving. It was always going to be a challenge to do the required improvements for the Thameslink works and the London Bridge investments without creating disruption. I want to thank passengers who, I know from my many visits to the station, get that and are very forgiving about the need for that investment.

I know my hon. Friend will be pleased to be reassured that I have made sorting this out an absolute priority. The return of services to a high-performing railway on this franchise and indeed on GTR has been my No. 1 priority since May. He may well say, “What have you achieved over all this time?” What I will say is that we have had Network Rail, the operators, Transport Focus and anyone who needs to be there down in the weeds of the problem.

Although I am interested, I do not think customers are interested in whose fault it is. They do not need to know that engineering works overran this morning, or that a tamping machine broke down. All they care about is that 20 of their services from my hon. Friend’s constituency were cancelled. We are not in the business of finger-pointing; we are in the business of working together to solve the problems as these necessary engineering works proceed.

Passenger numbers have more than doubled since privatisation, and, indeed, the number of passengers trying to travel on Southeastern’s trains has increased by 30% since it took over the franchise. As we know, investment has not kept up with that level of demand.

My hon. Friend mentioned crowding and rolling stock, an issue on which we have specifically focused. I am determined to review the business case for running the additional, bigger 12-car trains on the metro service in particular. I give the House an undertaking that there will be a decision on that in the next couple of months. If we decide to go ahead—if the business case is favourable —Southeastern will put additional trains on the tracks late in 2016.

I am grateful for that assurance, but will my hon. Friend also undertake to provide my colleagues and me with a timeframe for that process in due course, along with the precise details of how it is to be achieved? All too often, Southeastern has made promises, but the deadline for delivery has been extended.

I shall be happy to do that, but I want to ensure that Southeastern gets the best possible deal for those trains. They would be provided by a third-party rolling stock company, and I do not want to prejudice the negotiations. As I said, I want the trains with the additional carriages to run on the metro service, because there has been so much overcrowding.

It would not be possible for 12-car trains to run on my line, the Greenwich line, because one of the stations is very short and there is no alternative door-opening facility. Will the Minister commit herself to having a conversation with Southeastern to ensure that it fits the software that will enable the right doors to open at the right station?

I shall be happy to have that conversation. The hon. Lady probably finds it as frustrating as I do that selective door opening works perfectly well in some parts of the country and not in others. There may well be very good operational reasons for the need for a software change. I will certainly look into the matter.

The Minister said that Transport for London might take over some metro services. I understand that, but my constituents are rightly concerned about the fact that we do not have a vote on the mayoralty of London, and therefore have no democratic control over Transport for London. They fear that Transport for London would ignore our area in favour of those who would—how can I put it?—benefit more electorally from the change in service.

If my hon. Friend will bear with me and can spare the time, I will say a couple of words about the genuine consultation that we are running. The change could indeed solve some problems, but I know that constituents outside the London boundary have real concerns.

The intention is to complete the review very quickly and secure a final decision on the business case in the next couple of months, so that, if it makes sense, the extra capacity can be put on the metro services by the end of the year, with an additional slug of capacity to come in 2018. Southeastern has already added 95,000 seats to the network, although it is a bit like the M25: as soon as the seats are provided, people travel, because they feel that they can now get on to the trains. In some instances, we are running to stand still.

Southeastern has also refreshed and improved its trains. I sometimes get on to a train and think, “This looks nice”, and then remember that it is a 40-year-old train that has been repainted. What we want are trains that look good, provide capacity, and have state-of-the-art toilets, and some of that has been achieved on this line.

Let me now deal with the issue of performance. Basically, people can tolerate a great deal if their trains run on time, but I know that my hon. Friend shares my disappointment at the fact that this franchise holder has not met its public performance measure targets at any time over the last year—well, it may have done so on a daily basis, but not on a monthly basis. I can tell my hon. Friend that 60% of that failure is infrastructure-related, about 25% is the fault of Southeastern and involves issues related and unrelated to trains, and the rest is “train operator on train operator” stuff. I do not think customers care about that. My hon. Friend is right to say that we can demand improvements through the franchising programme, we can hold operators to account, we can demand plans and we can issue financial penalties, but what we actually want to do is run a reliable railway. I also make the following commitment to my hon. Friend and the House. Although the quadrant taskforce has been running and there has been an unprecedented level of co-operation between the operator and Network Rail, the industry needs to do more. I will be having that conversation with it in the next few days.

It is crucial, not least for the delivery of the Thameslink service which is so important in increasing the number of journeys through the core of London, that the outer bits of the track work effectively. Not only are the current levels of delays unacceptable, and in some cases inexcusable, but we have to get this working right to get the benefit out of the £6.5 billion the Government are investing in Thameslink. We have to keep demanding that Southeastern and Network Rail work together to keep the disruption to a minimum.

There have been some changes, although that is not always obvious. There have, for example, been small changes such as putting relief drivers at Cannon Street, so if there is a delay drivers are quickly on hand and do not have to move around; continuing to review the timetable to make sure there is resilience should there be a delay; and making sure trains leave the stations and the depot exactly on time—not 10 or 20 seconds late—because in a busy stopping service all that builds up.

I am very sorry to say one of the great causes of delay is trespass and suicide on the line. Someone takes their life every 30 hours on the national rail network. That causes an immense amount of delay and is, of course, often a dreadfully distressing experience for the staff and train drivers, as well as there being the tragedy of the loss. I know that Southeastern and the whole industry are working closely with the Samaritans to try and reduce that.

On compensation, in an ideal world we would not be paying it at all because the trains would be running perfectly on time. I am keen, however, to reform the delay repay scheme. It is already among the most generous in Europe; train users in other countries do not get a lot of money back. However, although in delay repay we have one of the most generous compensation schemes, we want to go further. As the Chancellor said in his autumn statement, we want to take the time at which the clock starts ticking from 30 minutes to 15 minutes, which will start to address some of my hon. Friend’s constituency problems. I expect to make announcements on that shortly. We are gearing up to reform that and I will have further details on it.

I also want to point out to the House the London Bridge improvements. There is light at the end of the tunnel. Part of that station will be open in August of this year, although there will be continued disruption to some Southeastern services. I urge the operators and all Members to make sure everyone is fully aware of those changes. By 2018, when this station opens, it will be a brand-new, state-of-the-art station with much more capacity, able to run many more services through the core of London.

I welcome the Minister’s comments on the compensation scheme. When she discusses, with her right hon. Friend the Secretary of State, funding issues with the Treasury, might she bear in mind that, while London Bridge improvements are critical in the long term, the price of that has been that my constituents and those in the surrounding areas have been deliberately given, in effect, a substandard service for the better part of four-plus years or so? That should be reflected in any future fare increases and in making sure that there is proper generosity in future compensation schemes.

My hon. Friend raises a good point, and it was exactly that conversation which led to the decision to cap fare increases at RPI plus zero for the whole of this Parliament. We effectively now have rail fares going up at the lowest level, certainly relative to wages, in over a decade. We will continue that cap, which is costing the Government about £700 million a year, precisely because we do not think that fares should be going up at a time when we are doing engineering works and causing disruption, not just at London Bridge but right across the country. We have a £38 billion investment programme and we cannot deliver that without some disruption. That cap is worth about £425 to the typical commuter on a season ticket over the course of this Parliament.

My hon. Friend raised the question of customer service levels, and he was right to say that Southeastern was not at the top of the list for overall satisfaction. It is not quite at the bottom, but it is not at the top either. I know that there are many people out there who are genuinely in despair about their journeys. Nothing could be more dispiriting for them than showing up at the station only to find that their train is delayed, or being unable to get home to pick up their children from day care at the regular time. That is incredibly dispiriting, and that is why we need to make these investments. However, 75% of the users of Southeastern say they are satisfied with their journeys. There might be pockets of dissatisfaction, but overall, three out of four users are satisfied. We would clearly like that figure to be higher, of course.

I can tell the House that we included in the franchise agreement some specific improvements to customer services that we wanted the operator to make. My hon. Friend talked about information systems, and they are not always perfect. However, the company has made a considerable investment in better information systems, including through giving its staff real-time devices. Drilling through the numbers, I was interested to note that the score for how well Southeastern deals with delays has gone up by 9 percentage points in the past year. Similarly, the score for the attitude and helpfulness of staff has gone up by 4 percentage points, so it looks as though some of the improvements are starting to bear fruit. The company has also made a £5 million investment in stations, which has included deep cleans at Bromley South, Bromley North and Chislehurst, which I hope my hon. Friend has noticed. I do not have the numbers on station improvements, but I think that passengers are starting to recognise that they are taking place.

I understand the concerns and I know that the industry has to do more, particularly on the infrastructure side, to stop the delays. My hon. Friend is a long-standing campaigner on these matters, and I want to draw his attention to the proposals for London Overground to take control of some of these metro services. This is in response to tireless campaigning on the part of my hon. Friend the Member for Richmond Park (Zac Goldsmith) —for obvious reasons—and the prospectus sets out some thoughtful questions that need to be answered. Clearly, some hon. Members will think that some of the services involved should go into a TfL-type service, although others might wish to raise concerns about that, particularly in relation to democratic accountability. I believe that there is a solution out there. This kind of devolution of service has happened before.

The new partnership is designed to give passengers what they need. We are trying to design the industry around passengers and customers. This proposal could deliver more frequent services and more reliable trains. It would also move the decisions on stations and stopping patterns away from Horseferry Road—much as I have fantastic officials—and closer to the people who actually use the services. This will be similar to the devolution process that we have seen in relation to transport investment in the north, as well as the support for TfL. I urge all Members who have an interest in these devolution proposals to stand up and ensure that their voices and those of their constituents and transport users are heard. The deadline is 18 March.

I would be the first to acknowledge that the system is not delivering for customers at the moment. When we talk to commuters, we find that they have been incredibly tolerant and understanding. They welcome the investment, and they want to see a joined-up industry that can respond to their needs, particularly when there are disruptions and delays. It is my Department’s job to facilitate that, either through the contracting process or, as my hon. Friend rightly says, through conversations with Network Rail, which is indeed an arm’s-length public body. I give the House my full commitment to ensure that this happens.

The aim is to return these vital parts of the railway, which move people around the busiest parts of the network, to high performance by 2018. If the results of these unprecedented levels of investment cannot be seen and felt by passengers, we will need to do better, and I offer the House my full commitment on this. I thank my hon. Friend once again for providing this opportunity to discuss these matters. He asked whether I would agree to meet him to discuss what is happening, and of course my door is always open.

Just days after the hon. Gentleman’s election, he will have seen for himself the impact of the transport disruption caused by this winter’s unprecedented weather conditions. I am sure he will join me in paying tribute to Network Rail’s orange army, who managed to get the west coast main line opened within four days of its being flooded with 8 feet of water. We remain absolutely committed to getting all such lines back up and able to run a full service safely as soon as possible. I am sure he would also like to join me in thanking passengers for their patience during this time.

I share the Minister’s appreciation for the staff and for the patience of passengers, but I think the point is being missed. Because money has been taken away from routine maintenance and flood defences, there has been a massive effect on our local economy. If an assessment has been carried out, surely it should be made public.

I am afraid that I have to disagree with the hon. Gentleman’s facts, although I hate to do so at his first Transport questions. The Government have announced that overall flood spending in the next period will be £1.7 billion higher than it was in the previous period. Within the transport budget, about £900 million is dedicated to things like making sure that the banks and cuttings are safe—those things that are often the first to go when there is heavy flooding. Improving the resilience of the rail network and making sure that it is fit for a 21st-century climate are at the heart of the record level of investment that this Government are putting into the railways.[Official Report, 29 January 2016, Vol. 605, c. 3MC.]

Pursuant to that answer, will the Minister clarify what discussions have taken place with colleagues at the Department for Environment, Food and Rural Affairs and the Department of Energy and Climate Change to prepare rail links for the flood damage that is likely in the weeks and months ahead as a result of climate change?

I am sure that the hon. Lady will be relieved to know that all the Cobra discussions over Christmas on the immediate effects had strong transport representation. I went to Scotland and saw for myself with the SNP Minister for Transport the impact of scouring on the Lamington viaduct. That bridge has been there for over 100 years and has never been so damaged by a weather event. It is a tribute to the engineering work that is being done that the bridge will be secured and back open by 1 March. We treat such links with incredible importance.

Two years ago, the Prime Minister stood on the ruins of the Dawlish sea wall and said:

“If money needs to be spent, it will be spent; if resources are required we will provide them”.

Now, we learn that Network Rail cannot even afford to fund a report on improving the south-west’s rail lines, putting millions of pounds of investment at risk. Yesterday, the Prime Minister could not say where that money would come from. I want to give the rail Minister a chance. Will she honour her right hon. Friend’s commitment and fund that study?

I pay tribute to my hon. Friend the Member for Torbay (Kevin Foster), who raised this question with the Prime Minister. The hon. Lady really needs to sort out her facts. The Government spent £35 million on the Dawlish repair and opened the line in record time. We are spending over £400 million on transport investment in the south-west, unlike her party, which wanted to can two major roads. I am looking carefully—[Interruption.] Perhaps she would like to listen, rather than chunter. I am looking carefully at how we can fund this very small amount of money without in any way inhibiting the overall report that we are looking forward to seeing from this very important organisation in April.

I have regular discussions with Network Rail on a range of issues and this issue has not yet been raised. I am interested to hear more, because I was really proud to open the £280 million line upgrade. It has massively improved freight capacity and, potentially, passenger capacity. As part of the scope, Network Rail reduced track noise and vibration through the use of continuously welded rail.

I am grateful to my hon. Friend for that answer, although I have to say I am astonished that she is unaware of this issue. I have been contacted by very large numbers of constituents who are suffering greatly increased noise and vibration following the upgrade of the line. I met Network Rail, which is adamant that it will neither mitigate those effects nor compensate residents. Will she put pressure on Network Rail and fire a rocket up it, so it actually does something to help?

I am disappointed to hear this. There was a huge amount of consultation on the scheme, including with local schoolchildren to let them know the dangers of high-speed trains running through areas. If my hon. and learned Friend would perhaps set out his concerns in more detail, I will of course raise this at my next meeting.

I am sure that the right hon. Gentleman, as a fellow south-western MP, will be pleased that the Government have committed to investing about £400 million in rail infrastructure in the south-west. This includes re-signalling the main line from Totnes to Penzance; developing a strategic freight network; electrifying the Great Western main line; refurbishing the Cornwall sleeper; £35 million for the necessary repairs at Dawlish; a brand-new station at Newcourt, just outside his constituency; another station planned in his constituency at Marsh Barton; plus 29 new AT300 trains. The Government get the importance of rail investment in the south-west.

Of course, that electrification is into south Wales, not the south-west.

The people of the west country well remember the repeated promises from the Transport Secretary, the Prime Minister and the Chancellor of billions of pounds of investment in rail in the south-west, but the Minister has just failed, once again, to confirm that the Government will commit a paltry half a million pounds for the feasibility study that Devon and Cornwall needs after the Dawlish disaster into improved resilience and rail transport times. Do not the people of the south-west rightly feel completely betrayed by the Government?

Month after month, the right hon. Gentleman comes here and seems to be in complete denial about the fact that his Government did nothing for the people of the south-west and that his party wanted to cancel the vital A358 road scheme that helps people directly in his constituency. I have already set out—but I am happy to discuss it further—that I am considering ways to find the very small amount of money required to do this one technical feasibility study, which is a tiny part of the south-west peninsula taskforce study. We expect that report to come out in April and deliver the strategic uplift the region requires.

To help my hon. Friend, would she be willing to meet me and fellow colleagues in the south-west to ensure that Network Rail and the taskforce have enough funding for the two studies into the electrification of the line through the peninsula and the reduction in journey times?

I am always happy to meet my hon. Friend, but let me gently remind him that Network Rail has already spent almost £3.5 million supporting the analysis of the resilience groups and the vital geological survey of the sea cliffs along the area. This work will be done, the Government will listen and this Government, unlike that lot on the Opposition Benches, will invest in the south-west.

T3. Thousands of hard-working people from Radlett, Elstree and Borehamwood rely, like me, on Thameslink to get into London every day. We are utterly despairing at the ever declining service under the new franchisee. What reassurance can the Minister give us that Govia Thameslink will be held to account for those failures and what hope can he provide for future improvements to the service?

My hon. Friend knows that I think it is inexcusable that some customers on that part of the network are not receiving the service they deserve. Interestingly, the national rail passenger survey this week said that three out of four passengers on the franchise were in fact satisfied with the service they were receiving. There are problems, which are being fixed, such as driver shortages and old trains, but Network Rail has to do better when it comes to fixing faults and communicating with passengers. It is a fact that these lines are very old and successive Governments failed to invest in them. We are all completely committed to getting all parts of the franchise back to high performance by 2018.

I recently had one of the most interesting and informative meetings with the hon. Gentleman, who has been a long-standing campaigner for lorries on freight trains. As he knows, I think the idea is appealing in concept, but it needs to be examined in a lot more detail, and a stronger economic case made. I would welcome his and others’ involvement in putting a more substantive business case before me.

As a result of changes shockingly agreed by the Labour Government of 2006, the rail Minister knows that only three out of 63 trains a day operated by CrossCountry on the so-called inter-city service actually stop at the city of Gloucester. Does she agree that a significant increase in the number of trains stopping at Gloucester is a vital part of any settlement to extend the CrossCountry franchise?

There is a reason why Gloucester has elected my hon. Friend twice now, because unlike the last lot, he stands up for rail links to his constituency. He knows very well and has made the case many times that the rail link is important. The CrossCountry direct award consultation process is currently in operation. I am sure he will continue, along with the council, to make these very good representations.

We are approaching the second anniversary of the private finance initiative to electrify the line from Hull to Selby. Can the Minister update us on that no-brainer, which will benefit both the travelling public and the Government because it is privately financed?

As the hon. Lady knows, this is a ground-breaking way of ensuring that infrastructure is delivered, and of course we want to deliver that particular infrastructure, given Hull’s importance in the next 12 to 18 months. I shall be happy to obtain an update on the exact timing and write to her.

This morning my train to London Bridge got me in on time. Does the Minister agree that, as well as being negative when things do not work, we should adopt a positive attitude to our rail franchises when they get it right, as they do on most days?

The main platform at Mirfield railway station in my constituency is only accessible via very steep steps, which can make it very difficult, and sometimes impossible, for the disabled and the elderly or infirm to access the station. Will the Minister agree to meet me or perhaps visit Mirfield to see how we can facilitate much needed improvements to the station?

It is a pleasure to serve under your chairmanship, Ms Dorries. May I wish you and the rest of the team in Westminster Hall a happy new year?

I congratulate my hon. Friend the Member for Reigate (Crispin Blunt) on securing this important debate. He tempts me to comment on issues that are rather outside my brief, such as the runway decision, and I will resist that temptation. However, I am always happy and, indeed, anxious to discuss the performance on his line, and I am committed to doing that.

My hon. Friend has raised these issues repeatedly with me in correspondence and, most recently, in our meeting on 22 October. He has eloquently made his points about the need for clarity about who does what under the management contracts and about the need to ensure that his constituents get a reliable service.

I genuinely welcome the ongoing campaigning and activity of the Reigate, Redhill and District Rail Users Association, of which my hon. Friend is president. The campaigning and the information and analysis that the group has presented to me is truly excellent. That is exactly the sort of on-the-ground, forensic analysis we need to ensure that we get things right.

My hon. Friend pointed to the fundamental problem: over many decades, successive Governments ducked carrying out the improvement works that were needed at London Bridge station—the fourth busiest station in the country—and on the Brighton main line. It was this Government who finally took the decision to make those necessary investments as part of spending an unprecedented £38 billion on upgrading vital transport infrastructure across the country.

It is difficult—it would be fair to say that it is more difficult than the project team perhaps thought—to carry out such enormous improvement works on a vital functioning railway. There is always the choice whether to blockade the whole service for a time or to keep it running and to manage the timetable so that the improvements can be carried out.

Now that we have gone through the worst of the project—I am the first to admit that it has been very difficult for all the users of London Bridge station and particularly for Brighton main line commuters—the light is quickly emerging at the end of the tunnel. Half the new station will be open this year. There will be new trains, and they will serve the main line that commuters in my hon. Friend’s area connect with. We will start to see a steady improvement in services and the benefits that were the basis for all that investment. About £800 million is being invested in and around London Bridge alone.

As my hon. Friend will know, the Brighton main line, with which his loop connects, is one of the busiest lines in the country. In the last five years, the number of passengers on Thameslink has grown by 40%, while the number on the Southern network has grown by 32%. In a way, therefore, we have had a perfect storm of enormous and long-overdue investments to sort out creaking infrastructure; continued growth in passenger numbers; and a railway system that has, in some cases, struggled to cope.

My hon. Friend was right to allude to the series of completely unacceptable engineering overruns that happened last Christmas. I am sure that he, like me, welcomed the fact that this year, all the planned engineering work done right across the country, including at London Bridge, was completed on time, and that the railway was handed back to passengers. There were then several unacceptable points of disruption in the first week of service. We are investigating those, but Network Rail has, quite rightly, learned how to do these major pieces of infrastructure work and then to hand back the railway on time so that passengers can benefit.

My hon. Friend asked what was in it for his constituents and whether we can confirm that there will be new services. He is right to point out that the timetable has been squeezed to deal with all the pinch points on the network. In 2018—this will, of course, be subject to consultation—Redhill alone will have five extra trains to and from London in the morning and evening peaks. They will be new, state-of-the-art, longer trains, and there will be more capacity. At that point, I think we will be able to say that his constituents are getting the service they deserve. What we all want from that work is once again to make that part of the network a high-performance route, with improved trains, stations and performance.

My hon. Friend asked me repeatedly to talk about compensation. I have considered the issue extremely carefully. Having done some research over the holidays, I want to point out that Britain has one of the most generous compensation systems in the world for rail users. We already have in place compensation payout triggers that we do not see on any other network. The challenge for my hon. Friend’s constituents, whose average journey time is about 43 minutes, is that the compensation triggers come in after 30 minutes, which is not much use on a 43-minute journey. We need compensation that addresses the repeated short-term delays. My hon. Friend will be pleased to know—this is something the Conservative party committed to in its manifesto—that we are looking to introduce compensation payments from a 15-minute delay trigger point. That is something I would like to introduce very quickly, because my hon. Friend is right that we have to improve the compensation. The challenge is that it is really difficult to target a compensation package specifically at passengers using a particular station on what is a very open network. We have repeatedly looked at ways of doing that, but, so far, we have not found a way of targeting the compensation specifically.

My hon. Friend’s point about fares is absolutely right. That is why I am pleased that we were able to commit to an RPI plus 0% deal on fares for the remainder of this Parliament. For too long, commuters in the south and the south-east were seen as easy pickings—as a way to subsidise the overall railway operation, particularly for other franchises in the country that received a subsidy. That is completely wrong. The RPI plus 0% deal that we have put in place means that, on average, regulated and unregulated fares will go up by only 1.1% this year. That is worth about £750 million to commuters across the life of this Parliament. The average season ticket-holder will save £425 over the life of this Parliament and for the first time in a decade wage increases are outstripping rail fare increases—quite properly. We are listening and trying to do all we can to improve the fare structure and the deal for commuters.

My hon. Friend raised the point about extending Oyster zone 6 to Reigate and Redhill. I know that he knows quite how hard we have all worked to get the Gatwick extension proposal up and running. Indeed, that extension was opened yesterday and people can now buy a pay-as-you-go Oyster card at Gatwick and use it on the intermediate stations. He also knows that that is not the same as a zonal extension. It is difficult but possible to put the technology in place and there is a very small reduction in fares if people buy a pay-as-you-go Oyster card, but it is a much more complicated structure to rezone.

My hon. Friend mentioned some stations. I need to double-check. My understanding is that the fare changes, for example at Dartford, were almost de minimis when the zoning happened—very similar fares already applied. Rather than responding on a piecemeal basis to requests for rezoning, which may be very valid, I would like to look at this issue on the round. He will know from our conversations that we are supportive of a proposal to consider further changes regarding who does what between Transport for London and those with franchise contracts let by the Department. We are committed to devolution where it makes sense, and I am hopeful that we will be able to have a consultation and a conversation on that specific issue in the very near future. I also hope that he and those he represents will continue to lend their voices to that conversation. We want to do things right and make something work for the future.

My hon. Friend again raised his concerns about the disparity in fares between Redhill and Reigate services and East Grinstead and Oxted services. Again, his user group made some very clear points when we met. However, he will know that it was dear old British Rail that changed the whole basis upon which fares were calculated. Until 1968, fares were based on mileage, which was something we could all understand. Then they were changed for all sorts of reasons—frankly, the thinking of BR management at that time was about what the market could bear. We have ended up with discrepancies such as the ones he pointed out.

Although Redhill and Oxted are both about 20 miles from London, rail fares are no longer calculated on distance alone. That is why, rather than trying to manage some of these discrepancies, we have focused on the overall cap and capping the fare increases at RPI plus 0% over the duration of this Parliament. Fundamentally, however, if we had a train service that ran on time and did not have delays, the questions about compensation and fair fares would drop off.

Delivering performance on one of the most heavily congested lines when some of the most substantial engineering works in the country are being carried out is a real problem. My hon. Friend will know that performance on that route and indeed specifically on the Brighton main line has been in decline for several years. Passengers on that part of the network have not received the high-quality service that they deserve.

As my hon. Friend knows, that is why, since the election, I have set up and chaired a south-east quadrant taskforce, which for the first time brings together Network Rail, the operators and Transport Focus to thrash through these issues and to understand what is causing the problems—it is fair to say that most of the problems are infrastructure-related, but there are challenges around driver numbers and train reliability. Both those issues are reducing in terms of the level of disruption they are causing. People should remember that, when the franchise was let, the franchise holders inherited a very substantial driver shortage.

On the Southern and Gatwick Express line, I can tell my hon. Friend that, by looking at my charts, I can see that the headcount deficit for drivers will be cleared by May. In other words, there will be enough trained drivers out there driving trains so that the number of trains cancelled because of driver shortages will drop very substantially. The same is true regarding the new train fleet. As the new fleet comes into service up to 2018, the issues caused by fleet reliability will decline.

I have had the frustration of being on a train that was cancelled because it did not have a driver, only to move to another train that could not move because it did not have a conductor, which is an entirely typical experience for the people I represent. My hon. Friend has given that promise about improvements by May. Can she say what there is within the contract to hold Govia Thameslink’s feet to the fire? If it does not deliver, when will it lose the franchise?

I am quoting from the plan, which is baked into both the contract and the remedial plan that was put in place last year, when we were fervently of the view that the performance on the line was unacceptable. That is what the company is now being managed to in terms of driver delivery and the train roll-out. Slightly later—I am conscious of the time—I want to discuss with my hon. Friend what happens with the contracting process.

Fundamentally, we are trying to address the challenges: what is happening with the underlying infrastructure, drivers and train performance? By the way, I hope my hon. Friend and MPs from all parties on the route will attend the meeting with the head of franchising in my Department, the management team and Network Rail next Monday, 18 January, to hear the conversation. I want all that information out in the public domain and I want the commitments to be made very public.

What has happened since we let the contract? Clearly, there has been an unacceptable period of poor performance and we have notified the franchise holder that it was effectively in breach of its contract. The first stage is to come up with a remedial plan that sets out the measures that it will take, which is what I am referring to, particularly on the driver side.

The other question is on Network Rail because, as I have mentioned, most of the delays are related to infrastructure. My hon. Friend will know that Network Rail has been put on notice and has agreed a £4 million package of remedial works for the Brighton main line to address some of the more immediate performance issues.

My hon. Friend has invited me to set out a vision of what good looks like. The answer is that we have that information and we need to ensure that it can be delivered. What we want is a performance target that can be delivered. Subject to all those works, the new trains will roll out, which is what we are all striving for. That is what good looks like and what we are contracting for in 2018. If he comes to the meeting next Monday, we can further discuss what it looks like both for his line and right across this network.

My hon. Friend will see some very specific improvements to his local station in the next couple of years. We have committed to providing a £270 million, 12-car platform at Redhill station, so that we can get longer services on that line, and so that the Great Western Railway can increase its services on the north down lines linking Redhill and Reigate to Reading, accessing all the works that are going on through Crossrail and on to Heathrow. A series of other benefits come at that point.

Fundamentally, however, my hon. Friend invites me to say at what point we would take the franchise back. I would invite him to consider that we would remove the franchise only if we felt that the management team could not deliver. Having spent far more time down in the weeds of railway management than I ever intended to on that particular line, I have to assure him that I think everything is being done to address the performance issues, the driver shortages and the roll-out of new rolling stock. For the next 18 months, there will be a difficult period of performance. It does not need to be as difficult as it has been, and we are doing all we can to ensure that the new timetable delivers the sort of reliable service people want.

My hon. Friend mentioned one thing that I want to go away and investigate. If it is true that no peak evening train has arrived on time since last October, that will give me great cause of concern. I want to go away and look specifically at that particular timetable.

I am very grateful to the Minister and I appreciate her giving away. I will have to present the case to her behalf to my constituents. The reason that I called for the debate in isolation from the wider line performance is about the proposal to zone the line down to Gatwick. Rather than simply a no, can she give me a full costed reason if the answer remains no, which I hope it does not? I need a full explanation to take back to the rail users to say exactly why she has come to that decision. I will be very happy to help her to do that.

What I will tell my hon. Friend’s rail users is that the proposal to rezone and effectively to change the boundary between TfL and the franchising should be quite rightly looked at in the round, so that his constituents and others who are involved—this is an around-London issue—feel that the proposals have been properly worked up. What he can take back to his constituents is that they will shortly be asked for their opinions regarding a London-wide and suburb-wide series of proposals on devolution. I would expect that he and they will make their voices heard.

In conclusion, my hon. Friend is well aware of the constant level of concern that that railway causes. It is the biggest and busiest franchise. We look at performance measures. By the way, what I want to see is performance measures that focus on the people rather than the trains.

I congratulate my hon. Friend the Member for Bury St Edmunds (Jo Churchill) on securing this debate. The fact that so many Members are present in the Chamber shows just how important the debate is. I am particularly pleased to see on the Front Bench—it is not often that we see so many Ministers in an Adjournment debate—my hon. Friend the Member for Ipswich (Ben Gummer) and my right hon. Friend the Member for Witham (Priti Patel) because they, with my hon. Friend the Member for Norwich North (Chloe Smith), were on the taskforce that was created by the Chancellor and that has done so much work to identify and then promote what we need on our railway.

As my right hon. Friend the Member for Saffron Walden (Sir Alan Haselhurst) said, we are of course fighting for a better service for our constituents, but it is not solely a better service for them. East Anglia is an economic engine, and that engine needs to be sustained by improving communications. I am talking about the communications of commuters who commute on the line—whether it is into London to work in the City or into other parts of East Anglia. The benefits will also be felt by the freight service, which all too often has to come down on the main commuter line from Felixstowe to London to then go back up north. We need far greater improvements on the line from Felixstowe to Nuneaton to open up capacity on the lines down to London and up to Norwich.

Tomorrow is, of course, crucial because of the franchise and its implications for the future of our railways. The Minister will probably get bored stupid hearing this—

The Minister is very kind, and she can add to saying “never” by doing what we want. What we want and what we have to have is new rolling stock. Our rolling stock is archaic. It breaks down too frequently. Most of the eastern line from Liverpool Street, Chelmsford, Colchester and Ipswich to Norwich has two tracks—one up, one down—and if a train breaks down, particularly during the morning or early evening rush hours, there is utter chaos, with all the suffering that that entails. We must ensure, within the confines of the franchise wording, that whoever is successful in that bid and gets the franchise from October next year is under no misunderstanding—no ifs, no buts—about the fact that we will have new rolling stock that is fit for purpose for our railway needs.

Before I respond to an incredibly powerful set of speeches, may I crave your indulgence, Madam Deputy Speaker, to put on the record my thanks to the staff of this place, who have done so much for us over the year? In my view, they never get thanked enough and I am truly grateful to them.

We have a star-studded Chamber for this Adjournment debate. Such debates are usually very ill-attended. I think there are more Members here than we had for the previous debate. It is quite terrifying to face this star-studded pack tonight. They represent—if I have not left anyone out—the fine counties of Suffolk, Norfolk, Essex and Cambridgeshire. They have very passionately and powerfully made the case for improvements in our railways.

I pay tribute to my hon. Friend the Member for Bury St Edmunds (Jo Churchill). Like many new Members in the Chamber she has been an assiduous correspondent and lobbyist for improvements in her railways. She has focused specifically on the requirements of her constituents and on what the improvements will bring to the broader area.

I am pleased that I have the time to try to set out what we are attempting to achieve with the franchising process. There is a tension between specifying everything, crowding out any form of innovation in the market and not being able to cope with franchise change and setting out more broadly what we expect bidders to deliver, while letting them come up with the right solutions.

My hon. Friend, like others, very powerfully made her point about the need for new rolling stock. Indeed, she referred to what is currently running as “decrepit and aged”. We have discussed this matter, so she will know that we absolutely expect the rolling stock on the whole franchise to be transformed, because we completely agree with the assertions made about its unsuitability for purpose. But we want the market to go away and find the best solutions for customers, based on what different customers along the routes may need. There is a combination of inter-city, metro and suburban services, and we want the bidders to be creative in what they come up with. I can, however, tell my hon. Friends that the score that we will give to rolling stock in this franchise process is the highest ever. We are no longer in the business, as previous Governments were, of letting franchises purely on the economics. That did a huge disservice to the customers who use the routes. Now, the process asks what the economics look like and, crucially, what the quality looks like for the passengers. Rolling stock provision will have the highest score ever in this franchise.

We will also have very clear customer performance targets in the franchise. I was shocked to find out that we used to let operators set their own. How can we possibly run a contract with an operator if we do not know what we are contracting for? I of course want to contract for measures such as punctuality and reliability, but crucially I want to contract for customers, because these are not empty boxes rolling around the network; they are boxes full of people, often over-full of people, trying to get to their jobs or home to their lives. I reassure right hon. and hon. Members that we are expecting a transformation in the quality of the rolling stock.

Turning briefly to stations, I know that my hon. Friend’s station is a grand old building that features all of 20 car parking spaces. We should expect to see real improvements at that station and at many stations across the network. We have asked bidders to make those improvements. We have asked them to work against a 40-year asset management strategy. We are trying to extend the management of the assets beyond the franchise period to ensure that investment proposals can be properly made for the stations in the franchise. We will look at those proposals in the bids and hold bidders to account against them.

Turning briefly to routes and services, I was delighted that we were able to confirm the absolute requirement for Norwich in 90 and Ipswich in 60. I pay tribute to the group that has been led so ably by my hon. Friend the Member for Norwich North (Chloe Smith); my right hon. Friend the Member for Witham (Priti Patel) and my hon. Friend the Member for Ipswich (Ben Gummer), who have to remain silent as they are on the Front Bench; and my dear friend the former rail Minister, my right hon. Friend the Member for Chelmsford (Sir Simon Burns). That group has become the poster child for how to do it.

I am the most popular Minister and, in a way, the most unpopular Minister, because I am deluged in the Lobbies and at other times by people who want to talk about railways. What I say to them is, “Go and look at what was done in this study”, because, for the first time, it tried to capture that elusive thing that we all know is there: it asked, if we invest a bit of money in transport, what is the broader economic value that it delivers?

You will be amazed to hear, Madam Deputy Speaker, or perhaps you will not, that every major infrastructure project in this country—the extension of the Jubilee line, HS1, the M25—has failed the economic value test that the Government have imposed on it, because such projects are looked at through a very narrow prism that does not factor in the economic value added that good transport investment brings. This group broke that mould and created a model—we are working hard to see how to capture this—that showed what we all instinctively know to be true: that if we invest in transport infrastructure, we grow the local, regional and national economy. That is an incredibly important point.

My hon. Friend the Member for Bury St Edmunds asks why no half-hourly service is specified between Ipswich and Cambridge, via Bury St Edmunds.

I do understand the need for special services on race days, my right hon. Friend will be pleased to hear.

Such a service has been looked at carefully and I looked at it again today. Two things would need to happen to make it work. The first is a series of infrastructure investments, including in the Ely North junction, which several Members have referenced. The disappointing news on that is that the original project cost of about £30 million to £40 million has escalated to more than £130 million in the current analysis. Given that we are in the business of delivering infrastructure against the very tight Hendy review, with a known amount of funding, that is simply not acceptable. The team has been sent away to look at how that work could be delivered more cost-effectively.

Other works such as doubling track, putting in passing loops or improving signalling capability would also need to happen to deliver a robust service. I believe that work will be done on that as part of the analysis going into the next control period, which starts in four years’ time.

Alternatively, a service could be provided that skips stops. One challenge on our network is that we always want stops from everywhere to anywhere, but it is also possible to provide fast and semi-fast services with slightly different stopping patterns. The beauty of having a unified group of people who work intelligently together, is that they can work out what such a measure might look like for the benefit of the region. I do not suggest that there should be a bidding process for whose station will be missed out, but we could consider whether there is a way to serve better an enormous housing development or a new town by using existing infrastructure.

It has become clear that we are good in this country at specifying enormous investments in infrastructure without necessarily thinking more creatively about how we could deliver that solution through better rolling stock or minor track improvements. For example, we might not necessarily need dual tracking, but perhaps there could be some passing places, and I encourage people to work on that.

I am grateful to have another moment to speak in this debate. The Minister has asked for a couple of fast services that will achieve Norwich in 90 and Ipswich in 60. Will she confirm that in a way those are bonuses, because the true version of Norwich in 90 and Ipswich in 60, and the better services that we all look for, will come when we have new trains and improved infrastructure? Those extras are just that—extras—until we can achieve the long-term goal.

My hon. Friend makes a good point, and controlling the franchise levers is the first step in the process. We expect bidders to exceed what we have asked for in the franchise, because we are saying “This is the minimum that we expect”. We will, of course, award the franchise to the bidder that is able to exceed those minimums, including with possible additional services. When the bids come in tomorrow I have no idea what they will contain, but we are confidently expecting those specifications to be exceeded.

As I have said, I am confident that the winning bidder for this franchise will deliver huge, tangible, transformational improvements that are commensurate with the economic weight of the region. We will see route improvements, and we have set out what we expect as a minimum. However, this is not set in stone; this is a starting point. When the franchise starts up next October, there will be every opportunity to change routes, add additional service patterns or new stations—that has happened across the country—improve timetables, and deliver better scheduled services, or even special services such as to Newmarket on race days.

I urge Members to continue to work together, pulling in the excellent provision of help and information from the local enterprise partnership and local businesses, and to help us make the business case for the improvements to infrastructure that the Government will make. We must also work with the operators to encourage them to change their patterns.

We have heard from several hon. Members tonight, and my right hon. Friend the Member for Saffron Walden (Sir Alan Haselhurst), who is an assiduous campaigner on this issue, re-emphasised the absolute importance of new rolling stock in this franchise. Crucially, he also mentioned the linkage of rail services to airports. I am lucky not to have airports in my portfolio, or indeed HS2, but the linkage of rail services to airports is vital. He will be pleased to know that already an early morning service has been introduced from Liverpool Street to Stansted, because it turned out that more than 500 people a night were sleeping at the airport because they could not get there early enough. That has now changed, and a new service is running.

The Minister is setting out her case well. As well as linkage to airports, in such a rural area we also need linkage to public transport and buses.

My hon. Friend makes a good point about integrating the transport system so that it works for people who might take a bus or drive a car, and who need a car parking space before they get on the train. We must assume that transport plays that role.

My right hon. Friend the Member for Chelmsford (Sir Simon Burns) made a wonderful speech and referenced the importance of freight, which is a particular boon and issue on these lines. I am very sympathetic to the issue of freight disrupting passenger traffic. We need more freight paths. Freight is strategically important to productivity and air quality. The more freight we can get off the road and on to trains the better. My Department will be undertaking a strategic freight review. I am very pleased that in the spending review we preserved the majority of funding for freight.

Regardless of who is awarded the franchise, does the Minister agree that unless we address the fundamental issue of corporate governance and accountability, and the underlying problem, which is Network Rail and its mediocre service, we will not see the transformative change she wants? A year ago almost to the day, we had a debate in Westminster Hall about this. I would be interested to hear if she has given the issue any further thought.

I urge the Minister to have a conversation with the Under-Secretary of State for Transport, my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones). Moving freight on to the railway has such an impact. We were talking only earlier this week about freight travelling down the A14. Freight trains can take up to 35 containers. If we could get that freight, at a whoosh, off the A14, it would have a really big impact on the roads.

My hon. Friend is right. [Interruption.] Indeed, my right hon. Friend the Member for Witham (Priti Patel) says, “Off the A12 too”. My hon. Friend will be interested to know that one fully loaded freight train can take up to 72 HGVs off the road. That is astonishing. That is why we make money available through the modal shift grant and for the strategic freight network.

I really cannot pay tribute enough to my hon. Friend the Member for Norwich North (Chloe Smith). She has been a live wire of co-ordination and energy as the person to whom others must come and talk. I do not feel I am in a position to deliver rocket-powered trains just yet, but I would certainly like to try. Maybe there will be a train called Major Tim very soon, which would satisfy her.

My hon. Friend the Member for South Suffolk (James Cartlidge) raised the very worrying issue of leafgate. There is an important point here. I would be happy to confirm I will ask Mr Curley to meet representatives of his constituents and others. The question for me is this: what is the productivity loss to the British economy from accepting the fact that every year for a few weeks we are all late for work by 10, 15 or 20 minutes? I want to start looking at investments in our rail network through the prism of passengers and of productivity, because the two things are linked. We are making people late consistently, year after year after year, because of leaves on the line. Other places do not shut the lines, he will be pleased to hear, but they do slow down trains and run them slowly. People are cautious. I used to refute leaf stickiness as nonsense, but it is a problem. And it is not just us who face this: the Netherlands have a problem and Germany has a problem. Let us have a pan-European get-rid-of-leaves-on-the-line prize. The productivity improvement it could deliver for the British economy would be huge. I am determined that the productivity improvements rail can deliver are factored into the investment decision.

It is concerning that the cost of improvements to the Ely North junction have gone up. If the improvements come in early in control period 6 —we very much hope they will—it might still be possible to have them finished in the franchise period, which we all want, so we ask her not to rule that out.

I rule nothing out on that point. I am very keen that what is funded and delivered will be delivered by Network Rail in this period.

I pay tribute to my hon. Friend the Member for Colchester (Will Quince), who has already, in the first few months of this Parliament, been such an incredible campaigner for his constituency. He raises the very important point that we are not in the business of peddling jam tomorrow. That is why we have to deliver what is in the Hendy review, and that is why we have to make this franchise absolutely deliver for all passengers.

I want to make a couple of final points. First, we are in an unprecedented place for rail. We are investing more in our rail network than at any time since Victorian times. We will spend £38 billion on our railways over this period, and I am bound and determined that that money is spent for passengers who can see and feel the benefit. I urge this group, who are working so well together, to bring their collective intelligence and the network effect that one of my hon. Friends talked about to help us make the business case for these improvements. The benefits are much, much broader than the narrow rail prism that we often use.

It is a pleasure to serve under your chairmanship, Mrs Moon. I congratulate my hon. Friend the Member for South Dorset (Richard Drax) on securing this debate on the important issue of rail services between Weymouth to Waterloo. As he mentioned, we had a very fulfilling and useful working session earlier this afternoon, which was attended by some of our other hon. Friends in the Chamber. It is telling that so many right hon. and hon. Members are here today, including my hon. Friend the Member for Woking (Jonathan Lord), who represents an important constituency on this line. In all such debates, we hear a lot of joined-up support from MPs representing people living in towns, villages and cities right the way along the relevant routes, and I shall go on to address why that is so important.

Friend the Member for South Dorset (Richard Drax) on securing this debate and everything that he said, but will the Minister indulge me and reiterate that she supports the large improvements that will be required over the years to come at my station in Woking, which is on the line?

Indeed; I would be happy to support that. I was going to come on to say that the Weymouth and Waterloo termini are at either end of the south west main line. That line has the third-rail system, which is rather old electrified technology, and we know that that is one reason why its trains run more slowly than on lines with overhead technology. My hon. Friend raises an important point. Ultimately, the aspiration is to bring all electrified track up to the state-of-the-art level, which would include the investments that he references.

As we heard, journey times on the line are anywhere from two hours 40 minutes to three hours. My hon. Friend the Member for South Dorset came to see me well before the general election to discuss the idea of upgrading the electrical supply along the line to provide a power boost. Some work has been done and, as he rightly said, it is difficult to see the cost-effectiveness—the business case—of those specific investments. As he is a person who does not give up easily, he therefore turned to option 2, which is the idea of connecting that line with the one running through Yeovil, thereby allowing a diversionary route that, of course, would benefit stations in Yeovil and Salisbury, which are represented by hon. Friends in the Chamber. That proposal is interesting, and we had an excellent session this afternoon to run through what would actually need to be done to deliver the journey time improvements that we want. We want to deliver the increased frequency and decreased journey times that would deliver the economic benefits about which we have heard a great deal.

As we know, this is a vital franchise area for the country. Waterloo is the busiest station in the UK. This franchise carries millions of people every year, which was why we announced this year that we would have a franchise competition with a view to getting a new operator in place for 2017. This is a fortuitous time to be discussing infrastructure, because the franchising opportunity gives us a chance to look at what we really want to achieve for the whole of the south-west network. There are proposals to introduce faster trains, and perhaps diesel or bimodal trains, which might be something that bidders come back with to deliver improvements to journey times overall.

There is also the question of how to get investment for infrastructure. My hon. Friend spoke about this, and I am always amazed by how expensive it is to do things on the railway. However, we are talking about a small set of projects—this is not something of the scale of the Great Western electrification. We have clearly signalled our desire not to route all railway investment through Network Rail, but to use the train operating companies as the commissioners, as well as the operators running on the network. We have an example of that, because FirstGroup is already taking the lead role in the Selby to Hull electrification project.

While we are going through the franchise process, there is an opportunity to engage with the bidders and determine their appetite is to deliver improvements. Of course, the question is: what is the cost to them? My hon. Friend is right that one cannot set out the business case without knowing the cost. In all honesty, I do not want to burden Network Rail with any more projects at the moment, given its enormous challenge of delivering the projects that we have already set out, but I will discuss with my officials a way of trying to get a better analysis of at least what the range of costs might be for these improvements. We can then start to build a case that takes account of those costs and examines the benefits that improvements to journey times and greater connectivity could deliver.

What was so refreshing in today’s meeting—I pay tribute to my hon. Friend, as well as others who attended—was that we had the local enterprise partnerships and local councils present, as well as MPs assiduously representing their constituents. All were thinking about how this network might look for the region, and that is the way to crack the investment conundrum. I have become aware that it is often surprisingly difficult to generate a business case for transport investment. The Jubilee Line extension, High Speed 1 and the M25 were all things whose benefits people in my position many years ago had to struggle to get recognised.

If we start to bring in the broader benefits, such as the housing that these transport improvements could underpin, the businesses that would move to the area and the local growth that could be unlocked, we could really start to capture the value that transport investment can bring. The right way to do that is to engage from the bottom up with the local enterprise partnerships and the council, which can then pull through investment for the benefit of their towns, cities and region.

I therefore urge my hon. Friends, working with their LEP and local council colleagues, to get this issue into the consultation for the franchise, which will run until 9 February. I know that my hon. Friend the Member for South Dorset is not going to come up with a wish list. Any proposal will be targeted, but we could look at that as something that could be put into the franchise competition for the bidders. Then, by the way, we would be starting to get some competition around the bidding process, which could only be to the good.

In the longer term, as I said, there is an aspiration to improve the electrification right along the line, but we need to be in the business of the delivery of infrastructure. For too long, many Governments have been in a “jam tomorrow” place. Now, we have a fully funded list of improvements and projects that Network Rail will deliver over the next four years, after which we can start to bring together the investment horizon for the future.

What is so refreshing about this debate and the amount of work that went into preparing all the documents that my hon. Friend brought to our meeting is that we are not only spending a record amount on the railways—it is the biggest investment programme since Victorian times—but spending it in the way that most benefits local communities. The investment is being not pushed out by the Department for Transport, but pulled out by those in the regions, because without good transport investment, it is not possible to grow a local, regional or national economy.

I commend hon. Members for attending the debate and speaking so passionately for their railways, and I commend my hon. Friend the Member for South Dorset for all his work. I undertake to consider whether we can come up with a way of getting the numerical range to which I referred so that we can at least start to have a more detailed conversation as the franchise period progresses.

I am pleased to inform the House that today we notified the first transport companies who have been successful in their pre-qualification questionnaire (PQQ) passport application. The PQQ passport is a new approach to the Department’s rigorous prequalification process in rail franchising and represents genuine innovation in procurement practice in Government for the passenger and taxpayer.

The following 11 companies will be able to submit their expression of interest for all future franchise competitions—within the lifetime of the passport—as from today, 15 December 2015.

The quality of the submissions evidenced that we had explicitly sought high standards, integrity and professionalism from the national and international market. During the assessment stages we scrutinised and scored technical ability, strict safety standards and exemplary management practices. Our approach has resulted in a diverse and competitive market bidders from the UK and overseas who now hold the passport.

This brings a number of clear and positive outcomes: the passport is valid for a period of up to four years and in that time, applicants will be able to express their interest in all future franchise competitions without the need to submit the same information each time. This supports the Department’s effort to drive innovative customer-focused thinking and delivery from operators. Putting the passenger first is at the heart of all our franchise tenders and I believe this passport will keep the market fresh and dynamic.

The Department is focused on delivering better value for taxpayers and this announcement supports that. We can now focus our efforts on managing and negotiating the life-cycle of future franchises, build the necessary long-term industry relationships and continue to encourage parties from the UK and overseas to participate in our marketplace. This announcement is a hugely positive step and I am looking forward to seeing great results from a healthy, competitive open market.

Since 2010, 50 miles of track have been electrified, including the full route between Liverpool and Manchester. Last month, Sir Peter Hendy, chairman of Network Rail, at my Department’s request published his proposals for delivering the multibillion-pound rail enhancement programmes, reconfirming this Government’s commitment to electrifying over 850 miles of track—the biggest modernisation of Britain’s railways since Victorian times.

In my opinion, the Government’s handling of their electrification programme has been nothing short of shambolic. The pausing, then the unpausing, of the TransPennine and midland main line electrification painted a picture of a Department in disarray. What is the added cost to the programme because of the Government’s U-turn, of which there was no mention in the Hendy review?

This Government are committed to electrification, unlike the previous Labour Government that electrified less than 10 miles of track in 13 years, when the economy was booming. I gently remind the hon. Lady that this is a Government of delivery. We want to make sure that the promises we set out can be delivered. That is why it was right to look at the programmes to make sure that they could be delivered, and they will be delivered. Yesterday I was very pleased to announce one of the biggest upgrades in the modernisation of rail travel for her constituents that this country has ever seen. We are scrapping the Pacers. We are introducing new trains. We are transforming the rail network in the north—something else that her Government completely neglected to do.

My hon. Friend raises an important point. I can confirm that the midland main line will be electrified to Bedford and to Kettering and Corby by 2019, and to Sheffield by 2023. We will electrify to Cardiff by 2019. We will complete, we think, Liverpool to Newcastle by 2022. That means that there can then be a cascade of rolling stock right across the country. However, it is not enough for the people of the north to wait for cascaded trains—they deserve brand-new trains to replace the Pacers that have been chugging round that network for 40 years. [Interruption.] The hon. Member for Nottingham South (Lilian Greenwood) chirrups away. Her Government had a chance to replace the Pacers in 2003 and 2004, and they did not. The rail passengers of the north deserve better. We get it; Labour does not.

Sir Peter Hendy’s report followed the breakdown and cancellation of previous promises. Will the Minister guarantee that these new proposals will be implemented on time and with the cost as set out, with the right rolling stock in the correct place at the correct time?

I know that the hon. Lady shares the absolute aspiration that what is promised is delivered. It was right for Network Rail to take a long, hard look at itself, because it had been in the business of peddling promises that went out of control in terms of funding and over time in terms of delivery. [Interruption.] I might remind the hon. Member for Stalybridge and Hyde (Jonathan Reynolds) that a few years ago his party wanted to make Network Rail the “guiding mind” of the whole railway. We do not hear much about that policy these days. It is absolutely right that we have changed the management structure at Network Rail. We have put in Sir Peter Hendy, who is an exceptionally experienced railwayman, and we have asked the organisation to think very hard about delivery. Crucially, only last week in the spending review, we were able to reconfirm the Government’s funding commitment, which means that the money is there for this transformational project.

As my hon. Friend is aware, the largest investment in the railway since the Victorians on the Great Western main line will have a huge impact on the Bath and west of England economy. What progress is she making on the four miles of track that will link the electrified Great Western main line with Heathrow?

Again, this is part of the overall proposals. As my hon. Friend knows, the western rail link is absolutely vital. It has been set out, and work is going on to make sure exactly how it is delivered. We understand how important it is. My hon. Friend represents a fine city. He and I went through Box tunnel together on a little people mover—[Interruption] That sounds worse than it is—with others to see at first hand the transformational effect that electrification work is having on his city.

The unpausing of the rail electrification programme is welcome, but the news that completion will be delayed and the costs much higher has understandably caused dismay. The cost of the electrification programme is now set to be at least £2.5 billion more than planned. As a result, Network Rail’s borrowing limit has had to be increased by £700 million, with the rest of the money being found from the sale of its assets. What assurances can the Government give that these asset sales will be sufficient; and given that the costs have already risen by 70%, what happens if they rise further still?

The hon. Gentleman raises the delivery risk inherent in all these things. This is the biggest transformation project for more than 100 years, and he is absolutely right that it has to be funded with both Government money and third party asset sales. A huge amount of due diligence has gone into that work, which is ongoing, but we now have a plan and are confident that £38 billion will be committed and that 850 miles of track will be electrified.

I welcome the news that the electrification of the Chase line is on track for completion in 2017, but, unfortunately, that is little comfort for commuters experiencing serious overcrowding at peak times. Will my hon. Friend join me in calling on all relevant organisations, including London Midland and Amazon, to work together to find a prompt solution to this overcrowding?

As a keen cyclist myself, I am delighted that the Government continue to encourage more cycling and walking across England. We did good work under the last Conservative Government: spending per head rose from £2 in 2010 to £6 now and more than £10 in the cycling ambition cities. On the long-term vision, we have made it clear that we want to make the UK a cycling nation. One step will be to publish a cycling and walking investment strategy next summer. The recent spending review committed more than £300 million to support cycling.

The comprehensive spending review contained little new money: just £1.49 per head over the Parliament. My predecessors in the all-party cycling group recommended £10 per head per year, which the Prime Minister agreed with. How can we deliver an effective cycling and walking strategy with only £1.49 per head?

I commend the hon. Lady and my hon. Friend the Member for Cheltenham (Alex Chalk) for their co-chairmanship of the all-party group. She is right to focus on the need to invest, but in our view, and hers I think, the investment should be targeted, which is why the cycling ambition cities get more than £10 per head. Her analysis does not include our commitment that every mile of new road built by Highways England must be cycle-proof or the additional money for local growth funds so that cities and towns that want to encourage cycling have the freedom to do so.

It is now clear that cycling took a big hit in the spending review and that there will be little left for the cycling and walking investment strategy when it finally appears. The Minister has had the air let out of her tyres. Will she confirm that the figure of £1.49 is the real figure for cycling outside London and that spending on cycling has effectively been halved?

The hon. Gentleman represents a cycling city that I am proud to visit, but I have yet to see him on his bike pedalling past our front door when I am up there—but I am sure I will soon. I completely refute his assertion, however: we have made incredible progress on cycling. He need only drive in to see the chaos created by the Mayor’s east-west cycle highway being delivered in the city with the highest level of cycle spending historically. That is the cycling ambition target now being reached in eight other cities. I want to reconfirm that we have ensured that every mile of new road built will be cycle-proof, which is something Labour neglected to do.

We are making good progress on implementing smart ticketing across transport modes and across England. On railways, some train operators are already using smartcard and barcode technology; all our major cities have smart ticketing schemes; and we have committed £150 million to support the vision of “Oyster for the north”.

I thank the Minister for that answer. Devolution to Greater Manchester includes plans to introduce a multimodal smart ticketing scheme. Will she assure me that from the outset travel data will be collected and interpreted so that further improvements can be made to Greater Manchester’s public transport system?

I agree with him about the importance of data and I will certainly make my views known to Transport for Greater Manchester, which is responsible for introducing these schemes.

The Minister will know that I have raised the issue of automatic refunds before and campaigned for their introduction in Kent, so that my constituents can benefit from refunds when their trains are delayed by a few minutes instead of the current 30 minutes. When will this scheme be introduced nationally?

First, I commend my hon. Friend for consistently promoting the interests of his travelling constituents. He may be aware that from next February, c2c, which runs trains throughout his neighbouring county in south Essex, is introducing an automatic compensation system, which will provide compensation after two minutes of delay for those customers who are registered and signed up to its system. That is exactly the sort of scheme I want to see nationally, so we will closely monitor the roll-out of this programme to see whether it can be rolled out across other franchises.

Flexible ticketing was announced in 2013 and was wildly popular in the south-east when it was trialled in 2014, but there are rumours that it is being kicked into the long grass. Will the Minister scotch those rumours for long-suffering commuters in the south-east by announcing the date for its roll-out?

The hon. Gentleman is right to point out that the south-east flexible ticketing scheme, to which the Government have committed £80 million, is being implemented. We are currently looking at the best way to roll that out across the train operating companies. It has already gone live on Southern, Govia Thameslink Railway and indeed on c2c, and we are talking to Southeastern about the right date to introduce it. I would be happy to meet him to work on this together.

The Government are investing heavily in service improvements in this region through the multibillion pound Thameslink programme, in which new trains, service and station improvements will finally start to be delivered next year. However, I am the first to recognise that the current performance, especially on the Brighton main line, has been well below expectations. That is why I continue to chair the Southeastern quadrant taskforce, which focuses on driving up performance on these vital routes. I wish to invite my hon. Friend and all other interested hon. Members to a new year taskforce meeting in which we will discuss performance improvements specifically for those routes.

I thank the Minister for her reply and her hard work in dealing with this issue. Given that Southern rail is about to roll out a new timetable on the Brighton main line and that its performance has been so poor, will she provide all Sussex MPs with a monthly performance report so that we can personally put pressure on Southern rail to deliver?

I am told that all that information is on the Govia Thameslink Railway website, but I confess that I find it quite difficult to find and quite hard to interpret. I will ensure that the information, which is already provided by the operator to my Department and published, is made available to members of the public and their MPs in the most obvious and transparent form, so that we can all see the performance improvement that we want.

A bit like many Members of Parliament, when I am here in London and the south-east, I use Southern rail, and I will be very pleased if it is to be improved. None of us begrudges that investment, but we do put it into perspective, which is that we are not getting enough infrastructure investment in the north, linking the big towns and cities. It must be north first and south second.

Gentleman is a good friend, and I would hate to suggest that he was snoozing yesterday rather than watching the news, because we announced a transformational package for railways in the north. Let me tell him what is happening in Huddersfield: new TransPennine trains; new services between major cities; three new stations; 500 new carriages across the network; an end to those hated Pacers forever; and on-board improvements for passengers. He might shake his head, but it will happen. He can say bye-bye to the Pacers from 2019. This Government are absolutely determined that the northern powerhouse comes to life based on transport investment, and I am so proud that we are the Government who are delivering.

It is impressive stuff, Mr Speaker. My hon. Friend will know that the open access competition to which he refers is a matter for the regulator, but it has been quite clear that his constant campaigning is paying off. He is getting £88 million of funding for the dualling of the A160 near Immingham and resignalling for the north-east Lincolnshire region, plus the massive franchise benefits that we announced yesterday, including improvements at Cleethorpes station.

My constituents leaving for their holidays from Stansted airport would like to be kind to the environment and give the A14 and the M11 a miss, and use CrossCountry trains, but they often cannot do so because the trains run too late for their flights from Stansted airport. Will the rail Minister have a word with the rail regulator to restate the importance of rail and airport connectivity?

T6. Will my hon. Friend provide an update on the availability of funding from the new stations fund? The town of Wellington in my constituency would make an excellent candidate for a new station. I am happy to confirm that the Government mad £20 million of further money available for the new station fund in the summer Budget. It is up to local authorities and local businesses to bring forward proposals for new stations. We want them to be rooted in the benefits that they deliver to the local community. I would be delighted to review with my hon. Friend a proposal for Wellington station and look forward to working with her. We would like to get new stations built.

One of the consequences of the catastrophic floods in Cumbria has been the near-disappearance of the A591 between Grasmere and Keswick, which in effect cuts the Lake district in two. Will the Government consider applying for EU solidarity funding to make sure that we reopen or replace that road imminently so that the Lake district, which continues to be the most marvellous place to spend Christmas and new year, can be reconnected?

Absolutely. As my hon. Friend and others will know, it is very difficult to do that upgrade work without disruption, and I thank people for their patience, but if anyone doubts that this Government are serious about transport investment in the north and the electrification programme, they just need to go and see what happens on Monday morning when those trains start running through the tunnel again.

As the Secretary of State will be aware, on 29 November 2013 a police helicopter plunged through the roof of the Clutha bar in my constituency. The air accidents investigation branch published its report on 23 October this year and made a number of recommendations, including installing black box recorders in helicopters. Will the rail Minister repeat the figures she gave to the Parliamentary Advisory Council for Transport Safety annual conference this week about the appalling number of suicides on our rail system and the disruption and dreadful impact that has on the victims and on the travelling public?

What I told the conference organised by the hon. Gentleman, whom I commend for his decades of work in this area, was that every 30 hours somebody takes their life on the rail network. That is a tragedy both for the families of the victims and for the drivers and staff, for whom it is a deeply distressing experience, and it also affects those whose travel is disrupted. I commend the work the hon. Gentleman’s group is doing and the work that Network Rail is doing with the Samaritans. We want to see those numbers coming down.

Today I have announced the successful conclusion of negotiations for a new directly awarded franchise agreement with London Midland. This deal will see London Midland continue to run passenger rail services on the West Midlands franchise until October 2017 covering services between London, the West Midlands and the North West of England. The direct award ensures continuity of passenger services and paves the way for the start of the formal franchise that will commence in autumn 2017. This franchise competition will be launched later this month.

During the course of this direct award, West Midlands passengers will benefit from a £13 million package of improvements; which builds on the massive £750 million refurbishment of Birmingham New Street station and the investment of a £60 million fleet of brand new trains, which has already been delivered.

First, the new direct award will put the passenger first and provide new and extended services across the route, resulting in around 6,600 additional seats from Euston to Crewe, into Birmingham on a Sunday and the Abbey line every week. These services include two extra evening services every weekday from London Euston to the Trent Valley providing 2,300 extra seats each week; earlier services to Birmingham on Sunday mornings from a number of towns including Rugby and Lichfield, with new Sunday services from Dorridge, Whitlocks End and Longbridge providing more than 900 extra seats, and an extra return evening service on the Abbey line between Watford Junction and St Albans Abbey which will provide an extra 3,400 seats every week.

Secondly, passengers will benefit from new ticket machines, an upgrade of existing ticket machines with “click and collect” capability and contactless payment options. Also, passengers on all long distance services between London Euston, Birmingham, Crewe and Liverpool will be able to enjoy free wi-fi. When the next full franchise starts in 2017, it is our commitment to roll-out free wi-fi on all London Midland services.

Thirdly, new passenger satisfaction, punctuality and cleanliness targets will be introduced on the franchise. These commitments will be supported through greater staff presence. In the contract, London Midland will recruit additional drivers, conductors, revenue protection staff and employ more apprentices in different departments across the business. London Midland will be contracted to achieve a 2% improvement in overall customer satisfaction before the end of the direct award franchise.

As well as the benefits delivered through the direct award franchise, the Government are also continuing to invest in rail infrastructure in the franchise area, improve rail services in the West Midlands including projects to electrify the line at Bromsgrove and between Walsall and Rugeley, as well building a new station at Kenilworth.

Reaching this agreement with London Midland builds on the success of my Department’s ongoing rail franchising programme; working in partnership with the rail industry to deliver better services for passengers as well as value for money for the taxpayer.

It is a pleasure to serve under your chairmanship, Ms Dorries. May I say for the record that, like my right hon. Friends the Members for Chelmsford (Sir Simon Burns) and for Saffron Walden (Sir Alan Haselhurst), you assiduously campaign on the railway service for your constituents?

It is incredibly important that we continue to talk about the issues on the line, as my right hon. Friend the Member for Chelmsford does. We discussed the challenges on the line on 28 January, and my right hon. Friend the Member for Saffron Walden also attended that debate. Since then, there has been a series of steps forward to improve services for the 8,000 commuting constituents of my right hon. Friend the Member for Chelmsford and for others from further afield. However, there have also been some real challenges. I will set out some of the things that are happening and offer some words of reassurance about what we will be looking for in the new franchise, which will start in October next year.

A series of performance improvement plans have been put forward by Abellio Greater Anglia in conjunction with its work with Network Rail, which have been approved by my Department. They were first given one in April 2014, to which it responded. Indeed, the performance, measured by the public performance measures, started to improve. However, it then dipped because, as my right hon. Friend pointed out, there were ongoing issues relating to signalling on the lines, and there was unfortunately a series of fatalities on the line.

Some services on those lines, such as those running into Enfield, were then devolved to Transport for London. In fact, those were the higher performing services, in terms of punctuality, so a new baseline had to be set for what good looks like for the remaining services. The Department is still having that conversation, so at the moment there is no firmly agreed baseline for the PPMs, although it is worth noting that the numbers on punctuality started to tick up in the summer before taking an unfortunate dive in the past couple of months. The reasons for that are severalfold, but they fall into two main groups. First, there was a series of fleet issues, partly relating to the old rolling stock. Secondly, there was a series of infrastructure problems, particularly relating to the classic adhesion problem of leaves on the line. Research I have seen shows that the preparation of the lines and the scraping-off of the leaves is not what it could be and is not done as assiduously by Network Rail as it is in other parts of the country. That is definitely something to work on.

As my right hon. Friend the Member for Saffron Walden said, capacity on the line is so stretched that a minute of delay exacerbates a series of problems for many commuters. Sadly, the ongoing station improvements at Chelmsford, which we all welcome, are a long way behind schedule as a result of a contractual dispute between the original contractor and the train operating company that has to retender. The train operating company is working hard to fix that problem. My right hon. Friend the member for Chelmsford said that there were some serious engineering overruns. Although there have been only four main ones over the past 12 months, their impact has been substantial. As he rightly pointed out, the most recent caused a shut-down of services at 11 am.

There has been a root-and-branch transformation of Network Rail’s approach to engineering works, particularly after the problems we saw last Christmas. Whether the works are major or minor, there is now a zero-tolerance approach to overrunning. The route operating directors are far more involved in decision making. I am disappointed that that is not coming through in these cases. I am particularly disappointed to hear about the late-running freight train, because it is policy that freight is always sequenced behind passenger trains, particularly during commuting hours, so I am disappointed to hear that that has not happened.

There are infrastructure problems on the line, but my right hon. Friend and other colleagues will welcome the fact that, since we last spoke in January, £170 million has been invested in railway lines from London to Norwich on a series of upgrades, and there has been a £20 million investment at the start of this short direct-award franchise, which includes the refresh of the existing rolling stock and some improvements on the class 317s and 321s.

I want to say a couple of words about disruption before I turn to the challenge of rolling stock and what is specified in the franchise. We are at a critical point for the railways. We are investing an unprecedented amount in railway and, indeed, road infrastructure over the next five years and that investment has to deliver on the ground. It is no good saying, “We have 2,000 engineering projects and, oops, three of them went bad.” That is unacceptable when thousands of people face disruption. I am pleased to tell my right hon. Friends here today that there has been an enormous review of engineering plans, a lot of contingency planning, and an evaluation of what happens in stations. I personally met the gold commanders at the various stations to assure myself to the best of my ability that the works will happen. The train operating companies have been present in all those review meetings.

It is fair to say that we are waiting for the new franchise to unlock the journey time improvements that we know are so crucial to the “Norwich in 90” campaign. I congratulate my right hon. Friends present, including my right hon. Friend the Member for Witham (Priti Patel), who has just joined us, because the aspiration would not be so advanced without Members’ assiduous campaigning. I hold it up as the poster child for what people need to do if they are trying to make improvements through rail spending in a region. However, until the franchise is in place and we get firm performance measurements, we will not see the level of improvement that we all expect, particularly for those constituents paying £3,728 a year.

We are in the process of letting the invitation to tender. I pay tribute to Members present for highlighting the importance of new rolling stock, but I want to say gently that the days of the Department absolutely specifying exactly what train operating companies should buy and do are over, which is a good thing. The commercial sector is involved in the industry so that it can bring its best innovation to bear, but the specifications that we have put in the franchise cannot be delivered without new rolling stock on many routes or substantial improvement to the newer existing rolling stock. I think we will all be pleased with what comes back in the bids. In this invitation to tender, the emphasis on rolling stock quality is greater than it has ever been. Its importance is firmly recognised

However, I do not want Members to feel that everyone is sitting around doing nothing and waiting for the franchise to happen. I have just been reading the correspondence that my right hon. Friend the Member for Chelmsford has had with the current managing director of the franchise holder, Abellio Greater Anglia, in which he says that it has

“engaged an external company to assist us in a major transformational change for our Engineering Team.”

The company is really trying to nail down the planning-led approach to engineering. The letter continues:

“The stated objective is to increase productivity by 30%, which will lead to greater reliability and availability”.

The franchise holder is therefore working hard to improve operations with the existing fleet.

I want to touch on suicide, about which my right hon. Friend the Member for Chelmsford has spoken movingly before. While the instances of suicide on the line have actually fallen on a year-on-year basis, it is still an absolutely tragedy when it happens and it can create enormous disruption for passengers. AGA is addressing shortfalls in measures to prevent suicides and is working on all sorts of services, particularly from organisations such as Samaritans, with which AGA is working closely, but it is an ongoing battle. New technology, such as intelligent CCTV that can identify people who exhibit behaviour known to result in a possible attempt on their life, is being trialled in the new control room in Romford, but it will take time to roll the programmes out across the network.

I will finish with a couple of quick points about fares and the future approach to the railways. I was pleased to hear my right hon. Friend talk about the fact that fares have been held down by an RPI-plus-zero accelerator this year and for the duration of this Parliament. It will be the first time in 10 years that fares will rise more slowly than wages, which is a good deal that is worth some £700 million over the Parliament to rail users. For that money, however, commuters from our constituencies expect to get a reliable service. With all the investment, it is imperative that franchise holders deliver their services, which is why the franchising process has been improved and is securely focused on passenger benefits, and that, ultimately, Network Rail delivers on its responsibilities in a way that does not create disruption through late-running engineering works.

Does the Minister agree that the rail service operator tends to get the blame for problems such as overrunning engineering work, faulty track or signal failure because it is at the sharp end, although it is in fact not responsible? Network Rail and its maintenance department are responsible. We do not want both organisations at each other’s throats, but it seems a little rotten for the rail operators to get the blame every time.

As a former Rail Minister, my right hon. Friend understands this better than almost anyone. He is absolutely right to say that various players are involved in problems that occur, but our constituents do not care. They just want to pay their fare, feel that they are getting a reasonable quality journey and get to work and then home to their families on time. One-off disruptions are clearly a problem, but the really insidious problem is the daily disruption on the parts of the network where we are undertaking massive improvement plans which leads to people being unable to say when they are going to pick up the kids from day care or when they will be in for a meeting in the morning. We are focused on such issues and we are addressing them. Most fundamentally, whether it is Network Rail or the operator or my Department, it is about putting the customer front and centre of railway decisions.

I will share briefly my theory of railway management. The railways have historically been run by gentlemen—only 17% of the workforce across the whole network is female—who probably had trainsets on their bedroom floors as little boys, but the problems with trainsets are twofold. First, all the trees are evergreen—bits of broccoli will do—and do not shed their leaves, so leaf adhesion is never a problem. Secondly, there are no teeny-tiny passengers to stuff into the train as it whizzes around the floor. I have been told by a departed senior person in the railway industry that were it not for passengers, the timetabling would be perfect. I assure all Members here that that my Department and I utterly reject that view. We will do all that we can, working with Network Rail and the operators, including Abellio Greater Anglia, to ensure that passenger interests are put front and centre of this unprecedented investment in railways.

I congratulate my hon. Friend the Member for Harrow East (Bob Blackman), who has been an assiduous campaigner for this Bill and made some very important points in seeking its revival on the Floor of the House today. I have listened with interest to the contributions and I hope to continue to do so. I have say, however, that we have meandered—nay, staggered—round a very circuitous path in talking about this Bill. We have talked about mafias, Moldova and the city of York, which the last time I looked was a little way away from the city of London. We have staggered around a special purpose vehicle, and for some reason the image of a white van is flashing before my eyes.

What I have also noticed is a revival of interest in transport matters on the Opposition Benches. Many Labour Members are frequent and assiduous campaigners on behalf of constituents in London, but there are also those I have neither heard nor seen in my time as the Minister—either at Transport questions or in any correspondence coming across my desk. I am therefore delighted that we are seeing that revival of interest in transport matters this evening.

Let us now return to reality, rather than remaining in the meandering world that we have been inhabiting. The Bill simply seeks to enable TfL to expand its financial freedoms, and to use practices and mechanisms that will allow it to release greater value from its financing arrangements. It is not some back-door attempt to—what was it?—allow members of the Russian mafia in to finance Londoners through special purpose vehicles.

The Minister says that the Bill is not a back-door deal to let in various nefarious characters, but how does she know that? How can she guarantee that someone will not come along and exploit this arrangement? Given the lack of transparency, we might never know who that person was.

Gentleman is displaying a complete disregard for the scrutiny role of London Assembly members, and, indeed, for the Independent Investment Programme Advisory Group, which provides the Mayor with independent insurance and expert advice in relation to TfL’s investment programme. Labour Members are displaying a blatant disregard for the devolved authority that we have given to the Mayor.

That disregard does not sound a very strong note of confidence in Labour’s candidate for next year’s mayoral elections.

I welcome the principle of introducing flexibility to the public finances at a time when the Government are seeking new mechanisms to unlock maximum value from public assets. That flexibility enabled us to build systems that we all celebrate, including many of the railways throughout the country that we all know and love, and it has been used to great effect by many other Departments.

It is no secret that the outcome of the 2015 spending review will be challenging, and it is right that we are looking for ways in which to unlock value in the public assets out there while we deliver on our stated intention to reduce TfL’s operational funding over time. To hear Labour Members, one would think that this was an organisation on its knees, but TfL is a world leader in providing public transport systems in one of the most congested cities.

TfL is an organisation that manages, extremely effectively, more than £9 billion of revenue every year. It has delivered incredible increases in reliability and efficiency since 2008. Labour Members are displaying a great lack of confidence in our nation’s transport systems.

The Minister does not represent a London constituency. That is not her fault; we all have our cross to bear. However, those of us who have put up with 30 years of incompetence from TfL—both financial and operational—would beg to differ with her. Will she confirm that, as was stated in the Financial Times on 12 November, the London transport network is facing a loss of £700 million a year in state subsidy as a consequence of the comprehensive spending review?

Thank you, Madam Deputy Speaker, and, to be clear, I am afraid that we heard all sorts of rather pointless interventions earlier, and what we would like to do is make some progress, I think, so we can understand what this Bill is all about.

So let me put some numbers in front of Opposition Members to give them some facts, rather than having them shroud-waving. I understand from TfL that this private Bill could immediately generate savings in excess of £50 million by improving its hedging power, enabling it to borrow money in a cost-effective way and make the most of its assets. If Opposition Members do ever take the tube, they will see the money the tube generates is reinvested in investment programmes, delivering the sorts of transport investments their constituents need.

The Department supports TfL’s commercial programme. We want TfL to better maximise its unique commercial position. We want it to generate the maximum potential from the public assets that it will continue to own, and we believe—

I thank the Minister for giving way. Does she accept that transport providers are often not the best organisations to launch into a business programme, particularly where we have examples such as that of Earls Court, which has been well and truly exposed tonight, where TfL did not get the best value for money or the best value for Londoners? There has been virtually no affordable housing in that scheme and that is the key concern for Londoners. That therefore proves that transport providers are not necessarily the best property developers.

I am a bit confused by the hon. Lady’s intervention. I think what she is suggesting is we should not give TfL powers—that somehow we should retain these powers or not give it powers at all to try and maximise the commercial value. I will agree with the hon. Lady on this: most state-owned institutions are not good at maximising the value from these particular developments. The same is true across the railway network, but we have to look at different mechanisms to enable organisations to unlock the value from that public-private partnership which is so crucial.

TfL runs a world-class transport system. It is led by an expert transport commissioner.

The hon. Lady has just talked about TfL running a world-class transport system. There are concerns about some of the changes that have been made, however, such as the closure of the ticket offices. Women in my constituency are very concerned about safety on the lines as a result. The hon. Lady referred to children, but children are unable to get their tickets because the ticket offices are closed and they are not able to get their tickets through the machines.

I do not know when the hon. Lady last took the tube, but there are such things as Oyster and contactless, which mean in many cases that ticket offices are not required by those taking the tube. I also gently remind the hon. Lady that the 21st-century investments TfL has made are now being looked at by transport systems across the world. I wish Members representing London would realise what we have is a public transport system that moves more than 4 million people on a daily basis and that is the envy of the world in its technology and its investments in the ticketing system. There is this idea that somehow we should be keeping ticket offices open, but in many cases they are kept open. By the way, the British Transport Police, which again the hon. Lady does not appear to recognise, plays an incredible job in keeping people safe. Its Operation Guardian has led to a great jump in the reporting of sexual violence on the tube, the number of cases of which I am determined to drive down. If she would ever like to write to me about transport-related matters, I would be delighted to share such information with her.

I wonder whether the hon. Lady saw the Evening Standard on Wednesday of last week. It reported a list of shame of London tube stations, where passengers were often queuing for up to an hour in order to get their tickets following the closure of the ticket office. Although she is painting a rosy picture of everything being wonderful on London transport, will she reflect on the fact that not everybody is able to use Oyster ticket machines and there is still a need in some cases for ticket offices?

I did not see that report—[Interruption.] Well, I do not read the Standard every day; I apologise. The hon. Lady says that in some stations in central London people are queueing for up to an hour to buy a ticket because they do not have an Oyster card or a contactless card. I find that absolutely astonishing. Frankly, I might have to question the veracity of the reporting.

May I just finish what I am saying? I will be delighted to hear more speeches after that.

Taking into account the fact that the Bill will deliver real savings and efficiency for council tax payers and fare payers, that it will allow TFL to do what it was set up to do—namely, to take responsibility for the world’s greatest transport system—and that with the Bill we are effectively supporting the role of the devolved Mayor and the crucial scrutiny role of the London Assembly, I can only think that anyone who votes against us tonight does not believe in devolved mayoral accountability, does not have confidence in the scrutiny role that the London Assembly plays and does not give a stuff about their constituents, who will benefit from lower fares and the opportunity to get on the housing ladder through the housing development that the Bill could provide.

I think the Minister has recognised that fact from my accent.

I am not a London MP, and I believe it is really important to understand that it is not just London MPs who have a view on this serious issue. Although I live 300 miles away, I can smell a rat. This is not just about meandering on about Transport for London; it is much more detailed than that. It involves the housing crisis. It involves housing that is really unaffordable. Coupled with the issue faced by TfL, this is about the casino world of property development rather than a conscious decision by that wonderful public service to improve the transport infrastructure of our great capital city, and that really does pose a great threat. The deal being sought under clause 5 of the Bill could expose huge swathe of public finance to unlimited liability.

The Minister has said on more than one occasion that Transport for London is doing a fantastic job and that it is one of the best companies in the world, operating one of the finest transport systems in the world, but is it not a fact that the Government reduced its operational funding by 25% in the 2013 spending review? That has put a huge financial burden on TfL.

I think that it is really wise counsel to scrutinise the qualifications of the people involved with TfL, to see whether they have any nous at all with regard to this. Somebody mentioned gangsters earlier, and perhaps gangsters are getting involved in this. I am sure that more than one has ended up with a five-year prison sentence. Who knows what has been happening behind the scenes, and who knows what is likely to happen if the Bill goes ahead?

I always enjoy the hon. Gentleman’s speeches, but I just want to reassure him on a couple of points. First, for TfL to participate in one of these limited partnerships, the Secretary of State’s consent must be sought, and that has to be done through the affirmative resolution procedure. Secondly, before the House gets carried away vilifying limited partnerships, let me point out that the Electoral Commission suggests that since 2010 the Labour party has accepted donations of £3.1 million from limited companies and limited liabilities partnerships—about 5% of its donations. Let us not get carried away vilifying a corporate structure that is used perfectly legitimately right across the country, and, indeed, that has raised funds for the Labour party. The hon. Gentleman should accept the reassurance that the Secretary of State has to sign off any of these partnerships that are put together.

I thank the Minister for that intervention. I am not criticising limited partnerships but the potential for bad limited partnerships, and I am wondering whether it is in the best interests of people in the capital city for transport in London to become part of these limited partnerships. She mentioned the donations that the Labour party has received from limited partnerships. I wish I had done my homework to find out exactly how much the property developers, rather than limited partnerships, have donated to the Conservative party.

Again, I would like to give some facts. I cannot answer on stamp duty, which is a good point, but let me gently point out that the sector that has donated the most to the Labour party after the trade unions is the property sector, with £2.1 million raised from individuals or companies involved in that business. If Labour Members would stop scaremongering and consider the benefits that these sorts of flexibilities could bring to their constituents, we might make some progress and get this Bill sorted.

My hon. Friend makes a reasoned point. The centre of London is becoming void of key workers, teachers, people who work in hospitals and people who work in our railway system, and we will suffer the consequences. In fact, the construction workers who will be asked to work on these sites will not be able to live in central London and access those services.

As I did at the start of the debate, I ask about the financial modelling behind the Bill. There are many risks, but my concern was roused by a point made by my hon. Friend the Member for Lancaster and Fleetwood (Cat Smith). She talked about the new chair of Network Rail, who has come from Transport for London. Network Rail has a major footprint in my constituency, and once the principle is introduced, we could see these limited partnerships extended to many other areas. Sir Peter Hendy has transferred to Network Rail and he could bring the principle with him. I have a site in my constituency of 35 hectares of Network Rail brownfield land on which 1,100 houses could be built, but they would be high-value houses—

I am not going to give way. I heard the point the Minister made from a sedentary position. It is clear that the Bill carries a potential risk. We have heard about financial risk, housing risk and the skills risk. As a result, and given the changing world we live in, we have serious questions about what the limited partnerships would bring. Opposition Members are concerned that we are seeing the social remodelling of London. Housing that is inaccessible is being built in the heart of the city, in zones 1 and 2 and further afield, which means that people cannot afford to live where they work.
