(Urgent Question): To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on recent Taliban and Daesh attacks on civilians and humanitarian workers in Afghanistan and on the UK Government’s response.

I think that Members on both sides of the House will wish to join me in expressing our deepest condolences to all victims of the recent terrorist attacks in Afghanistan and to their families.

As the Foreign Secretary and I have made clear over the weekend, we have been appalled and deeply saddened by the series of ghastly and cowardly outrages over the past 10 days. The UK Government condemn in the strongest possible terms all forms of terrorism, including the recent attacks claimed by both the Taliban and Daesh. To target humanitarian workers and use ambulances to hide explosives is especially heinous, demonstrating the very lowest disregard for humanity. It is unacceptable that the Afghan people continue to suffer such brutal acts of terror. I pay tribute to the brave work of the Afghan National Defence and Security Forces, and the Afghan emergency services. They deserve our recognition for their swift and professional response in the face of these terrorist outrages.

As I said at the UN Security Council in New York just 10 days ago, the UK continues, and will continue, to stand resolute in its support for Afghanistan against terrorism, and supports those responsible being brought to justice. The UK remains committed to working with the Government of Afghanistan and our international partners to bring peace, security and prosperity to the Afghan people.

I need not remind the House that security remains an ongoing challenge in Afghanistan. The Taliban continue to carry out routine attacks across the country. The Daesh affiliate, largely based in the eastern Nangarhar province, has come under sustained pressure from the Afghan National Defence and Security Forces, with support from the US. The UK is playing its part diplomatically and militarily in tackling this real threat. The UK military, working with NATO allies as part of the Resolute Support Mission, will continue to focus its support on the ongoing development and capacity-building of the ANDSF. I saw for myself the hard work we are doing as part of the mission on my visit to Afghanistan last October. Only last week, I discussed the challenging task facing the NATO mission with its charismatic and committed commander, General John Nicholson, when he was in London.

Our support is not just military. At the Brussels conference in 2016, the UK pledged up to £750 million for development in Afghanistan for the period 2017 to 2020. This is aimed at supporting improving health systems and private sector-led growth, boosting education and taking steps to tackle corruption.

Ultimately, however, a political solution to the conflict is the only way to achieve lasting stability in Afghanistan and the wider region. The UK Government strongly support the efforts being made towards this goal by the Afghan Government and look forward to further progress at next month’s meeting of the Kabul Process for Peace and Security Co-operation. Along with the US, we recognise that our ongoing involvement in Afghanistan must be conditions-based rather than time-limited. The long-suffering people of Afghanistan deserve peace, but also our support and assistance.

Thank you for granting this urgent question, Mr Speaker. I thank the Minister for the strength of his statement, the support he has given to the Afghan security services, and his condemnations of these heinous attacks, as he put it. I totally agree.

We used to have regular updates in this House on Afghanistan, yet the last major debate we had was in March last year, and we have had very few statements, particularly in the past year. Since then, as the Minister pointed out, the Taliban, Daesh and others have carried out a series of horrific attacks killing many civilians, Afghan security personnel, and, in the particularly heinous act last week, deliberately attacking humanitarian workers from Save the Children and civilians in Jalalabad, resulting in seven deaths. Our thoughts and prayers must surely be with all those who have lost their lives or been injured.

UK and global attention to events in Afghanistan has significantly waned in the past year despite the significant ongoing UK military presence, with over 500 troops stationed, plus an additional 85 recently added, as well as our diplomatic, development and non-governmental organisation involvement. The recent horrific events suggest that the situation is becoming increasingly violent and volatile. NGO members of ACBAR—the Agency Co-ordinating Body for Afghan Relief and Development—report to me that over the past year there have been 156 attacks on aid workers, resulting in the deaths of 17 aid workers who have been killed while providing this crucial humanitarian assistance. Only today, 11 Afghan soldiers were killed in Kabul. This week, over 100 people were killed and hundreds more injured when an ambulance filled with explosives was detonated in Kabul. Last week, 22 civilians were murdered by the Taliban in an attack on a hotel. We know that 2017 was a record year for civilian casualties. The Taliban are gaining increasing momentum. Nine million people still need humanitarian assistance. Pakistan has been accused by some of a deliberate campaign to force out 600,000 Afghan refugees. There was a litany of serious and horrific attacks during the course of last year.

What will the Government do about the growing culture of impunity for those breaking international humanitarian law that we see not just in Afghanistan but in so many conflicts across the world? What assessment have the Government made of the involvement of elements from Pakistan, Iran and Russia, in differing ways, in the growing unrest, including very serious allegations of arming the Taliban and/or facilitating attacks? What assessment has the Minister made of the strength of the Taliban and Daesh? What steps are we taking at the United Nations Security Council? What consideration have we given to increasing our military, diplomatic and development contributions? What discussions have we had with our NATO and other allied partners?

In the last written statement on Afghanistan, the then Defence Secretary, the right hon. Member for Sevenoaks (Sir Michael Fallon), who I see in the Chamber, said:

“The UK will never forget the sacrifice made by the 456 members of the armed forces who died during operations there. They helped protect our country…and, through our continued support to the mission, we are working to protect their legacy.”—[Official Report, 29 June 2017; Vol. 626, c. 19WS.]

I agree. It is completely vital that that that legacy of bravery and sacrifice is protected, for our own and regional security and for the safety and security of the Afghan people.

I thank the hon. Gentleman. He has made a very worthwhile contribution. I very much agree; we have to recognise not only that we work collectively in the region but that the international counter-terrorism network is now so extensive that for us simply to leave Afghanistan is not an option.

While the insurgency remains persistent—the hon. Gentleman catalogued some of the dreadful events of the past 10 days—the Government of Afghanistan remain determined to build a better future for Afghanistan, and there have been some notable successes by the security forces against Taliban forces over the past year. The attacks in Kabul that we have seen over the past 10 days garner, I fear, more international publicity than they would if they were in other parts of the country and reflect the manner in which the ANDSF has depleted the insurgents’ capabilities outside the capital city.

I work closely with international partners, not least in the United Nations, as the hon. Gentleman rightly points out. I also believe that regional partnerships are crucial to achieving long-term peace and security. As I say, I spoke 10 days ago in a debate that was initiated by the Kazakhs, who have the presidency this month of the UN Security Council. It was in their interests to talk about the way in which central Asian states can make some genuine and sustainable progress. I welcome the efforts to improve links between Afghanistan and its regional partners in south and central Asia. There is a tendency for us to look upon Afghanistan alongside either Pakistan or Iran without recognising that there are other near neighbours, many of which can play an essential part in improving the long-term future for all Afghanis.

Does my right hon. Friend agree that the tragic severity of these attacks underlines the threat that these terrorist groups continue to pose to the state of Afghanistan? There would be huge implications for western Europe, and indeed for us, if that very fragile democracy, which we have done so much to sustain, were allowed to collapse, and therefore however grim these attacks are, it is all the more important that Britain and NATO stay the course.

My right hon. Friend has a particular knowledge of not only Afghanistan but Syria, Iraq and elsewhere, and he recognises the interlinked network of criminality and terrorism that is involved. There is no doubt—I very much agree with him—that security remains an ongoing challenge in Afghanistan. The ungoverned space for terrorist groups remains persistent. The Taliban, I fear, remain capable of attack across the country, and in Helmand province they remain the single biggest challenge for the security forces.

My right hon. Friend touches on the issue of democracy. We are very keen to see both presidential and parliamentary elections take place over the next 18 months or so in Afghanistan. It is important we have a Government in Afghanistan that is legitimate and widely regarded as such. However, those elections and that progress must be Afghan-led, and we very much hope to see progress towards democracy continuing. As I said, there will be yet another peace conference in Kabul on this issue, which will bring neighbours from the region together. I very much hope we will see steps forward that will take some attention away from the rather woeful headlines of recent days.

Thank you, Mr Speaker, for granting this urgent question. I thank my hon. Friend the Member for Cardiff South and Penarth (Stephen Doughty) for securing it.

Saturday’s attack on Kabul’s Chicken Street area was one of horrific savagery and soullessness. To use an ambulance as a weapon of terror against innocent civilians shows—not for the first time—that there are no depths of depravity and evil to which the jihadis will not sink. It is part of a calculated strategy to show that even the best-guarded areas of the country are not safe and to worsen the political instability already gripping Kabul.

In the space of the last week, we have seen similar deadly attacks on the Intercontinental Hotel in Kabul, the Save the Children office in Jalalabad and the Marshal Fahim military academy, otherwise known as “Sandhurst in the sand”. At least 142 innocent people have been killed in total and hundreds more injured. We send our deepest sympathies to all those victims and their families, and we send our solidarity to all the people of Afghanistan.

Let me ask the Minister three questions. First, what are the Government doing to urge President Ghani to reach a settlement with his political opponents, so that all the country’s democratic forces can present a united front and stable defences against those who want to destroy this fledgling democracy? Secondly, amid reports that humanitarian agencies are having to review their presence in the country, given the increased threat to their staff, what are the Government doing to support the British aid agencies working in Afghanistan, particularly in improving their security?

Finally, the Minister knows the concern felt all across this House about the Afghan interpreters who have worked with our forces and who face a constant threat from the jihadis. Last month, the Government said that not a single interpreter had been relocated to Britain under the so-called intimidation scheme, and they also said that

“the changing security position…is kept under careful review.”—[Official Report, 12 December 2017; Vol. 633, c. 11WS.]

Given the rapid deterioration of the security position since then, will the Minister advise us what plans he has to bring more of our former interpreters to safety here in Britain?

I thank the right hon. Lady for her thoughtful comments. We obviously very much hope that next month’s Kabul peace process will be part of bringing all sides together, with democracy in mind, in Afghanistan. Having met President Ghani, I have to say that I have been impressed by his resilience in the face of great difficulties. As the right hon. Lady will know, with a national unity Government, there are inevitably ups and downs. Broadly speaking, however, things have held together, and that is to the great credit not just of Ghani, but of all the people who have been playing their part and recognising the importance of this process.

The UK Government remain very committed to a diplomatic presence in Kabul, to support the Afghan Government in their efforts to secure peace and stability. The support the UK provides to the Afghan Government, along with our NATO allies and partners, in improving security, development and governance is in my view crucial to ensuring stability and reducing the terrorist threat to the UK.

If I may, I would like to pay—I am sure the right hon. Lady would join me in paying—the warmest possible tribute to all our courageous staff on the ground in Kabul. As I said, I was there in October, and I realised the great difficulties and the very challenging conditions under which they work. It is very dangerous not just to leave the green zone, but even to live within it. The esprit de corps of our embassy in Kabul—this applies to other high-profile places such as Mogadishu—is something of which all of us here can be incredibly proud.

On the issue of the interpreters, the right hon. Lady will appreciate that I cannot comment on the individual cases that have made it into the press, but I am very happy to say a few words. Our local staff policies were developed having regard to the then Afghan Government’s concern to retain their brightest and best citizens to help build a more stable and secure Afghanistan. Afghan local staff who are eligible for the ex gratia scheme but not for relocation are entitled to appeal such a decision, and MOD staff will assist individuals where the Department holds the relevant evidence. If the right hon. Lady or other Members have specific cases that they would like to bring to my attention, my door remains open and I am very happy to take up such cases.

Rightly, this country takes very seriously the cases of those who are putting themselves at grave risk—as grave as, if not more grave than, the risk to our embassy staff abroad—and they should be properly protected. I would obviously be very disturbed to hear if that were not the case. The right hon. Lady will recognise that there is a procedure and a protocol that needs to be gone through on such matters, but if there are specific issues to be raised, I hope she will do so.

I note the Minister’s remarks about the threat in and outside Kabul, but what should one make of current reports that the Taliban control 40% to 50% of Afghanistan’s 400 districts, which is the most since the NATO intervention in 2001? Will the Minister give us his assessment of the rather surprising resilience of both the Taliban and ISIS in the face of everything we are trying to do to assist the force in Afghanistan in taking them on, and will he also give us his assessment of the resilience of Afghanistan’s armed forces in the face of this threat?

Others will have observed that, as I have said, the solution for long-term peace and stability lies not just with the military, but in a broader peace process. Although my hon. Friend is right to identify the fact that the Taliban have clearly not gone away, equally they have not been able to take any major cities during the past two or three years. That means that large, relatively ungoverned parts and open spaces of Afghanistan may well be under Taliban control, for want of a better phrase, but most of the larger towns and cities are assuredly not.

I can appreciate the concern of my hon. Friend, who has great experience in these matters, that perhaps our efforts in Helmand are perceived as wasted. It is certainly an argument put by some—I am not trying to put words into his mouth, but that is an increasing concern. Without doubt, UK personnel served with great commitment in Afghanistan, and our forces could play an important ongoing role in training the Afghan security forces to help to create the conditions for a more viable state moving forward. My assessment is that Afghanistan remains a dangerous place, but I am optimistic for its longer-term future. It is the view of the UK and our NATO allies that we have to look upon our presence as conditions-based rather than time-based.

We are appalled to witness the surge in deadly attacks in Kabul. Such indiscriminate attacks against civilians are a complete violation of human rights and humanitarian laws, and we strongly condemn them. Our thoughts are with all those who are affected. As we have heard, at least 11 soldiers have been killed today in the attack on an army post in Kabul, and just two days ago an ambulance packed with explosives killed more than 100 people in a busy shopping area. Last Wednesday, an attack on the Save the Children office in Jalalabad killed at least five people, while 22 people were killed in a Kabul hotel on 20 January.

Can the Minister set out how precisely the UK Government’s counter-Daesh strategy is addressing the situation in Afghanistan? What steps is the UK taking to bring an end to the attacks? Will he tell us what more the UK Government can do to provide humanitarian assistance to those affected? Lastly, what have the UK Government done to provide assistance to humanitarian workers who were affected by the horrific attack on Save the Children?

I thank the hon. Gentleman for his comments. Let me touch on the issue he raised last, that of humanitarian aid and the NGOs on the ground doing incredibly important work in difficult circumstances. Although the UK Government do not pass on information on threats to NGOs or other project partners directly—due to our security rules, we can pass on only what is on the Foreign and Commonwealth Office travel page, although he will appreciate that in many districts there will also be an opportunity for ongoing dialogue—we do require NGOs receiving official development assistance to manage their security, and an assurance process is required as part of that due diligence. He will therefore appreciate that there is a lot of ongoing dialogue, and we remain open to providing assistance to any humanitarian organisation on the ground there that has UK connections or may have UK employees. However, I appreciate that the parents and other relatives of those working out in such difficult circumstances must be increasingly alarmed by what they have seen in the headlines over the past 10 days.

From the UK’s perspective, we feel broadly speaking that progress is being made. It is sometimes very slow and painstaking progress, and when such events happen, particularly in quick succession, one is inclined to think that the Taliban and others have suddenly decided to do what they are doing in part because of the peace process conference taking place in February.

If I may respond to a point that my hon. Friend the Member for Reigate (Crispin Blunt) made earlier, it is our understanding that, according to the Special Inspector General for Afghanistan Reconstruction, only 13 districts are under Taliban control. Although that is still 13 too many, I hope the hon. Member for Dundee West (Chris Law) will recognise that that provides some evidence of progress. However, some of that progress is slow and painstaking, and we have to be patient.

Is the insurgency in part being reinforced and supplied from outside Afghanistan? What action are the Government and their allies taking to try to tackle that aspect of the crisis?

While I agree that there is clearly some of that taking place from outside groups, my right hon. Friend will recognise that a lot of it is subject to close intelligence that I would not wish to comment on at this stage. He is right to say that we are doing our level best to try to ensure that any assistance to terrorist groups from outsiders is kept to a minimum. However, he will also recognise that, as I have said, there are now, I am afraid, global networks of terrorist groups. The Taliban have received co-operation not just from the Pakistan side but from other sides of the Afghanistan border, and Daesh or so-called Islamic State are a global network and can utilise help from beyond the Afghan borders.

I join the Minister and others in condemning these senseless attacks, particularly the attack on Save the Children, which has been active in Afghanistan for 42 years. Will he take this opportunity to confirm that the UK will maintain its spending on overseas aid and will not allow it to be diverted to military activities?

As the right hon. Gentleman is well aware—not least because it was his party that, as part of the coalition Government, put this into statute—there are already strict rules about where overseas aid can be utilised through the OECD, and our own legislation makes the whole issue of official development assistance even more complicated. However, I hope that he will recognise that where projects can involve UK aid through the Department for International Development alongside the military, it makes sense to do so. There are strict rules in UK and international legislation that prevent vast sums of money being transferred away from aid, but the reality of the situation, as we all know, is that the proper resurrection of a state such as Afghanistan requires development work on a tremendous scale, much of which will require making the country more secure, and that means co-operation with the military.

Does my right hon. Friend accept that we have a long way to go to build a better future for Afghanistan given that the vast majority of Afghan refugees who return home have to flee violence again very shortly afterwards?

I very much agree. None of us is under any illusions; there is a long way to go before Afghanistan’s Government and people achieve their goal of building a more stable and prosperous country. But we will continue to play our part, and not just in terms of expenditure. One of the most important things that our non-combat troops are doing on the ground is working closely to help train some 3,000 Afghan cadets, who are Afghanistan’s military leaders of the future.

What is the Government’s estimate of the number of Daesh operatives who have transferred into Afghanistan from Iraq and Syria, and of those how many do they estimate are British?

The hon. Gentleman will recognise that these are sensitive issues. I will try to reply to him in writing, in as transparent a way as I can. Clearly there is a concern that the porous borders on all sides of Afghanistan are open to Daesh or so-called Islamic State, and obviously there is a risk that some of the many hundreds of UK nationals who have been fighting in Syria and Iraq might find their way to Afghanistan.

My thoughts are very much with the people of Afghanistan. The Minister talked about Pakistan. I chair the all-party parliamentary group on Pakistan. Can he confirm that Pakistan has lost 40,000 civilians and 5,000 military personnel to acts of terrorism by the Taliban? Pakistan has put in place effective border management controls on its side, but it needs co-operation from Afghanistan so that everyone can see where the problem is coming from—from which country to which country. What steps are being taken to work with groups such as the quadrilateral co-ordination group and the tri-ministerial group to help achieve that?

It is entirely fair to point out, not just as a friend of Pakistan, which I regard myself to be, that a huge price has been paid by the Pakistani civilians who have died. However, what has traditionally been a porous border along the Durand line has often been open for terrorist groups to co-operate—I do not think that anyone would deny that. It is also fair to say that the Pakistani authorities are not only aware of that but continue to do their level best to try to ensure that the porous border is corrected.

Let me just clarify, in answer to an earlier question from my hon. Friend the Member for Reigate (Crispin Blunt), that we believe some 13% of Afghan territory is currently under Taliban control.

Although there was universal approval in the House for the invasion of Afghanistan in 2001, by 2006 we had lost five British soldiers in battle and a decision was taken on the firm promise by the Government that no shot would be fired. We went into Helmand and the result was the deaths of 450 of our brave British soldiers. Do we not have to challenge the idea that force always produces peaceful results and have an inquiry into why we went into Helmand in 2006? If we do not understand our past mistakes, are we not in danger of repeating them?

I agree with the hon. Gentleman that essentially, there has only to be a political and diplomatic solution. The military cannot be enough and we recognise that in our relations with Afghanistan. In fairness, he slightly misquoted Lord Reid in talking about the idea of not firing a shot. That was felt to be an ideal, but we all recognised that by going into Afghanistan we would be in a dangerous place. Anyone who is as keen a student of history as the hon. Gentleman is will recognise that Afghanistan has been a difficult place for—I was going to say for a couple of hundred years, but I suspect that it is rather longer than that.

The United Kingdom has an enduring commitment to Afghanistan. We will continue to support the defence forces there to help to prevent it from becoming a safe haven for terror and to keep space open for a politically negotiated solution to the conflict. In truth, whether we like it or not, a safer Afghanistan is the only guarantee of a safer United Kingdom. A peaceful, prosperous Afghanistan is crucial for wider regional stability and the dismantling of global terrorist networks.

There have been attacks on foreigners in hotels, attacks on aid workers and bombs in ambulances. None of that is new, but perhaps the recent attacks in Kabul have taken this to a new level. To what extent should we be concerned that Afghanistan is an incubator for new terrorist techniques that then disseminate around the world’s trouble spots?

To be honest, I think it would be somewhat premature to suggest that Afghanistan is somehow an incubator for new terrorist events. Unfortunately, as has been pointed out, humanitarian workers have been targeted, not just in Afghanistan, but in many other parts of the world. We keep an eye open and have as much intelligence on the ground as we can to determine whether there are new terror techniques. Although we all very much hope that my hon. Friend’s somewhat apocalyptic claims about new terror are incorrect, we will keep an eagle eye on progress on the ground. When I speak to my counterparts in Afghanistan, I am always struck by the fact that a lot of very good people who have other options, who have spent much of their lives living elsewhere, have returned to Afghanistan because they have a strong commitment to that country. That gives the best possible push not only for peace, but for prosperity and stability in that country.

I thank the Minister for his statement. Although it is probably right that our commitment in Afghanistan should be conditions-based and not time-based, it cannot be left to go on forever. Mercifully, no British troops are in combat missions there, and therefore, we shall not add to the 450 combat troops who died when we were engaged in our role there, but evidence from the past few days—13 provinces, or 13% of the territory—shows that the Taliban are still a very potent force. The only solution in the end must come from the Afghans reaching some sort of political accommodation. Is the Minister sure that we will always indefinitely contribute to that?

The hon. Gentleman will recognise that there is a very complex tribal history in Afghanistan. We want the entire process of moving towards democracy and more stability to be Afghan-led and Afghan-owned. He is right: in the long term, the ideal would be that we will not have to have large numbers of troops there. However, as we saw in the past, putting a date on that simply allowed the Taliban and others to go to ground, as they did for a period of time essentially waiting for the clock to run down. That clearly was not a sensible or viable strategy for Afghanistan or for the safety of us here in the UK. We are a P5 nation in the UN and have a proud record of playing our role on the humanitarian stage, and part of that role is to ensure that we leave a safer Afghanistan going forward. As much as we would all like to think that that moment will come sooner rather than later, even to speculate as to a date would be unwise at this stage.

The current US strategy seems to be based on ramping up troop numbers and bombing the insurgents to the negotiating table. What can the British Government do to encourage a more comprehensive strategy based on nation building, including in respect of some of the very valid points the Minister himself has made today?

I am sorry the hon. Gentleman feels that that is the current NATO or US strategy; it simply is not. As I say, the process in Kabul taking place in the coming weeks will try to bring all parties together. There is a sense of commitment to a democratic Afghanistan, with full parliamentary and presidential elections coming in over the next couple of years. All these things do, I fear, take time, though, and we have to be patient. He is right, however, to this very limited extent: clearly, those who would do harm to that process—those who are set on terrorism—are being eliminated, not just by NATO forces but by Afghan security forces. We have seen the dreadful impact on the civilian population in the past 10 days, which makes it very clear that there needs to be an opportunity at least to hold those people properly to account on the battlefield, if they choose to carry out military work. As I say, I am not of the view that we are there simply for a military solution. If there was ever a military solution to Afghanistan, the lessons of history—even relatively recent history—have made it clear that nowadays we need an approach that is very much focused on nation building, and that has to be an Afghan-led and Afghan-owned process.

The Government welcome such a heartfelt parliamentary debate on subjects as topical as conflict prevention, climate change and the protection of inalienable human rights. I have listened carefully over the past few hours to the contributions from Members in all parts of the House, who have underlined the fundamental importance of those matters. I shall try to summarise what the Government are doing and respond to some of the points that have been made today; I fear that I shall have to deal with others in writing.

I thank all Members who have spoken, not least my right hon. Friend the Member for Forest of Dean (Mr Harper) and my hon. Friends the Members for St Albans (Mrs Main), for Corby (Tom Pursglove), for Beckenham (Bob Stewart), for Sutton and Cheam (Paul Scully), for Chippenham (Michelle Donelan), for Solihull (Julian Knight), for Torbay (Kevin Foster) and for Stirling (Stephen Kerr).

Human rights are the guarantors of freedom, non-discrimination and the innate dignity of every human being. The UN’s universal declaration of human rights makes clear that those rights and freedoms are interrelated, interdependent and indivisible, and they apply equally to the whole of humankind. Promoting, championing and defending human rights are, and will remain, part of the everyday work of all British diplomats across the globe. It is the right thing to do, legally, ethically and morally, but it is also firmly in the national interest. Societies in which human rights are restricted tend to be less stable, less democratic and less prosperous. By contrast, those that protect collective opportunities and freedoms tread the path towards long-term prosperity and security.

The Foreign and Commonwealth Office’s annual human rights report gives examples of our work, concentrating on some 30 priority countries. Our 2017 report will be published during the next few months. In the context of today’s debate, it may be helpful for Members to know that it will include a section on migrants.

To achieve the maximum impact, we are prioritising our human rights efforts in a number of specific areas, including promoting girls’ education, tackling modern slavery and promoting and defending freedom of religion or belief, freedom of expression and freedom from all aspects of discrimination.

My right hon. Friend the Prime Minister has made combating modern slavery, which has an intentional impact on some of the most vulnerable of our fellow human beings, one of the UK’s top foreign policy priorities. That is why she convened world leaders at the UN General Assembly in September to launch a call to action to end forced labour, modern slavery and human trafficking. More than 40 countries, working together, have already endorsed the call to action, and the number is rising. As a number of Members have pointed out, heart-wrenching, shocking instances of this crime occur here in the UK. Indeed, they occur within a short distance of the House, in my own constituency. The UK’s stance on modern slavery is not some patronising plea to the developing world; it is a recognition of the global reach of this most tragic issue.

The UK also leads international initiatives on ending conflict and promoting stability, including through our permanent membership of the UN Security Council, where only last week in New York I represented the UK in debates on Afghanistan and nuclear counter-proliferation. Research has shown that countries with the highest levels of gender-based discrimination are more likely to be afflicted by conflict. That is why our work on conflict has a strong focus on the role of women and sexual violence.

Climate change presents the most urgent and existential threat. It is indisputably one of the major drivers of migration and global insecurity. In 2016 alone, three times as many people were displaced by natural disasters as by conflict. In recent months, we have seen many extreme weather events, from drought in Somalia to hurricanes in the Caribbean and floods in India and Bangladesh. Last week at the United Nations, I heard impassioned pleas for help from the representatives of small island developing states, whose countries are already being affected by climate change.

We must change how we live our lives to prevent climate change from accelerating; we must adapt to the changes that have already taken place; and we must build resilience for the future among the world’s poorest communities, which suffer a disproportionate impact. That is why climate change remains a foreign policy priority. We are helping to maintain international momentum to raise our ambition. We have consistently encouraged robust international action on climate security, and as part of the Paris agreement, we pledged to provide at least $7.5 billion of international climate finance over five years.

I would love to say more about other elements of the debate, but there is no time. Throughout, we have heard moving testimony about the situation facing many hundreds of thousands of Rohingya refugees fleeing violence in Burma in recent months. Since 28 December, the UK’s pledge of some £59 million has helped to fund an emergency medical team of 40 doctors, nurses and midwives, paramedics and firefighters, who have been deployed to the frontline of the refugee camps in Cox’s Bazar in Bangladesh, to help to combat the diphtheria outbreak.

In my role as FCO Minister for Asia, I remain persistent in our lobbying the Government of Burma to allow the Rohingya back to their homeland with sufficient guarantees on security and, importantly, on citizenship that they will be able to rebuild their lives. As I have said before, that can begin only when conditions allow for a safe, voluntary and dignified return. My hon. Friend the Member for St Albans spoke passionately about the importance of Rohingya representation in that process. If the returns are to be genuinely voluntary, there must be a consultative process to establish the refugees’ intentions and concerns. This was raised by the hon. Members for Tooting (Dr Allin-Khan) and for Liverpool, West Derby (Stephen Twigg). We are encouraging the UNHCR to develop a more systematic process for consultation with refugees, and we will call on Governments to incorporate the refugees’ views in repatriation processes as they develop. I assure the House that I am also working within the international community to develop a coherent strategy that will begin to hold to account those who have committed what independent observers regard as crimes against humanity.

Opposition Members are understandably frustrated—the shadow Foreign Secretary expressed that frustration in her speech—but, as I have learned in the past eight months as a Minister, diplomacy requires patience. Progress can be slow and painstaking. The frustration can be unbelievable, but we have to work within the framework we have got. We have to compromise. I will not stand here and criticise the United States because we have to work with that country, and Presidents come and go. One of the biggest frustrations arises from the simplistic view of politics—that we can compromise easily and that people can easily express their views in tweets. The process is painstaking and requires patience. For all its failings, the United Nations is the only game in town. We have to work with the international community. All the issues that have been addressed here today and all the problems around the world can be solved only if we work together as an international community.

Rest assured, it has always been the UK’s role to take a lead on these matters. Today’s debate has been fierce at times, and there are many here who wish we could do more, and more quickly. I am aware of that concern, and my door is open to everyone who has concerns, particularly those relating to my own brief of Asia and the Pacific. Please be assured that we are doing our level best, quietly and painstakingly behind the scenes. Sometimes we take three steps forward only to have to take two steps back, but working within the international community is the only way forward if we are to bring about some sort of peace to ensure that human rights are properly protected.

I pay tribute to my hon. Friend the Member for Congleton (Fiona Bruce) for her work as chair of the Conservative party human rights commission. I value her deep interest in Hong Kong and a range of other matters. Forgive me if I reply to some specific issues in writing subsequent to this debate; I hope that all Members will understand, particularly the hon. Member for Bishop Auckland (Helen Goodman). We are concerned about the checkpoint issue, not least because it has been raised by the Law Society of Hong Kong, but I will return to the detailed points made by the hon. Member for Hornsey and Wood Green (Catherine West) after this debate.

I have rather more sympathy than I can probably say publicly for much of what the hon. Member for Glenrothes (Peter Grant) said. It is a conversation that I had with my officials earlier, and I am glad he was not a fly on the wall for that. He will appreciate that although he makes some valid points about the past, we also need to look to the future. It is my responsibility now to make things work for the future and to ensure that the joint declaration is properly enforced, and I intend to do so.

I stress that the UK Government are acutely aware of our historic responsibilities to Hong Kong, and indeed to future generations of Hongkongers, to uphold the joint declaration. We remain absolutely committed to monitoring and ensuring the faithful implementation of that document, and to the principle of one country, two systems. The joint declaration of 1984 is a legally binding treaty registered at the United Nations. It clearly applies to both signatories, remains in force, and is relevant to today’s Hongkongers and those of future generations. We have been unequivocal about our position on that issue both publicly, including in our six-monthly reports to Parliament, and in private with the Chinese Government.

We judge that one country, two systems has generally functioned well. It provides Hong Kong with the essential foundations for success as a global financial centre and a prosperous world city. Those foundations are Hong Kong’s capitalist economic system, its high degree of autonomy, its system of common law and independent judiciary and the protection of rights and freedoms. To return to one thing that the hon. Member for Bishop Auckland said, I take seriously the three prongs of my responsibility as the Minister for Asia and the Pacific: prosperity; security, defence and intelligence; and human rights. Please be assured that there is and must be no trade-off between human rights, whether in Hong Kong or in any other part of the world, and any Brexit-related trade matters. I know that there will be ongoing debates in the House, but please be assured that that is my position as Minister and that of the Foreign and Commonwealth Office.

The Government’s most recent six-monthly report makes it clear that we cannot ignore the fact that important areas of the one country, two systems framework are coming under increasing pressure. However, I reassure the House that we consistently and unashamedly raise those concerns with the Chinese and the Hong Kong authorities. I appreciate that such engagement may not always be obvious or visible, although of course it is very obvious in the six-monthly reports, but be assured that those representations continue to be made.

Personally, I believe that more can often be achieved through quiet diplomatic engagement than through megaphone diplomacy, but we are willing to comment publicly and robustly where we feel that it is appropriate. For example, I raised our concerns about the pressure on one country, two systems during my visit to Beijing and Hong Kong last August, and I was encouraged to hear Chinese Ministers confirm their support for the doctrine. That support was echoed by Hong Kong Chief Executive Carrie Lam in my discussions with her. She pledged to implement the principle of one country, two systems, to uphold the Basic Law and to safeguard the rule of law.

However, I also accept that confidence in that doctrine is being undermined by ever more frequent reports of mainland security officials operating in Hong Kong and continuing concerns raised about the exercise of some of the rights and freedoms guaranteed by the joint declaration. Her response was consistent with previous public comments made by the Hong Kong authorities on the issue. If the people of Hong Kong and the watching world are to have continued confidence in one country, two systems, it is vital that the high degree of autonomy and the rights and freedoms enshrined in the Basic Law and guaranteed in international law by the joint declaration are respected. As I said earlier, we will not shy away from that. I know that the Prime Minister mentioned it when she met President Xi at the G20 summit in July, and as the hon. Member for Bishop Auckland rightly pointed out, we will no doubt discuss it when the next visit takes place.[Official Report, 25 January 2018, Vol. 635, c. 1MC.]

Let me be clear: ongoing commitment to those doctrines is not interference by the west in Chinese affairs. Maintaining confidence in one country, two systems and the rule of law is crucial for both Hong Kong’s own interests and China’s, including the city’s role as a financing hub for the belt and road initiative. Our interest is also driven by our wish to see Hong Kong prosper well into the future. We firmly believe that Hong Kong’s economic system, which is uniquely trusted to bring huge new opportunities into China from all corners of the globe, will only flourish if its people enjoy the freedom and safeguards that will promote their talents and enterprise.

Turning to political reform, I welcome the Chief Executive’s commitment to addressing that challenge in Hong Kong, which was a focus of her policy address last October. As we have said and will continue to say in the six-monthly reports, we believe that political reform, including on universal suffrage and functional constituencies, will better equip Hong Kong to tackle the challenges that it faces, as well as giving the people of Hong Kong confidence for the future.

On independence, our position is also clear. We do not consider it to be a realistic option for Hong Kong. That is the other side of one country, two systems. Indeed, any move toward independence undermines the concept. Again, we will call that out, because we believe that the system as it stands is the best possible guarantor for Hong Kong’s long-term stability and prosperity.

As I have outlined, Hong Kong matters hugely to the UK, and not just because of our shared history. Hong Kong is also an important trade and investment partner, both bilaterally and due to its pivotal role as a gateway to the belt and road initiative. I am perhaps a little more optimistic than my hon. Friend the Member for Congleton. Twenty years after the handover of Hong Kong to China, the UK’s commitment to the joint declaration and one country, two systems remains as robust as ever. I am very confident that the relationship between the UK and Hong Kong, a relationship that will also include China, will continue to deepen in the coming months and years to come.

Where we identify disagreements, such as in the case of Ben Rogers, we shall continue to raise our concerns. We shall continue to stress to the Chinese and Hong Kong authorities that for confidence in one country, two systems to be maintained, Hong Kong must enjoy the full measure of its high degree of autonomy and rule of law, as set out in the joint declaration and enshrined in the Basic Law.

The hon. Gentleman will recognise that the UK strives to protect cultural heritage and human rights, including religious freedom, whenever they are threatened by conflict, which sadly they so regularly are. As recently as September, the UK was instrumental in the adoption of UN Security Council resolution 2379 calling for an investigative team to collect evidence of crimes committed by Daesh. More recently, in December, the UK ratified The Hague convention for the protection of cultural property in the event of armed conflict and acceded to its protocols.

We rightly focus much attention on the persecution of Christians in the middle east, but will the Minister assure us that he will raise with his counterparts in African nations such as Nigeria and Kenya the persecution of Christians in those countries, which is on an even larger scale?

The hon. Gentleman will recognise that I represent the FCO in Asia and the Pacific, but he is absolutely right that these issues are prevalent in places such as Nigeria and Kenya. In the part of the world where I represent the FCO, I do my best at every opportunity to represent the interests of Christians. I recently wrote a letter to all our high commissioners and ambassadors there asking for their own plans for ensuring that minorities from Nepal to India and elsewhere can be properly protected.

The crackdown by the Myanmar military continues to have dire consequences for the human rights of the Rohingya population, and Myanmar has now cut off all co-operation with the United Nations special rapporteur. While the strong stance taken by the General Assembly is a positive development, dissent from China, Russia and some other countries is preventing the adoption of a united international approach. What influence can the Minister use to convince China in particular of the need for diplomatic action to solve the crisis?

The hon. Lady has identified the hub of the matter, which is the fact that we cannot get a UN Security Council resolution through because it would be vetoed by China and Russia. However, she should rest assured that we are doing our level best to engage constantly in conversations with our Chinese and Russian counterparts in the Security Council. There was a presidential statement for the first time in 10 years just before Christmas, and I repeatedly raised the appalling treatment of the Rohingya with both the Burmese Defence Minister and the Minister for the Office of the State Counsellor in Nay Pyi Taw recently when I was attending the conference of the Asia-Europe Foreign Ministers.

21. As the Minister’s remit covers Asia, may I ask how he is addressing a very serious issue? The Bangladesh and Myanmar authorities are pressing forward with plans to repatriate the displaced Rohingya population despite the evidence that most Rohingya are concerned about further persecution. What is the Government’s position on the repatriation of Rohingya to Rakhine state in those circumstances?

The right hon. Gentleman is absolutely right. There can be no question at the moment of a safe and dignified return for Rohingya from Bangladesh to Burma. When I was in Thailand last week, I spoke to the chairman of the new standing committee that will oversee the memorandum of understanding between the two countries in order to look at the whole issue of returns. We want people to be able to return. That is currently not possible, but we want to maintain pressure on both sides.

As the Minister has acknowledged, the terrible human rights abuses of the Rohingya refugees are continuing. He knows that the Myanmar Government have banned the special rapporteur and that the fact-finding mission is impossible. He has said previously that any return of refugees must be “safe, voluntary and dignified”. Does he think there is any action that the British Government can take to prevent the return of the refugees until those conditions are fulfilled?

Very little can be done without international co-operation. As the hon. Lady will know, Lord Darzi is part of the committee that is trying to oversee the situation, and the committee will have meetings in Nai Pyi Taw within the next week to consider what practical steps can be taken to try to ease the path. However, as the hon. Member for East Dunbartonshire (Jo Swinson) pointed out, these are massive international problems. We have tried to do as much as we can through the United Nations, but—

I think that all of us, with the benefit of hindsight, could rightly say that the sanctions were lifted too early, with the hope—and only the hope—of democracy there. As I have said, we would need to get a resolution through the United Nations, and it would almost certainly be vetoed. [Interruption.] Of course we are trying: in New York we are constantly having conversations with our Chinese and Russian counterparts about precisely these matters.

Our relations with India remain excellent. The UK shares a long-standing and deep friendship with India covering economic and commercial ties, defence and security, and the living bridge of the people-to-people links, as I saw most recently on my visit to New Delhi and Chennai three months ago.

His last visit presented an opportunity for a joint address to both Houses of Parliament and an opportunity to interact with the Indian diaspora in this country. I very much agree with my hon. Friend; there is no doubt that India will play a vital role in the Commonwealth Heads of Government meeting in mid-April. We are obviously working closely with our Indian colleagues to develop a full agenda of areas of mutual interest, and I very much hope that we will be able to do something here in Parliament along the lines that my hon. Friend has suggested—although that is a matter for you, Mr Speaker—in the community in London and indeed beyond, where there is a significant number of members of the Indian diaspora.

Given that the Republic of India, a Commonwealth member, has now held my constituent from Dumbarton, Jagtar Singh Johal, in custody without charge for two months, will the Minister tell the House whether the Government’s approach to large Commonwealth states is nothing short of a Faustian pact in which we sacrifice our defence of due process to arbitrary detention on the altar of free-marketeerism?

I really do not think that that is the case at all. The hon. Gentleman has been a steadfast constituency MP on this particular matter. Members might not know that he and I have met in the House of Commons, and I very much respect the way in which he has worked hard on behalf of the Johal family. Mr Johal’s brother is also one of his constituents. I recognise that this is a difficult and distressing time for Mr Johal and his family. Consular staff have visited him on a number of occasions, most recently on 28 December, and I can confirm that there will be a further visit this Thursday, 11 January. I will continue to meet members of the family and the hon. Gentleman, having done so at the end of November, and we are keeping him informed at every stage.

I hope the hon. Lady will be assured that we are keeping abreast of the issue of genocide or any sort of referral to the International Criminal Court. It is obviously difficult because Burma is not currently a member of the ICC. We are working with other countries at the UN to ensure that the very real concerns she expresses are put into place.

The situation in Jammu and Kashmir is a human outrage on a regular basis, and the tension between Pakistan and India is threatening world peace. Will the Foreign Secretary use the opportunity of the Commonwealth Heads of Government meeting to bring our good friends Pakistan and India together and move a peace process forward?

I thank the right hon. Member for Cynon Valley (Ann Clwyd) for initiating the debate and commend her for all her work as chair of the all-party parliamentary group on human rights.

It is perhaps trite simply to observe that human rights matter, but they do matter, because they, and they alone, are guardians of fairness and opportunity for all. They reflect the widespread belief in freedom, non-discrimination and the innate dignity of each and every human being. Human rights are more than simply articles of international law, although that in itself would be reason enough to defend them. They also protect collective opportunities and freedoms that are the key to achieving long-term prosperity and security.

On the issue of the Rohingya, the right hon. Lady knows that as a Minister of six months’ standing, these matters are incredibly close to my heart, and they more or less give me sleepless nights. I want to work as far as I can with NGOs across the world to ensure that, as she rightly says, those who commit these crimes are not able to do so with impunity. As I said on the Floor of the House, we can be very proud of our humanitarian work, but if that work somehow crowds out the diplomatic and political work that needs to be done, we are simply saying to the next set of dictators who wish to rid themselves of an inconvenient minority within their own country that they can get away with it with impunity, if they look upon what has happened after August 2017 in Burma. I hope I will work closely with her and many others across the political divide and the world to ensure we have genuine progress and to make sure not only that there is justice in Burma for the Rohingya but, more importantly still, that we set a template for the future in this very important area of human rights.

My time is very limited, but I will say a little bit about the Government’s policy on human rights. We believe that this fight is central to foreign policy. I understand why the right hon. Member for Enfield North (Joan Ryan) said what she did in her intervention. There are times when we seem to be compromised by elements of trade and trading relationships. I very much hope, at least in my role as a Minister in the Foreign Office, that we will put human rights at the top of the agenda. I will not pretend that there will not be moments when we feel slightly compromised. The right hon. Member for Cynon Valley was correct when she said that Matthew Rycroft, our man at the UN—I have just come back from there on Friday and am going for two days in January—does a terrific job in addressing these issues and ensuring that our agenda is at the top.

We recognise that all rights set out in the UN declaration of human rights and in international law are of equal importance, but to achieve maximum impact, we prioritise certain issues. We want to tackle modern slavery, to defend freedom of religion or belief and freedom of expression, to end inequality and discrimination and to promote democracy. I would like to briefly give hon. Members a quick insight into some of the FCO’s work in each of those areas.

Modern slavery is one of the great human rights challenges of our time. It is appalling that it still exists in the 21st century. Eradicating it through concerted and co-ordinated global action is one of our top foreign policy priorities. Freedom of religion or belief matters because faith guides the daily life of more than 80% of the world’s population, whatever their faith may be. That freedom also applies to those who do not have a faith at all. The issue of apostasy is also something I wish to look at in my time as a Minister. Freedom of religion or belief also matters because promoting tolerance and respect for all helps us to have inclusive societies that are more stable, more prosperous and better able to resist extremism. We can be very proud of our record in the UK. It is not perfect, of course, but we have a pretty good record. I see a number of London MPs here. Our capital is a rich city of such diversity, and that sense of tolerance is something of which we can all be very proud.

We promote and defend those values in a variety of ways, including by directly lobbying Governments, as I do regularly when I see high commissioners and ambassadors. I do so privately sometimes, which is the right way. We always make the case repeatedly, and I never resist that, because the moment we do not mention human rights when talking about trade and other connections, the message is misconstrued that we somehow care a little less for it. That topic comes up in every conversation I have, but they will sometimes be private conversations, and I hope the right hon. Member for Cynon Valley understands that.

We need to maintain great consensus on the issue by working with international partners and by running a list of projects that promote understanding and respect and celebrate diversity. Many of those projects are run in co-operation with a range of civil society groups. The freedom of individuals and organisations to discuss, debate and criticise—to go through what we go through each and every day—or to hold their Governments rightly to account is an essential element of a successful society. That is why we believe it is another universal human right that we work very hard across the globe to uphold.

I could say so much more, but I fear my time is limited. The right hon. Lady understandably wanted to have her say, and she made heartfelt comments. In the 70th year since its adoption, the UN declaration of human rights remains the most powerful statement of hope and aspiration for us all. There has been tremendous progress in the past 69 years, but we know there is still so much more to do. This Government will continue to lead the way on promoting human rights, as they have always done, to ensure that human rights are truly enjoyed equally in every corner of the globe by the whole of humankind.

On 28 November 2017 the Foreign and Commonwealth Office fulfilled the pledge made by the former Prime Minister at the NATO Chicago summit in 2012 to commit £70 million for each of the calendar years 2015 to 2017 towards Afghan National Defence and Security Force (ANDSF) sustainment. At the NATO summit in Warsaw in 2016, the UK committed a further £210 million to sustain its commitment of £70 million per year from 2018 until 2020.

The UK’s 2017 contribution, funded from the Conflict, Stability and Security Fund (CSSF), has been channelled through both the United Nations Development Programme’s Law and Order Trust Fund Afghanistan (LOTFA) and the NATO-run Afghanistan National Army Trust Fund (ANATF). The contributions will support payroll management, Afghan National Police salaries, Ministry of Interior and Afghan National Police development, and the provision of additional medical facilities for ANDSF personnel.

The development of a capable, accountable and responsive Ministry of Interior and Afghan National Police service, committed to delivering rule of law, is essential to long-term stability and security in Afghanistan. The Afghan National Police play a fundamental role in providing security, rule of law and public order, as well as helping to build trust in the legitimacy of the state. Due to the challenging security environment, international support for Afghan policing continues to be required. The UK remains committed to supporting the development of security institutions in Afghanistan, including the Afghan National Police and Ministry of Interior.

It is an honour to serve under your distinguished chairmanship, Mr Paisley, and a huge pleasure to congratulate the hon. Member for City of Durham (Dr Blackman-Woods) on her excellent speech. I had the privilege of going on the same CPA visit to see the Rohingyas as the hon. Lady, and it seemed to me that two responses were required from Her Majesty’s Government, who are so ably represented here by my right hon. Friend the Minister.

The first is the diplomatic response to the grossest example of ethnic cleansing that one could come up with. It is ethnic cleansing, pure and simple, and must be 100% condemned through all diplomatic channels available to us. I appreciate the sensitivities of the nascent democracy in Burma, but we must make it clear that the generals are responsible for this ethnic cleansing and that the international community will not put up with it. When it comes to the potential return of Rohingya refugees, returning stateless people to remain stateless in their country of origin is not good enough. These people require their nationhood to be given to them.

The second response required from Her Majesty’s Government is humanitarian assistance. Britain has a good record of providing financial assistance directly to the camps, but more will obviously be required. We must stimulate further contributions from other countries, particularly Muslim countries, because we are dealing with a Muslim population and there are lots of rich Muslim countries in the world that, frankly, should be stepping up to the plate rather more.

On the CPA visit to the refugee camp, we had the privilege of meeting some truly inspirational aid workers from the UNHCR and the International Rescue Committee. It was a privilege to meet them and see the fantastic work that they do.

Reflecting on what my hon. Friend just said, it would be very dangerous for this to be seen as only a Muslim issue. It is a global humanitarian catastrophe, and while I accept what he says—that we want to see all nations contributing—to try to frame it in an ethnic way would be the wrong way forward.

The point I am making is absolutely right: yes, it is an international emergency, but the Rohingya are being expelled because they are Muslim. We must not ignore that fact. We also have to accept that there are very rich Muslim nations in the world that can step up to the plate. I do not think that the Minister and I disagree; help is great, wherever it comes from.

The international aid workers we met, many of whom have been international aid workers for a long time, told us that the Kutupalong camp, which we visited and which had more than 400,000 people in it, is the most congested refugee camp they have ever experienced. That is a huge problem because, as was certainly made clear to us, the outbreak of disease is a really big concern. When we asked what the solution is, they said they will simply have to create more, smaller camps in that part of Bangladesh, which will minimise the risk of a disease outbreak. If we can encourage the Bangladeshi Government to do that—they have been very generous—that would be good.

The aid workers made the point that we need to think about the medium term. There has been a rush of refugees into Bangladesh, but those people will not go back in a hurry and they will not go back in numbers, so we need to think five or 10 years ahead. The aid workers also told us that in absolutely no way should those people be returned to any unsafe situation, and that there must be an informed, safe, voluntary, dignified and sustainable return, or no return at all.

The Bangladeshis need to speed up the entry clearance process for refugee aid workers. Some of the pre-registration processes for refugee organisations are, frankly, taking too long; they can take six to 12 months. I am sure the Minister is on the case and will listen carefully to the debate.

I congratulate my hon. Friend the Member for City of Durham (Dr Blackman-Woods) on securing this important debate. Many of my constituents have been, and remain, extremely concerned about the situation in Rakhine state. It was the subject of the first wide-scale correspondence campaign that I received as a Member of Parliament, and it remains one of the biggest. Like me, my constituents were appalled about the extreme violence inflicted on the Rohingya in Rakhine state, which has been going on for years.

It is difficult to imagine the scale of the exodus: more than 600,000 people have crossed into Bangladesh since the end of August. No wonder UN officials described the situation as a “textbook example” of ethnic cleansing. Will the Minister confirm whether our Government have officially classified the situation as such? More to the point, has it been classified as a genocide? That is what I feel it actually is.

Yes, we have made it clear that it is ethnic cleansing. The question of whether it is genocide is a legal issue and not something that Governments can decide. There has to be a legal process through the international community. The ethnic cleansing point has been made—I have made it on the Floor of the House, and my right hon. Friends the Foreign Secretary and the Secretary of State for International Development have also made it very clear that this seems like a case of ethnic cleansing.

I thank the Minister for his response, but he will be the first to acknowledge that that does not mean that these events have been classified as a crime against humanity. Hopefully we will pursue the Myanmar Government on that.

It is to the credit of Bangladesh and other nations that they have attempted to accommodate and assist the Rohingya refugees. While a repatriation agreement has been made, help and resources to deal with the humanitarian crisis are still urgently needed. The International Organisation for Migration estimates that more than 820,000 Rohingya need urgent support to survive—food, water and medicine. The UN and international aid agencies must be allowed to reach displaced families, and the Foreign Office must maintain pressure on the Burmese authorities to ensure that humanitarian aid gets to Rohingya communities.

This is a human rights crisis as well as a humanitarian crisis, and concerns about rising levels of intolerance in Myanmar remain. I spoke previously in Parliament about the enormous respect that was accorded to the de facto leader of Myanmar, Aung San Suu Kyi, by this country during her own struggle for democracy—she of all people should respect the rights of all, especially minorities. It is therefore understandable that human rights groups remain concerned over the repatriation agreement signed last week. Because the Rohingya are not regarded as Burmese citizens by the military, there remains a distinct and serious concern that the generals could still obstruct the repatriation. Kofi Annan’s Rakhine commission recommended that the Rohingya be granted citizenship and freedom of movement. Mr Annan stated:

“This is a critical step for Rakhines and Muslims alike. Only in this way can they break out of the hostility that leads to the violence and despair that has blighted their lives for so long.”

Without citizenship, the Rohingya may still be vulnerable to the discrimination and violence that has been ongoing for decades.

I hope that our Government will take a global lead in finding long-term solutions to achieve lasting peace once violence has ceased and humanitarian access has been put in place, and that they will work with the authorities on the implementation of Kofi Annan’s Rakhine commission recommendations. Before I sit down, let me record the enormous gratitude and respect that I and no doubt all hon. Members feel towards the aid workers and organisations, including the superb humanitarian charity, Khalsa Aid, whose founder, Ravi Singh, lives in my constituency. We are in their debt as they undertake such efforts in circumstances that we can hardly imagine.

Thank you, Mr Paisley, for calling me to speak. Having visited Burma last week, for the second time in seven weeks, I welcome the opportunity to update the House on the heartbreakingly appalling situation facing the Rohingya people of Rakhine state and the active work of the UK Government to address it in both Burma and Bangladesh, and in the UN and the international community.

I thank all colleagues for their powerful contributions and testimony, particularly the hon. Member for City of Durham (Dr Blackman-Woods). They should rest assured that their words will be heard not just across the road in the Foreign and Commonwealth Office, but around the globe, as we make the case about what is happening. I am well aware that in Burma people actively listen to what is happening in the UK Parliament, so these are words that will be listened to far afield.

Since military operations began in Rakhine state on 25 August, more than 620,000 Rohingya have fled across the border into Bangladesh. Many have given heart-wrenching accounts, which I know many have heard, about the human rights abuses, including unspeakable sexual violence, which has been suffered or witnessed in Rakhine. Up to 1,000 people are still crossing that border each and every day. This is a movement of people on a colossal scale, with few parallels in recent times. I accept the point, made by my right hon. Friend the Member for Hemel Hempstead (Sir Mike Penning), that this issue with the Rohingya goes back to the formation of the Burmese state, but the sheer scale of it over the past three months has been remarkable.

I pay tribute again to the Government of Bangladesh for the support they have offered the Rohingya. Prime Minister Sheikh Hasina’s decision to open the border and allow the refugees to enter has without doubt saved countless lives. Last Thursday, as has been pointed out, Bangladesh and Burma signed a memorandum of understanding on the return of refugees to Rakhine. We understand that a joint working group will be set up within three weeks, with the aim of commencing the processing of returns within two months.

I want to touch on the UK Government’s position, because I know that there are concerns across the House. We will press for quick progress on the implementation of this bilateral agreement, but we will be absolutely clear that any returns must be safe, voluntary and dignified, and there must be appropriate international oversight. In my view, which I think is shared by many Members here, it is too early even to talk about voluntary returns at this stage. The Rohingya have rightly addressed legitimate concerns about their personal security. The severe restrictions that Amnesty International has described persist. Access to livelihood and humanitarian aid remains insufficient. That was evident to me from the other side of the border when, on my first visit to Burma, I went to a camp in Sittwe that had been set up in 2012, during one of the more recent times of strife.

It is not a life for the people living in that camp; it is barely a subsistence living. They are able to live and eat, they have healthcare and UK aid is able to provide fairly significantly, but it is not a life that anyone can recognise. It was heartbreaking to chat to Rohingya people there who had had businesses and professions, and who were left in limbo for five years, and potentially for many years to come. That option is not satisfactory. It would get people across the border, but the notion of setting up similar sorts of camps for the future for many years to come has to be a non-starter.

The Minister just said that the working group and implementation would start within two months, and that any scheme must be “safe, voluntary and dignified,” but then I think he said that clearly people are not going to return voluntarily. Will he clarify that point?

I am making the point that we want to see people return. I will move on to the important point made by the hon. Member for Newport West (Paul Flynn) a moment ago. Although the Government are not directly criticising the agreement, our position is that we should be telling both Governments that substantial progress on the ground will be necessary, as well as proper engagement with both ethnic Rakhine and Rohingya—if needed—if any Rohingya are to return. We want to see the momentum on this issue. The reason for that—I think it was alluded to earlier—is that if the Rohingya do not return, ruthlessly the Burmese military will have got their way; they will have got what they wanted. That is why, although I accept that we should not dream of forcing Rohingya to return, nor should we do this with such swiftness that they are not secure on the ground.

Equally—this is the slight concern I have with the contribution from the hon. Member for Livingston (Hannah Bardell), who spoke for the Scottish National party—even to talk about resettlement at this stage plays into the hands of the Burmese military, and I think it is something we should avoid. I understand that she is doing it for the best of humanitarian motives, but realistically at the moment we must try to insist that the Rohingya return to their rightful homeland.

Perhaps the Minister will allude to this shortly, but will there be an international presence? Will we be pushing for an independent security presence to protect them, because otherwise we are expecting the perpetrators of ethnic cleansing to be the ones managing this process?

Absolutely. We will. I am also wary of the idea of having a long-term presence there, rather like what has happened in the middle east where one has an unsustainable position for the longer term, but in the short term we need to have an independent international presence to police this matter.

The UK Government have concluded that the inexcusable violence perpetrated on the Rohingya by the Burmese military and ethnic Rakhine militia appears to be ethnic cleansing—or is ethnic cleansing. The UK has been leading the international response diplomatically, politically and in terms of humanitarian support.

If the hon. Lady will excuse me, I am wary that I am running out of time and I want to touch on sanctions and other issues that have been raised.

On 6 November we proposed, and secured with unanimous support, the first UN Security Council presidential statement on Burma in a decade. With this the Security Council made clear its expectations of the Burmese authorities: no further excessive military force; immediate UN humanitarian access; mechanisms to allow voluntary return; and an investigation into human rights violations, including allegations of sexual violence.

Elsewhere in the UN, we are co-sponsoring a UN General Assembly resolution on the human rights situation in Burma. I note the comments made by my hon. Friend the Member for Colchester (Will Quince) about the importance of China in this situation. Please rest assured that a huge amount of work is going on at the UN to try to bring China on board. I think it would be wrong to overstate China’s leverage on these matters, and there are issues on the Chinese-Burmese border that are nothing to do with the Rohingya, but hon. Members are correct that China has an important role to play. The resolution we are proposing has received the support of 135 member states at the Third Committee. The strong international support for this resolution and the Security Council’s presidential statement send a powerful signal to the Burmese authorities about the military’s conduct and the lasting damage it will do to their international reputation.

May I touch on sanctions, which the hon. Members for Bethnal Green and Bow (Rushanara Ali) and for Bishop Auckland (Helen Goodman) mentioned? We impose our sanctions through the EU, but we must secure the consensus of all member states. At the October EU Foreign Affairs Council, the Foreign Secretary secured agreement to consider additional measures if the situation did not improve. Evidently, it has not. If the Burmese authorities do not heed the call of the 6 November UNSC presidential statement, we will be returning to EU partners to press for agreement on further measures, which could include targeted sanctions along the lines that the hon. Member for Bethnal Green and Bow referred to. But we would want to be clear about what impact they were having on the military’s conduct, as indeed would our EU partners. I pledge to the House that we will be giving very serious consideration to trying to work out the appropriateness of such sanctions, including to try to discover whether there is any property or companies owned by the Burmese military.

I attended the Asia-Europe Foreign Ministers meeting in Naypyidaw last Monday and Tuesday and had meetings with the Minister of Defence, Sein Win, the Deputy Foreign Minister, Kyaw Tin, and Aung San Suu Kyi’s chief of staff, Kyaw Tint Swe. My hon. Friend the Member for St Albans (Mrs Main) will, I hope, be pleased to learn that I did not pussyfoot about. I referred on each occasion to “Rohingya” and got a lecture for my pains in doing so, but we will continue to do so on that basis.

I very much appreciate the Minister giving way. Although I acknowledge that the geopolitics of the region might make it difficult for our Government to speak out against Myanmar, and I appreciate that he was there last week at the same time I was, does he not agree that we stood by and blinked while the Rwandan genocide happened and, given the nature of the crimes against humanity that are currently being committed, while we play around with semantics we risk being bystanders to yet another genocide?

The hon. Lady will be aware that I think of this a great deal. I am very much aware, as we should all be in the international community, that we are faced with a set of problems, and one could argue that they are not dissimilar to what happened in Rwanda, Sri Lanka and Srebrenica, and at various other times. The international community needs to be able to come together, but it needs to do that in a united way, and the only way to do that is through the United Nations, which is why we continue to work tirelessly in that regard.

Any long-term resolution needs to address the issue of citizenship in Burma, as has been said. The report of Kofi Annan’s Advisory Commission on Rakhine State remains central to this, and I welcome Aung San Suu Kyi’s recent establishment of an international advisory board, including Lord Darzi and other respected international political figures, to ensure its implementation. She has publicly committed to implementing the commission’s recommendations, which include reviewing the controversial 1982 citizenship law and making progress on citizenship through the existing legal framework.

The main current impetus continues to be the urgent humanitarian needs of the Rohingya refugees. The UK is the single largest bilateral donor to the crisis. We have now contributed £59 million, as has been stated, and we are making a material difference. We are providing food for over 170,000 people, 140,000 people with safe water and sanitation, and emergency nutritional support to more than 60,000 vulnerable children under the age of five. On 23 October I represented the UK at an UN-organised pledging conference in Geneva, where through our leadership we were able to get more money. But the reality is that, as has been pointed out, that will take us through only to February, when we will need to go through that process again. More will be needed from us and others, and we will sustain the international leadership role on the humanitarian response to ensure that it happens.

I want to touch on sexual violence. I have already mentioned the horrifying accounts provided by some Rohingya refugees about sexual and gender-based violence. Earlier this month the UN’s special representative on sexual violence visited Bangladesh and heard consistent and harrowing reports of the widespread and systematic use of sexual violence against Rohingya women and girls, both in the past on the Burmese side of the border and now in the Bangladeshi camps. That clearly needs to stop. The extremely serious conclusions have meant that the UK Government have deployed two civilian experts to Bangladesh. We will obviously review that and whether to increase it to look at the current levels of investigation and documentation of these abhorrent crimes. They will provide us with advice on where the UK can continue to support this vital work. We are committed to ensuring that there is full support for victims and witnesses of these crimes. We need to have accountability, and we are determined that those who have committed human rights violations will be brought properly to account.

I want to thank everyone here for all that they have said. Please rest assured that my door remains open, as the Minister with responsibility in this area. Please feel free to get in touch at any stage if you are able to pass on either more evidence or the strength of the views of many of your constituents. I know that the hon. Member for City of Durham will want to say a few words, so I will sum up.

The UK Government will do our best to maintain a full range of humanitarian, political and diplomatic efforts, leading the international community’s response to this ongoing catastrophe and pressing Burma to meet urgently the expectations set out in the UN Security Council’s presidential statement. I know that diplomacy has a bad name sometimes, and it is something we have to be very determined to try to work together on. Please be assured that we are doing as much as we can. I wish that we could do more. I wish that this situation could be resolved. I wish that there was more goodwill in that part of the world. The Foreign Office will remain steadfastly determined to ensure, as far as we can, the safe return of the Rohingya people, to ensure access for humanitarian aid and to hold to account those who are responsible for these harrowing crimes.

It is a great pleasure to serve under your chairmanship, Mr Gray. I pay great tribute to the hon. Member for Strangford (Jim Shannon), who is a doughty and tireless campaigner on this issue. He deserves great credit for all his work and campaigning on it and the way in which he raises it constantly in Parliament and beyond.

Religious freedom is the right to believe in something or nothing. It was one of our erstwhile monarchs who allegedly said she had no desire to make “windows into men’s souls”. However, as the hon. Member for Harrow East (Bob Blackman) rightly said, there was a time when that was not true on these islands and people were burnt at the stake for their beliefs.

Let me tell of an incident rather less grim than that but pretty bad none the less. Of course, it has to be a Welsh example: the Llanfrothen burial case of 1888. Hon. Members will be forgiven if they have not heard of it, but here is what happened. It was a case to ensure that the local rector complied with the Burials Act 1880, allowing a quarryman named Roberts to be interred in the consecrated part of the churchyard rather than a plot described by the lawyer of the day—a certain David Lloyd George—as

“a spot, bleak and sinister, in which were buried the bodies of the unknown drowned”.

That was where they put the Welsh nonconformists: the free Church people. Victory in that case for the dissenting Mr Roberts led to great civil liberties for Welsh nonconformists and free Church denominations. I suggest Mr Lloyd George had not forgotten that when he continued his campaign, which led to the disestablishment of the Anglican Church in Wales.

I do not claim to have the degree of expertise of the hon. Member for Strangford as he talks about the issues of concern in different countries, so I will not try to replicate that, but one aspect of the debate that intrigues me is how faith groups in this country are sometimes spoken about. When political parties are reported as having more than half a million members—something I really welcome—journalists report that as “soaring membership.” When Spurs get a crowd of 85,512 at Wembley, we are told it is “amazing”—I do not know much about football, but that is what one of the papers said. When 72,000 people on average attend a Six Nations rugby game, it is “incredible.” Yet when Church of England attendances reach 760,000, in one report it is all about “downward pressure”. Some poor clergyman or woman quoted in the report said, in slightly macabre terms:

“We lose approximately 1% of our churchgoers to death each year.”

I find it interesting how the debate sometimes goes in this country. That figure, for one church among many and one faith organisation among many, in one part of the UK, constitutes a lot of people and shows that our faith communities are actually pretty vibrant.

In my defence, I will quote something Polly Toynbee wrote—I am not sure she will like that. In 2014 she spoke about the work of the Church of England and its concerns on welfare policy, describing it as being “good on food banks” as she discussed that particular aspect. What she said was quite intriguing:

“Faith makes people no more virtuous, but nor do rationalists claim any moral superiority. Pogroms, inquisitions, jihadist terror and religious massacres can be matched death for death with the secular horrors of Pol Pot, Hitler or Stalin.”

That is an interesting comment in a Polly Toynbee article—I expect a letter from her next week.

We need recognition of the importance of faith in this island and beyond by some of our more secular commentators. We need to welcome the role of faith communities. Of course, we need to welcome them in all our political parties. I was delighted to see the launching of Catholics for Labour at this year’s Labour party annual conference. It is my view that genuine multiculturalism and freedom of belief are not really possible without an appreciation of the importance of our faith communities.

If I may, I will throw two specific but totally unrelated thoughts into our discussion pot. It is right that we have laws against hate crimes of various kinds on our statute book. Freedom of thought and different beliefs is vital, but the discourse needs to be conducted with respect. I do not claim to be an expert on this, but I pose the question whether we should join the 16 other countries on the continent of Europe and make Holocaust denial an offence. Is that not a form of hate speech and something our law should reflect?

My second and unrelated point concerns the United States of America and the death penalty. One may ask, “What does that have to do with religious freedom?”. Quite a lot, I would argue. The death penalty is allowed in 31 of the 50 American states, although I welcome the fact that, of those 31, 12 have an official moratorium or have had no executions in the past 10 years. There are many arguments against the death penalty, but that is not my point today. My point is that perhaps no other nation has such a strong lobby fighting for the religious liberty of Christians across the globe, yet many of the countries where Christians suffer persecution suffer in such a way that their lives may end horribly through the death penalty. If the United States seriously wishes to advocate more powerfully on their behalf, all the states of that nation need to be serious about getting rid of the death penalty. I would be grateful to the Minister if the British Government took that up with the Americans.

We take that up with every nation. We are committed to the abolition of the death penalty around the globe and it is an issue that I will take up at every opportunity with high commissioners and ambassadors from every nation, not just the United States.

It is a great pleasure to work under your chairmanship as well, Mr Paisley. I am not sure whether there are planes to be caught and other things beyond 4.30 pm, but I will endeavour to respond to all aspects of the debate.

I am delighted to represent the Government in this debate and, along with everyone else, to congratulate my hon. Friend the Member for Strangford (Jim Shannon) on securing it on such an important occasion. I pay tribute to him and to all the members of the all-party parliamentary group for international freedom of religion or belief for their continued strong commitment to promoting this universal human right. We welcome the views of parliamentarians and civil society groups on what more we might do, and we seek to act on those views where possible.

I was going to thank the new boy and the new girl who have made speeches today, but unfortunately the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) has now left the Chamber. Perhaps he took to heart the idea of catching a plane home—he has a slightly longer commute to his constituency than I do, of course. He and the hon. Member for Belfast South (Emma Little Pengelly) made good and heartfelt speeches, as indeed did all Members who contributed.

To speak slightly personally, I have spent all but four months of my 16 years in this place as a Back Bencher. Although I believe firmly that I must speak today on behalf of the Government, I am also aware, as the Government need to be aware, that we do not have a full majority in the House of Commons. Therefore, the opinions of Parliament in this and many other matters have increasing importance. I take seriously this sort of debate. In my role as a Foreign and Commonwealth Office Minister, I will endeavour to pass it on to the high commissions and embassies within my bailiwick, in order to ensure that the concerns expressed by parliamentarians do not just die in the ether or appear on a few pages of Hansard for a particular day, but are given practical effect. I give my word to everyone here that I shall endeavour to do so and to boil down the issues debated, as well as the important report, to make a practical—if not life-changing—day-to-day difference in how our embassies and high commissions operate. I will ensure that the concerns addressed by parliamentarians, not just in this debate but in numerous others, are brought to bear.

To an extent, that has already been done in relation to Burma, as the hon. Member for Heywood and Middleton (Liz McInnes) pointed out. As my hon. Friend the Member for Strangford rightly said, more than 600,000 Rohingya have been forced to flee to Bangladesh since 25 August. Parliamentarians’ active role has contributed to the UK’s continuing leading international position on the matter. The issue is evolving, and I know that frustration has been expressed at various times, not least by the hon. Member for Heywood and Middleton, and rightly so; it is her role in opposition to provide a practical sense of concern about the pace of reform.

I spoke about the issue yesterday at a Foreign Affairs Committee hearing. The situation continues to evolve, in diplomatic and political terms. As recently as Monday I was at the United Nations in Geneva to pledge on behalf of UK taxpayers an additional £12 million, bringing to £47 million, or $62 million, the UK’s contribution to the heartfelt international efforts in response to this terrible humanitarian catastrophe, which at the moment is occurring predominantly in Bangladesh. The hon. Member for Heywood and Middleton is absolutely right that we are doing all we can to ensure that the displaced can return to Burma, and one hopes that some of the money will be spent to rebuild lives and villages on that side of the border.

That is an example of what is going on; no doubt in three or four months’ time there will be other issues for me, as a Foreign and Commonwealth Office Minister, or one of my colleagues, to deal with. That is why we appreciate the work of the all-party parliamentary group and parliamentarians to raise the temperature of such important issues; it informs and complements our work overseas. I stress that I will, in my own small way as a Minister, take it seriously. If we hear such representations, we will try to ensure that we can act on them in our embassies and high commissions elsewhere.

Tomorrow our posts across the diplomatic network will mark International Freedom of Religion or Belief Day in various ways. I want to mark the occasion by reiterating the Government’s commitment to promoting and protecting freedom of religion or belief, reflecting on the situation in a number of countries of particular concern and setting out what action the Government are taking on the issue.

Article 18 of the universal declaration of human rights is the fundamental principle underpinning our work. It defines freedom of religion or belief as

“the right to freedom of thought, conscience and religion”.

As a number of hon. Members have pointed out in this debate, the article states that everyone has the right to choose a religion or belief, or to have no religious belief at all. My right hon. Friend the Prime Minister spoke earlier this year about her

“determination to stand up for the freedom of people of all religions to practice their beliefs in peace and safety.”

I set out my own personal commitment on this issue when I last spoke on it in a debate in July, and I know that Lord Ahmad, the FCO Minister with responsibility for human rights, regularly expresses sentiments similar to mine, both in the other place and in his engagements in London and overseas. I also know that he was with many Members yesterday in Speaker’s House for the launch of the APPG’s report, which is a genuinely impressive piece of work that will further inform our efforts in this area.

We make those efforts not just because the right to freedom of religion or belief is a principle worth defending for its own sake. I entirely agree with my hon. Friend the Member for Stafford (Jeremy Lefroy), who said that we also make those efforts because we believe that societies in which people are free to practise their faith or belief are, by their very nature, more stable, more prosperous and more resilient to extremism.

Sadly, however, the situation in a number of countries around the world continues to cause grave concern, and as I have a little more time than I had anticipated I will give some specific examples. The information provided by the Pew Research Centre shows that Christians have been harassed in more countries than any other religious group. The middle east is the cradle of the religion, although obviously it is also the cradle of other religions, namely Islam and Judaism. However, Christians in the middle east are particularly suffering from harassment. In Iraq the Christian population has fallen from over 1 million in 2003 to a current estimate of 250,000. We are also concerned about the plight of Christians in Syria, Burma and a number of other countries.

However, followers of all faiths and religions suffer persecution, as at times do people of no faith, so I will set out what the UK Government are doing in some specific cases. Essentially, our approach is to tackle the issue on two fronts: first, working with and strongly lobbying countries individually; and secondly, working within organisations such as the United Nations.

A recent example of our bilateral approach is our work to defend the rights of Christians in Sudan, and we welcomed the release of several pastors earlier this year. We have also called for the release of the Eritrean Patriarch, Abune Antonios, and we are supporting the rights of many faith groups, including the Baha’i in Iran and, as has already been said, the Rohingya Muslims in Burma. My hon. Friend the Member for Harrow East (Bob Blackman) made the important point that some Rohingya are actually Hindu and that some have no religion at all, but they too have been persecuted during these terrible times. What I am saying also applies to Jehovah’s Witnesses in Russia and Shi’a Muslims in several countries, including Saudi Arabia.

Lord Ahmad recently visited an Ahmadiyya mosque in Dhaka in Bangladesh for a multi-faith gathering, at which he made a call for universal religious tolerance. Most recently, we have expressed concern about proposed amendments to the law in Nepal, which my hon. Friend the Member for Strangford rightly said would restrict religious freedoms. Only last month I had the opportunity to speak about that issue directly with my US counterpart at the UN General Assembly.

As an example of our multilateral work to defend and protect religious freedoms, I draw the House’s attention to the UK’s leading role in the global efforts to bring ISIS or Daesh to justice. All of us here are only too aware of the absolutely appalling treatment that that paramilitary group has meted out to anyone who does not subscribe to its extremist ideology. That has included religious minorities in Iraq and Syria—Christians and Yazidis—and of course the majority Muslim populations in those countries.

The UK is determined that Daesh will not get away with it. That is important not only in countering extremism, but in defending the right to freedom of religion or belief. We have led the multilateral response to Daesh. My right hon. Friend the Foreign Secretary, together with his Belgian and Iraqi counterparts, got the ball rolling last year with a UK-led initiative to bring Daesh to justice. Just last month a new UK-drafted UN resolution, co-sponsored by 46 member states, including Iraq, was adopted unanimously by the Security Council, as Daesh accountability resolution 2379. The resolution calls on the UN Secretary General to establish an investigative team to collect, preserve and store evidence of crimes by so-called Islamic State, beginning in Iraq. I know that we will be supported by members of the APPG, who focused on the issue when their report was launched yesterday.

That UN investigative team will be led by a special adviser with a mandate to promote the need to bring ISIS to justice around the globe. We have contributed, as a down-payment, £1 million to support the establishment of the team, to ensure that it is adequately resourced at the outset and that the evidence collected is used to bring the perpetrators to book.

However, our work on promoting freedom of religion or belief goes beyond bilateral or multilateral efforts overseas. We are also now committed to stepping up our engagement with faith leaders here in the UK. That is why Lord Ahmad has established a regular roundtable with a variety of faith leaders and representatives, the first of which he hosted as recently as Monday. The aim of the roundtable is to discuss how the Government and faith leaders can work together to address issues of religious freedom. We want faith groups to play a bigger role in seeking solutions to international crises and to broader international challenges. That international network will be of critical importance. Also, when the Foreign and Commonwealth Office marks International Human Rights Day in December, we will focus particularly on promoting freedom of religion or belief, and on the important role that faith leaders can play in driving that agenda.

We shall continue to support religious freedom and tolerance through our project work under the Foreign and Commonwealth Office’s Magna Carta fund for human rights and democracy. I must confess that I am particularly proud of a project that is helping secondary schoolteachers in the middle east and north Africa to create lesson plans that promote tolerance and freedom of religion or belief among all their pupils. The project is being implemented by an organisation called Hardwired Inc, which, along with other civil society organisations, is a vital partner in our efforts to make article 18 a reality. I pay tribute to its dedicated work.

We continue to strive to be as effective as possible in promoting freedom of religion or belief. Ensuring that our embassy and high commission staff are properly trained is an essential part of that programme, and I know that the APPG’s report rightly highlighted such training. I will continue to look for ways to improve religious literacy among our staff. We already provide a set of resources to support their work, which we will promote more widely to our posts overseas. Earlier this month the FCO launched a new religion and diplomacy course. We will continue to review actively both that course and the feedback it receives from our staff, to ensure that it meets our needs in a fast-changing world.

In addition, my noble Friend Lord Ahmad will write to all our ambassadors and high commissioners tomorrow, reissuing our freedom of religion or belief toolkit and instructing them to give serious consideration to freedom of religious belief in their diplomatic engagement with host Governments. Where there are violations of religious belief, Members can be assured that the FCO and its Ministers are clear that they will be addressed through our diplomacy with international partners.

In partnership with Lord Ahmad, I will also write to the embassies and high commissions in key countries for which I have responsibility, asking them to report on precisely what they are doing to promote freedom of religion or belief. I will ensure that our embassies are aware of the strength of both parliamentary feeling and my own personal feelings on this issue.

As recently as 2011 there were 150,000 Christians in the city of Aleppo in Syria, which is a country I visited in my first term as a Member of Parliament. Now, as far as we can understand, there are fewer than 35,000. Religious persecution has increased in other Muslim countries, such as Pakistan, Sudan and Iran. In Nigeria, 1.8 million people have been displaced by Boko Haram. In India, it has been suggested that the harassment of Christians has increased with the current rise of Hindu nationalism. However, I also take on board what my hon. Friend the Member for Harrow East said on that issue, namely that Hindus and Sikhs themselves are under day-to-day threat in parts of the subcontinent. In China there are now no fewer than 127 million Christians, which I fear has upset the authorities there, who see Christianity as some form of foreign infiltration and seek to Sinicise it in some way.

I will now take the opportunity to address one or two issues that were specifically raised by a number of Members. I agree with my hon. Friend the Member for Strangford that there are concerns that some provisions of the new penal code in Nepal may be constructed to limit the freedom to adapt, change or practise a religion. I have already raised those concerns with the Government of Nepal and will continue to do so.

My hon. Friend the Member for Torbay (Kevin Foster) mentioned Egypt, which is a human rights priority country. Her Majesty’s Government have been clear that freedom of religion or belief needs to be actively protected. The Government of Egypt have stated their commitment to protecting the rights of minorities and the need for religious tolerance. We regularly raise concerns with the Egyptian Government about the deteriorating human rights situation, including issues that affect Christians. The Coptic Christian community is made up of 8 million to 9 million people and has been around as long as any other Christian group, but there are great fears for its future, and certainly for its future stability.

May I take this opportunity to apologise to the hon. Member for Linlithgow and East Falkirk (Martyn Day), who has not yet received a response to his letter on behalf of his constituent from 25 August? I will endeavour to find out where the letter has gone in the system. He made some interesting comments about the apostasy issue. I will contact the Home Office to request that it finds a way to include such cases within the hate crime statistics, if that is at all possible. I will get back to him when I have a reply.

There was a slightly discordant shot from the hon. Member for Glasgow North (Patrick Grady) on genocide. Genocide is strictly a legal term. Whether a parliamentary motion or Ministers refer to it as genocide is neither here nor there; it is strictly a legal term. With what has been happening in Burma and various other parts of the world, it is clear that a process has to be gone through in the UN and finally in the International Criminal Court before a genocide can be proven.

I want to reassure those Members who raised the issue of funding. All DFID’s support to Governments involves discussions on human rights, and we will continue to give serious consideration to adopting recommendations 1 and 2 from the report to take account of DFID and FCO funding streams. I do not want to commit my Department on the Floor of the House without it having had a proper look through all the recommendations. To be brutally honest, many of them relate to issues that we already address on a day-to-day basis, but we will give the report serious consideration. Once we have had a chance to look through all the recommendations, I will get back to the shadow Minister and my hon. Friend the Member for Strangford to say which ones we are in a position fully to adopt and what action we would look to take elsewhere.

My hon. Friend did raise that case. If he is happy, I will take it up in writing. We will ensure that the matter is taken up.

In conclusion, the Government believe strongly that whole societies benefit when the fundamental rights of all their citizens are respected and protected. That includes the right to religious freedom or belief, or to have no religion at all. That is why we will continue to work with individual countries, with the international community and with faith leaders and civil society organisations to promote and defend this fundamental right. The UK Government’s position is to remain absolutely committed to promoting freedom of religion or belief as enshrined in article 18 of the international covenant on civil and political rights, supported by article 2 on non-discrimination and article 26 on access to justice. I think I speak for everyone who has contributed to this important debate when I say this: only when these universal rights are universally respected can there be religious freedom for everyone, everywhere.

I truly thank my hon. Friend the Member for Harrow East (Bob Blackman) for introducing the debate, and I am relieved that he recognises that it is not in the interests of Parliament—let alone the Foreign and Commonwealth Office—to upset other nations. However, I also recognise the early bid by my hon. Friend the Member for Beckenham (Bob Stewart) to join the diplomatic corps—perhaps as a Taiwanese whisky ambassador to somewhere like Antarctica. That might be the way forward.

I thank all members of the British-Taiwanese all-party parliamentary group for their valuable contributions to this vibrant and important debate. I am also grateful to the hon. I am sure that battles in Bodmin and elsewhere were fought over such matters. I thank my hon. Friend for that intervention. I actually know her constituency rather well; close friends of mine have lived in Lostwithiel over the years. It is a very beautiful part of the world. Whether one is from Taiwan or any other part of the world, it is well worth visiting. It is not quite as beautiful as my constituency of course, but that is another matter.

Before I address the UK-Taiwanese relationship directly, I remind hon. Members of the British Government’s policy on Taiwan, as was set out by the Opposition, and will summarise where things stand with regard to Taiwan’s relationship with China and, indeed, the rest of the world. The British Government’s long-standing policy is that the issue of Taiwan should be settled by the people on both sides of the Taiwan strait. We therefore call on both sides to continue to engage in as constructive a dialogue as possible.

I may not be diplomatic, but I understand that in international law, national self-determination is a hugely important factor in determining a country’s future. Were the Government of Taiwan to ask the Taiwanese people whether they want to be independent, I suspect we know what the answer would be. The United Nations must wake up and understand that there are 23 million people who are largely unrepresented in the United Nations, but should be.

In fairness, I should point out that Taiwan acts independently—no one would dispute that—and the issue is that Taiwan is in a rather anomalous, unique situation in international affairs, which I shall try to touch on in my remarks.

There has been no official contact between the authorities in Taiwan and the Chinese Government since last year’s elections in Taiwan. However, both China and Taiwan’s leaders have recently noted that cross-strait relations have thickened substantially in the past decade; President Xi Jinping said so as recently as the 19th party conference, which comes to an end today. Economic ties have grown and continue to grow, and there has been more interaction between the people of China and Taiwan.

Turning to the relationship between Taiwan and the wider international community—something close to the heart of many hon. Members who have spoken today —the British Government believe that the people of Taiwan have a valuable contribution to make towards international co-operation on global issues such as aviation safety, climate change and organised crime. Their involvement would, in my view, reduce co-operation black spots, which pose a risk to the international community, including the United Kingdom and our own people.

However, I also accept that Taiwan’s ability to play the fullest possible role in addressing global challenges is restricted and has been under increased pressure over the past 18 months. As a number of Members have observed, Taiwan’s observer status in international organisations has come under closer scrutiny, and it was not permitted to observe the World Health Assembly as recently as May this year. The UK Government continue to support, and will continue to speak up for, Taiwan’s participation in international organisations where there is precedent for its involvement, where it can contribute to the global good, and where there is no prerequisite of nationhood for participation. We will uphold that nationhood issue and the one nation policy.

Will the Minister explain what he means by “where there is precedent”? For example, the climate change body is new, so there cannot be a precedent because we have only just set it up.

I appreciate that. It has been set up for quite some time, actually. Climate change has been a major global issue for 30 years, and I guess that Taiwan has had some involvement in international organisations of that ilk. It plays a useful and active role in, for example, the World Trade Organisation and the OECD, and I would like it to have the role that hon. Members referred to in Interpol and the International Civil Aviation Organisation. We meet Taiwanese delegations at the margins of such international meetings, and we will continue to do so. I accept the view of my hon. Friend the Member for Harrow East, and I will do my best to raise that issue. Many of the issues to which hon. Members referred, including aviation safety, international terrorism and climate change, are global and clearly apply as much to the 24 million people of Taiwan as to the other 7 billion inhabitants of the world.

The subject of this debate is the UK’s relations with Taiwan. Taiwan is a thriving economy, which enjoys the same democratic norms and values as the UK, including a free media and a vocal and active civil society. The UK and Taiwan enjoy strong, albeit unofficial, relations, which deliver significant benefits to us all. Taiwan continues to behave as a de facto state, but the UK does not recognise it as an independent state. Therefore, with great respect to all of my hon. Friends who referred to the ambassador, the truth is that the gentleman concerned, who is in the Public Gallery, is the unofficial representative to this country, not an ambassador in any official way. That is obviously a position we maintain, with our policy on China. That is an issue not just for this Government but for successive Governments over many decades. The relationship between us is strong and delivers significant benefits. That collaboration is built upon dynamic commercial, educational and cultural ties, facilitated by the Taipei Representative Office in London and the British Office in Taipei.

Taiwan and the UK are both open to foreign investment. We share a belief—much diminished, I fear, in international affairs today—that free trade and open markets are the very best ways to grow our economies and enhance our prosperity. That means that trade is the cornerstone of the relationship between Taiwan and the UK. Taiwan is the UK’s sixth-largest trading partner in the Asia-Pacific region and our 33rd-largest globally. I suspect we will move up in those rankings rapidly in the years to come. Bilateral trade reached £5.3 billion in 2015. Although business and financial services were our largest export sector, two thirds of the UK’s exports to Taiwan were goods—notably vehicles and state-of-the-art pharmaceuticals. Taiwan is also our fourth-largest export market, as was pointed out, for Scotch whisky, taking in £175 million-worth of it in 2016—they obviously enjoy it. Of course, our trade flows both ways. The UK is Taiwan’s third-largest investment destination in Europe, ahead of France and Germany, and Taiwanese investment in this country totalled some $115 million in 2016.

A number of Members discussed Brexit. As we prepare to leave the EU, the British Government are working closely with all our major partners and investors in the Asia-Pacific region, including Taiwan, to grow those economic links.

The Minister will be well aware of the importance of the agri-food sector to Northern Ireland. We have been trying to increase our exports of pork products to Taiwan and China, and we have been somewhat successful. Will the Minister indicate what more can be done to help the agri-food sector in Northern Ireland develop those exports even more?

As the hon. Gentleman will appreciate, I will have to get back to him on some of the specifics. More broadly, the UK and Taiwan are committed to continuing to take practical steps to enhance trade and investment between us and within the region. As has been mentioned, we have identified that live poultry and Scotch whisky are potential growth areas. We have also made great progress with our application to export pork products, paving the way for a Taiwanese delegation to conclude an inspection of UK facilities just last week. We hope that will lead to markets opening to UK exports very soon.

We want significantly to increase trade between the UK and Taiwan by improving reciprocal market access and helping our companies to do business on a level playing field. There are genuinely great opportunities for UK industries in sectors such as renewable energy, railways and transport infrastructure. As my hon. Friend the Member for Milton Keynes South (Iain Stewart) rightly pointed out, nuclear decommissioning is very important, not just in Taiwan but in the region as a whole.

The digital economy continues to offer opportunities for British companies. Taiwan is already looking to adapt UK standards to regulate its own digital economy, its fintech industry and driverless vehicles. We are keen to engage with the Taiwanese authorities on broad economic reforms to improve the business environment, which I hope will lead to greater returns on investment and increased trade in both directions.

Will the Minister join me in praising the work of Taiwan NI—an organisation set up by, among others, a colleague of mine in the Northern Ireland Assembly, William Humphrey? It does great work among Taiwanese students and citizens living in Northern Ireland to promote Taiwan-Northern Ireland relations. That kind of interaction between students who come from Taiwan to places such as Queen’s University and Ulster University advances tremendously the understanding between Taiwan and the United Kingdom.

I am very glad the right hon. Gentleman pointed that out. It is greatly to the credit of the Northern Ireland Assembly, and it advances the relationship between the UK and Taiwan. I would not want the focus of this debate to be just on trade and investment co-operation—important though that is. We need co-operation to tackle crime and to promote educational connections and judicial and cultural exchanges, and those links will only be strengthened when direct China Airlines flights between London and Taipei resume in December.

I want to touch on a few issues that were brought up during the debate. On the issue of naval visits to Taiwan, I must stress that the UK’s policy is non-recognition, which means that Ministry of Defence Ministers, Foreign and Commonwealth Office Ministers and military assets cannot visit Taiwan. Doing so would imply recognition of Taiwan, which is not Government policy. However, we continue to develop strong links with Taiwan on Government priorities such as prosperity and the low-carbon agenda.

The UK’s position on the South China sea is long-standing and has not changed. We have very deep concerns about tensions and are committed to maintaining a peaceful maritime order under international law. We do not take sides, but we urge all parties in the region to settle disputes peacefully—ideally diplomatically but, if necessary, through arbitration. The UK Government remain committed to freedom of navigation and overflight.

The hon. Member for Bishop Auckland (Helen Goodman) asked about President Trump’s now-notorious call to the Taiwanese Head of State. Our position on Taiwan has not changed since the call to President Tsai. The UK’s long-standing policy on the status of Taiwan has not changed at all. We enjoy strong but unofficial commercial and cultural ties. The long-standing policy is that the status of Taiwan has to be settled by the people on both sides of the Taiwanese straits. We call on all sides to continue to engage in constructive dialogue. There has been no change, either from within or as a result of external causes.

I will conclude in a moment or two. We have a bit more time—do not worry, I am not going to delay the House for too long, Mr Paisley—so I will let everyone into a little secret. Like a lot of MPs, I have connections with Taiwan and although I have not visited myself, I was about to do so when the election was called.

In the previous Parliament, I was vice-chairman for international affairs for the Conservative party, and like my hon. Friend the Member for Ribble Valley (Mr Evans), I took the view that, as well as being a friend of China—Chinatown is in my constituency, and I have long-standing connections with the People’s Republic of China as a result—I should visit Taiwan. I was due to visit in September, but the election was called and I was thrust into a different office. I have had the chance in the past to meet the representative of the Taipei office in London and his team, and I have a great deal of respect for them. They also recognise that, unfortunately, our acquaintance has to go into cold storage for as long as I am a Minister—

Yes, it may not be very long at all—honestly, it is nice to get support on a cross-party basis on such important matters, isn’t it?

There is a lot of support here and—to be fair it is worth pointing out for the record—I have spoken with a couple of Labour MPs who wanted to come to the debate but had other engagements. They had been in Taiwan in the past. My hon. Friend the Member for South East Cornwall (Mrs Murray) made a robust point, but I think it is fair to say that there are friends across the House, and having that cross-party connection in place is a positive state of affairs for the relationship between the Taiwan and the UK.

Earlier, I omitted to say that a little earlier in the year, before the election, I visited Taiwan—it has been declared appropriately in the register—so may I recommend a visit to the Minister? It is one of the most fabulous countries to go to and my eyes were certainly opened. Conservative Members and perhaps all other Members hope that he will one day be able to visit officially as a Minister.

It is kind of my hon. Friend to tempt me in that direction. I could of course argue that I have already been to the country to which he refers—we recognise the People’s Republic of China—but perhaps that would be a bit mischievous.

In conclusion, Taiwan has—as has been pointed out—a thriving democratic system and a healthy economy. Its authorities are eager to play a responsible role in continuing to tackle global challenges. I hope that within the context of our restricting but certain policy we will be able to play our part to ensure that Taiwan’s voice is heard, in particular in those global bodies where its co-operation is important, transcending many of the other international disputes. The British Government will continue to strengthen our already close ties with the people of Taiwan, because so doing will best serve the interests of the United Kingdom.
