The hon. Lady has raised an important point. That court judgment in June 2018 held us all to account for what we were doing about human rights. It was simply because the Northern Ireland Human Rights Commission was not a direct victim of that policy that the policy could not be enacted. We learnt today that Sarah Ewart, an incredibly brave woman, is continuing the court process, because there is no other form of redress and remedy at present.

As the Government have previously said, these are matters on which the Assembly, were it to be functioning, should be able to act; but, as we said at the start, the Bill constitutes a recognition that the Assembly is not functioning, and is unlikely to be functioning soon. What, then—this is the human question—do women like Sarah Ewart do? What, then, do people who love each other do when their politicians fail them? What do the public do? The new clause asks that question in a way that none of us can ignore. It asks the Secretary of State to take on the responsibility of reporting on what she will do.

With respect, I wonder whether the hon. Gentleman has read the legislation on which we are voting today, because it constitutes a recognition that there will not be an election in Northern Ireland any time soon to make that possible. So I repeat my question to him: what do the women do who need that help now, who deserve that respect and equality when it comes to control over their own bodies, and who might be in that dreadful position that involves a fatal foetal abnormality? What do they do now?

What those women do now is look to this place to be able to assist them. They look to the Secretary of State, and to the piece of legislation that she is creating, and they can look to the new clause to hear the call from this place that we will not ignore them. We will hold ourselves to account, and will hold Secretaries of State to account, for the incompatibility in human rights that the continued existence of those two pieces of legislation represents in their lives. That is what this incredibly reasonable new clause does. It does not create a new law, but it does not shy away from recognising the impact of those existing laws either. In that sense, it is entirely within the spirit of the Good Friday agreement.

Twenty years ago, our predecessors in this House, alongside their colleagues from the Irish Government, swore to uphold the human rights of the Northern Irish communities. They swore in the Good Friday agreement to make sure that there was an equivalency of rights. Every single month that passes, that promise comes into stark relief, because when we look at the Republic where same-sex marriage is legal and look at that historic referendum this year when abortion became legal in the Republic, we can see that that request not to have different rights is becoming tested.

The Good Friday agreement also required this House and UK politicians to act alongside their Irish counterparts, and that is what this new clause can do, while respecting our shared desire to see the Assembly up and running. So it is a very simple amendment, and I am sorry that it has come to this point and the Secretary of State does not feel able to accept it, and I am proud that it has cross-party support, because that respects and recognises that upholding human rights cannot be something we simply talk about doing abroad but do not recognise on our own doorstep.

I also think there has to be some honesty here. There are some Members of this House who do not believe that women anywhere should have bodily autonomy; there are some Members of this House who do not believe we should be able to marry the person we love. But I make a simple plea to those people: “Be honest with the people of Northern Ireland that your objection is that, and do not use devolution as a decoy for a denial of their human rights.”

I thank the Secretary of State for her comments about amendment 22 and simply urge her to continue to pursue the creation of pensions for the 500 people who are suffering from severe physical injuries as a result of the conflict.

I also rise to support new clause 7, and I will be brief because the situation is simple for me. I have defended and promoted devolution for a decade, but I never thought it would be used as a means of abrogating responsibility for the human rights of anyone within the United Kingdom. It is astonishing that my daughter, who lives in Scotland, could perhaps take up a job in Northern Ireland and then lose the rights that she was born with in the United Kingdom. That cannot be acceptable to anyone in this House, but there are people within the UK who do not have the rights that those of us who sit here today enjoy. New clause 7 would help to put that right, and we should support it.

I had not intended to speak, but I listened to my right hon. Friend the Secretary of State and my right hon. Friend the Member for Broxtowe (Anna Soubry) and with great attention to the hon. Member for Walthamstow (Stella Creasy) who, as the Secretary of State said, argued her case with fluidity, passion and an exemplary understanding of the issues, referring back to the ten-minute rule Bill speech of the hon. Member for Kingston upon Hull North (Diana Johnson). Irrespective of what side of the abortion debate line one might find oneself falling, nobody will doubt the passion that the issue evokes or the concern that is expressed.

However, I do say—before anyone starts shouting at me, this may not be the right word to use—that there is a cruelty implicit in new clause 7. My right hon. Friend the Secretary of State said that the Bill’s purpose is not to create new law and that civil servants are not empowered to create new law, the hon. Member for Walthamstow said that her intention is not to ride a coach and horses through or to undermine in any way either the Good Friday agreement or the legitimacy of the Northern Ireland Assembly, and my right hon. Friend the Member for Broxtowe—she is a friend—spoke convincingly and movingly. The cruelty of new clause 7 is that, if it is passed, it will raise a huge amount of hope—although not among everyone in the community of Northern Ireland—but it will not address or deliver on that hope. The cases that she cites would in no way be alleviated or resolved by new clause 7. Those who seek a termination will still have to travel to the mainland, but a huge amount of hope would be raised.

We understand, and the hon. Member for Walthamstow understands, the minutiae of new clause 7. And the Secretary of State, because she is advised by a phalanx of officials, understands what the new clause means in law.

I absolutely did not say that, although it is obviously something that many of us now seek to do. New clause 7 is the gentlest step forward so that the Secretary of State and her good officials can monitor human rights and see what is happening. This is important work. With great respect to my hon. Friend the Member for North Dorset (Simon Hoare), he was not here for the whole debate. He does not know, for example, that the situation in Northern Ireland is such that people cannot even be given basic advice at the moment, such is the onerous nature of the law. We are talking about merely looking at the situation, monitoring it and helping the Secretary of State to fulfil her obligations: no false hopes for anyone.

My right hon. Friend does not have a unique understanding of what happens in Northern Ireland. Many of us will have been to Northern Ireland, will know people in Northern Ireland and will have heard a variety of experiences and views.

I think we know how the media and social media will deal with this. This will be “Abortion has now been made legal in Northern Ireland.” For many that will be a welcome thing, but for others it will be the worst thing imaginable. Whichever side of the argument we sit on, I am firmly convinced that expectations have been artificially inflated, but I am not convinced by the arguments of the hon. Member for Walthamstow that new clause 7 would not fundamentally undermine the very foundations of devolution, with ramifications for both Scotland and Wales. We should resist this new clause.

I am aware that time is short, so I will make a couple of short points.

Following on from the previous speeches, I urge everyone in the Committee not to support new clause 7 for a number of good reasons. First, this is a hugely controversial issue. Regardless of what Members think of my views, they must objectively accept that this is a controversial issue in Northern Ireland. This amendment has been tagged on to a Bill during its accelerated passage through the House. The fact I am standing here with just a couple of minutes to make these points emphasises that this is the wrong way to do it. I urge Members, regardless of their views on the substantive issue, to reject new clause 7, so that we can have proper consideration of this issue in this House or in any other more appropriate Chamber.

Secondly, there is the devolution settlement. The termination of pregnancies is presented by some, including in the Committee, as a very black and white issue—we are either supporting women, or we are against women—but the reality is that court cases in every country in the world, including in relation to the European convention on human rights, have found this to be a complex issue that is rightly for democratic institutions in each jurisdiction.

In the UK, termination of pregnancy is very clearly a devolved issue. I accept that there are some complications in relation to the legal cases, and it may be, for the first time, on very narrow grounds of life-limiting conditions—fatal foetal abnormality, and rape and incest, potentially—that this is ruled to be a human rights issue under the European convention on human rights. If that happens, it becomes a more complex issue, not just for the UK, but for all signatories to that convention, because there will be horizontal impacts from that type of decision. But in the first instance the courts have recognised that this is rightly for the relevant democratic body, which in this case is clearly the Northern Ireland Assembly.

I thank the hon. Gentleman for his point of order. As he knows, and as Mr Speaker always says when dealing with such points of order, what Ministers say at the Dispatch Box is not a matter for the Chair. I am quite sure that whatever the Prime Minister said today, she said in good faith, but the hon. Gentleman wishes to bring another version of that to the attention of the House, the Prime Minister and her Ministers. By raising this point of order, he has succeeded in doing that. As for when the Prime Minister will come back to the House, I am quite sure that, in the normal course of events, she will be back here soon—certainly by next Wednesday, when of course the hon. Gentleman and his colleagues will have the opportunity to ask her about this directly, and I am sure that he will take that opportunity.

Further to that point of order, Madam Deputy Speaker. During Prime Minister’s questions today, the Leader of the Opposition asserted that the number of those on zero-hours contracts was going up. In actual fact, the figure is going down. Is there an opportunity to draw that fact to the attention of the House?

First of all, that was not further to the point of order. Just as the Chair has no responsibility or control over what Ministers say in the House, so they have no responsibility or control over what the Leader of the Opposition says in the House. I say the same to the hon. Gentleman as I said earlier: facts are being disputed, and I am quite sure that he will question the Leader of the Opposition closely the next time he has the opportunity to do so.

The United Kingdom has been leading the way in relation to dealing with climate change. The United Kingdom was, I think, the first country to bring in legislation relating to it, and the Government have a good record in dealing with these issues. Crucially, we have ensured that we remain committed to the Paris accord. I pay tribute to my right hon. Friend the Member for Hastings and Rye (Amber Rudd), who played a key role in ensuring that the Paris accord was agreed to and that everybody signed up to it.

I reassure my hon. Friend that I agree with him: upskirting is a hideous invasion of privacy. It leaves victims feeling degraded and distressed. We will adopt this as a Government Bill. We will introduce the Bill to the Commons this Thursday, with Second Reading before the summer recess, but we are not stopping there. We will also ensure that the most serious offenders are added to the sex offenders register, and victims should be in no doubt that their complaints will be taken seriously and perpetrators will be punished.

I am listening with great attention to what the hon. Gentleman is saying. He mentioned newspapers. In my edition of The Irish News—a publication with which I am sure he is familiar— of 14 July, he is quoted as saying,

“the decision not to back-date”—

that is, the decision of the Secretary of State—

“funding transparency to 2014 was the best decision, because it had the support of the majority of North’s parties.”

That is what the hon. Gentleman said to The Irish News in the middle of July this year. Either he is flip-flopping on the issue now, or he is playing fast and loose for party political reasons on a sensitive issue at a sensitive time. Which is it?

It is very simple. When the facts change, I change my mind. I make no bones about it. When the political parties in Northern Ireland change their view about the rationale for concealing this and for leaving the date as only prospective not retrospective, I change my mind. I will explain why I changed my mind about this. The truth is that there was no political pressure from the parties in Northern Ireland for the Government to get on with introducing this legislation after 2014—I completely and freely concede that. Nor was there— as the Minister rightly points out—in the submissions made by the political parties in response to the Secretary of State’s letter of 4 January 2017, any indication that they would like it to be retrospective other than in the submission from the Alliance party. What has changed since that date is that there has been growing concern about the source of the £425,000 donation to the DUP, and about the lack of transparency around that source.

That was the point I was making. I have seen both £425,000 and £435,000. I thought I would err on the side of caution and conservatism and plump for the lower number. I think that £435,000 might be the total donation, and £10,000 was spent in Northern Ireland specifically. However, the point that my right hon. Friend makes is precisely the point that I was making. Concern has emerged over the last year, and certainly over the last six months.

Not unlike the hon. Gentleman because those were my opening words to the Committee today, so the Minister really ought to listen. But the Electoral Commission is profoundly disappointed that the provision will not be retrospective, which is also my view. Ann Watt, the head of the Northern Ireland Electoral Commission, said:

“While all reportable donations and loans received from 1 July 2017 will now be published by the commission, we would also like to see the necessary legislation put in place, as soon as possible, to allow us to publish details of donations and loans received since January 2014.”

Her predecessor, Séamus Magee, who retired in 2014, said:

“The deal on party donations and loans must be part of the DUP/Conservative deal. No other explanation…Every party in Northern Ireland understood that the publication of political donations over £7,500 was to be retrospective to Jan 2014.”

I put it to the Minister that part of the reason that some of the political parties did not respond saying that they wanted it to be retrospective is that they naturally understood that that would be the case, given that that was what the legislation allowed for. When the Minister responds, I am sure she will tell us why she has arbitrarily picked the date of 1 July 2017. There is no reason that I can see, either in statute or in ministerial comments, for coming up with that date.

Let me read some of the views of the parties. Conor Murphy, a Member of the Legislative Assembly for Newry and Armagh, said on behalf of Sinn Féin:

“The British Government’s refusal to backdate new laws on political donations is aimed at covering-up so-called Brexit ‘dark money’ that was paid to the DUP”.

He also said:

“If the DUP and the British Government were serious about transparency in government then they would support the retrospective publication from January 2014 of all donations over the reportable threshold.”

Robin Swann, the leader of the Ulster Unionist party, has told me in writing today that his party would not oppose retrospective introduction of the legislation, and a similar view is now held by the Social Democratic and Labour party. In addition, the view of the Alliance party, which was clear back in January, was that it, too, wanted publication. The truth is that the views of the political parties in Northern Ireland and those of the Labour party have changed as a result of growing concern about the DUP donation.

For the hon. Gentleman’s interest and information, I am a Catholic Unionist who was on the remain side, so I am not necessarily particularly keen on what the money was spent on, but can I just take him back to his own words? He talks about January and about a donation in the referendum. That quote was in The Irish News in the middle of July this year. He was clearly behind the curve compared with all those people who were saying from January that it should all be backdated. Why is he flip-flopping?

I will have to live with the terrible accusation that I was behind the curve—I freely confess that to the hon. Gentleman. However, we are now up with the curve. Our view is now very clear, which is why we will oppose the statutory instrument today.

The very simple question is this: why are people concerned about this DUP money? The reason is that the money came from something called the Constitutional Research Council—a little-known, recondite, Scottish-based Unionist think-tank of sorts—which is interesting because it had never before made a political donation of any sort. In the institution’s history, it has made one declarable donation. It does not have a website or accounts, and it seems pretty shady to me in lots of ways. It is one of those unincorporated associations that have been used to channel money to the Tory party in previous general elections.

There are significant doubts about the source of the money, and questions about what it was for and where it came from. Was it from overseas? Was it a legal donation? Of course, the DUP could clear all this up by telling us the exact source of the money.

It is a pleasure to serve under your chairmanship, Mr Hosie. It was all going so well: my hon. Friend the Minister set out very clearly, with characteristic calm, the position around which all the parties in Northern Ireland had levitated and thought, based on common sense, was the right approach. Everyone in this place, whether we are speaking on the Floor of the House or in Committee, always need to remember—and it is a sadness that we have to remember—that when we are dealing with matters in Northern Ireland and about Northern Irish politics, the additional calls for sensitivity and diplomacy in our language are ever heightened.

It would be marvellous—I am sure the whole Committee would rejoice, as I would—if we could arrive at a time where we could deal with issues of politics in Northern Ireland in exactly the same way as we deal with them in Dorset or in your part of Scotland, Mr Hosie, or in Norwich or any other constituency. As it is, we are not in that position yet.

It has always been understood by shadow Ministers, of whichever stripe, that they have a special responsibility to try, while making a political point, to straddle the divide and make sure that those sensitivities are respected. It is unfortunate that the hon. Member for Pontypridd, who usually fulfils that role with such gusto and class, has singularly failed to do so today. I asked him a direct question on two occasions, which he neglected to answer. It was either a flip-flop or politicisation, because the hon. Gentleman’s delineation of the chronology does not bear any scrutiny.

I took note of what the hon. Gentleman said. First, he referred to January, and then he moved to February, where the nature of the donation made to the Democratic Unionists became apparent. That is all frightfully interesting, save for the fact that, when he got to the middle of July, when all this brouhaha was supposedly at its height, the hon. Gentleman was still referring to the Secretary of State’s decision as the best decision. If only the hon. Gentleman had left it at that point, I think he would have commanded the support of the Committee.

As I said in my second interjection on the hon. Gentleman, I rise in this debate as a Catholic Unionist who was on the remain side. It would seem to me that this money, wherever it came from, was not particularly wisely spent. I do not want to go down that particular road, but if I heard correctly it was spent on a wraparound on a free newspaper handed out to commuters in metropolitan areas that predominantly voted to remain part of the European Union, so the mastering of the dark arts of persuasion to vote leave appears to have backfired.

That, I suggest to the right hon. Lady, is for the Secretary of State to answer for himself, but I think my hon. Friend the Minister has set out very clearly a point on which we can all coalesce, which is that this was “the best decision”. Those are not my words, but the words of the right hon. Lady’s friend the shadow Secretary of State. He referred to it not as an okay decision or a reasonably good decision, or as one that in the round and on balance had something to merit consideration, but as “the best decision”. That assessment was made by the shadow Secretary of State and by the Secretary of State. I presume that they came to their views under separate imperatives, but they arrived at the same destination, as reported in The Irish News in the middle of July.

Does my hon. Friend agree that everyone at that time thought it was the best decision? They understood—notwithstanding the comments by the right hon. Member for Derby South, for whom I have genuine respect, and my respect for what her Government did to bring about peace in Northern Ireland when she served in the Cabinet—that there were individuals who might give money, unaware that the figures involved and their names might be disclosed at a later date and that that might put them in danger. Notwithstanding the fact that political parties had been informed, the individuals themselves might not know and might subsequently find themselves in danger, and that is what we are at risk of doing now.

My hon. Friend hits the nail on the head. The first duty of the Government, and I think the first duty of all of us within that sensitive arena of Northern Ireland, is that we cannot just default—as handy as it might be for us to do so—to the established views of political parties. We need to have a duty of care to those individuals who thought they were operating under a certain set of circumstances at a particular time, and I think it would be entirely unjust and deleterious to having confidence in our democratic processes to arbitrarily change the position from that which they believed they were working under. My hon. Friend makes that point entirely.

I do not want to detain the Committee and I promise that this will be my last observation. Is not the hon. Gentleman suggesting that he has a rather low opinion of the parties in Northern Ireland if he thinks that they would happily take money from somebody, which would be publishable, and not point out to them that that might come into the public domain? It suggests a lack of care on their part, if that were the case, which I find it hard to believe.

If the right hon. Lady is 100% confident that that would take place in every circumstance, of course she has a point. However, I have to say to her that I think that we all have to admit—sometimes we find it quite hard to do so—that we are frail human beings, and I just do not believe that in every circumstance somebody would be provided with that guidance or with that little bit of, “Well, this may change in due course”.

I go back to the point that it would be absolutely splendid, would it not, if political discourse in Northern Ireland could be held as robustly as it is on the mainland—I think we can all agree on that—but we are not at that position yet? And the jiggery-pokery being promoted by Opposition parties moves us a little further from achieving that position.

I will conclude by addressing the right hon. Member for Exeter. He is a distinguished Member of this House, but he did no help at all to advancing his position or this debate by the “nudge nudge, wink wink, reds under the bed” approach to doing politics that he has deployed this afternoon. I say to the Committee, in all seriousness, that we should listen with enormous care to what the Minister has said from the Dispatch Box. We are all alert.

I did not mention reds under the bed; I do not know where the hon. Gentleman got that idea from. Surely the best antidote to the concerns he has just expressed about people using “nudge nudge, wink wink” or innuendo to make allegations is transparency.

None of us will speak against the merits of transparency, but the point that the right hon. Gentleman has made is based on the falsest of foundations, because he is, in effect, deploying the “nudge nudge, wink wink, reds under the bed” approach to politics by suggesting, “I think there may be something here that is being hidden, because we are not in a hugely or wholly transparent system, and therefore let us make some assumptions”. We may be able to make some basic assumptions when it comes to parish-pump politics, but I suggest to the right hon. Gentleman, with the greatest of respect given his seniority and standing in this place, that that approach to the politics in Northern Ireland will not be conducive to a sensible solution in which we can all have a certain degree of faith.

The hon. Gentleman talks about transparency and the sensitivities of Northern Ireland. Does he agree that, by looking to the future and taking key lessons from the past, the democracy of the whole of the UK would be best served by backdating the donations to January 2014 and by providing parity for everyone?

No, for exactly the same reason that my hon. Friend the Member for Brentwood and Ongar set out, with which I concur.

I will not detain the Committee any further. We should listen to what the Minister has said. She and my right hon. Friend the Secretary of State are as closely engaged as possible with these issues and this process. I have no particular beef or card to carry about what the money was spent on, whatever that may have been. My hon. Friend the Minister has set out a clear course of action that is helpful and that had the support of the shadow Secretary of State and of all the major parties in Northern Ireland. That is good enough for me.

The hon. Gentleman knows that time is running short. There is the lack of a budget in Northern Ireland and that cannot continue for much longer. The more we head into October the bigger the challenges will be. He makes a point about accountability. Obviously, as the UK Government we have a primary responsibility in respect of political stability in Northern Ireland, but I note the point he makes about responses from Departments within the Northern Ireland civil service and I will certainly raise that with David Sterling.

While backing British farming both on the mainland and in Northern Ireland, may I ask my right hon. Friend, in the absence of the devolved Executive, what steps he and his Department are taking to ensure that the views of local politicians are being conveyed to Bombardier, Boeing and the Government of the United States?

My hon. Friend makes an important point. Our priority is to encourage Boeing to drop its case and seek a negotiated settlement. I note that the leaders of both the DUP and Sinn Féin have issued a joint letter to the vice-president underlining the particular circumstances and the real significance of this matter to Northern Ireland, and I would encourage everyone to play their part in seeking a resolution.

As I have said, I support Back British Farming day, and obviously I back farmers in Wales as well—I was pleased in recent months to sit down and talk to farmers in Wales. We are looking to leave the EU with a good trade deal that enables trade to continue on as friction-free and tariff-free basis as possible, and that will be good for Welsh farmers. There are opportunities, however, for Welsh farmers to export to the rest of the world, and we want to ensure those opportunities through our trade deals with the rest of the world.

Tomorrow, I will have the great honour and privilege of hosting in this place a celebratory event marking the 50th anniversary of the Multiple Sclerosis Society. We will welcome partners from across the world who have come together over that half century to tackle and defeat that pernicious condition. May I invite my right hon. Friend, as Prime Minister, to send her good wishes to the MS Society internationally as we celebrate this important milestone and to commit the Government, as they have done over the past few years, to work across Departments to ensure that those with MS have the maximum support and encouragement to get back into work, which so many of them wish to do?

I thank my hon. Friend for raising this issue, and I am happy to join him in sending our best wishes to the MS Society. I know from my own family of the impact that multiple sclerosis can have. Society campaigns tirelessly for people with MS, and I am very pleased that my hon. Friend is hosting a reception to mark this important milestone.

We have seen progress over the past 15 years. The Department of Health has made funds available for neurological research, which, of course, includes research on MS. As my hon. Friend says, however, it is not an issue just for the Department of Health. It is important to try to help people with MS back into the workplace—which we are doing in the Department for Work and Pensions—because many of them want to continue to be in the workplace and to provide for themselves and their families.

It is an important symbol for girls and young women when they can see women in positions such as Prime Minister and First Minister of Scotland. I respect the First Minister; we had a very constructive first meeting. There were certain issues on which we disagree and will continue to disagree, but we will work practically and pragmatically together.

It is important to deal with the issues of gender violence and domestic violence against women and girls. That is why the Government have—I led this as Home Secretary—a strategy to deal with violence against women and girls, which is now being taken on by my right hon. Friend the new Home Secretary. We have a good record on what we have done, for example, putting into operation domestic violence protection orders and the new coercive control offence, but there is always more to do and we will be doing that.

I welcome my right hon. Friend to her place, and if it is not too untoward to say, I declare it as game, set and match to her this afternoon. Last week, when I met local National Farmers Union representatives in North Dorset, they understood precisely what we were doing in delivering on Brexit, but were keen to ensure that the needs of agriculture and British farmers are front and centre in those discussions and that their interests are not neglected. May I invite my right hon. Friend to make that commitment today?

I am very happy to make the commitment that, as we look at the position we will take in the negotiations for the UK to leave the European Union, we will consult widely. I recognise that agriculture is a sector that is particularly affected by Brexit, and I can assure my hon. Friend that we will consult and listen to the views of farmers and others involved in the food industry and agricultural sector.

Along with the Irish Government and the Northern Ireland Executive, the United Kingdom Government recently announced the creation of a joint agency taskforce to tackle cross-jurisdictional organised crime. It will enhance law enforcement co-operation in relation to, for instance, crime linked to paramilitaries.

It does. The fresh start agreement allocates £25 million for tackling paramilitary-related crime and £3 million for a new monitoring body, but it provides substantial additional funds for more widely based shared society initiatives, which are also crucial to ending the influence of paramilitary groups in Northern Ireland once and for all.

We all know that, unfortunately, many organised crime groups on the island take advantage of the land border and commit the classic cross-border crimes of smuggling and excise evasion. The proceeds of those activities often go towards funding dissident groups. What efforts are my right hon. Friend and her ministerial team making to introduce preventive measures to eradicate such activities?

In Northern Ireland, huge efforts are being made by the PSNI to prevent the border from being exploited by criminals, and those efforts will be enhanced by the new joint agency taskforce, building on the excellent work already done by the police services both north and south of the border in recent years.

The Prime Minister has indicated that he is keen to seek further compensation for victims, but of course it is hard to negotiate with a Libyan Government that are not functioning or in existence. I know that a Select Committee of the House is looking at the arrangements made between Tony Blair’s Government and the then Libyan Government.

It is for the Executive to deliver a balanced Budget and sustainable finances. The Stormont House agreement provides a package of measures to help them achieve this. As my right hon. Friend the Prime Minister has said, it is not extra money that will sort out this crisis; the local parties need to resolve welfare reform disagreements, deal with budgetary pressures and deliver public sector reform.

Does my hon. Friend accept that in principle it is not acceptable for any of the devolved Administrations simply to breach spending limits agreed with Her Majesty’s Government?

It is not acceptable for any devolved institution, or indeed any Whitehall Department, to breach spending limits agreed with the Treasury. For that reason, I urge the Northern Ireland parties to resolve their differences, implement the Stormont House agreement and take advantage of the economic package we put together last December to ensure that Northern Ireland goes from strength to strength.
