I am grateful to the hon. Member for Argyll and Bute (Brendan O’Hara) for securing the debate. It gives me the opportunity to put on record an alternative—and, I suspect, more balanced—viewpoint to the one that he put forward. Nevertheless, the debate gives us all an opportunity to discuss an important issue. I also put on record my gratitude to other Members who have spoken. I will try to address some of their points, but time prevents me from dealing with them all.

As has been said by Members on both sides of the House, the UK and Bahrain are indeed allies and partners. We work closely together on defence, security, trade and regional issues. Our naval support facilities are a symbol of that enduring co-operation and the UK’s commitment to peace, security and stability in the region. The country provided the first permanent UK naval presence east of Suez since 1971, and continues to support our counter-terrorism, counter-piracy and maritime security operations, providing security not just for British trade and British nationals, but for all those who are active in the maritime region around the waters of Bahrain.

The hon. Member for Argyll and Bute was passionate in his criticism of not just Bahrain, but Her Majesty’s Government. He claimed—Hansard will correct me if I am wrong—that the UK is bankrolling Bahrain. He went on to say that we were trying to get money from Bahrain. It is not credible to hold simultaneously the positions—

At no point did I say that the UK was getting money from Bahrain. The Government are trying to secure a trade deal with Bahrain and that is why they are turning a blind eye to the most flagrant human rights abuses. It is not about getting money from Bahrain, but about turning a blind eye to human rights to secure a trade deal.

The hon. Gentleman seems to think that he has clarified his position, but he has made it more chaotic and incoherent. If he does not think that trade deals are about securing an inward flow of money to a country, I dread to think what the trade policy of a separatist Scotland under an SNP Government would look like. However, time is tight and we need to get on. 

I also thought it was quite telling that the hon. Member for Rutherglen and Hamilton West (Margaret Ferrier) listed and dismissed the oversight bodies—I will come to some of the oversight bodies that the UK has helped to bring into existence later—rather than calling for them to be made more effective. She seemed to want to rip away the organisations that seek, with our support, to improve the legal and criminal justice system in Bahrain, and I think that is perhaps rather telling in respect of her motivations in the debate.

I have genuine respect for my shadow Minister, the hon. Member for Enfield, Southgate (Bambos Charalambous), but he accused Her Majesty’s Government of being silent on the issues of concern in Bahrain. He is relatively new in post, so I will forgive him for this, but I suggest that if he thinks we have been silent, that is more of an indication that he has perhaps not been listening. I will highlight where the UK Government have brought these things to international attention.

Defending human rights and promoting democracy around the world is a priority for Her Majesty’s Government. We want to work to support countries such as Bahrain that have demonstrated, and continue to demonstrate, a desire to adopt a more progressive and inclusive domestic set of measures, not just in their attitudes and words, but in their actions.

I have heard from a number of Members that we should disengage from working with Bahrain, including on human rights issues, and I cannot possibly disagree more strongly. They should ask themselves about the options before them: do they want Her Majesty’s Government to drive improvements in countries such as Bahrain or would they prefer Her Majesty’s Government just to stand on the sidelines and shout abuse, as they have done? If it is the former, the question we should ask ourselves is how best we influence change. We are better able to influence change through engagement, dialogue and co-operation. It is patently in the UK’s national interest to help countries such as Bahrain to benefit from our experience and expertise as they move on their journey towards essential reform.

The Government presumably have key performance indicators on the money that is spent in relation to Bahrain. What are they and what progress have we seen in recent years?

A number of right hon. and hon. Members have raised the issue of progress and I will come to that, particularly with regard to the Gulf strategy fund. I want to clarify a point that was repeated by a number of Opposition Members about the increase in funding. I remind the House that the Gulf strategy fund does not come from our ODA allocation. The predecessor of the Gulf strategy fund, which sought to accomplish, largely, the same set of priorities, had a budget of—let me double-check. Sorry, the budget for 2021 had halved. The Gulf strategy fund’s predecessor’s previous budget was twice as much, so when people talk about an increase, actually, the budget has halved. It is important to put that on record.

The point is about engagement. Will the Minister assure us that he will pressurise the Bahrain Government to engage with the United Nations human rights organisations and allow them to have independent visits and monitoring, as well as allowing unfettered access for human rights groups such as Amnesty International?

My understanding is that the United Nations is already engaging with Bahrain on a number of the issues that the right hon. Gentleman has put forward. I have a number of other points that I wish to address, and I have been generous, so if the House will forgive me, I do not intend to take any more interventions so that the next debate can take place in good time.

A number of Members have highlighted performance indicators and demonstrations or approvals of our involvement. Our close relationship with the Bahraini Government and civil society, including non-governmental organisations, gives the UK a privileged position to positively influence developments on human rights. We draw on 100 years of probation experience, for example, and we are using it to encourage and support Bahraini-led judicial reform. We welcome the steps taken by the Government of Bahrain in reforming their judicial process, including the introduction of alternative sentencing legislation. I know that a number of people in incarceration have been offered alternatives to it. To date, more than 3,600 individuals have had potential prison time replaced by alternative sentences, and further cases remain under consideration by the judiciary.

Our work has supported the effective establishment of independent oversight bodies—the ones that the hon. Member for North Ayrshire and Arran (Patricia Gibson) would seek to destroy—including the National Institute For Human Rights, the Ministry of Interior Ombudsman, the Special Investigations Unit, and the Prisoners and Detainees Rights Commission.

Members have highlighted examples of completely inappropriate behaviour by Bahraini officials. I remind the House that more than 90 security personal have been prosecuted or face disciplinary action because of investigations carried out by human rights oversight bodies that the UK Government support. We believe that Bahrain is undertaking important and effective steps to address allegations of torture and mistreatment in detention.

We strongly welcome the initiative that Bahrain has taken to develop an inaugural human rights plan. It is taking an inclusive approach, welcoming contributions from us and from the United Nations, which the right hon. Member for Islington North (Jeremy Corbyn) was so passionate about earlier. We look forward to the publication and implementation of the plan, which we expect will deliver further reforms in Bahrain.

We of course recognise that there is more work to be done. To reinforce the point that I made to the hon. Member for Argyll and Bute, Lord Ahmed and I have made and will continue to make these points directly to our ministerial counterparts in Bahrain, and because we enjoy a strong working relationship with them, I know that they will listen to us.

I am not able to go into details case by case, but Ministers and senior officials closely monitor cases of interest of those in detention in Bahrain, and indeed in many other countries. That is a core part of the support Her Majesty’s Government gives to human rights and democracy. Where appropriate, we bring those cases to the attention of those at ministerial or senior official level in partner countries. It is important to highlight that those currently under detention have been tried and convicted of crimes and sentenced under Bahraini law, as my right hon. Friend the Member for Beckenham (Bob Stewart) said. The right to fair trial is enshrined in the constitution of Bahrain, and we will continue to encourage the Government of Bahrain to follow due process in all cases and meet their international and domestic human rights commitments.

Bahrain remains an important partner and friend of the United Kingdom. We commend the progress that it has made on human rights and the ambition for the further development of political, social, economic and governmental institutions. The Father of the House, my right hon. Friend—

Outrageous. The Father of the House, my hon. Friend the Member for Worthing West (Sir Peter Bottomley), said something typically wise: it would not take much for Bahrain to become one of the best. I think he is right to say that. We will continue to hold frank and sometimes difficult but constructive discussions with our counterparts in Bahrain, and we will continue to support them through the Gulf strategy fund and other diplomatic means, to help them to become the very best that they can be.

I thank my hon. and gallant Friend for the question. Let me start off by saying that the Foreign Secretary has made it clear—and, indeed, my right hon. Friend the Prime Minister also made this clear at questions yesterday—that there will not be a 10% staff cut to the FCDO.

Internal work has taken place that has not been signed off by Ministers, but I remind the House that we are still investing massively in our overseas aid. At £10 billion this year, the UK remains one of the largest ODA spenders in the world, as well as being well above the OECD average. The FCDO must continue to promote a positive, confident, outward-looking global Britain, deploying its diplomacy and development expertise to advance freedom, democracy and sustainable enterprise around the world.

We remain a highly ambitious Department, supporting the integrated review and the aspirations set out within it. To do this, the Department needs to ensure its resources—both its funding and its most valuable resource, its people—are aligned to its priorities. Over the next three years, some areas of the Department will see staffing resources of course increase, reflecting the need to align our people to the nation’s priorities. The FCDO will continue to retain one of the largest overseas diplomatic networks of any nation, while also ensuring value for money for the taxpayer. There will not be a 10% staff cut and Ministers will make the final decisions on workforce changes in the spring.

May I first pay enormous tribute to my right hon. Friend for the work that he has done in his own part of the world as a Foreign Office Minister? The bilateral relationships that he has helped to build, along with his impressive command of Arabic, have transformed some of the relationships and moved them to a whole new footing, and that is enormously welcome. In that work, what he has seen is some fantastic envoys of this country representing what is best about us and achieving what we really need to see, which is a transformational attitude following the revolution that Brexit put into our foreign policy. That is enormously welcome. I am sure the Minister will agree with me that, looking around the world and trying to find staff cuts—even if not 10%, even if only a few—is still going to be challenging, because the reality is that we need more people now, not fewer.

We have found that the policy we had before 2016 of over-centralising on international institutions such as the European Union or others around the world that have caused such challenge has not always served Britain’s interests best, and we have decided—quite correctly, in my view—to invest very hard in the bilateral relationships that matter. This is indeed the policy of the integrated review that the Minister has so rightly cited. It is also the policy of the Foreign Secretary, who has spoken about BII—British international investment—to challenge China’s belt and road and to secure more opportunities for British trade around the world. But that means more staff in Kenya, more staff in Nigeria, more staff in capitals around the European Union—not in Brussels—and more staff around his own network in the middle east that he has done so much to transform. This is not just a question about a 10% cut. This is a question about what investment is going to be made in staff numbers in high commissions and embassies around the world to achieve the aim, interests and ambitions of the British people and the stated aim of this Government. Surely that is not fake news.

To respond to my hon. Friend’s kind words about my command of the Arabic language, shukran jazeelan. Actually, I will accept his compliment on behalf of the members of the FCDO across the network in my region and beyond, who are of course the primary means by which we deliver both diplomacy and development. He is absolutely right that the Government’s foreign policy, as set out in the integrated review, remains highly ambitious. Diplomacy and development are delivered primarily through people. While we are very proud of being a top tier ODA-donating country, with the commitment to go back up to 0.7% set out in the spending review announcements, the integrated review does mean we will need to ensure that our posture globally reinforces that. So changes are inevitable. I absolutely take the point he makes about the value of the people as part of that. When Ministers make the ultimate decisions about this, we will absolutely take the points he makes, with which we very much agree, into consideration.

I am very grateful to the hon. Member for Tonbridge and Malling (Tom Tugendhat) for securing this important urgent question.

In the last year, we have seen just how vital Foreign, Commonwealth and Development Office staff are to the UK’s operations abroad. While the previous Foreign Secretary relaxed on a beach as Kabul fell to the Taliban, Foreign Office staff were absolutely integral to the evacuation of British citizens and Afghans from Afghanistan. But no one could have heard last week’s devastating whistleblower testimony about a Department that was overstretched, under-resourced and badly led by Ministers, and concluded that the remedy was to actually cut our diplomatic staff. The truth is that the Government have overseen a series of damaging blows to our international influence. The Government have slashed development aid, cut the armed forces and overseen the closure of British Council offices. Many international development staff have left, taking with them their expertise and experience. Now, the Government plan to cut our diplomacy.

Does the Minister recognise that the Government are overseeing a downgraded role for Britain nationally? These cuts could not have come at a worse time. Alongside the pandemic, we face challenges from an aggressive Russia and a more assertive China. We see persistent poverty and conflict, as well as climate change running out of control. We need a properly funded diplomatic and development Department to take on those challenges.

When the Chair of the Foreign Affairs Committee asked the Prime Minister about the cuts, he called them fake news. I would like to ask the Minister whether he believes that is because it is not a 10% cut, but actually a 20% cut. Did the Prime Minister mislead the House? If so, will the Prime Minister come back to this House to correct the record? Can the Minister also tell the House which regions of the world will be most affected by these cuts and how he believes they will impact on the world’s most vulnerable people, such as the women and girls of Afghanistan, who now face the most appalling and serious oppression from the Taliban?

With major cuts like this there will inevitably be consequences for the efficacy and the performance of the Department. Does the Minister agree with the former British ambassador to Germany, Sir Paul Lever, who has said that the planned cuts would affect Britain’s “presence and performance” on the international stage? So much for global Britain. The reality is cuts, downgrades and a diminished international role. It is a disgrace.

The hon. Gentleman knows that I have a huge degree of respect for him. However, his questions are predicated on a starting point which I have just said at the Dispatch Box is not the case. He starts throwing around figures like 20% in terms of staff reductions in a clear attempt to generate scaremongering. I have said, and the Prime Minister and the Foreign Secretary have both said, that there will not be 10% cuts, as has been brought up—[Interruption.] There will not be. Therefore, his whole line of questioning is predicated on a statement that is incorrect.

The hon. Gentleman said that we have had to spend less on ODA this year and, of course, that is the case. I remind the House that that is because we have experienced the largest economic contraction in three centuries as a direct result of the pandemic. Nevertheless, we still remain one of the largest ODA-donating countries in the world. We maintain one of the largest diplomatic networks in the world. The Foreign Secretary hosted G7 Foreign Ministers in Liverpool, showing global leadership on a range of issues, including girls’ education and humanitarian issues. At COP26, we saw the UK demonstrate global leadership on the existential crisis of our generation—climate change. We will remain a top-tier diplomatic powerhouse.

Can we just remind ourselves that the UK diplomatic service is in fact part of our vital capability to maintain the competitive stance of this country around the world? The cost of the diplomatic service is a minute pinprick in the overall scheme of public expenditure, well within the margin for error of many other Government Departments’ expenditures. Why would we want to squeeze this capability when it is so vital for our global future? Can we also think about what the diplomatic service is for? We value real subject knowledge and expertise, and country knowledge and the ability to speak the local languages more than perhaps we have recently. We value our history and understanding of our place in the world and the intelligence that those in the service gather and feed back to the centre. It is the centre that has to value that if our diplomatic service is to produce value for money.

My hon. Friend makes an incredibly important and accurate point about the value that our diplomatic network and our diplomats around that network provide. We are all incredibly proud of the level of expertise of the FCDO staff, and I know the Foreign Secretary has said this to them directly. Our diplomats are an absolutely top-tier team. We retain a high ambition for our international relations, as set out in the integrated review. We will continue investing in our people, including in language skills and other skills, to ensure that we retain that position. He is right that they are the primary means by which we exercise soft power around the world, and they will continue to be very much at the forefront of our thinking when it comes to planning for the future.

It should come as no surprise that there are reports that the FCDO is facing job cuts of up to 20%, although I have not yet heard from the Minister what those cuts will actually be. Over the past two years, the Prime Minister has frequently talked about global Britain, but the reality is that it has been nothing but a nasty little Britain. For example, we have seen the merger of the Department for International Development and the Foreign Office—a merger that has yet even to integrate the IT and email systems—the ideological death sentence cuts imposed by reducing the aid budget and breaking the 0.7% manifesto commitment and the chaotic response to the Afghanistan crisis in the summer. People there will be facing the consequences this winter. This UK Government have routinely reneged on their commitments, and this staff cut, whatever the percentage will be—I look forward to hearing it—will further erode the UK’s diplomatic and development capabilities. Given the huge cuts to aid, and now the direct hit to the number of diplomats carrying forward the Government’s incoherent vision for the UK abroad, is it not the case that the global Britain slogan has been laid bare as simply a fig leaf covering up the UK’s retreating and ever-diminishing role in the world? Can the Minister confirm the actual percentage of the cuts as staff face Christmas with job insecurities?

Once again the hon. Gentleman throws around the figure of 20% staff cuts. I can tell him that it is nonsense. The UK remains a top-tier global diplomatic powerhouse. I pay particular tribute to the FCDO staff based in Abercrombie House, whose invaluable work adds to the huge diplomatic output of the FCDO. Were his party to fulfil its dream of isolationism, I cannot believe that those jobs at Abercrombie House would be maintained. We support the fantastic work that Scots do within the UK’s global posture. We intend to make sure that they are supported and retained and their work enhanced.

I welcome the assurances that the Minister has given, but speaking as one of the Prime Minister’s trade envoys, may I emphasise the important work that the FCDO contributes to the work of envoys not just through the briefings that it gives here in London, but in our embassies? I urge the Minister to give a reassurance that that aspect of the work of FCDO staff will be taken into account in any structural changes.

I thank my hon. Friend for his comments. When I visit our posts around the world—around my region—I am incredibly pleased to see the seamless integration of various Departments that are represented on those platforms. Trade is an incredibly important part of our global posture. He is absolutely right that maintaining the FCDO’s ability to support the foreign-facing work of other Departments will remain a top priority for us.

I have a great many constituents with family members trapped in Afghanistan who are living in hiding and fearing for their lives. One family member writes:

“It’s such a struggle to be here, we have no idea what to do…we are literally running out of everything and it’s getting cold”.

Surely this is not the time to be considering cutting resources when we desperately need more action to help those left behind in Afghanistan and increasingly desperate when we know that the country faces a humanitarian crisis.

The situation in Afghanistan remains terrible, which is why we have doubled our financial support to it, for the very reasons that the hon. Lady highlighted. We will continue to work through diplomatic channels both internationally in support of stability and improvement in Afghanistan and with the countries immediately neighbouring it. Our commitment to Afghanistan remains undiminished, notwithstanding the fact that we no longer have a military presence there, and we will encourage the Taliban to do the right thing to abide by the commitments they have made with regard to such things as girls’ education, women’s freedom and not being a home for terrorism. We will judge them on their actions, not their words.

I congratulate my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat) on securing his urgent question and thank the Minister for the Middle East and North Africa—my successor—for the reassurances that he has given. There can be little doubt, however, that over time, the FCDO has been diminished, although it remains formidable. Given that the talent base has been reduced over time, what thought has the Minister given to widening the net from which senior appointments overseas are drawn, noting particularly the need to promote trade and commerce as part of our international effort and the actions and appointments of countries with which we can reasonably be compared, such as France and Germany?

I thank my right hon. Friend and predecessor for that point. Diplomacy and the nature of international relations are changing. We have to invest in future-facing resources, which means things like IT, most obviously, as well as ensuring that we have a network of experts across a wide range of fields, including commerce. In response to his former point, we already see a very close integration in London and around our overseas network of trade, development, aid and diplomacy. I can only assume that that will continue to be the case when it comes to our people.

I thank the Chair of the Foreign Affairs Committee, the hon. Member for Tonbridge and Malling (Tom Tugendhat), for securing this urgent question. It is more than a year since my urgent question when the merger of the Foreign and Commonwealth Office and the Department for International Development was announced. Despite what the Minister says about this being seamless, we are hearing lots of reports that it is not going well at all, and surely that must create a degree of inefficiencies. Although we have maintained the International Development Committee, we have seen further cuts to aid. In my urgent question last year, I sought an assurance that there would be no forced redundancies. The Minister may not be willing to give us a number or a percentage of cuts, but can he assure us that the review in the spring will not involve compulsory redundancies?

As I have said a number of times, the decisions about the future structure, prioritisation and orientation of the Department will be made by Ministers in due course and the details will come out in the new year.

I fundamentally disagree with the hon. Lady’s point about the merger: some of the most successful ODA-donating countries have merged Foreign and Development Offices. Prior to the merger of the Departments, I was a Minister across both of them, and I have found it easier to work with one set of civil servants in one Department than I did working across two sets of civil servants across two Departments. Our commitment is to retain our standing as a top-tier donor country, in respect of not just the scale of what we give but the sophistication of how we do it, and that will be enhanced through the merged process.

At a time when we see an increasingly aggressive China, a resurgent Russia and the United States’ strategic withdrawal from the world platform, it is important that we continue to project global Britain and our soft power around the world. When we restore our overseas aid budget to its previous level, we will need people to monitor that spending to make sure we get good value for money for taxpayers. Does my right hon. Friend agree that this is the worst time to reduce staff because we will want them in place when we go back to providing the aid?

My hon. Friend makes the important case that we need to ensure our aid is spent effectively. That is why we value so much the experience of our professionals not only in King Charles Street but around the globe. I assure my hon. Friend that the effective deployment of aid—ensuring that it does not fall into inappropriate hands and gets to the people who need it most—will remain a core priority for the UK. That commitment will remain undiminished and I assure my hon. Friend that I will take his comments to heart as we go through the process of ensuring that the FCDO is oriented to support the integrated review priorities.

If, as the Minister has said several times, we are a top-tier diplomatic nation, why is a family in my Cardiff West constituency facing yet another Christmas at which their relative, my constituent Luke Symons, remains held captive in Sana’a by the Houthis, when other nations, including America, have succeeded in getting their citizens out of that same situation and that same prison? My constituent Bob Cummings, Luke’s grandfather, recently met some of the Minister’s officials and was confused by their account of what is going on. Will the Minister now commit to a meeting with the Foreign Secretary, as soon as possible, to get some real traction and attention on to this case?

The hon. Gentleman has raised the case of Luke Symons previously, and directly with me, and I commend him for his work in support of his constituent and his constituent’s family. He will know that the situation in Yemen is incredibly difficult and it is hard to maintain anything like normal diplomatic relations at the best of times. Indeed, it is incredibly difficult to interact with the Houthis, who are responsible for Luke’s ongoing detention. This case remains a priority not just for the Department but for me personally. I raised it on my most recent trip to Oman, which is geographically one of the closest countries to Yemen, but even Oman is limited in the influence it can exert. Nevertheless, I assure the hon. Gentleman that we will continue to prioritise this terrible case.

Having just returned from a trade visit to Brazil, I can confirm that our staff in country are absolutely first class. Will Ministers and the Secretary of State consider further prioritising our efforts in a country that is the size of Europe, that dwarfs all other South American economies, that produces 25% of the planet’s food, and that was one of the first to show us a hand of friendship post the Brexit referendum and is therefore well placed as a strategic ally?

I am glad that my hon. Friend has raised his recent trip to Brazil. He is right to say that that country plays an important role commercially, agriculturally and environmentally, and I have no doubt that we will continue to make the most not only of our bilateral relationship with Brazil but of his language skills and experience in that incredibly important country.

FCDO staff need only to look at the experiences of the staff at the British Council, a departmental agency, where there have been massive cuts and job losses. Will the Minister tell us what is being done to minimise redundancies at the British Council? Also, why was the decision taken to outsource the Turing scheme, which will undermine the jobs, skills and experience of the British Council staff?

I remind the hon. Gentleman and the House that we have gone through an unprecedented financial contraction because of covid. The British Council, which derives a significant proportion of its income from tuition, has been hit because of the difficulty in providing tuition in the era of covid, but it has done genuinely fantastic work using technology to continue to provide those services. The Foreign Secretary and I recently had a meeting with the senior leadership of the British Council to discuss what we could do to protect the things that we value highly in terms of its delivery of soft power, to ensure that it not only survives but thrives, once we are able to get past this covid situation.

I congratulate the hon. Member for Tonbridge and Malling (Tom Tugendhat) on securing this urgent question. I am not reassured at all by the Minister’s statement. I have seen the email to the FCDO staff. It says, “We are planning on the basis of just under 10% reduction in our overall workforce size by March 2025”. So is that actually a 9.9% reduction, or something else slightly different from 10%? The Minister was careful to say that there would be no 10% reduction, but will it be a figure that is close to 10%, but not 10%? The aid cuts are a disgrace, and it is easy to spend that money on big multilateral programmes, on the World Bank and on the United Nations, but not on those local projects on the ground that the former DFID staff are so good at supporting and that result in real poverty reduction and real peace building on the ground. Can the Minister reassure the House that the cut will not be anywhere near 10%, and that local staff who know the projects on the ground and who can really effect poverty reduction will not be cut?

I remind the hon. Lady and the House that there is a difference between the figure that is used internally by officials for planning purposes and decisions that are made by Ministers. The decision around these issues will be made by Ministers. The Prime Minister, the Foreign Secretary and I have made it clear that that figure is not a ministerial figure. With regard to the balance between multilateral and bilateral, the hon. Lady makes an important point. We very much value the work that is done bilaterally in the sometimes small but incredibly highly effective projects that are delivered by the British Government underneath the British flag to some of the most poor and dispossessed people in the world, and that will remain a priority for this Government.

Cuts have consequences, and it is really clear that there will be serious consequences as a result of these cuts. It seems that this has been Treasury-driven, rather than looking at our strategic aims. Can the Minister confirm exactly where these cuts are going to fall and tell us what impact they are going to have?

Members were taking bets here on the Back Bench as to who would be called first—me or the hon. Member for Rutherglen and Hamilton West (Margaret Ferrier). I am not sure who won. I want to put on record my praise and thanks to the ministerial team at the Department, who I have found to be extremely courteous and helpful at all times. I want to put that on record because that is something that I have experienced in my contact with the Department in the last period of time. Covid has shown the sheer magnitude of the pressure on FCDO staff, with consular staff being asked to cover many areas and in some cases many countries. No matter how good and capable the staff are, there simply are not enough of them. Will the Minister consider a graduate scheme to make use of young and intelligent people who wish to experience life abroad? Would he be happy to commit to providing a five-year contract or five-year stint, and can he tell us what incentives could be provided to entice those graduates in?

The hon. Gentleman invites me to make spending commitments at the Dispatch Box, and sadly I am not able to. He raises an important and interesting point. I will pass on his thanks to the ministerial team and to our team of civil servants, both here in the UK and around the network. He is right that they have gone through an unprecedented period of pressure. The repatriation of British nationals around the globe when covid hit, the evacuation from Afghanistan, and a number of other, less high-profile things have put huge pressure on them. I commend their work, and I thank him on their behalf for his kind comments.

The UK has world-class civil servants who are not often given due respect as public servants. Their pensions have been cut, and their salaries have risen below inflation. Morale is already low in the Foreign Office after the merger with the Department for International Development due to substantial pay discrepancies. Fewer staff means more work for those who are left, and even less incentive. As that will inevitably lead to rising stress levels, how will the Minister support staff?

The integrated review sets out our priorities. The Government will ensure that our diplomatic teams and our civil servants, both in the FCDO and in other forward-facing parts of Government, are aligned to support the integrated review, which will give direction, purpose, structure and parameters. That is how we will ensure that the workflow of our civil servants is managed.

I thank the hon. Lady for her kind words about our civil servants, both in our Department and more broadly. They are excellent and world-class, and we value them very highly.

Afghanistan: Humanitarian Situation

My noble Friend the Minister for South Asia, United Nations and the Commonwealth, Lord Ahmad of Wimbledon, has made the following written ministerial statement:

Afghanistan is facing a serious and worsening humanitarian crisis. The UN estimates that 22.8 million people, over half the population, are now suffering “crisis” or “emergency” levels of acute malnutrition, over a third more than at this time last year. Afghanistan is now estimated to have more people suffering from “emergency” levels of acute malnutrition, 8.7 million, than any other country.

The UK has been at the forefront of efforts to address the situation, including through our presidency of the G7. The Prime Minister, Foreign Secretary and Minister of State have discussed the situation extensively with world leaders including in the margins of COP26. The Foreign Secretary represented the UK at a G20 leaders meeting on 12 October that agreed to step up emergency aid. Lord Ahmad visited New York in late October to speak to senior UN officials, and has been in regular contact since August, with the UN’s emergency relief co-ordinator, heads of UN agencies including the World Food Programme, the United Nations Children’s Fund, the UN High Commissioner for Refugees and the UN Office for the Co-ordination of Humanitarian Affairs as well as other senior officials such as the head of the ICRC and the Aga Khan Development Network. In November, he also met with Deborah Lyons, the UN Secretary-General’s Special Representative for Afghanistan.

We have used our engagement with Taliban to press them to ensure a suitable environment for aid delivery, as well as to respond to international concerns on terrorism, the protection of human rights, especially the rights of women, girls and members of minorities, and the departure of non-Afghan nationals and Afghans eligible for resettlement overseas. These were our top priorities during the visit to Kabul by the Prime Minister’s Special Representative for Afghan Transition, Sir Simon Gass, on 5 October, as well as in telephone calls and subsequent meetings by UK officials with the Taliban in Doha.

The UN Secretary General launched a flash appeal for Afghanistan on 13 September. The event was attended by the then Foreign Secretary and by Lord Ahmad. But further efforts will be needed. The UN has requested nearly $4.5 billion for 2022, the largest humanitarian appeal on record, reflecting the magnitude of the humanitarian challenge ahead.

The UK was at the forefront of this, and in August, the Prime Minister said that the UK would double its assistance for Afghanistan to £286 million this financial year.

On 3 September, the Government announced the allocation of up to £30 million of this for Afghan refugees in neighbouring countries, of which £10 million has been disbursed directly to humanitarian agencies in the region.

On 31 October, the Prime Minister announced the allocation of £50 million in immediate support for vulnerable communities within Afghanistan. We have now disbursed £49 million of this, in addition to the disbursement of over £32 million for humanitarian activity inside Afghanistan between April and October. 1.

On 12 December, the Foreign Secretary announced the allocation of a further £75 million to provide life-saving food, and emergency health services as well as shelter, water and hygiene supplies. Through the £75 million and £50 million allocations, the UK will support over 3.4 million people, with emergency food, health, shelter, water and protection. We will work with aid agencies to prioritise those most at risk, including households headed by women and people with disabilities. The funding will be channelled through the Afghanistan Humanitarian Fund, the World Food Programme, the International Organisation for Migration, the United Nations Children’s Fund, the United Nations Population Fund and International Rescue Committee.

In addition, the Government have today committed to matching donations from the British people to the Disasters Emergency Committee Afghanistan appeal, up to £10 million. This means that public donations will have greater impact and give life-saving support to more people in Afghanistan.

So far this financial year, we have disbursed over £81 million within Afghanistan and £10 million to support Afghan refugees in the region. A full breakdown appears in the annexes attached. All our humanitarian assistance is going to UN agencies or trusted and experienced international NGOs and not to the Taliban.

We are particularly concerned by the impact of the situation on women and girls. We are consulting women’s organisations, Afghan women leaders and implementing partners to understand how best to support their needs. In allocating UK funds, we are seeking to ensure that women, girls and other marginalised groups have equal, safe and dignified access to assistance and services.

The humanitarian crisis has been a central subject of all our conversations with the Taliban. We have pressed them to respect humanitarian principles and allow aid agencies to operate freely. The Taliban wrote to the UN’s emergency response co-ordinator on 10 September promising to respect humanitarian principles, including free access for aid workers.

We are monitoring the situation carefully. Our partners report that aid delivery channels are open and humanitarian access is reasonable. But aid workers also face challenges as a result of the liquidity shortage, which makes payments more difficult. We are working closely with multilateral organisations, banks and NGOs to address these.

The UK has also taken a leading role in international discussions on how to support essential basic services. We are encouraging the World Bank and its shareholders to use the $1.5 billion in the Afghanistan reconstruction trust fund for this. We welcome the decision by the World Bank’s Board on 30 November to transfer $280 million to support the humanitarian response and basic health services via UN agencies. We are also working with G7 partners to encourage the World Bank to produce options to allocate the $1.2 billion remaining in the fund.

I am genuinely grateful to my hon. Friend the Member for Congleton (Fiona Bruce) for securing this debate on the anniversary of an incredibly important day. I also pay tribute to her tireless and inspirational work as the Prime Minister’s special envoy for freedom of religion or belief, and to the all-party parliamentary group for international freedom of religion or belief, which also works so hard. It would be deeply remiss of me not to put on record my thanks, huge respect and admiration for the hon. Member for Strangford (Jim Shannon), who works so tirelessly on this issue, and for the incredibly effective work of the APPG, which he chairs.

It is fitting that this debate falls in the week of Red Wednesday, a day to stand in solidarity with persecuted Christians around the world. This debate marks the 40th anniversary of the declaration on the elimination of religious intolerance. Fittingly, today is also the UN International Day for the Elimination of Violence Against Women, which I will touch on later.

The shared passion in this House for protecting the freedom of religion or belief, alongside other human rights, is clear, and it is something of which we can all be proud. Members on both sides of the House have made incredibly thoughtful and, at times, moving contributions. Although time is limited and I cannot attach remarks to them all, I will try to cover at least some of them.

The UK is fiercely committed to defending the freedom of religion or belief for all, and to promoting respect between different religious and non-religious communities. That point was spoken about so well and so characteristically thoughtfully by my hon. Friend the Member for Wycombe (Mr Baker), who is a good friend.

Like my hon. Friend the Member for Congleton, I am pleased that, with the full and enthusiastic support of the Prime Minister, the UK will be hosting an international ministerial conference on FORB on 5 and 6 July 2022 right here in London. Conference planning is well under way, and we expect to engage with stakeholders including religious and non-religious groups. I know that my hon. Friend is playing a key role in supporting the efforts to deliver that conference, and I thank her for her positive comments about the work done by Ministers and, perhaps more importantly, by officials in the Foreign, Commonwealth and Development Office, both over the road in King Charles Street and in posts around the world.

In addition to hosting the conference, we are pursuing three broad avenues to advance freedom of religion or belief and to tackle the associated human rights concerns. First, we are working through multilateral bodies. Secondly, we are working directly with states to encourage them to uphold their human rights obligations. And thirdly, we are continuing to take forward the Bishop of Truro’s recommendations to strengthen our support for those persecuted for their faith or belief. My hon. Friend the Member for St Ives (Derek Thomas) is right to be proud of the work he has done.

On multilateralism, we work with organisations such as the United Nations, the Council of Europe, the G7 and the International Religious Freedom or Belief Alliance. Again, I pay tribute to my hon. Friend the Member for Congleton for her active representation of the UK at the alliance. I am delighted that she is being considered for the chair. With characteristic humility, she managed not to mention that in her speech, but I think she should have done. I am glad she is being considered for the chair in 2022.

I also congratulate my ministerial colleague Lord Ahmad of Wimbledon on the important role he plays, representing the UK so ably within the alliance and the UN, as well as leading the UK’s human rights advocacy around the world. I welcome the three joint statements issued recently by the alliance, which covered Iraq, Afghanistan and Myanmar.

On Afghanistan, we continue to work with the UN to deliver our FORB objectives. For example, on 7 October we co-sponsored a UN Human Rights Council resolution on Afghanistan that established the mandate of a special rapporteur to monitor and report on the human rights situation, including for religious groups, as well as for non-religious groups. As for other multilateral organisations, in June, alongside G7 members, we urged North Korea to respect human rights for all and engage substantively with the international community on FORB. In May, we secured the inclusion of language on FORB in the G7 communiqué for the first time, demonstrating our strong leadership on this issue and ensuring that FORB remains firmly on the world stage.

On our bilateral work, we regularly raise specific issues with other Governments, both in public and, when we believe it is most effective, in private. For instance, Lord Ahmad raised the issue of reports of discrimination and violence against religious and belief minority communities with Prime Minister Khan during his recent visit to Pakistan.

On the International Day for the Elimination of Violence against Women, let me underline that we condemn forced marriage and the forced conversion of women and girls in the very strongest terms. A particular case has been raised by a number of hon. Members. Although I am often uncomfortable speaking about specific cases for fear that the safety of individuals could be compromised, I can assure Members from across the House that we fund projects in Pakistan to help to address forced marriage and bring up the plight of both communities and individuals where we can. No one should suffer because of their religion or belief, and as many Members from across the House have said, no one should suffer twice because of both their religion and belief, and their gender.

Beyond the concerning issue of forced marriage in Pakistan and elsewhere, I also condemn all the violence in Nigeria. Terrorist attacks in north-east Nigeria and incidents of intercommunal violence across many states in Nigeria have had a devastating effect on both Christian and Muslim communities. Religious identity is a factor in the violence, but the root causes are of course more complex. In July, the former Minister for Africa raised those concerns with the Nigerian Foreign Minister in the margins of the global education summit. We will continue to raise issues and to encourage states to uphold their human rights obligations.

Turning finally to the Bishop of Truro’s review, we are making good progress on all 22 recommendations in the final report, including the recommendation that called for an independent review—again, my hon. Friend the Member for Congleton raised that. Just this week, the FCDO estate was lit up to mark Red Wednesday, standing in solidarity with persecuted Christians across the world. That follows specifically from recommendation 19 of the bishop’s report about marking and promoting days in support of FORB for all. Recommendation 5 is about bolstering our research, and I am pleased that the FCDO launched the John Bunyan fund for FORB. We have used it to fund research on intersectioning vulnerabilities experienced by religious minorities living in Nigeria and in India in the shadow of covid-19. As has been highlighted, recommendation 8 concerns the use of sanctions to address FORB issues. In March, alongside the European Union, the United States and Canada, we imposed sanctions on four former Chinese Government officials and one Government entity for the gross human rights violations against the Uyghur Muslims in Xinjiang, which the hon. Member for Leeds North East (Fabian Hamilton) highlighted.

To conclude, the UK has a duty and a drive to promote and defend equality, inclusion and respect, both at home and abroad. I assure the House that that will remain a foundation stone of UK foreign policy and that the Government do not take that duty lightly. We are and will continue to be a voice for the voiceless and defenders of the right to freedom of religion or belief for everyone, everywhere.

I thank the hon. Gentleman. That is a perfectly polite and in-order question. However, it is not a point of order for the Chair, as I think he knows. Ministers are, of course, responsible for the content of their speeches and answers at the Dispatch Box, and the Chair has no control over such matters. If, however, he wishes to take the matter further and require the Secretary of State to come back to the House to revisit the matter on which he is in disagreement, I suggest that he visits the Clerks in the Table Office for advice on how he might go about that. I am also sure the Treasury Bench will have heard—

I am genuinely grateful to my hon. Friend the Member for Basildon and Billericay (Mr Baron) for securing this debate. It gives me great pleasure to see that Essex Members of Parliament now represent the majority of those in the House this afternoon. I thank my hon. Friend for the hard work that he puts in as the chair of the British Council all-party parliamentary group, and the hard work that the other members of the APPG put in, particularly on the group’s recent report on opportunities for global Britain. I also pay tribute to my good, right hon. and gallant Friend the Member for Beckenham (Bob Stewart), who I am willing to make an honorary member of the Essex mafia this afternoon for his thoughtful contribution.

That makes you the odd one out, Mr Deputy Speaker, but I am sure that we will forgive you.

The Government are determined that Britain will remain an outward-looking nation that is positive and patriotic, and demonstrates leadership and innovation, and I assure the House that the British Council is a key part of that. Its mission is to teach English, and to promote UK education, arts and culture across the globe. In doing so, as my hon. Friend the Member for Basildon and Billericay said, it showcases our strength and values, but it also builds trust and opportunities between nations. The APPG report rightly identifies the British Council as one of the UK’s real assets, and that position is reflected in our own integrated review, which was published earlier this year. The review recognises the British Council as a key aspect of our global influence.

For 85 years, the British Council has boosted Britain’s status as a cultural superpower. Its programmes reach 790 million people in more than 100 countries every year, and it plays a vital role in enhancing our standing in the world. It forges connections, understanding and trust between the UK and other countries. That trust is already strong, and the council’s recent report on soft power noted that the UK is ranked first among G20 nations for overall attractiveness and second in the G20 for trust. The British Council adds significant value in this respect. When the council is involved in cultural and educational exchanges, trust in the UK increases by 16% on average. I am sure that the House will agree that it is more vital now than ever—as we work with our allies to promote democracy and collaborate on the very biggest challenge that the world faces— that we enhance this global trust.

My hon. Friend highlighted in his speech further opportunities to promote global Britain through the British Council. The APPG report identified potential key partners in the Indo-Pacific and sub-Saharan Africa, among others. The council has ambitious targets designed to take advantage of these opportunities. By 2025, it plans to reach 140 million English language learners and attract 600,000 international students here to the UK. It also hopes to connect to 30 million people with UK arts and culture, either in person or remotely—for example, by visiting our world-beating film and arts festivals in cinemas and galleries, or indeed online.

Next year, as we host the Commonwealth games and mark the Queen’s platinum jubilee, the British Council will lead international partnerships in education and the arts, including work to connect young people across the whole Commonwealth. School twinning schemes and cross-curricular programmes will boost understanding of our values and aspirations, including the education of women and girls, which remains a core Government priority. Her Majesty the Queen’s 70 years of service and leadership have also inspired the British Council. From its alumni the council will build a network of young, inspiring women leaders across the Commonwealth, who will develop projects to address the global challenges still faced, sadly, by many women and girls.

Meanwhile, advisory committees for Wales, Scotland and Northern Ireland support the British Council as an institution for the whole of the United Kingdom. They help to shape programmes and priorities and ensure there is a clear focus on all aspects of the UK’s rich culture. For example, the British Council’s Go Digital programme includes collaboration between artists and art organisations in Wales and sub-Saharan Africa. Go Digital aims to develop and showcase the arts, which have suffered so much during the pandemic. The council also works to forge connections between Northern Ireland and other societies emerging from conflict—for example, offering insights into the issues that fuelled conflicts in Northern Ireland, India, Lebanon, Sierra Leone and South Africa. Students are encouraged to turn these lessons into creative expression.

I thank the Minister for allowing me to intervene a second time. What he has said is really grist to the mill, because the British Council is a huge success, as he would accept. The British Council has actually survived, somehow, during the pandemic. Goodness knows how country directors are able to budget during the pandemonium that has been the past two years, but somehow they have. So it does seem strange that with the success that the British Council has had in soft power terms and in floating what a great place the United Kingdom is, we are prepared to scrap 10 locations—actually, a total of 20. May I plead with the Minister to get Government to make a decision to rescind the orders so that those 20 centres remain in being, if that is possible now?

I will address the situation with regard to funding and our footprint shortly.

Together with the University of Edinburgh, the council is developing an online course, open to all, on sustainable living. This touches on key issues that connect us, from climate change to gender equality, health and inclusion, encouraging informed personal responses.

With regard to the funding situation, sadly, like so many organisations, as my hon. and gallant Friend mentioned, the British Council has been acutely affected by the impact of covid-19. More than 90% of its teaching and exam centres were shut at the height of the pandemic. It has done a genuinely exceptional job of rapidly expanding its digital services, including online teaching platforms, in response to this crisis. We continue to work closely with the council as it builds back from the pandemic. We share its ambition to innovate and to increase its digital capacity even further. I was very pleased recently to meet the British Council’s new CEO, Scott McDonald, who brings a genuine wealth of commercial experience from his previous roles. In partnership with the council’s chairman, Stevie Spring, I have no doubt that Scott will bring the strong leadership needed to drive forward the council’s transformation and put it on a sustainable future-facing footing.

Sadly, as with so many organisations, the pandemic also had a devastating impact on the British Council’s commercial activities and therefore its finances. The Government remain committed to the council’s future success, and I am confident that it will emerge stronger than ever. The funding we secured through the 2021-22 spending review demonstrates that commitment. Since the start of the pandemic we have allocated more than £600 million to ensure that the British Council can continue to deliver on our priorities during this uniquely challenging time. Earlier this year, the council, as has been said, announced that it will stop spending grant in aid funding in 11 countries. In a further nine, it will deliver grant in aid programmes remotely from other countries. These decisions were taken in partnership with the council, focusing on where it can achieve the biggest impact.

First, I thank my right hon. Friend for his comments about those at the British Council, who will be heartened to hear what he says. I know it will not be strange to them, but it is nice to hear it from the Dispatch Box all the same. I concur with his comments about the new chief executive Scott McDonald and Stevie Spring, too. They will bring a lot to the British Council at this important time. I hear what he says about the figures, and one does not dispute the moneys put into the British Council as its commercial activities collapsed, but the Government were still £10 million short of what was required to keep those 20 country operations fully operational, and that was the crime there. When one spoke with Ministers, there was no problem at all—they got it—but it still translated into a £10 million cut. The fear is that something similar will happen now going forward.

My hon. Friend raises the prospect of additional closures, and I understand his concern about that. The simple truth is that we continue to operate, notwithstanding the spending review allocation, in a challenging financial context. We continue to work closely with the British Council on the implications of the 2022 to 2025 spending review. I assure him that the funding settlement has not yet been finalised, and any decisions that we make will be in close consultation with the British Council. We will continue to work with the British Council on its future strategy to ensure that it continues to deliver not only excellence but maximum value and maximum impact.

I appreciate my right hon. Friend’s generosity in giving way again, but we have a little bit of time, without wishing to detain the House for too long. I accept what he has just said, because I know he is a decent fellow, but my worry is that this message, despite his exalted position in the FCDO, does not translate, frankly, because it did not translate last time. May I tease him a little to see whether he can go further? Would he wish to see further closures in the British Council, as we have seen in the past?

Mr Deputy Speaker, you can see the political chess moves, the political judo and the political jujitsu that my hon. and gallant Friend is performing. I know he would want me to provide assurances in strict financial terms. Sadly I am not able to do that at the Dispatch Box at this moment, but the assurance that I can give him is that the hugely positive impact that the British Council has on the lives of people around the world, as well as the hugely positive impact it has on the UK’s standing around the world, are not lost on anyone. I enjoyed a very good conversation with the new CEO. I can assure my hon. Friend that I will continue to work with the new CEO and the rest of the leadership team at the British Council to ensure we protect the excellence that this organisation delivers. I would wish, were budgets infinite, to have a British Council presence everywhere—I know that is a cheeky response to a bit of a cheeky question—but sadly we do not live in an environment of infinite resource.

My hon. Friend raises an incredibly important point about Afghanistan and our commitment to helping those Afghans who helped us, including through their employment or work with the British Council. The FCDO remains in close and regular contact with the British Council’s management about the cases of eligible staff and contractors and their dependants in Afghanistan. Applications from British Council contractors for resettlement will of course have to be considered on a case-by-case basis. We will work across Government to find a way of expediting any decisions made, so that we can provide assistance as quickly as possible.

I thank my right hon. Friend for being generous in giving way. Of course I do not doubt his words, but what seems to be happening is a disconnect between Departments. This week in the House the Defence Secretary, who is a good man, said he thought it was more a responsibility for the FCDO. This situation needs gripping, because the sense is that bureaucracy is getting in the way. There are 200 level 1 and level 2 applicants for the Afghan relocations and assistance policy scheme, and the paperwork is simply not being produced.

I completely understand my hon. Friend’s point. The repatriation work through Afghanistan has proved to be one of the most difficult and technically complicated, and in many instances very sensitive operations we have had to work. It is inevitable that we have to work across and exchange information between Departments.

Ensuring that individuals who worked for organisations that came under the remit of the FCDO, but whose resettlement cases might be facilitated through the Ministry of Defence, will of course mean that we will continue to need to work cross-departmentally, as we have done. I pay genuine tribute to my colleagues in the Home Office, the Department for Levelling Up, Housing and Communities and, of course, the Ministry of Defence, who I know are passionate about this and work tirelessly, often with incomplete information. We will continue working with them on that.

To conclude, as we all work tirelessly to promote global Britain, our partnership with the British Council remains vital. We will continue to support it as it brings people together across nations, through arts, culture, education and, perhaps most importantly, the English language. In this way, by showcasing our values and delivering opportunities, we will build connections, understanding and trust.

It is a pleasure to serve under your chairmanship, Sir Charles. I am grateful to the hon. Member for Hampstead and Kilburn (Tulip Siddiq) for securing the debate and for her tireless work in supporting Nazanin and Richard and in championing this issue. Although there have been times when we have disagreed, it is absolutely right that I put on the record our respect for the hon. Lady’s passion.

The hon. Member for Lewisham East (Janet Daby) mentioned her support for the family of her constituent, and right hon. and hon. Members have spoken about the work that they have done to support family members of those in Iran. Other Members were unable to attend the debate because of ministerial duties—I think particularly of my hon. Friend the Member for North East Hampshire (Mr Jayawardena), who speaks to me regularly about the situation and who is the constituency MP for some of the members of Richard and Nazanin’s family.

Like all Members of the House and everyone in the country, I have huge sympathy for the families of those who are incarcerated in Iran. The Government will continue to do everything we can to resolve the situation in which they find themselves through no fault of their own. The ongoing suffering that Iran is inflicting on British dual nationals such as Anoosheh Ashoori and Morad Tahbaz is deeply distressing and rightly elicits very strong feelings from hon. Members of different parties. I cannot overstate the fact that the Government share that frustration and are unwavering in our commitment to resolve this issue. We have made it clear to the Iranian Government at every stage that we expect Iran to release all British dual nationals and allow them to return home to their families.

In today’s debate, we are focusing primarily on Nazanin, Richard and Gabriella. The UK Government continue to work tirelessly to secure Nazanin’s full, permanent release and ability to return home to her family. As right hon. and hon. Members are aware, Nazanin was released on furlough into the care of her parents in Tehran in 2020, but the Iranian system has refused to let her return home and has not left her alone during the period of furlough. The Government have kept up our campaign of pressure on the Iranian authorities throughout this time, and we will not relent until she is fully and permanently released.

The completion of Nazanin’s first sentence and the removal of her ankle tag in March 2021 should have been a time for happiness and enabled Nazanin to be reunited with Richard and Gabriella. Instead, Iran doubled down on its baseless charges against her. We have raised our objections at every stage, and when those charges were formalised at a court hearing in April, we summoned the Iranians and demanded that she be released. When her appeal was rejected in October and her sentence confirmed, we again objected in the strongest terms and demanded her release. The Foreign Secretary and this Government continue to be clear in our discussions with Iran that under no circumstances should Nazanin be returned to prison, that we would react strongly if she were and that she should instead be allowed to return home to her family immediately. The Foreign Secretary raised this point again with Foreign Minister Amir-Abdollahian, most recently on 8 November. I raised this issue again with the Iranian Deputy Foreign Minister Bagheri Kani on 11 November.

At every stage since Nazanin was detained, the UK Government have carefully considered and assiduously pursued the courses of action that we have assessed offer the best opportunity for resolving this case. We have not pursued any course of action that we believe would be counterproductive to the release and return home of those in incarceration.

In March 2019, my right hon. Friend the Member for South West Surrey (Jeremy Hunt) afforded diplomatic protection to Mrs Zaghari-Ratcliffe. This formally raised it to a state-to-state issue. At that time, he also recognised that that was unlikely to yield immediate results, in part because Iran does not recognise dual national status. Unfortunately, his prediction at the time seems to have been proven right.

Since then, this Government have continued to take further action where we judge it will help to secure full and permanent release. We constantly review what other steps are possible, and we weigh up all the diplomatic and legal tools available to secure her release.

Will the Minister give way?

I will not. A number of hon. Members have raised the issue of the IMS debt. As I have said to the House on a number of occasions, the UK Government recognise that we have a duty to legally repay this debt and we continue to explore all legal options to resolve this 40-year-old case. [Interruption.] We have always been clear.

I want to address the point that my right hon. Friend Lord Goldsmith made and the way his words have been interpreted, and I want to make the point absolutely clear. We have always been clear that we do not accept British dual nationals being used as diplomatic leverage. My right hon. Friend the Member for South West Surrey made the point with regard to the payment of the IMS debt that it is not easy, and he is right.

This Government remain committed to doing everything we can to explore all avenues to secure Nazanin’s release. We always act in what we believe to be her best interests, with the ultimate aim of securing her return home to be reunited with Richard and Gabriella.

Since the family requested assistance from my Department, officials have provided support to Nazanin’s family and are available to be contacted 24 hours a day, seven days a week. Since Nazanin’s release on furlough, we have also been able to talk directly to her through our ambassador in Tehran. We will continue to offer that support until Nazanin is returned home.

This Government and I have the utmost respect and admiration—I have said this directly to him and I am more than happy to say this publicly again— for Mr Ratcliffe’s stoicism, resolve and commitment to securing Nazanin’s release and for the support of his family. Mr Ratcliffe has met with the Foreign Secretary, with me and with senior officials. We will continue to update him, and the other families who have British dual nationals in incarceration, whenever we have information on progress or whenever we feel there is an update to do with the families in detention.

Our concern for Nazanin and her family is mirrored by our concern for all detained British nationals in Iran and their families, wherever they may be. Their welfare remains a top priority for this Government. Our ambassador in Tehran regularly lobbies on mistreatment allegations and on their health, whenever we have specific concerns or whenever a family member brings this issue to our attention. This Government will continue to lobby for the full and permanent release of those held in Iran.

On our international efforts, we will also collaborate with all relevant international partners to seek to put an end to Iran’s unacceptable practice of detaining foreign and dual nationals in an attempt to find some kind of diplomatic leverage. As part of a Canadian initiative on arbitrary detention, we are committed to enhancing international co-operation to prevent any state from arbitrarily detaining foreign nationals for coercive purposes.

On the debt, which is obviously crucial—many Members raised it—as the Minister accepts that it will be repaid, can he give any indication of the Government’s timetable for the repayment of that debt by whatever means?

It is not possible to give the hon. Gentleman details on that. As I said, we recognise the legal duty to repay the debt, and we will explore all legal options for doing so.

I once again express my deepest sympathies for Richard and his family, and indeed to all the families of those incarcerated in Iran. He has campaigned with such tireless commitment. The Government will continue to push in all the ways we can.

The Minister mentioned Anoosheh Ashoori, my constituent. I am grateful for that. However, the family are still waiting to hear whether they have received diplomatic protection from the Government. Is the Minister able to respond to that?

We of course consider this issue carefully. However, I have made the point already that—I suspect in large part because Iran does not recognise dual nationality and therefore does not recognise our authority to speak on this issue—that has proven to be of limited success in the instance of Nazanin. We will continue to hold the Iranian Government to account for their treatment of the British dual nationals in incarceration, including Anoosheh Ashoori and Morad Tahbaz. I assure the House that the Government remain committed to doing whatever we can to secure their release and will continue to work and make representations at every opportunity on their behalf.

I remind all Members that it was the Iranian Government who arrested these British dual nationals. It was the Iranian Government who applied these bogus charges against them. It was the Iranian Government who hold these people in incarceration and prevent them from coming home. It is the Iranian Government who are wholly and solely responsible for the appalling circumstances that these people find themselves in. The British Government will continue to work tirelessly to secure their release and return home. I assure everyone in the House that that will remain our priority until they are released and are able to return home.

(Urgent Question): To ask the Secretary of State for Foreign, Commonwealth and Development Affairs if she will make a statement on Bosnia and Herzegovina and the potential of a renewed conflict in the Western Balkans.

I thank my hon. Friend for his interest in the current situation in Bosnia and Herzegovina, and he is right to highlight it. The recent political violence is of significant concern to the UK Government. Milorad Dodik, the Bosnian Serb member of the presidency, has threatened to withdraw Republika Srpska—the entity—from a range of state institutions. That is an act that the High Representative calls a de facto secession. This is a dangerous and deliberate attempt to distract from a failure to improve standards of living and to tackle corruption. It is unacceptable.

The UK fully supports the territorial integrity and sovereignty of Bosnia and Herzegovina. After the devastating conflict of the 1990s, the region has lived in peace for 26 years, and the Dayton political system, which should have been used to deliver progress and development for citizens, has been exploited by politicians who are focused on building and maintaining their own position.

We recognise the important role that the EUFOR peace and stabilisation force has played, and we welcome the renewal of its mandate—an important deterrent against those malign actors who wish to see instability on Europe’s doorstep. We worked hard in the Security Council to ensure that it authorised EUFOR’s mandate for a further 12 months. The UK continues to play an active role. My hon. Friend the Europe Minster was in Bosnia and Herzegovina in the summer to support that work.

The High Representative will visit the UK for meetings in December. The UK is in close contact with him to ensure that we work in co-operation and is giving him vocal support, including on the use of executive powers should the situation require it. That is a further check and balance on the destabilising actions in Bosnia and Herzegovina. At the upcoming NATO Foreign Ministers meeting, the Foreign Secretary will push for more focus and resource on Bosnia and Herzegovina, and on the need to rebuff Russia’s actions.

The international community also has collective responsibility to ensure that there is no return to the conflict of the 1990s. Along with our international partners, we are ensuring that the High Representative’s position and work are secured, and we will continue to urge Russia to return to productive engagement with the peace implementation council’s steering board. Along with our international partners, we are working to tackle the divisive rhetoric and actions from some politicians in Bosnia and Herzegovina, including the threat to re-establish a Republika Srpska army and to pull out of other established state-level institutions.

The UK is committed to helping the people of Bosnia and Herzegovina build a better future in a stable and prosperous state, with strong institutions. We support the NATO Headquarters Sarajevo, including through the secondment of UK staff officers who play an important role in building the capacity of the armed forces. We are providing capacity building and expertise to those actors who demonstrate genuine commitment to progress.

For almost 30 years we have been engaged in the Balkans, and until recently in Bosnia and Herzegovina. In December last year we withdrew from Operation Althea, the international stabilisation force in the country. The decision to withdraw came just as Bosnia was about to be put under the worst possible pressure by Bosnian Serb secessionist leaders. In the words of the High Representative, Christian Schmidt, who reported to the UN Security Council last week:

“Bosnia and Herzegovina faces the greatest existential threat of the post-war period…the prospects for further division and conflict are very real…ignoring or downplaying this state of affairs could have perilous implications for the region and beyond.”

The secessionists are operating with the support of Russia, as we saw at the Security Council meeting last week, and Serbia, as is evident from the joint military exercises held in the past few weeks between Serbia and Bosnian Serb forces. This is a dangerous situation in a country where ethnic cleansing and genocide were perpetrated in the 1990s. With that in mind, will the Minister tell the House that it is still Government policy that the redrawing of borders in the Balkans was finished in the 1990s, and that they will not tolerate any secessionist adventurism? The EUFOR presence on the ground in Bosnia is hardly sufficient to respond to any security challenge, with only 700 troops on the ground and inadequate equipment. What consideration has been given to redeploying UK forces in support of EUFOR and through NATO? What consideration has been given to imposing sanctions on anyone undermining the Dayton peace accords, which is in line with the US but sadly lacking from the EU and UK?

In an article written last week, Baroness Helić quotes the former UN Secretary-General, Kofi Annan, commenting on the Bosnian genocide in 2000. He said the most important lesson was that

“we must recognize evil for what it is, and confront it not with expediency and compromise, but with implacable resistance.”

Now is the time for us to act, not to wait. If we fail to do so, we will further weaken the international rules-based order and embolden our enemies, and we will also see death and destruction rage again in our backyard.

I reflect on the passion with which my hon. Friend puts forward the case, and he is completely right. The period of borders being redrawn in that region is behind us. We saw the devastating conflicts of the 1990s, and nobody should be willing to go back to that period. We support EUFOR. I beg my hon. Friend’s indulgence, but I am not going to speculate on what a future stabilisation or military force composition might be like. As I have said, my right hon. Friend the Foreign Secretary will shortly be raising this issue in the strongest terms at the meeting of NATO Ministers of Foreign Affairs in Riga. We support the NATO Headquarters Sarajevo, and my hon. Friend will know that it is a long-standing policy of the UK Government not to speculate on future sanctions designations, for fear that doing so might undermine their effectiveness. We are determined to ensure that the peace the region has enjoyed for the past quarter of a century is maintained.

I congratulate the hon. Member for Totnes (Anthony Mangnall) on securing this urgent question. Today the situation in Bosnia and Herzegovina is extremely serious. I visited Bosnia and Herzegovina in 2013 as part of a delegation with the British group of the Inter-Parliamentary Union. I well remember our chaperone in Sarajevo telling me how she had been shot in the leg by a sniper in the 1990s when she was a small child. We do not want those dark days to return.

At the time of my visit in 2013, the situation was precarious, with the Dayton agreement widely seen as a holding operation. It did not really provide a way forward, but it did help keep a lid on the conflict. Now the situation is undoubtedly dangerous. The Dayton agreement is under serious strain, with the very real risk that the country will fragment and conflict will once again erupt. There is the distinct possibility that the President of Republika Srpska, one of the two autonomous elements of Bosnia and Herzegovina, will withdraw from the federal Bosnian army and create a separate force. With the threat of Serb withdrawals from other state institutions, the situation is extremely serious, and not only for Bosnia; as the EU’s High Representative has said, there could be implications throughout the western Balkans if the situation deteriorates in Bosnia and Herzegovina.

My questions to the Minister are these. First, what pressure are the UK Government applying internationally to prevent the Serbs in Republika Srpska from fracturing the Bosnian army and the institutions of the Bosnia and Herzegovina state? Secondly, what representations have the UK Government made to China and Russia for them to adopt a more constructive attitude towards Bosnia and Herzegovina? Every effort must be made to insist that all ethnic groups continue to work together. Thirdly, what co-operation is there between the UK and our EU allies to ensure that the EU’s 700-strong peacekeeping operation, EUFOR, plays an effective role in helping to maintain peace during the coming months?

The hon. Gentleman makes some incredibly important points, and in many respects I echo the concerns that he has raised. With regard to working with our international partners, which goes to the core of his questions, we maintain a close engagement with EUFOR. Having left the European Union, we are no longer formally part of it, but, alongside the United States of America, we pushed for the mandate renewal, and we were very pleased that that was successful. We will continue to support it.

The key institution here is the High Representative, Mr Christian Schmidt, and we will continue to lobby in support of the work that he is doing on the international stage. However, the hon. Gentleman is absolutely right that we have to prevent the fragmentation of this country, because that would almost inevitably be the precursor to further conflict. Many of us in this House have seen the genuine horror that conflict in this region brings, and we must work together with our international partners to do everything we can to deter that from happening.

I call attention to my entry in the Register of Members’ Financial Interests with regard to a recent visit to Bosnia as part of the all-party parliamentary group for the armed forces.

Is it not extraordinary—I am sure the whole House will be amazed—that the trigger for the current instability in Bosnia and Herzegovina was that the High Representative brought in a law outlawing genocide denial? The last place in the world where genocide can be denied is Republika Srpska; all the High Representative did was say that that is now outlawed. Does my right hon. Friend not agree that behind all this lies Russia, and Serbia itself, and that unless we do something very dramatic, serious and urgent about it, we will face a return to the kind of chaos that we saw in Bosnia and Herzegovina in the late ’80s and early ’90s? We really must act seriously on this. We are facing catastrophe—a disaster—in Bosnia, and just saying “we’ll think about it” is no good at all.

My hon. Friend is sadly right that we see the hand of Russia at play here. We need to work with the High Representative and our international partners to ensure that there is not a fragmentation. My hon. Friend is right that it is unacceptable to deny holocaust in whichever arena it occurred, but for many of us, this is the event that was a significant part of our lives, and we have to ensure that it is not repeated.

Remembering Srebrenica tweeted earlier that this day in 1993 saw the destruction of the historic bridge in Mostar, a poignant reminder of the conflict and genocide in living memory. Our thoughts should very much be with the people who live there and who fear a return to the types of horrors they saw in the past.

What steps will the Minister take to ensure that the UK plays its part in securing peacekeeping efforts, as needed? We welcome very much that the UN mandate to EUFOR was renewed last week. It must be seen to be fulfilled. Will he tell us a bit more about the discussions he has had with key regional partners in the EU, the US and leaders in Bosnia and Herzegovina itself? If the situation deteriorates further, we risk a return to the sectarianism of the past and the violence to civilians that that entails, and emboldening Russian influence in the region. Will he tell us more about what steps he will take on a multilateral level to ensure that the UK plays its part alongside regional allies to ensure that existing frameworks are managed in a way that protects the settlement within the country? Lastly, are there any considerations about the nature of the UK’s role in supporting EUFOR specifically? What contingency plans is he making, should we require to be brought into that?

I thank the hon. Lady for her questions. Specifically on EUFOR, as I said, the UK and the United States of America were vocal in our support of the mandate renewal and we are very pleased that that happened. Although we are not formally a member of EUFOR, we have seconded staff officers to support capability-building work and we have given direct support to the Bosnia and Herzegovina armed forces, which are an essential part of the security framework. As I said, my right hon. Friend the Foreign Secretary will speak at the upcoming NATO Foreign Ministers meeting and push for more focus and resource on Bosnia and Herzegovina, and for the collective need to push back against Russia’s actions in the area. With regard to what we might do next, that will need to be a collective decision by the international community, because working in accord with each other is the only way we will make meaningful progress. However, I can assure the hon. Lady that this is, and will remain, a very clear focus for UK foreign policy in the region.

I thank my hon. Friend the Member for Totnes (Anthony Mangnall) for securing the urgent question. As someone who spent time in Yugoslavia during the wars of the 1990s, I do not underestimate how unpleasant this could get, and how violent and how quickly. I want to look at Russia. We know it has been selling arms to the ethnic Serbian police. We know it has form in handing out passports to people in conflict areas as a reason for intervention. We also know there is now significant potential for European Union forces to come into direct conflict with Russian proxies. Is the Minister aware of the true danger of that situation, and that it follows a pattern not only in the western Balkans, but in eastern Ukraine and, now, on the Belarus border? We, and NATO and the EU, are being significantly tested. Do we have a policy?

I thank my hon. and gallant Friend for his points. I recognise the contribution he has made and his understanding of the issues in the region. He is right that those of us who remember the headlines and images that came out of the region not that long ago are horrified at the prospect that it might slip back into that level of violence. The Under-Secretary of State for Foreign, Commonwealth and Development Affairs, my hon. Friend the Member for Aldridge-Brownhills (Wendy Morton) visited the region extensively earlier this year. She and our officials are well aware—well aware—of the circumstances on the ground. We will, as I say, continue to work with our international partners, both European partners and NATO partners, to do everything we can to prevent the region slipping back into the kind of horrific sectarian bloodshed we saw, sadly, only 26 years ago.

I, too, congratulate the hon. Member for Totnes (Anthony Mangnall). We know how quickly the situation can deteriorate in the Balkans. The bloodshed and the flight of refugees we saw in the past will be with us if we see secession by Republika Srpska. I have to put it to the Minister that he said nothing really about what our red lines are. It is not enough to wait for secession. The steps that Prime Minister Dodik is talking about now are steps to secession. We have to make our red lines clear to Russia and Serbia, as well as to Prime Minister Dodik. In that context, EUFOR simply has no peacekeeping capacity if things deteriorate. We now have to have a strategy for Bosnia and Herzegovina.

The hon. Gentleman makes an important point. We recognise that EUFOR is there to do a particular role. We would, of course, all collectively much prefer to prevent, rather than have to deal with, a return to violence. If there is an escalation—we will work hand in glove with our international partners to try to prevent that—that would need to be discussed at the NATO Foreign Ministers meeting. Any red lines put forward would need to be done in conjunction with our international friends and allies. However, I completely take the hon. Member’s broader point about the need to work collectively to prevent this situation slipping back into violence.

As a Bosnia veteran, I am very familiar with that country. I went there recently and I know for a fact that fears about security are justified. Britain signed the Dayton agreement in 1995, so we are part of the solution. Is it perhaps time for another ministerial visit to Sarajevo?

My hon. and gallant Friend makes an important point about the need for visible support for the institutions that have helped to keep the peace for such a long time. As I said, the Under-Secretary of State for Foreign, Commonwealth and Development Affairs, my hon. Friend the Member for Aldridge-Brownhills, went to the region recently. I am not in a position to commit to exactly when a future ministerial visit will be, but the Foreign Secretary will bring this up at the NATO Foreign Ministers meeting in Riga in the near future. I have no doubt that it will be the location for a ministerial visit in the not-too-distant future.

I thank the hon. Member for Totnes (Anthony Mangnall) for securing this urgent question. The world cannot make the same mistakes again. In the 1995 genocide, more than 8,000 Muslim men and boys were killed in a single day. The US Deputy Assistant Secretary of State, Gabriel Escobar, told Congress last week that the US is working with the EU to

“make sure there are consequences for any illegal or any destabilising actions”

in Bosnia. The hon. Member asked what representations have been made and the Minister answered that they will be made at Riga shortly. Given what happened in Afghanistan when the Government were asleep at the wheel, my concern—I think rightly and fairly—is whether the Government are asleep at the wheel again on this one. Why have we not already made representations? What representations, if any, have we made to the EU, world partners and NATO?

I think the hon. Lady is frankly wrong in her assessment. This is not a question about Afghanistan, but she will know that we started the evacuation process in Afghanistan in spring this year, long before the fall of Kabul. I have already said that in conjunction with our European partners and the United States of America, we made representations at the Security Council to renew the EUFOR mandate. We have done that important and significant piece of work in conjunction with our international partners. We have made public statements and acted in support of the High Representative, Mr Schmidt, and we will continue to do so. As I said, the Foreign Secretary will bring the issue up at the NATO Foreign Ministers meeting in Riga. What else we might do will be defined by the circumstances, but I assure the hon. Lady, you, Mr Speaker, and the House that that will remain a focus for Her Majesty’s Government.

I thank the Prime Minister, the Foreign Secretary and the Defence Secretary for their time on this issue, as well as colleagues, because there have been many ongoing conversations over the past few weeks. Dodik has one goal: the destruction and failure of the Bosnian state. As chair of the all-party group for Bosnia and Herzegovina, I have invited the High Representative to visit Parliament, and I hope that you will join us, Mr Speaker, when we meet him as parliamentarians from across the House. The time for diplomacy is now, so that we do not have to have this conversation again because we have been able to ride out the crisis. Will the Minister consider activating the conflict centre; review all conflict, stability and security fund programmes to see whether they are fit for purpose; and work with Defence Ministers to increase our deployment to NATO and Sarajevo and consider joint cross-Balkan deployments and missions?

My hon. Friend again speaks with great passion, but perhaps more importantly, with authority and experience on this issue. I pay tribute to the work that she and the other members of the APPG do. I assure her that the Foreign, Commonwealth and Development Office is looking seriously at what administrative structures need to be in place for us to respond to an escalation of the situation. Obviously, our priority is to try to prevent an escalation. I am very glad that she has extended an invitation to the High Representative, because public, visible support for his work is incredibly important, both from Government and Parliament. I echo her calls that that should be done internationally and not just here in the UK.

I am sure that many others, like me, regret that the late Paddy Ashdown is not with us here today, because he would have a lot to say as an expert. There has been much talk about the tilt to the Indo-Pacific, and yet, as others have said, Russia and possibly China are not hesitating to get involved in European affairs in our own backyard. So I ask the Minister: first, is our defence poise possibly wrong in terms of the tilt to the Indo-Pacific? Perhaps we should concentrate on our own backyard. Secondly, I have spoken before about defence cuts and the cut in the size of the Army. I wonder whether I can tempt him to agree that this is no time to cut the size of our armed forces.

The hon. Gentleman is right to highlight the work of the late Lord Ashdown. Indeed, I should have paid tribute to him in my opening statement, because his work was incredibly influential and the whole House should recognise that. I will not be drawn on the size of the armed forces, but I will make the point that the Indo-Pacific tilt, as set out in the integrated review, should be read not as an exclusive focus on that part of the world, but as an additional focus. We absolutely recognise that the security of this region and our peace and security are interwoven—he is right to highlight that—and that is why I can assure him that we will work diplomatically with our international friends and colleagues and through the conversations that we have at the NATO Foreign Ministers meeting shortly in Riga to look collectively at what our response might need to be. Ultimately, the win would be to put pressure on Republika Srpska not to go down this separatist path.

As the Prime Minister’s trade envoy to the western Balkans, I have made two recent visits to Bosnia-Herzegovina. Indeed, I was in Sarajevo on Thursday and Friday last week and there is no doubt that there has been a significant increase in tensions. I pay tribute to our ambassador and his excellent team over there, who are working not only to reduce those tensions, but to develop our economic ties and the economy of the country to the benefit of all the people there, particularly the young people who are leaving the country in enormous numbers. I urge the Minister to continue his work with colleagues in the Department for International Trade so that we can develop our economic ties with not just Bosnia-Herzegovina, but the whole western Balkan region. Will he urge politicians of all descriptions over there to work together and seize the moment now for peace and prosperity?

My hon. Friend is absolutely right that international trade is a force for good and a force for peace. “When goods cross borders, soldiers do not”—I paraphrase, but I am sure that every Member of the House is familiar with that. Ultimately, we all have an interest in the economic stability and prosperity of the region. The belief that there is a failure in the economic opportunities for people in the region is a big driving force for the actions of Republika Srpska. To directly answer his question, I will continue to push for increased trade with the western Balkans and Bosnia and Herzegovina, because it is to the benefit of both us and them that it continues.

I was in Bosnia a few weeks ago with the all-party parliamentary group for the armed forces. I was genuinely shocked that the segregation of communities felt worse than in the ’80s, with some schools even teaching that the genocide of Bosnian Muslims did not exist. Can the Minister explain why we seem to be shifting our development money away from stability? Can he tell us what he is doing to safeguard the investment that we have already made in that country for peaceful dialogue and tolerance? Will he consider embedding atrocity prevention in all our embassies to prevent this situation from happening in other countries?

The hon. Lady, as always, puts forward thoughtful ideas. I will pay close attention to her final point. It is essential that we never allow the genocide that happened to be forgotten. We must ensure through our diplomatic work that it is not expunged from the curriculum for young people in the country. We will seek to work with our international friends and partners to prevent the situation from slipping into conflict, but if we are successful, we will still have to go further and ensure that our diplomatic efforts are focused on bringing communities together. I recognise that money plays a part, but in this context I think that our diplomatic heft is probably of greater impact than our official development assistance contributions.

I congratulate my hon. Friend the Member for Totnes (Anthony Mangnall) on securing the urgent question. The secessionists, having denied the genocide and tried to discredit the post-war Bosnian state, have created a crisis that could get violent. I know that the Minister has offered a commitment, but as he has heard today from hon. Members, we want the issue dialled up to a priority, whether that is through challenging the EU’s failure, putting pressure on China and Russia, or even making troops available, not just to protect but to collect evidence of any atrocities that may take place.

There is a red line that the Minister can draw right here, right now. Ministers have repeatedly said that we recognise genocide only when it is declared by the UN. The UN has declared a genocide. The Office of the High Representative has said that anyone who denies that genocide was committed will face a sentence. Perhaps the Minister could say that we stand behind that statement.

I worked in Bosnia in the late 1990s with political parties and civil society. Does the Minister recognise that one of the downsides of the Dayton agreement was that it institutionalised political difference and crowded out any multi-ethnic voices from the political space? What more can the Government do today to support civil society, especially on a multi-ethnic basis, to have a more powerful voice to combat the forces of division in Bosnia?

I understand the hon. Gentleman’s point about the Dayton accords. They serve an important function in underpinning peace; I do not think that they were ever envisaged as a permanent structural solution to the situation. Ultimately, our focus at the moment is on the High Representative and his work in the here and now. The future evolution of a political and social structure in Bosnia and Herzegovina is a subject that we will need to look at once we have resolved the current issue.

The break-up of Bosnia and Herzegovina would create massive instability in the region, which would not be in the best interests of neighbouring countries such as Serbia. Will my right hon. Friend confirm that the Government are engaging with Belgrade to encourage leaders in the region to ensure that that wider instability, which would be so damaging, is not borne out?

My hon. Friend makes the incredibly important point that this is not a situation in which countries in the region will be disinterested. We have active bilateral conversations with countries in the region—the Under-Secretary of State, my hon. Friend the Member for Aldridge-Brownhills, has been there and is very active—and will continue to do so because the instability in Bosnia and Herzegovina is not something that anyone, either in the UK or in the region, wishes to see again.

As I have said, the UK is not formally a member of EUFOR, having left the European Union, but we have secondees in the NATO headquarters in Sarajevo and we have been very supportive of the mandate renewal. Exactly what future support may be required is a question that we will have to decide, depending on the circumstances at the time, but I can assure the hon. Gentleman and the House that we stay very focused on ensuring peace in the region.

I congratulate my hon. Friend the Member for Totnes (Anthony Mangnall) on securing the urgent question. Some years ago, I visited Bosnia and Herzegovina with Stephen Parkinson—now Lord Parkinson of Whitley Bay—as part of the Westminster Foundation for Democracy programme. May I ask the Minister to ensure that the UK Government will oppose all attempts to redraw borders? Alongside the sadly necessary consideration of hard power and sanction options, will he do all he can to continue to dial up all the soft power levers at our disposal to pressure those who would seek to damage the fragile peace in Bosnia?

On 14 October, Dodik said that he would force the Bosnian army to withdraw from Republika Srpska by surrounding its barracks if the west tried to intervene. He said that he had “friends” who had promised to support the Serb cause—a presumed reference to Serbia and Russia, which are both seeking to undermine the role and the authority of the High Representative.

This is a massive test for NATO. Does the Minister agree that it is crucial for us to bolster the Office of the High Representative, get NATO on the same page with a solution and tell Russia in no uncertain terms that we will not accept the break-up of Bosnia and Herzegovina?

Diolch yn fawr iawn, Mr Speaker. The Minister will know that the situation is very worrying. If it quickly deteriorates into conflict, the inevitable consequence will be a refugee crisis, perhaps—hopefully not—on the scale that we saw a few decades ago. That would put enormous pressure on neighbouring countries. It seems to me that all Governments internationally are between a rock and a hard place, but one thing that we can do is start preparing contingency plans with neighbouring countries for dealing with a potential refugee crisis.

The hon. Gentleman is right that, whatever the ultimate resolution is to the attempted break-up of Bosnia and Herzegovina or to a potential refugee crisis, it will need to be achieved in conjunction with countries in the region. That is why the Under-Secretary of State, my hon. Friend the Member for Aldridge-Brownhills, has been—and no doubt will continue to be—active in speaking to all countries in the region.

The Srebrenica massacre in 1995, the worst atrocity on European soil since world war two, was a horrific genocide that cannot be repeated. Dodik has alluded to alliances with China, Russia and Hungary, which could provide support should conflict break out. What assessment has the Secretary of State made of the likelihood and impact of those countries intervening in the region?

We are aware of the likely hand of Russia in the matter. We will ensure that we continue with a dynamic assessment of the situation on the ground. Ultimately, we will work with the member states of the European Union, as well as with the United States of America, to do everything we can to ensure that the situation does not escalate once again to the violence that sadly we saw in the 1990s.
