What diplomatic steps he is taking to support peace between Israel and the Palestinians. [R]

The UK is actively encouraging the parties back to dialogue. We support the decision of the Palestinian Authority and the Government of Israel to resume co-operation. We are now pushing for deeper co-operation on health and economic issues, including the re-establishment of the joint economic committee, to rebuild trust and move towards a lasting solution. We support the objectives of the international fund for Israeli-Palestinian peace and will continue to engage with the Alliance for Middle East Peace and President Biden’s Administration to identify further opportunities for collaboration. We are working with regional partners and the United States Administration to seize on the positive momentum of normalisation, alongside improving Israeli-Palestinian co-operation, to advance the prospects of a two-state solution.

I am pleased to hear what my right hon. Friend says. Does he agree, though, that a just and lasting peace must be built on the rule of law, with severe consequences for systematic breaches whoever commits them, and that all Palestinians, including those in East Jerusalem, must have the right to vote on 22 May?

We regularly call on Israel to abide by its obligations under international law, and we have regular conversations on this issue. We also encourage the Palestinian leadership to work towards democratic institutions based on the rule of law, and we welcome President Abbas’s announcement of dates for elections in the Occupied Palestinian Territories and will work closely with the Palestinian Authority to support that. We have called for elections in East Jerusalem; my right hon. Friend the Foreign Secretary has done so, and I did so with the Israeli ambassador in a meeting that we had just yesterday.

Despite assurances that, after countless delays, the EU review of Palestinian textbooks would be published in March, there is still no sign of the report. UK taxpayers’ money pays the salaries of Palestinian teachers who use material inciting violence against Israel and Jews, making peace harder to achieve. What more will my right hon. Friend do to ensure that UK aid does not prolong the conflict?

I thank my hon. Friend for her question. I remind the House that the UK does not fund the textbooks used in Palestinian schools. We understand that the EU review is in its final stages. We are not able to comment on the content of that report until it is released. We regularly engage with the EU at senior level to push for timely publication, and we regularly liaise with the Palestinian Authority to try to bring about the improvements that my hon. Friend has highlighted.

It is now five months since the US Congress passed a $250 million Act to create the international fund for Israeli-Palestinian peace, the largest ever investment in peace building. In November, our Ministers promised to examine the feasibility of the UK taking up one of the international seats on the fund’s board. Will the Minister tell us the results of that assessment and confirm that the UK will use the G7 summit to step up and help to lead this exciting new project with the United States?

We always engage positively with any steps that push towards greater peace and reconciliation between the Israelis and the Palestinians, and we have engaged with this process. As my right hon. Friend the Secretary of State said, we are currently going through a programme of work assessing what we will do with our overseas development aid, but we will continue to engage with the Biden Administration, the Israeli Government and the Palestinian Authority to pursue what has been the long-standing UK goal: a peaceful, prosperous, meaningful two-state solution.

I draw attention to my declaration in the Register of Members’ Financial Interests, because I have been to Israel with the Conservative Friends of Israel.

With the G7 coming to Cornwall, we should underline our commitment to international institutions and multilateral co-operation. We welcomed the US middle east partnership for peace Act in December, but does the Minister agree that it is now time for the UK to take a board seat on the international fund for Israeli-Palestinian peace?

I thank my hon. Friend for her question, which I partially answered in my prior response to the hon. Member for West Lancashire (Rosie Cooper). We have no current plans, but we always take a keen interest in any initiatives that encourage peace and co-operation between the Israeli Government and the Palestinian Authority, and indeed, the Israeli people and the Palestinian people. We will continue to work along- side Governments in the region and the US Administration in pursuit of that objective.

The International Criminal Court has decided to conduct an investigation into alleged war crimes by Palestinian armed groups and Israeli forces in the occupied territories. The FCDO has stated that the UK respects the independence of the ICC. However, the Prime Minister said that the investigation is a “prejudicial attack”, so does the Minister believe that the court is independent or not?

We absolutely respect the independence of the International Criminal Court. We do expect it to comply with its own mandate. The UK will remain a strong supporter of the ICC.

Since 2015, the UK has provided £11 billion in humanitarian funding. As the Under-Secretary of State for Foreign, Commonwealth and Development Affairs, my hon. Friend the Member for Aldridge-Brownhills (Wendy Morton), has just stated, despite this unprecedented economic contraction, we are still proud of our contribution. We remain, in both absolute terms and percentage terms, one of the most generous ODA-donating countries in the world.

I thank the Minister for that answer. While every other G7 member state has responded to the pandemic by increasing aid, the UK Government are out there alone in choosing to cut it by approximately £4 billion this year, after a cut of £2.9 billion last year. The pandemic should have been a rallying cry to this Government, encouraging more robust and urgent investment and prioritisation action to meet sustainable development goals. Instead, this Government chose a path of staggering and shocking betrayal, turning their back on the world’s poorest. Have any impact assessments been carried out on how these cuts will affect those in conflict zones? If not, how long will we have to wait for this Government to show a shred of compassion?

I remind the hon. Gentleman and the House that the UK remains one of the largest donating countries in the G7 and indeed the world. Our commitment to that is undiminished, which is why I am very pleased that we have been able to strengthen our commitments to our headquarters in East Kilbride, in Abercrombie House. We are proud that, despite the fact that we have this economic contraction, we are still donating £10 billion in ODA.

I wish to inform the House that the Foreign, Commonwealth and Development Office, together with the Ministry of Defence, are today publishing the 2020 annual report on progress against the UK’s fourth National Action Plan on Women, Peace and Security.

Published on 18 January 2018, the National Action Plan (NAP) sets out the Government’s objectives on the Women, Peace and Security agenda for the period 2018-2022. This is the UK Government strategy for how we will meet our Women, Peace and Security commitments under UN Security Council Resolution 1325 to reduce the impact of conflict on women and girls and to promote their inclusion in conflict resolution and in building peace and security.

The report published today outlines our progress against the National Action Plan over the last 12 months, including our work in our nine focus countries of Afghanistan, the Democratic Republic of Congo, Iraq, Libya, Myanmar, Nigeria, South Sudan, Somalia and Syria, and Yemen as a priority country. It is centred around seven strategic outcomes where we expect to see progress over the five year duration of the NAP.

The progress report will be published on www.gov.uk. Copies will be placed in the Libraries of both Houses.

It is a pleasure to serve under your chairmanship this morning, Sir Christopher. I am grateful to the hon. Member for Bath (Wera Hobhouse) for securing this debate and also for the contributions made by Members across the House. I will try and cover a number of the points raised. Even though we have a fair amount of time, because the contributions have been wide ranging, I am not necessarily going to be able to give all elements the justice that they deserve.

As a number of contributors have mentioned, we live in an increasingly competitive, dangerous and, as the hon. Lady said, complex world. The integrated review of security, defence, development and foreign policy highlighted three broad and significant challenges including, first, the challenge from autocratic regimes that seek to undermine human rights and open societies; secondly, the challenge of rapidly developing technologies which, while often bringing huge benefits, also bring new dangers from states, from terrorists, from criminal groups and individuals who would do us harm; and thirdly, the challenge of existential threats, such as pandemics and climate change, both of which have been discussed significantly this morning.

In response to this challenging context, the integrated review sets out the Prime Minister’s vision for a stronger, more prosperous Union in 2030. It has, at its heart, the protection of the interests of the British people, our sovereignty, our security, our health and our prosperity. It sets out a comprehensive and holistic approach to our security. We should not forget, however, that the threats from terrorism and conflict remain. That is why a hard-edged security and intelligence capability is a recurrent thread in the integrated review, which we have underpinned with our increased investment in defence to 2.2% of GDP and our cherished security and intelligence agencies, particularly our work with NATO and Five Eyes.

A number of Members have mentioned our Official Development Assistance commitment. I remind them that despite the unique and extreme financial pressures imposed on us by coronavirus, the UK remains, in both percentage and absolute terms, one of the world’s most generous aid donors. The world is changing and we need to adapt to it. We must ensure that we have the capabilities and systems, not only to respond to today’s threats but to anticipate and respond to the threats of tomorrow. Our integrated review commits us to work to solve global challenges, to invest in science and technology, to act as a force for good, championing free trade, individual freedoms, global prosperity, and to take a more robust approach to security and deterrents.

After all the Minister has heard this morning—we could only touch on so many of the issues—does he not agree that the balance we have to strike about global security has to shift away from just arming ourselves again as a country, as if it were about the national threat, and looking at how we can work together globally and internationally? The signals we have been setting out in the past year or so about our strength and using international aid for our advantage as a country are going in the wrong direction. Does he not agree?

I will address the points that the hon. Lady has raised in my speech, if she will bear with me. On the point about how she frames our use of international aid for the UK’s advantage, it is completely wrong. The Prime Minister, the Foreign Secretary and, in fact, the whole of Government have made it very clear that we are committed and determined to be a force for good in the world and to work with partners to address global challenges. Our foreign policy is on behalf of the British people, but our development work is to be a force for good in the world, not for narrow self-interest.

We had a debate in Westminster Hall before the recess to do with non-governmental organisations and faith groups. There is a role for Government to partner with faith groups, Churches and those who want to help, and perhaps fill the gap or shortfalls between the moneys that the United Kingdom gave in the past and what it gives now. Will the Minister indicate, either now or by sending all of us details, how faith groups can partner Government to help, and how they can engage and achieve a better result for all of us?

The hon. Gentleman is right to highlight the importance of formal and informal faith groups, and the huge role that they play around the world in alleviating poverty and addressing difficulties and harm. The Government absolutely recognise the important role that they play. We work through a number of partners around the world, some faith-based, others secular, to try and deliver on that “force for good” agenda. He is absolutely right: faith organisations play a huge and important role in delivering humanitarian policy.

To help us deliver the agenda that we set out in the integrated review, we have brought together our diplomatic network of 281 posts in 178 countries with our aid budget and development policy to create the Foreign, Commonwealth and Development Office. That joined-up approach is helping to build partnerships and secure the opportunities that we need to tackle global challenges as part of the global community. We are making good progress against many of these challenges. The UK has been at the forefront of the international response to covid: helping to protect others and, in doing so, helping to protect ourselves. UK scientists developed the first effective and widely affordable vaccine. Our Prime Minister, Ministers and diplomats have consistently pushed for equitable global access to vaccines and therapeutics, and we have pledged £548 million of our aid budget to help to distribute 1 billion doses of coronavirus vaccine to 92 developing countries. To support the fastest route to national and global recovery, we have committed £1.3 billion of UK aid to help cushion the health and economic impacts of the pandemic around the world. We must learn the lessons of covid-19. Last year, the Prime Minister outlined his five-point plan for preventing future pandemics.

The Minister is absolutely correct that the roll-out of the vaccines is good news and is a success story. As I said in my contribution, our armed forces played a role in that. The point I want to make is a money point: the help with testing and vaccination provided by our armed forces takes the pressure off health professionals. It means that the money spent on the armed forces actually helps to relieve a budget in other parts of Government. I intend to explore that argument in the future, with regard to my unhappiness about the number of armed forces personnel being cut. If they are maintained and deployed properly on other things, that can help other budgets.

I hear and understand the point made by the hon. Gentleman. While it goes beyond the remit of this speech, I draw his attention to the Defence paper that was published and its focus on the greater agility, adaptability and deployability of the armed forces that we have. I hope that that goes some way towards addressing the concerns that he has expressed.

In March, my right hon. Friend the Prime Minister joined leaders from more than 20 countries who, alongside the World Health Organisation, called for a treaty on pandemic preparedness and response. That would be an important step towards increasing global co-operation and strengthening global health security. We will use our G7 presidency to work with other Governments, with industry and with international organisations to cut the target for developing and deploying new vaccines to just 100 days, addressing the point made by the hon. Member for Bath about working in co-operation, not in competition, with other countries.

I would also like to address the claim that the hon. Lady made about short-termism, which I have to reject. Climate change is a much longer-established existential threat than the pandemic to which we are currently responding. I remind her that in 1990, at the second world climate conference, Margaret Thatcher said:

“The danger of global warming is as yet unseen, but real enough for us to make changes and sacrifices, so that we do not live at the expense of future generations.”

I remind the hon. Lady that the Conservatives have a multi-decade track record of thinking about future generations. We are using our presidency—

I will make more progress. We are using our presidency of the COP26 climate summit in Glasgow later this year to get countries to commit to credible plans that will enable them to meet the commitments that they made under the Paris accord. We are also using the summit to boost co-operation and climate finance so that countries can adapt and build resilience to the evolving climate threat. The UK has pledged £11.6 billion of international climate finance over the next five years, and we will spend a significant proportion of that on building resilience in vulnerable countries. In January, the Prime Minister launched the adaptation action coalition to galvanise momentum on climate adaptation ahead of COP26 and beyond it.

We have also worked to secure more international attention on the overlap between climate change and security threats. In February, the Prime Minister chaired the UN Security Council open debate, which was the first-ever leader-level discussion on climate change in the Security Council. We are also addressing the interlinked climate and security challenges through NATO.

The hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) raised the issue of cyber. Unlike pandemics and climate change, advanced technologies bring with them significant benefit, but they also have embedded in them significant risks. Artificial intelligence, for example, has the potential to help to tackle global challenges but, as AI technologies such as facial recognition continue to develop in sophistication, we need to ensure that such technologies are not used as a tool of repression. The UK Government believe in responsible technological innovation that benefits everyone, but this is a fast evolving area, with a dearth of international agreement. That is why we are working with industry and like-minded countries to enhance responsible development of AI and to ensure that the use of data is safe, fair, legal and ethical. The UK Government will soon launch a national AI strategy, which will help to make the UK a global centre for the development and adoption of responsible AI.

The UK is also at the forefront of demonstrating that there are meaningful consequences for malicious cyber-activity. Last year, working with the EU—this is another example of the international co-operation that we engage in—we imposed cyber sanctions on 12 entities and individuals from China, Russia and North Korea through the EU cyber sanctions regime. We will continue to work closely with international partners to impose sanctions through our own autonomous cyber sanctions regime. The National Cyber Security Centre has played a pivotal role in responding to cyber-incidents and is acknowledged as a global centre of excellence. The resilience of our allies is also critical, which is why, since 2012, we have invested up to £39 million in international cyber-security programmes and projects, working with more than 100 countries to build their cyber resilience.

The integrated review is a blueprint for navigating this more competitive and dangerous age. It identified the need to build our resilience, which we will address in greater detail in the new UK resilience strategy to be developed this year, looking at domestic and international challenges.

The Minister talks about the integrated review providing a blueprint for a long-term strategy to deal with the conflicts and crises of the world. Will he tell us how he thinks cutting the 0.7% aid budget fulfils that long-term strategy, or that commitment to the world’s poorest, or that commitment to some of the most challenging regions in the world?

The integrated review makes a specific commitment to get back to the 0.7% as quickly as possible. The Conservative Government are immensely proud that we were committed to that 0.7%. I remind my hon. Friend and others that even 0.5% makes us one of the most generous aid donors in the world and is higher than in almost all years under the previous Labour Government. The most important way to get the UK back to the position where we can be as generous as we would naturally wish to be is to ensure that the UK economy recovers quickly. The faster the economy can recover, the more quickly we can get back to 0.7% and, in absolute terms, the larger that 0.7% will be.

Let me conclude by making a pledge on behalf of the UK Government to continue to defend and promote the interests and wellbeing of the British people. The integrated review provides a framework to address the manifold threats that imperil our nation and our national security. While the challenges are significant, the UK is playing a leading role in finding global solutions. The diversity of our economy, the depth and breadth of British expertise, our targeted investment and the reach of our international networks mean that we are well placed to adapt and respond to the challenges ahead. As the host of G7 and the COP climate summit later this year, with our international allies on our side and the blueprint provided by the integrated review in hand, we are well placed to help the world to build back better from coronavirus and create a greener, fairer, more prosperous and more secure future for us all.

Conflict in Tigray Region of Ethiopia

I thank the hon. Member for Dulwich and West Norwood (Helen Hayes) for securing the debate this evening. Normally, the Under-Secretary of State for Foreign, Commonwealth and Development Affairs, my hon. Friend the Member for Rochford and Southend East (James Duddridge) would have responded, but, unfortunately, he is travelling. I know that he takes the issues that she has raised very seriously, and I shall run through some of the points that he would have made had he been able to be here.

The crisis in Tigray is of grave concern both to Her Majesty’s Government and, indeed, to Members of this House. More than four months on from the start of the conflict, much of Tigray remains incredibly dangerous both for the people who live there and for the humanitarian workers trying to deliver badly needed support, and, as the hon. Lady set out in her speech, the impact on civilians is devastating. Sadly, we are aware that at least five workers—Ethiopian staff working for UK-funded non-governmental organisations—have tragically been killed in this conflict. I pay tribute to them here today for their courage, for their service and, ultimately, for their sacrifice. The targeting of humanitarians is utterly unacceptable.

The conflict has caused the collapse of essential and basic services: health, nutrition, water and sanitation. Life-saving maternal healthcare services and vaccines cannot be delivered, thereby endangering the lives of newborn children and their mothers. Huge numbers of people, likely more than half a million, are in areas beyond the reach of aid agencies. Across the region, as the hon. Lady said, 4.5 million people are now in need of life-saving humanitarian aid. The United Nations assesses that the overall humanitarian response remains “deeply inadequate” compared with the needs that have been assessed on the ground, and the situation is indeed grave.

We have received ongoing reports of egregious human rights violations since the conflict started and, as has been outlined, we are seeing and hearing increasingly harrowing stories, on an almost daily basis, of widespread murder and rape. Armed actors are subjecting civilians to appalling abuses and systematic campaigns of looting, largely with impunity. Eritrea’s role in this conflict is particularly concerning. As such, the UK has called on it to leave Ethiopia immediately. There are numerous reports of atrocities involving Eritrean forces, and their presence is fuelling insecurity.

Since the start of the conflict in November, the UK has consistently called for unhindered and comprehensive access for relief agencies and journalists. One of the greatest defences against the impunity that the hon. Lady has highlighted is the work of the media. We have been clear that the protection of civilians must be a priority, and we have pressed for investigations into the human rights abuses that have been highlighted, as well as for the withdrawal of Eritrean forces. There can be no military solution to the problems in Tigray, and we have urged all parties to seek an inclusive political settlement and to restore security and stability.

In January this year, my right hon. Friend the Foreign Secretary travelled to Ethiopia and visited a humanitarian logistics hub in Gondar, run by the World Food Programme. He heard first hand from our agency partners about the difficulties faced in delivering life-saving assistance. He also met Prime Minister Abiy, the President and the Deputy Prime Minister. He emphasised to them the need for immediate humanitarian access, and made clear the UK’s serious concerns about human rights violations, media freedom and political freedom.

The Foreign Secretary and the Minister for Africa have also raised the situation with their counterparts across the continent and internationally. As the hon. Lady suggested, that includes recent conversations with the United States Secretary of State Blinken. I have raised these issues with my counterparts in the Gulf, and the UK has been active in discussions at the United Nations Security Council. Most recently, on 11 March, the Minister for South Asia and the Commonwealth called again for urgent action to be taken to avert a humanitarian catastrophe, during a discussion on food insecurity and conflict in the other place.

The UK has been a generous supporter of humanitarian activities. On top of more than £100 million of humanitarian assistance to Ethiopia this financial year, an additional £15.4 million has been provided specifically for this crisis response. Our embassy in Addis Ababa has been working tirelessly and in challenging circumstances to secure humanitarian access, and to press for investigations into the human rights abuses and violations that the hon. Lady outlined in her speech.

A team of UK officials from the embassy travelled to Mekelle, Tigray’s principal city, on 4 and 5 March. United Nations and NGO staff were open about the complexities of operating in this environment and the extent of civilian suffering. At a site for displaced persons, our staff heard harrowing accounts of truly horrendous abuses. They saw a relief effort hamstrung by confused Government systems struggling to keep pace with the needs of the people. It is clear that obstacles to access have weakened the overall response to this devastating situation.

One positive development has been the recent announcement from the Government of Ethiopia on access and their commitment to move to a system of access notification. Under that approach, responding organisations no longer have to wait for approval from Ethiopian authorities to enter Tigray. The UK is working with the United Nations and others to assess whether changes introduced by the authorities result in a demonstrable and positive improvement on the ground. We can also cautiously welcome the improved access for the media in Tigray.

The hon. Member for Cardiff South and Penarth (Stephen Doughty) will be interested to know, as he has raised this privately with me, that we also support the work of the Office of the United Nations High Commissioner for Human Rights. Its work is important, and we are glad to see that those staff are planning a joint mission with the Ethiopian Human Rights Commission.

However, it is clear that media workers remain persecuted and at risk of detention. We are also concerned that the proposed joint human rights investigation will not be seen as impartial by the victims of the conflict. The crisis in Tigray comes as Ethiopia already faces huge humanitarian, economic and political pressures. In 2021, relief agencies will assist nearly 18 million people across the country. Covid-19, climate events and devastating locust invasions have already put paid to prosperity in the region. Ethnic violence has increased in many regions and may rise further ahead of the planned elections in June this year. The stakes are very high, and this coming year will need concerted action by the international system and a strong and well co-ordinated United Nations.

Let me conclude by reassuring the House that the United Kingdom will continue to engage comprehensively with Ethiopia and to lead co-ordination with international partners in pressing for a political solution to this conflict that brings about an end to the violence. We will also ensure that investigations into atrocities are robust, unbiased, credible and trusted by the people of Tigray themselves, so that those committing abuses do not evade justice. In the meantime, it is our absolute priority to make sure that humanitarian support continues to reach those in desperate need.

In March 2019, the then Foreign Secretary, my right hon. Friend the Member for South West Surrey (Jeremy Hunt) appointed Mr William Shawcross as his special representative on UK victims of Gaddafi-sponsored IRA terrorism. Mr Shawcross was commissioned to write an internal scoping report on the subject of compensation for UK victims of Gaddafi-sponsored IRA terrorism. Mr Shawcross submitted his report in March 2020.

The Government thank Mr Shawcross for his report. Since it was commissioned as an internal scoping report, to provide internal advice to Ministers, and draws on private and confidential conversations held by Mr Shawcross, the Government will not be publishing the report.

These important issues have needed careful and thorough consideration across Government given the complexity and sensitivity of the issues raised.

The UK Government reiterate their profound sympathy for UK victims of Gaddafi-sponsored IRA terrorism and indeed for all victims of the Troubles. We recognise the pain and suffering of victims of violent crime, including terrorism, and provide publicly funded support and compensation schemes for those affected.

The UK Government are clear that the primary responsibility for the actions of the IRA lies with the IRA. Nevertheless, the Gaddafi regime’s support for the IRA was extensive. It is widely documented in the public domain. It involved money, weapons, explosives and training from the 1970s onwards. It helped fuel the Troubles in Northern Ireland and enhanced the IRA’s ability to carry out attacks in Northern Ireland and Great Britain.

The responsibility for providing compensation specifically for the actions of the Gaddafi regime lies with the Libyan state. The Government have therefore repeatedly urged the Libyan authorities, including at the highest levels of the Libyan Government, to engage with UK victims and their representatives, and to address their claims for compensation.

However, there are clear practical difficulties in obtaining compensation from Libya for Gaddafi-sponsored IRA terrorism. The conflict, political instability and economic instability that have prevailed in Libya for most of the last 10 years since the fall of the Gaddafi regime present particular challenges.

Mr Shawcross has considered these issues, including the difficulties of defining UK victims of Gaddafi-sponsored IRA terrorism given the extensive nature of Libyan support for the IRA, and the range of proposals for providing compensation to victims. The Government have reflected fully on these issues. The Government’s considered view is that an additional, UK-funded mechanism for providing compensation to victims of the Troubles would not provide accountability for the specific role of the Gaddafi regime in supporting the IRA.

Mr Shawcross also considered whether compensation for UK victims should be funded from Libyan frozen assets in the UK. Under international law, when assets are frozen, they continue to belong to the designated individual or entity. Frozen assets may not be seized by the UK Government.

In implementing financial sanctions, the UK is obliged to comply with the relevant United Nations obligations. UN Security Council resolution 2009 (2011) states that the aim of the Libya financial sanctions regime is

“to ensure that assets frozen pursuant to resolutions 1970 (2011) and 1973 (2011) shall as soon as possible be made available to and for the benefit of the people of Libya”.

There is also no legal basis for the UK to refuse the release of frozen assets once conditions for delisting or unfreezing those assets set out in UN Security Council resolution 2009 of 2011 are met.

Therefore, regrettably, the UK has no legal basis to seize frozen Libyan assets or to refuse the release of frozen assets. The Government cannot lawfully use Libyan assets frozen in the UK to provide compensation to victims.

The UK Government have also considered whether they should provide compensation to victims from public funds, which it may subsequently recoup from Libya. The responsibility for providing compensation specifically for the actions of the Gaddafi regime is the direct responsibility of the Libyan state. It is not therefore for the UK Government to divert UK public funds specifically for this particular purpose.

Victims of violent crime, including terrorism, occurring in Great Britain can access the criminal injuries compensation scheme, funded by the UK Government, subject to eligibility criteria and time limits. Bereaved family members can access bereavement and funeral payments. In Northern Ireland, victims have access to the Northern Ireland criminal injuries compensation scheme. The Troubles permanent disablement scheme, to be delivered by the Northern Ireland Executive, will provide acknowledgement payments to people living with permanent physical or psychological disablement resulting from being injured in Troubles-related incidents. Details of when the scheme will be open for applications, and how people can apply, will be published by the Northern Ireland Executive.

The UK will continue to press the Libyan authorities to address the Libyan state’s historic responsibility for the Gaddafi regime’s support for the IRA.

It is a pleasure to serve under your chairmanship, Mr Dowd. I am grateful to my hon. Friend the Member for Blackpool South (Scott Benton) for securing this debate and I pay tribute to my hon. Friend not just for the words that he has spoken in this debate, but for the hard work that I know he does outside this Chamber to fight against antisemitism. I have listened to, and am grateful for, the contributions and interventions made by the hon. Member for Strangford (Jim Shannon) and my right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb), and I will try to cover as many points as possible.

First, let me state on the record that the UK is a proud friend of Israel. I think it is fair also to say on the record that prior to my ministerial appointment I was a member of Conservative Friends of Israel. My personal feelings aside, the UK Government’s position is that we are both happy and proud to stand up when we feel that Israel faces bias and unreasonable criticism from international institutions, or indeed from anywhere else. We agree with my hon. Friend that item 7 is an example of that bias. As he said, item 7 is unique; it is the only item on the council’s agenda that singles out an individual country for scrutiny. For many of the reasons that he mentions, we feel that this is wrong; furthermore, we believe it hinders the work of the human rights agenda that the UN seeks to pursue and actually disincentivises full co-operation in pursuit of that agenda. Rather than encouraging Israel to engage with the mechanisms and expertise that the Human Rights Council has to offer, we believe that item 7 alienates Israel.

This is an issue that has been brought up with me directly, and it is clearly one on which a number of Members of the House of Commons agree. We want Israel to engage fully with the human rights machinery. We feel that item 7 dissuades it from doing so. Item 7 damages the efforts to advance dialogue, increase stability, and build mutual trust and understanding between the Israeli and Palestinian people, and therefore damages the prospect of a sustainable, meaningful and peaceful two-state solution. That is why, at the 40th session of the Human Rights Council in March 2019, the UK adopted a principled approach in which we voted against all resolutions tabled under item 7.

Our vote sent a clear signal that the UK stands against the implicit supposition that Israel’s conduct deserves a unique focus and greater scrutiny than that of any other country in the world. The UK will continue to push for the abolition of agenda item 7. Let me make it clear that we will continue to support the scrutiny of Israel and the Occupied Palestinian Territories in the Human Rights Council, as long as that scrutiny is justified, fair and proportionate and is not proposed under agenda item 7, which is why, by definition, agenda item 7 should be abolished.

My hon. Friend spoke about issues moved from agenda item 7 to other agenda items. I touch on that because it is an important distinction. It goes to the point that the UK is happy to support the scrutiny of countries, including Israel, if it is done fairly and proportionately. That is why that when the Palestinian Authority made the decision in 2019 to move resolution items from item 7 to item 2—bearing in mind that item 2 looks at a range of actions of a range of states—the UK engaged with that resolution in good faith and closely with our international partners. We ultimately chose to abstain, in keeping with the position we took in 2018 when we abstained on a resolution to create a commission of inquiry into Gaza protests. In that instance, we could not and did not support an investigation into violence that refused to call explicitly for an investigation into the action of non-state actors such as Hamas—a point that my hon. Friend made. Our expectation is that accountability must be pursued impartially, fairly and in an even-handed manner.

This Government have also chosen not to support resolutions at the Human Rights Council that include provisions that go beyond our broad policies. In 2016 and 2017, alongside other European states, we abstained on a Human Rights Council resolution that called for the creation of databases of companies involved in settlement activities in the Palestinian territories. As we said in our explanation of votes at the time, we did not believe that establishing such a database was a helpful measure or consider it appropriate for the UN Human Rights Council to take on this role. The UK has not co-operated with the process of compiling this database, nor have we encouraged UK companies to do so.

As my hon. Friend says, the 46th session of the Human Rights Council is ongoing. The Government will continue to vote against all resolutions under item 7. The Palestinian delegation has listened to our concerns and has moved some resolutions from item 7 to item 2, meaning there will now be two Palestinian-tabled resolutions under item 7, rather than the four that were under item 7 back in 2018. The Palestinians have also merged or consolidated the two items, reducing the overall number of resolutions focused on the Israeli-Palestinian situation.

Negotiations on the resolutions are ongoing. As I said, we have committed to enter in good faith into negotiations on the text of such resolutions. Our blanket opposition is to resolutions under item 7, rather than more broadly to resolutions on Israel and the Occupied Palestinian Territories. We will therefore decide how we vote based purely on the merits of the resolution and on the final text that is put before the council.

I am sorry to cut in just as the Minister is making a very important point, but I want to get some clarity. I understand the argument that he is making about engaging with the text that has moved from a permanent item 7 agenda into item 2, but if we voted against text that singles out Israel for criticism without mentioning Hamas or Islamic Jihad when it appears in item 7, surely it is morally right and logically consistent to vote against it when it appears under item 2 or anywhere else. Will he commit to vote against text exactly like that when it appears under item 2?

My right hon. Friend makes a very good point, which it is worth exploring. The UK Government have a principled opposition to agenda item 7 and have therefore voted against it because of its nature. We recognise that moving away from agenda item 7 is a positive step, so our commitment is to engage with the specific text. It may well be the case that the UK Government find the final text unacceptable, but the decision will be based on the specific text rather than our principled opposition to item 7 as a tool of specific and unfair criticism of Israel. Those negotiations are ongoing, so I am not in a position to provide my right hon. Friend with the reassurances he seeks.

It should be recognised that the close and strong bilateral relationship between the UK Government and Israel gives us the opportunity to speak out when we feel that Israel’s actions warrant it, as we have done on our concerns about annexation and the demolition of settlements in the Occupied Palestinian Territories. However, it is also the Government’s position that we will continue to support and advocate balanced resolutions in UN bodies. We are committed to making progress toward a two-state solution.

Resolutions that politicise UN bodies or that risk hardening the position of either side do little to advance peace or mutual understanding. We believe that negotiations will succeed only when they are conducted between Israelis and Palestinians and supported by the international community, and we will continue to work with international bodies, regional bodies, European partners and the United States, and of course with Israel and the Palestinian leadership, to advance dialogue, to encourage joint working and to find a permanent peaceful solution to this conflict, which has gone on for too long.

We have long condemned Iran’s regional destabilising activity, including its political, financial and military support to militant and proscribed groups including Hezbollah in Lebanon and Syria, militias in Iraq and the Houthis in Yemen. The Islamic Revolutionary Guard Corps is, in its entirety, subject to the UK’s autonomous sanctions. On 18 February, the Foreign Secretary, alongside his E3 and US counterparts, committed in a statement to working with regional parties to address their security concerns. We continue to support the security of our partners working to end the conflict in Yemen, and strengthen institutions in Iraq and Lebanon.

As my hon. Friend the Minister will know, it is not just activity in the middle east that the Islamic Revolutionary Guard Corps is responsible for; it is not just with Hezbollah. There have been incidents in France and other parts of Europe, and it has caused the United States to ban the Revolutionary Guard and make it a terror organisation. When will the United Kingdom do the same and designate it as a terrorist organisation?

We keep the list of proscribed organisations under review. As my hon. Friend knows, we do not routinely comment on whether organisations or individuals are under consideration for proscription. As I say, the IRGC is, in its entirety, subject to our autonomous sanctions regime. The UK, along with our European partners, wholeheartedly condemned the bomb plots in 2018 and 2019, including the one in Paris to which my hon. Friend referred.

I visited Iraq and the Kurdistan region of Iraq in December last year, meeting Iraq’s Prime Minister al-Kadhimi and the Prime Minister of the Kurdistan region of Iraq, Prime Minister Barzani. Recent attacks on coalition forces and civilians in Irbil are unacceptable. The UK stands fully behind Iraq and the Kurdistan region of Iraq. We welcome the Iraqi investigation to hold the perpetrators to account, and the UK encourages co-operation between Baghdad and Irbil to agree a sustainable budget, something I discussed with both the Iraqi Finance Minister and Prime Minister Barzani on that visit in December.

The United Kingdom provides legal aid to vulnerable Palestinian communities at threat of demolition. In 96% of cases, those receiving UK-funded legal support have remained in their homes. The UK ambassador joined ambassadors of European states to urge the Government of Israel to cease demolitions. He attended a meeting with Israeli authorities on 25 February. At the United Nations Security Council on 26 February, the UK permanent representative called on Israel to end demolitions of Palestinian homes and allow the delivery of emergency humanitarian aid.

I, like many colleagues, have heard repeated stories from Palestinians who are facing forced eviction, dispossession and demolition of their homes in areas such as Sheikh Jarrah, Silwan and Issawiya in occupied East Jerusalem. I and many other people see that as a deliberate attempt to re-engineer the demographic make-up of occupied East Jerusalem. What more can the Government do, rather than just urge the Israeli Government to stop it? What more can the British Government do to bring an end to this unacceptable situation?

The United Kingdom has a close and productive working relationship with Israel. When we speak, the Israelis absolutely do listen. The hon. Lady dismisses our urgings, but I remind her that the UK’s voice has had an influence on decisions made by the Government of Israel. We will continue to engage, as my right hon. Friend the Foreign Secretary did very recently with his counterpart Foreign Minister Ashkenazi and the Israeli ambassador to the Court of St James’s only last month.

The UK is actively encouraging both parties back to dialogue. As I just mentioned, my right hon. Friend the Foreign Secretary met his opposite number on 10 February. I spoke to the Palestinian head of mission here in the UK on 2 February. The UK has been working with both the Government of Israel and the Palestinian Authority, alongside the United States and international key partners, to progress specific areas of co-operation, including water and gas provision, energy infrastructure and trade facilitation. We are also seeking to re-establish formal Israeli-Palestinian mechanisms, such as the joint economic committee and its relevant sub-committees.

The UK respects the ICC’s independence, but we are working with other countries to bring about positive change within the court. The UK was instrumental in the establishment of the independent expert review, which reported in September, together with other state parties. Additionally, the UK is driving forward reforms to governance, prosecutorial excellence, and a more rigorous approach to budget control and value for money.

Thank you, Mr Speaker. I do hope Madam Deputy Speaker will be pleased that I have a jacket accompanying my jumper today.

It has been almost a year since my right hon. Friend expressed his hopes that the European Union would produce a balanced and independent report into the Palestinian Authority’s school curriculum, which contains shocking material inciting violence against Israel and Jews. What steps will the Government take if the long-awaited report, due for publication this month, falls short of the required standard?

I thank my hon. Friend for raising this point and for the consistent approach that he has taken to this issue. We remain concerned about the allegations in Palestinian Authority textbooks and have lobbied European partners to bring forward their report in a timely manner. I have also discussed the issue directly with the Palestinian Authority’s representative in the UK, and we have regular discussions with the EU to encourage it to get this report into the public domain. In the interim, the UK will continue to raise our concerns bilaterally with the Palestinian Authority at the very highest levels.

The UK remains concerned about the fragile humanitarian situation in the Occupied Palestinian Territories, particularly in Gaza. The UK is providing £4.5 million in humanitarian assistance to the OPTs, including £1 million to the United Nations Relief and Works Agency’s emergency appeal and £2.5 million to the World Food Programme for cash assistance. The UK supports UNRWA as a vital humanitarian force in the region and the FCDO is running a prioritisation exercise across all its programmes to ensure that every pound goes as far as possible.

The Minister rightly highlights forced evictions and demolitions breaking international law, but none the less, Israel continues with its evictions in Sheikh Jarrah and Batan al-Hawa. The proposed construction of 1,200 houses at Givat HaMatos is out to tender at the moment. Action is needed, not just words, so when will the UK Government implement trade bans on goods from illegal settlements?

[Inaudible.]—aid budget implies the loss of a third in UNRWA funding, and there are rumours that the Government could be planning to cut twice that. UNRWA is responsible for almost 6 million Palestinian refugees, including the education of 500,000 children, the healthcare of 3 million and emergency food aid for over 1 million. Because of the occupation, Palestinians in Gaza, the west bank and surrounding countries rely on UNRWA for basic public services, so will the Minister give a clear and courageous answer and guarantee at least the current level of funding?

As schools around the world deal with the challenges of the covid pandemic, Palestinian schoolchildren face a further threat. According to the United Nations, 53 Palestinian schools in the occupied west bank are subject to Israeli Government demolition orders. Does the Minister agree that demolishing any school is wrong and that any such action should have consequences?

The Israeli covid-19 vaccination programme is the best in the world. However, the Minister has indicated that Israel has a legal responsibility to ensure the health and wellbeing of Palestinians on the west bank. Will he therefore join me in urging the Israeli Government to work with the Palestinian Authority to ensure that Palestinians are vaccinated, as well as Israelis?

The UK is justifiably proud of the work it is doing on the international stage with regard to vaccinations, including through Gavi and the COVAX scheme. We are pleased to see the Government of Israel and the Palestinian Authority co-ordinating their work with regard to vaccinations, and we look forward to that vaccination programme rolling out not just across Israel but to the people who are living in the OPTs.

I thank my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell) for raising this urgent question. The situation in Yemen remains among the worst humanitarian crises in the world. Two thirds of the entire population—more than 20 million people—require some form of humanitarian assistance. The UN estimates that in the first half of this year, 47,000 people will be in famine conditions and 16.2 million will be at risk of starvation. Improving the dire circumstances faced by so many Yemenis continues to be a priority for this Government.

Yesterday, I attended the high-level pledging conference for the United Nations humanitarian appeal for Yemen. I announced that the UK will provide at least—I repeat, at least—£87 million in aid to Yemen over the course of financial year 2021-22. Our total aid contribution since the conflict began was already over £1 billion. This new pledge will feed an additional 240,000 of the most vulnerable Yemenis every month, support 400 health clinics and provide clean water for 1.6 million people. We will also provide one-off cash support to 1.5 million of Yemen’s poorest households to help them buy food and basic supplies.

Alongside the money that the UK is spending to reduce humanitarian suffering in Yemen, we continue to play a leading diplomatic role in support of the UN’s efforts to end the conflict. Yesterday, I spoke to the United Nations special envoy, Martin Griffiths, and we discussed how the UK could assist him in ending this devastating war. Last week, the United Nations Security Council adopted a UK-drafted resolution that reiterated the Council’s support for the United Nations peace process, condemned the Houthi offensive in Marib and attacks on Saudi Arabia and sanctioned Houthi official Sultan Zabin for the use of sexual violence as a tool of war.

Just last night, a Houthi missile hit and injured five civilians in southern Saudi Arabia. I condemn that further attack by the Houthis on civilian targets in Saudi Arabia and reiterate our commitment to help Saudi Arabia defend itself.

We are also working closely with our regional and international partners for peace. On 25 February, the Foreign Secretary spoke to the Saudi Foreign Minister, Faisal bin Farhan, about the Yemen peace process, and he also recently discussed this with the US Secretary of State. I discussed Yemen with the Omani ambassador to the UK on 4 February and spoke to the Yemeni Foreign Minister on 20 January regarding the attack on Aden and the formation of a new Yemeni Cabinet.

The UK is also leading efforts to tackle covid-19 in Yemen and around the world. This month, as part of the UN Security Council presidency, my right hon. Friend the Foreign Secretary called for a ceasefire across the globe to allow vulnerable people living in conflict zones to be vaccinated against covid-19. The UK, as one the biggest donors to the World Health Organisation and GAVI’s COVAX initiative, is helping ensure that millions of vaccine doses get through to people living in crises such as Yemen.

I thank my right hon. Friend for raising this question and thank hon. Members for their continued interest in Yemen. The conflict and humanitarian crisis deserves our attention, and the UK Government remain fully committed to doing what we can to help secure a better future for Yemenis.

The Minister is a decent fellow and will not have enjoyed what he announced yesterday. Last night, he will have heard the United Nations Secretary-General tell him that, for Yemen,

“cutting aid is a death sentence.”

Cutting it by 50% is unconscionable. As Sir Mark Lowcock, a senior and respected British official at the UN, said, millions of Yemeni children

“will continue the slow, agonising and obscene process of starving to death”.

I understand that I remain the only European politician who has recently been into Sa’dah in north Yemen to see an acute malnutrition ward in the hospital there, part-funded by the British taxpayer—life-saving work, which will now be halved. My right hon. Friend told the House just last month that

“Yemen will remain a UK priority”—[Official Report, 8 February 2021; Vol. 689, c. 31.]

and yet the fifth richest country in the world is cutting support by more than half to one of the poorest countries in the world—and during a global pandemic.

Every single Member of this House was elected just over a year ago on a promise to maintain the 0.7%. Aid has already been cut under that formula because our economy has contracted, but the Government told the House that they would protect seven strategic priorities, including “human preparedness and response”. No one in this House believes that the Foreign Secretary wants to do this. It is a harbinger of terrible cuts to come. Everyone in this House knows that the cut to the 0.7% is not a result of tough choices; it is a strategic mistake with deadly consequences.

Mr Speaker, this is not who we are. This is not how global Britain acts. We are a generous, decent country. The 0.7% is enshrined in law. This House must surely have a vote. We must all search our consciences.

I genuinely thank my right hon. Friend. He speaks with authority and passion as an experienced Member of this House and as a former Secretary of State for International Development. I remind the House that the commitment we made at the pledging conference represents a floor, not a ceiling, and that the figures that we have ultimately distributed in previous years have, in every one of those years, exceeded the figure pledged. We are going through a process at the moment where we work out how we distribute our official development assistance. In whatever way that process concludes, we will remain, in both absolute and percentage terms, one of the most generous ODA-donating countries in the world, and to Yemen itself, we still remain one of the largest donors to that humanitarian crisis.

The Government’s announcement yesterday at the high pledging conference discarded the British people’s proud history of stepping up and supporting those in need. In the middle of a pandemic, when millions stand on the brink of famine, the Government slashed life-saving support to the largest humanitarian crisis in the world, halving direct aid to Yemen weeks after they announced £1.36 billion in new arms licences to Saudi Arabia. This is a devastating reminder of the real world impact that the Government’s choices to abandon their manifesto commitment on aid will have on the most vulnerable people and shows that this Government just cannot be trusted to keep their word.

After six years of brutal conflict, two thirds of the Yemeni population rely on food aid to survive and thousands of people in the country are at risk of famine. Cutting aid is a death sentence that this Government have chosen to make, so will the Minister take this opportunity to apologise? Alongside this cut in humanitarian support, the UK continues to sustain the war in Yemen. Will the Minister follow the lead set by President Biden by stopping all UK arms sales to the Saudi-led coalition, so that we can use our role as the penholder on Yemen to help bring this brutal conflict to an end?

If the Foreign Secretary is willing to brazenly slash support to people living in the world’s worst humanitarian disaster, despite claiming for months that humanitarian crises were a priority, then the question is, what is going to happen to the rest of the aid budget on other priorities? The Minister has refused

“to talk to the aid and development community about what will be cut”

because he is ashamed. He is ashamed that the Government’s cuts will put millions of people’s lives at risk. This Government cannot continue to pretend otherwise. So will they publish a full list of the cuts made in 2020 and of the cuts to be made in 2021 by the end of this week?

What we saw yesterday are not the actions of global Britain. That phrase rings hollow. Make no mistake: as the UK abandons its commitment to 0.7%, it is simultaneously undermining our global reputation. Does the Minister believe that he has the support of this House to make this appalling cut and, if so, will he bring forward a vote on the 0.7% commitment? Tomorrow, the Chancellor has a choice. He must reverse his decision to make the UK the only G7 nation to cut its aid budget. He must reverse his Government’s retreat from the world stage and celebrate Britain’s proud history as a country that stands up for the world’s poorest and most vulnerable in society. That is the true test of global Britain.

Our aid budget, our ODA spend, is incredibly important. My right hon. Friend the Chancellor has made it clear that, this year, that figure will remain at £10 billion. That £10 billion represents one of the largest aid budgets in both absolute terms and relative terms in the globe. The hon. Member speaks about the change from 0.7% to 0.5%. I remind the House that Labour politicians have been talking about 0.7% of GNI as an ODA budget for decades, yet they never once got near it. Even in years of benign economic circumstances, they never went above 0.51%. Under Conservative Prime Ministers, this country has spent 0.7% consistently, and we have done so even in difficult economic circumstances. As I am sure the Chancellor will outline tomorrow in the Budget, we are now presented with a unique set of economic circumstances that are unprecedented in our lifetime, representing a constriction of the UK economy unseen in centuries. And yet, against that backdrop, we maintain a commitment to spend £10 billion on the international stage.

Money is not the only thing that the UK can deploy in support of the people of Yemen. I outlined in departmental questions the work that my right hon. Friend the Foreign Secretary has done at the international level to bring about change in the UN Security Council. I spoke yesterday with Martin Griffiths, the UN special representative, about the diplomatic efforts the UK can bring to bear to bring about the end of the conflict, because that is the precursor to a truly sustainable improvement in the situation. That is why we condemn the continued attacks by the Houthis and those who support them. That is why we have sanctioned senior Houthi leaders for the use of sexual violence as a tool of war, and that is why we will continue working bilaterally and internationally to bring about a conclusion to this terrible conflict.

I welcome my right hon. Friend saying that this is a “floor, not a ceiling”; I hope that the ceiling will be somewhat greater than he has announced. Does he agree that the UK’s position, while generous, leaves a large gap if there is any cut, and the world’s poorest will be the ones to suffer? Has he reached out to Saudi Arabia, the United Arab Emirates and Oman to ask them to help fill the gap, or perhaps even Iran, which has used the Houthi people as its tools and instruments of violence in the region? Has he asked it to stop the instrumentalisation of terror and to perhaps fund the rebuilding after the destruction that it has caused?

My hon. Friend the Chairman of the Foreign Affairs Committee makes a very good point about the convening power that the UK can exercise and the strong bilateral relations we have with countries in the region. I am pleased to see that a number of countries in the Gulf were very generous, even though they, like us, are suffering from economic difficulties. We will continue to lobby the international community for support. I have not had and, unfortunately, I do not think we currently enjoy, the bilateral relations with Iran to make credible requests, or to make requests that will be forthcoming, but we will continue to encourage and push Iran to be a better regional neighbour and a better regional partner. In the immediate term, we strongly encourage Iran to stop supporting the Houthis, and we encourage the Houthis to end their campaign of violence against Yemenis and Saudis alike.

Gosh, this Government should hang their head in shame. The UK cutting humanitarian aid to Yemen by 50% is confirmation that the UK Government are playing a pivotal role in the worst humanitarian disaster in the world. The UK has shamefully confirmed that it will continue to sell arms to Saudi Arabia, laying bare the reality of this Government’s vision for global Britain—profiteering from weapons without concern for the devastation they cause, and relinquishing its responsibility to those who are starving and to save lives. Let us be in no doubt: this is not global Britain—this is more like little Britain.

Indeed, the UK is actively adding to 16 million people being put into hunger, 5 million civilians facing starvation and more than 3 million people being displaced as a result of this conflict. As Mark Lowcock said at the UN,

“If you’re not feeding the people, you’re feeding the war.”

In response to continued SNP calls to halt UK arms sales to the Saudis, this Government have always stated that they are also the biggest aid contributor, in order to clear their conscience. So I ask the Minister: is his conscience still clear, and what is this Government’s response going to be following these death sentence cuts?

I remind the hon. Gentleman that the United Kingdom remains one of the largest donor countries—not just to the Yemen humanitarian crisis appeal, but on the international stage. I also remind him that, just yesterday, Houthis sent missile attacks against civilians that injured Saudis and Yemenis alike. The best thing that can happen to secure a sustainable humanitarian improvement is the end of the conflict, and the UK is working hard to do that. However, countries have the right to defend themselves, and the consistent attacks—both within Yemen and into Saudi—must stop. Our support for the humanitarian situation in Yemen will remain. We remain one of the largest donors and, as I say, we are proud of the fact that we are helping to feed children, and to provide clean water and medical assistance.

My right hon. Does he agree that progress can be made only through international co-operation, with everyone playing their part to solve the crisis?

My hon. Friend is absolutely right. Money makes a difference. We recognise that, which is why we remain one of the most generous bilateral donors to the humanitarian appeal. But money itself will not bring about a positive conclusion to the situation in Yemen. That is the philosophy that underpinned the merger of the Foreign and Commonwealth Office, and the Department for International Development. To ensure that our diplomatic efforts and our development efforts go hand-in-hand, the Foreign Secretary and I regularly raise the issues of this conflict with regional partners and others, and work with the United Nations and Special Representative Martin Griffiths to bring about a permanent conclusion to the conflict in Yemen. We will continue to do so until that comes about.

Minister, what is the reason behind cutting the aid to Yemen by 60%? What impact assessment has been made of cutting aid to those who were previously supported? I am particularly thinking about the impact on women and girls, people with disabilities and internally displaced people.

I remind the hon. Lady, for whom I have a huge amount of respect, and the House that, as I said in my speech, this represents a floor, not a ceiling. In every year previously, we have exceeded our initial pledging total, and we hope to be able to do so again in this situation. However, I also remind the House that we face an unprecedented economic situation. The Prime Minister, the Foreign Secretary and the Chancellor have all made it clear that this is a temporary reduction and that we will seek to get back to the 0.7% as soon as the economic circumstances allow us to do so. We will continue our work on the international sphere to address what we hope to be the short-term issues of this humanitarian crisis, while putting in the full weight of UK diplomatic efforts to try to bring about a sustainable and peaceful solution to the conflict.

Our £214 million-worth of aid funding for Yemen this year will support at least 500,000 vulnerable people each month to help them buy them food and household essentials, treat 55,000 children for malnutrition, and provide 1 million people with improved water supply and basic sanitation. Will my right hon. Friend reassure the House that he is stressing to the conflict parties that it is essential that they allow this aid to reach the areas that it is intended to help? Does he agree that, given these figures, now is not the time to be reducing aid to those whom we supply in Yemen who are most in need?

I recognise the point that my hon. Friend makes about the totality of our aid spending and my colleagues will have heard that. We also very much support his point about ensuring that the aid gets to the people who need it and that we maintain humanitarian corridors. That is why we have spoken with the Houthis and others about ensuring that those humanitarian corridors are maintained.

The crisis in Yemen is wholly human made. Thousands have died as a result of the war, thousands of children have lost homes and lost schools, and poverty and starvation are the order of the day. Britain’s record in this is appalling. Throughout this whole conflict, we have armed Saudi Arabia knowing full well that those missiles are killing people in Yemen, and at the same time claiming to be the harbingers of peace by organising a resolution at the United Nations. Will the Minister make it very clear that all arms sales to Saudi Arabia will stop and that Britain will be a determined partner in trying to bring about a peace process through a ceasefire as quickly as possible and to build good relations with all countries in the region? Too many people have died. The conflict has gone on too long and it simply has to stop. We should be a party to ending the war, not promoting the war.

The right hon. Gentleman speaks with an authoritative voice, particularly on Iran. Perhaps if he would also call upon the Iranian regime to no longer give lethal support to the Houthis, that might be a big step in the right direction to bring about sustainable peace in Yemen.

There is a strong convention that before a Government undertake a policy that puts lives at risk, they get prior approval from this House. We cannot make a 50% cut in this budget without cutting into crisis and healthcare support, thereby putting at least 100,000 children’s lives at risk. Will my right hon. Friend guarantee that before the Budget votes are held next week we can have a written statement giving a breakdown of the cuts made this year in the aid budget and undertaking that no more cuts will be undertaken unless and until this House approves it?

I am not completely sure that the convention my right hon. Friend refers to is relevant in this situation. As the Foreign Secretary has said before, we are looking very carefully at what is required by law. The legislation envisaged that the 0.7% target may not be met in a particular year in the light of economic and fiscal circumstances. The legislation provides for reporting to Parliament in the event that the target is not met. The Government obviously intend to abide by the legislation. The economic situation is difficult to predict, but we do wish to get back up to 0.7% as soon as the economic circumstances allow.

The Government’s appalling decision to cut aid to Yemen has been described as “a death sentence” by the UN Secretary-General, and he is right. This enormous cut, in a year when 400,000 children under five might starve to death, is not only heartless but, just like the cut to the 0.7%, damages the UK’s international reputation, and they are doing this just weeks after announcing £1.36 billion in new arms sales to Saudi Arabia—the exact opposite of what the United States is doing. Is this what we can now expect—the UK Government shrinking away from their commitments, leaving other, more compassionate countries to pick up the slack?

The hon. Lady implies that expenditure is the only appropriate measure for compassion. If that is the case, she should recognise that the UK is one of the most generous ODA-donating countries in the world, in both absolute terms and relative terms. I therefore remind her that she, and indeed the House, should remain proud of the position the UK takes. However, I also remind her, and the House, that we face unprecedented economic circumstances, and the quicker that those are resolved, the quicker we can get back to being the generous international aid donor that we all wish to be.

The legislation allows the Government to miss the 0.7% target by accident or in an emergency, but not to plan to miss it for an indefinite number of years ahead. Can my right hon. Friend give a commitment today that further cuts will not be made until the necessary legislation promised to this House by Ministers who announced this policy has been put to a vote so that this House can express a view?

The Minister referred to the humanitarian aid that the UK has already given to Yemen, which we recognise, but I am afraid he has failed today to explain why the Government have now decided to cut that contribution by more than half. Doing the right thing in the past is not a justification for doing the wrong thing now. Yesterday, a Yemeni aid worker co-ordinating food aid distribution, said this:

“Children are dying every day here. It is not a moral decision to abandon Yemen.”

Why have the Government done this when for example Germany, which is also facing the same unprecedented economic situation—to use his own words—has managed to pledge twice as much as the United Kingdom?

Different countries at yesterday’s pledging events put forward their pledges. Some increased their pledges; some reduced their pledges. Each country is facing its own economic challenges. The UK remains, despite the unprecedented economic circumstances we face, one of the largest donors both in general terms and in terms of humanitarian support for Yemen. I would also make the point that while the money is of course incredibly important—that is why we have committed to at least £87 million this financial year—there are other resources we bring to bear to bring about an improvement in this situation, including our voice on the international stage, our lobbying power and our political power. We will continue to work to bring about an end to the conflict in Yemen.

The Minister started his remarks by saying that money matters. Yes it does, but what this cut represents is a cut to projects, a cut to aid and a cut to assistance that will put lives in jeopardy. If the Government are so reassured by their position, then I suggest that they bring a vote to the House on this issue and they can truly gauge the strength of feeling. We have a moral duty to lead on this issue and I hope he will consider bringing a vote before it is too late.

According to the report published yesterday by the all-party group for international freedom of religion or belief, the last remaining Jewish communities in Yemen were ordered to leave in 2020 and the Yemeni Christian community, which once numbered some 41,000, has now shrunk to just a few thousand. Moreover, the Yemeni Baha’i community faced increased persecution at the hands of Houthi authorities last year. Will the Minister share his views on how aid spending in Yemen can be better used to support religious and belief minority groups in Yemen?

I thank the hon. Gentleman for his question. The UK provides secondees to the office of Martin Griffiths, the UN special representative. A number of those secondees focus specifically on broad engagement with minorities within the peace process. I have spoken on a number of occasions about the importance of ensuring protection for minority communities and religious minorities in conflicts, and about getting an inclusive set of people around the negotiating table once peace negotiations are under way.

As chair of the all-party group for Yemen, yesterday I spoke to some very brave women from within Marib, which is under long-term siege from the Houthis. They told me that most of the Houthi forces are young men and teenage boys recruited from the most impoverished parts of Yemen. They also told me that Marib is now hosting over 2 million displaced people across 144 camps. Many children are not just suffering from famine and disease; they have been deeply traumatised after having been driven out by the Houthis. They all rely on generous UK aid and the example it sets to other countries who need to step up in the humanitarian aid effort and the subsequent reconstruction. How can indicating a cut in UK aid at this crucial time do anything but prolong this terrible conflict?

The situation my hon. Friend describes in Marib is deeply concerning. We have called on the Houthis to end their assault. Marib has become the temporary home for many internally displaced people, and the situation there is dire. A number of people have mentioned our support for, or our relationship with, neighbouring countries, and of course defending Marib against this Houthi assault is part of the conversations we have. But, ultimately, the best thing we can do is bring about a swift end to this conflict.

No matter how much the Minister attempts to hide behind how much the UK gives, it will not disguise the impact that this brutal 60% cut will have on the life chances of Yemenis. Save the Children says that already 400,000 children under the age of five are at risk of starving to death this year, so I ask the Minister: how many deaths are he and this Tory Government prepared to have on their conscience, because they certainly do not act in my name?

The UK has consistently been one of the largest donors to the humanitarian appeal, and our money is keeping people alive. We are very proud of that fact. The economic circumstances we are currently living through have meant that we have to temporarily reduce the amount of money we are spending in overseas development assistance, but as has been made clear by the Prime Minister, the Foreign Secretary, the Chancellor and others, as soon as the economic circumstances allow us to get back to where we were, we will do so.

The humanitarian crisis is terrible, as has been said, and there are also more international terrorist attacks organised from Yemen than anywhere else in the world. The Biden Administration is rewriting their foreign policy towards Yemen. I cannot think of a better opportunity to end this tragic civil war, but I am not picking up a Yemen strategy that befits the strap line of global Britain. May I ask the Minister to match the political courage of our closest security ally in tackling the humanitarian crisis, cutting arms exports and being ready to lead any peacekeeping force, should the UN require it, once a ceasefire is agreed?

Yemen remains one of the priority areas for the Foreign, Commonwealth and Development Office. As I say, I spoke only yesterday to Martin Griffiths, and we discussed what further support the UK Government can provide for his work to bring about a sustainable ceasefire. The House will have heard, and indeed my Government colleagues will have heard, the suggestions my right hon. Friend has put forward. We will consider all suggestions to bring about an improvement in Yemen, but at this stage I cannot commit to the points he has made.

The world’s largest humanitarian crisis is getting worse. Blockades of ports and airports are restricting vital humanitarian aid getting to the 80% of the population who need it. This year alone, 2.3 million children under the age of five face acute malnutrition. Cutting support as the country battles coronavirus and faces a cholera outbreak is callous and heartless. Can the Minister explain how this fits into the Government’s pledge to build a global Britain?

The hon. Lady makes a very good point about access for humanitarian aid, and I am very proud of the fact that the UK Government have lobbied international partners to maintain those humanitarian access routes. We have also provided support in a technical manner to help assess the best way of distributing aid so that it gets to the people most in need. We will continue to provide not just financial support, but technical support to help the people of Yemen, while also working to bring about a conclusion to this conflict.

It is essential that our aid is effective in Yemen, so can I ask the Minister what recent discussions he has had with his international counterparts and the UN regarding the recent panel of experts report on Yemen, and whether he will agree to meet me and representatives of humanitarian organisations, local NGOs and the Yemeni private sector? Their vital role in providing essential food and commodities to Yemenis and supplying the humanitarian operation has been undermined by the serious shortcomings and factual inaccuracies contained within the panel’s report.

I thank my right hon. Friend for the point he has made today and also for the correspondence we have exchanged on this very important issue. We are well aware of the allegations made in the panel of experts’ most recent report, and they are significant and concerning. We share the panel’s vision for the Government of Yemen and the Yemen central bank to become more accountable. I am more than happy to ensure that he, I and people more knowledgeable about these issues are able to speak in the near future.

The Minister began his remarks by saying that improving the situation for Yemenis was

“a priority for this Government.”

How he can say that with a straight face I do not know. Not only has he announced a 50% cut in aid to Yemen, but since the Saudi-led war in Yemen began, his Government have licensed £6.7 billion-worth of arms sales to the Saudis. That is British-made bombs dropped from British-made jets flown by British-trained pilots. Instead of warm words and crocodile tears, will the Minister take the necessary action for peace and end arms sales to Saudi Arabia?

The hon. Lady raises this issue on the day after Houthi missiles were sent into civilian areas of Saudi. The Kingdom of Saudi Arabia seeks to defend itself against such aggression, as every country in the world has the right to do. Our arms export regime is robust, and the best thing that we can do, as I say, to help the people of Yemen is to encourage all the parties, both those in Yemen and regional partners, to bring this conflict to an end.

Let me first congratulate my right hon. Friend the Member for Bournemouth East (Mr Ellwood) on securing this debate, as well as the right hon. Member for Warley (John Spellar). Both have extensive interests and long-standing interest in this area. I pay tribute to the members of the House of Commons Defence Committee for their work, and I also thank the Foreign Affairs and International Development Committees for their scrutiny of my Department’s work. I thank both their Chairs, my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat) and the hon. Member for Rotherham (Sarah Champion), for their contributions, as I do the Chair of the Intelligence and Security Committee, my right hon. Friend the Member for New Forest East (Dr Lewis).

The fact that I am joined on the Front Bench by my hon. Friend the Minister for Defence Procurement—he represents Horsham, where my wife has family, as he knows—demonstrates the integrated nature of this review, as we have both a Defence Minister and a Foreign, Commonwealth and Development Office Minister here. [Laughter.] It is an in-joke, Madam Deputy Speaker; he knows what I mean. Time prevents me from addressing all the points raised in this debate, but I hope that during this speech I will be able to cover most, if not all, of them. The integrated review is an ambitious and wide-reaching review, and the purpose of this integration is to examine every aspect of our international security, development and defence policy. It is my pleasure to respond to this debate on behalf of the Government.

The Government want UK foreign policy to deliver for our people and to be rooted firmly in our national interest. That is why the commitment to deliver a review of foreign, defence, security and development policy was announced in the Queen’s Speech in December 2019. As we said then, and as has been mentioned by right hon. Friend the Member for Bournemouth East, the review is

“the most radical reassessment of our place in the world since the end of Cold War”.

When published, the review will define the Government’s ambition for the UK’s role in the world, outline how the UK will be a problem-solving, burden-sharing country, and set a strong direction for the recovery from covid-19 at home and overseas so that collectively we can build back better.

I am pleased to be able to tell the House that the Government intend to publish the review in March. [Interruption.] This year. The Government’s original intention was to publish the review in 2020. However, the House will agree that it would have been wrong to set out the Government’s long-term international vision while we tackled the early stages of a global pandemic. Providing a full response to covid-19 was and is the Government’s No. 1 focus; that is why it was right to pause the review in the spring of last year.

Work has, however, been ongoing, adapting to the ever-shifting geopolitical and geo-economic context caused by covid-19. The review has involved detailed horizon-scanning, covering trends, opportunities, risks and threats. It has involved evidence-gathering and policy analysis, and wide consultation with experts, academics and foreign partners.

The Prime Minister, supported by the National Security Council, is personally leading the review. The Foreign Secretary chaired a cross-Whitehall ministerial small group to advise the Prime Minister. Civil servants from across Whitehall have worked to ensure that the review draws on the full range of expertise and skills available to Government. This demonstrates the integrated whole-of-Government approach to this review, going further than the strategic defence and security reviews of the past. Our future strategy and approach to the challenges of the next decade will benefit from the collective might of our national security apparatus.

The Government have also looked beyond Whitehall to incorporate the expertise of the nation, speaking to key people and organisations with an interest in our nation’s security and prosperity. By reaching out in this way we have ensured that the best minds in the UK and beyond are feeding into the review’s conclusions and challenging traditional Whitehall assumptions and thinking.

The initial findings of the review are already informing our decision making. The announcements made in November’s spending review were informed by the first phase of the integrated review and set us on the right path to deliver on our visions and priorities. The Prime Minister has already announced the first conclusion: the largest increase in defence spending since the cold war, more than £24 billion over four years. This settlement is a signal of intent and heralds an era when we bolster our global influence. It ensures that our armed forces have the necessary tools and equipment to defend the UK and its people, cement our place as a leader in NATO and underpin our foreign policy and our ability to defend free and open societies.

On international development, changes to our ODA budget were driven by the economic impact of covid and are temporary. To ensure the maximum impact from our aid budget, the Foreign Secretary has set out the core principles for us to sharpen our focus this year.

The Government have signalled our intention to deepen involvement in the Indo-Pacific and have started to take steps in that direction. Last week, we submitted the notification of intent letter to begin the comprehensive and progressive agreement for trans-Pacific partnership accession process.

The creation of the Foreign, Commonwealth and Development Office itself was an act of integration, uniting development and diplomacy into one Department, bringing together Britain’s international efforts to have an even greater positive impact and influence on the world stage.

Let me end by saying that this is the opportunity to define and strengthen our place in the world. The integrated review will send a message about what the UK stands for as an independent actor on the global stage and how we will back this up with action to secure our interests and also defend our values.

The world has not stood still, and neither have we. The UK endures as an active global leader. In the past year alone, we have led the global efforts to deliver a vaccine, raising $8.8 billion for Gavi through our hosting of the global vaccine summit; we have demonstrated global leadership in tackling climate change, including doubling our international climate finance contribution to help millions around the world; and we have pushed back on those who would attack our values through the new bespoke immigration route for British national overseas status holders. This is global Britain.

The integrated review will build on that, setting out our vision for the next decade, based on our values and grounded in the UK national interest. We will announce the full conclusions of the integrated review in March, unleashing our independent foreign policy outside the European Union as we launch our presidencies of the G7 and COP26. 2021 will be a year of leadership for global Britain as a force for good in the world.

I thank my right hon. Friend the Member for Bournemouth East (Mr Ellwood) for asking a question on this important matter. The ongoing conflict and humanitarian situation in Yemen remain a challenge for the international community. The new Houthi offensive in Marib has only made our efforts to bring peace and stability even more difficult. Nevertheless, we continue to work with the international community to find a peaceful resolution, with an emphasis on the political process.

The UK is playing a leading role in responding to the crisis in Yemen through both our humanitarian response and our diplomatic influence. We actively support the UN special envoy, Martin Griffiths, in his work to reach a political solution, and we pay tribute to his tireless efforts to bring about peace. The UK has pledged over £1 billion in aid to the humanitarian response since the conflict began.

My right hon. Friend the Foreign Secretary and I have regular calls with partners on Yemen. Recently, the Foreign Secretary spoke to Secretary Blinken in the new United States Administration and to the Saudi Foreign Minister. Last month, I spoke with the Yemeni Foreign Minister to offer my condolences after the attacks at Aden airport. The UK has also used its role as the penholder at the UN Security Council to help move the Yemen peace process forward, working with our partners and allies at the United Nations to ensure that Yemen continues to be a top priority for the international community.

We welcome the recent statement by President Biden to instigate a review of US foreign policy towards Yemen. Our ambassador in Washington has already spoken with the new US envoy to Yemen. I also welcome reports that the US may reverse the previous Administration’s designation of the Houthis as foreign terrorist fighters. The UK has engaged closely with the US Administration on that very matter.

However, we cannot—we must not—ignore the Houthi actions. Those include the use of children and sexual violence as tools of war, the persecution of religious minorities and attacks on civilians. On 30 December, the Houthis attacked Aden airport, killing 27 civilians and injuring more than 100 others. We must address the Houthi sense of impunity, to make the peace process meaningful, and that must extend to other actors in the region, notably Iran. I note the US decision to pause its arms exports while it reviews its policy towards Yemen. I reassure the House that the Government take their own export responsibilities extremely seriously and assess all export licences in accordance with strict licensing criteria.

The political settlement is the only way to bring about long-term peace and stability in Yemen and to address the worsening humanitarian situation. The Government remain committed to bringing an end to the conflict.

Last week, President Biden gave his first foreign policy speech, reversing many of the isolationist policies of his predecessor and seeking to re-engage with like-minded allies in order to revisit major global hotspots neglected by the west. The complex civil war in Yemen, now entering its seventh year, was named specifically. Today, it is the largest humanitarian catastrophe in the world. The US President has appointed a new envoy, as we have just heard, and will end support for the offensive operations and connected arms sales, seeking to establish the conditions for a ceasefire and fresh peace talks.

The war in Yemen is complicated. The country never properly stabilised following unification in 1990, and President Hadi has struggled to handle corruption, unemployment, tribal disputes and, most critically, separatist and extremist agendas pursued by the Houthis and al-Qaeda respectively. The Houthi advance into the capital in 2014 led to UN Security Council resolutions that legitimised a Saudi-led military coalition to support President Hadi. Despite many rounds of talks—some of which I was involved with, as a Minister—six years on, we are no closer to peace. Indeed, the conflict has spilled out into a wider proxy war.

The US reset is to be welcomed, and this poses our first big test of what global Britain means in practice. In that spirit, I encourage the UK to fully align ourselves with our closest security ally by ending arms exports connected to the war and to reverse the cuts to our overseas aid budget. I recommend that, as the UN Security Council penholder on Yemen, the UK offers to host a UN summit that looks at political options for peace and that the UK is willing to commit British forces to any UN stabilisation effort that may be required once a political settlement is reached. This is a real opportunity for Yemen to end the war. I hope the Minister can confirm today Britain’s resolve to play a leading role.

I thank my right hon. Friend for his thoughtful contribution and the work he did as Minister on this portfolio. I can absolutely confirm that the United Kingdom’s desire to bring about a peaceful settlement in Yemen is unwavering. We will continue to work with our international partners—both the United States and regional partners—to bring that about.

My right hon. Friend made a number of specific points. The UK has—indeed, I have on a regular basis—spoken with the UN envoy to Yemen, Martin Griffiths, and we fully support his work. We will look at ways to bring together the various parties around the negotiating table. I note my right hon. Friend’s idea about a UK-hosted summit. He will understand that I cannot commit to something like that at the moment, but I welcome his thoughtful contribution. Similarly, he will completely understand that it would be inappropriate for me to speculate about what a military intervention might look like. The Saudi-led coalition was mandated at the UN Security Council; as he said, this is something he worked on during his tenure. We also note that the Kingdom of Saudi Arabia has a legitimate right to defend itself against attacks, and we completely condemn the attacks both within Yemen, at Aden airport, and cross-border, into the Kingdom of Saudi Arabia.

We are not a bystander to this conflict—UK arms, training and technical support sustains the war in Yemen and the worst humanitarian disaster in the world. More than 80% of Saudi’s arms imports come from the US and the UK. The US’s decision to end all support for offensive operations, including relevant arms sales, is welcome, but it leaves the UK dangerously out of step with our allies and increasingly isolated. What is worse is that the UK is the penholder for Yemen at the UN. We cannot be both peacemaker and arms dealer in this conflict.

It was the Foreign Secretary who said:

“human rights will be at the forefront of our leadership this year”—[Official Report, 12 January 2021; Vol. 687, c. 178.]

This is the first test since that statement just four weeks ago, and he has failed it. It is surprising, given the obvious panic in Downing Street about relations with the Biden Administration, that the Government were so reluctant to challenge President Trump’s decision to change the designation of the Houthis and are now determined to continue to be an outlier in arming Saudi Arabia. It puts us out of step with our US and EU allies, despite the compelling moral and diplomatic case to change course.

When the Foreign Secretary re-emerges, perhaps he could confirm that he will now take long overdue action to end arms sales and support to Saudi Arabia and explain what possible reason there could be for not doing so earlier. Can he tell us whether he spoke with Secretary Blinken about this announcement before it was made and whether the US Government have asked for UK support in this matter? Will he tell us what he will do to live up to our responsibilities to reinvigorate the peace process and help bring this appalling conflict to an end?

I do not know where the hon. Lady gets her assessments of Anglo-US relations from. I was very pleased that our Prime Minister was one of the first world leaders to speak with President Biden upon his taking office, that my right hon. Friend the Foreign Secretary spoke with his counterpart shortly after that appointment and that we have engaged with both the last Administration and the current Administration on our concerns about the implications of the designation of the Houthis as a foreign terrorist fighting organisation, particularly the implications for the passage of humanitarian aid, to which the UK has committed over £1 billion since the conflict started.

Obviously, the decisions the US takes on matters of arms sales are decisions for the US Government. The UK takes its own arms export responsibilities very seriously, and we continue to assess all export licences in accordance with strict licensing criteria.

I mentioned in my opening response to my right hon. Friend the Member for Bournemouth East (Mr Ellwood) the very recent assault by Houthi forces on Marib and the Government of Yemen’s need to defend themselves and to have support from the international community to do so.

I can assure the hon. Lady that our relationship with the United States of America remains very strong indeed, and we welcome the commitment that President Biden has made to the United States’ international responsibilities and his engagement on this most important of issues.

I am glad that my right hon. Friend mentioned Marib, because does he recognise that much of this dispute is about water and the missile technology now being used to threaten Saudi Arabia’s water desalination plants on both the western and eastern side of the country? Will he stand up for Britain’s interests in the regions and our partners in the area, and oppose the Iranian action that is causing a spread of violence across the Arabian peninsula the like of which we have not seen since perhaps even the year of the elephant?

I thank my hon. Friend for making that point. We are clear that we must see an end to Iran’s destabilising interference in Yemen, which has stoked further conflict through its support of the Houthis. As I have said, the Kingdom of Saudi Arabia has the legitimate right to defend itself and its key national infrastructure. We have raised the issue of Iran’s behaviour with the Iranian Government. Iran’s provisions of weapons to the Houthis contravenes United Nations Security Council resolution 2216, and while Iran has stated that it supports UN-led efforts to bring about peace in Yemen, we encourage it to ensure its actions are consistent with its comments. It is important that Yemen is not used as a theatre for the escalation of conflict in the region.

The Scottish National party is in fundamental and deep disagreement with the UK Government position on Yemen. It is impossible to pretend to be the humanitarian honest broker on one side while also simultaneously being the biggest arms dealer to the conflict; we are tackling the symptoms of a problem that the UK has in no small part helped create. The situation in Yemen is, of course, complex, but this is a test for global Britain, as the right hon. Member for Bournemouth East (Mr Ellwood) has said; the US policy change is to be welcomed, and I would be the first to welcome a similar announcement from the UK Government, because they risk being behind the times. Surely now is the time to suspend arms sales to Saudi Arabia while we work towards a peace?

I thank the hon. Gentleman for highlighting the fact that we have a fundamental disagreement on this issue. The UK’s position is that we have been not just the penholder at the United Nations but an active player in attempting to bring about peace. Both my right hon. Friend the Foreign Secretary and I have engaged extensively with the regional players, including with the Houthis directly and with the Government of Yemen, to try to bring about a negotiated political settlement to bring peace to the people of Yemen. The best thing that we can do in terms of pursuing our humanitarian aid is to bring about an end to the conflict, and we work tirelessly with international partners and the United Nations to do that.

On 18 February, the UK will chair the UN Security Council meeting on Yemen, where the Security Council will consider the final report of the UN panel of experts. The publication of the panel’s latest report has caused a stir in Yemen and the wider region. It has alarmed numerous organisations in Yemen, which suggest procedural irregularities in the report’s drafting and raise questions about the credibility of its content. Ahead of the Security Council meeting next week, will the Minister urgently consider representations from parties in Yemen and the international community to hear their concerns about the report, including fears that inaccuracy in the report could lead to the food security challenges on the ground being compounded in what is already the world’s worst humanitarian crisis?

The food insecurity situation in Yemen is of great concern to us in the United Kingdom, which is why we have focused so much on our humanitarian response. I am more than happy to receive details of the concerns that my right hon. Friend raises, but he will understand that it would be inappropriate for me to comment in more detail until I have seen the points that he has brought forward.

The Liberal Democrats have long called for arms sales to Saudi Arabia to be suspended in response to its consistent targeting of civilians in Yemen, in clear breach of international law. The humanitarian impact of this conflict is hard to put into words. At least one child dies every 10 minutes because of preventable disease, and 100,000 children are on the brink of starving to death. On the issue of arms sales, the Minister rightly says that the US’s decision to stop selling arms was a matter for it. The matter for this House is whether we continue to sell arms, so I ask him to answer plainly: will the Government follow the example of our ally and finally stop all arms sales supporting this horrific war—yes or no?

The United Kingdom takes its arms export licensing responsibilities very seriously. We will not issue any export licences for items where there is a clear risk that the items might be used in the commission of a serious violation of international humanitarian law. Every licence application is rigorously assessed against the consolidated EU and national arms export licensing criteria.

I thank my right hon. Friend for what he said about Iran, but is he as surprised as me that we rarely hear from the Opposition parties about Iran and what it is doing in Yemen? Unless Iran stops its malign activity there, it will fundamentally affect the progress of peace.

I thank my hon. Friend for making that point. I publicly welcomed Saudi Arabia’s unilateral ceasefire last year, and I was very disappointed to see attacks and attempted attacks on both Riyadh and key national infrastructure in Saudi Arabia. We have been clear that we must see an end to Iran’s destabilising activities in the region, and it would be nice if some of the comments from those on the Opposition Benches were more balanced when they are holding parties responsible for the terrible situation in Yemen.

I thank the Minister for his response to the urgent question. In 2020, the Foreign and Commonwealth Office “Human Rights & Democracy” report asserted that in Yemen:

“Freedom of religion or belief was widely denied in 2019.”

It further noted that the Baha’i minority was the “most visibly persecuted” group, but that many others are also facing difficulties. For example, according to the US Commission on International Religious Freedom, the Yemeni Christian community that once numbered 41,000 has shrunk to a few thousand. What steps are the Minister and our Government taking to address freedom of religion or belief violations in Yemen?

The hon. Gentleman makes a very important point. As he knows, freedom of religion is something this Government take very seriously. We welcome the long overdue release of six Baha’is from Houthi detention, but it is worrying that they were detained for their beliefs in the first place and that they cannot live freely in their country. We continue to follow the treatment of the Baha’is in Yemen closely, including through meetings of their representatives in the UK and lobbying the relevant authorities, and we strongly—strongly—condemn the continued persecution of religious minorities in Yemen.

The actions of the Iranian regime continue to destabilise the middle east, as my right hon. Friend has said. In particular, the supplying of Houthi rebels with arms is only prolonging the conflict in Yemen. Is my right hon. Friend able to update the House on what discussions he has had with the new US Administration about their policy on Iran and any potential implications for the current conflict in Yemen?

I thank my hon. Friend for raising this point. I can confirm that on Friday, the E3, which of course includes ourselves, and the United States discussed a united approach—or discussed how a united approach—could address our shared concerns about Iran. We will of course continue to work with the new Administration in the White House as well as with our European partners to pursue this agenda.

Will the Minister accept that there is a serious and huge humanitarian disaster in Yemen at the present time: 80% of the population are in need of aid and, as others have pointed out, hundreds of thousands have died and many more are on the brink of starvation? Britain’s contribution over the last five years has been to sell to Saudi Arabia billions of pounds of arms and logistical equipment that have been used to bomb Yemen. Will he welcome the moves by Martin Griffiths to go to Iran to try to broker a regional peace agreement that will bring about a long-term peace, but will he also give a clear commitment that we will no longer supply any arms to Saudi Arabia so long as the war in Yemen goes on?

I have spoken with Martin Griffiths on a number of occasions, and the United Kingdom fully supports his role in trying to bring about peace. The right hon. Gentleman speaks about the provision of arms to the conflict. I do not remember recently hearing him criticising Iran for their support, with weapons, to the Houthis and the devastation that Houthi military activity has caused to the people of Yemen. Were he to do so, I think his criticisms of this Government’s actions might carry a little bit more weight.

It is extraordinary that there has still been no mention of the malign influence of Iran in this whole tragic situation. The humanitarian crisis has got far worse since we last debated the situation in Yemen back in September, with 2 million children now out of school, half of all medical facilities having been destroyed and at least one child dying every 10 minutes, as we have heard. Will the Minister undertake that, at the pledging conference in March, the UK will maintain its very generous aid towards Yemen and perhaps work with partners to see how we can make vaccines available in the battle against covid, which is just one of many battles that that country faces at this time?

My hon. Friend makes a very important point about the UK’s contribution in Yemen. As I have said, we have contributed £1 billion since the conflict started. He will know that the official development assistance budget will be constrained because of the economic situation brought about by coronavirus. He also made the very important point that cash is not the only way that the UK is supporting people in Yemen. We have worked with our international partners to try to pursue peace. He also mentioned vaccinations in response to the coronavirus. I am very proud of the leading role that the United Kingdom took in working with international partners to raise funds to roll out vaccinations to those countries that were unable to do so, and I have no doubt that the UK will continue to be a leading player in the equitable and global distribution of vaccinations, as they are manufactured.

For too long, Yemen has been the worst humanitarian crisis in the world, so what steps is the Minister taking to protect UK aid spending to Yemen from his Government’s cuts, and how is he encouraging the participation of women and girls in conflict resolution and peacekeeping in Yemen?

I thank the hon. Lady for the points that she has made. As she knows, coronavirus has, in the UK and around the rest of the world, had severe and detrimental effect on our economies, and this will have an impact on our aid spend. Nevertheless, Yemen will remain a UK priority country, and we will continue to use the full force of our diplomatic efforts to bring about peace. I am also glad that she raised the importance of women peacebuilders. I myself have spoken—virtually, unfortunately—with women in Yemen. I am the ministerial lead for women, peace and security, and I have on numerous occasions called for the voices of women in Yemen and further afield to be right at the heart of decision making about peacebuilding. I will continue to do so.

Two of the most worrying aspects of the role of the Houthi rebels in this conflict are, first, their use of increasingly advanced and increasingly long-range missile technology procured from Iran, targeted indiscriminately at civilians in Saudi Arabian cities and, secondly, their persistent recruitment and engagement of child soldiers. How are these two issues best addressed?

My hon. Friend is right to say that we have seen recent news about long-range attacks by the Houthis on Riyadh and, as I mentioned in my response to my right hon. Friend the Member for Bournemouth East (Mr Ellwood), the use of child soldiers is of very significant concern. Ultimately, the best way to address both those problems is to bring about peace in Yemen as quickly as possible, and that will absolutely be a priority in the work that we do. We fully support Martin Griffiths and the UN-led peace process, and we speak directly with regional partners, with the Government of Yemen and with the Houthis directly to encourage them to the negotiating table to bring about a political solution, because that is really the only sustainable way of protecting the very people that my hon. Friend has identified.

May I say once again to the Minister, as I have to his predecessors, that the Scottish National party unequivocally condemns the actions of Iran in this conflict and the atrocities committed by the Houthis and by everybody else? The difference is that the United Kingdom is not providing weapons to Iran or to the Houthis, but it is providing £5.5 billion-worth of weapons to the Saudis. The only reason that the British Government have no evidence that those weapons are being used in deliberate attacks on civilians is that they have made a great point of not looking hard enough in the right places where everyone knows the evidence is. So will the Minister explain how the continued provision of weapons to one party in this conflict is helping to end the conflict? If he cannot do that, will he agree that the best contribution that Britain can make to peace in Yemen is to stop arming Saudi?

I am genuinely amazed that the hon. Gentleman in some way equates a UN-recognised state—the Kingdom of Saudi Arabia—and its legitimate right to defend itself against the attacks that we have heard detailed by Members of this House, with an organisation that is not a state actor.

The UK supports the pursuit of peace. We do speak with the Houthis, but ultimately we look to support the legitimate Government of Yemen, which was, in our assessment, attacked by the Houthis. To equate the actions of a nation state in defending itself with the actions of a group of people trying to prevent peace embarrasses the hon. Gentleman and he should reflect on making a false equivalence between the two.

I have a long personal memory of Houthi atrocities and well recall the activities against my father’s battalion, the Aden Protectorate Levies, when I was a boy in Aden. Several of my father’s brother officers were killed—one in a very brutal way—by Houthis in June 1955. It does not surprise me that the Houthis have utterly failed to reciprocate the Saudi-led coalition’s unilateral ceasefire, and they have recently made a grievous attack in Aden. Apart from fully supporting the United Nations special envoy Martin Griffiths’ efforts to secure a lasting peace, is there anything more that we in the UK can do about it?

My hon. Friend and I have spoken privately about this issue and he knows that I have a huge amount of respect for his knowledge of the region, born out of his personal experience and that of his family. Our assessment is that the best way to bring about meaningful peace is to work through the UN and the work of Martin Griffiths. We support his work by speaking directly to the various parties involved—with both the Government of Yemen and the Houthis directly —to encourage them to bring about a meaningful political resolution to the situation. I genuinely hope that in years to come other people who sit on these Benches will not have repeatedly to see deaths and conflict in Yemen, as my hon. Friend has done. The UK will continue to work tirelessly to bring about a sustainable, peaceful resolution to this long-standing and difficult issue.

This year will mark the seventh anniversary of the start of the war in Yemen, which has led to the largest humanitarian crisis in the world. UNICEF has described Yemen as “a living hell”. Last week, the US pledged to stop support for offensive Saudi operations in the country; does the Minister agree that it is now time for the UK to follow suit and commit to go that extra mile so that we can stop this horrific war?

The thing that will stop the war is if the Houthis respect and reciprocate the Saudi-led coalition’s unilateral ceasefire that we saw last year. Unfortunately, we see through things such as the attack on the Yemeni Government at Aden airport, the drone attacks on Yemen and the other attacks raised by right hon. and hon. Members in this House that at the moment the Houthis are not reciprocating the overtures towards peace. We strongly encourage them to do so. We will work with the international community to support meaningful peace efforts and we will do what we can to alleviate the humanitarian situation caused by the conflict. That is our commitment to the people of Yemen, and that commitment is enduring.

Yemen has been described as one of the worst places in the world to be a woman, and has for 13 consecutive years been ranked last in the World Economic Forum global gender gap index. With the situation continuing to deteriorate for both men and women, and with famine, human rights abuses and the use of sexual violence commonplace, what assurance can my right hon. Friend give me that the UK Government are doing all they can to work with all the parties involved to bring this dreadful civil war to an end, support victims of sexual violence, and allow the country to rebuild and recover in peace?

I thank my hon. Friend for the point that she has raised. When I made a virtual visit to Yemen, I was able to speak to Yemeni midwives and medical professionals. Their reports of the situation, particularly for women, were horrific. On a personal level, I found it very difficult to deal with, which is part of the reason why I and the UK Government are so committed to being a leading player in the pursuit of peace in Yemen. The conflict brings a particular horror to the lives of women that we want to address and to alleviate, but the best way of doing so is to bring about a meaningful and lasting peace. As I said in response to the hon. Member for Rotherham (Sarah Champion), I will do what I can to ensure that the voices of women are at the heart of those peace negotiations and beyond.

I welcome this urgent question, because the humanitarian situation is just dire. I heard what the Minister said about the rigorous nature of British arms licences, but I am afraid that it just sounds like whataboutery while innocent people are being killed by British-made arms. The Biden Administration have made absolutely the right call on this, so can the Minister explain to the House how our selling arms to Saudi Arabia will assist the UN special envoy for Yemen in his diplomatic efforts in trying to secure a negotiated political solution to this dreadful conflict?

The ability of a nation state to defend itself is widely recognised as legitimate. The UK’s work, both bilaterally with the Government of Yemen and also through Martin Griffiths and the United Nations, is a completely separate issue. We are working very hard, and we will continue to do so, to alleviate the humanitarian situation until a sustainable peace is brought about. We will work just as hard to support Martin Griffiths and the United Nations and the regional players to bring that peace about.

The United Nations said last week that it had indefinitely delayed the salvage operation off the coast of Yemen to avert an ecological disaster from the oil tanker FSO Safer, which holds roughly 48 million gallons of oil, citing a failure by the Houthis to guarantee the salvage team’s safety in writing. Has the Minister any further information on the efforts to stabilise and empty the oil tanker, and has he any indication that the new Biden Administration will prioritise this in their agenda in Yemen?

I thank my hon. Friend for her question. We have liaised directly with the Houthis on this issue. The ecological disaster that would inevitably happen were the oil from the Safer tanker to be released into the sea is unimaginable, and we must do everything we can to prevent that from happening. Ultimately, it is up to the Houthis to ensure the safety of the people who would seek to secure that tanker. We have encouraged and we will encourage them to deliver on that promise so that we can avert what would be the worst ecological disaster probably in our lifetime—it is significantly larger than the Exxon Valdez spilling—costing an estimated £20 billion to repair.

Yemen is the world’s gravest humanitarian emergency, with 80% of the Yemeni population reliant on humanitarian assistance and protection. If President Biden’s decision to end support for Saudi Arabia’s offensive operations in Yemen was part of his pledge to restore US moral leadership, how would the Minister characterise the UK’s continuing support for and arming of Saudi Arabia —moral indifference, perhaps?

The UK has played a leading role in pursuing peace in Yemen. I have spoken to the representatives of the Government of Yemen and representatives of the Houthis, as well as to Martin Griffiths, in pursuit of that. The UK absolutely stands by its leading position in attempting to bring about a meaningful and sustainable peace in Yemen.

I thank my hon. Friend for making that point. She is right to highlight the diplomatic work that is necessary in this. The UK plays a very active role: as a humanitarian donor in our own right; in encouraging other countries around the world and the region to support the humanitarian effort; and in encouraging active engagement both within Yemen and beyond Yemeni borders to bring about a coalition of the willing to drive forward the peace agenda. We will continue to act as humanitarian supporters, and as the convener and encourager of the diplomatic efforts to bring about peace.

This is a complex conflict, on which any sensible Government would not take sides. There is clearly evil on all sides, and the Houthis are some of the worst of all of them. But the UK has repeatedly sided with Saudi Arabia, its coalition partners and even its proxy terrorist group, al-Qaeda in Yemen. The Government have been found guilty by British courts of illegally approving arms sales, and even broke UK court orders to prevent further arms sales last year and had to apologise to the courts. Surely now is the right time to stop the rhetoric and mistruths that we have the strongest arms control in the world—we do not—and to follow the US lead, stop British complicity, stop the arms licences being approved, and revoke those that continue to be extant. Will the Minister just do the right thing?

The hon. Gentleman’s comments equate the activities of regional players as equal—I am sorry, but it is almost beyond credible. His deployment of the word “evil” betrays his prejudices, rather than any flaw in UK Government policy. We will continue to pursue peace in the region and to support humanitarian efforts until that peace is brought about.

It is clear that the reason the Houthis will not meaningfully engage in the quest for peace is that they continue to get militarily, financial and political support from an Iranian regime, so may I ask the Minister what steps the UK is taking to pressure the Iranian regime to end this reckless and destabilising intervention?

My hon. Friend is right; Iranian involvement is without a doubt prolonging the conflict, and therefore, by extension, prolonging the suffering of the people of Yemen. We support the work of Martin Griffiths and the United Nations in attempting to bring about a resolution to this issue by speaking to all the parties involved, and we will work with our E3 partners and the new Administration in the White House to put pressure on Iran to stop supporting the violent activities of the Houthis and to help us bring about peace in Yemen.

Despite the UK Government’s claims that they provide training to the Saudi-led coalition to avoid civilian casualties and prevent Saudi Arabia from breaching international humanitarian law, there is no sign that that has reduced the deadly toll of the air raids. How can the Government justify not only profiting from the crisis in Yemen through arms deals, but spending £2.4 million of taxpayers’ money since 2016 via secretive funds to bolster the Saudi forces as well?

The UK is proud of the role that we have taken in trying to uphold international humanitarian law, working with countries around the region to try to improve and support their institutions. That is part of our ongoing agenda of being a force for good in the world, and we are proud of that role.

Other Members have raised the issue of the nefarious activities of Iran, acting in a proxy fashion in Yemen. The reality is that the people of Yemen are suffering as a result. Does my right hon. Friend agree that it is absolutely essential for the United Kingdom to retain good relations with Saudi Arabia, to ensure balance in the region and to eliminate the humanitarian problems that are occurring in Yemen as a result of Iran’s activities?

My hon. Friend is absolutely right; Saudi Arabia is one of the larger contributors to humanitarian support for the people of Yemen, and maintaining good bilateral relations is an important part of that. More broadly, it is also the case that Saudi Arabia is a strong bilateral partner on a whole range of issues, including security issues, which keep British people and British interests, as well as Saudis, safe. We will continue to work with it, with the Government of Yemen and with other countries in the region to try to bring about a sustainable political solution and peace for the people of Yemen.
