I am pleased and excited to announce that today, the Government are publishing their Artificial Intelligence Regulation White Paper.

AI is one of this Government’s five technologies of tomorrow—bringing stronger growth, better jobs, and bold new discoveries. As a general purpose technology, AI is already delivering wide social and economic benefits, from medical advances to the mitigation of climate change.

The UK has been at the forefront of this progress, placing third in the world for AI research and development. For example, an AI technology developed by DeepMind, a UK-based business, can now predict the structure of almost every protein known to science. This breakthrough has already helped scientists combat malaria, antibiotic resistance, and plastic waste, and will accelerate the development of life-saving medicines. There is more to come. AI has the potential to transform all areas of life and energise the UK economy. By unleashing innovation and driving growth, AI will create new, good-quality jobs. AI can also improve work by increasing productivity, and making workplaces safer for employees.

Through the national AI strategy, this Government are committed to strengthening the UK’s position as an AI powerhouse. For example, to boost skills and diversity in AI jobs, the Government have announced £23 million towards 2,000 new AI and data science conversion courses scholarships; £100 million towards AI centres for doctoral training at universities across the country; and over £46 million towards Turing AI fellowships, developing the next generation of top AI talent. Through the technology missions fund, we are investing £110 million in missions on AI for health, AI for net zero, trustworthy and responsible AI, and AI adoption and diffusion. These are part of our £485 million investment in the UKRI AI programme to continue the UK’s leadership in AI and support the transition to an AI-enabled economy.

We want the whole of society to benefit from the opportunities presented by AI and we know that to achieve this, AI has to be trustworthy. While it offers enormous potential, AI can also create new risks and present us with ethical challenges to address. We already know that some irresponsible uses of AI can damage our physical and mental health, create unacceptable safety risks, and undermine human rights. Proportionate regulation which mitigates these risks is key to building public trust and encouraging investment in AI businesses.

Businesses have consistently asked for clear, proportionate regulatory requirements and better guidance and tools to support responsible innovation. When we set out our proposals for a proportionate and pro-innovation approach in July last year, they received widespread support from industry. Our approach is in stark contrast to the rigid approaches taken elsewhere which risk stifling innovation and putting huge burdens on small business.

The recent report led by Sir Patrick Vallance—“regulation for innovation”—identified that we have a short window for the UK to take up a position as a global leader in foundational AI development and create an innovation-friendly approach to regulating AI. We know we need to act now. I am proud to set out a proportionate and future-proof framework for regulating this truly exciting, paradigm-shifting technology.

Our framework for AI regulation is outcome-focused, proportionate, and adaptable. It will be sensitive to context to avoid stifling innovation, and will prioritise collaboration—between Government, regulators, industry, academia, civil society and wider stakeholders. The framework will be underpinned by five principles. These five principles are a clear statement of what we think good, responsible, trustworthy AI looks like—reflecting the values at the core of our society. These are: safety, security and robustness; appropriate transparency and explainability; fairness; accountability and governance; and contestability and redress. We will work with the UK’s highly regarded regulators and empower them to apply the five principles using their sector-specific expertise.

As automated decision-making systems are increasingly AI-driven, it is important to align the article 22 reforms in the Data Protection and Digital Information Bill with the UK’s wider approach to AI regulation. The reforms in the Data Protection and Digital Information Bill cast article 22 as a right to specific safeguards, rather than as a general prohibition on solely automated decision making and also clarify that a “solely” automated decision is one that is taken without any meaningful human involvement. Meaningful involvement means a human’s participation must go beyond a cursory or “rubber stamping” exercise—and assumes they understand the process and influence the outcome reached for the data subject.

AI opportunities and risks are emerging at an extraordinary pace. We need only look to the sudden increase in public awareness of generative AI over recent months as an example. As such, the framework will initially be introduced on a non-statutory basis and we are deliberately taking an iterative, collaborative approach—testing and learning, flexing and refining the framework as we go. This will allow us to respond quickly to advances in AI and to intervene further if necessary.

We will establish central functions to make sure our approach is working effectively and getting the balance right between supporting innovation and addressing risk. These will monitor how it is operating but also horizon scan so we understand how AI technology is evolving and how risks and opportunities are changing. Taking forward Patrick Vallance’s recommendation, they will also support the delivery of testbeds and sandbox initiatives to help AI innovators get AI technologies to market.

We are deliberately seeking to find the right balance between more rigid approaches to AI regulation on the one hand, and those who would argue that there is no need to intervene on the other. This position and this approach will protect our values, protect our citizens, and continue the UK’s reputation as the best place in the world to be a business developing and using AI.

Alongside this White Paper, we are also committed to strengthening UK AI capability. We are establishing a foundation model taskforce, a Government-industry team which will define and deliver the right interventions and investment in AI foundation models—a type of AI which looks set to be transformative—to ensure the UK builds its capability.

We recognise that there are many voices to be heard, and many ways that we can learn from across the whole of society, industry, academia, and our global partners. We have been engaging with regulators and a range of stakeholders as we develop our proposals and I actively encourage colleagues and stakeholders across the whole of the economy and society to respond to the consultation. I will be placing copies of the White Paper in the Libraries of both Houses, and it is also available on gov.uk.

Last week, my right hon. Friend the Chancellor of the Exchequer delivered a Budget that gets straight to work in addressing the Prime Minister’s five priorities, which are of course the people’s priorities. We on the Conservative Benches are putting the country firmly on a path to halve inflation, grow the economy, reduce debt, cut waiting lists and stop the boats. [Interruption.] Opposition Members do not like that, not just because they do not have a plan to address the priorities themselves, but because they do not recognise the things that matter to the British people in the first place: strong, financially stable families; public services that innovate and pioneer new technologies; high-paying, high-quality jobs for our children; strong borders; and a respect for British law and our way of life.

It is because we on the Conservative Benches focus on the priorities of the entire country that the British economy is getting back on track. Ten-year gilt rates, debt-servicing costs, mortgage rates—all of them are falling, and inflation has already peaked. Despite continuing global instability, the Office for Budget Responsibility reported just last week that inflation in the UK will have fallen from 10.7% in the final quarter of last year to 2.9% by the end of 2023. Thanks to this Government’s responsive and responsible approach, we will have more money for public services benefiting British families right now, and less of a burden on our children and grandchildren. Our plan to deliver on the Prime Minister’s priorities is already starting to work. We have restored stability, and now it is time for the next part of our plan.

It may have escaped the hon. Member, but we have had a global pandemic and a war in Ukraine.

We are using these firm foundations to build long-term sustainability and healthy growth—growth that will bring security, prosperity and opportunity to British businesses and British people. To get that growth, we are on a trajectory of innovation in every part of our economy. Since the industrial revolution, our country’s willingness to rethink and reimagine has led to the inventions of the telephone, the TV, the world wide web and much more. That is why, under this Government, our tech sector has already become third in the world to reach a value of $1 trillion, behind only the US and China. We are ranked fourth above China, Germany and Japan in the global innovation index, we are second in the global talent index and we have four of the world’s top 10 universities.

I could go on, but we are not a Government who are focused on where we were or where we are; we are a Government who are focused on the future. That is why we have set up the Department for Science, Innovation and Technology with one single mission—making Britain a science and technology superpower. It has been just six weeks since we became the new Department, and we have already published the UK science and technology framework, setting out our vision for science and technology. We have responded to the second largest bank failure in the US, and this Government helped facilitate a deal to save the UK arm of Silicon Valley Bank, protecting thousands of important jobs in the life sciences and tech companies, and safeguarding them in the long-term.

In the Budget, we announced a staggering £2.5 billion of funding for the quantum technologies that we anticipate will revolutionise everything from healthcare to farming. That built on the announcement we made of £370 million of new moneys for things such as technology missions, which will set Britain up to lead on artificial intelligence, quantum technologies, bioengineering and much more. These things matter, because the British public rightly expect Britain to be leading in the technologies of the future and for these technologies to deliver real tangible benefits to their local communities and their families.

The Secretary of State will know, because I have told her before, that there are 1,000 jobs across universities in Wales that are about just to end because of the sudden end of EU structural funding. The Government promised that not a penny less would go to Wales for those jobs in 260 projects that are generating green growth in high-tech areas. Will she keep those jobs going by providing bridge funding for the next year?

The hon. Member has already raised that with me, and I have already said that I will meet him to discuss it. The Government have of course launched the shared prosperity fund, and we will ensure that spending on research and development outside the south-east is increased by 40% by 2030.

How are we going to get vital private sector investment into the industries the Secretary of State is so rightly concentrated on when so many of our own institutions are concentrating on Government debt, effectively crowding out this highly vibrant sector?

My right hon. Friend is quite right. That is one of the key pillars in our science and technology framework. This should be a partnership with industry. We have already begun that journey, working with the likes of the Schmidt Foundation, and I look forward to updating the House on our further collaboration with industry.

Let us look at something like Alzheimer’s disease, an illness that is projected to impact one in three people born this year in their lifetime. Many people here today or watching the debate will know at first hand the devastating impact that that illness can cause, yet there is hope, through the extraordinary opportunities for progress made possible by quantum technology. British researchers are already in the building stages of quantum sensors that can map the human brain in a way that is unimaginable to us at the moment.

My father has dementia and is in a care home—he has been during covid—so I know that it is really important to make significant advances in this field. One of the difficulties for business that are trying to take great scientific and medical ideas into the market is that it is much more costly if we have a different regulatory regime in this country from the rest of Europe. Will the Secretary of State ensure that we align our regulatory regime in this field with the rest of Europe, rather than diverge from it?

The Chancellor, at the same time as delivering the Budget, published the Vallance review of the regulation of new and emerging technologies. That is all about how we can support the incubation of technologies, and how we should have a lighter touch to regulation in the first stages and then synergise with the rest of the world later on. I invite the hon. Member to read that very useful document.

I will make some progress, because I am getting nowhere and I have already been very generous.

We announced an extraordinary £2.5 billion in the Budget for quantum technology over the next decade. We did more than fund a crucial strand of scientific discovery; we laid the building blocks for a future where early diagnosis and prevention of these kinds of diseases gives us more time with the ones we love and cherish.

I thank the Secretary of State for giving way. It really is welcome news that we are doing advanced research and using AI and technology. Will she look again at the rules for animal testing and the use of live animals in experimentation? Surely, as we develop our AI research and the technology side of research, we should be moving away from the barbaric and cruel use of animals.

We are supporting and accelerating advances in biomedical science and technologies to reduce reliance on animals in research. I pledge to write to the hon. Member with further details on that rather than hold the House up any longer.

This is the power of innovation when we are bold enough to unleash it: we already rank second in the world to the US for the number of quantum companies. On top of that, the quantum technologies mission, which I announced a few weeks ago, dedicates £70 million in this spending review period to accelerate quantum technologies. Building on the success of the 10-year national quantum technologies programme from 2014, the new strategy sets out our vision and plan to further establish the UK as a world leader by 2033. We want these technologies out of the lab and into our lives, because we know what they mean to families and communities in every part of our country.

The same goes for the limitless possibilities before us in the world of artificial intelligence. My vision for an AI-enabled Britain is one where NHS heroes are able to save lives using AI technologies that were unimaginable a few decades ago. I want our police, our transport networks, our climate scientists and many more to be empowered by AI technologies that will make Britain the smartest, healthiest, safest and happiest place to live and work.

On saving lives, will the Secretary of State give way?

I very much welcome what the Secretary of State has said, and there are clearly many positives in the Budget, but the British Heart Foundation contacted me to say that cardiac care is time-critical, and that delays to vital tests, procedures and operations can lead to otherwise preventable heart attacks. At the end of January there were 370,000 heart patients waiting for elective care. What will be done to save those people’s lives?

We are talking today about investing in the technologies that can progress our healthcare system and about our use of green technology so we can get to work in a cleaner, greener way. Our technologies can progress our society in so many different ways. I am happy to meet the hon. Member to discuss that in detail, but it might be more of a question for the Department of Health and Social Care.

That is why the Government’s commitment to AI goes much further than just warm words. Over five years ago, we identified AI as one of the four grand challenges in the industrial strategy, investing £1 billion in the AI sector deal in 2019. In 2021, we set out our ambitions in the national AI strategy—ambitions which the AI action plan shows we are determined to deliver. In the last decade, we have also invested over £2.5 billion in AI.

On the Secretary of State’s new role in the new Department, one key thing we need to look at is keeping regulation updated with advancements. Already, things such as ChatGPT mean that people can get their homework done, generate images and make apps using a computer. Can we take the example of the Medicines and Healthcare Products Regulatory Agency, which learnt, through the vaccine, to do the research and put the regulation in place, so we do not find ourselves, with the Online Harms Bill, where we found 10 years ago when the internet was brought through? Is there an opportunity for her to put regulation in place to ensure we move it along as the technology develops?

I absolutely agree. That is exactly why the Prime Minister announced, just days ago, the establishment of a large language model taskforce to look at that and to ensure we can gain sovereignty in this particular area. Over the coming weeks, we will also publish the AI White Paper.

Earlier this month, I announced £110 million for AI technology missions. That funding, which we anticipate will be matched by equal private investment, will support the science behind some of the most important AI technologies of the future. We will also realise some of AI’s transformative applications, from reducing greenhouse gas emissions to increasing productivity in sectors such as agriculture, construction and transport.

Success in AI requires the UK to be a hub of the best and brightest AI minds in the world. We have already backed AI with £8 million to bring top talent into the UK. That is coming on top of £117 million in existing funding to create hundreds of new PhDs in AI research. In the Budget, the Chancellor took a further step forward with the announcement of the Manchester prize, which will back those harnessing the immense power of AI to break new ground.

The Chancellor also announced a staggering £900 million in funding for an exascale super-computer and a dedicated AI research resource, making the UK one of only a handful of countries in the world to have such a powerful computing facility. We are creating thousands of high-quality jobs and ensuring that the UK is going to be the home of the Al technologies that will directly help to address the priorities of the British public. These are not just jobs that will power our future; every single job will create these exciting fields—opportunities that will release the potential of thousands of talented people up and down the country.

The Manchester-based physicist and Nobel prize winner Andre Geim has said that the top researchers around the world and in the UK are either not coming or looking to get out because living standards are so low; they can earn far better wages elsewhere. Does the Secretary of State not agree that all these aspirations, great though they are, will never be met so long as living standards in the UK fall well below those in other western European countries?

I cannot believe the hon. Member is insisting on talking down our great nation. We are already attracting these people to our country. That is why we are third in the world when it comes to AI. That is why we are boosting that supply as well as growing our own talent.

The right skills, the right investment and the right infrastructure: these are the ingredients of a science and technology superpower, and perhaps nowhere is that more true than in our world-class research sector. In January, we launched the Advanced Research & Invention Agency, or ARIA—a new independent research body custom built to fund high-risk, high-reward scientific research, backed by £800 million in funding.

I am so pleased that the Secretary of State is placing great emphasis on AI. When I was a child growing up on a farm, AI stood for artificial insemination—a somewhat messier affair than what we know it as today.

Far from what the hon. Member for Glasgow South (Stewart Malcolm McDonald) was saying about the standard of living in this country, many international investors do come to London because of the quality of life. The disincentive is that we do not reward risk enough and it is still too difficult to raise money on the London capital markets for some of these emerging industries. It is great that the Government are putting in seed funding, but we also need to make it much easier and more attractive for private business to put their money where their mouth is.

I completely agree with my hon. Friend’s latter point; obviously, when I was referring to AI, I was not talking about what he described to start with. We will continue to work across Government to ensure that we are attracting companies to locate in the UK and create British jobs.

With unique freedoms, ARIA will be able to empower extraordinary people who have a radical vision for a positive approach and positive change for our country. We are a nation of inventors—from the toaster to the television and from tarmac to teabags, we have never been short of good ideas. This rich history of invention and extraordinary research must, of course, be backed to ensure that it continues and that we continue to grow our economy.

As I have emphasised, it is vital that everyone, no matter where they live, has the opportunity to play their part in Britain’s innovation economy. That is why the Chancellor announced the creation of 12 investment zones, to supercharge growth in some of the most exciting areas of the economy, from digital and tech to life sciences and advanced manufacturing. The zones will be clustered around a university or research institution and bring growth to areas that have traditionally underperformed economically. Each new zone will be backed by £80 million of investment over five years.

We have also established the Innovation Accelerator programme, investing £110 million into 26 transformative R&D projects to accelerate the growth of three high-potential innovation clusters—from new health and medical technologies in Birmingham, to productivity-enhancing AI in Manchester and the development of quantum technologies for cleaner and more efficient manufacturing in Glasgow. By bringing universities, local leaders and businesses together, those projects will drive regional economic growth and provide a vital boost to the Government’s levelling-up agenda.

The Chancellor also rightly paid special attention to regulation in the Budget. Smarter, pro-innovation regulation will ensure that we continue to attract and grow the most promising start-ups and scale-ups. Once again, the Budget put the money where it counts. We announced £10 million of extra funding in the next two years for the Medicines and Healthcare products Regulatory Agency, helping it to become the most innovative healthcare regulator in the world, to support our life sciences sector and our NHS—and most importantly, to save lives.

The Chancellor also accepted all nine recommendations of the Vallance review on regulating digital technologies, to ensure that we have a coherent, agile and flexible regulatory approach. We need to minimise undue burdens on businesses and grow the economy. That includes the creation of AI sandboxes, which will support the innovative regulatory approaches that we need to drive forward the responsible and safe development of artificial intelligence. We will take that forward in our forthcoming AI White Paper, which will set out our proportionate and pro-innovation approach to regulating AI—designed to make sure that the UK is the best place in the world to develop and deploy AI.

Finally, the Chancellor shares my view that international collaboration has a critical role to play in ensuring that Britain can continue to deliver world-leading research. We welcome the EU’s recent openness to discussions on Horizon association, following two years of unfortunate delay. On 14 March, just last week, I met Pedro Serrano, the EU’s ambassador to the UK, to discuss collaboration on science and research, including the Horizon Europe programme. The Government will continue to back our research community, which is why we have extended the Horizon guarantee and are clear that we will not let our researchers wait another two years for certainty.

This Government are unashamedly pro-growth and pro-business. Even after the corporation tax rise this April, we will have the lowest headline rate in the G7. Only 10% of companies will pay the full 25% rate. It is particularly vital that we support the businesses that are investing in research and development and bringing those science and technology benefits to the British public. That is why loss-making SMEs for which qualifying R&D expenditure constitutes at least 40% of total expenditure will now be able to claim a higher payable credit rate of 14.5% for qualifying R&D expenditure. Our life sciences and tech sectors are expected to be among some of the main beneficiaries of the changes, enabling those crucial companies to drive sustainable growth and jobs in the years to come.

This is not just about giving growth a short-term boost: we have a long-term plan for building an economy fit for the future. That is why the Chancellor also announced that the capital allowances super-deduction will be replaced with full expensing of capital allowances for three years, with a move to make that permanent as soon as possible. That will ensure that the UK’s capital allowances regime is world-leading, as the only major European economy to have such a policy.

Before I conclude, I pay tribute to the millions of people who work in our science, innovation and technology sectors, who are working to change our lives for the better every single day. Budgets are not about Government but about real people who have real families and real jobs that they have to think about. They are looking to this place today, and they want to see that we know what matters to them and are prepared to invest in the things that deliver on our country’s priorities. They want more time with their loved ones. They want to be able to travel safer, faster and cleaner than the generation before us. They want higher-quality jobs, stronger borders, and cleaner and greener towns and cities. These are the things that motivate us to become a science and technology superpower. It is not about status or achieving goals for their own sake, but about making British people happier, healthier, smarter and more prosperous. This is a Budget that puts those priorities at the heart of Government and delivers. I commend it to the House.

My hon. Friend is absolutely right that the futures of so many companies, and thousands of UK jobs, were at stake. My Department worked tirelessly with the Treasury to facilitate a solution. In doing so, we have protected our life sciences and tech sectors, which not only drive economic growth across the country but deliver life-saving products.

The Treasury has made significant reforms to improve London as a listing destination, and we continue to engage with sectors to secure the most innovative companies in the UK stock exchange.

Weston Park Cancer Centre is one of only four specialist cancer facilities in the country and is at the forefront of groundbreaking research. Investment is critical to its ongoing success in cancer research. I recently met a Health Minister to discuss opportunities to invest in Weston Park. Will the Secretary of State look at what can be done to invest in that incredibly important technological facility?

The Secretary of State is aware of the global centre of rail excellence being developed in my Neath constituency, which will become the UK’s first net zero rail testing facility, a shared campus for rail innovation, research and development, testing and verification for mainline passenger and freight railways, developing next-generation solutions for the rail sector. The UK Government have pledged £30 million for the GCRE, of which £20 million has been received for the construction phase. Will the Secretary of State reconfirm her Government’s commitment to deliver the remaining £10 million for research and development?

I am unsure as to that exact question, but this Government are investing a great deal—£20 billion by 2024-25. We are determined to ensure that we become a science and tech superpower. This Department has already hit the ground running, produced a science and tech framework, and announced £370 million of additional funding. I am happy to meet the hon. Last week, Stephen Phipson, head of Make UK, said that Horizon had

“always been one of those areas of the EU budget where the UK gets more out than it puts in”.

While the Secretary of State dithers about whether association is value for money, researchers are leaving the UK for better opportunities abroad, where they can develop rich collaborations and enjoy freedom of movement. The issue needs urgent action, so when will we have a decision on whether the UK will associate to Horizon?

My Department’s work will ensure that we are breaking down barriers and levelling the playing field, so that more women can enter STEM jobs in research and innovation. This includes UK Research and Innovation funded STEM ambassadors in schools and, just last week, the Government announced £150,000 funding to support women who are taking career breaks and need skills to get back into STEM careers.

Thanks to Brexit, universities in the UK have lost almost £1 billion in EU funds, with 115 cancelled grants last year alone. Unfortunately, many EU-based workers, such as researchers, now feel unwelcome because of the United Kingdom’s hostility and have followed the funding out of the UK. My constituent Ms McCallum’s long-term partner is French. He is unable to secure a visa to work in our STEM sector. The complexities of the system, and the attached costs, are making it impossible for him to choose to reside in Scotland. What steps is the Secretary of State taking to reduce visa costs for skilled workers, incentivising them to come to the UK and set up home here?

We do not for one moment underestimate just how important it is to attract the best and the brightest to the UK, to work in science and technology and to study here. Just last week, we announced the global talent network for AI. Since 2020, this Government have created the global talent visa. We have created new routes such as the high-potential individual route, and we have the scale-up route. It is this Government who are delivering.

Since our departure from the EU, the UK needs to forge our own regulatory path to provide certainty to businesses investing in the UK, as well as providing confidence to consumers. However, UK law has failed to tackle the harms, including fake reviews and subscription traps, that we all now encounter online. The Government claim that they are taking action, yet we still have no legislation. Another delay, another broken promise—can the Secretary of State tell us when we can expect to see the digital markets, competition and consumer Bill finally laid before Parliament?

We made this a key part of our science and technology framework because it is absolutely essential that we are empowering and enabling individuals and creating those skills from the off. UKRI has already funded STEM inspiration programmes such as the STEM ambassadors. There are a lot of initiatives that I could take the hon. Lady through, but obviously we are short on time. We are trying our very best to encourage women and to level the playing field.

It is also important that we look at our global role models who are British, such as Professor Dame Angela McLean, who will become the first female Government chief scientific adviser, Dr Nicola Fox and Rosemary Coogan. DSIT was created with a single mission: to drive innovation that will deliver improved public services and new, better-paid jobs and grow the economy. Our Department will do things differently and will be a model for how modern Government Departments should run.

We have hit the ground running. Within just a few weeks of setting up, we have set out a comprehensive framework for science and technology, announced £370 million in new spending and introduced the Data Protection and Digital Information (No. 2) Bill. We have worked with the Chancellor to take decisive action to facilitate a deal to save the UK arm of Silicon Valley Bank, protecting hundreds of jobs. That is an extraordinary amount for any Department to achieve, let alone in just five weeks, and it is just the start of a constant drumbeat.

Three weeks ago, the Secretary of State said that the use of TikTok on Government devices was “a personal choice”. At the weekend, it was reported that there was to be a review of TikTok, and this week the Prime Minister said that he was considering a ban. Can the Secretary of State tell us whether this is indeed a personal choice, or whether TikTok on officials’ devices poses a security risk?

The security of UK data is a priority, and our experts continue to monitor the threats that are posed to that data. The Government’s security group, led by the Cabinet Office, is reviewing the evidence base for action on Government devices. Let me add that what I actually said was that, in terms of the general public, it is absolutely a personal choice, but because we have the strongest data protection laws in the world, we are confident that the public can continue to use it. That is very different from what the hon. Member reported.

Today, the Government are introducing the Data Protection and Digital Information (No. 2) Bill in the House of Commons. This Bill supercedes the original Data Protection and Digital Information Bill that was introduced in July 2022. This new Bill is being introduced following a detailed codesign process with industry, business, privacy and consumer groups to determine how we could improve the Bill further.



The Department for Science, Innovation and Technology has a clear mission—to ensure we are the most innovative economy in the world and that we cement ourselves as a science and technology superpower.



Better data access and use is at the heart of our mission to grow the economy, to improve the lives of everyone in the UK, and to achieve the Prime Minister’s five key priorities. Data is fundamental to economic growth, scientific research, innovation, and increasing productivity.



The Data Protection and Digital Information (No. 2) Bill seizes our post-Brexit opportunity to create a new UK data rights regime tailor-made for our needs. The Bill reduces burdens on businesses—especially SMEs—and researchers, and crucially, boosts the economy by a staggering £4.7 billion over the next decade.



Businesses have told us how important the responsible use of data is for their growth. They will have the opportunity to protect personal data in the most proportionate and appropriate way, making them more efficient; and organisations will be freed from unnecessary paperwork. No longer will British businesses be held back by a one-size-fits-all approach to data. For example, our work to amend record-keeping requirements will provide greater clarity for businesses and community groups.



We have also been repeatedly told that uncertainty within the current data protection framework is also limiting the work of scientific researchers as they are unclear on the rules around processing personal data. By providing clarity, we will continue to foster the UK’s reputation as the most attractive home for world-class research and development. We are also encouraging more research activity in the UK by incorporating research in a commercial setting into the definition of scientific research.



This Bill takes tangible steps to harness the benefits of secure data use for everyone through innovation and technology. Trusted and secure digital verification services will enable smoother and cheaper transactions. “Smart data” schemes across the economy will ensure everyone benefits from lower prices and trusted, innovative services such as open banking. Better use of personal data in delivery of health and adult social care, security, and other government services will increase efficiency and service quality.



This Bill will also improve trust and confidence in the use of personal data in the public interest. It improves the efficiency of data protection for law enforcement and national security partners encouraging better use of personal data where appropriate to help protect the public. It provides agencies with clarity on their obligations, boosting the confidence of the public on how their data is being used.

It builds on the high standards we already have for personal data use, strengthening and modernising the regulator—the Information Commissioner’s Office—by making sure it has the capabilities and powers to tackle organisations that breach data rules, giving it the freedom to better allocate its resources.



It also maintains our internationally recognised data protection principles so that businesses can trade freely with global partners—some 81% of services trade is enabled by data sharing between the UK and other countries. We will strike new agreements that allow for the free and safe exchange of data across borders and continue to engage with the EU and its institutions, with a view to ensuring our existing data adequacy decisions remain in place. The UK is firmly committed to maintaining high data protection standards—now and in the future. Protecting the privacy of individuals will continue to be a national priority.



It is only right that we ensure the Bill works for as many people and businesses as possible.



That is why the original Bill was paused in September 2022, so Ministers could further consider the legislation and undergo an intensive co-design process with business leaders and industry experts. As part of this process, we met with a wide range of stakeholders to hear their views on the Bill and incorporate new and innovative ideas into its provisions. We have made several changes through this engagement, which will:



reduce compliance costs in the sector and reduce the amount of paperwork that organisations need to complete to demonstrate compliance;

reduce burdens by enabling businesses to continue to use their existing cross-border transfer mechanisms if they are already compliant;

give organisations greater confidence about the circumstances in which they can progress personal data without consent;

increase public and business confidence in AI technologies.

Our new UK data rights regime will drive innovation, growth and productivity. It will maintain the high data protection standards our citizens expect while ensuring our businesses, researchers and public services are not held back by disproportionate burdens. It will be more agile and able to respond to the rapidly transforming digital landscape. It will transform the ICO to ensure it is ready to tackle new challenges and protect citizens from the most serious harms, while supporting innovative use of data. It will allow the UK to strike new data bridges with like-minded countries across the world.



And we will be in an even stronger position to do this, having brought these crucial and connected responsibilities together in one Department, with one, expert voice. We will continue to lead the debate globally and maximise the UK’s position as a global powerhouse of science and technology.

The creation of the Department for Science, Innovation and Technology marks a watershed moment for science, innovation and technology in the UK. We now have a Government Department that focuses on a single mission: to make the UK a science and technology superpower. Science and technology is absolutely critical to the UK’s future prosperity and security, and to the health and wellbeing of our citizens and our environment. That is why it is a central pillar of the integrated review. Countries that embrace science and technology will be prosperous and secure, home to the innovators and technology companies of the future. Those that don’t, won’t.

My vision for DSIT starts from an extraordinary position. Last year, the UK joined only China and the US in having a technology sector worth over $1 trillion. Despite our relative size, Britain outperforms our closest competitors and we are a main challenger nation to the US and China in many areas. We have four of the world’s top 10 universities. Just eight of our university towns are home to more unicorns than the whole of France and Germany combined. However, when other countries are investing further and faster in science and tech, we must do the same. We have an incredibly unique and powerful platform from which to grow and innovate for the benefit of the British people, which is why I have said I plan to take a ruthlessly outcome-focused approach to this new Department.

I will ensure that in both the short term and the long term, our work is based on improving people’s daily lives in ways they can feel and see around them. The Government’s vision for the future is an NHS that uses artificial intelligence to find, treat and reduce illnesses such as cancer and heart disease, so we have more time with our loved ones. We should have local transport services that allow us to travel faster, safer and cleaner than our parents did. The schools of the future should be powered by the kinds of technology that unlock hidden talents in every child, no matter where they live. As the “Department for the Future”, our focus will be on how science, technology and innovation can ensure the British people live longer, safer, healthier and happier lives.

Such an important goal requires immediate action, which is why in my first few weeks as Technology Secretary I have been focused relentlessly on action and delivery. I see this as a once-in-a-generation opportunity to send a clear signal around the world that Britain plans to lead the way in science, innovation and technology. The key steps we have taken are as follows.

Yesterday, we published the UK science and technology framework, which sets out our goals and vision for science and technology in an enduring framework that will see us through to 2030. It has been developed in close collaboration with the UK science and technology sector, and represents a commitment to scaling our ambitions and delivering the most critical action needed to secure strategic advantage through science and technology. The framework is the strategic anchor that Government policy will deliver against, and to which the Government will hold themselves accountable. It sets out 10 things that the Government must do to sustain strategic advantage in science and technology.

First, we must identify the technologies most critical to the UK’s objectives. Secondly, we must signal the UK’s science and technology strengths and ambitions both at home and abroad to attract talent and investment and boost our global influence. Thirdly, we must boost private and public investment in research and development for economic growth and better productivity.

Fourthly, we must build on the UK’s already amazing talent and skills base. Fifthly, we must finance innovative science and technology companies. Sixthly, we must use Government procurement to stimulate innovation in key sectors and technologies. Seventhly, we must take international opportunities to shape the global science and technology landscape through strategic international engagement, diplomacy and partnerships.

Eighthly, we must ensure that science and technology objectives are supported by access to the best physical and digital infrastructure that will attract talent, investment and discoveries. Ninthly, we must leverage post-Brexit freedoms to create world-leading pro-innovation regulation and influence global technological standards. Tenthly, we must create a pro-innovation culture throughout the UK’s public sector to improve the way our public services run.

We have also taken immediate steps. The delivery of this new framework will begin immediately with an initial raft of projects worth around £500 million, of which £370 million is new money. That will ensure that the UK has the skills and infrastructure to take a global lead in game-changing technologies. That includes £250 million of investment in three truly transformational technologies to build on the UK’s leadership in AI, quantum technologies and engineering biology. That funding will help a range of industries tackle the biggest global challenges such as climate change and healthcare and will form part of our commitment to the five key technologies, which include semiconductors and future telecommunications.

We have also published Sir Paul Nurse’s “Independent Review of the UK’s Research, Development and Innovation Organisational Landscape”, with recommendations to make the most of the UK’s research organisations, testing different science funding models to support a range of innovative institutional models, such as focused research organisations, working with industry and partners to open up new funding opportunities. Up to £50 million will spur co-investment in science from the private sector and philanthropists, to drive the discoveries of the future, subject to business cases. The Government are already in talks with Schmidt Futures, a philanthropic initiative by Eric and Wendy Schmidt, about additional support of up to $20 million as part of that work.

Some £117 million of existing funding will create hundreds of new PhDs for AI researchers, and £8 million will help to find the next generation of AI leaders around the world. A £50 million uplift to world-class labs funding will help research institutes and universities to improve facilities, so that UK researchers have access to the very best labs and equipment that they need to keep producing that world-class science. A £10 million uplift to the UK innovation and science seed fund, totalling £50 million, will boost the UK’s next technology and science start-ups, which could be the next Apple, Google or Tesla.

We have outlined plans to set up an Exascale supercomputer facility—the most powerful compute capability, which could solve problems as complex as nuclear fusion, as well as a programme to provide dedicated compute capacity for important AI research, as part of our initial response to the future of compute review, which was also published yesterday. Some £9 million in Government funding will support the establishment of a quantum computing research centre in Daresbury in the north-west.

On next steps, each of the 10 framework strands has a lead Department tasked with putting in place a clear action plan, to which they will be accountable during the year. Delivery against those plans will be overseen by the National Science and Technology Council, which will hold Departments to account and drive pace. Alongside the development of those ambitious plans and the framework, we have also set out our initial work under each of the 10 priorities, which will include our skills and talent base.

On priority technologies, we will develop a pro-innovation approach to regulating AI, which will be detailed in our White Paper in the coming weeks. On R&D investment, we will respond to the Tickell review of research bureaucracy, and Sir Paul Nurse’s review of the research, development and innovation landscape. We will work with industry and partners to increase inward investment by the summer recess. On financing innovative science and technology companies, we will build on the strong track record of the British Business Bank to strengthen support for the UK’s science and technology companies.

This ambitious plan will focus on getting actions out the door now, as well as a plan for the future. This Government are both reactive and, crucially, proactive when it comes to science and technology, to ensure that we can be a superpower by 2030.

I welcome the Secretary of State to her place, and I thank her for the advance notice of her statement.

I welcome the framework. It will take pride of place on my virtual bookshelf next to the Government’s innovation strategy, the R&D road map, the science plan, numerous grand challenges, industrial strategies, sector deals and two UKRI reorganisations. We have seen nine changes of Science Minister in five years. Britain is a world-leading science nation, and we deserve a framework with a longer shelf life than a lettuce, especially given the shortage of salad items under this Government.

It is good to see the Government setting out the principles for identifying the scientific capabilities that we need to protect and grow, and the outcomes that we wish to see from science, as well as seeking to increase STEM skills in teaching and support for start-ups and spin-outs. On the eve of International Women’s Day, and as a chartered engineer, I enthusiastically welcome the ambition to diversify the science and technology workforce. Let us work together to make that ambition a reality.

I have a number of questions for the Secretary of State. How do the five critical technologies in the framework relate to the 17 sensitive areas in the National Security and Investment Act 2021, and the five key growth industries in the autumn statement? When will each critical technology have the appropriate regulatory framework that she talked about? Science-driven industries critical to our future prosperity, such as space, autonomous vehicles, batteries and steel, are not even mentioned. Labour has committed to an industrial strategy council on a statutory footing. Do Government have an industrial strategy?

The framework rightly says that procurement is key to innovation. Why, then, have the Government objected to our amendments to the Procurement Bill to ensure that procurement is not captured by cronyism? The Government committed to £22 billion of science funding by 2027. Will the Secretary of State say what the current funding commitment is now? How much of the £370 million mentioned in the framework is truly new? If it is new, how is she paying for it? The Government promised that science spend will double, but the framework talks of raising science spend outside the greater south-east by only 40%. That suggests that our regional centres of innovation will not benefit from this increased funding. Is that all she has to say about the importance of regional innovation? What of the clusters that the Science Minister talks up so much?

Start-ups and scale-ups are key to sustainable green growth, but the £10 million uplift to the seed fund mentioned here would not meet the early-stage funding requirements of one future Google. Will the Government adopt the recommendations of Labour’s start-up and scale-up review to drive innovative growth across our country?

The biggest question is what is not in the framework—Horizon Europe, the world's biggest science programme. Did the Secretary of State really think that she could get through the statement without even mentioning it? Thanks to the Tories, our brightest and best UK scientists are still having to choose between the funding that they desperately need and the country that they love. British research and British business are feeling the chilling impact of not being part of the world’s greatest scientific collaboration. Can the Secretary of State confirm that now that the Windsor framework has been agreed, Horizon association will follow? Specifically, will the Chancellor’s Budget next week include association funding?

Labour believes that innovation and science are critical to building strong and self-sufficient national and regional economies. We see a clear path from investing in scientific research to the jobs that people can raise a family on. With our ambitious national missions, Labour would stoke the innovation engine to drive high-skilled growth, access new and diverse talent pools and catalyse regions that have been left out of science investment. I fear that this framework is another wish list designed to be shelved or scrapped at the earliest convenience of a Government addicted to sticking-plaster policies. Only a Labour Government, with our long-term industrial strategy, will deliver the science sector and the jobs that our country needs.

I thank the hon. Member for her comments, but in reality it is this Government who are here today delivering jobs and a better future for the British public. As I said in my statement, we are focusing not only on actions today, but on a strategic long-term approach to ensure that we are a science and technology superpower by 2030.

The hon. Member said that there are more technologies than the five that we have identified. Of course there are. The ones we have identified are the key strategic ones, but there is a great deal of work that my ministerial team and I are doing. On funding, we are investing £20 billion by 2024-25, as we have said on the record. The £370 million that we announced yesterday is a new spending commitment that we had not previously outlined. On geographical spread across the nation, we have made a strategic commitment to ensure that 55% of the spend is outside the south-east.

The framework that we have set out is just one part of the work that my Department is doing. Let us not forget that it was established just four weeks ago. In one month, we have not only published a comprehensive framework plan, but got on with key actions to drive the agenda forward. This Government mean business. We have worked very hard in the past few weeks to talk collaboratively with industry and with researchers.

I am not going to take the Opposition’s word about what is wrong. Let us have a look at what experts and people on the ground have to say. Professor Sir Ian Boyd, president of the Royal Society of Biology, says:

“Science and technology is already a central plank of modern life. Putting this centre-stage in government strategy is essential and welcome.”

Professor Julia Black, president of the British Academy, says:

“The Department for Science, Innovation and Technology’s announcements reaffirm the Government’s ambition to put the UK at the forefront of global research, development and innovation”.

I could go on all day long, because our announcement has been wholeheartedly welcomed.

The hon. Member asked about Horizon. This is an announcement about our framework—that is what is on the annunciator screen—and not about Horizon, but I will answer her question anyway. We have not changed our position on Horizon. For the past two years, we have tried to associate. It was in the original deal, and we welcome the comments from the EU. Of course, terms would have to be favourable for the UK—we have lost two years—and we would have to ensure value for money for the taxpayer. We cannot wait around for another two years, because we want to put our researchers first. That is why we have done the responsible and right thing and worked up a plan B, which stands ready should we need it, but our position on Horizon has not changed. We look forward to continuing our conversations with the EU.

It is a great pleasure to welcome my right hon. Friend and her ministerial team to their positions. It has been some years since a Science Minister stood at the Dispatch Box as a Secretary of State; I hope that she and her team will have a very successful tenure. I warmly welcome the priority that the Government are giving to science and technology at one of the most exciting times for it since the first industrial revolution. My Committee looks forward to welcoming her to discuss her work and the framework.

I have a few specific questions. First, can my right hon. Friend commit that the £1.65 billion from the science budget that was returned to the Treasury last week as part of the supplementary estimates will go back to the science budget and has not been lost? Secondly, I am interested in what she says about Horizon. Will she say when the negotiations will begin? She rightly says that they cannot go on forever, but how long will she allow them to continue before plan B is enacted? Finally, what mechanisms are in place to ensure that in areas such as battery technology, which is a responsibility of her Department, of the Department for Business and Trade and of the Department for Energy Security and Net Zero, there is a united and coherent approach across Government so that investors know what the policy is and who to deal with?

My ministerial team and I look forward to working with my right hon. Friend’s Committee. It was good to speak to him yesterday. As I said then, funding remains available to finalise association with EU programmes. In the event that we do not associate, UK researchers and businesses will receive at least as much as they would have through Horizon over the spending review period.

The Government have stepped in to continue to support the UK’s world-leading R&D sector. We have extended the Horizon guarantee until the end of June 2023, as we announced yesterday. The Government have provided £882 million to date via UKRI through the guarantee and they will still deliver their commitment to invest £20 billion per annum in research and development by 2024-25. That is not impacted by the £1.6 billion to which my right hon. Friend refers.

On Horizon, as I said to the hon. Member for Newcastle upon Tyne Central (Chi Onwurah), we have not changed our position. We continue to try to associate with Horizon, and we look forward to engaging in more deep and meaningful conversations with the EU on what is possible as we work out the potential options. I will keep my right hon. Friend and this House as informed as possible as plans develop.

I welcome the creation of the new Department and welcome the Secretary of State to her position. I thank her for advance sight of her statement.

The framework should be seen very much as a starting point. I have to say that the Secretary of State’s comments on Horizon will not give the sector much assurance at the moment. That view is echoed by the Royal Society, which says:

“The extension of the funding underwrite announced today is a welcome intervention”

as a safety net,

“but it is yet another sticking plaster, when the ultimate goal needs to be speedy association”.

Sir Paul Nurse’s review also describes Horizon Europe association as essential, so we need a timeframe for when a decision on Horizon will be taken. We have been hearing from the Government for three years that their intention and hope is that there will be such an association, but we need a timeframe.

Dr Tim Bradshaw of the Russell Group has said that the £370 million of new funding falls far short of the £1.6 billion that had been earmarked for research collaborations with the European Union, so it would be useful to know how the Government can continue promoting science in the UK when they are driving down funding in comparison with what was provided before Brexit.

The framework commits to establishing

“competitive advantage in attracting international talent to the UK”,

but Royal Society analysis has shown that work and study visa fees are up to six times higher than in comparable science nations. What plans do the Government have to reduce visa fees in line with other science nations?

The Secretary of State has chosen future communications as an area of focus. In 2020, a $500 million stake was invested in OneWeb to support such communications. Can the Secretary of State update the House on the progress of the OneWeb investment in terms of future communications?

Finally, we have been asking about the semiconductor strategy for many months now. When is it likely to be published?

On Horizon, the hon. Member seems to be rewriting history, which is slightly disappointing. We have tried for two years to associate. It was the EU, not this Government, that linked the issue with the Northern Ireland protocol. We now stand ready to continue those conversations. The £1.6 billion was earmarked for Horizon. We were not able to affiliate and associate with Horizon, which is why the money is no longer available, but we stand committed in terms of our record investment of £20 billion, which we have pledged for 2024-25.

On the conversation around attracting talent, we think it is very important that we are supporting industry and the opportunities available, so there are jobs in this country for people to come to and so they will want to forge a life here.

The semiconductor strategy will be out imminently. We have been doing a great deal of work to ensure that it comes out in exactly the right place.

The Secretary of State will know that there are acute shortages of teachers in STEM subjects. She may well also know that we on the Science and Technology Committee looked into the lack of diversity in the STEM workforce, but there are only limited references to that in the framework. Yesterday, the Minister for Women, my hon. Friend the Member for Lewes (Maria Caulfield), set out plans to increase the number of women working in STEM. The Prime Minister has made it clear that he wants to see all children studying maths until the age of 18, and I know that the Education Secretary is passionate about STEM subjects at school. However, it is not entirely clear where the Secretary of State’s Department sits in all this. Will she clarify the position? Which is the lead Department when it comes to ensuring that we improve STEM uptake and, indeed, diversification in both schools and workforces?

On the way the framework will operate, in many of the areas, there will be a lead Department, but we will be working to hold the Departments to account, while also collaborating with them. The Department for Education will lead on the education and skills element, but we will of course work closely with it, because we have a vested interest in ensuring that the framework delivers and we can meet that goal of a science and technology superpower by 2030. However, I want to reassure my hon. Friend that the examples given in the framework are intended to provide a flavour of what every Department will be doing; they are not an exhaustive list. Departments will be coming up with more policies and ideas over the coming years, but they will all have to be linked with the framework, because this is a Government who will be strategic and relentlessly focused.

The Secretary of State says that her ambition is to send the message around the world that the UK is a leader in science and technology, and I share that ambition, but, sadly, the Sir Paul Nurse review of research and development—published today—says that funding provided by the Government is limited, and below that of other competitive nations. In fact, the UK is 27th out of 36 OECD nations when it comes to Government funding of R&D. If the Secretary of State is serious about this ambition, as I truly hope she is—and it would be helpful if she listened to what I am saying—will she commit today to assuring the House that, by next year, the UK will be No. 1 among all the OECD nations in respect of Government funding of R&D?

What I can do is reaffirm the commitment that by 2024-25 we will have a record level of R&D spending in this country: £20 billion. Rather than simply standing here announcing endless pots of money, we are being strategic in our spending, and working with the sector when we come up with our policies and plans.

I welcome the statement and wholeheartedly support it, but may I remind the House that science is a global endeavour? If we are to deliver on the ambitions set out in the framework, we will need to work with our partners. May I ask my right hon. Friend to look at the visa system in particular to ensure that it does not act as a barrier to attracting world-leading scientists and technicians to the UK to help us to deliver on those ambitions?

I completely agree with my hon. Friend. Part of the framework is about our international collaboration with partners. Of course we need to grow our own talent, a point made earlier by my right hon. Friend the Member for Tunbridge Wells (Greg Clark), but we also need to attract talent, and to ensure that our visa system—as well as many other factors—enables that to happen. I will continue to work on that issue across Government.

Horizon is about collaboration, not just money. May I urge the Secretary of State to impress that on the Prime Minister? She will also be aware that confidence in the life sciences sector is fragile at present, whether it be in relation to R&D tax credits, the voluntary scheme for branded medicines pricing and access, or Horizon, and that we have fallen from fourth to 10th among the best countries in which to conduct late-place clinical trials. What is she going to do about that?

It is, of course, important for us to create a favourable economic climate for business to prosper. As for regulation, it will be at the heart of our work. We have already commissioned Sir Patrick Vallance to publish a report on the regulation of emerging technology, which will be published imminently, and we will be doing “deep dives” into how we can get the regulatory framework right in order to support innovation, technology and science that is based in the UK.

I welcome the Secretary of State and her team. I hope she will join me in celebrating the achievements of Oxfordshire’s researchers, not just at the universities but in the great science parks: they are, I am sure, four square behind her visions. One of the big issues that they raise with me is the “attracting talent” strand, so I am glad she has raised that subject. Horizon Europe is a big part of it, but it was not just the money but the ecosystem that was important to those researchers. However, will the Secretary of State look again at the visa system, and specifically at the costs? Analysis from the Royal Society shows that the cost of obtaining a visa for researchers to come to our country is about six times higher than the cost among our competitors. Will the Secretary of State speak to the Home Office about that?

What we really want to do is provide the research community with complete clarity and the certainty that they have not been able to have for the last two years while we have waited around trying to associate with Horizon. As I said at the outset, we want that process to be relatively swift. As for the question of visas, of course we want to attract the brightest and the best. Part of yesterday’s announcement was about how we are going not just to wait for people to want to come here, but to be proactive and to utilise our global talent network to go out and find them and to persuade them of the value of locating and working in the UK.

I warmly welcome my right hon. Friend and constituency neighbour to her position. Does she agree that one area of outstanding science in the United Kingdom is in the Arctic and the Antarctic? Our polar scientific research is superb, thanks to the National Environment Research Council, the British Antarctic Survey and the 78 universities with first-class polar research departments. I have not had a chance to read her framework paper, but what more can the Government do within the framework to encourage polar research, which is so superb in this country but needs more co-ordination and, of course, always needs more encouragement from the Government?

I commend my hon. Friend for all the great work that he does and has done consistently over the years. I know that he held a meeting here to dive deep into this issue again and to raise its profile. Of course the work is important geopolitically, but it is also important to addressing net zero. We work closely with partners. I should declare an interest, in that I have a long-standing experience and love of the higher education system. I also co-chair the Higher Education Commission with Lord Norton.

I like a lot of the stuff that the Secretary of State has said today, particularly what she has said about having a much more focused Department, but I should warn her that my hon. Friend the Member for Cambridge (Daniel Zeichner) is right: morale is low in the higher education sector and we need to put that right. We also need the resources of good management in universities. We must make them open to dialogue and partnership with local businesses, small businesses and big businesses. I ask the Secretary of State please to look closely at that innovation and enterprise.

This is at the heart of the Nurse review, which talks of the diversification of the research sector and how we can open up the opportunities that the hon. Gentleman has described. As a former higher education Minister, I know only too well the challenges that universities can face in this regard. My policy is always an open-door policy, and I work closely and in collaboration with the universities to break down some of those barriers and create those opportunities.

I warmly welcome my right hon. Friend’s statement The third element of her framework plan was growing private and public investment to boost productivity. Does she agree that what is crucial is not just the development of new ideas but their implementation, because that is how productivity will be boosted? Will she ensure that there is a focus throughout Government on implementation and scale-ups, given that all Departments can play a role in the delivery of progress?

My hon. Friend is right. It is not just about the funding; it is also about the implementation, the focus and a strategic approach, which is why this Government want to lead from the front. We need to focus not just on start-ups but on scale-ups, which is one of the things that has held us back in the UK, especially in the tech sector. My Department will play a critical role in supporting the industry to tackle this.

York has already framed its future economy, whether through Buy Yorkshire, with 4,000 more jobs for our city and region, through digital and advanced rail, which is currently providing 5,500 jobs and has the ability to grow, or through the emerging digital creative sector, which is an exciting innovation across York. However, the Government have been slow in giving that support and getting the money out of the door. We are frustrated because we want to press ahead, so how will the Secretary of State deliver for our city?

I welcome the joining together of these strands of Government, not least because of the broadband programme, and my right hon. Friend truly has the opportunity to be the Secretary of State for growth. That is hugely important. Does she agree that it is the UK’s leading role in the regulatory space that allows us potentially to be a world leader in the regulation of areas such as artificial intelligence, where there is not only a vital national security angle but a vital economic opportunity that we can seize at this unique moment in that technology’s history?

Exactly. As my hon. Friend points out, this is about regulation to create innovation, and we need to get those regulatory frameworks right. Indeed. When we talk about our science and technology agenda, this is not just to support big tech; it is to support all businesses, including those small and medium-sized ones, which we hope to be able to support to scale up and continue to grow and create jobs. At the heart of our plans, the hon. Gentleman will see how we can support them in a range of different ways through the 10-point plan and by being strategic across Government, from our approach on skills to our approach on regulation. And let us not forget that this Department is coming forward with a number of pieces of legislation, including the Data Protection and Digital Information Bill, which will help to support businesses to get rid of some of that unnecessary burden, and the digital markets Bill, which is focused on freeing up some of those small businesses and unlocking opportunities for growth.

Research projects at Welsh universities face an immediate cliff edge with the end of European funds, which will run out at the end of the month, endangering 60 projects and 1,000 jobs. This affects the whole of the UK, but there is a specific issue in Wales due to the concentration of European funding there over the years. Can I therefore use this statement to ask the Secretary of State whether she will discuss with the Treasury the need to announce bridge funding in the Budget next week to protect these projects while the replacement funding is settled?

The Secretary of State knows that we are technologically and scientifically ready for the small and medium reactors that we need to roll out across the United Kingdom. They are world beaters. Will the Secretary of State include this in all the principles that she is putting forward today, because it is absolutely vital? We need the energy and we also need to sell these reactors, because they are superb.

I completely agree with my hon. Friend. This highlights how the Department will be working hand in hand with other Departments. On this agenda, we will be working closely with the Department for Energy Security and Net Zero. It is our Department that will be focusing on innovation and the technologies of tomorrow, but it is incumbent on us to work with the other Departments to deliver them in time to be ready for tomorrow.

The issue with Horizon is that UK-based researchers were able to take more from the scheme than the UK Government contributed to it. The Times reports today that the Prime Minister is said to be sceptical about Horizon:

“He thinks it’s a very expensive way to fund a lot of small academic collaborations which don’t really change the world.”

Does the Secretary of State recognise that science is an international endeavour, that incremental developments in science do change the world and that the UK would be a net beneficiary of Horizon if only we could associate?

The entire point of our announcement yesterday was that we believe that science and technology can change the world. We also believe that they can change people’s lives here in the UK, and that is why we made our announcement on the actions we are taking now and on the long-term framework, so that we can be proactive as well as reactive. As I have said on Horizon, our position has not changed.

As somebody with a maths degree, I am naturally very supportive and enthusiastic about a Government Department dedicated to science, and I very much welcome the new framework to proactively position the UK as the science superpower. I can confirm that my constituency, where almost every village has a science park, will do more than almost any other constituency to try to turn that vision into a reality. We already have a thriving herd of unicorns, a vibrant community of Nobel prize winners and laboratories everywhere stacked full of researchers, a lot of whom were funded by the Horizon programme. I welcome the Secretary of State’s statement that the Government want to reopen negotiations on Horizon and that they are open to that. I accept that she cannot commit to the outcome of negotiations while they are going on, and it is good that she has a plan B in her back pocket, but negotiations create uncertainty and I wonder what reassurance she can give to my formerly Horizon-funded researchers that they will not lose their funding until we get a long-term solution.

We have taken a great deal of learnings from the operation of the vaccines taskforce, and we have been deploying those learnings, as we can see from the life sciences missions that we have put into process. One of the key learnings relates to the work we do with industry, and also our ability to work much more quickly and to cut through red tape and regulation. My hon. Friend will see from my Department a relentless focus on cutting down that regulation, getting the regulatory framework right and cutting away some of the unnecessary bureaucracy that is holding back our nation from excelling even more.

Thank you, Mr Deputy Speaker—last but not least.

I warmly welcome this statement, and I welcome the Secretary of State and her fantastic team to the Front Bench. This statement is great news for science, and the £370 million deposit towards turning the UK into a science superpower is welcome. My constituents will be glad to hear it, as we are trying to get the Ulverston life sciences cluster off the ground. Will the Secretary of State agree to meet me and the GSK taskforce to see how it can best engage with the strategy and take it forward?

I would be delighted to meet my hon. Friend to discuss what is happening in his constituency. I think it will improve his constituents’ lives with more jobs and better paid jobs, but it will also improve the lives of all our constituents. This is how we drive forward our economy, how we grow our economy, how we create better paid jobs, how we improve our healthcare and how we tackle climate change. My constituents are asking me for all those things, and it is this Government who are delivering this proactive, outcomes-based approach.

Online Abuse (Reporting) Bill

February marked a watershed moment for science, innovation and technology in the United Kingdom. For the first time in our history, we created a Government Department that concentrates our best minds around a single mission: making Britain a science and technology superpower—one that uses discovery and innovation to solve the problems that are priorities for the British people.

Our vision for the Department for Science, Innovation and Technology starts from an extraordinary position. This is a nation that last year joined only China and the United States by having a tech sector worth $1 trillion. We beat China, Japan, Korea, France and Germany in the global innovation index—and attracted more tech investment than the latter two combined. On average, our universities have produced a Nobel prize winner every year for the last two decades, and four of our universities make up the global top 10.

We have an incredibly unique and powerful platform from which to grow and innovate for the benefit of the British people, which is why I plan to take a ruthlessly outcome-focused approach to this new Department—ensuring that, in both the short term and the long term, our work is improving people’s daily lives in ways they can feel and see around them.

This Government’s vision for the future is an NHS that uses artificial intelligence to find, treat and reduce illnesses such as cancer and heart disease so that we have more time with our loved ones. We should have local transport services that allow us to travel faster, safer and cleaner than our parents did. The schools of the future should be powered by the kind of technology that unlocks hidden talents in every child no matter where they live. As the “Department for the future”, our focus will be on how we can use science, technology and innovation to ensure that the British people live longer, safer, healthier and happier lives.

Such an important goal requires immediate action, which is why my first few weeks as Tech Secretary have been focused relentlessly on action and delivery. I see this as a once-in-a-generation opportunity to send a clear signal around the world that Britain plans to lead the way in science, innovation and technology.

Today I have published “The UK Science and Technology Framework”, which sets out the Government’s goals and vision for science and technology in an enduring framework that will see us through to 2030. It has been developed in close collaboration with the UK science and technology sector, and represents a commitment to scaling our ambition and delivering the most critical actions needed to secure strategic advantage through science and technology.

The science and technology framework is the strategic anchor that Government policy will deliver against, and which the Government will hold ourselves accountable to. We will have a clear action plan for each strand of the framework in place by summer 2023 and delivery will be overseen by the National Science and Technology Council.

Immediate investments to get us started delivering against the framework will include:

£250 million for technology missions in AI, quantum and engineering biology. This is part of our commitment to the five key technologies found in the science and technology framework, which also includes semiconductors and telecoms.

A £50 million uplift for UK Research and Innovation’s world-class laboratories fund. This will help research institutes and universities get on with the cutting-edge scientific research that saves lives, supports our economy and society, and protects our planet.

The Government are investing in the most powerful form of computing, the formidable “exascale”, which has the ability to solve massive societal issues such as energy sustainability and support thousands of businesses. This is complemented by a new dedicated public compute programme for AI research of scientific importance.

We are providing £10 million in the UK innovation and science seed fund—UKI2S—an early-stage venture fund providing patient capital and support for businesses emerging from the UK’s publicly funded science and knowledge base.

Further still, we are investing in a research data cloud pilot, to enable us to help ensure that our researchers can access the information they need to develop the transformative technologies of the future. The pilot will test methods for improving data sharing for research, and harnessing its value for science and innovation.

This is also a Government that are looking for opportunities to test different models of funding science, to support a range of innovative institutional models, such as focused research organisations, known as FROs, working with industry and philanthropic partners to open up new funding for UK research. For example, we are working with a range of partners to increase investment in the world-leading UK Biobank, to support the continued revolution in genetic science.

On top of this, the Government are investing up to £50 million to spur co-investment in science from the private sector and philanthropy to drive the discoveries of the future, subject to business case approval. We are delighted to confirm that we are already talking to Schmidt Futures, a philanthropic initiative of Eric and Wendy Schmidt, about additional support of up to $20 million.

I am also delighted to announce the return of PsiQuantum to the UK. Supported by £9 million in Government funding, PsiQuantum’s decision to establish a quantum computing research centre in Daresbury in the north-west marks a vote of confidence in the global competitiveness of the UK’s quantum sector, built up over the years of Government investment, and a vital boost to the regional economy.

These are just some examples of what will be a constant drumbeat of delivery and action from my Department. However, this will also be a Department that understands the importance of forward, strategic planning for achieving enormous goals, such as gaining superpower status. That is why we have published, or are very shortly publishing, responses to key reviews that will help to inform our work. These include:

Publishing Sir Paul Nurse’s landscape review of research, development and innovation. This sets out how our R&D organisations can work together to drive discoveries and innovations that will improve the lives of the British people.

Publishing the “Independent Review of The Future of Compute”, led by world-leading AI expert Professor Zoubin Ghahramani. Our response will ensure that we harness the power of compute to boost economic growth and address society’s greatest challenges. We are announcing today that we will be implementing two of the most important recommendations with immediate effect and Government will respond to the remaining recommendations in due course.

And the Government have just published our consultation response on cyber-physical infrastructure—CPI. This response outlines our plan to put Britain right at the forefront of the increasing convergence of the physical and digital worlds, helping our researchers and entrepreneurs to solve real-world problems in everything from transforming our energy systems to enabling sectors from agriculture to manufacturing to be more efficient and innovative, securing sustainable growth in these sectors.

These will form the basis of clear, decisive and forward-thinking plans that will be coming out of my Department, underpinned by our science and technology framework, which sets out our clear strategic approach in a 10-point plan. These points can be summarised as: identifying critical technologies; signalling the UK’s strengths and ambitions; investing in research and development; creating a pipeline of talent and skills; financing innovative science and technology businesses; using procurement to drive innovation; seizing international opportunities; improving access to physical and digital infrastructure; pursuing innovative, regulation and influencing global standards; and making the public sector more innovative. The Chancellor recommitted in his autumn statement to the largest ever increase in public R&D funding over a spending review period, with annual spend rising to £20 billion by 2024-25. This significant underpinning investment will be geared towards delivering the framework.

Of course, forming a key part of that framework and sitting at the heart of my new Department will be people and skills. Britain is home to some of the best scientists in the world, but this is no reason to be complacent; if we want to carry on punching above our weight in an increasingly competitive world, we must do more to secure better jobs for British people and attract international talent. That means making Britain the best place in the world to carry out cutting-edge scientific research, or to start and grow a technology business.

Take artificial intelligence. We are focusing on training more specialists, proactively attracting them from around the world and ensuring that they have the resources and equipment to innovate. We are investing an additional £117 million distributed by UKRI for centres for doctoral training, which will double the number of AI researchers we are training and comes on top of the existing commitments we made in the AI sector deal and continued in the national AI strategy, including the initial £100 million in the AI centres for doctoral training, £46 million in Turing AI fellowships, and up to £30 million AI and data science conversion course scholarship programme, all of which will help us develop the best and brightest right here in the UK.

AI can speed up the discovery and development of life-saving drugs, and help us to monitor air pollution in our communities and find new ways to cut it. That is why the Government have today tasked our trade commissioners, ambassadors and the wider global talent network with finding the next generation of AI leaders from around the world, showcasing our fantastic offer, and matching them to specific opportunities. We will find and attracted talented people before they have won a Nobel Prize or created the next unicorn and help them to achieve those goals in the UK. We will also be delighted to welcome exceptional young people to the UK in July, as part of the global RISE programme, an initiative of Schmidt Futures and the Rhodes Trust.

I am also cognisant of the fact that Horizon and the UK’s position on it is an important issue to get right. Colleagues from across the House have raised it with me and I am grateful for the engagement so far. Our research community needs to see that the Government understand their need for stability, clarity and confidence. That is why I am announcing a further extension of the Horizon Europe guarantee to protect thousands of researchers from uncertainty.

This extension will support eligible, successful applicants, covering calls that will close on or before 30 June 2023. It will ensure that eligible, successful UK applicants will continue to be guaranteed funding and will receive the full value of their funding at their UK host institution for the lifetime of their grant, supporting them to continue their important work in research and innovation. Successful awardees do not need to leave the UK to receive this funding.

Our position has always been one of openness to discussions on research and innovation collaboration and that very much continues to be our position. We welcome the EU’s recent openness to discussions, following two years of delays. The EU has not yet made any proposals to address the financial terms of UK association, given that we are now over two years into a seven-year programme. We continue to be ready to work swiftly and constructively together on a range of issues including UK association.

Finally, I want to extend an invitation to Members across the House. With the agenda being set, immediate actions already being announced and a commitment to delivery, there is one final important element that will help ensure that these ambitious goals are achieved: your input and support.

My approach will be guided and shaped by an open-door policy, where I invite colleagues to raise issues, concerns and ideas with me at any time. Government achieve at their best when we collaborate and give everyone a voice in setting the priorities and plans for the future of our country. I look forward to working with you closely to deliver life-changing results for your constituents and for the future of the United Kingdom.
