My Lords, this month the people of Northern Ireland saw the political impasse breach 1,000 days—1,000 days without a functioning Executive, and 1,000 days without progress in education, health, infrastructure and many other areas of devolved competence.

The impact of this impasse has been acutely felt—perhaps most of all by the victims and survivors of historical institutional abuse in Northern Ireland. The Northern Ireland Executive established an independent inquiry into historical institutional abuse in Northern Ireland in 2012. The inquiry’s report was published the same month as the collapse of the Executive. As a consequence, the Northern Ireland Executive never considered the report and it was not laid before the Northern Ireland Assembly.

The victims have been left hanging for seven long years. This wait must now come to an end. That is why the Government committed in July to introduce legislation in Westminster by the end of this year, and why today we have made a fresh commitment to implementing the legislation and ensuring that victims and survivors receive an initial “acknowledgement payment” as soon as possible following the Bill’s passage.

I am grateful to the Minister for allowing me to intervene so early in his speech. I very much welcome this Bill and his urgency over it. Can he give the House any guidance as to how quickly this will get through? Many of us would support an accelerated programme, especially in view of the possible general election. It would be tragic for the victims of abuse if it were somehow to stall in a parliamentary logjam.

I welcome the noble Lord’s intervention so early in my speech, and I ask all those speaking today to speak in similar terms. With that assurance, I believe that I can move this forward very swiftly indeed. I believe that the usual channels will be consulted to that end, to ensure that we are not caught in the limbo of difficulty that might follow the announcement of a general election. I have no desire to see this carried over; I would much rather that it was done as quickly as possible.

I return now to the Bill. This legislation sets out the necessary legal framework to deliver two of the key recommendations from the historical institutional abuse report. The first is for a historical institutional abuse redress board to administer a publicly funded compensation scheme for victims in Northern Ireland. This will be a panel composed of a judicial member and two health and social care professionals. Appointments to the board will be made by the Lord Chief Justice and the Executive Office of the Northern Ireland Civil Service. The second is for the creation of a statutory commissioner for survivors of institutional childhood abuse for Northern Ireland, who will act as an advocate for victims and survivors and support them in applying to the redress board.

As noble Lords will know, providing redress for the victims and survivors of such abuse in Northern Ireland is a devolved matter. The Government are acting on behalf of the head of the Northern Ireland Civil Service and the Northern Ireland parties to enact the legislation here at Westminster. Crucially, the Bill has been drafted by the Northern Ireland Civil Service at the request of, and based on a consensus reached by, all of the main Northern Ireland parties. Sadly, Westminster is simply the only available vehicle for the delivery of the Bill at this time.

I have spoken to colleagues across the House and, in reference to the remarks of the noble Lord, Lord Hain, I believe that the message has been received loud and clear, both in this House and in the other place. If noble Lords can give the assurances that I seek, I will be in a strong position to ensure that we are able to make very rapid progress indeed on the Bill.

In relation to the payments themselves and the speed with which they can be made, Clause 14 of the Bill contains provisions to allow the redress board to make an initial acknowledgement payment of £10,000 to eligible claimants before the full consideration of their claim. Clause 7 also allows the redress board to take a flexible case-management approach to claims, to ensure that those who are elderly or in severe ill-health are considered as a priority. That means those who are in the greatest need of redress will get their payments more quickly. Clause 6 allows claims to be made on behalf of a deceased person by their spouse or children. Crucially, the Secretary of State has tasked officials and the Northern Ireland Civil Service to look at options for implementing this legislation as soon as it becomes law. We cannot lose a single day on this matter.

Regarding the ability for applicants to request an oral hearing—an issue that I know certain noble Lords have raised—the Bill includes provisions for oral hearings, at the discretion of the redress board, where it is necessary in the interests of justice. The provision ensures that oral hearings are available when required but will not act as an unnecessary delay to those cases in which oral evidence is not required.

On the criteria that the redress board will consider, it will consider a number of factors—including, importantly, the duration of an applicant’s stay in the institution—when reaching a final compensation decision. Each application will be decided on its merits on a case- by-case basis. Finally, on the role of the commissioner, Clause 25 enables the commissioner to make representations to any person about matters concerning the interests of victims and survivors, including the redress board.

In conclusion, the victims and survivors of historical institutional abuse have waited too long. Let us get this done. I commend the Bill to the House.

My Lords, there is complete support for the Bill right across the House. It is very welcome, but it is of course shocking that we are talking about generations of abuse and decades of waiting for the potential to resolve what has happened. The range of abuse shown in the report covers the entire gamut, and obviously the legacy of abuse for those who have survived, and those who sadly did not survive, is clearly long-lasting. Siblings have been split up, sometimes never to see each other again, or perhaps only meeting very much later in life. Parents and children have lost touch, and people have suffered psychological and physical trauma that has made them handicapped for life and, in many cases, deprived of the opportunity to fulfil their potential.

I welcome one or two specific matters in the Bill. In particular, I was pleased to note the explicit role of the commissioner, which is not just to publicise the scheme and advise, support and give help to people in applying for it. It is much more than money that we are talking about here, and the role of the commissioner in both providing general counselling services for those who have suffered, who maybe have not had them up to the point when they present themselves, and providing practical help with literacy, numeracy, education, employment, training and opportunity—particularly for those who are not so far advanced in life, as we are talking about the later years covered by the Act—to have some chance to make some positive development, in spite of the abuse that they have experienced, is welcome. I hope that the commissioner will be really active in involving people in that.

My other point is about the finance, the speed and the timing. I would be grateful if the Minister could clarify the position, both for me and for the benefit of those who may be taking advantage of the legislation. The specifics are that it will be financed out of the budget of the Northern Ireland Executive and Assembly, which are of course not functioning. It will require consent across the board, and it will have to compete with other services for funding. Many noble Lords have mentioned funding. The noble Lord, Lord Empey, for example, has highlighted how seriously underfunded things such as health and education are. One can see a problem here, unless some of this money is ring-fenced. It would be a travesty if, having got the mechanisms in place, the funding was not really there to deliver the scale. After all, we are talking about the possibility of somebody getting an award of up to £100,000 in addition to the extra services that they may require. That is not an insignificant sum of money, so I would be grateful if, in winding up, the Minister could share: first, some indication of what money will be put in in the beginning to get the process started; and secondly, anything positive he can say about how we can ensure it will be funded. The last thing we want is to be back here in a few years’ time complaining that we set up a wonderful scheme but people found it was slow and tedious, and they did not really get the resolution they had hoped for. Let us be clear: many people have died and many failed to get the support and recognition they needed in the time that they had.

That said, along with all Members who have taken an interest in this subject, the final point I would make is that, in this context, Northern Ireland is leading the way, ironically. Credit is due to the Ministers, civil servants and parties for that, but we have to be realistic. This kind of abuse was not confined to Northern Ireland. We know it happened in Scotland, England, the Channel Islands and of course the Republic of Ireland; that is not our responsibility, but nevertheless there is a legacy there. That being the case, let us hope that this proves to be a beacon, if you like, of how it can be done and that it is taken up by the other components of the United Kingdom to deliver redress for all those who have suffered institutional abuse, not just those in Northern Ireland.

My Lords, I welcome the Bill before your Lordships’ House and congratulate the Minister and officials on their efforts in preparing this legislation and moving forward quickly with this process. In these deeply fraught and uncertain times, when there are different views and opinions on a wide range of issues, I trust that there will be common ground and unanimity today in our efforts to deliver for victims of historical abuse. They have waited far too long.

I wish to take one moment to pay tribute to the work of the late Sir Anthony Hart, who chaired the inquiry which began this process. It investigated and revealed the depth and scale of the systemic abuse which was rife in our society. We must also acknowledge his expert team of officials, who worked efficiently and diligently during the Hart inquiry. The inquiry resulted in some key recommendations for redress, and that work was a vitally important step in the process of getting us to this point today.

For many victims of abuse, the Hart inquiry was the first time they had told their stories publicly. It must have been an incredibly challenging and difficult experience for them, and we should recognise that. After their bravery, many have been left without the much-needed assistance and support that they require. Sadly, a number of victims have since passed away without seeing any justice. It is therefore right and proper that their families should receive financial and mental health support, as families have suffered too.

Victims have shown great courage and bravery and extraordinary patience during their long campaign for redress. Lives have been destroyed, and some of their stories are harrowing. These victims have patiently continued to engage and interact respectfully with the Government and Members both here and in the other place. It is welcome that an interim advocate is in place. In reality, however, victims’ groups and families have done much of the work on their own for many years, without any additional funding or administrative support.

There is an understandable sense of frustration among victims and the wider public at the length of time this process has taken. Since the report and the initial findings three and a half years ago, this has been a long, uncertain process. This matter should have been addressed by a functioning Assembly, but, regrettably, the institutions were collapsed before a resolution could be found. For the victims who have suffered, this process was always about the truth. Regrettably, the report sat for too long before this process moved forward. The legislation is vital in getting some justice for those who have suffered. There is a huge amount of cross-community and cross-party support for progressing the Bill quickly. To do so would be an important step for the victims, who have waited long enough.

When one looks at international examples where similar schemes have been introduced, the institutions involved have taken responsibility and borne some of the considerable costs. One key example can be found in the National Redress Scheme in Australia. Through the Australian redress model, churches and other organisations responsible for institutional abuse opted in at an early stage to join the regular compensation scheme for victims. This was heralded by victim groups in Australia as a significant development. Also, in the Republic of Ireland, property owned by the responsible institutions has been expropriated. Can the Minister please confirm whether similar steps will be taken to adopt a group and institution opt-in approach to compensating victims, where costs would be contributed to by named institutions and groups involved? I would also be extremely grateful if he provided some clarity regarding the timetable for the rollout and introduction of the redress scheme.

These victims should be a top priority for Parliament. Many of them have lived for decades with mental and physical scars from childhood. This has been a long wait for justice. Today, we have an opportunity to stand up for them. We must progress this legislation, here in your Lordships’ House and in the other place. If Parliament can pass other measures relating to Northern Ireland in short order, as it has, surely it can swiftly pass this highly important legislation. Given the circumstances, the sooner we progress this, the sooner the redress scheme will be up and running for the victims. My party and I fully support the Bill.

My Lords, the Minister will be aware that I have been a frequent critic of Northern Ireland legislation coming to this House under accelerated passage, given that, in some cases, we knew a year in advance that it needed to be done at a particular time. However, like other speakers, I believe that there is an opportunity here not only for the use of that process, but to ensure, as pointed out by the noble Lord, Lord Hain, who is not in his place, that this legislation does not get caught up in any possible wash-up or changed and therefore lost. Our minds must be focused on the victims and their families, who would be dealt a cruel card if, having come to this stage, it was all snatched away again at the very last minute. I hope that, using the usual channels, it will be possible for the Minister and his right honourable friend in the other place to ensure that this legislation is dealt with. I believe that is the wish of the House and I am certain that it is the wish of all the political parties in Northern Ireland, and in this House.

Sadly, Sir Tony died earlier this year and has not seen the rollout of his recommendations. That is a shame but, to support the point just made by the noble Lord, Lord Browne, I have absolutely no doubt about the role of some the institutions that were involved and the need for them to take some responsibility. They and their insurers should not be allowed simply to get away in the smoke with the taxpayer taking up all the liability. I believe that the Minister and the Secretary of State have got that message.

It is sad that Stormont is not in a position to deal with this, but there we are. Parliament now has a responsibility to fill the vacuum and ensure that this is done. There are very few occasions when there is unanimity at home in Northern Ireland. Indeed, by the look of things around here, there is very little opportunity for unanimity here as well. However, the fact remains that this is an opportunity for that to happen. Let us make it happen and do something for the victims. Let them feel that they have been heard at last, and that the system is for once working for them, not against them. I support the Second Reading of the Bill.

My Lords, I shall certainly not disturb the unanimity, but may I say that it is heartening to note that the Secretary of State is following our proceedings? We hope that this will give added impetus to a very important Bill. It is a scandal that it has taken so long. It is very sad that it is over two years since the Hart report was published, and that Sir Anthony is no longer able to see what we are seeking to achieve on his behalf.

The biggest scandal of all is that this matter, which affects a number of extremely vulnerable people in Northern Ireland, has not been debated in full in the Assembly because the Assembly has not sat in the period since the publication of the report that is the foundation of this Bill. I pay unreserved compliments to my noble friend Lord Duncan, who has been indefatigable. Earlier this afternoon, he welcomed my suggestion that it would be very good if the Prime Minister went to Stormont and summoned all the Members of the Assembly there. As he has styled himself Minister for the union, let him tell them how keenly he feels for the union, and how important it is that they cast aside their differences and come together as an Assembly, with an Executive, to exercise the power that this Parliament has conferred on them. It is extremely important that this should happen; it is disgraceful that it has taken so long.

When my noble friend introduced the Bill, he made a very powerful, short speech, in which he said that he wanted to feel that he had the support of your Lordships in all parts of the House. I think he now knows that he has that support. I hope he and the Secretary of State will ensure that the Bill receives Royal Assent and becomes an Act of Parliament before any election day. There is a will for this to be done. There is unanimity in this House and in Northern Ireland, and it is crucial that we act.

My Lords, like all other speakers, I am entirely supportive of this Bill, and believe that we need to get on with it.

I have some questions, which I hope that the Minister can answer at the end of the debate. All the evidence about child abuse, whether physical, sexual or emotional, is that it is much more prevalent than people imagine. Revelations about past cases often lead to more people coming forward. The new abuse redress board and commissioner will likely shine a light on the tips of many new icebergs. Exposing the whole edifice of historical institutional abuse is a process which will take years, not months. Collecting the evidence will be a long and complex task, requiring detailed research and investigation. Yet the Bill is rather vague on how the board and the commissioner will be funded in the long term. I entirely agree with the points made by my noble friend earlier, but what is the Government’s estimate of the funding required to ensure that the board and the commissioner can function properly? Can he confirm that they will be given resources equal to the task of meeting the needs of the victims?

Clause 23 enables the commissioner to appoint an advisory board of victims of historical abuse. This strikes me as essential, but it is equally critical that the advisory board is diverse and properly representative of the different groups of victims. The House should consider whether such a requirement should be hardwired into the Bill. Clause 21 sets out the process of appointment of the commissioner, which is left in the hands of the Northern Ireland Executive Office, which will also have to approve the annual budget. Can the Minister reflect on how we ensure that these two provisions do not undermine the independence of the commissioner in carrying out their work? We have to ensure that the commissioner is well resourced, well advised and able to operate without fear or favour.

Meanwhile, a successful commissioner and a successful compensation scheme will be judged by the breadth of victims who seek to secure remedies and by the perceived fairness of the decisions taken in these cases. Can the Minister therefore look at the Bill’s provisions on who can make claims, and when they can be made? This is about two things. First, the Bill says that the claim must be made within five years of the scheme being advertised. It strikes me that because of the likelihood of one set of victims coming forward leading to another set being revealed, and because many of the victims are now in Australia, this might be too tight a timescale. How was the five-year position arrived at, and will the Minister look favourably at allowing claims for a longer period, perhaps at the commissioner’s discretion?

Secondly, the Bill accepts in principle that where a victim is deceased, a partner with whom they have cohabited should be able to claim on behalf of the estate; but it stipulates that the cohabiting partner must have lived with them immediately before their death. It is always difficult to legislate around family life, but has the Minister considered the possibility that some cohabiting partners may have lived with somebody for the majority of their lives—decades, perhaps—but for one reason or another had not in the days immediately before their partner’s death? Should the cumulative time together not be a factor in these difficult cases?

Finally, I want us to consider the role of the Independent Inquiry into Child Sexual Abuse and the impact its recommendations should have on the Government and on the commissioner’s work. Can we have some reassurance that the commissioner will draw on the huge body of evidence collected by this inquiry and, in turn, that the Government will look again at the strong case for mandatory reporting?

Getting the Bill done and getting it right could scarcely be of greater importance. Out there await, tragically, thousands of people whose lives have been wrecked by abuse in their childhoods: people who told the Truth Project that they felt safer in police cells than at home; people who said they tried to tell social workers about what had happened to them but had never been believed; and people who have said that the lasting damage inflicted on them by rapists and abusers leads them to a daily dilemma between living with what happens in their heads and killing themselves. We owe those thousands of people whatever measure of justice we can now attain for them after decades of being ignored.

My Lords, as has been made clear during the debate so far, this is hugely important legislation for a great many people in Northern Ireland, in particular those many young and vulnerable people who suffered at the hands of those who they should have been able to trust, whether in state-run or other institutions. I therefore have no hesitation at all in giving the Bill my fullest possible support. I know that it has cross-party backing from political parties across the community in Northern Ireland. My great regret, however, along with that of many other Members of this House, is that it has taken us so long to arrive at this moment. I will say a bit more about that shortly.

I commend the previous Northern Ireland Executive, under Peter Robinson and the late Martin McGuinness, for establishing the inquiry under Sir Anthony Hart in 2011-12. I echo my noble friend Lord Empey in paying tribute to Sir Anthony. I am by instinct not naturally drawn towards public inquiries but the Hart inquiry was widely regarded as a model of how a public inquiry should be run—in this case, efficiently, forensically and with great authority, along with compassion and deep sensitivity. Along with the former Secretary of State, Karen Bradley, I last met Sir Anthony at Hillsborough in May of this year to try to chart a way forward. At that meeting, one could not have been other than impressed by the sense of duty he had towards those who had suffered, his determination to do right by them and his frustration that, over two years after the publication of his report, the recommendations had still not been implemented. As my noble friend Lord Empey said, Sir Anthony sadly passed away in July. I hope that this legislation will be a worthy legacy of a kind and decent man.

Most of all, we should have nothing but admiration and support for the victims of historical institutional abuse in Northern Ireland, who have campaigned over the years with such determination, resilience and enormous courage. Their dignity, composure and bravery has been quite remarkable. That it has taken so long for this legislation to give redress to be introduced is unforgivable. As one who served in the Northern Ireland Office throughout this period, I am profoundly sorry for that. It is on those delays that I wish to very briefly comment.

As has been pointed out, the Hart report was delivered to the Executive in January 2017, a short while before the Executive fell. The Executive therefore had no opportunity to consider properly its recommendations. As a result, like so many other pressing matters in Northern Ireland, it fell into a kind of limbo, awaiting the re-establishment of devolved government.

I am a very strong supporter of the Belfast agreement and believe that we should do everything possible to uphold the devolution settlement. It was therefore understandable that, in the immediate aftermath of the collapse of Stormont, Westminster did not immediately rush in and some time was given to see whether the devolved institutions could be re-established. But we should not have left it as long as we did. Indeed, I felt that sometimes the issue was deliberately used by some as a form of leverage on the Northern Ireland parties to go back into government. Just as infuriating were the arguments put forward by some that, by acting in Westminster, we might somehow create a dangerous precedent. That was just wrong.

As I have said on many occasions, when people are suffering and seeking redress—whether it be the victims of historical abuse or victims of the Troubles awaiting some form of payment—they really do not care whether an issue is reserved or devolved. They rightly just want government action, particularly when there is no Assembly or the immediate prospect of its return.

I welcome the fact that the Northern Ireland Civil Service, under the leadership of David Sterling, was able to draft legislation. I am pleased to see the current Secretary of State here, following our proceedings, and pleased that his predecessor, Karen Bradley, was able to take this forward with the local parties. She was unfairly accused of stalling the legislation earlier this year and was subjected to vicious and totally unjustified media attacks. I can testify that nobody was more frustrated with the delays, or more determined to achieve the right outcomes for victims, than she was. However, she was keen to ensure that the legislation had the widest possible support, so that once it was brought before either Westminster or Stormont it could proceed apace, with little or no amendment. I strongly hope that that is the case with this Bill that the Government have now introduced. People have waited for far too long and the last thing they want is a protracted parliamentary process.

If there is a general election, and this legislation falls as a result, I hope that there can be some kind of cross-party agreement that, whatever the outcome, the Bill will be quickly brought back and fast-tracked through both Houses of Parliament. The victims deserve nothing less.

For many people in Northern Ireland, this legislation has come too late, and I totally understand and share the frustration and anger over the delays. The key now is to get on with it, and as quickly as possible, so that victims can receive the redress they both expect and deserve. I am pleased to support this Bill.

My Lords, like other Members of this House, I support the Bill before us this afternoon. I welcome the fact that the Minister is very aware of the urgency in dealing with this issue. There is unanimity around the House on trying to get this Bill over the line sooner rather than later. Some of these victims have lived for over 70 years with the abuse they suffered at the hands of these institutions. Some 30 victims have already died, and every day more are dying. It is very important that this House deals with this.

There was relief after agreement was reached by the main Northern Ireland political parties that the issue be dealt with here at Westminster. Some noble Lords have mentioned the Assembly and the Executive. Sad to say, this issue should have been dealt with by our local devolved institutions in Northern Ireland. As I said earlier, when the noble Lord, Lord Lexden, asked his Question, I have continually questioned the process which the Government and the parties have been involved in for almost three years and which has not delivered devolution for Northern Ireland. We all question that process.

For the survivors, this about much more than monetary compensation; that is secondary to an apology from the state and the institutions responsible. This package enables them to move on with their lives in a better way and includes appropriate healthcare and support for the future. As some noble Lords have already said, the chair of the inquiry, Sir Anthony Hart, recommended compensation, a memorial and a public apology to abused survivors. It is sad that Sir Anthony did not live to see the victims get their compensation. I would go further: for years, he was the only voice that many victims had to highlight their plight.

I join other noble Lords in paying tribute to the Minister and his officials, and to David Sterling, head of the Northern Ireland Civil Service, and his officials, in getting the Bill thus far. It is their work that has enabled this issue to be dealt with in this House this afternoon. My noble friend Lord Browne spoke about the responsibility of the institutions and the contribution they need to make to the victims. He gave examples from across the world—of institutions in Australia, Canada, America and the Republic of Ireland having taken on this responsibility. I hope the Minister can give the House some commitment that the institutions will pay their contribution to the victims.

I understand that some 500 victims have come forward so far; I am told that there are about 2,500 victims altogether. What steps can the Government take to identify the victims who have not yet come forward to the inquiry?

Once again, I welcome the Second Reading of this Bill. I hope that it can be processed very quickly and become law sooner rather than later.

My Lords, in September 2011 the Northern Ireland Executive announced that there would be an investigation and inquiry into historical institutional abuse in Northern Ireland between 1922 and 1995. That announcement was welcomed, and the inquiry allowed the voices of those who were so grievously abused over many decades finally to be heard. Sir Anthony Hart, who was commissioned to chair the inquiry, was one of the most respected and distinguished judges of our time. The final report was published in January 2017 and, although it was debated on the floor of the Northern Ireland Assembly, it was never actioned, because of unnecessary political events that intervened. Although an election was held on 2 March 2017, Sinn Féin remained unwilling to permit the Executive to be formed and the Assembly to function.

However, six Stormont party leaders wrote to the then Secretary of State, Karen Bradley, asking her to legislate to compensate victims of historical institutional abuse. She decided to make the HIA payment an item for the Stormont talks. Sadly, that did not resolve the matter. She has since departed her post—we thank her for her service—but the present Secretary of State, Mr Smith, promised the HIA victims that he would progress the legislation with urgent priority. For more than a decade, campaigners have lobbied for compensation for victims of abuse in children’s homes. The inquiry exposed serious sexual, physical and emotional abuse over decades in children’s homes under the control of religious orders, charities and the state, and up to this moment justice has been denied. Many of the victims are now elderly, some are in poor health and others have passed away carrying the scars of their experiences to the grave.

Although the late Sir Anthony Hart pleaded with politicians to act on his recommendations and provide financial, social and educational support as a matter of urgency, it is only now that we have this legislation before your Lordships’ House. Action is urgently required and we must not allow anything—including a possible election—to hinder the passage of the Bill. Let us collectively determine to get this done, and let this deep injustice be rectified without delay. Indeed, our so doing will be a timely and lasting tribute to the late Sir Anthony, of whom it was said, “It was Sir Anthony who believed in victims. It was Anthony who delivered the truth when others failed”.

I do not believe that we should allow an election to intervene. Therefore, I ask the Minister three simple things: first, to assure us that accelerated passage will be used to progress the Bill; secondly, that the finances and funds are available to make the initial payments and the payments made whenever the final awards are made; and lastly, that the institutions responsible for this abuse are made to take responsibility not only in words, but by contributing to the funds to be distributed.

I thank the Minister and the Secretary of State for Northern Ireland for their commitment to getting this matter resolved, and I wholeheartedly support the Bill’s Second Reading.

My Lords, like other noble Lords, I am grateful to the Minister not only for bringing this legislation to your Lordships’ House but for taking the trouble to make clear to many of us in advance his personal wish, on behalf of the Government, to see the Bill go through as quickly as possible. It is very clear that all noble Lords are of one mind on this matter, and I do not intend to detain the House for any length of time. I mark what the noble Lord, Lord Caine, said in paying tribute to the First and Deputy First Ministers, Peter Robinson and Martin McGuinness, and Sir Anthony Hart, for their contributions to making this report possible. It is a matter of distress to us all, most importantly to the victims and their families, that it has taken so long, but we are moving forward and that, at least, is positive.

I also note what the noble Lord, Lord Hay, said about victims and about money. The noble and right reverend Lord, Lord Eames, knows very well the dangers of money being mentioned in terms of adverse events and experiences that people have had, and how it can do damage to a report if people get the wrong sense of it. However, it is clear that this report is not setting some arbitrary limit; it is trying to move as quickly as possible for those whose time is shorter, and then the rest can be dealt with later. That is a positive way forward.

The noble Lord, Lord Hay, also mentioned the victims. I want to flag up, from my experience as a psychiatrist in Northern Ireland, that while we think about those who have been abused as the victims—and they absolutely are—the consequences go way beyond this. When one of my colleagues, James Gilligan, a psychiatrist on the eastern seaboard of the United States, did work in prisons and institutions for the criminally insane, he discovered that the overwhelming majority of those who engaged in dangerous psychotic violence had themselves experienced some kind of abuse or violence. So many of the families and others with whom victims will have come into contact will have found themselves adversely affected because, while some victims end up working to protect others from any abuse, a substantial percentage become abusers of others. The consequences of all this are absolutely enormous—much greater than we know.

In that respect, I also want to note something mentioned by my noble friend Lord Bruce of Bennachie at the start of this debate; he said that, in a sense, in this whole tragic business Northern Ireland is taking a lead, and that the rest of the United Kingdom ought to pay attention. I remember learning as a young psychiatrist that there was an Egyptian psychiatrist in Northern Ireland who published a paper at the end of the 1950s in which he identified instances of sexual abuse in Northern Ireland. A number of people read this and said, “Well, we’re not too surprised about that happening in Northern Ireland, but of course it doesn’t happen over on this side of the water”. Not long after that, they began to discover that it was happening here in an enormous way. That has gone on to open up over the years in a catastrophic fashion. I wish to mark what my noble friend has said because it is entirely possible that this is the Northern Ireland instalment of something that may come to haunt people on this side of the water. We must be ready for that.

The financial consequences for Northern Ireland and beyond are extremely significant. The Minister will be aware that, in another completely different situation in Scotland, it is going to become apparent that public funds to pay for the amount of disadvantage that women have faced in employment practices there will be difficult to find. The consequences of that will be enormous, and it is quite possible that the financial consequences of this report will be much bigger than people imagine. So it should be for the victims, but that has knock-on consequences, as my noble friend pointed out.

No Bill is perfect, particularly one dealing with such a difficult situation. My noble friend Lady Doocey pointed out that there are issues to be raised, and I am sure the Minister will respond to them, but we should never, particularly in these circumstances, make the ideal the enemy of the good. We have to move forward with this as quickly as we possibly can.

It will be a very difficult and challenging business for those who work in the office of the commissioner. Dealing with these kinds of things will be a difficult process for the counsellors, therapists and civil servants who deal with the problems. They find themselves having to experience profound discomfort and difficulty. It be may wise for many of them to stay in the work for only a relatively short period because of the adverse consequences on their emotional lives of working with the degree of disturbance that they will experience in working on this.

However, I value the fact that the commissioner will be given responsibility not only for dealing with the mechanical, administrative and financial aspects but for ensuring that the victims receive the proper psychological, as well as social and physical, care that they desperately need. For many it will be only some kind of supportive assistance—the damage done is too great ever to be resolved—but at least there will be recognition of the pain and damage that they and their families have suffered. For that at least we should be grateful to the Minister and the Government, and for bringing this forward in what we all hope will be an accelerated passage.

My Lords, just under 20 years ago it fell upon me as the then Secretary of State for Wales to make a Statement in the other place on the north Wales child abuse inquiry, which had been chaired by another distinguished judge, Sir Ronald Waterhouse. It uncovered the worst example at that point of institutional abuse known in our country and eventually led to 72 recommendations, including the appointment of a Children’s Commissioner for Wales, which were then echoed in every other part of our nation.

Today, unhappily, we are considering very similar events. I, with many other Members of your Lordships’ House, pay tribute to the late Sir Anthony Hart, for the tremendously difficult job that he and his colleagues undertook. They oversaw and reported on a total abandonment of trust between adults and young people, and the destruction of innocence and, sometimes literally, of lives. It is a tribute to the then Executive and Assembly that they decided to set up this inquiry in the first place. There is an idea that the institutions in Northern Ireland were not working properly, but this alone indicates that they were. Together, they looked at a serious problem and decided to institute an inquiry upon it. It is not in front of us today, but part of Sir Anthony’s recommendations included a proper full public apology—I gave one on behalf of the people of Wales two decades ago, and, obviously, it should be done again—and the erection of a memorial somewhere on the estate in Stormont. That would be a truly proper recognition of the suffering of all youngsters over all those years.

Today, however, the House is charged specifically with agreeing to the appointment of a commissioner for survivors of institutional child abuse, the establishment of the historical institutional abuse redress board, and a proper system for compensation of the victims of abuse. Of course, the Opposition entirely, wholly and fully support the Government on this Bill, but I ask the Minister to consider some issues with regard to the detail. He might be able to do it now or at a later stage—but not too late, as we have indicated in this debate.

There should perhaps be a look at an immediate acknowledgement payment of £10,000 to those who meet the criteria, followed by a larger redress payment when full details have been clarified. Some have argued that there should not be an upper limit of £80,000, or £100,000 in the Australian case, because there may be some truly exceptional cases which require more, although I understand the constraints on the public purse. The Bill should allow applicants for compensation to request an oral hearing if they desire it—I hope the Government can consider that matter—and should require the redress board to have due regard to the advice that is given to it by the commissioner himself or herself. Finally, the criteria regarding the severity of abuse should take into account the duration of the stay in what were undoubtedly harsh environments.

I entirely agree with all the points your Lordships have made with regard to telescoping the Bill, because we live in unusual and difficult times. On the one hand, of course we need to raise the points I just mentioned and others by way of scrutiny—frankly, we have not had enough scrutiny of Bills in Parliament over the last number of weeks. However, I very much take the point that if we are on the edge of the dissolution of Parliament and a general election, we do not want the Bill to fall. Therefore, the Opposition will absolutely agree with anything the Government can do to ensure its swift passage in this place and in the other place.

The other reason, as a number of your Lordships have mentioned, is that some of the victims to which this applies are now old men and women—as old as me, because they go up to over 70. It is important to realise that, because of ill health and so on, we should deal with these matters as swiftly as possible, not simply because of the progress of the Bill but because some people might die before they can be compensated. We owe it to them and to society in Northern Ireland, as well as in the United Kingdom, to pass this admirable Bill. As I say, the Government have our full support.

My Lords, it was remiss of me not to pay tribute to Sir Anthony Hart at the outset of my remarks, and I should like to correct that now. Without his labours in this area, we would not be where we are. We all owe him and his memory a debt of gratitude.

We can move this forward quickly. Now, more than ever, it is essential that we do so, depending on what happens in the other place—perhaps even later today. It would be a useful legacy of this Parliament to deliver on historical institutional abuse in Northern Ireland; that would be an inherently good thing to do.

Specific points were raised, and I shall address them at the outset. On the question of the role of the institutions themselves, and sometimes their wider sponsoring bodies, we need to look at how they will be involved. That was one of the elements of the original report, and we will not lose sight of it. The Executive Office will indeed look at it very carefully.

On the question of adequate resourcing, we cannot move this forward without certainty of resource. That is a commitment that we can give here. The money will be met through the Northern Ireland block grant, it will be a statutory obligation and it will be entirely adequate to take this matter forward. The noble Baroness, Lady Doocey, asked how much would be set aside for this. Although it is difficult to say without knowing the full number of victims who will come forward, current estimates of the cost are around £243 million, which will be found for this issue. But that cannot be a cap; it will depend on the number of individuals.

The noble Baroness asked a number of other questions which I shall take in turn. The five-year time limit was a direct recommendation of the Hart report—recommendation 90—and agreed by all parties in Northern Ireland. It is important to note, however, that there is no limit on for how long the redress board will function to process all the applications thereafter. However, she is right to point out that it is difficult to ensure that all victims can come forward. That is why one of the key roles and responsibilities of the incoming commissioner will be to use every resource at their disposal to ensure that they identify and promote opportunities for them to come forward. The commissioner must recognise that purpose. The noble Baroness’s more specific question about cohabitation is difficult because it touches on the wider question of family life. We have tried to ensure that the clauses as drafted broadly fit in line with other pieces of welfare legislation. We have tried to be straightforward—in simple terms, trying to ensure that we can do that which is expected under other legislation.

The noble Lord, Lord Bruce, asked whether this will be adequately resourced. I should like to assure him that that is fully appreciated and understood. To do otherwise would be, frankly, remiss of us.

The noble Lord, Lord Murphy, raised a number of specific points and said that I might need longer to respond to them. I do not: I can respond to each of them right now, I believe. An immediate acknowledgement payment will be made. The individual themselves, if they are eligible, simply has to present their credentials and the money will be paid. Thereafter, a thorough investigation will necessarily take place, increased as appropriate, case by case. Yes, oral hearings will be possible, but not in every case—only where requested by the individuals. We would not want the process to be slowed down by the notion of automatic hearings, but we will in no way try to prevent them when necessary. Will the redress board listen and heed the commissioner? Yes, that is critical. That is the purpose of the commissioner; he must be able to express his views directly to the redress board.

On the wider question of the redress board touched on by the noble Baroness, Lady Doocey, it is essential that the board is constituted in the most diverse and sensitive manner possible. For obvious reasons, this is a challenging area and we must ensure that the individuals have full confidence in the board’s composition, integrity and functionality.

The noble Lord, Lord Murphy, asked whether the duration of an individual’s stay in one of the institutions would be a factor. Yes, it will; it will not be the only factor, but it will be taken into account as the consideration goes forward. On the question of an upper limit, at present it is set at £80,000, which can be adjusted on the basis of inflation. This helps us to try to encapsulate the overall costs, but I appreciate his point and I do not doubt that this issue will be revisited at some point in the future. I hope that the noble Lord accepts these responses as being adequate for his purposes, but if not, I will be very happy to write to him to provide the full clarification that may be required before we meet again. I do not want there to be any suggestion that our ultimate progress will be interrupted.

Perhaps I may bring the debate to a relatively straightforward conclusion. I think that there is unanimity in the House on this matter and that I have given adequate responses to all the questions which have been asked. On that basis, I believe that we can move forward using the expedited procedures to try to ensure that we bring together all the elements for the series of stages as quickly as we can. I will be in touch with noble Lords through the usual channels to determine how that shall be so, but it will be done as quickly as humanly possible. For obvious reasons, I would like the matter to be taken care of before the entanglements of any impending or future election. It is right that this is done now, and now we must pass the completed Bill down to the other place as quickly as we can so that it, too, can act with the same expedition as this House.

I thank the noble Lord for this opportunity to do so. I agreed to come back on certain specific points. The first was the question of whether the Bill could be included in a wash-up. From speaking with parliamentary lawyers, I understand that the wash-up exists only between Sessions, not between Parliaments, so it would not be possible for the Bill to fit into that category. I understand that there are ongoing discussions at the other end about whether there will be opportunities to take this matter forward there. Unfortunately, I cannot give a commitment here on behalf of the other place but, as I said, I understand that those discussions are ongoing.

It is clear that there has been a very strong consensus—not just one based on the natural rhythm of the House but one that has been adapted to make that point crystal clear. We send that message to the other House with a degree of unanimity, which is perhaps rare in a number of areas, not least in the area of Northern Ireland. On that basis, I hope that it will be received in the same manner in which it has been received here and that the usual channels will reach what I believe to be the right conclusion. However, I cannot commit to that on their behalf, although I wish that I could.

My Lords, I associate myself with my noble friend Lord Hain and indicate that the Opposition entirely agree with the Government on this Bill. It was, after all, a government Bill—the very first introduced in the House of Lords. We will do nothing at all to obstruct its passage either in this House or in the other place. To the contrary, we wish the Minister and his colleagues well in trying to get this legislation on to the statute book before the general election, because there are literally hundreds of people in Northern Ireland waiting on the Government’s decision on this matter.

My Lords, I understand and agree with what the noble Lord, Lord Murphy, has said. Perhaps the Minister could get across to his colleagues and the business managers in the other place the degree of anguish that would be caused by a failure to deliver this legislation, given that everybody in both Houses and in every party, both here and in Northern Ireland, supports it—a situation that is very rare. Such a failure cannot be explained away. We know that there is time next week—there will be two sitting days in the other place—and I cannot imagine that it is not possible to achieve this. I urge the Minister to make that point strongly to the Government.

Given the nature of the victims of this abuse and given that inquiries are also taking place in England, it behoves us all to show an example—to show that we are serious about it and that we intend to alleviate the suffering. I think that people would find it inconceivable that we would be incapable of delivering this legislation.

My Lords, I endorse what has been said without repeating the multiplicity of words. It will not be understood if this Bill does not reach the statute book. It is incredible that here we have something that unites everyone, yet we now find that we are struggling to get it to its last point. That will not be understood at all, and I find it incredible that we are even questioning whether that might arise.

My Lords, if we had not had our concerns about what the other place would do, I think Hansard would have recorded that this Bill went through all its final stages in about three minutes. It is beyond belief that, at the other end, the House of Commons cannot find a few minutes to deal with the Bill, given that I cannot believe that any Member of Parliament would raise any objection from any quarter. And even if they did, it would be on the head of the Member concerned. If this is not put to the House of Commons, I am sorry to say that it will be on the head of the Government, and I do not believe that the Government would want to go into an election having failed to deliver this.

I know that the Minister is entirely with us. Everything that we have done and said here is to support him, and indeed his colleagues in the Northern Ireland Office. I want to impress on the Government, through him, that this is something they would be well advised to find time for. They should recognise that there will be no understanding of an incapacity to find the few minutes that would be needed.

My Lords, I echo what has been said but simply add one point. If this historical institutional abuse of the most horrible kind had taken place in Surrey, Sussex, Kent, Yorkshire, or any one of the regions of England or in the nations of Scotland or Wales, do we seriously imagine that this Bill would not be speeding through the House of Commons immediately it followed its passage here? The answer is surely self-evident: it would have been dealt with. I would not like this Parliament to be in the position where it has failed the people of Northern Ireland, where it would not have failed anybody in Great Britain, because the MPs in Great Britain would make sure that the ruling party was held to account, as I know the Minister wants it to be.

My Lords, in my time in the Northern Ireland Office, I can say that this is the most important Bill, and one which, I think, we can take forward. It will leave here in rapid order, having been discussed for a needful time, but remarkably quickly. I thank all noble Lords for their work on this, which I know has been challenging and sometimes very difficult. The Government are very much of the view that this is an important Bill. That is why it was in the Queen’s Speech and first off the blocks to come into our House, so that we could move it forward. I hope that it will leave here with the momentum to carry it to where it needs to be. I hope that all those who have a role in this will fulfil that role.

It has been seven years since the Northern Ireland Executive established an independent inquiry into historical institutional abuse in Northern Ireland. Today’s legislation is based on an inquiry and report, undertaken by Sir Anthony Hart, that occupied 223 days of hearings. The Hart report investigated 22 institutions, but it identified a further 65 institutions that came within its terms of reference. The draft legislation was subject to a 16-week consultation process in Northern Ireland.

The House is clearly united on seeing justice and doing right by those who have been abused and who have waiting too long for recognition and a form of restitution. I thank the Government for prioritising this Bill and for getting it through before Dissolution.

I particularly want to mention some of those with whom I have worked closely: Gerry McCann and others from the Rosetta Trust; Margaret McGuckin, who is in the Gallery and who has been working on this since 2008; and Anne Hunter, who is also in the Gallery and whose sister, Sadie, died at Nazareth House in 1974. Although we celebrate the Bill, it is bittersweet for those who were abused, physically and otherwise, and who cannot be here today to see the conclusion of something for which we have worked very hard.

I am enormously grateful for the priority the Secretary of State has given to this issue. He has shown real compassion for the victims of historical institutional abuse. In his opening remarks, he rightly mentioned the long inquiry held by Judge Hart, who did an enormous amount to give a voice to the victims of historical institutional abuse.

May I encourage the Secretary of State, after this Bill receives Royal Assent later today, to ensure that a copy of the Act and a copy of today’s Hansard are sent to Judge Hart’s widow? It is a great sadness to us all, and particularly to his family and to the victims who met him, that he did not live long enough to see this day. It would be a fitting tribute to have the Act and a copy of Hansard sent to his widow.

The hon. Lady makes a very positive and sensible suggestion, and I am happy to do that. We spoke to Lady Hart last night, and Sir Anthony was, I think, perplexed by the slowness of us all to get this done. I will follow up as the hon. Lady suggests.

The draft legislation was subject to a 16-week consultation process in Northern Ireland, and the Bill was drafted by the Northern Ireland civil service at the request of, and based on a consensus reached by, all six of the main Northern Ireland political parties.

The inquiry’s report was published in January 2017, the same month as the collapse of the Executive, so the Executive never considered the report and it was not laid before the Northern Ireland Assembly. That is why, in July, the Government committed to introducing legislation by the end of the year, if the Executive were not restored, and it is why this was one of the first Bills in the Queen’s Speech.

This is the first Bill of its kind in the United Kingdom, with the results of inquiries in England and Wales and in Scotland yet to be completed. I hope this Bill will give some comfort and hope to victims of child abuse across our country.

Following the election announcement a week ago, there has been significant worry and concern from victims about how the Bill might progress. I thank the Prime Minister and Government business managers for facilitating the Bill today, and I thank Opposition business managers and Opposition spokesmen and women for coming to agreement and for working with us to ensure this Bill passes through both Houses before the election.

It is the true mark of the House that, when it comes to dealing with the most vulnerable in our society—those who suffered for a long time and who have waited a long time for justice—this House rises to the occasion. That sets an example we might send back home to Northern Ireland in calling for all the political parties to come together, to get back to Stormont and to get back to working on behalf of all the people of Northern Ireland.

I could not agree more.

I thank my colleague Lord Duncan of Springbank, Lord Hain and other noble lords and baronesses for their work in the other place last week. Many Members in the Chamber today have played a role in making today’s debate happen, particularly DUP Members, the hon. Member for North Down (Lady Hermon), the Chairman and members of the Northern Ireland Affairs Committee and many, many more.

The desire and push from Northern Ireland has been significant. On Sunday night, a number of members of the Government received a letter from a Catholic priest who represents the diocese of Down and Connor, which was the location of two of the children’s homes at the centre of the inquiry. He said that it is

“a matter of deep personal shame for me and for the Diocese that both homes were found by the Inquiry to have fundamentally failed the children in their care, enabling regimes of horrific and systemic emotional, physical and sexual abuse of children, as well as neglect. In the period before the Inquiry, I came to know some of the former residents of these homes and publicly supported them in their calls for justice and an Inquiry. Over the years of the Inquiry and since, I have watched as those who led this campaign and the hundreds of former children in care who took part in the Inquiry relived the horrors of their time in these institutions and the abuse they suffered there. As children, they arrived at these homes frightened, disorientated and with the simple hope of every child that the adults in their lives would respond to them with affection, understanding, tenderness and care. Instead, they were met so often with hard-hearted coldness, harsh regimes of sterile adult routine and lovelessness, as well as indescribable sexual and physical abuse. It is difficult to overstate the suffering that the former residents of these homes have endured and continue to endure as a result of their experience.”

On the final day of one of the most divided Parliaments in British political history, we can say, hand on heart, that we have all come together, worked together and pulled together to deliver this Bill.

It would be wrong if we did not pay tribute to the Secretary of State and his efforts to deliver this Bill. This has not been easy to achieve, and I know all the work done behind the scenes by my right hon. Friend the Member for Belfast North (Nigel Dodds), my party’s leader in Westminster, and by my right hon. Friend the Member for Lagan Valley (Sir Jeffrey M. Donaldson), our Chief Whip, and others to cajole and get this over the line. It is a fitting tribute to the Secretary of State, on this last day of Parliament, that the Bill will come into law. On behalf of the victims, their groups and people like Marty, Margaret and Gerry who contact us regularly, I thank the Secretary of State.

Unfortunately, Sir Anthony Hart, who led the inquiry, passed away earlier this year, but through his widow, Lady Mary Hart, I thank him and his team for their tireless work. I thank the other inquiry members, the Public Record Office of Northern Ireland, the Northern Ireland civil service, Northern Ireland Office civil servants, the Executive Office, the leaders of the Northern Ireland political parties and my predecessors, my right hon. Friends the Members for Staffordshire Moorlands (Karen Bradley) and for Old Bexley and Sidcup (James Brokenshire). They have all played an important part in getting to today.

Does the right hon. Gentleman agree that sometimes in this House there is a feeling that Northern Ireland gets neglected or is a sideshow, but this measure today shows that the Government and Opposition knew that this was a hugely crucial issue to the people of Northern Ireland and that getting it to the House today and through this procedure is a mark of this House’s responsibility and care for Northern Ireland?

The hon. Lady is right on that. I hope that if we can get this through this afternoon, we will be able to toast success for not only the Bill and the victims, but Northern Ireland itself.

This legislation will provide the necessary legal framework to deliver two of the key recommendations from the historical institutional abuse report. The first is a historical institutional abuse redress board, to administer a publicly funded compensation scheme for victims in Northern Ireland. This will be a multidisciplinary panel of one judicial member and two health and social care professionals. There are estimated to be more than 5,000 people who could apply for redress. No matter what country they live in, I urge all victims and survivors to apply: whether you are part of a victims group or whether you have lived with their abuse silently for years, please make use of this redress scheme in this Bill.

The Secretary of State is right to indicate just how important that progress is today. In outlining the steps that victims will take—those from my constituency in Kincora boys’ home, and others from right across Northern Ireland and beyond—and in asking them to apply without delay, will he give us some sense of the timescales associated with the process? When we get Royal Assent for this legislation, how quickly will the panel be established and be in place not only to receive but to consider those applications for redress?

I will come on shortly to deal with that question. The second part of this Bill creates a statutory commissioner for survivors of institutional childhood abuse for Northern Ireland, who will act as an advocate for victims and survivors and support them in applying to the redress board. Whether in fighting for support services or in ensuring that payments are made as quickly and as fully as possible, the commissioner will play a key role in delivering for victims.

It is important not only that we have the commissioner in place, but that the moneys available for compensation will range from £10,000 to £80,000. I wish to make the point about the De La Salle Brothers and what happened in my constituency at Rubane House, outside Kircubbin, where institutional abuse, both physical and sexual, against some young boys took place over a period. Those young people are adults now but they are traumatised. How will the trauma, and the physical and emotional effect it has upon them, be taken into consideration whenever they apply to the commissioner for help?

I hope that one of the commissioner’s focuses will to be look at the services to support those who come forward. That will require money and organisation, but it will be a key part of the role for whoever takes on the position of commissioner.

I have just been asked about this, so let me say that one of the key concerns of parliamentarians and victims’ groups alike is the swift payment for victims and survivors after the passing of this legislation. Victims have already waited too long for redress, and as we have heard, many have died doing so. Our thoughts are with their families. Clause 14 contains provisions that allow the redress board to pay an initial acknowledgement payment of £10,000 to eligible victims before the full determination of the total compensation is payable. Clause 7 allows the redress board to take a flexible case-management approach to claims to ensure that those who are elderly or in severe ill health are considered as a priority. Those in greatest need of redress will get their payment more quickly. Clause 6 allows claims to be made on behalf of a deceased person by their spouse or children.

Other key aspects of the Bill that are important to victims and survivors include provisions that allow the redress board to convene oral hearings, but in a way that should not create an unnecessary delay for those cases in which oral evidence is not required; the ability of the redress board to determine the rate of compensation based on a number of factors, including the duration of stay in an institution; and the ability of the commissioner for survivors of institutional child abuse for Northern Ireland to make representations to any person, including to the redress board. I also wish to confirm to the House that my Department is working closely with the Northern Ireland civil service and David Sterling to ensure that there is adequate resource and capacity for this redress scheme, so that it can get going as urgently as possible.

I am pleased to hear about the possibility of streamlining this process. Is there any indication that any of these payments will be made within this current financial year, irrespective of the bureaucracy of the hearings that have to take place? We have begun a project management team between the Northern Ireland Office and the Northern Ireland civil service. I know that David Sterling and the Executive Office have spent time this week looking at how things can be accelerated, but I wish both to acknowledge the need to move quickly and to recognise the fact that this will take a bit of time. We need to get this legislation through, and then we need to get on with how we can press forward with this.

I want to pay tribute to the victims groups that I have engaged with over these past few months and that have engaged with my predecessors and other political leaders: Survivors North West, Survivors Together, the Rosetta Trust, and SAVIA—Survivors and Victims of Institutional Abuse. They have campaigned on behalf of the people they represent with strength and dignity. Many victims are old and ill. They have not only had their childhood and lives blighted, but they have had to wait, year after year, for the child abuse and what happened to them to be recognised.

At each meeting with the victims groups at Stormont House, I noticed that Jon McCourt from Survivors North West had a small battered copy of the Hart report laid on the table in front of him. There was huge hope and trust in that copy of the report that there might finally be acknowledgement of what he and his friends had had done to them as children. Jon has held that copy of the report close, gripping it tightly for three long years, meeting politician after politician, civil servant after civil servant—anyone who could make a difference in getting redress. The battered cover of Jon’s report, once blue, has now faded. That report contains the grimmest details of the twisted blows laid on the hope and innocence of the children taken into care in Northern Ireland at different times over much of the 20th century. It details how the Kincora hostel in Belfast was completely captured by three child abusers for the same number of decades, leaving them free to anally rape and masturbate at will those boys they were meant to protect.

The report details the impact of the child migrant scheme to Australia. Witness HIA 324 describes his experiences in his statement, as follows:

“My life in institutions has had a profound impact on me. I have always wondered what it would be like to have had a family—a mother and father and brothers and sisters. I never got the chance to find out because I was sent to Australia. We were exported to Australia like little baby convicts. It is hard to understand why they did it… I still cannot get over the fact that I was taken away from a family I never got the chance to know. I was treated like an object, taken from one place to another… I have a nightmare every night of my life. I relive my past and am happy when daylight comes.”

HIA 324 was born in 1938 and was 75 when he spoke those words to the inquiries team in Perth in 2013, but he died before he could sign his statement.

The Hart report highlights how the congregations that supported the four Sisters of Nazareth homes were well aware of the physical and emotional abuse happening in those homes, but did nothing to stop it. The report details how the Sisters of Nazareth would regularly conceal or ignore the presence of the sisters or brothers of those children in their care, hiding them from them. The report details the assault of girls in Nazareth House, with one case in which a girl had her head banged against white tiles for not washing properly. She recalled that there was blood all over the white tiles, and she suffered hearing problems afterwards.

The report details how the Norbertine Order, and then diocese after diocese, failed to stop Father Smyth, a known abuser, from travelling the length and breadth of Northern Ireland and Ireland, abusing hundreds of children. The report confirmed that at Rubane House, boys were sexually abused throughout the four decades that the home operated. It was not just sexual abuse; page after page of the report details the bullying, the use of Jeyes fluid and the confidence attacks on menstruating girls and on young children who wet their beds. The report outlines failure after failure by statutory authorities and the Government to ask the right questions, to show basic levels of care, or to follow up on the condition of those children sent thousands of miles away to Australia.

The Bill, which we hope to pass today, cannot undo the acts perpetrated on the victims, and it does not extend to the other areas of the UK that are currently being addressed by the child abuse inquiry here in London and a similar inquiry in Scotland, but it will show to Northern Ireland victims that action has been taken, and I hope that in a short time similar action can be taken, through legislation, for the rest of the UK.

I started off by thanking the number of colleagues who have helped to get this Bill delivered today, those who have worked on the Hart report and those who have worked to support this legislation, but this is not our Bill; it is the Bill of the victims and survivors, and of their representatives, some of whom are present today. For anyone involved at whatever stage, it has been a humbling experience to work with Northern Ireland victims and survivors who suffered child abuse while in care. The resilience and humanity of the victims should drive us all in our daily responsibility to every child, whether through our families, our work, our responsibilities or our communities.

Victims were let down not just by the perpetrators and institutions, but by the Churches, councils and Governments who were meant to look after them—standing by, ignoring, not checking, turning a blind eye. People knew at the time. The De La Salle Order set down guidelines for the physical layout of its buildings to ensure that behaviour could be observed at all times—for example, on how windows should be placed in doors to ensure clear sight of what was going on in rooms:

“The Brother Director shall be careful that the parlour doors have glazed panels without curtains in such a manner that the interior may be easily seen.”

The ultimate legacy of the Northern Ireland victims and all child abuse victims, from the Hart report and from the Bill, must be for us all to ensure that we do everything within our power to protect children.

“When I was a child, I spoke as a child, I understood as a child, I thought as a child; but when I became a man, I put away childish things.”

Child abuse victims never had their full childhood and were then held hostage by the experiences that they had throughout their lives. I hope that the Bill goes some way towards providing Northern Ireland victims with redress, and for other victims throughout our country, I hope that their time for redress will come very soon. I commend the Bill to the House.

I have to say that this is not an easy day to be in the House—it is not an easy time to hear the Secretary of State’s words—and I pay wholehearted tribute to him for quite simply one of the most powerful speeches I have ever heard in my 22 years on these Benches. He spoke from the heart and he spoke from a deep humanity. We have to pay tribute to him for those words, which were extraordinary and remarkable. Please God, may they provide a grain of comfort to some people who have suffered for so long.

It is also appropriate that we mention Sir Anthony Hart, who did an extraordinary amount of work. We must pay credit to him. I also pay credit to the Secretary of State’s predecessor, the right hon. Member for Staffordshire Moorlands (Karen Bradley), who is present. She dedicated a huge amount of energy to this issue, as did her team and the Secretary of State’s team. I also pay credit to the Northern Ireland Office and the Northern Ireland civil service for the amount of work that has been done. How painful and agonising it must have been for them to have had to work in these circumstances. For me, to read the words is almost unimaginable, yet those to whom they refer are suffering a hundred times more than any of us could ever be.

As the Secretary of State said, the First Minister and Deputy First Minister agreed the terms of reference back on 31 May 2012; however, the inquiry goes back nearly 100 years, to 1922. Who can even begin to imagine the cavalcade of agony that has passed in those 100 years? Who can imagine those children whose bodies were broken, but whose hearts and spirits were also broken—who suffered in a way that, please God, we will never, ever have to contemplate again? When the Secretary of State quoted from St Paul’s letter to the Corinthians, it made me think about what the victims thought as children. What did those children think of the adult world—the place of safety that they were being taken to? What did those children think? As adults, did they have any trust, faith or belief in the base humanity, having faced that?

Today, we are undertaking a unique piece of legislation. There has never been a Bill like this on the Floor of the House—it has never happened in this way before. It is absolutely right and appropriate that we take extraordinary, unusual steps, because this is such an extraordinary occasion. We must place on record, here and now, our determination that this will never, ever happen again. Every one of us, be we lay, be religious, be we politicians—whomsoever we be, anyone of us who has any contact with children’s services must make absolutely sure and swear in our heart of hearts that we will never, ever walk by on the other side of the road. We should never, ever be those people who turned a blind eye, as we heard in the agonising statement from the priest that was read out earlier.

We cannot make it right—we cannot repair those broken hearts and broken bodies—but by doing what we will today, by offering some form of redress, some form of compensation, we will hopefully allow closure. We will hopefully be able to say that this House has heard. The right hon. Member for Lagan Valley (Sir Jeffrey M. Donaldson) spoke magnificently earlier about the way the House has risen. When we think of some of the activities that take place in this House, today’s statement shows in sharp relief some of the things that happen here that are less noble—that are often ignoble. Today, the House has risen to a higher standard. It is entirely appropriate that is on this occasion that we have risen.

There are many questions still to be asked. This is still a draining emotional occasion. We should pay tribute, once and for all, to the right hon. Secretary of State for the footwork he has shown. It is unheard of for legislation to come through in this way. As recently as last week, we heard that the Whips Office would not allow it and it was not going to happen, yet somehow, with the involvement of the Government, the Opposition, officials, civil servants and even the palace, the Bill has come to the House and will go through.

Let us thank Brendan McAllister, the interim advocate, for the work that he has done. Let us follow up on some of the interventions that have been made already by right hon. and hon. Members representing Northern Ireland parties, and let us take the opportunity to say that this is one of the rare occasions when the House comes together, regardless of our party and of any form of religious, political or social affiliation. We are as one in this House in swearing that this cannot happen again, this must not happen again and the victims must get redress, must get compensation, must get respect and, please God, must get closure on this.

The behaviour of politicians of all parties and of all communities in Northern Ireland has been exemplary. I know how difficult it is. I have met victims groups, as has the Secretary of State. To sit in a room opposite someone describing the most appalling nightmare—a nightmare that is hard for any human being to envisage—is an experience that none of us came into politics to undergo, yet it is right that we came into politics to resolve this horror and this agony. I cannot say enough about how impressed I was by the victims groups that I met. Their courage and bravery is astounding. I hope—I know—that all Members in this House feel the same way and say with one voice how much respect we have for them.

I hope that some of the technical questions that were asked earlier by right hon. and hon. Members from Northern Ireland can be addressed. The question of the speed of the recompense payments is, of course, an issue to be resolved. It would be marvellous if some indication could be given to the victims before Christmas—it would be wonderful if they at least had some idea about what was happening. In addition, we would like to know when the staff will be in place for the redress board. It is important to say that we have to establish the bureaucracy, if it has not already been established.

I noticed that no additional resources were allocated in the recent Budget. Does that mean that they will actually come within the next financial year? Following the question from the hon. Member for South Antrim (Paul Girvan), will they come from this year’s budget, or will there be some additional funding mechanism? Those are technical questions. In some ways, they are almost otiose in the context of what we have heard today. Technical questions, compensation and redress are important, but the single most important thing that we in this House do today is to pay credit and tribute to the victims, to their families and to their relatives, and to say that politics in the past may have let them down, but today, politics and this House will not let them down. We will respect them, we will cherish them and we will do everything—everything—we can to ensure that they finally receive the redress that they so deserve.

May I say, Madam Deputy Speaker, what a privilege it is to have you in the Chair for this debate? I know that you have such humanity and that you will be touched by this debate and all that you have heard. I know, too, that you will be pleased that you were chairing this particular debate.

I also thank my right hon. Friend the Secretary of State for his incredibly moving and powerful speech. I congratulate him on our being here today. I also join you, Madam Deputy Speaker, and everyone in this House in saying that the hon. Member for Ealing North (Stephen Pound) made one of his finest speeches. It is his last speech, which is a great shame to so many of us who know just how he has worked for his constituents, for the people of Northern Ireland as a shadow Minister, and also for this House, because he is a true parliamentarian and will be desperately missed.

We stand here today just before we go into an election. We are going into an election because politics is broken, yet here we can prove that it is not broken. Here, we can prove that we can come together and do something. We can deliver something that is right for people who have been through the most agonising, dreadful experiences— experiences that no person, and particularly no child, should ever suffer. We have a chance to make that right today. I trust and know that we will come together, that we will pass this Bill and that, by this evening, this Bill will have Royal Assent, and then we can get on with delivering redress for those victims. They need it, they deserve it, and it needs to happen as soon as possible.

One of the privileges of the job that I used to do, that my right hon. Friend the Secretary of State does now, and that my right hon. Friend the Member for Old Bexley and Sidcup (James Brokenshire) and others have done, is to realise that, very often, we are in the presence of people who have suffered the most incredible, dreadful experiences. Northern Ireland is like no other part of the United Kingdom for having put people through experiences that no one should ever have to go through. I, as Secretary of State, spent time listening to people who had been through horrendous experiences in the troubles and who had been treated in a way that nobody should be treated, and listening to people who were victims of historical institutional abuse. As Secretary of State, or any Minister in the Northern Ireland Office, one cannot fail to be touched by that and to be determined to do everything possible to help those victims. I was absolutely determined that we should do that, and I am so proud that we have got here today, but it had to be done in a way that was sustainable and robust. Neither I nor my right hon. Friend the Secretary of State could just wave a magic wand and make it all right. We have to go through the proper processes, because we must make sure that this redress scheme and the measures that are put in place will be robust, will not be challenged and will be delivered—and delivered as quickly as possible for the victims.

That is why it was a matter of the most enormous regret that the Hart report was delivered at the point that the Executive collapsed. Had the Executive not collapsed, we would have had ministerial direction to know what Ministers thought of the recommendations. We would have had something to work with. In fact, had the Executive been there, they could have delivered interim payments without the need for primary legislation. They could have delivered so many of these things so much sooner, but they were unable to do so, which is why we had to go through a long consultation process that victims felt was delaying matters and making them worse. It was not doing so; it was there to give a robust legal framework so that we could deliver this scheme.

I want to pay tribute, as my right hon. Friend did, to the six parties. Earlier this year, when we were starting on a talks process, we got all the parties from Northern Ireland in one room and used that opportunity to get them to talk about this matter, so that we could have a united position from them. Although we may still not have an Executive, it will be those politicians and those parties that will have to administer this scheme as Ministers. Therefore, it was absolutely right that it was they who helped to draft this legislation. If that had not been done, and we had used the normal primary legislation route in this place, it would have taken far, far longer, which would have meant that victims had to wait longer.

I have to say to the parties in Northern Ireland that this really needs to be a wake-up call. Yes, we are putting this Bill through here today—I know the hurdles that my right hon. Friend has had to go over and how he has had to jump over obstacles and everything else to get this Bill here today. I know full well what he has come up against, trying to get matters such as this through the collective responsibility of Government, but he should not have had to do that, because there are politicians in Northern Ireland who are elected to do this work. This needs to be the wake-up call. They should put their differences aside. I know that they want to go back into Government and do the right thing by the people of Northern Ireland. This is their opportunity. Please, I say to them, do the right thing for those people.

Finally, I just want to talk about the victims, many of whom I can see today. I know that we should not refer to those in the Gallery, but I will, because those victims are there. I had the honour and privilege of meeting them. I sat through meetings in which they told me about their experiences. There is nothing more humbling than listening to people telling you what they have been through—especially when it is something that they should never have had to go through. This is a Bill for them. This is something that we are delivering in this broken Parliament for people for whom we should be standing up. I congratulate my right hon. Friend the Secretary of State on this Bill and I will wholeheartedly support it here today.

I am so very glad that we are here today and that we are getting to the final stage of this process. It has been a battle throughout, not least for the many victims and survivors of this terrible abuse. It has even been a battle just to get this legislation through the House today, and I pay tribute to everybody who has worked incredibly hard to get us to this point. My colleagues and I, other parties, the victims and others across Northern Ireland have lobbied incredibly hard to get this legislation through, and I am really grateful and glad that we have been able to achieve that. At times we expressed frustration and anger that these provisions were potentially not going to go through the House, but the Secretary of State did his best and succeeded, and we see the evidence of that today. This Bill will go through the House in exceptional circumstances, with so many people across so many different elements of the system having worked to make this happen, and I am so very glad—not for us, but for the victims and survivors of this dreadful abuse.

I am glad that those who have suffered through this process will be able to see the genuine care and empathy of all Members who have spoken on the issue thus far. The Secretary of State made a wonderful speech that was very much from the heart, and we could see that. I hope that the victims and survivors get some comfort from the fact that many people care deeply about this issue. I also pay tribute to the shadow Minister, the hon. Member for Ealing North (Stephen Pound). Once again, he made a beautiful and poignant speech that was truly from the heart. That will be picked up, heard and listened to by the victims and survivors, and I hope that it gives them some comfort.

The victims are very grateful for and conscious of the Bill’s progress today, and we hope that it will proceed apace. In addition, though, some have said to me that they are appreciative of and grateful for the empathy, support, sympathy and solidarity with them from across the community, as well as the concrete steps being taken today. I absolutely agree with all that my hon. Friend has said.

I am so glad that this legislation for the victims and survivors of abuse is one of the last things that this House will have achieved in this Parliament. This is a Parliament that has been dominated by a small number of big issues, and we know very well what those are; I am not even going to say the word. Yet I know that Members from every single party right across this House and the elected representatives in Northern Ireland get into politics because they want to make change on these types of issues. They want to make changes on education, health and public services, and to address great wrongs and injustices. It is such a good thing that we are ending this Parliament on such an issue, and that the many hundreds and thousands of people who suffered appalling abuse, as the Secretary of State outlined, will finally get the last piece of this process: redress. But redress will not be closure. It will never undo the dreadful wrongs that happened to all those children in those settings.

The hon. Lady was instrumental in setting up the inquiry from the beginning. Let me make a point to her that always struck me when I was in the Home Office dealing with these matters for England and Wales, which is that to call this historical abuse is absolutely wrong. It is not historical; it is current and present. It is with the victims every single day.

Absolutely. I was involved in this process right from the start, seven years ago. I pay tribute to the right hon. Peter Robinson and the late Martin McGuinness, because I was present at the meeting when the victims and survivors came in and told us of the terrible, terrible experiences they went through, and both those men were genuinely moved. Who could not be moved by hearing those personal experiences and the terrible wrongs? But both of those men were very moved, and they worked together, and tasked me and some others to go away and try to drive this work forward. Throughout those seven years, civil servants at all levels, the late Judge Hart and all those who gave support and help were really motivated to get through the process and to do so swiftly, because they had heard the terrible things that had happened and had seen the injustice that they wanted to address.

I have to say that I am angry that it has taken this long to get to this point of redress. The inquiry was unusual in that the timeframe was put down in legislation. The late Judge Hart made it absolutely clear that, yes, he would request the extension that he was allowed by the legislation, but he would also meet the timeframes set out, so we always knew when the inquiry was going to report, because he made that clear. I and others made representations to those who pulled down the Assembly, asking them not to do so in order to allow the report to come forward, and I am genuinely angry that it happened. I am angry that we have had to wait for those years for the victims and survivors to get the redress they deserve and that we knew was coming.

But today is not a day about recriminations. In fact, this has been a good example of how the political parties can work together and the difference that they can make—not, perhaps, on the bigger issues that will always be challenging, but on these types of significant issues that are so meaningful to people’s lives.

I pay tribute to all the victims and survivors, who have been on this journey right from the start, including Margaret, Kate, Gerry and Jon McCourt, all of whom have been mentioned in this debate. They have done incredible work because they have represented not just themselves, but the many thousands of victims across Northern Ireland—in fact, across the world—who perhaps could not step forward. They were brave enough to do so no matter how difficult it was, and it must have been incredibly difficult for them to tell their own stories again and again and again to try to get the inquiry and the justice they deserved.

I have been involved in this process for seven years, so it is really good to see it come to an end today, but the victims and survivors have been involved for decades and decades before that. As I have said in the House many times, many of these children came from very challenging and difficult circumstances, and what they needed was love, protection and support. But when we read the report and listen to their experiences, we know that what they got was cruelty, depravity and harshness. That is appalling. Right from that very first meeting with Martin McGuinness and Peter Robinson, those who were in the room were absolutely struck that the right thing to do was to try to get justice for the victims. There is very broad consensus on that in every political party and right across this House.

I pay tribute to all the victims and survivors. This is not the end of their journey. They will continue with all the pain and suffering—the legacy of what happened to them. I hope that this redress and financial support—and what it symbolises—will be of some comfort, as well as a recognition of their hard and incredible work to stand up and address the terrible, terrible wrong that was done to them and many thousands of other children.

It would be a good idea for others to look at the last two pages of the historical institutional abuse inquiry report, which is available at hiainquiry.org. In those pages, Sir Anthony Hart—to whom tributes have properly been paid—set out the six points that he thought were the most important. It is now two years after he had hoped that the compensation payments would be made. Let us also remember the survivors who were over the age of 18 —people who he was not able to look at. I think there is unfinished business in this part of our kingdom. We have to remember that there will be further reports on the rest of the United Kingdom to come in time.

When the Secretary of State made his poignant remarks to the House today, he quoted from Corinthians on the views and perspective of a child—what children see. The beginning of that chapter says that faith is so powerful that it can move mountains, but without charity, compassion and love, it is nothing. This House today, through the actions of this Government that have been brought here, has demonstrated that through compassion it has been able to move bureaucratic mountains. It has been able to move those things that stood in the way, and it is not as nothing; today this House is something. It has done something incredibly powerful and incredibly important for victims across Northern Ireland, those here on the mainland, and, indeed, those who are located across the world as a result of the abuse that took place in these locations in Northern Ireland.

It is important that the Secretary of State is able to set out, and this legislation sets out, the schedule of when moneys will be paid, because that is a practical issue. It is also important that we make sure that help is given to the victims groups going forward from now on, because they have been brought to the top of the mountain. Today is, if I can use the word appropriately, an exciting day in that they have now achieved this, but there will then be the cliff edge of what happens next. Those victims groups will have to be wrapped in compassion, charity, help and assistance so that they can then move to the next phase of this, because it is not going to end very quickly. There will probably now be a process put in place, and it is important that practical help is given to take the groups through that to make sure that they can get the other end of this as quickly and expeditiously as possible. I hope that we will see that. I hope that we mark this very poignant and historic day with an appropriate mark of respect and an appropriate celebration that this House is not as nothing; it has achieved something today.

With the leave of the House, Madam Deputy Speaker, I just want to come back on a few points that I was asked about. Before I do, may I thank my ministerial colleagues in the Northern Ireland Office? No Secretary of State could ask for better colleagues than the two on either side of me at the Dispatch Box today, who have also played an incredible part in trying to move this Bill forward.

The hon. Member for Ealing North (Stephen Pound) raised the issue of the financing of the scheme and the timetable. As I mentioned in my opening remarks, officials in the Executive Office are already working on the implementation programme. They aim to make shadow board appointments to work on policies, procedures and standards so that the board can start considering claims as soon as practicable after it is officially launched. Officials in the Executive Office are also working hard to ensure that the consideration of claims can begin as soon as practicable after the Bill becomes law, and exploring the possibility of opening up applications in advance of the establishment of the board. Obviously, we will all want to do whatever we can. In particular, the Government will do whatever we can to make sure that we play our part in moving things forward as quickly as possible.

The funding for the scheme comes from the block grant, but clearly we will be making sure that we do everything we can to support the Executive Office.

On the points about process, the Secretary of State is injecting a bit of positivity and we hope that this will progress quickly. On 6 December, he is mandated to lay reports under the Northern Ireland (Executive Formation and Exercise of Functions) Act 2018. Given that we are going to have to do that process anyhow, could a line on progress updates and the processes that follow be inserted in the Bill?

I will do whatever I can, within the constraints of the purdah period, to update right hon. and hon. Members and the public.

My right hon. Friend the Member for Staffordshire Moorlands (Karen Bradley) referred to the fact that this legislation is the most robust basis for the redress scheme and the commissioner. That is worth reiterating. It would not be on as sound a footing if we had not got what we hoped to get today, so she is absolutely right. She is also right to point to the fact that hopefully after the election we can get the Executive and the Assembly going, because that is the best place to do all NI legislation.

The hon. Member for Belfast South (Emma Little Pengelly) was very clear about how productive the Northern Ireland Assembly and the Executive had been around the time of the Hart report, and on other issues. That period gives us all hope that we will get back to a position where we will restore the Executive and the Assembly.

My hon. Friend the Member for Worthing West (Sir Peter Bottomley) made an extremely valid point. It is something I was worrying about last night as I re-read parts of the report. There are many, many people of different ages—people who may not have been in care but may have been abused in other settings—who will no doubt be the subject of reports going forward.

I thank all colleagues for all their kind remarks, and again pay tribute to the victims groups who are sitting here today. They may have missed their current flights, but we have arranged for them to be able to go later. I hope we will all be able to celebrate with them shortly.

I beg to move, That the Bill be now read the Third time.

That was, I think, one of the shortest Committee stages in this Parliament’s history. Having been Government Chief Whip, I only wish that another policy area of this Government could have been covered so quickly.

As has been said during the course of this debate, in powerful speeches from Members across the House, this is a day for victims—the victims from Northern Ireland who are in the Public Gallery today, the victims from Northern Ireland who are sitting at home, and all victims of child abuse who have yet to have redress and a full acknowledgment of what they went through. I am extremely grateful to the House for all the support and for all the civil service support, and I think this is a very fitting way to finish this Parliament.

Let me join the Secretary of State in applauding the fact that the House has seen fit to move the Bill so swiftly through the House today. I want to place on record our thanks to my colleague Lord Hain and Lord Duncan, the Minister involved, because they were instrumental in ensuring that this House had the opportunity to move things forward.

I want to say to those with us today who are victims, representing many other victims, that this Bill would have been necessary had there only been one victim of this kind of abuse. We know that many thousands suffered—thousands more than will come under the ambit of the scheme, because many of them have already died, and we cannot offer anything by way of recognition or compensation to those people. But today we are saying to those who are with us that we recognise what took place, and it is a matter of real and profound shame to every one of us in this country. It is also a matter of anger, and we should use that anger to ensure that we are determined to do everything we can to insist that this cannot be the pattern for the future. We know that sexual abuse will take place in Northern Ireland and in the whole of the United Kingdom. This should impel us to do everything we can to protect our young people and those who are victims, because we have to learn the lessons of the past.

That is the triumph for those who have been through this campaign. They have campaigned for themselves and those they represent, but they have also campaigned on a much wider basis—they have campaigned for decency and justice for people across this land of ours. The real emotion that was rightly expressed by the Secretary of State, by my hon. Friend the Member for Ealing North (Stephen Pound) and by others is not just about empathy. It is because we profoundly believe in the need to ensure that there is justice for those who have campaigned and those they campaigned for and, in the end, to set a different moral tone around this issue for the future. This is a good Bill, and I thank all our colleagues for making it possible to pass it today.

The Secretary of State referred to the fact that the Bill went through Committee very quickly; I do not think I have ever chaired such a quick Committee. That indicates the unity in the House around this Bill, and I know that if it were not for the special circumstances we are in, many more Members would have wanted to be here to show their support.
