I have every sympathy—heartfelt sympathy—with what the Minister has said. This is a vital debate, and I will not use up time in fully answering his point of order. The House decided on the timetable. The Backbench Business Committee gave 90 minutes for this debate, and I am powerless to change that. The Minister has, however, made a very good point.

Let me briefly make the point that I wish there were more time to respond to this very good debate, as I have only eight minutes in which to do my best to do justice to it. It has served as a reminder that the House takes these matters very seriously. I join Members in paying tribute to the right hon. Member for Leicester East (Keith Vaz) and the others who tabled the motion. I will do my best to rattle through the points and, as usual, I will write to right hon. and hon. Members with more details. Again, I make the point that I find it bizarre that we are stopping in order to have an Adjournment debate of an hour and a half, when such debates normally last only 30 minutes.

I will focus on the points made by the right hon. Gentleman, who made a comprehensive speech in summarising the challenges that Yemen faces. The scale of the tragedy is well known to us all, with 70% of the population now needing humanitarian assistance. In answer to the right hon. Member for Islington South and Finsbury (Emily Thornberry), let me say that Britain continues to play a leading role, unswayed by the prejudice or interest of any other country. As she says, we are the pen holder, and we are determined to do that job without prejudice and without influence from other nations, doing what we see is best. We show leadership at the United Nations and in the new Quint, which involves nations from around the middle east that are looking at this and which met in February, along with UN special envoy Ismail Ahmed. I met him two weeks ago, when we discussed what parameters we need to get in place in order for a ceasefire to work and then for a UN Security Council resolution to be supported.

Many right hon. and hon. Members have mentioned the importance of the port of Hudaydah, and that must not be underestimated. Yemen has two critical access points, one being the port of Aden, in the south, and the other, halfway up the Red sea, being Hudaydah, with a population of 3 million. If the civil war moves into that area, it will devastate that city, probably displacing about half the people who live there—1.5 million people—and causing mayhem. Not only will it further the prospect of famine and lead to a refugee crisis, but it will flatten the port itself. We may be frustrated with the amount of aid getting through the port at the moment, but the situation will be even worse if the battle commences in that populated urban area. We therefore call on the coalition and the Houthis to recognise that the world is watching and that they need to come back to the table. This will be sorted not by a military solution, but by a political one, and it is very important that that is recognised.

A lot has been said about the cranes, but let me make it clear that the old cranes were bombed a number of years ago and the new cranes are sitting in Dubai. They have been moved there to keep them out of harm’s way; no one knows exactly what is going to happen to the port of Hudaydah as it is unclear where the battle is going.

I reiterate how unhelpful and wrong it would be for us not to work towards a peaceful solution. The right hon. Member for Leicester East rightly said that this problem is not intractable—there is a path to peace. An awful lot of plates are spinning in the middle east, but I genuinely believe that Yemen is one problem that can be solved—to do that, however, we also need the will of the Yemeni people.

My right hon. Friend the Member for Sutton Coldfield (Mr Mitchell), for whom I have a huge amount of respect, made a helpful visit to Yemen, although such travel is not endorsed. In his own inimitable way, he went there and he has shared his findings. He paid tribute to the UN agencies—I join him in doing so—and spoke about there being perhaps a difference in strategy between different Departments. I make it clear that we have one clear strategy, but I can see the dilemma in that on the one hand the Department for International Development is determined to get aid into the country, whereas on the other we are dealing with this protracted war, which this coalition is pushing, and it is not doing a particularly good job of it. I have been critical about its actions before; it is not used to sustained warfare and it has made mistakes, which we have debated here. We have made it clear to the coalition that, as I have just said, the war will not be ended in this way.

We certainly support Saudi-led efforts to restore stability and check the advance of the Houthis, because that started all this in the first place. Let us not forget that the Houthis pushed through Sana’a and would have taken over the port of Aden had a coalition not answered the call by President Hadi to stand up for his legitimacy.

Members talked about weapons systems getting into Yemen. I am afraid they are getting in by land and by sea, not so much through the port of Hudaydah. Smaller boats are getting in and providing arms up and down the Red sea, and arms are also getting in through land corridors. The UN verification and inspection mechanism is not working as well as it could because it is not able to capture all the boats that are moving in.

I have to contend with a point made by my right hon. Friend the Member for Sutton Coldfield. We can discuss this after the debate, but I do not agree that because al-Qaeda is fighting the Houthis we should somehow be in some form of alignment with it. Al-Qaeda’s track record shows that we cannot entertain any alliance whatsoever. It has brought insecurity and harm to the middle east and, indeed, to Europe.

I should make it absolutely clear that no one regards al-Qaeda with greater abhorrence than I do. The point I was making was that in this particular conflict there are some very uneasy alliances against the Houthis.

I apologise to the right hon. Member for Islington South and Finsbury; I know she wanted me to give way earlier, but it is important that my right hon. Friend was able to put that on the record.

Many have called for a ceasefire, which is fully understandable given where we want to go. Nevertheless, for one to work in practice, parameters need to be in place. We need withdrawal lines and the decommissioning of heavy weapons, or agreement on that decommissioning. We need buffer zones ready, in place or agreed, and we need policing mechanisms to manage any violations that take place; otherwise, we will see the situation ratcheting out of control again and the ceasefire being breached.

In my discussions with Ismail Ahmed, the UN envoy, and with other countries, we have talked about what the parameters of a ceasefire would look like and the process that would be needed. The parameters would have to be built around, first, the sequencing of security steps, including withdrawals; secondly, the agreement of roles and appointments—in essence, a transition leadership; thirdly, the resumption of discussions based on resolution 2216 and the Gulf Co-operation Council initiative; fourthly; the signing of a detailed agreement; fifthly, the finalisation of an electoral road map; and, finally, the drafting of a constitution, which would lead to elections. That is a ballpark design that the UN envoy is trying to promote. Unfortunately, it is signing up to the detail that is causing problems for all stakeholders. Nevertheless, we are absolutely committed to pursuing that process at the UN to ensure that a ceasefire eventually comes around.

The role of the United States was mentioned. I will visit it soon to make sure it is committed. Rex Tillerson, the new Secretary of State, worked in Yemen for several years and knows the area very well indeed. I make it clear that the additional military support the US is giving is not designed for more precision munitions; it is designed to enable better intelligence gathering so that fewer mistakes are made. More to the point, it is important that the US works with us and others to deter further military action and to focus on getting that political agreement in place.

UN Security Council resolution 2216 was clear that unblocking the political process required the Houthis and forces loyal to former President Saleh to withdraw from Sana’a and hand over their weapons. Despite consistent demands from the international community, the Houthi-Saleh alliance has refused to discuss these issues with the UN special envoy. It has also taken a series of unilateral steps that have undermined peace efforts, including the establishment of a supreme political council and a shadow Government to rival President Hadi’s. This is unacceptable. We do not recognise the rival Government, and the Yemeni parties must engage with the peace process and meet the obligations set out in the UN proposals.

In conclusion, the UK Government are gravely concerned about the humanitarian crisis in Yemen. We are taking a leading role in the international response, which means not only providing substantial humanitarian aid but using all diplomatic means available to us to support efforts to reach a political agreement and to press for a solution to the economic crisis. As I have said before, it is ultimately the Yemenis themselves who must reach a compromise. The Yemeni people need and deserve peace, and we continue to work with international partners to secure it.

In Zimbabwe, presidential and parliamentary elections are due to take place in 2018, but time is running out to implement the necessary preparations to allow voter registration to be completed. We regularly raise our concerns and the importance of free and fair elections, and this was done most recently on 21 March with the deputy Foreign Minister.

I congratulate the right hon. Gentleman on his honour.

Are the Government aware that the opposition parties and human rights groups are all saying that the rigging of elections has now commenced in Zimbabwe? Rural chiefs are being forced to take ZANU-PF cards and food is being used as a weapon, and if we do not get the United Nations, the African Union and particularly the South African Development Community to do something about the electoral registration system, we will not have free and fair elections. Can Her Majesty’s Government do even more to impress on those agencies that something must be done to keep the flame of hope alive for the Zimbabwean people?

The hon. Lady, who has deep experience in the country, is absolutely right to point to the worries about the electoral registration process and the prospect of unfair elections taking place. She is aware that we do not have the access we would like. We are concerned about the misuse of biometric data even now and about registration kits going missing and then being used. We are working with our counterparts, including the United Nations, as well as multi-donor programmes, to improve access to justice and for the media so that, hopefully, the elections can take place in a fairer atmosphere.

My right hon. Friend will be aware that Chinese, Russian and Israeli money is flooding in, buying influence in anticipation of a post-Mugabe—probably ZANU-PF-led—environment. With that in mind, what are the Government doing to meet their manifesto pledge to uphold the rule of law in Zimbabwe, which could again become the centre of sub-Saharan Africa?

My hon. Friend is right to point to our manifesto commitment. Given the fact that Mugabe is still in place, he will understand that there are limits to what I can say, but I can assure him that we are working on this very hard indeed.

I congratulate the right hon. Gentleman on his actions last week.

There have been disturbing reports in which six women allege they were targeted for refusing to follow instructions to feign illiteracy, blindness and physical injury, which would have allowed someone else to assist them by marking their ballot. Will the Foreign Secretary urge the police officer in command of Mashonaland central province to investigate these disturbing reports?

The hon. Lady illustrates just one example of what is happening in the country as we lead up to these elections. That is why we and other nation states in the United Nations, and indeed in the African Union, are very concerned. We have limited access ourselves, so we need to place pressure on those countries that are working in the country, to make sure that free and fair elections can take place and that this sort of activity is not carried out.

Has my right hon. Friend made any representations to Zimbabwe’s SADC neighbours—South Africa, Botswana, Mozambique and Zambia—to try to put pressure on the Zimbabwean Government to ensure free and fair elections?

As the House will know, significant progress has been made in liberating the city of Mosul, which will be a symbolic landmark in defeating Daesh in Iraq. We are extremely concerned for all those held by Daesh, including members of the Yazidi community. Ultimately, the only way of protecting minorities is by defeating Daesh and establishing strong governance and lasting peace.

I thank my hon. Friend for his answer. What support will be given to Yazidi women when they are released? Can he confirm that evidence will be taken from them so that we can accurately record the genocide of the Yazidi people?

My hon. Friend makes an important point. In the short term, we are providing refugee assistance and resettlement schemes, including Gateway, Mandate and Children at Risk, as well as putting funds into United Nations programmes. For the long term, my right hon. Friend the Foreign Secretary and his Iraqi and Belgian counterparts have launched a global campaign to bring Daesh to justice. The campaign is designed to support all victims, including Yazidis.

The hon. Gentleman will know that when Yazidi women are released, they have great difficulty accessing the medical services—particularly the psychiatric services—that they need. Plane-loads of Yazidi women have been flown to Germany for treatment. Can Britain now do its bit and undertake to do the same thing?

The brutalisation of the Yazidi by Daesh has been a deliberate attempt to destroy the Yazidi people. Yazda, a Yazidi advocacy organisation, estimates that 35 Yazidi mass graves have been found. What support can my hon. Friend present to ensure that these crimes and graves are collated and evidenced?

As I have mentioned, the Foreign Secretary is leading on this, and it will take time. We need to be patient, because it is important that we conduct forensic examinations, preserve evidence and take testimonies, but we will bring to account those who have committed these atrocities.

Will the Minister join me in welcoming the establishment of a psychological training centre for former Daesh sex slaves at the University of Dohuk in Iraq, which is the first of its kind in the region? Can he confirm what support the UK Government will be giving to that groundbreaking trauma unit?

The hon. Lady illustrates just one example of how Iraq needs to step forward and move on from the period in which minority ethnic groups and others were not represented in the country. If we are to make a success of the situation once Daesh is removed, it is important to have facilities such as this in place to support those who have been affected. Most importantly, there needs to be an inclusive Government to ensure that ethnic groups are not isolated or persecuted as they have been.

It has been almost a year since the House of Commons voted to express its desire for the atrocities against the Yazidi people to be described as genocide. At the time, the Government said that they would not rush to judgment but would allow the legal process to take its course. Could the Minister give us an update on the process of those legal proceedings and when the Government anticipate that the genocide against the Yazidis will be recognised as such?

I have said that I believe that war crimes have taken place. However, it is not my judgment that counts, but that of the International Criminal Court, and when this was put to the International Criminal Court in 2014 we were vetoed by Russia and China. It is important that we continue to make the case, and it is important that we hold the perpetrators to account.

I congratulate the Minister on his actions last week.

I have been lucky enough to visit northern Iraq and to meet Yazidis in some of the internally displaced persons camps. What resources and preparation are we putting in place to make sure that they and others can get back to their homes once we have defeated Daesh?

The hon. Gentleman raises two important points. On the work that is happening in northern Iraq, we have put forward an extra £40 million to provide assistance to the displaced people. We should make it clear that despite their urge to return to their original houses—their original dwellings in their original communities—that must be done in line with the Iraqi authorities, because we are concerned about IEDs that have been placed there causing all the more stress, harm and, indeed, death.

May I pay tribute to the Minister for his extraordinary courage last Wednesday? As PC Palmer’s family said this weekend to the Minister and to others who rushed to help:

“There was nothing more you could have done. You did your best and we are just grateful he was not alone.”

Yazidi women, including girls as young as nine, have been raped, kidnapped and sold into slavery by Daesh terrorists. If proper mechanisms are not established to investigate these crimes, crucial evidence and witnesses will be lost and the victims will never have their day in court. What are the Government doing to prevent that, and will the Minister tell us how he is ensuring that the perpetrators of these heinous crimes will be brought to justice as quickly as possible?

I am very grateful to the right hon. Lady for her kind remarks. I make it clear that I was one of many who stepped forward on that dark day. Our thoughts and prayers remain with the families and friends of the victims, including our own PC Keith Palmer.

The right hon. Lady raises an important point. We have not announced or trailed the exact details of the work we are doing to collect the evidence because there is a fear that there are those who would try to interrupt that process. Organisations are working quietly behind the scenes to collect the forensic evidence that they need, to preserve the evidence, as she said, and to collect testimonies. It will take time, but that is not broadcast in the way other things are for fear that people could try to disrupt it.

We are aware of reports that Hezbollah continues to amass an arsenal of weapons, which is in direct contravention of UN Security Council resolutions 1559 and 1701. In addition to Hezbollah’s interference in Syria, there is also a risk of the conflict between Israel and Hezbollah returning. If what happened in 2006 were repeated, it would not just devastate Lebanon but be hugely destabilising for the region.

I thank the Minister for his response. Earlier this month, Iran’s Defence Minister said that Hezbollah is now capable of producing rockets that can hit any part of Israel, and reports have emerged that Iran has established rocket factories under the control of Hezbollah. What steps is he taking to stop Iran’s unconstrained financing of terror?

The involvement of Iran through proxy influences across the region is of huge concern, not least in Lebanon, and we are looking at these reports very carefully indeed. I should also say that Hezbollah, which has a political involvement as part of the Government in Lebanon, needs to move forward and be more constructive. It is thanks to disruption by Hezbollah and its blocking decisions in the Lebanese Government that the country was without a president for two years.

But what urgent action can be taken to counter Iran’s malevolent involvement in destabilising the middle east? We have already heard reference to Hezbollah being armed by Iran, but Iran is also arming Hamas in Gaza with rockets aimed specifically at Israeli communities within Israel, across the border from Gaza. What action will be taken to stop this?

We are now engaging with Iran at a level that we have not done for over a decade, thanks to the nuclear agreement that has been made. That allows us to have more forthright and frank conversations, and we have made it very clear that if Iran wants to join the international community—we want stability in the middle east—it must desist from having an influence in the areas to which the hon. Lady referred.

I welcome my right hon. Friend’s earlier answer, but does he accept that Israel’s decision in 2006 to bomb all parts of Lebanon, including those represented by people who had been fighting Hezbollah for more than a generation, catapulted Hezbollah from a sectional group of extremists right into the heart of the powerbase of the Government of Lebanon?

I visited the country right after those attacks had taken place and the devastation was indeed huge. It is in all our interests not to go down that road again. I pay tribute to the United Nations Interim Force in Lebanon, UNIFIL, which has done an amazing job in reducing tensions between the two countries.

One way to reduce the supply of weapons to Hezbollah is to stop them at source. What discussions has the Minister had with, for instance, Egypt on the tunnels and the access they provide for bringing weapons in? If they can be stopped there, we can stop them being used.

Despite some improvements, the security situation in Sudan remains concerning, particularly in Darfur and the Two Areas. In South Sudan the security situation is much worse as fighting continues across the country and the humanitarian situation becomes increasingly desperate.

Sudan was recently appointed vice-chair of the Organisation for the Prohibition of Chemical Weapons, at a time when the organisation is considering investigating Sudan’s alleged use of such weapons. Does that not constitute a conflict of interests?

There are a number of concerns about Sudan, one of which is the use of chemical weapons. The United Nations has looked into the issue in detail, and to date there is no firm evidence that that is taking place, but we will continue to investigate.

I am sure that the Minister will share my concern about the recent attack on aid workers in South Sudan, which left seven dead. What support does he think the United Kingdom Government can give the United Nations to allow aid agencies to deal with the emerging famine in parts of the country?

I had an opportunity to visit South Sudan at the end of last year. We are now deploying 400 British troops in one of our largest peacekeeping operations in the world. This is a complex conflict: not only is there conflict between the two major tribes, but numerous sub-conflicts are taking place throughout the country. It is important that we are able to support the work of the Church that is trying to reconcile local differences, which will then allow non-governmental organisations to get in and provide the necessary humanitarian aid.

May I add my sincere tribute to those given to the right hon. Gentleman for his actions last week?

Is the right hon. Gentleman aware of allegations that both Salva Kiir and Riek Machar are currently using British passports to travel around Africa and elsewhere? Given that the terrible situation in South Sudan—both the famine and the security situation—is in significant part man-made, does he think that is appropriate, if it is true?

I will certainly look into this question. Both Salva Kiir and Riek Machar have huge responsibility for what is actually a man-made conflict—let us not mince our words. South Sudan, a mineral-rich country, could be one of the richest in Africa, but it needs to reconcile its differences. It is the youngest country on the planet, yet its first few footsteps have been absolutely dire because of poor leadership, mostly by these two individuals.

My hon. Friend makes an important observation, but I would say that they are getting better at recognising that countries in Africa must honour their constitutions, and that leaders cannot simply hand over power to their son or daughter. The best example of that was in Gambia, where the neighbouring countries stepped forward to make sure that there was a peaceful transition to a new President.

I would like to press the Minister on the Amnesty International report that found strong evidence of the use of chemical weapons by Sudanese forces in Darfur, but which has been met, sadly, virtually by silence from his Government. Will the Minister explain which international partners he is working with, and how the Government will ensure that these deeply disturbing allegations are fully investigated and the perpetrators brought to justice?

I am happy to look into this in more detail. Our understanding is that this came to the attention of the United Nations, and it has conducted investigations as well. But it is difficult to collect evidence, simply because we do not have full access to the country, as we would like. I will certainly redouble my efforts to see what more I can find out.

Jennifer Dalquez is an overseas domestic worker working in the Emirates to provide for her two children in the Philippines. In a struggle with her employer, who was trying to rape her, she killed him, and she now faces either execution or a fine of 100 camels’ value, over $60,000, which she has no prospect of paying. What can the Minister do to ensure that this barbaric justice system comes into the 21st century and respects the human rights of people, especially overseas domestic workers?

I will certainly look into that consular case and get back to the right hon. Lady. Many countries in the Gulf and across the wider middle east are advancing their justice systems, but many of them have existed as independent centralised countries for less than 50 or 60 years. That is not an excuse for continuing to have outdated practices in the 21st century, but I will do my best to provide her with an update.

As a consequence, will he please confirm that ensuring it recognises the right of the state of Israel to exist is first and foremost in future engagement with Iran?

My hon. Friend is absolutely right that this is an opportunity for Iran to re-engage following the nuclear deal and to show that it is meeting 21st-century standards. I am pleased we have had the Airbus deal, which is an example of how we can work together commercially, but we also need to work together on governance and on recognising the boundaries of states.

T3. It is more than three years since my constituent Ray Tindall and the other men of the Chennai six were detained and subsequently imprisoned in India for a crime they did not commit. Will Ministers pick up the phone to their counterparts in India and suggest that the men are simply deported? The men do not want to be in India, and the Indians do not want them in India. It is an easy way out.

It is a pleasure to respond to this excellent, and frank and forthright, debate. On the way here, I was reading some of the headlines in the newspapers today as people, newspapers and the community judge the life of Martin McGuinness and the transition that he made from being a terrorist to the role that he played in our dealing with the terrorist movement and the problems that we faced in this country. That prompts the question that every Government must face. How do we deal with people in these difficult areas? Do we give them a chance, or are these things irreconcilable? Are they people we cannot do business with, so that we must go down a different avenue? That precedent is pertinent to this debate, because the nuclear deal has changed the environment; it is the prism through which we are looking at Iran for the moment. However, as the debate has illustrated, Iran continues to pursue actions that are not in line with what the international community would expect of a nation that we want to see be more responsible in a very important region.

Like others, I wish a very happy Nowruz to the large Iranian diaspora in this country and all those who recognise the Persian calendar. The profound speech by my hon. Friend the Member for South Ribble (Seema Kennedy) reflected the fact that, to understand Iran—or, indeed, any country in the world—and its relationship with us and its engagement in its region, we must understand its history. Iran’s strategic position in the middle east and the huge influence that Iran—Persia—has had on the region for a long time is the context for some of the challenges that we face today. It remains a key regional player.

The way in which Iran chooses to use its influence, and the impact that it has on conflicts and tensions in the region and further afield, matters to all of us. We want to see Iran playing a more transparent and constructive role in regional affairs, especially in the face of shared threats, which have been mentioned, such as Daesh. However, I remain concerned that instead of using its influence to stabilise the region in a positive way, it is actually destabilising it and, indeed, threatening wider security. That needs to be addressed.

As usual in such debates, there is limited time for me to respond to everybody. As I customarily do, I will write to individuals with the answers to their questions. In addition to congratulating my hon. Friend the Member for Hendon (Dr Offord), I will do my best to respond to his specific points. He mentioned the situation in Syria, which is, of course, a concern to all of us—a multi-sided conflict exacerbated by the interventions of key regional and wider powers as well as non-state actors. There remains an absence of consensus; indeed, some agendas are diametrically opposed.

I am glad Syria was touched on in the debate, because I want to take this opportunity to say again that in our desire to help shape the world and be a force for good, we had an opportunity in August 2013 to stand up to the tyranny of Assad, and we blinked. We must learn from that as parliamentarians. Red lines were crossed, and President Obama also chose to step back from seeking to be more involved in determining a peaceful and long-term solution in Syria. The consequence if responsible countries step back is that others that are less responsible fill the vacuum. That is exactly what we have seen in Syria. It may be that this Parliament was haunted by events and our involvement in Iraq and Afghanistan, but this Parliament and Government will face large challenges in the future, and we need to remember that moment. That is why I take this opportunity to stress that point.

For an illustration of how irresponsible actors are affecting what is happening in Syria, we can look at the events in Aleppo. We believe that the revolutionary guard and Iranian-backed militias, with Russian military support, were instrumental in the Aleppo campaign and must take responsibility for the suffering caused there. We will continue to hold those responsible to account. The Foreign Secretary summoned the Iranian ambassador to the Foreign Office in December, to express in the strongest possible terms the UK’s concerns about Iran’s involvement in Aleppo, and to encourage Iran to work towards peace in Syria.

My hon. Friend and others mentioned the nuclear deal, which I touched on as being an important opportunity to re-engage with Iran. Iran’s nuclear ambitions had serious implications for the region. Indeed, the Government believe that, had it acquired a nuclear weapon, that would have presented the single biggest threat to security in the region and posed a real global threat as well. We worked hard to deliver the joint comprehensive plan of action, which was the result of more than a decade of dedicated diplomacy; we remain absolutely committed to the success of that deal and its robust implementation. It is a once-in-a-generation opportunity to re-engage with an important part of the middle east.

A great example of where Iran can re-engage with the wider community is the challenge of Yemen—the proxy influence on what is happening there has been mentioned. In the Arabian peninsula, Iran is stoking tensions with the Gulf Co-operation Council, and may be seeking to exacerbate the conflict in Yemen by giving support to the Houthis. When I visited Tehran earlier this year I made the point that this is a great opportunity for Iran to be part of the solution and not part of the problem—to engage with us in getting all parties back to the table so that we can end that civil war, particularly given the very real onslaught of famine in that country.

A lot of comments have been made about the UK’s increased engagement with Iran. That is absolutely true—our embassy has reopened and there have been a number of visits, including my own. There has been parliamentary engagement and phone calls between the Prime Minister and the Foreign Secretary as well as bilaterals held in international forums. Many conversations are taking place behind the scenes; parliamentarians might want those to be more vocal, but I assure hon. Members that we do talk about the rights of minorities, the proxy influence, human rights and the death penalty, sanctions and missile procurement, and consular cases—I will write to my hon. Friend the Member for Southend West (Sir David Amess) in detail about the particular case he raised.

Mr Foroughi’s son is a constituent of mine. Many Members have raised his case, and I thank them for doing so. There is near unanimity among Members of this House that Mr Foroughi’s father should be released. Surely that would be a sign of Iran’s engagement with the international community, particularly given that he has already served more than half his sentence, and so according to its own laws should be released.

I commend my hon. Friend for the manner in which he supports his constituent. He knows that I have met the family on a number of occasions and raise this matter on a regular basis. He is absolutely right that we seek clemency from the Iranian Government to recognise that the length of sentence has already been fulfilled. We look forward, as a sign of good will between our two countries, to reuniting Mr Foroughi with his family.

Although we talk about individual aspects of Iranian activity, for me the core of this issue is the cold war that exists between the Sunni and Shi’ite worlds. That needs to be reconciled, and is something other GCC nations are also focused on. It is the backdrop against which a lot of other events take place, and it stands in the way of improving security in the region and prosperity as well. I have said before that those are now political banners that countries are using. There is no doctrinal difference between their theological approaches to the religion—they both believe in the absolute centrality of the Prophet Mohammed. There is a difference between them on who should be the first caliph—whether it be the father-in-law or the son-in-law—and there are turning points that have caused a difference in opinion, such as the battle of Karbala or Shah Ismail, who basically created Persia in the form we see today with its culture, religion and language. Other than that the difference is simply political and historical, and there is no reason why there cannot be a reconciliation and an end to the cold war that we see. That needs to be pushed forward and encouraged. Britain would absolutely want to play a role in that, but it is for the region itself to recognise the benefits of moving forward from the divide between the Shi’ite and Sunni faiths.

I want to leave a minute or so for my hon. Friend the Member for Hendon to conclude, so I will just say that Iran has long been influential in the middle east and remains a key player. It now has the opportunity, particularly following the nuclear deal, to engage more closely with the international community and to play a more positive role in the region’s future. Unfortunately its actions in Syria and elsewhere suggest that it is, for the moment at least, following a different path. The implications for the region and the world are very serious indeed, and that is why the Government believe that continued dialogue with Iran is vital. It is why I visited Tehran in January for discussions on a range of issues, as I mentioned, including international security. We will maintain pressure on Iran to meet its international obligations and to engage more constructively with its neighbours and the international community. Iran should use its considerable influence not to destabilise the region, but to stabilise it for the benefit of all. That is what the Government are working to achieve.

It is a pleasure to respond to this very important debate. I join the Opposition spokesman, the hon. Member for Leeds North East (Fabian Hamilton), in saying that it is a shame that we did not have longer. I hope that the powers that be will recognise that it is important that the matter is discussed.

I join others in congratulating the right hon. Members for Enfield North (Joan Ryan), and for Tottenham (Mr Lammy), my hon. Friend the Member for Worthing West (Sir Peter Bottomley) and the hon. Member for Glasgow East (Natalie McGarry) on their speeches. Hon. Members will have noticed that I am not my right hon. Friend the Minister for Europe and the Americas, who should be replying to this debate. He is travelling at the moment. I will do my best to respond to the big themes that have been raised today and I will ask him to write to individual Members with detailed responses to some of the questions that have been put. There simply is not time for me to go into too much detail now, due to the shortness of this debate.

As has been said, the UK has an important relationship with Turkey which stretches back over 400 years. As the Prime Minister said during her visit to Ankara in January, that relationship has long been important, but it is arguably even more important now, given the challenges we face today. Turkey is a vital strategic partner. It stands on the crossroads between Europe and the middle east, and it is a NATO ally, as many hon. Members mentioned. It stands on the frontline of some of the most serious challenges that we face. Turkey is a Muslim-majority democracy with a dynamic economy, and it has an active and important diaspora in this country.

I will talk about some of the key aspects of our relationship, the first of which is security. Turkey plays a crucial role in the region. It is a key partner in Syria, where we are working together in the global coalition to fight Daesh and in support of a political solution to the conflict. However, we are also working together to tackle challenges in Iraq, Libya, Somalia, Afghanistan and the wider region, including in support of a Cyprus settlement, which has been mentioned. Our security co-operation with Turkey is essential to ensure the safety of British tourists in Turkey—about 1.7 million Britons travel there each year—and to help us to tackle threats here in the UK.

We should not forget the significant role that Turkey plays in the migration crisis. I pay tribute to the work that Turkey has done in hosting almost 3 million Syrian refugees. The generosity of the Turkish people has been extraordinary.

I am afraid I will not give way, simply because of the time.

During her visit to Turkey, the Prime Minister agreed a new strategic security partnership, which will ensure that we can work together even more closely on counter-terrorism, serious and organised crime, and illegal migration. Also, there were discussions about human rights, the rule of law and democracy.

The second particularly important aspect of our relationship with Turkey is trade. Bilateral trade between our countries is currently worth £16 billion. We are looking to build rapidly on that, not least with the agreement between the Turkish aerospace industry and BAE Systems to collaborate on Turkey’s new fighter jet, the TFX. Our two countries have also established a trade working group to seek further ways of boosting bilateral trade.

Consequently, it was as a partner and an ally that the UK stood shoulder to shoulder with Turkey in July last year as it defended its democracy from an attempt to seize power by force. Turkey’s Parliament was attacked by the country’s own aircraft, civilians were crushed under tanks and 241 people were killed. We condemned the attempted coup unreservedly and continue to do so, and we have expressed our sympathies and condolences for the tragic loss of life. My right hon. Friend the Minister for Europe and the Americas travelled to Turkey shortly after the attempted coup, and expressed our solidarity with the Turkish people. The way that they rallied across the political spectrum to support the constitutional order was an impressive demonstration of the strength of Turkish democracy.

In light of the attempted coup, the Turkish Government have a right and a responsibility to act against the perpetrators and against those who have committed or who plan to commit terrorist acts. The UK Government have consistently stated that it is important that measures taken following the coup should be proportionate, justified and in line with Turkey’s democratic principles and international human rights obligations. Of course, we are aware that concerns have been raised, including by the Council of Europe, and we welcome Turkey’s recent steps to address those concerns by reducing the custody period and creating a mechanism for reviewing dismissals carried out under the state of emergency. We support the dialogue between Turkey and the Council of Europe on implementation of the emergency decrees following the coup and we urge them to continue dialogue on these issues.

In addition to concerns about Turkey’s response to the attempted coup, concerns have been expressed about its broader human rights record. In this area too, we regularly emphasise the need for Turkey to meet its international obligations. The Prime Minister referred to that directly in January, emphasising the importance of Turkey sustaining its democracy by maintaining the rule of law and upholding its international human rights obligations. We regularly highlight the role that freedom of expression and freedom of the media play in supporting democracy, and we urge the Turkish Government to ensure that the upcoming referendum on constitutional reform is free, fair and in line with international norms.

Internally, Turkey faces a grave terrorist challenge on its own soil from Daesh and al-Qaeda, as well as from the PKK and affiliated groups. In the last 18 months, nearly 1,500 Turkish civilians and security personnel have been killed through terrorism, and we offer our condolences for the many lives that have been lost. In the face of this threat, we stand by Turkey and support its legitimate right to defend itself, including from the PKK, whose attacks we condemn, as we condemn all terrorism. As in any conflict, civilian casualties should be avoided and human rights should be fully protected. In the course of the counter-terrorism effort, it is important that legal processes are undertaken fairly, transparently and with full respect for the law.

Turkey is and will remain an essential trade and foreign policy partner for the UK, including as a NATO ally. We are working with Turkey to manage cross-border challenges, including migration, terrorism, and serious and organised crime, and we are building on our already significant trading relationship, which will benefit both our economies. At the same time, we have to be clear and direct about the need for Turkey to uphold its international obligations, including on human rights, and we will continue to do this. We firmly believe that the rule of law and fundamental rights, including freedom of expression and the media, are vital for a healthy democracy. As Turkey continues to confront the extraordinary challenges posed by the current turmoil in the region, and to tackle multiple security threats at home, the UK will remain a partner and a friend.

I accept that the immediacy of the terrible situations in Syria and in Yemen will preoccupy the UN Human Rights Council, and rightly so. However, having failed to act in the closing stages of the Sri Lankan civil war in 2009, which may now seem a long time ago but was probably the world’s darkest hour since world war two, it is now incumbent on the international community to ensure that the victims on both sides of that war receive the justice they deserve.

The UN estimate of the number of civilians, mainly Tamil, who died in the closing stages of the civil war between January and May 2009 is 40,000. There is evidence that no-fire zones that the Government encouraged civilians to go to were systematically shelled by Government forces.

The then Government—the Minister quite rightly corrects me. There is evidence that a UN food distribution hub in a no-fire zone was systematically shelled by the then Government’s forces after UN field workers provided the co-ordinates to the Government. There is also evidence that a field hospital in an abandoned school was shelled 65 times by Government forces—so consistently that the doctors there actually asked the International Committee of the Red Cross not to provide their GPS co-ordinates to the Government, contrary to usual procedure. I make no case for the LTTE, which is a banned terrorist organisation, but there is evidence of LTTE fighters being shot while holding the white flag of surrender. There are videos of men, hog-tied, blindfolded and on their knees, being shot in the back of the head. Most disgustingly, there is video evidence, which members of the all-party group have seen, of female Tamil civilians being sexually abused and raped before being shot.

The world turned its back in 2009. It is incumbent on us not to do so now.

It is a pleasure to work under your chairmanship, Mr Gapes. I am pleased to be able to squeeze a word in edgeways in this important debate. May I do as is common but important, and pay tribute to my hon. Friend the Member for Kingston and Surbiton (James Berry) who has brought the debate to the fore? I apologise that the Under-Secretary of State who deals with such matters, my hon. Friend the Member for Reading West (Alok Sharma), is unable to be here but, as has been pointed out, he is in Geneva at the Human Rights Council, having a meeting with the Foreign Minister of Sri Lanka. If there is an excuse to be had, I hope that that one will be accepted.

There have been important contributions to the debate, not least from the former Minister for this area, my right hon. Friend the Member for East Devon (Sir Hugo Swire), who shows not only his interest in and determination to pursue some of the aspects of the matter that he took up when in office but also that we must continue to push forward here today.

Sri Lanka’s co-sponsorship of Human Rights Council resolution 30/1 was a historic moment. It signalled the Sri Lankan Government’s determination to address the legacy of the devastating civil war and to move the country away from division and distrust and towards reconciliation and, indeed, prosperity. Important progress has been made but, as has been highlighted, much more needs to be done. The progress includes increased engagement with the UN, ratification of the convention on enforced disappearances, the start of a process of constitutional reform, the passing of a law to establish an office of missing persons, a nationwide consultation on transitional justice, an improved environment for civil society and human rights defenders, and the return of some of the land held by the military to its civilian owners. Although we should recognise that those are all important developments and that progress was not made under the previous Government, more clearly needs to be done.

Many of the steps that Sri Lanka committed to take under resolution 30/1 are yet to be implemented, as has become clear from the debate. The Sri Lankan Foreign Minister has said that the Government need more time to deliver on the outstanding commitments and my hon. Friend the Under-Secretary will discuss that with him today and encourage the further progress for which we have been calling. That is part of our ongoing policy of support and encouragement to the Government of Sri Lanka to deliver on their commitments.

The UK has played an important role in shining the international spotlight on the human rights situation in Sri Lanka. We were a long-time advocate for the investigation into human rights violations during Sri Lanka’s civil war, carried out by the Office of the UN High Commissioner for Human Rights. The report of that investigation was published in 2015. We also co-sponsored the important resolution 30/1.

Our efforts continue, and we are now discussing a follow up to resolution 30/1, in partnership with the Government of Sri Lanka and the other countries that presented the original resolution. Our guiding principle in the negotiations will be that Sri Lanka should implement its existing commitments in full. In addition to the work at the Human Rights Council, we have also been encouraging progress in Sri Lanka through high level engagement and programme funding.

In the short time I have available, we need to focus on some key areas. First, there is the constitutional reform that delivers the devolution required to build the foundations for future stability and prosperity. The inclusive consultation process that has taken place is encouraging, and we urge all parties to work together to find a way forward that is acceptable to all communities in Sri Lanka.

Secondly, there are the very important land returns. The UK has consistently called for the release of private land occupied by the military in the north and east of Sri Lanka, and we will continue to do so. Third are the transitional justice mechanisms. We are encouraged by the progress of legislation to establish an office of missing persons but the Sri Lankan Government must now take the necessary steps, including providing funding, to get it up and running. Finally, work is being done on prevention of terrorism legislation, but clearly there is more to be done.

In conclusion, it is clear that bringing about reconciliation and the conditions for lasting peace in Sri Lanka will require a concerted effort from the Government, the Opposition, civil society and everyone who has an interest in supporting a brighter future for the country. For our part, the Government will continue to support and encourage the people and Government of Sri Lanka along that path. We will recognise and welcome progress when it is made and will continue to urge the Sri Lankan Government to deliver in full on their commitments, for the benefit of the people.

I thank my hon. Friend for his answer. He is familiar with the case of Mr Foroughi, a 77-year-old father and grandfather to constituents of mine who has been detained in Iran’s notorious Evin prison for almost six years. Does my hon. Friend agree that at a time when Iran and the west’s relationships are under increasing scrutiny, the exercise of clemency in this case, and others like it, would demonstrate Iran’s commitment to constructive engagement with the international community?

I wholeheartedly agree with my hon. Friend. I am grateful for the work that he has done in liaison with the family. I was able to meet Kamran Foroughi, the son, on 25 January. I spoke to Ambassador Baeidinejad about the case this morning and when I visited Tehran last month. I am pleased to see that Mr Foroughi is now going to receive the health test that he has been requesting, but my hon. Friend is absolutely right that there is a case for clemency there that I hope will be answered.

Is anyone in the British Government able to make direct contact with the Iranian revolutionary guard, because they are the people who are arresting and falsely imprisoning our nationals? Surely if we are speaking only to the puppets in Tehran, no one from Britain is going to be safe to visit that country.

I think we should be careful in the language we use. The Iranians, like those in many countries, do not recognise dual nationality, and therefore we have to conduct these matters with diplomacy. Our avenue with the Iranians, which was not there a couple of years ago, is through the Iranian Foreign Ministry and our interlocutors there. We have had communications from our Prime Minister, the Foreign Secretary, as I said, and now me, with our embassy opening as well.

We should not forget that the network of 52 states is very important to Great Britain. It has a combined population of 2.2 billion people, including 1 billion people under the age of 25. In the post-Brexit environment, we are looking for trade deals. When we travel across Africa, and indeed the Commonwealth in general, the first question that is asked is, “What are the opportunities for Britain, now that you are liberated from doing business through Brussels?” The ministerial meeting that is coming up is a great opportunity for us to embark on looking towards the trade deals that we need for the future.

The right hon. Gentleman makes an important point. We are contained until article 50 has gone through, but Canada is another example—along with the United States, of which the Foreign Secretary made mention—of where we can push forward trade deals to the benefit of the United Kingdom.

I congratulate the Minister, who has responsibility for Africa, on visiting nine countries on the continent along with three other Ministers over the recess. May I encourage him not just to look at the existing Commonwealth and at bringing in old players such as Gambia, but to get Zimbabwe back and, off the back of Mozambique and Rwanda, perhaps to look at inviting the Ivory Coast?

My hon. Friend, with his experience, is absolutely right. The Foreign Secretary has been to Gambia, Ghana and Liberia, and I was in Angola, the Democratic Republic of the Congo and Rwanda. Again, I stress the opportunities there. As we venture across Africa, there are huge opportunities for Great Britain to advance our trade deals post-Brexit.

The hon. Gentleman is absolutely right. These are countries with which we have a history and a relationship. We are trusted, and through organisations such as the Westminster Foundation for Democracy, the British Council and our embassies, consulates and high commissions we can certainly do that work. We hope to embark on such projects with Bangladesh and other countries across the Commonwealth.

With the Commonwealth encompassing 52 members and a third of the world’s population, is it not vital that we set out our stall for Britain by saying that we want a free trade deal with Commonwealth countries, and that the Government put forward a plan for achieving that—not least in tomorrow’s Westminster Hall debate on this subject, which I have secured?

I am sure, after that advertisement, that Westminster Hall will be packed tomorrow. My hon. Friend is right: Commonwealth trade will surpass $1 trillion by 2020, and trade across the Commonwealth is estimated to be actually 20% cheaper because of common legal systems and language and, indeed, trust. Those are exactly the areas to which we need to aspire, given our leadership role in the Commonwealth.

But 90% of those who live in the Commonwealth live in countries where homosexuality is illegal. Tanzania has, only this week, announced that it intends to publish lists of people in the public domain who are meant to be homosexual. That is a massive danger to those individuals, and it poses further risks to others because Tanzania is trying to close down all the HIV/AIDS units and to blame homosexuality for HIV. Do we not need to enter all our negotiations with our Commonwealth colleagues with our eyes wide open and making it very clear that we will not put up with this kind of thing?

Last month the all-party group on Yemen met in-country NGOs, who raised significant concerns about the safety of aid workers in Yemen, particularly those at checkpoints, who were at risk of being caught in aerial bombardments. Will the Ministers tell me, please, what specifically the Government are doing to end aerial bombardment in Yemen so that aid can get through?

I recently had a meeting in my constituency surgery with a delegation from Cameroon regarding the lack of democracy in that country. They described fear, brutality and a lack of education in English-speaking Cameroon. What role can the Foreign and Commonwealth Office and the conflict, stability and security fund play in supporting democracy in that area?

First, I want to pay tribute to the diasporas based in the UK that provide us with an understanding of what is going on in their countries. I also pay tribute to the work that my hon. Friend is doing, and I absolutely agree with the concerns that she has raised about Cameroon. She is right to point to the conflict, stability and security fund as a way for us to provide funds to achieve that security, and we will be doing just that.

A few moments ago, the Secretary of State confirmed as Government policy something that this House resolved without a Division on 9 February—that there should be a halt to the planning and construction of residential settlements in the occupied Palestinian territories. Given that that is the case, why is the UK permitted to trade specifically with those illegal settlements?

This important debate has been constructive, informative and, at times, passionate. I congratulate my right hon. Friend the Member for New Forest West (Sir Desmond Swayne) and others who have brought it to the House. Following your guidance, Mr Speaker, I have just eight minutes to respond. I hope the Backbench Business Committee recognises how many people wanted to speak in this debate and I hope that we have a further opportunity for debate in which I have more time to respond. I will do my best, as I always do, to write to hon. Members if I do not cover their points today.

The focus of today’s debate is Israeli settlements, but may I begin, as others have, by firmly underlining our deep friendship with Israel, its people and its absolute right to exist and defend itself? Israel is a democratic state in a difficult neighbourhood. In the year in which we mark the 100th anniversary of the Balfour declaration, which underlines our shared history, we continue to have an interest—as a nation, an ally, a regional partner and a permanent member of the UN Security Council—in understanding the challenges faced by the region, including securing a two-state solution, which we continue to support, and the issue of illegal settlements, which we are discussing today.

I will not because I have only a short amount of time.

The debate has focused on a number of themes, which I will try to cover to my best ability. The first was the importance of a two-state solution, which, as others have said, is the only way to secure a just and lasting peace between the Israelis and Palestinians. We must all continue to work for that, no matter how big the challenges. The objective has been repeated not only by us and American Presidents, but by successive Israeli Prime Ministers and the international community. The objective has also been confirmed through a series of UN Security Council resolutions and other agreements through the Oslo accords, the Madrid discussions and the Camp David talks. To be clear: the solution cannot be imposed on the Israelis or the Palestinians, but the international community has an important role to play.

Although important, the matter of settlements is not the only issue but one of a number. The immediate removal of settlements would not immediately lead to peace. Trends on the ground, including violence, terrorism and incitement, as well as settlement expansion, are seemingly leading to a steady drift from peace and making the prospect of a two-state solution look very much impossible. It is in no one’s interests to see that drift towards a one-state solution. It is not in Israel’s long-term interests; it is not in the Palestinians’ interests; and it is not in the region’s interests.

Specifically on settlements, if we look at the map, we can see that there are now around 600,000 people living in about 140 settlements built since 1967. We can see that the west bank is being divided into three, with Jenin and Nablus in the north; Ramallah in the middle, broken by the Ariel finger; and area E1 separating Ramallah and Bethlehem from the Hebron conurbations. So the concept of a contiguous Palestinian state is being eroded, and that is a huge concern. The west bank is now a complex network of checkpoints, which is broken up, as has been said, and that makes it difficult for people to move and to enjoy a normal life.

Since 2011, Israel has approved only three urban development plans in area C. We want this to change, and we encourage Israel, as per the Oslo accords, to transfer land from area C to area B, and from area B to area A—area A, of course, is where the Palestinians have control and authority over their own security arrangements and economic prospects.

UN Security Council resolution 2334 was mentioned by a number of hon. Members. It should come as no surprise that we voted in favour of it in December, because we have long supported the two-state solution and the notion of Israel as the Jewish homeland. We should recognise what the resolution actually said. It proposed three important and balanced steps to support peace in the region, including calls for both parties to prevent the incitement of acts of violence, to build and create conditions for peace and to work together to allow credible negotiations to start. Of course, it is based on historical resolutions 242, from November 1967, and 181, which goes back to 1947.

The regularisation Bill has been mentioned by a number of hon. Members. A new and dangerous threshold was crossed with that Bill. I am pleased to see that the vote on it was very close—it was 60 to 52—and the Israeli Attorney General has made it clear that he will not support it if it goes to appeal, which I think it will. That is good, because he sees it as constitutionally unviable, and I hope that that message is heard loud and clear.

I am running out of time, but I will do my best to cover the remaining points. On the recognition of Palestine, we need the Palestinians to do more to prevent the incitement of violence. President Abbas condemns certain aspects of it, but we are still seeing schools and squares being named after terrorists. These are not the confidence-building measures we need see. There is no relationship with Hamas at all. Those confidence-building measures are the steps that will allow us to move forward, so that there can be a recognition in the long term of the state of Palestine, but they are not there yet. The younger generation has given up on its own leadership, choosing instead to try to take a fast track to paradise by grabbing a knife and killing an Israeli soldier, and that is a terrible state of affairs to be in.

The British Government continue to believe that the only way to a lasting peace between Israelis and Palestinians is the two-state solution, but there are a number of obstacles to peace, including settlements and continued violence and incitement. We remain committed to working closely with our international partners, including the new US Administration, to promote an environment conducive to peace. We continue to support both parties to take steps towards a negotiated settlement that brings peace, security and prosperity to Israelis and Palestinians.

Everyone has the right to call somewhere their home. Everyone has the right to be safe in that home. And no one should live in fear of their neighbours. We strongly believe that the middle east peace process is the best way forward to deliver these hopes. The question is whether we want a new generation of Israelis and Palestinians nurturing the seeds of hate or moving to a place of lasting friendship.

(Urgent Question): To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the situation in Yemen, from a humanitarian perspective and on diplomatic efforts to end the conflict.

The UK supports the Saudi Arabian-led coalition military intervention, which came at the request of the legitimate President Hadi. We are clear, however, that military gains by the coalition and the Government of Yemen must be used to drive forward the political process. A political solution is the best way to bring long-term stability to Yemen and end the conflict.

The UK has played a leading role in diplomatic efforts, including bringing together key international actors to try to find a peaceful solution. This is known as the quad and involves the Foreign Ministers of Saudi Arabia, the United Arab Emirates and the United States. Other Gulf Co-operation Council countries and the UN have also been involved. The first meeting was held in London in July 2016; it was one of the first acts of the Foreign Secretary. The last quad meeting was held in Riyadh on 18 December, and I attended. I last spoke to President Hadi on 15 January to discuss the importance of taking measures to prevent economic collapse.

We continue to strongly support the tireless efforts of the UN special envoy, Ismail Ahmed, to achieve a political settlement. We are providing over £1 million to his office to bolster the UN’s capacity to facilitate the peace process. He is due to brief the Security Council today in New York on the latest developments and the UN’s plan. Our ambassador to the UN, Matthew Rycroft, met him yesterday.

We share a deep concern for the humanitarian suffering of the people of Yemen, which we all have an obligation to alleviate. The UK is the fourth largest donor to Yemen, committing more than £100 million this year. Last year we helped more than 1.3 million Yemenis. Through the conflict, stability and security fund, we are funding: £700,000 for demining and clearing the explosive remnants of war; £400,000 for UN Women to support bringing women into the peace process and political dialogue; and £140,000 for other track II activities in support of the UN-led peace process.

Yemen is historically reliant on imports for more than 90% of its food and fuel needs. The Department for International Development is providing £1.4 million for the UN verification and inspection mechanism to speed up the clearance process for ships, so that food and fuel can get into the country more easily.

It is critical that all parties to the conflict renew their commitment to the cessation of hostilities, for the sake of the people of Yemen. All parties must engage constructively with the De-escalation and Co-ordination Committee, a mechanism created by the UN so that when incidents of concern are raised, they can be addressed effectively to reduce the likelihood of escalation.

I am grateful to the Minister for that statement. When the UN Security Council meets this afternoon, it will do so against a backdrop of heavy fighting in the Red sea ports of Mocha and Al Hudaydah and an increasingly dire humanitarian situation across the country. There are already 7 million people starving in Yemen. If those ports are destroyed or besieged, the delivery of vital aid that is required to avert famine in Yemen will become even more difficult.

The only way to prevent this unfolding humanitarian disaster from deteriorating even further is to agree an immediate ceasefire. Today’s meeting of the Security Council provides a key opportunity to bring that closer. The Scottish National party believes that the UK is in a unique position to be able to show positive international leadership in order to bring about a ceasefire. It is vital to the lives of millions of Yemenis that we do so.

I ask the Minister, therefore, will the UK Government commit to use today’s meeting of the Security Council to back a ceasefire and urge all conflict parties to protect women, boys, men and girls from all forms of conflict-related abuse and violence; to ensure that all conflict parties allow civilians safe and unhindered access to humanitarian assistance; to strongly condemn all violations of international humanitarian law and human rights law in Yemen; and to call for the establishment of an international, independent and impartial commission of inquiry to investigate them? Will the Government think once again on their own position and listen to Members across this House; and please consider halting all sales of arms to Saudi now, and in doing so, urge all Governments to follow suit?

Yet again, it is a tribute to this House that we discuss these important matters. There are so many challenges in the middle east and north Africa at the moment and Yemen sometimes tends to get buried or overshadowed by some of the other challenges that we face, so I am grateful to the hon. Lady for raising this matter, on which we also had a thorough debate last week.

The hon. Lady is right to draw attention to the work that is taking place at the United Nations Security Council today, where the UN envoy, Ismail Ahmed, will lay out his plans for what we expect and hope to achieve in 2017. We ended the year in a better place: the Houthis were minded to support the road map—although they have yet to come to the table—and President Hadi was looking more favourably on providing support in order to rejoin talks in Kuwait in the very near future. Key aspects of the road map still need to be ratified. Once that is done, we are in a process that will lead to that important cessation of hostilities.

I understand the hon. Lady’s desire to call for a ceasefire—a cessation of hostilities—immediately. We will see what comes out of today’s meeting and the United Nations, but I am absolutely in agreement with her that that is what we want to happen. Calling for it needs to work in conjunction with the art of the possible; otherwise it is just words. In order for us to ensure that any ceasefire will hold, we need to be able to say what happens if either side breaches the cessation of hostilities, which means there need to be some prior agreements in place. There need to be some confidence-building measures as the build-up to the call for a ceasefire.

I absolutely agree with the hon. Lady’s concerns about safe access. Humanitarian access to the country has been extremely limited, not least in respect of use of the ports, which we have discussed on many occasions. She yet again repeats her call for a UN independent commission of inquiry into some of the allegations on humanitarian and human rights law. In our previous debate on this matter, I stressed that it is the protocol for any country to conduct its own activities. I have said that if I feel that the reports that are due to come—and are slowly coming from a country that has never had to be pressed to write a report before—are deemed to be unworthy, unsuitable or miss the purpose for which they are being written, yes I will join with her and say that this should be moved to an independent examiner, possibly the United Nations, as well. But until we reach that point, I will continue to back Saudi Arabia conducting its own inquiries, in the same way as we do ourselves, and America does itself, not least when it hit the hospital in the north of Afghanistan.

The hon. Lady mentions arms sales. We have one of the most robust sales processes in the world. Each sale is conducted and scrutinised on its own basis. As we have said in the past, where we see ourselves at the moment is that we fully support the continued sales of arms to Saudi Arabia.

But he does make an important point, in that President Hadi is not the only stakeholder, nor are the Houthis: there are the Zaydis that do not support the Houthis, and there are the many tribes that do not support President Hadi. It is a complex country; we need to make sure that all the stakeholders are buying into the ceasefire, and that if there are breaches of the ceasefire, they can be reconciled without the whole ceasefire collapsing.

I congratulate the hon. Member for Ochil and South Perthshire (Ms Ahmed-Sheikh) on securing this urgent question, and I agree with everything she said.

We need once again to ask the Government what they are doing to end the conflict in Yemen. The Minister talks about the need for a political solution. When is he going to present our resolution to the United Nations? When are we going to get proper investigations into alleged violations of international humanitarian law? Why are we continuing to sell Saudi Arabia the arms to wage this conflict? Ultimately, when are we going to bring the suffering of the people of Yemen to an end and then get to them the humanitarian aid that they need?

In every debate, every month, and now every year, we ask the same basic questions, and every time the Minister, whose name is now, I am afraid, synonymous with the Yemen conflict, stands there and gives us the same non-answers. We have had the same today, so let me simplify these things for him a little and ask him some plain, factual questions. First, did he read the excellent article on Tuesday for “Middle East Eye”, which was written by the right hon. Member for Sutton Coldfield (Mr Mitchell)? If he did, can he tell us what in that analysis he disagrees with?

Secondly, and even more straightforwardly, questions on which we must get answers today: how many civilian deaths in total are involved in the 252 alleged violations of humanitarian law by the Saudi-led coalition, which the Ministry of Defence admitted today that it is tracking? Have any of them been the subject of one of the 13 reports that the coalition’s joint incidents assessment team has produced over the past nine months? If so, which ones? If not, why not?

Thirdly, does the Minister really think that Yemeni mothers who are today desperately scavenging for food for their children would agree with him that we ended 2016 in a better position than we started it in?

I think I answered many of those questions in my opening replies, but on the UN resolution, which the hon. Lady raises again, the UN special envoy is in New York today, so we will hear when it is appropriate for him to promote the resolution. It is likely, once we have confirmation from the parties that agree that, that they can confirm that the UN resolution is there to consolidate and legalise the process. So we will wait to hear an announcement today; I am sure that, by the end of the day, we will have a statement by the UN envoy himself.

Regarding the sales, I repeat what I said earlier: we have one of the most vigorous arms export licence schemes in the world. Export sales are subject to our consolidated EU and national arms export licensing criteria.

We are getting humanitarian aid into the country. The process is slow and cumbersome, but we are making a significant contribution to providing support to the people who are caught up in this awful conflict. The sooner the people of Yemen recognise that there is no military end to this, but that there must be a political solution, the sooner we can get even more aid into the country.

The Houthi rebels in Yemen enjoy the support and patronage of the Islamic Republic of Iran, which is the world’s most prominent state sponsor of terror, responsible for genocidal violence in Syria. What pressure is being brought to bear on the regime in Tehran to advance the cause of peace rather than to continue to glory in slaughter?

I visited Iran last week, and I was in Tehran. I raised a whole range of issues, including some of the regional matters. I made it very clear that not just Yemen but the wider region will benefit if this cold war that almost exists between Saudi Arabia and Iran were to thaw. If we can get the security right and have an understanding of where things should go in the future, the prosperity for the region will be huge, and not least the benefits for Yemen, because we will then see an end to this war.

Before the war, up to 70% of Yemen’s food supply came through Al Hudaydah port. What representations are the Government making to the Saudi-led coalition, urging them not to pursue a sea and air attack and instead to pursue a ceasefire?

I pay tribute to the work that the hon. Gentleman does on these matters, in which he takes a huge interest. He is right to highlight the importance of that port in gaining aid access to the country from the Red sea, further up, because the port of Aden cannot cope. The port is currently in Houthi hands, although the UN has access to part of it. The problem is that the cranes are not working. I have been in discussions with Oman, which has similar cranes that could perhaps be put there, and that would speed up the process of getting aid into the country.

If I understand my right hon. Friend’s question correctly, we have an indigenous stakeholder in the north of the country that is part of Yemen—they are part of the future of the country themselves—but they have attacked Saudi Arabia in the north. They have killed people and struck villages and so on, so the war has spilled beyond the borders of Yemen. That is all the more reason why we need to work towards a ceasefire and a political agreement.

Has the Minister seen and examined the reports of UK military personnel in Saudi Arabia? Do these reports justify his continuing support for the Saudis’ own investigation into breaches of humanitarian law? Can he give any explanation or succour as to why the Government are refusing to back the international and independent examination? Given that the Foreign Secretary himself has described this conflict as being in the nature of a proxy war, why do the Government persist in giving such unfailing support to Saudi Arabia?

We have a long historical, and close, relationship with Saudi Arabia, but I have been the first on many occasions to make it very clear that this is a country where the establishment are on the liberal wing of a conservative society. They are not used to having the limelight shone on them in this way. A sustained war, which, again, they do not have experience of, has exposed a number of absences of skills, which they have had to learn the hard way, one of which is going through proper investigations to show what happens when mistakes and errors are made. I agree with the right hon. Gentleman; I do not refuse to say that I will call for independent investigations. I am first asking Saudi Arabia to provide those reports itself, and if they are found wanting, then yes, I will stand with the right hon. Gentleman and ask for the United Nations to take on that role.

The Iranian Foreign Minister, Mohammad Javad Zarif, said last week in Davos that he could see no reason why Iran and Saudi Arabia should have hostile policies towards each other. He went on to say that they should work together to end the miserable conditions of the people in Syria and Yemen. Does the Minister have any indication that this is a new initiative, because it would be very good news for the peace process?

My hon. Friend makes a very important wider point as to where the relationship between these two important countries in the region will go. I hope that we will endeavour to see a thawing of that cold war. Other countries such as Kuwait and Oman are looking at this to see what they can do to help—to see whether there is an ability to develop the communications that we need, to allow for a greater understanding so that mistakes cannot be made, and to improve security and prosperity for the region.

Can the Minister confirm that the Saudi-led coalition is operating in pursuance of a UN resolution, and that the conflict is fuelled particularly by the ambitions of Iran? Will he stress the UK’s very important security and defence relationship with Saudi Arabia and its importance to security, not only in the region but in our own country? Finally, can he confirm the enormous importance of Saudi Arabia to our world-beating aerospace industry and its skilled workforce?

The right hon. Gentleman raises some important points. The UN resolution gives legitimacy to Mr Hadi’s call for support by any means—I think those are the words that were used—which is why it was possible to put together the Saudi-led coalition to thwart the advance of the Houthis from the north of the country.

The right hon. Gentleman is also right to underline our important relationship with Saudi Arabia, which it values and we value. Saudi Arabia is learning the hard way, and making those steps has been difficult. It is better that we do as we are doing and take Saudi Arabia through the process than for it to join other countries that would not exert the same pressure concerning humanitarian issues, women’s rights and all the other aspects that we want it to move towards.

The Minister of State for International Development, my hon. Friend the Member for Penrith and The Border (Rory Stewart) met Stephen O’Brien only a couple of weeks ago, and I meet our former colleague regularly. At the UN General Assembly in September last year, he co-chaired a meeting with the Secretary of State for International Development to raise funds, to ensure that other countries joined us in providing the finances necessary to give humanitarian support to Yemen. I pay a huge tribute to him and the work that he is doing in the United Nations.

Does the Minister agree that repeated violations of international humanitarian law would feed the humanitarian crisis in Yemen? The UK Government’s assurances that no such violations have been committed by the Saudi-led coalition are worthless when, in the Minister’s own words,

“neither the MOD nor the FCO reaches a conclusion as to whether or not an IHL violation has taken place in relation to each and every incident of potential concern that comes to its attention.”

I have mentioned that we had the Foreign Minister of Saudi Arabia come here and answer that question directly. Saudi Arabia has no interest in somehow bombing Yemen back into the past, and the storyline that some are trying to perpetuate is simply wrong. We are talking about an ally and a neighbour, and the two countries have a long combined history. It is in Saudi Arabia’s interest for Yemen to thrive and prosper, so the idea that Saudi Arabia would continue to want to bomb agricultural areas, schools or other such things for the sake of it is simply misleading.

Will the Minister update the House on any progress made on the Gulf Co-operation Council initiative for peace?

The GCC initiative for peace and the partnership for peace were previous initiatives that the Houthis signed, prior to 2014 when they left their communities in the north and pushed in towards the capital. Those initiatives are the basis from which UN Security Council resolution 2216 has been crafted, and I hope that they will be the basis for the road map that we will work towards. The fact that the Houthis signed those initiatives in the past is, I hope, a good indication that they will back the road map.

Will the Minister confirm that the Government are at present tracking 252 allegations of humanitarian law violations by the Saudi-led coalition in Yemen, and has he heard what the former Business Secretary told the BBC? The former Business Secretary said that he was “staggered” by the number of potential breaches, and that if he were still in government, arms exports to the Saudis would have stopped

In all the discussions that we have had about the Houthis, President Hadi and other stakeholders, we can end up glossing over the fact that al-Qaeda was and has been in the Arab peninsula for some time. Al-Qaeda is responsible for the Charlie Hebdo attack, the printer bombs, the underpants bomb and many others. This is one of al-Qaeda’s most advanced and complex capabilities. That is why it is so important for us to get good governance in Yemen so that al-Qaeda cannot take advantage of the vacuum of governance.

I have worked quite hard to get not only Saudi Arabia but all the GCC nations to show a willingness to join others around the world in signing the convention on cluster munitions. The Americans are obviously not a signatory to it, but I hope that Saudi Arabia, which is considering this, will recognise its importance. I would say that Rex Tillerson, the new Secretary of State—he lived in Yemen for three years, and knows the area very well—will meet my right hon. Friend the Foreign Secretary in the very near future.

People in Kettering agree that providing humanitarian assistance to vulnerable people in war zones is a proper use of our overseas aid budget. How many people are we supporting in Yemen, and what plans do we have to extend that budget in 2017?

As I have said, we are the fourth largest donor for the country of Yemen, providing over £100 million. We are looking at ways of getting other countries to match our funding and to work with the United Nations. I hope my hon. That is at the heart of what we now need to achieve. As I have mentioned, the quad met on 19 December 2016. I pay tribute to John Kerry for the work he did in forming the quad. We are now in discussions, and we will speak to the UN envoy about the quad meeting at the very earliest opportunity, so that we can get the parties back around the table in Kuwait and put in place a cessation of hostilities agreement.

I hope the Minister will join me in welcoming the fact that the Disasters Emergency Committee has raised £17 million, which I believe includes DFID funding. Does that not show the importance of the UK meeting its 0.7% target as an example of global leadership? Will it, as I hope, encourage other countries to contribute to the UN appeal, which is currently only 60% funded?

I confirm—I think for the third time—that we remain absolutely committed to the 0.7% target. Perhaps we do not see it so much in the House, but when we attend meetings at the United Nations General Assembly or in Geneva and Vienna, our soft power—the leadership we show, our commitment to helping others less fortunate than ourselves across the world and our leadership in how such money is spent—allows us to punch above our weight across the world.

The Minister mentioned the discussions within the United Nations. I read an article, in The New York Times I think, suggesting that there may be such changes. It is important that people not just in America but across the world understand that the United Nations is pivotal as the international forum in which countries can come together to resolve their issues. If it did not exist, we would invent it. However, we must recognise that the troubled period it has had in the past six months or so, because of the use of the veto, means that it is perhaps now time for it to be reinvented.

Ninety per cent. of the food that will keep them alive has to be imported. The sea ports through which that food has to be imported are being deliberately and systematically bombed into oblivion by the Saudi-led coalition. How can it possibly be morally defensive to sell any weapons whatsoever to a regime that is undertaking such inhumane actions?

I understand the spirit in which the question is asked, but it is not the case that the ports are being bombed into oblivion. As I said earlier, the Al Hudaydah port is divided into two areas, one operated by the Houthis, the other by the United Nations, and they can get ships in, but there is a queue of ships because the working cranes are not large enough to get the kit off. That is the bottleneck that we need to resolve.

When the Saudi Foreign Minister came twice to speak to Members and the Minister, he made it clear that he would investigate the allegations. As we have heard, there are 252, yet we have had responses to only a handful. When will the Minister say enough is enough, not least given the potential humanitarian consequences of an attack on Al Hudaydah?

I will join the hon. Gentleman and say that the pace of the reports coming out is far too slow and that the process needs to speed up, but Saudi Arabia did not even have an investigations process. When we think about some investigations that have taken place, for example Chilcot, we should ask ourselves how long did they take. Perhaps I am comparing apples with pears, but when starting from scratch, it takes time to have the processes in place to ensure that there is the necessary evidence for a report to be compiled. I will invite Adel al-Jubeir, the Foreign Minister of Saudi Arabia, back here so that we can put those questions to him again.

My hon. Friend the Member for Penrith and The Border, the DFID Minister, has just spoken to Simon Collis, our ambassador in Saudi Arabia, and I raise the matter regularly. The challenge that we face is the question of who has ownership of the port and the fact that it was used to bring in weapons. That was the coalition’s concern. Several possibilities—joint ownership, ownership by the United Nations—are being explored to ensure that the humanitarian challenges, particularly with winter coming on, can be met.

Yes, I do feel that my patience is being tested here. Saudi Arabia is aware that this is in the limelight and that the international community is getting more and more concerned about some of the events and incidents that have taken place. It is not good for Saudi Arabia or any members of the coalition. I will endeavour to make a statement after we have heard what the UN Security Council has said on the matter, so I think that we have a plan for 2017 and some better news.

Children in Yemen face a desperate situation. Recent estimates show that some 40% of children could be malnourished—double the proportion that the World Health Organisation recognises as a food emergency. Does the Minister agree that the British Government should increase diplomatic efforts with Saudi Arabia to address urgently the food crisis for children in Yemen?

The question gives me licence to say that it is not just us or the United Nations doing this: the coalition is putting in a lot of effort to get aid into the country. Last year, a series of Saudi Arabian trucks full of aid were blown up by the Houthis. The aid commitment by Saudi Arabia and the coalition is significant and they are doing their part to make sure aid gets into the country.

The Minister just made the point: is not the Gulf Co-operation Council the biggest donor to Yemen in direct aid—and indirect aid, through remittances—and should not the sensible position of this House be to support the council in its efforts to seek peace in Yemen, instead of playing silly games?

The work of the Gulf Co-operation Council is important in bringing together a collaborative and joint approach from the Gulf nations. I was pleased that our Prime Minister was able to address the council’s summit last November, where many of those issues were raised.

Looking at the number of allegations that took place in Afghanistan, I would not necessarily agree with the hon. Gentleman. He is looking at only the British and American—or allied and Operation Enduring Freedom—side of things. If we include what the Afghans were doing as well, the numbers would rise. He is not comparing like with like. We have to include not only what the international community is doing, but what Saudi Arabia is doing.

It is a pleasure to serve under your chairpersonship, Mr McCabe. I congratulate the hon. Member for Rochford and Southend East (James Duddridge) on securing the debate and thank him for raising many important issues, on which I hope to comment.

The Department for International Development currently spends nearly £307 million in Nigeria, making it DFID’s third largest country project budget. I had the pleasure of visiting Nigeria in 2015 with the International Development Committee to see the fantastic work that is being undertaken there, particularly on girls’ education. That visit followed the distressing abduction of the Chibok girls, which people around the world heard about and which left an indelible impression on me as a parent of two girls. Parents sent their children to school one day and then got the news that they had been abducted, purely because they valued education—and education for girls. That must have been a traumatic experience for anyone affected. That trauma continues to this day, as most of the girls remain missing. I met the “Bring Back Our Girls” campaigners who campaign every single day outside the Nigerian Parliament for those girls’ return. We also met Government officials who have pledged to return the girls and fight Boko Haram’s extremism with all that they have. Will the Minister continue to assist with that? We must never let prevail extremists who wish to suppress women and girls, their education and their liberty.

I read with absolute disgust on Monday that Boko Haram has taken to sending female suicide bombers into Government and civilian territory with infants strapped to their backs. Such atrocities and such a lack of concern for human beings—especially the children who are sent to their deaths—are barely understandable. What are the UK Government doing to counter extremism and support the Government of Nigeria in dealing with Boko Haram? It is also important that DFID provides all the support it can to help the girls who are returned to reintegrate. I have read reports in newspapers that girls who have returned may be being stigmatised and ostracised by local communities, but given all that they have been through, they need all the support they can get.

On transparency, as a member of the International Development Committee, I believe that DFID must apply stringent criteria to its aid. Corruption has been rife right to the top of the Nigerian Government. I commend President Buhari for his stance that no one should be above the law, and for investing in anti-corruption measures. What are the United Kingdom Government doing to support him? Jobs and livelihoods will be extremely important in both countering extremism and providing alternative opportunities and hope for a population that has seen great inequity for as long as it can remember. When I was in Nigeria, people were reluctant to take money from me via credit or debit card, even at the airport. The society appears to be cash based, and little of that cash is accounted for. I therefore expect that little cash makes its way into the Government’s coffers. Helping Nigeria to integrate technology for mobile phone transfers and banking will be an important step forward in making cash count for the whole of its society and helping tax collection initiatives.

I also briefly visited Senegal and was impressed by the British industry there. I met representatives from Cairn Energy, a Scottish energy company that has invested in drilling for oil there. I believe there are important trade opportunities for the UK across Africa, but I would like to see that being sustainable trade that involves all strands of society and that offers jobs to local people, once again reducing inequality. I would be pleased to hear an update from the Minister on trade relations—explicitly on sustainable trade, and how that will complement DFID’s strategy to reduce poverty.

I also believe it is important to briefly mention the Committee’s work on the Ebola crisis. I commend all of those involved during the crisis for their work, including Pauline Cafferkey—a nurse who is based locally to me. The Committee heard evidence last year that one of the lessons to be learned from that crisis was the lack of ability to act swiftly enough on the ground by engaging with small, community-based interventions at the frontline. Further work must be done to enable DFID to do that.

The Committee also heard evidence that HIV/AIDS continues to be endemic in Africa, and we know it is one of the biggest killers of adolescents. An HIV/AIDS strategy is required, and I was extremely disheartened to learn that DFID does not currently have one. Those are some of the issues that I believe we must continue to raise and take forward. The Government are perhaps not ready to develop their own strategy across Africa, meaning that the withdrawal of aid money from middle-income countries is a pertinent issue that should be looked at across Government. If we withdraw too quickly, there is a real concern that we may not be able to meet our global goal of eradicating HIV/AIDS by 2030.

The hon. Lady is making a powerful and important point on how Government funding is allocated in order to provide support for countries across Africa. It is important that that funding does not dry up before good results are able to embed themselves and last in perpetuity. That is why we have introduced the prosperity fund, which allows us to move away from DFID funding per se—which is more humanitarian-focused—to what can actually help to build economies and support people in the longer term.

I thank the Minister for that helpful intervention; I am pleased to hear it. As I say, I believe that jobs, livelihoods and trade will provide an excellent way forward for people by giving them alternative opportunities, thereby driving them away from extremism in their local areas. However, DFID’s work should include developing an HIV/AIDS strategy. The Government should take that seriously, because great strides have been made on that issue, and I would not like to see transmission rates increase as we withdraw from middle-income countries that are not ready to develop their own policies.

There is a balance of aid work, sustainability, jobs and livelihoods and trade opportunities across west Africa. It would be helpful to hear an update from the Minister, and I look forward to his giving one.

It is a pleasure to work under your chairmanship, Mr McCabe. I join others in congratulating my hon. Friend the Member for Rochford and Southend East (James Duddridge) on a commanding performance. When I first saw that I was going to take over the responsibility he looked after so well, I realised that I had big shoes to fill. He has reflected that in his articulation, understanding and grasp of the matters not only in west Africa but right across that amazing continent. I thank him for his contribution today, and thank other hon. Members. This has been a comprehensive, wide-ranging and very useful debate. As usual, I have a few minutes in which to answer a deluge of questions. I am simply not going to be able to do justice to hon. Members and will write to them with more details if I am not able to cover those points in my closing remarks.

First, to focus on my hon. Friend’s opening remarks, he praised the work of the posts—of our high commissions and embassies—not only across Africa but across the piece in the Foreign Office. We certainly punch above our weight. I pay tribute to them and join him, and all hon. Members in the Chamber today, in praising the leadership that is shown in representing Britain not only from a trade and diplomatic perspective, but from a security and military perspective. We are very proud of what they do. They are the unsung heroes. I hope any delegation that goes out, or any parliamentary visit that takes place, will benefit from the knowledge, experience and friendship that is bestowed at our posts across the world and in Africa.

My hon. Friend stressed the importance of the crisis centre. I thank him very much indeed for complimenting me on my Twitter feed. I hope, simply because of the number of people who watch Westminster Hall debates, that the number of followers I have will double after his congratulations. The work of the crisis centre is critical in ensuring that we look after Britons abroad when there is uncertainty in any part of the world. For those who are unfamiliar with it, it is a huge area in the basement of the Foreign Office that gets taken over with all sorts of important feeds, linking into other organisations and posts so that we can keep track, provide relevant information and, not least, communicate with the travel authorities. We can provide important information so that, if there is a requirement for repatriation or health issues or others, we can deal with them with a sense of urgency. It was used in regards to Sousse and other events, and was mobilised for the Gambian political dilemma as well.

My hon. Friend underlined the importance of Africa as a nation. It is envisaged that, in 2050, it will be one quarter of the world’s population, so the continent is important to us. As many hon. Members have outlined, we have a history and relationship with it; we have connections and we should certainly take advantage of them. The World Bank states that Africa as a whole will need to create 18 million jobs every single year. We need to be part of that story, and we have a very good part to play. Other connections have been made such as cultural links and connections with the diasporas in this country. Soft power was mentioned, and we can take advantage of that in developing the important bonds that will help the continent, and certainly west Africa, as it takes important steps to an improved democratic space.

My hon. Friend mentioned the opportunities of Brexit. As the Prime Minister has articulated, it is not us looking inward but quite the opposite. It is us saying that we do not have to go through the prism of working with 27 nations in Brussels, but can have direct relationships and direct trade opportunities with countries, including those in west Africa.

My hon. Friend and others praised the work we did for the continent in tackling Ebola. That is a great example, stepping outside the EU, of how a coalition of the willing—a coalition of those countries that are able and committed to doing something good—stepped forward and helped a part of Africa that needed our support. It is absolutely right to praise all those involved, as the hon. Member for Heywood and Middleton (Liz McInnes), the spokeswoman for Labour, did in heaping praise on what we did there. Yes, there are lessons to be learned, because this is likely to reoccur again—we need to be prepared for some form of illness or plague.

My hon. Friend asked about the importance of the Commonwealth meeting. It is a great trading opportunity. He knows that we will host the next event in spring. It is a great opportunity for us to embark on and enhance the trading relationships we have with our African friends.

My hon. Friend asked about the Trump Administration. We are all asking that question. What I can say is that the deputy Secretary of State, Tom Shannon, had the job under the previous Administration. He had responsibility for Africa and the middle east, mimicking my entire footprint, and continues in that role. Terrorism is a huge concern in Africa, not least with Boko Haram in Nigeria and al-Shabaab in Somalia. Brett McGurk will continue to lead the counter-Daesh coalition, which will expand its work to look at how it can use the experience it has gained to help countries tackle terrorism in Africa.

Boko Haram was mentioned by the hon. Members for Heywood and Middleton, for Strangford (Jim Shannon) and for East Kilbride, Strathaven and Lesmahagow (Dr Cameron). When I visited Nigeria, I had the opportunity to meet people from the “Bring Back Our Girls” campaign. There is no doubt that the impact of Boko Haram cannot be over-exaggerated. We estimate that, since 2009, 20,000 people have been killed, more than 2.2 million people have been displaced and more than 15 million people have been affected by the Boko Haram insurgency. The problem is that, in the north-east of the country, access is very limited, the roads are very poor and security is very difficult to enforce. Some of the programmes we are looking at are to improve the infrastructure so that the security can work there. We have more than 350 personnel training intelligence and helping military forces, so that the Nigerians can provide better security for that area. The humanitarian disaster is huge, which is why we have a number of DFID programmes working to try to help the situation.

My hon. Friend the Member for Windsor (Adam Afriyie) articulated very powerfully his knowledge and passion for Ghana and his role of trade envoy. I thank him and others for the important role that envoys play. They provide continuity and a steady drumbeat of visits, which Ministers cannot always get out to do. I thank him for the work he has done in Ghana and am pleased to be joining him to visit the country very soon.

My hon. Friend stressed the role of business. It is absolutely right that we work to ensure that Ministers not only go out, but take businesses with us as well. He also talked about the connections and diasporas in Britain, and touched on the Francophone countries. It is important that we do not simply see the region as the French domain, but as one that we can go into. The British Council does amazing work teaching English—there is desire for that right across Africa, regardless of the historical connections.

The hon. Member for Glasgow North (Patrick Grady), the spokesperson for the Scottish National party, spoke about the importance of continuing that commitment of 0.7% in our aid budget. I confirm again that that is certainly our intention and is very important indeed. He touched on something that is not perhaps particularly appreciated: the impact of climate change on Africa in causing what we might call environmental refugee movements—people are having to move because they can no longer grow crops in certain areas because the climate has changed and it is no longer sustainable. We need to focus on that, too.

In the short time I have left, I should say that we are seeing a slight change in west Africa in places such as the Gambia and Ghana, where elections have taken place. There is a recognition that constitutions must be honoured. No longer is it the case—this is not just in Africa but around the world, although there are many examples in Africa—that, when a leader gets used to power, they find reason, cause and excuse to alter the constitution so that they can continue in perpetuity, until such time that they get tired and work out a way of getting their son or daughter to take over. What we saw in the Gambia and neighbouring nations—this point was made in a fairly lengthy, but pertinent intervention—was them saying that they were looking to solve their own problems. We wish President Barrow every success. I was pleased to be able to make that phone call, although I have to say that was prior to President Jammeh saying that he was not going to recognise him. I am pleased that we already have that bond with the country and look forward to visiting.

I am not even going to touch on some of the other countries, but will certainly write to hon. Members with more details on their specific questions. I will simply end by saying that west Africa is a huge and diverse region. People are enjoying stability and growing prosperity, but in other countries, leaders continue to face considerable challenges. What we see right across the whole region is the enormous potential of those countries and their people. It is in our interests and theirs that we work together and help them to realise that potential. That is why we continue to support west African countries’ efforts to deliver peace, stability and democracy.
