Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

Over the summer, Members will have heard the Prime Minister speaking with great passion about protecting the Union. The £18 billion of annual funding for the Welsh Government is the largest annual amount in real terms since devolution began, so those were not just words but actions. I can also point to the £121 million in levelling-up funding for 10 projects, the £790 million of investment across four Welsh cities, the £115 million for the Swansea Bay city deal, and the £500 million for the Cardiff city deal. I am sure that the Prime Minister will, in due course, contact those elected leaders to see how we can work closely together.
The hon. Member for Putney (Fleur Anderson) mentioned the ethics adviser. I understand that the Prime Minister is considering that matter and will provide an update in due course.
We are in extraordinarily tough times—there is a global economic crisis—and we must remember where this country was heading only a month ago. Families and businesses were fearing unaffordable energy bills higher than £6,000. Inaction would have been unthinkable and the human cost unforgivable. Businesses would have gone bust and jobs would have been lost, and that is why we took the decision to protect people and businesses from the worst energy crisis this winter.
We were elected in 2019 on a pro-growth, pro-aspiration and pro-enterprise agenda, to be on the side of hard-working people and all those who make our country great, and that is what we will continue to do. Today we have moved to cut national insurance, putting £330 in taxpayers’ pockets, and we are delivering a clear plan to get Britain growing through bold supply-side reform. Growth requires stability, and that is what we are offering. We need to move forward and deliver for the British people. A general election risks sending us back to square one by letting the anti-growth coalition into power. We will do whatever it takes to get through the storm and emerge a stronger and better nation.

Commons ChamberHer Majesty Queen Elizabeth II had a lifelong and deep-felt love for Scotland, which we have already heard about. That was reciprocated by the people of Scotland, who held her, and indeed still hold her, in deep affection. I had the opportunity myself to see that close up, both as a Member of the Scottish Parliament when it reconvened in 1999, and subsequently as Secretary of State for Scotland. At the opening of the Scottish Parliament, the Queen declared:
“I have trust in the good judgement of the Scottish people, I have faith in your commitment to their service and I am confident in the future of Scotland.”
She reaffirmed that belief in, and commitment to, Scotland on each subsequent opening of the Scottish Parliament, although she told me she always found it amusing that, as soon as the Scottish Parliament was formally opened, it went on recess, or on holiday, as she referred to it.
As we have heard, the Queen was also extremely well informed about everything that was going on in politics. At the time of my first substantive conversation with her as Secretary of State, there had been a major incident in Parliament. In 2015, rather more members of the Scottish National party had been elected than might have been anticipated, and there was a little conflict about who should sit on one of the Opposition Benches—the then Member for Bolsover and some other Labour Members were not so keen on SNP members occupying it. The Queen was very familiar with the situation and sought to interrogate me on the rights and wrongs of the issue, but I found myself blurting out, “Oh, your Majesty, that’s buttockgate.” I thought, “In my first meeting with the Queen, I’ve said the word ‘buttock’. What is to happen?” But rather than me being taken off to the Tower or some other place, the Queen just laughed. She found it all very amusing. She was interested in what was happening in Parliament and in the day-to-day events.
The Queen had many connections with my constituency, from opening the Dumfries & Galloway Royal Infirmary, to visiting the town of Lockerbie after the devastating air disaster. Most tellingly, I found a clipping from a 1956 edition of The Glasgow Herald. It stated:
“Previous royal visits to Scotland having neglected to include Biggar, in South Lanarkshire, the Queen decided to make amends in October of 1956. As this paper observed: ‘A thoughtful gesture by Her Majesty added 90 minutes in time and 35 miles in distance to her programme.’”
But she felt that Biggar was the only county town omitted from recent royal tours. That was the Queen. She wanted to include every community across the United Kingdom and of course the people of Biggar turned out in their masses to thank her for that very generous gesture.
Scotland and the whole of the United Kingdom have lost not just the Queen but a dear and true friend whose like we shall not see again. God bless her and God save the King.

Commons ChamberThe Ukrainian prisoner of war chapel at Lockerbie in my constituency is a focal point for the Ukrainian diaspora in Scotland; prayers are being said there for their fellow countrymen. Ukrainians in the UK, who are grateful for the military support that has already been forthcoming, have identified an immediate need for medical battlefield supplies, for warm clothing for troops and for camouflage gear. Can my right hon. Friend assure the House that they will be forthcoming?

Commons ChamberThe hon. Lady will know that I backed the increase in the seasonal agricultural workers scheme from 2,500 to 30,000. The National Farmers Union of Scotland is well aware of that; I led on those negotiations. She will know that the EU settled status scheme has been successful. We were told that fewer than 3 million people would apply but in fact over 6 million have applied. Some of those workers have remained in their countries; they can come to the UK freely, as she knows, but they remained in their countries during the pandemic, and the pandemic has been a factor. We also have the shortage occupations list, which creates lower salary requirements for skilled workers. This Government are doing everything they can, but we have to recognise that there is a pandemic effect on labour shortages at the moment.
The Secretary of State will be aware that the principal export market for most businesses in my constituency is in England. Does he share my frustration that the Scottish Government, rather than supporting those businesses with exports to other parts of the United Kingdom, continue to pursue an independence agenda, which could only mean more barriers for those businesses?

Commons ChamberThe allegations are, of course, a cause for concern. Further detailed investigations are required to establish to what extent that forced labour is present in the solar supply chain. We are thoroughly investigating those allegations. On 12 January, we announced a series of measures to help ensure that no UK organisation is complicit in human rights violations or abuses taking place in Xinjiang, including strengthening the overseas business risk guidance to support businesses making the right choices.
I have met a range of society and youth groups in every country that I have visited in my COP role. Alongside that, I co-chaired the COP26 civil society and youth advisory council. Last month, I attended the Youth4Climate: Driving Ambition conference to hear at first hand almost 400 youth climate activists representing 186 countries.
The big disappointment for me is the chaotic and shambolic way in which SNP-led Glasgow City Council has approached this major global event that is coming to Scotland. Can the President reassure me that, whatever the inadequacies of the council, it will not detract from the event or its ability in future to positively reflect on communities in Glasgow and across Scotland?

Commons ChamberIt is an honour to contribute to this debate. So much has already been said about James. I regard it as a huge honour to have been a friend and to have seen him as a friend. High office is actually a very lonely place, as many people around this Chamber will know, and the ability to be able to speak to someone openly and not to think that that will appear on the front page of tomorrow’s paper or to be part of online speculation about yourself or colleagues is hard to find. When I was a Cabinet member, a Minister and a shadow Minister, James was someone I always felt I could speak to in total confidence: somebody who would give support, in a way that was for my benefit, not for any benefit to him; somebody who would be candid; and, as we have heard, somebody who would be funny about it as well, because you can be nice and be very funny too, with a wicked sense of humour. I am very grateful for the support that he gave me when I was a Minister.
I was also struck by James’s self-effacing nature. As we started this discussion, I looked at the last exchange of messages that I had with him about his situation, and it was his thanks to me for my concern. It was the fact that all of us had given him so much love and support over the period that he was so grateful for; he wanted to convey that and said it had sustained him in some of the most difficult times.
The final point I want to make is that I was actually with Sir David Amess in Qatar when we heard the news of James’s passing. David really was very upset by that news and was effusive in his tributes to James. I am sure that if he had been in the Chamber today, he would have wanted to make such a contribution. As we heard earlier, social media is not the friendliest place, but there is a great picture that was put up on Twitter, which shows Sir David in this Parliament, advocating the case for Southend as a city, with James sitting over his shoulder, laughing. That is the picture that I would like to retain in my mind of those two great parliamentarians—great men, who have contributed so much to our national life.

Commons ChamberI think the coalition with the Greens shows very clearly to everyone that one thing that the SNP failed to achieve in May was an outright majority.
“Shameful” and “disgrace” are words that Nicola Sturgeon likes to bandy at her opponents, but they truly apply to her announcement yesterday that while Scotland continues to have some of the worst covid rates in Europe, she is diverting resources into another divisive independence referendum. Will my right hon. Friend confirm that the focus of this Government will be to work constructively across the United Kingdom to defeat covid, save jobs and restore our economy?
My right hon. Friend is absolutely right. Our focus is on rebuilding our economy. Our focus is on restoring our NHS. I think most right-minded Scots would agree that using civil service resources to design a prospectus for independence is the wrong thing to be doing at this time.

It will not surprise you that I wish to focus on the impact of the Gracious Speech on Scotland in the context of last week’s Scottish Parliament elections. However, before I do so, I want to make two other points, one of which is directly related. As we all know in this House, elections always involve winners and losers, and the loss of my former colleague John Scott, the MSP for Ayr for the past 21 years, by just 170 votes, was keenly felt across the Scottish Conservative family. John had been Deputy Presiding Officer of the Scottish Parliament, a Committee Chair and a Front-Bench spokesman, and he was an assiduous constituency Member. He will be much missed right across the Parliament.
May I also welcome the measures in the Gracious Speech to ban conversion therapy, an issue on which I have campaigned, cross-party, along with many other colleagues, and express the hope that such measures can be brought forward in conjunction with the devolved Administrations, so that we can have a uniform approach to this abhorrent practice across the UK? I will certainly be highlighting the need for that during the consultation.
Turning to Scotland, I particularly welcome the Government’s practical commitment to the Union in the Gracious Speech and look forward to the transport infrastructure investment promised to improve connectivity within the United Kingdom, which is needed nowhere more than on the A75 in my constituency, a key route between England, Scotland and Northern Ireland. This Government’s commitment to working constructively with the Scottish Government for the benefit of the people of Scotland has been evident throughout the pandemic, not least in the vaccine roll-out. It was evidenced again in recent days by the Prime Minister’s initiative in bringing together the UK Government and the devolved Administrations to work together to fully overcome the pandemic and plan for recovery. That is where Nicola Sturgeon’s laser focus should be, not on talk of another divisive independence referendum.
Despite the outrageous assertions we have heard from the Westminster leader of the SNP here today, the real story of the election on 6 May in Scotland was, as Alex Massie highlighted in today’s The Times, the incredible success of the Scottish Conservative and Unionist party. We returned 31 MSPs and gained more than 100,000 additional votes to deliver our highest ever share, and we stopped the SNP majority, just as we promised the voters we would. More than that, we proved that the 2016 election was not a fluke, or solely down to the unique personality of Ruth Davidson. The Scottish Conservatives are Scotland’s second party and the main Opposition.
The Scottish people have voted to elect a Scottish Parliament without an overall majority. They could have given the SNP the majority that the nationalists themselves set as the test for another referendum, yet instead they have sent a strong message that people in Scotland want parties to work together now in the national interest of managing the coronavirus pandemic and delivering our economic recovery. The Scottish Conservatives will work constructively with all parties to rebuild our country.
Of course, as after all recent elections in Scotland, we are now told that every single person who voted SNP was doing so to bring about independence and another referendum. It is strange, then, that despite the SNP registering the slogans “Vote SNP for indyref2” and “Both votes SNP for indyref2” as planned ballot descriptions with the Electoral Commission for last Thursday’s election, it instead used “Nicola Sturgeon for First Minister”. So the SNP literally removed indyref2 from the ballot paper when that could have been put on it and left no room for doubt.
Of course, it is clear why the SNP did that—so that it could claim that those people who responded positively to Nicola Sturgeon’s handling of coronavirus could have their vote used to support independence when that was never their intention. Indeed, Nicola Sturgeon told Glenn Campbell of BBC Scotland only last Tuesday that people should of course vote for her if they wanted her leadership but not the distraction and division of another referendum. How disappointed such people must have been when, even before all the votes were counted, the SNP again pushed its divisive plans for a second independence referendum. We have heard it here again today, and I think we are going to hear more of it. Not only is this the wrong priority for our country; it is a betrayal of every voter who supported the party out of a desire for leadership through the pandemic and into recovery. The SNP has no moral authority to hold a second referendum. It failed its own test to secure a majority and has been left as a minority Government.
Is it not the case that more people voted for pro-Unionist parties in the recent election than for separatist parties?
In the constituency ballots, that is indeed the case, but the point I have just made is that many people who voted SNP did so on the basis of the handling of the pandemic, not in a call for an immediate independence referendum. That is why the SNP now needs to listen to the Scottish people and focus on getting our country through this crisis.
I am very much enjoying the right hon. Gentleman’s speech, as always when he makes these points, but I remind him that the Conservatives lost two seats in the constituency vote. Perhaps he could outline to the hon. Member for Broadland (Jerome Mayhew) exactly what happened in the list vote and which of the groups—the pro-independence referendum parties or the anti-independence parties—won that one.
I know that the hon. Gentleman does not really want to focus on the election result because, in reality, it was a failure for the SNP. Only weeks ago, the SNP was riding at 58% in the polls, and we were told that 78 MSPs would be returned; he was quoting those polls in the House on a regular basis. The SNP moved forward by one seat—that is what happened—and that is not, in my view, a landslide or a major change in the political environment in Scotland.
The Scottish Conservatives will continue to oppose nationalist plans for a damaging referendum that could wreck our recovery. However, my hon. Friend the Member for Moray (Douglas Ross) has made it clear that, over the next five years, the party he leads will not just be a party of no to indyref2. For the last two Scottish Parliament elections, the Opposition have not been so seriously contending to be in government. In 2026, after two decades of SNP government, the Scottish people deserve the right to choose a real alternative and end the obsession with independence.
Strong as the result was for the Scottish Conservatives last week, starting from now, we are on the long road to becoming a broader movement and building Scotland’s real alternative to the SNP. My hon. Friend the Member for Moray will lead a patriotic Scottish party that has at its heart a belief that Scotland best succeeds and prospers by working within the United Kingdom. We will continue to be a strong Opposition at Holyrood while aspiring to be an ambitious Government dedicated to growing our economy, restoring our schools, rebuilding our communities and supporting our NHS. Today I say to anyone in Scotland who shares our dream of removing the SNP from power and delivering a real alternative focused on the priorities of the people of Scotland, rather than a divisive referendum: join us in the Scottish Conservatives on that journey.

Gentleman could not bring himself to welcome the suspension of the US tariffs, in the same way that the Scottish National party has not welcomed any of our trade deals, but maybe he and his colleagues have other things on their mind at the moment. I also noticed that he did not raise separation, for the first time in my almost two years at the Dispatch Box—always separation, but not today. I think he has finally thrown that broken record away. We consult the Scottish Government on these trade deals, but they are a reserved matter and they are for the whole United Kingdom. As I stressed in my earlier answer, they will be very beneficial for the Scottish agrifoods industry.
I congratulate my right hon. Friend and, particularly, the Secretary of State for International Trade on their relentless efforts to remove the unjustified and penal US tariffs on whisky and cashmere, which have been so damaging. Does my right hon. Friend agree that, whatever now happens in relation to the Airbus-Boeing dispute, there can be no return to arbitrary retaliatory tariffs on unrelated industries, and that the decoupling of whisky and other products from that dispute must be permanent?
I absolutely agree with my right hon. Friend. The UK Government will continue to engage with the US to agree a fair settlement to the dispute and permanently remove these punitive tariffs, and that will be a deal that works for the whole United Kingdom. This agreement just shows that the UK and the US are determined to work together, and I look forward to seeing us strengthen that partnership.

Commons ChamberMr Deputy Speaker, I sense that you are probably not as familiar with Glasgow as the Chairman of Ways and Means, who preceded you in the Chair, but I, as a former Secretary of State for Scotland and, indeed, a Scottish Member of Parliament, am delighted that the United Kingdom Government have brought COP26 to Scotland—to Glasgow. As we all know, Glasgow is a great city that can handle this event, and notwithstanding the issues that people have rightly raised about what is achieved at the conference, I believe Glasgow has every ability to host an event of such scale and to do it in a memorable way.
I do hope that we will see the new President of the United States attend the event. I had the rather dubious duty of welcoming the previous President of the United States to Scotland on one of his visits to the United Kingdom. At that event, he told me that he loved Scotland, but very unfortunately he did not follow it through during his presidency by removing the punitive tariffs on whisky.
Despite some of the remarks that we have just heard from the hon. Member for Kilmarnock and Loudoun (Alan Brown), I hope that we will see the full engagement of the Scottish Government in a positive way for this event. When we face a global climate emergency, the cost of the Lib Dem Scottish conference in 2013 is not really the issue of the moment that we need to be addressing or hearing about. I want to see the Scottish Government engage positively. I was encouraged to hear the First Minister of Scotland addressing businesses in relation to COP and the opportunities that it would bring. That is the tone that we want to hear. Also, it is not a competition between policies pursued by the Scottish Government and those pursued by the UK Government: I welcome the progress that has been made on many fronts in Scotland, but that does not mean that everything is right. Likewise, there are many positive aspects within the UK, but within Scotland, we could do better.
The principal point that I want to make in my contribution is that I want to see widespread public and civic engagement flowing from this event. I think most of us in the Chamber are familiar with major events taking place where there is little or no public engagement. The circus comes to town; all the important people arrive; they are all cordoned off; they are in their cars; and there are all the events, yet the average member of the public has little engagement or connection with them. Under my analysis, COP26 will not be a complete success unless we have engaged extensively with the wider public. The clear message is that each and every one of us owns climate change. Each and every one of us makes a difference, and if we exclude members of the public—if they do not feel part of this event, and it feels distant and remote from them—we are not going to achieve that.
I am very hopeful that my constituency will benefit economically from the overflow of guests and those attending requiring accommodation. That, of course, will be positive, but I also want there to be engagement with communities and groups that are already interested, and are themselves already very active on this front. For example, on Friday I am hosting an online event with a community group called Tweed Green, in Peebles in my constituency, to which members will come with all sorts of questions and issues: some about the climate emergency and what this Parliament is doing, and some on more local issues. They want to be part of this event, and we need to provide a way of their doing so. There are also lots of great local projects, such as the hydro scheme that has been run by the Keir, Penpont, and Tynron local trust. We have lots of local examples, and I am sure every Scottish Member could stand up in this Chamber and cite those examples. We want to see that level of engagement.
Of course, there are challenges, and we have to confront those challenges. I have more onshore wind turbines either in situ or in planning in my constituency, and just because, for example, people wish to oppose such developments does not make them anti-COP or anti-dealing with climate change. My plea to the COP26 President—I will be very interested in his concluding remarks—is to engage the public of Scotland: engage civic Scotland, engage stakeholders, and engage young people. I believe Scotland wants to play its part in making this a huge success. I do not in any way diminish the challenges that have already been raised by other speakers about what is achieved within the conference arena: if we achieve nothing there, that will of course mean that the event has not succeeded. However, to conclude, I reiterate that in my view, the event will not have succeeded unless we engage with the people of Scotland.
