What a wonderful debate, and what wonderful passion from people who know and have visited Sudan. I should start by thanking by my hon. Friend the Member for West Worcestershire (Harriett Baldwin), but instead I thank my hon. Friend the Member for Rother Valley (Alexander Stafford), who, in the unlikely event that he wished to take up a second job, could do so for the Ministry of Tourism of Sudan.

When I was explaining my Africa role to a colleague in the Tea Room, they said that they did not know Africa very well, adding, “But I have been to Sudan to tour around.” The depth of understanding of the continent among Members of Parliament is much richer than one would at first assume. That is not just on the paths most well trodden, but with respect to some of the beauty spots. I did not know about the pyramids, for example. However, I will not get overexcited about Sudanese history, because the debate included lots of matters of substance, which is what I want to concentrate on.

I congratulate my hon. Friend the Member for West Worcestershire not only on her work as Minister for Africa and on Sudan, but on her continued work for the all-party group on Sudan and South Sudan. Two weeks ago, in particular, the group had a good discussion of an hour, when some concerns were shared and I updated them a little. It is good to formalise those discussions and open them up to the rest of the House.

First, I should say that Sudan matters incredibly to the United Kingdom, and increasingly so, both today and over the next few years. We have long-standing historical ties and a vibrant diaspora. The shadow Minister, the hon. Member for Cardiff South and Penarth (Stephen Doughty), discussed his diaspora, which is not typical, but neither is it uncommon—there are many concentrations of Sudanese diaspora across the UK. We are proud of our support for the change process, sometimes quietly and discreetly behind the scenes, sometimes slightly more up front. We are ready to make Sudan a priority, and I do not use those words lightly, representing as I do 47 different countries—that is not even the whole continent.

Our engagement in Sudan reflects why we have brought together development and diplomatic expertise, as the hon. Gentleman also mentioned. That means that everything is joined-up and different elements of Her Majesty’s Government can better operate together. We have come together for countries such as Sudan, where things are quite complicated, but also for those across the continent for which there is no simple development answer—we have touched on economics, tourism and a number of other issues. We have come together to end conflict and help that bottom billion.

In considering why Sudan is important, I want to reflect on the Foreign Secretary’s appointment of Stefan Dercon as his policy adviser, to ensure primarily that we are spending official development assistance well, but also that we are spending it where we have maximum impact—for example, on an international opportunity, or where we have specific expertise. We have specific expertise and history in Sudan. There is a specific opportunity to help the transitional Government to get back on their feet and a specific opportunity, which will not exist forever, to get the economy back on track. That is why I announced in June that we would support Sudan with £150 million overall, an uplift of what we were doing at the time.

As has quite rightly been said, we have had to reduce the budget elsewhere because of the reduction in GDP. I am more than happy to share with the hon. Gentleman a breakdown of those figures so that we can unpack that. I know that he has a different perception, but this is one area in which we are investing more than we expected to. That is documented, but I will ensure that, beneath the bonnet, all the programmes that he and others in the Chamber consider effective are reflected.

As several hon. Members underlined, Sudan has seen massive changes since Bashir went in April 2019, and I acknowledge the bravery of the citizens who pushed that change. They often faced violence and made lots of sacrifices, many of which were quite horrific, so we must stand side by side with their successors to deliver the full change, rather than allowing this to be simply one particular event in which one person has gone.

Despite attempts to silence those voices, I am heartened that, 18 months since the removal of Bashir, Sudan remains on a good path. Progress is never as fast as we would like, but the trajectory is solid. Throughout the period, we have demonstrated our support for a civilian-led Government, and for Prime Minister Hamdok specifically. We have engaged politically, and built international support and an extensive development and humanitarian programme.

The first challenge is perhaps the economy. There is an unsustainable debt, which we cannot fix until some of the fundamentals are there, because inflation is at 160%. We need to internationalise that situation, which is what the Berlin conference was about and why we pledged £150 million overall, £80 million of which will go through the World Bank to support a safety net to protect the most vulnerable during a financial transition. That will allow for the debt to be delivered, so that we can build a sustainable economy, particularly when we move forward to the next stage—I will come back to the economics later.

We should also commend the Juba peace deal of 2 October, but we do not remain lazy: we are still looking for the non-signatories to come on board. Bob Fairweather, the envoy to both Sudan and South Sudan, who is known to us all, will be pushing that forward.

I am also proud of the UK’s role in UNITAMS, the United Nations Integrated Transition Assistance Mission in Sudan. That incredibly important mission will be used by the international community to help the marginalised. We have also supported UNAMID, the United Nations-African Union Mission in Darfur, which it was important to retain; we could not just walk away and leave a vacuum in Darfur. While I have not seen some of the more touristy areas, I have visited Darfur in another capacity.

Returning to the economy and how it interplays with the issue of state-sponsored terrorism, I, like my hon. Friend the Member for West Worcestershire, am disappointed that more progress has not been made. We should all recognise that sometimes loud diplomacy is not as good as subtle diplomacy, but senior officials have spoken to the US about this matter, and I would hope to have some indications of positive progress even after the process of getting it close to the President’s desk. Due to both covid and the US election, these things tend to get pushed, but for Sudan this is a major building block through which other things can start happening, including trade.

My hon. Friend’s idea of a trade envoy is excellent, and I urge her to lobby the Department for International Trade about it. I know we gossiped about potential names, and there are a number of good candidates who know that turf; I think we now have a number of other candidates who we know are interested in Sudan.

The challenges are big, which is why we need to get the humanitarian piece right, the economic piece right and the conflict piece right. Some 10 million people are suffering from food insecurity, which is why we have invested £70 million in development assistance this year. The pandemic has exacerbated that insecurity, and we have shifted our programmes to include an additional £5 million due to covid and to accelerate the search for vaccines and other things that are helping.

Mention was made of flooding, which has been at levels not seen in decades and has doubled down on the crisis: everything is hitting at the same time. The UK is supporting the Sudanese-led response through the UN and non-governmental organisations as part of our £27 million plan to support the humanitarian effort.

Turning to human rights, a number of people have recognised the progress made on female genital mutilation. A number of issues around women’s rights that seem small to us are actually massive in that type of arena. I am less sighted on some of the blasphemy issues, but we will make sure I am sighted on those things as I deal with them going forward.

I had discussions with the Sudanese acting Foreign Minister about three weeks ago, and specifically raised issues of human rights as part of the transition. We co-sponsored the resolution at the UN Human Rights Council last week that maintains the level of support on these issues. In relation to Bashir, he remains in country and will be dealt with in country, and individuals at The Hague will be monitoring that carefully and supporting that process. It is important that justice is done, and seen to be done, to support progress going forward, as well as to punish what happened.

Most recently, we were all appalled by the violence on 13 June 2019, particularly given that it took place so long after the overthrow of Bashir and the optimism that followed, which shows that while the trajectory is good and going forward, there are steps backwards. There is a commitment from both the military and the protest movement to investigate; our officials have received assurances that that inquiry will be independent, and the acting Foreign Minister tells me that extensive submissions have already come in. From what I have seen, it is unclear who specifically co-ordinated and ordered that attack, but equally, it is clear from things that I have seen and been told that it was the security forces of Sudan. The Sudanese security forces—under Bashir and afterwards—are quite a disparate group, so it is difficult to understand the interactions and know who was actually responsible. If we can get answers from the inquiry, it is really important that we so.

Despite the many challenges, I am pleased that we remain a committed long-term partner for building society and institutions. We have an excellent ambassador. I saw him when I visited, and my hon. Friend the Member for West Worcestershire has seen him a number of times. She has worked more closely with him than I have during this period. Ambassador Irfan Siddiq has worked tirelessly in the interests of Sudan, and has liaised with us back in the UK, explaining the detail. It is not always easy for an ambassador to be an honest but diplomatic friend of Sudan, and a good ambassador sometimes crosses that line and takes a step back or forward. Bad ambassadors are the ones who are liked by everyone and do not say boo to a goose. I fully support Irfan in what he is doing and other ambassadors who are honest and open, and get stuck in.

As part of our bilateral relationship, we will be moving things forward even further. I will visit Sudan, and I am looking forward to visiting the region more broadly soon. The hon. Member for Cardiff South and Penarth urged me to go into detail about the region and the neighbouring countries. I am more than happy to do that at great length; however—reading the situation—perhaps I should progress a little more swiftly.

I want to make sure I pick up everything that has been raised. On institutions, we are providing technical assistance and support. There has been talk of a nascent Parliament and women’s representation. The hon. Member for Strangford (Jim Shannon) had some interesting ideas about ethnic and religious quotas. Obviously, that is not something that we have here, but it can be appropriate and can work in other countries, particularly those in transition.

I know the Minister will do this, but I want to have it on the record. When he visits Sudan and has the opportunity to discuss these issues through the ambassador and directly with the Government, will he raise the issues of religious persecution and the representation of religious minority groups—not just in the Government, but in how the laws of the land are interpreted? The law of the land has changed—I have referred to article 79—but the judiciary has a different interpretation. I agree that this should be done in a gentle way, but let us do it right.

The Government are fully committed to independent parliamentary scrutiny in this House. The Foreign Secretary has already announced our commitment to maintaining the Independent Commission for Aid Impact. He has also announced a departmental review to make ICAI even more effective, leveraging what works and producing more practical recommendations. This will make scrutiny stronger.

I thank my constituency near neighbour, my hon. Friend the Member for South Basildon and East Thurrock (Stephen Metcalfe), for his question. We are committed to COP 26 through the presidency of G7 next year. We will be urging Governments to be bold in what they are hoping to achieve. Indeed, we are co-hosting events with the UN on 12 December to mark the fifth anniversary of the climate agreement.

With the United Kingdom being the fastest country in the G7 to decarbonise, it is quite apparent that this Government are leading the world in tackling climate change, but our efforts will pale into insignificance if other nations around the world do not face up to their own responsibilities. What efforts is my hon. Friend making to ensure that everybody plays their part?

The UK is leading by example on climate change. We are the first major economy to legislate on net zero by 2050. Globally, we have provided 33 million people with improved access to clean energy and helped 66 million people cope with the effects of climate change. As co-host of the conference of the parties and president of the G7 next year, we will bring together accelerated action on the climate change crisis.

With the UK being president of the climate change conference, COP26, I am really pleased to see the Government bring forward proposals that would prohibit large businesses from using products that have been grown on illegally deforested places such as in the Amazon, but what steps is the Minister’s Department taking to ensure that this is a workable and successful policy?

As a Government, we have worked for many years to tackle deforestation, and specifically deforestation caused by trade in unsustainable agricultural commodities, including timber. For example, in Indonesia, we have worked to improve regulations, improve independent monitoring and improve law enforcement. I am pleased to say to the House today that 100% of timber exports from Indonesia are sourced independently from audited factories and forests.

Next year, the UK will both host the UN climate change conference and assume the presidency of the G7, so does my hon. Friend agree that, at this crucial time for our foreign policy, now is the perfect opportunity to bring together security, foreign and development work and leverage that behind tackling climate change?

I do agree with the thrust of the question. The world is looking for the UK to show global leadership in one of the greatest challenges of our time. The creation of the Foreign, Commonwealth and Development Office brings together our diplomatic and development experiences, which means that we can do more to tackle climate change. The Department and I are working very closely with ministerial colleagues to support this agenda. In particular, we are working with Lord Goldsmith of Richmond Park, who is known well to Members in this Chamber.

If we are to achieve our goal of carbon net zero by 2050, some form of effective carbon taxation that takes account of the challenges of international trade will be necessary. Given that, what negotiations has the Department had with our European partners on the establishment of an effective system of carbon border adjustment payments?

I have discussed this incredibly important and technical matter with Treasury officials. I can reassure the House that we remain a global leader on decarbonisation and recognise that, as we cut domestic emissions, it is important to ensure that that does not lead to emissions elsewhere. An active debate is under way on which interventions are going to work, and the Government are monitoring and actively engaging with those discussions.

To avoid scrutiny, the Secretary of State snuck out cuts of £2.9 billion from the aid budget on the day Parliament rose for the summer recess. That is around 20% of the aid budget, despite the fact that projections of an economic downturn suggested a required fall of something closer to 9%. Can the Secretary of State tell us where those cuts will come from, and how the Government will ensure that they tackle poverty and the climate crisis and deliver value for money for the British people? Will he today commit to ending the use of UK aid and investment to fund fossil fuel projects in the global south?

The Government take our responsibilities very seriously. I remind the hon. Lady that we have delivered on 0.7%, but that does mean that the budget goes down as GDP goes down. In our prioritisation process, we have looked at a number of things to protect, including, in particular, the vulnerable, the bottom billion, climate, girls’ education and using Britain as a force for good overall. The details of that will be presented to the House in due course.

The Government are deeply concerned at the situation in the north-west and south-west regions of Cameroon. We are assisting humanitarian efforts, and today I can announce that we are increasing funding to the humanitarian efforts by £4.5 million, bringing the total for this year to £13.5 million.

I am grateful to the Minister for his answer and for his clear commitment, as I am to the Chair of the Select Committee for his interest in this area. What is going on in Cameroon is concerning for us all, whether we are talking about the multiple hundreds of thousands of displaced persons internally or in neighbouring countries, the more than 1 million people going hungry or the significant and continuing violence, including last month’s suicide bombing. This country has a special connection to Cameroon and a special responsibility to be part of a peaceful future there, as does France. It is hard to see a future settlement that does not involve both countries, so will the Minister tell us what conversations he has had with his counterpart in France about working together to bring about a peaceful solution?

That is an excellent point. I thank the hon. Gentleman for his passion on Cameroon, and I know that a number of colleagues share concerns, which the Government of Cameroon understand. We regularly engage with a number of partners, including the French and Americans, and the UN, where there have been resolutions. I intend to travel to Paris, covid permitting, in the next few months to discuss areas of mutual interest across the continent where we can work together, and Cameroon will be high on that list.

The UK has a proud record as a provider of aid across developing countries and has achieved significant milestones in reducing poverty abroad. However, can my right hon. Friend assure my constituents in Ashfield that this aid money will be used as effectively as possible and will not be provided to countries that spend vast amounts of their GDP on projects such as space programmes, as opposed to addressing their own poverty problems?

I am happy to reassure the residents of Ashfield and beyond that reducing poverty will be at the beating heart of the FCDO. That is why we are committed to the Independent Commission for Aid Impact; that is why the Foreign Secretary has appointed Nick Dyer as the first ever envoy on famine prevention and humanitarian affairs; and that is why we have allocated a new £119 million package to look at the threat of the coronavirus and of famine more generally across the bottom billion.

I am grateful to my right hon. Friend the Member for Epsom and Ewell (Chris Grayling) for securing this debate, particularly at this crucial time. I will work closely with the noble Lord Hague of Richmond of the other place, who was until recently known to this neighbourhood. I am grateful for the other contributions, in particular that of my hon. Friend the Member for Totnes (Anthony Mangnall), whom I shall look to update on the situation in relation to the Ivory Act 2018.

On the effect of the international pandemic on the tourism sector more generally and on development issues, it is still early on, but I share my right hon. Friend’s analysis that covid has had a detrimental impact on those areas, both directly and indirectly. Tourism is a major source of employment, Government revenue and foreign exchange earnings. Clearly, this will be a loss to local community, local non-governmental organisations, anti-poaching schemes. It will also be a loss to individuals within that community, who may turn to more short-term revenue-generating activities, particularly around deforestation. We should be very alert to those issues.

I have been asked to look at how NGOs can assist in tackling poaching. I am certainly more than willing to do that, but I would also highlight the role the Ministry of Defence has played in anti-poaching matters. I am meeting the MOD this week on broader African issues and I will be more than happy to raise that broader concept. However, the underlying economics are the key to making sure that local communities understand the role of biodiversity, but still have a sustainable economic route to tackling their poverty.

Covid is still evolving. We do not know what the full situation and implications will be, but we do know there is an opportunity to build back a more resilient, healthy and greener world as we emerge from this terrible situation. The pandemic has been a stark reminder of what we have known for a long time. My right hon. Friend the Member for Epsom and Ewell refers to it as the relationship between humanity and nature. Where it breaks down it has a profound effect. We have been very much reminded of that during this crisis. Coming out of the crisis, we need to be very careful to bear that in mind.

Biodiversity is clearly essential for all life on earth, including our own. It is also vital for our economies. It underpins global efforts for broader and sustainable development. Protecting endangered species and restoring habitats, which my right hon. Friend talked about in particular, matters not only to us but to developing countries. Over 1 billion people depend on forests for their daily living, both for fuel in a sustainable way and food. Over 1 billion people depend on fish as their main source of protein, so these issues are directly important to them.

The science and evidence are clear that global biodiversity is in catastrophic decline. My right hon. Friend mentioned a number of very clear examples of that. Unfortunately, the figures paint a very concerning picture. Three-quarters of land-based environments and two-thirds of marine environments have been significantly altered by human activity, such as the exploitation of nature directly through pollution and through changes in land and sea use. One million animals and plant species are now at risk of extinction. My right hon. Friend rightly mentioned the orangutan. There is the maritime example of the Antarctic blue whale and he also mentioned lemur. A third of lemur species are at threat of extinction.

My own bailiwick at the Foreign Office and Department for International Development is Africa, but my right hon. Friend rightly points out that this is not just an African issue, but a global issue, mentioning countries such as Cambodia and Colombia. Really, there is either a problem in the country or the country should be stepping up to the issue, so it is a global issue. The Government feel that the UK should be a force for good. It is in the national interest to sort out these issues, as well as it being altruistic and the right thing to do.

The Minister mentions being a force for good. Britain is always a force for good, but we are particularly a force for good when it comes to conservation in the work of British zoos and aquariums. I urge the Minister to ensure that the Government continue to support their work, as part of the global conservation effort.

I thank my hon. Friend for that intervention. His campaigning activity, I think, led directly to changes in Government policy. I have not yet been back to Colchester zoo—I think that is our nearest shared zoo, if we go towards my end of the patch—but I look forward to doing so again. They are also an important part of educating our children on the importance of biodiversity. Not all of us can go to Madagascar and see the beauty of that country. In fact, if we all did go it would be somewhat counterproductive in terms of air miles.

I have listened to all the contributions to the debate with great interest. Earlier, the situation in the overseas territories was adverted to. For the UK, 95% of our biodiversity is in the overseas territories, yet 95% of the funding we give for biodiversity goes domestically, within this country. The Foreign Office has always maintained a good relationship with the authorities in the overseas territories, but they have said that although it is their responsibility to act, they do not have the funding. Will the Minister look at that relationship of responsibility and funding? Ultimately, the responsibility under the convention on biological diversity is the UK’s, even though we try to work closely with the governing authorities in the overseas territories.

The two hon. Members make two important interlocking points, the hon. Member for Brent North (Barry Gardiner) on the absolute importance of the area, and my hon. Friend the Member for Romford (Andrew Rosindell) on our absolute responsibility to assist the overseas territories. Having previously had ministerial responsibility for the overseas territories, I am apprised of that and of the issue of marine diversity in particular, although not exclusively. We have done a lot on that, but I am happy to pass on the hon. Members’ observations to Baroness Sugg, who is examining the relationship with the overseas territories in that regard. We would be open to doing more within our extended family, which is an obvious place to start, rather than in other areas outside that close family.

We have doubled our international climate finance to £11.6 billion over the next five years. We are helping more generally with reform in broader areas such as land use, agriculture and forest governance to help farmers in developing countries, so that they can develop sustainably without damaging the environment. One of the figures I was briefed on, which I had to check several times because it seemed too enormous to be true, is that we lose the equivalent of 30 football pitches of forested area every single minute. My right hon. Friend the Member for Epsom and Ewell talked about Berlin and other geographical areas; I am not desperately familiar with the size of Berlin, but I know the size of a football pitch, so that figure really brought home to me the importance of this subject. It is easy to talk about the Democratic Republic of the Congo and the Congo basin, but they are a long way away and the DRC is a damn big country, bigger than many of us can conceive, but we can understand the more discrete area of a football field.

We are not just stopping bad things happening, but trying to reverse the changes. We are working to conserve and restore mangrove forests, which my right hon. Friend mentioned. That work, covering 180,000 hectares of biodiverse forest, will improve the livelihoods of 80,000 people in coastal areas and avoid the production of nearly 8 million tonnes of carbon emissions. It is not about merely stopping a trajectory, but about undoing some of the harm.

It is important that we do not operate independently. This is a global issue. We are supporting the global environment facility, which was specifically set up on the eve of the 1992 Rio Earth summit to tackle some of the most pressing problems. We led the last replenishment, contributing £250 million, making us the third largest donor. We should be proud that we do that. We can always do more and we press to do more, but when we do some good, we should celebrate it. Since its inception, the facility has supported the management of over 3,300 protected areas covering 860 million hectares, and in totality the projects have reduced greenhouse gas emissions by 27 billion tonnes.[Official Report, 22 July 2020, Vol. 678, c. 14MC]

We are committed to doing even more, investing more of our aid programme in protecting biodiversity and using our own expertise to help in this crucial work. My right hon. Friend rightly presses me on the financial side. We are reviewing the whole Government portfolio in the light of covid and working closely with Her Majesty’s Treasury and other ODA Departments to make sure that all we do is done in a coherent and strategic way. Although I cannot make commitments tonight on the Floor of the House, I can point to the UK’s commitment to double international climate finance to at least £11.6 billion for the period 2021-26. That should reassure him as to our direction of travel.

Mention was made of endangered species and what we are doing to protect them. We are fully committed to the convention on international trade in endangered species and the convention on the conservation of migratory species of wild animals—the only global convention specialising in the conservation of migratory species, their habitats and their migration routes. We are funding conservation activities in the Kavango–Zambezi transfrontier conservation area in southern Africa, which I know slightly better than the other parts of the world mentioned by my right hon. Friend. That is helping to unlock green corridors and benefiting wildlife and communities, and we will do more.

In the coming months we will use every opportunity to advocate and leverage our impact and influence at a global level on the issue of biodiversity. As co-hosts of COP, we want to amplify the linkages between biodiversity and tackling climate change. We are establishing a joint dialogue between consumers and producer countries, to enable a transition regarding deforestation-free commodity production, driving UK action and green supply chains. We are advocating to secure the protection of our planet’s ocean and land resources by 2030, to help curb climate change, support livelihoods, and safeguard a planet for all. In 2021 we have the convention on biological diversity—COP15—alongside COP26. Having had to delay COP26, in the next 18 months we have an opportunity to deal with some of these issues.

The Ivory Act received Royal Assent in 2018, and there was an appeal to the Court of Appeal which, quite rightly, upheld the Government’s position. There is now a challenge to the Supreme Court—my hon. Friend the Member for Totnes rightly raised that issue, and although we very much want to move ahead, we will be delayed slightly by that challenge. I would be more than happy to discuss the issue with him.

One story in the media over the weekend that I was aware of is that across the whole of Africa some criminal gangs have been involved in wildlife crime. Those gangs are mostly constituted of those of Chinese origin. Can the Minister offer any help to assist countries legally to make those involved in wildlife crime be held accountable?

The hon. Gentleman is right, and the problems of organised crime are deep. These are not disorganised or opportunistic cases, and as well as anti-poaching measures, this is about fundamental policing and community-based activities. This is not necessarily just through NGOs and the MOD; it is about good old-fashioned policing and community engagement.

It is important that all communities benefit from biodiversity, and that benefit is most obvious through preservation and caring for the community. That is where the loss of tourism that my right hon. Friend the Member for Epsom and Ewell referred to is so important, because a direct contribution was made by people going to those areas to enjoy the beauty of biodiversity. Those communities then received money, both directly through employment for people and their families, and funding for anti-poaching work, but also through a broader contribution from greater sustainability, and ensuring local buying in the communities. As with a lot of development and diplomacy, this is not something that the UK does unto others; this is something that we do with global partners, in partnership with those countries.

We have a stark choice for our shared future. This is not just about nature; this is about humanity. Covid has demonstrated that link, and my right hon. Friend has directly pointed to that shared interest between biodiversity and humanity. We must seize the opportunity to reshape our economies, build back better, and reset our relationship with nature. Let us not waste it.

We continue to spend 0.7% of our gross national income on aid, and that is enshrined in law. We will continue to be guided by the International Development (Official Development Assistance Target) Act 2015, including a commitment to spending on reducing poverty, and we believe we will be stronger in that aim as one Department.

Those with long memories will remember the Pergau dam scandal of the 1990s, where the High Court found that the Government had unlawfully provided aid in exchange for a lucrative arms contract. That was one reason why the Labour Government made the Department for International Development a separate and independent Department from the Foreign Office. What steps will the Government be taking to ensure that we do not see a repeat of the Pergau dam scandal in the future?

The UK is rightly proud of its commitment to spend 0.7% of GDP on international aid. The decision by the Government to merge these Departments has been met with criticism by some world-leading international development charities. Former Prime Ministers have also criticised the decision, with David Cameron describing it as a “mistake”. Our international aid commitment can and does save lives, so will the Minister confirm that the budget for international aid will be ring-fenced within a future Foreign, Commonwealth and Development Office?

We are bound by law to spend 0.7%, so it is not a choice; it is in the law, and we will obey the law. I was one of David Cameron’s Ministers in the Foreign Office in that period, and I found a lack of joined-up thinking. I worked well with DFID, but I think this will work better as one Department and it has already worked better with a Joint Minister.

A good friend of the all-party group on Yemen is the UN’s Sir Mark Lowcock, who this week described the massive child malnutrition crisis in Yemen as leaving a nation on a precipice. The UK earns 10 times as much from arms sales in the region as we spend on aid to Yemen. Since I was elected in 2015, I have lost count of the number of the Foreign Secretary’s predecessors I have questioned on this issue. Will this British Foreign Secretary be the first to stop the UK being part of the problem? Will he agree with me and ensure that the UK becomes part of the solution? How much will he commit to Yemeni aid today? Foreign Secretary, time is of the essence.

Thank you, Madam Deputy Speaker. It is good to see you in your place. The orders will permit the UK Government to make financial contributions to the African Development Bank and the African Development Fund, in addition to the World Bank International Development Association, up to the stated values on the orders. I propose to start with the three statutory instruments on the African Development Bank, then move on to the two SIs on the World Bank IDA before concluding.

As the House knows, Africa remains the poorest continent on the planet, and 24 of 30 poorest countries are on that continent. Sadly, by 2030, 90% of extreme poverty is likely to be concentrated on that continent, and instability remains a persistent challenge. Until last year, Africa was growing fast, and in 2019 it experienced 3.4% growth in gross domestic product. Covid has had a significant negative impact, however, and recent World Bank estimates suggest that GDP in Africa will shrink by just under 3%. Sadly, 26 million more people will be pushed into extreme poverty. The African Development Bank is a key regional partner for the UK in delivering development, prosperity and our security objectives in Africa. It has significant financial clout, a strong regional identity and deep knowledge, and it is very much a trusted partner across the continent, which allows it to tackle sensitive issues.

That is very reassuring. Does my hon. Friend acknowledge that of those scandals that have driven the readers of the Daily Mail into a state of apoplexy over the past decade, 99% of them, I will wager, were administered not by the Department for International Development, but by other Departments? Will he ensure that this reorganisation is a genuine merger and not a hostile takeover?

I assure my right hon. Friend that it is a genuine merger. As he knows, I am not a betting man, but it is important that official development assistance is used well not only by the Foreign Office but across all Departments. This merger is about taking a step up, not levelling down to the lowest common denominator. There is an opportunity to put development at the heart of everything we are doing more generally, but I will not stray into comments that were made earlier today about the merger, and with the House’s permission, I will focus specifically on the African Development Bank, and later on the World Bank.

The ADB’s five key areas are to light up and power up Africa, to integrate, to industrialise, to feed, and to improve the quality of life across the continent. Those are closely aligned with the UK’s priorities. The majority of the bank’s lending is targeted at addressing the large infrastructure gap across the continent, and it is focusing very much on transport, energy, water and sanitation issues.

I had a chat to the Minister prior to this debate. In my constituency of Strangford, many churches are involved in work across Africa, particularly the Eden Mission in Newtownards, which does significant work in Eswatini, which those of us from further back know as Swaziland. The Minister referred to infrastructure investment, and there is a real need for investment in the electricity market. South African supplies have a sharply inflated price, which is holding back technology, and even learning for children, who have been provided with shared computers from Northern Ireland as learning tools. Will the Minister consider some help for Swaziland, to ensure that it can run those sites with the electricity it needs?

I know my Big Bend from my Piggs Peak, having lived in Mbabane for a year, a number of years ago, and I knew the problems of flickering lights and power stability. I am saddened to hear that it is still a problem with Eskom and South Africa, but power distribution across the continent is a key issue. I am not absolutely sure whether such funds are the right mechanism, but I would be more than happy to commit to talking to the hon. Gentleman about that, alongside our high commissioner in Eswatini—that is one of the new posts that opened up relatively recently—and to discuss what more we can do in Eswatini on electricity and a number of other issues. I thank the hon. Gentleman for his helpful contribution.

The African Development Fund is also supporting the continent to respond to covid, providing $10 billion of financing and technical assistance to help to mitigate the economic and social impacts, and to support recovery beyond health and humanitarian issues.

Turning to the specifics of the order, the first order permits the Government to purchase new ADB bank shares. This will maintain our 1.7% shareholding, and to do so we would need to pay £95 million over eight years. This order also makes provision to put in another £50 million of capital provisionally to allow the additional purchase of shares in the future should the situation and budgets allow. The bank provides non-concessional yet inexpensive loans to middle-income and to credit-worthy low-income countries, and also critically, to the private sector in Africa.

Last October, governors agreed to a 125% increase in their general capital to boost the capital stock, enabling it to lend annually from £5 billion currently to more than £13 billion in 2030. The bank has made strong policy commitments in UK priority areas, expanding its climate facility and private sector operations.

The second order permits the UK Government to provide a contribution of up to £633 million to the African Development Fund’s 15th replenishment. The fund provides grants, low-interest loans and technical assistance to Africa’s poorest countries, and it is replenished normally every three years. The negotiations for replenishments concluded last November and an overall envelope of £6 billion was agreed, financed by repayments of existing loans and new donor pledges of £3.8 billion over the three-year period. Our pledge would maintain the UK’s position, providing significant influence over the fund’s operation. Over the next three years, the fund is expected to provide 6 million people with electricity connections. Six million people will benefit from improvements to agriculture and more than 20 million will benefit from improvements to transport. The fund will support 1 million jobs.

The third and final order on the African Development Bank is to amend an existing order and to permit the Government to provide an additional contribution of £66 million to support the African Development Fund’s participation in the multilateral debt relief initiative, which is very similar to the final order for a different institution. The multilateral debt relief initiative supports debt relief and enables countries to release resources, or to have released resources, to spend on poverty reduction and development that would otherwise be spent on unserviceable debt. The African Development Bank remains an important strategic partner across the board, particularly on climate change.

Let me turn now to the final two remaining orders relating to the World Bank and the International Development Association. This is the institution that provides grant finance, low interest rates and technical assistance to the world’s 76th poorest countries—countries that are not credit-worthy. Many of the most fragile countries at risk of instability and conflict are covered within this number. In recent months, these countries have been particularly hard hit by the covid-19 crisis, making the case for these orders even more poignant. IDA has responded to the covid crisis by making rapidly available additional support. It has a strong record of delivering results—for example, on supporting vaccines to millions of children and supporting childbirth.

IDA combines donor contributions with repayments from previous lending operations and market borrowing to provide more than three times the amount of leverage to get new financial commitments. IDA replenishments have taken place every three years since its establishment in 1960 and discussions took place last December and were concluded in this replenishment round, which includes 50 donors, including the UK, with pledges of more than $23 billion. The World Bank expects that to be leveraged up to around $82 billion of financing over the next three years.

The fourth order permits the UK Government to provide a core contribution of up to an average of £1 billion a year to IDA’s 19th replenishment over three years. This will help to vaccinate 140 million children and to provide safe childbirth for 80 million women, electricity for 50 million people, and a social safety net for 40 million beneficiaries.

The final order, as I said earlier, is similar to an existing order that permits the UK Government to provide an additional contribution of £562 million to support IDA’s participation, alongside the ADB, in relation to the multilateral debt relief initiative.

In conclusion, these five orders are in the UK’s national interests and also serve our development equities and interests, not only in Africa but around the rest of the world, through the World Bank.

Glancing down at my notes, I think I have about 50 things to come back on. To assist the House, I will keep my comments to five minutes and then look through the report of the debate forensically and come back with some of the more technical detail where individuals have asked me questions, but I will try to cover everything.

I assure the House that we are completely committed to development. We are completely committed in the longer term to funding through these two long-standing mechanisms. This is not just something for today; it is something for the future. We are committed to the African continent specifically and to our Commonwealth partners, including Tanzania and Zambia, which were mentioned. Sadly, because growth in Asia is in excess of growth in Africa, it is probably inevitable that over the next 25 years there will be more poor people and people in extreme poverty in Africa than elsewhere. If anything, that will mean that we have to refocus more, not less, assistance on that area, separate from the broader debate that is being had.

A number of points were made about the ADB and how we leverage our shareholding. We leverage our shareholding in many ways, but at a very high level we have helped leverage 40% of investment into climate. There were concerns about money being focused on the poorest; 90% is focused on fragile states, partly because of how we have leveraged our shareholding.

I listened carefully to my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell). I do not quite know why he ate the sandwich of my right hon. Friend the Member for New Forest West (Sir Desmond Swayne), but that is perhaps due to a lack of familiarity with the terminology. My right hon. Friend the Member for Sutton Coldfield is incredibly well-informed.

As I go round Africa more generally, his name often comes up not only in obvious places such as Abidjan and Kigali, but across the continent. He is hugely respected. I look forward to working with him. I have already had an initial chat with the previous president, Donald, and look forward to working with the current president and other individuals.

On the important point about the constituency of which we are a member alongside Italy and the Netherlands, we are proud that we have someone from DFID representing that constituency at the moment. I am interested to see how we can build on that and I particularly welcome my right hon. Friend’s highlighting of solar energy across the Sahel, which is a really important issue and a really important region. It is the only region that was explicitly mentioned as part of the five shifts in NSC strategy.

There were various contributions from Scotland. I am a little confused because I thought that the Conservative party was moving towards the SNP position of having a single Department, which I agreed with rather than the position that was suggested today. I understand the points that were made. On a more consensual point, let me say that, as well as being the Minister for Africa, I am the Minister for Abercrombie House, and I look forward to visiting it, talking to employees and assuring them of their job security during this transition. I know that it is a concern for individuals, particularly for those who are away from Whitehall.

My right hon. Friend the Member for New Forest West (Sir Desmond Swayne) raised a number of issues, including the inter-relationship between trade and migration, which is important. I remember fondly our meetings at airports around the world. Sometimes I knew that he was going to be there, and sometimes it was a surprise that he was there, thus demonstrating that we need to be a little more co-ordinated across Whitehall.

My right hon. Friend the Member for Epsom and Ewell (Chris Grayling) went into a little more detail, eloquently, on forestation. I was particularly interested to hear about the work in the Congo Basin and would like to speak to him more about that. On the reforestation of palm oil areas, we are very aware of the problems of palm oil more generally.

My hon. Friend the Member for Aylesbury (Rob Butler) talked about effective performance, which was also raised by the Opposition. Let me report back on some of those figures: we held back 25% of £152 million sterling—£38 million sterling—in June 2018, £30 million of which was released in October, based on progress and a performance plan. In 2019, we did not withhold any further—

Given that these orders are made under the International Development Act 2002, does the Government have any plans to change or amend that Act given the importance of all these orders being focused on poverty eradication?

That is a legitimate point, but I am not sure how it relates directly to the SI. I am not aware of any changes, which might perhaps give the hon. Gentleman some reassurance. There is some additional information about the other fund, which I will write to him about.

I thank my hon. Friend the Member for Aylesbury for his points on foreign direct investment in Africa, which is incredibly important, whether it is through some of these funds or completely independent of Government institutions.

My right hon. Friend the Member for Sutton Coldfield raised the issue of trust funds. We have very few trust funds at the African Development Bank, but we are supporting initiatives on sustainable energy, climate risk finance and women’s economic empowerment and very much welcome a discussion around how we can use trust funds more effectively through that fund. Having lived in Abidjan as a 20 year-old, I am keen to get back there and talk to him more—[Interruption.] He is looking shocked. I am not sure whether that is because I was once young, or that I was once in Abidjan. Perhaps it is both. I was aware of the African Development Bank back in my time at Barclays in Abidjan and I look forward to getting back as alternate governor. I was asked who would be representing the bank. I suspect, given the changes, that as deputy governor or alternate governor, I will be spending a bit more time with all the regional development banks. Even prior to the changes, I was going to be the primary person dealing with the African Development Bank.

I welcome the consensual nature of this debate, particularly given the context. I can reassure the House that, in my heart and the heart of Government, we are trying to do the right thing by development. This merger is very much about trying to bring the full force of HMG together, not shifting from one foot to an entirely different foot.

On a point of order, Madam Deputy Speaker. At the end of this month, production of the British passport will cease at the De La Rue plant in my constituency, following the Government’s decision some years ago to award the contract to Gemalto. Yesterday, De La Rue announced that the production of bank notes on the site will also stop, with the loss of a further 255 jobs. It is devastating to see this reduction. Are you aware of any statement to be made to the House by a Minister about that issue in the forthcoming business?

What steps her Department is taking to support the global supply chains of UK businesses?

Keeping supply chains open is essential for British consumers to access what they need. It will also help British business to bounce back quickly. We must protect the lives and livelihoods of people in developing countries who work in those supply chains, so we are working across Government within the G20, the World Trade Organisation and the World Bank on development-focused trade support, including flows of medical supplies. We are also working with British business to support vulnerable communities overseas that provide goods to the UK.

Domestic and international supply lines will clearly be crucial to the economic recovery of both ourselves and the world as we bounce back from coronavirus. Is the Minister working with colleagues from the Department for Transport and the Department for Business, Energy and Industrial Strategy to also support logistics firms such as those in my constituency and the vital role that they perform in keeping our country running and open for international business?

I thank the logistics firms across the country, particularly those in Runnymede and Weybridge, for the work that they do. This ministerial team will continue to work with the Department for International Trade to keep supply chains open so that firms can restart exporting as soon as the operating context allows. We will also work with the Department for Transport and BEIS to understand the impacts on UK logistics firms and the critical role that they play in facilitating trade.

The pandemic is affecting supply chains across the world at the moment, including those that provide vital goods to the UK and businesses in Gloucestershire. What is my hon. Friend doing to make sure that the work in the affected industries in developing countries is supported during the crisis?

We are engaging with businesses in the UK and in developing countries to understand the challenges that they face to protect incomes and livelihoods. For example, in Bangladesh, through the better jobs in Bangladesh programme, DFID will be supporting 1,000 factories and their workers to return to work safely when they are able to do so. We are also urgently examining what funding is needed and how we can have the biggest impact working in partnership with businesses and addressing these issues in the most vulnerable countries.

The UK condemns all attacks by terrorist groups in north-east Nigeria, including those against Christians, but communities of all faiths have suffered; in fact, the majority of victims are Muslims. The Prime Minister discussed our concerns and UK support with President Buhari in January. My hon. Friend the Member for Gillingham and Rainham (Rehman Chishti), the Prime Minister’s excellent special envoy for freedom of religion or belief, who is in his place, also discussed the violence recently with President Buhari’s chief of staff and has had a number of other meetings, including briefing the full ministerial team last week.

I thank the Minister for his response. Given that recommendation 2 of the Truro review states that the UK should:

“Articulate an aspiration to be the global leader in championing FoRB”—

freedom of religion or belief—and that the UK Government have committed to all its recommendations, what more does the Minister think the Government can do to assert pressure on the Nigerian Government? Will he also be considering the claims of asylum seekers from the Nigerian community?

As the hon. Lady says, we accept in full the Truro recommendations. I am meeting the Prime Minister’s envoy again to discuss progress—I think we are about halfway through. The point I gently make is that the situation is quite complicated. Religious belief is central to the identity of many in Nigeria, but the underlying drivers of conflict go beyond to ethnic rivalries, criminal banditry, competition over land and water, and the settled community and the nomadic Fulani community. There is a lot of complexity to work through, but I will continue to do that with the Prime Minister’s envoy. I am more than happy to work with the all-party group on Nigeria, of which I was once secretary, as well as the hon. Lady and other interested parties.

I thank the Minister for that answer. On the question posed earlier about the United Kingdom being a leader and champion on freedom of religion or belief, will the Minister clarify that the UK, not just bilaterally but through other forums such as the International Religious Freedom Alliance and the International Contact Group in Geneva last week, has raised the issue of Nigeria? As the Prime Minister’s envoy, I can say that the UK is taking forward with ministerial colleagues the issue of Nigeria at every level. Recommendations 12 and 13 of the Truro review, as well as recommendation 2, cover the work we do on Nigeria with non-governmental organisations, both in the UK and with our counterparts around the world.

My hon. Friend demonstrates his excellence in this area and makes the very valid point that it is about not just bilateral activity, but multilateral activity and the leadership role we have, particularly now as the chair of the Commonwealth and in handing over the baton in Kigali to the Rwandans. We will continue to raise these issues, which we do not see in isolation. These are thematic issues that we raise consistently, both bilaterally and multilaterally.

During the recent discussions, did the Nigerian authorities hold out any hope or prospect that Christian groups and other faith-based groups can look forward to the immediate prospect of a cessation of violence, and some safety and security for the future?

All parties are looking for a greater degree of safety and security, particularly in the north-east. It is a complicated situation that does keep coming back. As one suppresses some problems, others come out. We are working very closely with our Nigerian and international partners in the north-east and across the whole of Nigeria. Nigeria is one of our biggest partners on these and a number of other issues. I will raise them with our high commissioner again. I met our high commissioner last week and will continue to work on these issues, and I look forward to going back to Nigeria to visit friends and colleagues.

T6. In 2016, President Adama Barrow gave hope to Gambians across the world when he was democratically elected, ending the dictatorship of President Jammeh and 22 years of human rights abuses. Now he himself is in danger of following suit. At the last questions session, the Minister told me that he was monitoring the situation. May I have an update, please?

I thank the hon. Lady for her interest in Gambia. We were very optimistic about it when it rejoined the Commonwealth. I have visited the country outside my ministerial roles, and I look forward to talking to our high commissioner within the week. I will raise these issues again and will update the hon. Lady, but we expect all Commonwealth members to uphold the best of standards.

T3. I thank my hon. Friend for the help that he gave my constituents over the weekend. A number of them are on cruise ships, including the Celebrity Eclipse and the Silver Shadow, which are in quarantine off certain areas of Latin America. Might the Foreign Office be able to review the consular engagement that it is providing for British nationals overseas to ensure that there is a joined-up approach?

T4. Given the Government’s recognition of the importance of the Sahel region, will the Minister please tell me what they are doing to improve the security of the area?

We are opening two new embassies in Niger and Chad. Last month I attended meetings of the G5 and the Sahel Alliance, where I was able to reassure the five countries of the Sahel and the French Foreign Minister of our support for the security and military efforts in the region, including the deployment of UK troops in Mali. I was also able to raise the issue of 12 years of quality girls’ education, which, in the long term, helps both prosperity and security.

We all have constituents who are stranded overseas because of the lack of flights. I have five nurses who are stuck in the Philippines, and the consular advice from the embassy has been for them to get on a flight as quickly as possible. First, there are no flights back to the United Kingdom. Secondly, there is no way for them to get to the airport. What help is the Foreign Office giving UK nationals across the world who are stuck despite being advised to get home?

Last month saw the second anniversary of the capture of Leah Sharibu, a young Nigerian schoolgirl. Can the Government tell us, and provide an update, what representations they are making to the Nigerian Government to secure Leah’s release from captivity?

I thank the hon. Gentleman for raising the case. I have reviewed a number of these cases as historical cases. Unfortunately, kidnapping is all too common. Various Ministers have met families and representatives, but I am more than happy to take up that specific case, discuss it with him today and take it forward in the normal way.

I beg to move,

That this House has considered the Commonwealth in 2020.

May I wish you a happy Commonwealth Day, Madam Deputy Speaker? It is a great honour to have been reappointed as the Minister for Africa for the UK Government, this time working across Foreign Office, international development and Commonwealth issues.

Since I began working for Barclays in Swaziland—now Eswatini—in the 1990s, Africa has been a huge influence on my life, both personal and professional, inside and outside this place. The same is very much true of the Commonwealth. I have had the privilege of working, living or travelling in 18 of the 19 Commonwealth countries in Africa. I exported my only brother to the Commonwealth: he went to Australia. I met my wife in Eswatini and we travelled on our honeymoon anticlockwise around the outside of Zimbabwe. It was a Commonwealth member at the time we met, and I hope that it will rejoin us. I previously served in the Foreign Office covering the Caribbean, and until recently I was chair of the Commonwealth Parliamentary Association, the reins of which I assumed from and return to my hon. Friend the Member for Bridgwater and West Somerset (Mr Liddell-Grainger).

I thank the Minister for his comments, and also for the work he did as chairman of the Commonwealth Parliamentary Association over that period. I should also like to thank my hon. Friend the Member for Ribble Valley (Mr Evans), who is now a Deputy Speaker. May I ask the Minister to dwell, at some time in his speech, on the success of the scholars that we bring here from all around the world? I know that he has chaired many conferences. Will he also mention what we do for the young people of the Commonwealth that we bring from all over the world to learn and to exchange best practice with us?

I thank my hon. Friend. The conferences that the CPA runs are superb, and I thank him, the executive committee and Jon Davies, who works tirelessly on behalf of the Commonwealth and colleagues. I was well rewarded for my role as chair of CPA UK, as it gave me this rather nice tie as a leaving gift. [Interruption.] I think the hon. Member for Rhondda (Chris Bryant) disapproves of my tie, but he too wears racy ties on occasion—I am glad to see him sporting a slightly more conservative one today.

I was a member of the parliamentary delegation for the Commonwealth Heads of Government meeting in 2018. Now that I have a role in Government, I am looking forward to delivering some of the commitments made in 2018. I trust that the House understands why it is such a pleasure for me to mark Commonwealth Day on behalf of the Government.

As a relatively new Back Bencher, I am now able to take part in the Commonwealth Parliamentary Association delegations for the first time, so I reiterate the Minister’s point about how worthwhile they are. They should be commended to Members across the House who are perhaps not so familiar with the Commonwealth Parliamentary Association. I recently had the opportunity to travel to Botswana, where we encountered a very enthusiastic parliamentary delegation. These bonds are part of the important underpinning of our Commonwealth.

I thank my right hon. Friend for that intervention. I fondly remember having a tour of the Parliament of Botswana when I worked there a number of years ago. I strongly commend the CPA to new Members, as it is a brilliant way to get to know the Commonwealth—it is also brilliant to get involved in the Inter-Parliamentary Union, which has a slightly different remit and does things in a slightly different way. The CPA allows us to reach out beyond the United Kingdom and to understand why we help the Commonwealth in the way we do. Also, in all candour, it allows us to reflect on our positions here and to get to know colleagues from other parties, as we do on Select Committee—the hon. Member for Brighton, Kemptown (Lloyd Russell-Moyle), who is nodding on the Opposition Front Bench, knows me only too well, and not only from CPA visits but from serving on the International Development Committee. On such trips we realise how much we have in common and that in our mission there is more that unites us than divides us, as someone once famously said.

The Commonwealth brings together 54 countries and nearly 2.5 billion people—a third of the world’s population—from every corner of the world. Its value and appeal are not only enduring, but growing. The Maldives re-joined only last month, and a number of countries, including most recently Angola, have expressed their enthusiasm for joining the Commonwealth family and sharing in all that the organisation stands for and delivers.

Some cynics have suggested that it is a cliché to describe such a diverse group as a family, but I wholeheartedly disagree. In fact, the Government’s Front Bench is the most diverse in British history, and there we find the reality of what the modern Commonwealth family means for modern Britain. A number of ministerial colleagues have to go back only one generation to show that we in the UK are literally a product of the Commonwealth—from India, Pakistan, Sierra Leone and, in my case, less exotically and interestingly, Bristol.

Commonwealth Day offers an opportunity to celebrate those bonds. It is also a chance to take stock of our co-operation and the opportunities ahead. The Commonwealth charter acts as a guiding light for our shared values. It commits member states to developing free and democratic societies, and to promoting peace and prosperity. The ambition and vision for what we collectively want to achieve are shaped by the Heads of Government meetings, which are held every two years—a number of colleagues will have participated in those.

At the most recent London summit, leaders agreed that the Commonwealth should be a global force for good and should play a full role in tackling the major challenges of the century, from reducing plastic in our oceans to increasing our resilience against cyber-attacks. We have also made major commitments, such as the commitment to 12 years of quality education for all.

That is all very well, but the vast majority of Commonwealth citizens live in countries where homosexuality is illegal, where they could be sent to prison, and where they suffer all sorts of different forms of homophobia. Why did the declaration that followed last year’s CHOGM contain not a single mention of that?

The Commonwealth charter refers to rights for all, and that should include rights for sexuality. Some countries in the Commonwealth and internationally have made significant progress, but many have not. Many countries, as the hon. Gentleman knows, throw back in our face the fact that those are our laws from a bygone age. We should do more to encourage people in the Commonwealth and around the world to modernise and have rules that reflect the charter and what we describe here as modern Britain, which should be the modern Commonwealth and the modern globe. I encourage there to be more discussion in Kigali in June specifically on these issues. Like me, he knows that with such matters sometimes a strong voice behind closed doors is more effective than a loud voice in public.

I gently suggest that sometimes we want both. I have an idea: why not allow all British high commissioners in Commonwealth countries to fly the rainbow flag when there is a pride demonstration going on in that country?

I used to fly the pride flag in my office when I was a Foreign Office Minister, and I think that was done at the discretion of the local ambassador and high commissioner. [Interruption.] The hon. Gentleman says from a sedentary position that that has stopped. I think we should probably review that again because it was a good policy, so I will look into why there has been a change. We should do more in this area. My hon. Friend the Member for Reigate (Crispin Blunt), who I do not think is in the Chamber, will be twinning people who are either from the LGBT community or supportive of it with each country in the Commonwealth and globally so that we have that connection, parliamentarian to parliamentarian, which I think will be very effective.

At CHOGM 2018, the Heads of Government agreed a range of actions to build a Commonwealth that is fairer, more prosperous, more secure and more sustainable. As chair-in-office, we have worked closely with member states, accredited organisations and the secretariat to drive co-operation to achieve those goals. We have focused our efforts in four key areas: delivery, reform, solidarity and voice.

Delivery is about implementing each and every one of the commitments that we have made, and more than £500 million has been set aside to support that work. Our funding not only boosts our trade, safeguards our oceans and enhances our cyber security but promotes equality, inclusion, democracy and good governance, which the hon. Member for Rhondda touched on.

Our reform agenda is about ensuring that the Commonwealth secretariat is as effective and transparent as possible, liaising with all other Commonwealth organisations. Solidarity is about increasing the collaboration between member states in international organisations, which I know my right hon. Friend the Member for Basingstoke (Mrs Miller) is keen to see more of through the CPA.

The Commonwealth represents a quarter of the UN’s membership, so we will have more influence in New York if we work together more. That is why the UK has initiated monthly briefings for Commonwealth member states to come together at the UN to share ideas and understand each other’s priorities.

Our fourth focus is on ensuring that the voice of the Commonwealth is projected and heard on the international stage. As a global organisation representing a diverse range of countries, the Commonwealth is well placed to give a voice to the marginalised, and we have real clout when we speak as one. That is why we want to amplify the voices of smaller states, at the United Nations and the World Trade Organisation, at which we represent quite a large bloc.

I am pleased to hear the Minister refer to smaller states and marginalised voices. How can the overseas territories, the Crown dependencies and other external territories be represented more forcefully in the Commonwealth, because at the moment they have no status, which I think is an oversight? In today’s world surely Bermuda should have as much of a voice as Tuvalu, which is a much smaller nation state. Is there some way we could work on that to ensure that such places are properly represented?

My hon. Friend is a passionate advocate for the overseas territories, and I was glad to see some of them at the margins of the last CHOGM with observer status. As he knows, there are significant issues in recognising them as countries at either the Commonwealth games or CHOGM, but we want to ensure that we engage as closely as possible with our overseas territories and the broader Commonwealth family. I will personally strive to do that, as will other Ministers.

Does the Minister agree that Her Majesty the Queen’s reference to diversity and its strength is duly poignant? As we launch into a new Brexit world, the strength of the Commonwealth can and will be the cornerstone of a future built upon the foundations of the 54 Commonwealth countries.

Absolutely. I will touch on the opportunities for projecting our global vision beyond our exit from the European Union and for looking to some of our traditional friends and neighbours that are further away, rather than some of our less traditional, closer European partners.

When the Heads of Government come together in Kigali, we will have to make sure that our co-operation remains strong. This will be a great opportunity to develop relationships with each of the Commonwealth countries in line with the global Britain that the hon. Gentleman highlights. We considered the potential of the Commonwealth when we considered how we will upgrade our new embassies and high commissions. For the first time, we have a high commission in Samoa, which I am pleased to report has had a wonderful day. Samoa’s Prime Minister went to celebrate Commonwealth Day in that newly opened high commission.

In 2018, when he was Foreign Secretary, my right hon. Friend the Prime Minister announced his intention to expand our presence with eight or nine embassies, which are now functional. Not all of them have been officially opened, but those bricks and mortar demonstrate that our commitment is both genuine and enduring. I look forward to returning to Eswatini to open the high commission formally, and I will be returning to formally open the high commission in Maseru, Lesotho later this year.

Commonwealth citizens are rich in talent and ability. We also share a common language, which places Commonwealth citizens very well in the new points-based immigration system. We will be able to attract the brightest and the best from around the world, including scientists, innovators and academics. The points-based system supports the English language, which most of the Commonwealth have as one of their main languages.

The UK Government’s commitment to the Commonwealth and its shared values remains as steadfast as ever. Of course, no one can surpass the commitment of Her Majesty to the Commonwealth. I believe she was at Westminster Abbey today alongside Mr Speaker, the Prime Minister, the Foreign Secretary and the Minister for the Commonwealth to celebrate all things Commonwealth. It is a great convenor. Alas, in my preparation for this debate, I was unable to go myself, which is ironic given that I was able to go last time when I was not a Minister. I will rectify that next year, whatever I am doing.

We used the summit to raise our ambitions, and as chair-in-office we have delivered the commitment to expand the diplomatic network. We have also facilitated co-operation and a swathe of mutually beneficial projects and programmes, which I hope we will touch on in this debate.

The Kigali Heads of Government meeting will be a major milestone on the road to achieving the 2030 sustainable development goals, in which the UK is ready to play our full part as a leading actor on the world stage. As we mark Commonwealth Day, I welcome the views and insights of hon. Members as we work to fortify this fantastic institution and network for the benefit of future generations.

Happy Commonwealth Day to you, Mr Speaker. I know that you have been busy at Westminster Abbey and elsewhere carrying out duties, but I hope that you have had time to celebrate Commonwealth Day as well.

This has been a fantastic debate celebrating the Commonwealth from the perspective of Manchester, of Birmingham earlier in the day, and even of Romford, where, if I have no other plans, I will be going to the market on Saturday to join the festivities. I will just have to check my diary to see whether I am free.

The debate has been wide-ranging. I will try to pick up on a number of consistent themes. LGBT rights were mentioned, with a number programmes on which we are focusing. I want to focus on this issue, although it is not directly within my list of ministerial responsibilities. The hon. Member for Rhondda (Chris Bryant) asked specifically about flags. I stated the position in a previous debate and that position has not changed, but I am more than happy have a chat to him about that. The Opposition Front Bench speakers mentioned the issue of youth. The Foreign Office was represented at director level, but I am more than happy to meet youth parliamentarians of the Commonwealth myself next time around. That is a commitment.

The Minister will remember that a year ago, he and I sat down together and discussed a project, which is now known as CP4G—the Commonwealth Partnership for Good—between the Commonwealth Parliamentary Association, the Westminster Foundation for Democracy and other partners. As he knows, that partnership has been put together. Its focus is on trying to help youth, women, LGBT and those with disabilities into parliamentary democracy. Does he agree that this helps to answer some of the questions asked by the Opposition, and that it is proving successful?

I thank my hon. Friend for that contribution. It has been a very successful programme, which drills down into specific countries rather than being about generalities, and gives covering fire to discuss problematic issues in those countries under the guise of discussing a whole number of matters.

A number of colleagues and the Labour Front Benchers mentioned the issue of Commonwealth veterans. I have listened very carefully to those comments, and I will be seeking a discussion with the Minister for Defence People and Veterans, who is now separate from the Ministry of Defence and from the Home Office. I was asked to have a meeting with him, and I think that is the right way forward. There is also the issue of the veterans of the second world war. I have not yet received parliamentary questions on that, although I understand that there have been historical questions. I am more than happy to review those questions and to respond to further such questions.

My hon. Friend the Member for Bracknell (James Sunderland) was introduced incorrectly, I think, as a new Member of Parliament, so competent and lucid was he. However, I will never ever be able to listen to the phrase “blue rosette on a donkey” or “blue rosette on a monkey” without hearing the example from Bracknell of a blue rosette on a dog turd. I do not thank my hon. Friend for that analogy. I think he is a very modest man—we heard later in an intervention of his service in the Falkland Islands—and a very sensible man from the Logistics Corps who praised in advance the logistics of this House, which serve us all incredibly well.

The hon. Member for Glasgow North (Patrick Grady) pointed out that we have served together a number of times in debates on this issue and will continue to do so. I look forward to working with my Scottish colleagues and will be visiting the joint headquarters of the Department for International Development next week in East Kilbride.

My hon. Friend the Member for Romford (Andrew Rosindell) has been an advocate for all things overseas territories and dependencies. I cannot promise him an outcome, but the trajectory of travel is to work closer and closer with the overseas territories and Crown dependencies. He raised a very good point about the flags, and he asked me not to take them down tomorrow. I can confirm that I will not take them down tomorrow, and that I will consult Government protocol to find out why they cannot stay up for longer, so that we can celebrate the Commonwealth over a longer period. I know that he has been passionate about flags, and that he has had a big flag raised at the other end of this building, and I am keen to support the celebrations further.

We had an excellent speech from the hon. Member for Leicester East (Claudia Webbe). I am not sure what it says about her parents—they spent all that time on Nevis, an island state of 11,000 people, without meeting and then they nipped over to Leicester and suddenly they were together. I am minded to say that there must be something in the water, or perhaps it is the Pukka Pies that she was advocating in her speech. On behalf of the whole House, I would like to wish Keith Vaz a happy retirement from politics and thank him for his service on the Commonwealth parliamentary executive, among his other achievements. I will now also always think of Leicester East as the minorities that make up the majority; that is rather a lovely way of describing an eclectic and interesting constituency.

My hon. Friend the Member for Mole Valley (Sir Paul Beresford) explained to me the rivalry between New Zealand and Australia, and I welcome his putting on record that my brother is now an Australian. He also talked of coastal states and small states, and climate change—an issue that we will follow closely as part of the Commonwealth Heads of Government meeting and COP26.

My hon. Friend the Member for Gloucester (Richard Graham) thanked me for being the comeback kid and for putting the C back into the Commonwealth. I did wonder what he was talking about, and then I realised that the C stood for Commonwealth. I thank him for his experience and passion, and for setting up his all-party group.

My hon. Friend the Member for Ipswich (Tom Hunt) talked eloquently of historic bonds and mentioned the trade benefits from the Commonwealth post EU. My hon. Friend the Member for Rutland and Melton (Alicia Kearns) talked about us coming together as equals in a tour de force of speech. I thought she was going to break the convention of not interrupting a maiden speech; she was writhing in her seat in anger at references by the hon. Member for Leicester East to Pukka Pies, because she maintains that Melton Mowbray pork pies that are the best pies in the whole Commonwealth.

This has been an excellent debate, and I hope it is an annual one. With that, I do not intend to detain the House further.
