To ask His Majesty's Government which current members of the House of Lords will be affected by the House of Lords (Hereditary Peers) Bill as currently drafted.

The House of Lords (Hereditary Peers) Bill delivers the manifesto commitment to remove the right of hereditary peers to sit and vote in the House of Lords. As a result of the Bill, the 92 seats currently reserved for hereditary peers will be removed. The Bill will remove the remaining hereditary peers at the end of the Parliamentary session in which it receives Royal Assent. A list of the current hereditary peers can be found below

To ask His Majesty's Government, further to the Written Answer by Lord Harlech on 6 March (HL3092), on how many occasions in the past 12 months has the Government failed to provide an official to attend a meeting arranged between (1) Welsh Ministers and (2) ministers of foreign governments; and whether the meetings were permitted to go ahead in those circumstances.

Between March 2023 and March 2024, Welsh Ministers have conducted over 20 overseas visits. Close engagement between FCDO and Welsh Government officials ensured that Welsh Ministers were effectively supported on each visit. This included FCDO officials accompanying Welsh Ministers in their meetings with ministers of foreign governments, as appropriate. FCDO officials attended all such meetings.

To ask His Majesty's Government, further to the remarks by Lord Harlech on 4 December (HL Deb col 1352), what plans they have for (1) regulating seed treatment technology, and (2) establishing a parallel trade scheme for plant protection products.

We have implemented temporary and targeted measures to ensure farmers have continued access to seed treatments authorised for that purpose in the EU, and access to parallel products through reinstatement of permits. This is not a permanent solution, rather the measures are designed to provide manufacturers sufficient time to submit applications for authorisation of both existing and new products and for industry to increase the supply of alternative products to bolster choice and competitiveness for all pesticide users.

In line with the Ministerial and Other Pensions Act 1991, Lords ministers are able to claim the Lords Office-Holders Allowance (LOHA). There are two rates for LOHA: Lords ministers living in London can claim £4,435 for the financial year 2023-2024, and Lords ministers living outside of London can claim £36,366 per year.

Lords ministers who are unpaid may choose between claiming either LOHA or the Lords Daily Allowance. Lords ministers who receive a salary are not permitted to claim the Lords Daily Allowance.

To ask His Majesty's Government, further to the remarks of Lord Harlech on 21 September (HL Deb col 1533), whether any companies have asked them to maintain mandatory reporting on food waste, what were those companies, and whether any such companies have offered to pay the costs of that reporting rather than using public money.

In the 2022 consultation on improved food waste reporting, 40 companies supported introducing mandatory reporting for large businesses in England. These companies were from the manufacturing, retail, hospitality and primary production sectors. A list of respondents, excluding those who requested confidentiality, is included in the Government Response published in July 2023. If a mandatory approach were to have been taken forward, those companies in scope would be liable for the costs of reporting their food waste.
