Asked by: Baroness Maclean of Redditch (Conservative - Life peer) Friday 23rd January 2026 Question to the Department for Work and Pensions: To ask His Majesty's Government, further to the Written Answer by Baroness Sherlock on 30 December 2025 (HL12932), whether they plan to commission research into the number of young people not in education, employment or training because they are waiting for mental health, attention deficit hyperactivity disorder or autism services or diagnosis; and what steps they will take to understand the scale of that issue. Answered by Baroness Smith of Malvern - Minister of State (Department for Work and Pensions) The Secretary of State has commissioned the Right Honourable Alan Milburn to author a report that will seek to understand the drivers of the increase in the number of young people who are not in education, employment, or training. He will be supported by a panel of experts with diverse expertise and will be mobilising the existing Youth Guarantee Advisory Panel.
The research and analysis to inform the report will aim to improve our understanding of the number of young people not in education, employment or training, including identification of those with health needs. |

Asked by: Jim Shannon (Democratic Unionist Party - Strangford) Friday 23rd January 2026 Question to the Department for Work and Pensions: To ask the Secretary of State for Work and Pensions, what steps he is taking to ensure that young disabled people can enter and stay in work. Answered by Diana Johnson - Minister of State (Department for Work and Pensions) Good work is good for health, so we want everyone to get work and get on in work, whoever they are and wherever they live. The Get Britain Working White Paper launched in November 2024 set out how we will drive forward approaches to tackling economic inactivity, backed by £240 million investment, for which the Northern Ireland executive received consequential funding in the usual way.
Disabled people and people with health conditions, including young disabled people can face a wide range of unique, yet intersecting barriers, relating to not just their health, but their employment and circumstance (Work aspirations and support needs of health and disability customers: Final findings report - GOV.UK). We therefore have a range of specialist initiatives to support individuals to stay in work and get back into work, including those that join up employment and health systems. Existing measures include support from Work Coaches and Disability Employment Advisers in Jobcentres in Great Britain.
DWP set out our plan for the “Pathways to Work Guarantee” in our Pathways to Work Green Paper and we are building towards our guaranteed offer of personalised work, health and skills support for disabled people and those with health conditions on out of work benefits in Great Britain. The guarantee is backed by £1 billion a year of new, additional funding for the UK by the end of the decade, the Northern Ireland executive will receive their share of this funding in the usual way. We anticipate the guarantee, once fully rolled out in Great Britain, will include: a support conversation to identify next steps, one-to-one caseworker support, periodic engagement, and an offer of specialist long-term work health and skills support.
In recognition of employers’ vital role in addressing health-related economic activity, we appointed Sir Charlie Mayfield to lead the independent Keep Britain Working Review across the UK. The Report was published on 5 November. In partnership with DBT and DHSC, we are immediately launching Vanguards to test new employer-led approaches to support individuals to stay in work and develop a Healthy Workplace Standard, putting Sir Charlie’s key recommendations into action.
Additionally, the Joint Work and Health Directorate (JWHD) has developed a digital information service for employers and continues to oversee the Disability Confident Scheme in Great Britain where we have recently announced plans to make the scheme more robust.
Alan Milburn will author an independent report to tackle the persistently high numbers of young people out of work, education and training. The report will examine why increasing numbers of young people are falling out of work or education before their careers have begun. It will make recommendations for policy response to help young people access work, training or education, ensuring they are supported to thrive and are not sidelined.
In Northern Ireland, health, skills, careers and employment support are transferred matters. My officials work closely with those in the Northern Ireland Executive, sharing best practice in regard to providing employment support to disabled people. |

We also work with employers nationally to recognise the value of older workers and promote age inclusive recruitment and retention. Good work is generally good for health and wellbeing, so we want everyone to get work and get on in work, whoever they are and wherever they live. Backed by £240 million investment, the Get Britain Working White Paper launched in November 2024 is driving forward approaches to tackling economic inactivity.
Young disabled people and young people with health conditions are a diverse group so access to the right work and health support, in the right place, at the right time, is key. We therefore have a range of specialist initiatives to support individuals to stay in work and get back into work, including those that join up employment and health systems. Existing measures include support from Work Coaches and Disability Employment Advisers in Jobcentres and Access to Work grants, as well as joining up health and employment support around the individual through Employment Advisors in NHS Talking Therapies, Individual Placement and Support in Primary Care and WorkWell.
Additionally, the Youth Guarantee and Pathways to Work will guarantee specialist support for young people with long-term health conditions and disabled young people. We have announced an £820 million funding package for the Youth Guarantee to overhaul support and give a generation of young people a brighter future.
We set out our plan for the “Pathways to Work Guarantee” in our Pathways to Work Green Paper and we are building towards our guaranteed offer of personalised work, health and skills support for disabled people and those with health conditions on out of work benefits. The guarantee is backed by £1 billion a year of new, additional funding by the end of the decade. We anticipate the guarantee, once fully rolled out, will include: a support conversation to identify next steps, one-to-one caseworker support, periodic engagement, and an offer of specialist long-term work health and skills support.
In recognition of employers’ vital role in addressing health-related economic activity, we appointed Sir Charlie Mayfield to lead the independent Keep Britain Working Review. The Report was published on 5 November. In partnership with DBT and DHSC, we are immediately launching Vanguards to test new employer-led approaches to support individuals to stay in work and develop a Healthy Workplace Standard, putting Sir Charlie’s key recommendations into action from day one. Additionally, the JWHD has developed a digital information service for employers, continues to oversee the Disability Confident Scheme, and continues to increase access to Occupational Health.
The NHS 10 Year Health Plan, published in July, stated our intention to break down barriers to opportunity by delivering the holistic support that people need to access and thrive in employment by ensuring a better health service for everyone, regardless of condition or service area. It outlines how the neighbourhood health service will join up support from across the work, health and skills systems to help address the multiple complex challenges that often stop people finding and staying in work.
Additionally, Alan Milburn will author an independent report to tackle the persistently high numbers of young people out of work, education and training. The report will examine why increasing numbers of young people are falling out of work or education before their careers have begun, with a particular focus on the impact of mental health conditions and disability. It will make recommendations for policy response to help young people with health conditions access work, training or education, ensuring they are supported to thrive and are not sidelined. It will complement the Timms Review by focusing specifically on the links between youth mental health, economic inactivity and the benefit system. |

We are rolling out our new support offer, backed by new funding building to £1bn a year by the end of the decade, with much of our plan already in motion. There are now over 1,000 FTE Pathways to Work Advisors in Jobcentres across England, Scotland and Wales who are helping disabled people and people with health conditions towards and into work.
We are also testing how best to deliver and integrate work, health and skills support locally – including through Mayoral Strategic Authorities with 9 Economic Inactivity and 8 Youth Guarantee Trailblazers live across England and Wales. We are delivering the NHS 10 Year Plan, and have introduced WorkWell in 15 sites across England, testing a new way to integrate health and work support. We are also expanding our support for all young people, by expanding Youth Hubs to every local area across Great Britian. These Hubs will provide comprehensive support, such as mental health, housing, skills training, and employer engagement, to all 16-24 year olds, regardless of their benefit status.
Finally, we are considering how we might go even further. The Right Honourable Alan Milburn will lead an investigation into the rise in young people not in employment, education, or training, with findings to be published by Summer 2026. Answered by Karin Smyth - Minister of State (Department of Health and Social Care) The usual process of declarations of interest and agreement of appropriate mitigations for non-executive board member (NEBM) appointments was carried out, overseen by the Permanent Secretary. He is content that the process has been carried out, that appropriate declarations have been made, and that appropriate mitigations for any conflicts arising have been put in place. NEBMs are contracted to work for two to three days a month and therefore it is not unusual for them to hold multiple other positions and interests. Their declarations of interest are published each year in the Register of Interests in the Department’s Annual Report and Accounts, and will also be published on GOV.UK website as per the new guidance on NEBM declarations of interest, that will be published soon. These declarations will be published at the earliest opportunity. |

There is a clear distinction between inviting people with a wide range of experience and perspectives into the Department to have policy debates and to generate ideas, and having meetings that are about transacting Government business. I can assure the House that nothing commercially sensitive has been shared with Alan Milburn.” He also said that “transparency matters.
