I have today placed in the Library of the House a copy of a report into the condition of the reserves and delivery of the Future Reserves 2020 programme compiled by the reserve forces’ and cadets’ associations external scrutiny team and a copy of my response to the report. I am most grateful to the team for their work and I look forward to receiving their future reports. Defence is considering a number of ideas about the possible further development of the reserve forces and the EST’s reports can provide useful information as this consideration continues.

I beg to move,

That this House has considered NATO and international security.

I am grateful for the opportunity to discuss NATO and international security today. The ongoing war in Ukraine underlines the fact that we are living in a dangerous new reality, where aggressor states such as Russia are ever more willing to take risks and violate our international rules-based order. But it also reinforces the ongoing value of the North Atlantic Treaty Organisation, the most successful alliance in history.

Since NATO’s formation in 1949, it has been a beacon of freedom. Twelve founding members, of which the United Kingdom was one, came together to protect their common values and the precious freedoms so recently won in the second world war— freedoms that until recently many of us took for granted. Over the last 70 years, NATO has more than doubled in size to 30 members, but each is still bound by the common values of that founding treaty: freedom, democracy, human rights and the rule of law. Contrary to allegations that emanate from the Kremlin, people choose NATO; NATO does not choose them. Those founding principles have stood the test of time, while other authoritarian, oppressive regimes have been found wanting. Our principles have remained, but our military and diplomatic strategies have continued to evolve.

NATO’s strategic concept is the masterplan for the alliance. It reaffirms the alliance’s values and guides NATO’s future political and military development. It provides a collective assessment of the security environment and drives the adaptation of the alliance.

My right hon. Friend will have had sight of the 2022 Defence Committee report and its recommendations. Does he agree, without wishing to put him on the spot about higher defence spending, that it is wise for the west and this country to talk softly and to carry a big stick, and to resource those capabilities accordingly? We are more likely to be listened to when talking softly if we have the hard assets required to ensure that.

My hon. Friend makes an important point about resource. I have always said that, as the threat changes, we should obviously consider changing how we deliver and what we deliver in defence. One of the key planks of my tenure as Defence Secretary is for us to be a truly threat-led organisation—if the threat goes up or down, we should adjust accordingly—otherwise we will end up fighting yesterday’s battles, not tomorrow’s. That of course includes resource. It is also very important to make sure that the machineries of both NATO and our Department of State reflect that and move quickly to deliver it.

Having served as a Member of the NATO Parliamentary Assembly, I am glad that both the Government and Her Majesty’s Opposition are of the firm opinion that NATO must be a cornerstone of our defence policy. What exactly is the Secretary of State doing to assuage the concerns of Turkey to make sure that the likes of Finland and Sweden can acquire the NATO membership they desire?

Turkey is an incredibly important member of NATO, and indeed a strong contributor to it. We should always remember that NATO covers a very wide frontier, from the high north—the Arctic—in Norway all the way through to the Black sea and Turkey. Turkey is one of the oldest members of NATO, and it is very important that we understand, in this environment, what Turkey is concerned about and that we address that to make sure that the 30 nations come together to support and accept Finland and Sweden.

I will be speaking to my counterpart—I speak regularly to the Defence Minister anyhow—and I have listened to the worries of President Erdoğan about PKK terrorism groups and whether members are doing enough to deal with them. I think there is a way through and that we will get there in the end. It is very important that we listen to all members about their concerns in that process. We will certainly be listening to Turkey, and I was in touch with my counterpart over the weekend about exactly that.

The NATO strategic concept is updated every 10 years and, in the wake of Russia’s atrocities in Ukraine, it is critical that we make sure it is updated to reflect what is going on today. The 2010 strategic concept has served us well, but clearly needs modernising to reflect the new security reality we face. For example, in 2010, the concept stated that the Euro-Atlantic area was at peace. The next concept will reflect how NATO is accelerating its transformation for a more dangerous strategic reality, calibrating our collective defence to Russia’s unacceptable invasion of Ukraine and the new challenges posed by countries further afield, such as China.

While the new concept will reaffirm our commitment to freedom, openness and the rules-based order, it must also embed the UK-led work to ensure that the alliance is fit for future challenges in line with the NATO 2030 agenda. This includes modernising and adapting to advanced technologies, competing and integrating across domains using military and non-military tools, and improving national resilience. The UK has been at the forefront of the strategy’s development. We have full confidence that the 2022 strategic concept will reshape the alliance to ensure it is fit for purpose and for future challenges—in particular, by adapting its deterrence and defence posture on its eastern flank by expanding the alliance’s forward presence from a tripwire to a more credible and combat-effective model, which is grounded through effective, enabled and equipped in-place forces, and supported by persistent, rotational and rapidly scalable forces from elsewhere.

I again put on record my thanks to the Secretary of State for his leadership during the present crisis. One of the challenges facing NATO, which may seem quite boring to many people, is the issue of logistics and the resilience of transport and other networks across the NATO alliance. Does he see this being addressed at Madrid? Certainly from the NATO Parliamentary Assembly point of view, we talk about it, and it is one of those issues that comes up time and again.

NATO and many of its member countries are no different from the United Kingdom in that many of the unglamorous but key enablers have been disinvested in. That may be the bridge strengthening in eastern Europe that would allow heavy armour to get to the frontlines—that used to be a total norm in every design in the 1980s and at the time of the cold war—or it may be logistical hubs or transport to get people rapidly to the front. All of that has in effect been the Cinderella of defence spending for too long across the alliance countries, including the United Kingdom. One of the ways through that is NATO common funding, and Jens Stoltenberg, the Secretary-General, has an ambition for a significant increase in that funding. We will look sympathetically at that request, obviously balancing our own budget requirements, but also making sure that it is going to be used for those purposes.

It is here that places such as the EU can complement NATO. The EU has recently published what I think it calls its strategic compass, and I was very keen to make sure that the EU complemented NATO and did not compete with it. What can the EU do well? It can co-ordinate in sub-threshold areas such as cyber, transnational crime, transnational migration and disinformation, and also in infrastructure-readiness across its member states. I am incredibly supportive of the EU doing more in that space, which would complement the NATO response and make it even more effective.

I completely agree with everything that the Secretary of State has just said, but does it not make the case for the UK to have a defence and security treaty with the European Union?

We have a defence and security treaty with the 30 members of NATO, nearly every one of which is in the EU. I do not think that we need to replicate treaties, but we should recognise that where we can encourage the EU not to compete but to complement NATO, we should be full supporters of that. If necessary, we should join the EU in things such as the PESCO—permanent structured co-operation—mobility study. The United States has joined it as well, and we should be open to joining.

I am sorry that the Secretary of State missed that opportunity to ask what the SNP policy actually is on NATO, or which one it is on today. On logistics and transport, was it not a strategic mistake to pull the Army out of Germany? How far advanced are we in reinstating ourselves in bases that are far more accessible to where a theatre of operations may be?

I was one of the soldiers in north-west Germany at the time and there was always a desire after the cold war that we would bring forces back; the Dutch and everyone did that. With the unification of Germany and the accession of the Baltic states, Germany is a long way from any frontline. It is a different world now. It was a few minutes’ drive to the iron curtain in my day; it is now a long way to any frontline.

If there were any desire to reinvest in mainland Europe near what are in effect the new frontlines, we would look openly at that. What we are looking for from NATO in this next phase is long-term planning for how it will contain Russia post Ukraine and provide resilience and reassurance to countries that cannot do that on their own. That could be permanent basing or it could be rapid readiness—being able to deploy quickly, instead of being stuck in a big base in one place. That is all up for development, which I think is incredibly important.

The year 2014 was a wake-up call. With Russia annexing Crimea, NATO began steadily transforming itself in relation to the increased danger. Thanks to the leadership of the United Kingdom, it enhanced the NATO response force, created the enhanced forward presence and launched the framework nation concept. Since 2019, it has developed a new NATO military strategy and a new deterrence and defence concept for the Euro-Atlantic area—the DDA. It has recognised space and cyber as operational domains, and we have agreed strategies on artificial intelligence and emerging and disruptive technologies.

Reflecting the themes of our own integrated review, we want to ensure that NATO is flexible and agile and has a resilient multi-domain force architecture with the right forces in the right place at the right time. In particular, the UK has been pushing to instil a culture of readiness in the alliance. The combat forces that deliver the NATO readiness initiative include 30 major naval combatants, 30 heavy or medium-manoeuvre battalions and 30 kinetic air squadrons—which, in English, is fighter planes. You never know what a kinetic air squadron is—only in the Ministry of Defence. [Laughter.] They are being organised and trained as larger combat formations for reinforcements and high-intensity war fighting or for rapid military crisis intervention.

I am proud that the UK has made the largest offer of any ally to the NATO readiness initiative by allocating our carrier strike group, squadrons of F-35Bs and Typhoons, and an armoured infantry brigade. I am also proud of our role in developing two significant UK-inspired military concepts, the DDA and the war fighting concept, which will further strengthen the alliance’s ability to deter and defend against any potential adversary and maintain and develop our military advantage now and in the future. We will continue to play a leading role in the implementation of those concepts.

The recent war in Ukraine has helped to recover NATO’s original sense of purpose. In the wake of President Putin’s senseless invasion, he imagined that he would find NATO weak and divided. Instead, he has found only strength and solidarity. From the outset, the alliance made it clear that any attack by Russia on its neighbours—including NATO’s enhanced opportunity partners, which is what Ukraine was—would result in the imposition of significant economic, political and diplomatic costs, and so it has proved. NATO allies, supported by further friends from across the globe, have imposed unprecedented costs on Russia, starving the Kremlin’s war machine of resources. In a matter of weeks, President Putin has destroyed decades of economic progress for the Russian people. Allies are providing substantial financial and humanitarian aid, including by hosting millions of refugees across Europe.

I am proud again that the UK has been at the forefront of those efforts. We were the first European country to provide lethal aid to Ukraine. To date, the United Kingdom has sent more than 6,900 anti-tank missiles, including next generation light anti-tank weapons and Javelins; eight air defence systems, including Starstreak anti-air missiles; 1,360 anti-structure munitions; 4.5 tonnes of plastic explosives; thousands of tonnes of non-military aid and humanitarian aid; and military aid such as helmets and body armour. The Stormer armoured vehicles will be deployed soon, once training is complete.

Not only has the Ukraine crisis tested NATO’s ability to support a neighbour, but it has rightly led to a re-evaluation of our collective security. As I have said to the House before, the greatest irony of the conflict is that President Putin has secured a larger NATO presence on his borders, the polar opposite of what he claimed he wanted to achieve. For the first time, we have deployed the NATO response force for defensive purposes. More than 40,000 troops are now under direct NATO command. We are setting up four new multinational battle groups in Slovakia, Hungary, Bulgaria and Romania, doubling NATO’s presence in the region.

As part of that effort, the UK has increased its readiness to respond to all contingencies. That includes sending four additional Typhoons to Cyprus and Romania to patrol the south-eastern European skies, in addition to the four Typhoons already conducting NATO air policing from Romania. It also includes sending ships to the eastern Mediterranean and the Baltic sea and temporarily doubling our military presence in Estonia to 1,700 personnel.

Article 5 is perhaps the most well-known article in the 1949 NATO founding treaty. It is the centre pillar of collective defence—the principle that an attack against one ally is an attack against us all—and it binds NATO’s members together in a spirit of solidarity, committing them to protect one another. Contrary to popular belief, however, article 5 is not automatic; a member invoking it still requires the consensus of all allies. It is important to note that once there has been a vote, article 5 gives member states a range of options, including but not limited to military responses.

Article 5 has been invoked only once in NATO history: by the United States, in the wake of the 9/11 terrorist attacks. In contrast, the less well-known article 4 of NATO’s founding treaty has been invoked on seven occasions since 1949. An ally or group of allies can invoke article 4 if they perceive a threat to their security, territorial integrity or political independence. On 24 February, Bulgaria, the Czech Republic, Estonia, Latvia, Lithuania, Poland, Romania and Slovakia invoked article 4 in response to the Russian illegal invasion of Ukraine. As with article 5, the actions that follow article 4 can take a number of forms. On this occasion, allies agreed to significant additional defensive deployments of forces to the eastern part of the alliance.

Our ability to honour treaties comes at a significant cost, but in that area, too, the UK is leading. We currently have the largest defence budget in Europe. Not only is Putin discovering more NATO presence, but his belligerence has paradoxically ensured more investment in the alliance. At the end of 2020, the UK, anticipating the resurgence of Russia, increased its defence budget by £24 billion over four years. Since the outbreak of war, other NATO nations have begun following suit. Denmark has established a defence diplomacy fund of €1 billion for 2022-23. France has indicated that it will increase its defence spending beyond the substantial increases already planned for the next few years. Poland has announced that it will increase its defence spending to 3% of GDP from 2023, while roughly doubling the size of its military. Most notably, Germany has dramatically reversed its historical position on defence and has announced legal changes to ensure that it will meet the 2% spending pledge alongside €100 billion for the Bundeswehr, which in effect doubles its defence budget.

What we spend our money on matters as much as its sum total. That is why NATO is putting the onus on spending more on research and development to develop the disruptive capability that we need to defeat our adversaries. As part of our settlement for defence, the UK has ringfenced more than £6 billion for R&D, so I am delighted that NATO recently selected the United Kingdom, alongside Estonia, as the joint host of the European NATO headquarters of DIANA, the defence innovation accelerator of the north Atlantic.

Sweden and Finland have both taken the bold step of seeking NATO membership. The UK will be strong in its support for them in that process. If Sweden and Finland are successful, all 10 nations of the Joint Expeditionary Force, from Iceland to the Baltics, will be in NATO. That 10-nation alliance will be well suited to training, exercising and operating together within the NATO alliance, with Britain as a framework nation.

The Secretary of State says, “If Sweden and Finland are successful”. Surely they have to be successful, having made an application. As militarily equipped democracies, their applications have to succeed. Nothing should stand in their way.

I totally agree. When Britain says that we want to support them, we want them to succeed. We will help them to succeed, and I believe they will succeed. The right hon. Gentleman is right to say that they must succeed. We need to demonstrate that nations such as Sweden and Finland, having applied, are welcome in the alliance. As I said, people choose NATO, but NATO also recognises the values that those two countries stand for and the professionalism of their armed forces, with which Britain already integrates very strongly. Only a couple of weeks ago, I went to see British heavy tanks in Finland. I think that that is the first time in history that they have been deployed there.

There remain a lot of challenges. We have seen encouraging signs of countries rising to the spending challenge, but as of 2021 less than a third meet the pledge to spend 2% of GDP on defence. The Russian Government’s invasion of Ukraine has, of course, presented new challenges to NATO members, which is why in March I asked NATO to produce a long-term plan on containing Russia, providing reassurance to its members and contributing to improving the resilience of countries on the frontline. I am pleased to say that earlier this week, the Supreme Allied Commander Europe, General Tod Wolters, provided his initial thoughts on the long-term posture. Members will be discussing it between now and Madrid.

Events in Ukraine have reminded many people of the importance of NATO as a guardian of European security. There are many in this House who have been consistent supporters of our membership. Putin’s strategic miscalculations have been so great that he has even now recruited new supporters to NATO’s cause: not only are Sweden and Finland applying, but the Scottish National party has now come out in full support, which we welcome on the Government Benches.

Yes, maybe it was. But let us not forget that NATO is a nuclear alliance. There is a danger that the people of Scotland will pick up the slight contradiction that the SNP, which campaigned to rid Scotland of the deterrent that has kept the whole United Kingdom safe for more than 50 years, is campaigning to join a nuclear alliance. In that nuclear alliance, it is Britain’s deterrent that is effectively allocated to NATO. If the SNP got its way, it would be ironic if its wholehearted support for NATO meant that it was reliant on an English nuclear deterrent.

I welcome the close working and clear support from the Labour party on Ukraine and NATO over the past few months. I noticed the article in The Times today by the shadow Defence Secretary, the right hon. Member for Wentworth and Dearne (John Healey), arguing for the Opposition to have a greater involvement in the process of refining the strategic concept for the next 10 years.

You know as well as anyone, Mr Deputy Speaker, that I am always keen to be inclusive and above partisan politics. I am happy to discuss with Opposition Front Benchers the strategic concept as it develops over the next few weeks and months. I will, however, add that NATO has mechanisms to contribute to such decisions, not least the NATO Parliamentary Assembly, on which a number of hon. Members serve—there are six Labour Members on it. In both the Opposition and the Government, we do not pay enough attention to our Members who serve on committees abroad. The assembly is often an afterthought, when in fact it should be embraced wholly. It can work both ways, and we can learn what people are thinking in NATO—for example, when it comes to solving the Turkish issue, we should be using the members of the assembly as much as ministerial contacts.

It is not always the case that Opposition parties are so supportive of NATO. Only a few years ago, the previous leader of the Opposition was a man whose aim was to disband NATO. There is also an individual on the Labour Front Bench who recently said that he hoped Russia would successfully hack the nuclear deterrent in the United Kingdom. I know that the right hon. Member for Wentworth and Dearne does not share those motives or views, but we should remind ourselves that not everybody, all of the time, agrees with our positions. Every party is free to change its position on alliances such as NATO, as have the SNP and others, although a certain Member for Islington is, I think, still on a different track.

NATO’s upcoming summit in Madrid, from 28 to 30 June, is an opportunity to address the new strategic reality and agree abiding changes to our deterrence and defence posture in response to Russia’s invasion of Ukraine. Ours aims at the meeting will be straightforward: to maintain NATO’s momentum; to ensure its forces are credible and combat capable in the east; to expand the alliance’s forward presence from a trip-wire approach to a more effective model based on well-equipped, in-place forces supported by persistent, rapidly scalable forces from elsewhere; and to strengthen neighbouring countries and the global partnerships that underpin freedom and democracy. Critically, NATO nations will be looking to agree our new strategic concept, which will set the direction of the alliance for the next decade.

For more than seven decades NATO has protected our way of life and the democracy, justice and freedom that go to the heart of who we are. But peace must be defended in every generation, and as we confront a dangerous new reality in which those values and the international system that underpins them come under sustained assault, it is vital that the alliance is stronger and more united than ever before. I know that that desire is shared by Members on both sides of the House, and they should rest assured that Britain will do all in its power to make sure that NATO keeps delivering by upgrading its defence and deterrence, and will help it adapt to face the 21st-century threat, making sure it remains, as it has for nearly three quarters of a century, the greatest bastion of our security and the greatest guarantor of our peace.

As soon as we have the other countries’ sign-off about what they want to announce publicly, we will give an update. That is the only reason for the delay.

It is 61 days since Russia invaded Ukraine, and 74 days since my Russian counterpart assured me that the Russian army would not be invading. As the invasion approaches its ninth week, I want to update the House on the current situation and the steps that we are taking to further our support for the Ukrainian people.

It is our assessment that approximately 15,000 Russian personnel have been killed during their offensive. Alongside the death toll are the equipment losses. A number of sources suggest that, to date, over 2,000 armoured vehicles have been destroyed or captured. That includes at least 530 tanks, 530 armoured personnel carriers, and 560 infantry fighting vehicles. Russia has also lost more than 60 helicopters and fighter jets. The offensive that was supposed to take a maximum of a week has now taken weeks. Last week Russia admitted that the Slava-class cruiser Moskva had sunk. That is the second key naval asset that the Russians have lost since invading, and its loss has significantly weakened their ability to bring their maritime assets to bear from the Black sea.

As I said in my last statement, Russia has so far failed in nearly every one of its objectives. In recognition of that failure, the Russian high command has regrouped, reinforced and changed its focus to securing the Donetsk and Luhansk oblasts. A failure of the Russia Ministry of Defence command and control at all levels has meant that it has now appointed one overall commander, General Dvornikov. At the start of this conflict, Russia had committed more than 120 battalion tactical groups, approximately 65% of its entire ground combat strength. According to our current assessment, about 25% of those have been rendered not combat-effective.

Ukraine is an inspiration to us all. Its brave people have never stopped fighting for their lands. They have endured indiscriminate bombardment, war crimes and overwhelming military aggression, but they have stood firm, galvanised the international community, and beaten back the army of Russia in the north and the north-east.

We anticipate that this next phase of the invasion will be an attempt by Russia to occupy further the Donbas and connect with Crimea via Mariupol. It is therefore urgent that we in the international community ensure that Ukraine gets the aid and weapons that it needs so much.

As Defence Secretary, I have ensured that at each step of the way the UK’s support is tailored to the anticipated actions of Russia. To date we have provided more than 5,000 anti-tank missiles, five air defence systems with more than 100 missiles, 1,360 anti-structure munitions, and 4.5 tonnes of plastic explosive. On 9 March, in response to indiscriminate bombing from the air and escalation by President Putin’s forces, I announced that the UK would supply Starstreak high-velocity and low-velocity anti-air missiles. I am now able to report that these have been in theatre for more than three weeks, and have been deployed and used by Ukrainian forces to defend themselves and their territory.

Over the recess, my ministerial team hosted a Ukrainian Government delegation at Salisbury plain training area to explore further equipment options. That was quickly followed by the Prime Minister’s announcement of a further £100 million-worth of high-grade military equipment, 120 armoured vehicles, sourcing anti-ship missile systems, and high-tech loitering munitions for precision strikes.

However, as we can see from Ukrainian requests, more still needs to be done. For that reason, I can now announce to the House that we shall be gifting a small number of armoured vehicles fitted with launchers for those anti-air missiles. Those Stormer vehicles will give Ukrainian forces enhanced short-range anti-air capabilities, day and night. Since my last statement, more countries have answered the call and more have stepped up to support. The Czech Republic has supplied T-72 tanks and BMP fighting vehicles, and Poland has also pledged T-72 tanks.

The quickest route to help Ukraine is with equipment and ammunition similar to what they already use. The UK Government obviously do not hold Russian equipment, but in order to help where we do not have such stock, we have enabled others to donate. Alongside Canada and Poland, the Royal Air Force has been busy moving equipment from donor countries to Ukraine. At the same time, if no donor can be found, we are purchasing equipment from the open market. On 31 March, I held my second international donor conference, with an increase in the number of countries involved to 35, including representatives from the European Union and NATO. So far these efforts have yielded some 2.5 million items of equipment, worth more than £1.5 billion.

The next three weeks are key. Ukraine needs more long-range artillery and ammunition, and both Russian and NATO calibre types to accompany them. It also seeks anti-ship missiles to counter Russian ships that are able to bombard Ukrainian cities. It is therefore important to say that, if possible, the UK will seek to enable or supply such weapons. I shall keep the House and Members on each Front Bench up to date as we proceed.

The MOD is working day and night, alongside the US, Canada and the EU, to support continued logistical supplies, but not all the aid is lethal. We have also sent significant quantities of non-lethal equipment to Ukraine. To date, we have sent more than 90,000 ration packs, more than 10 pallets of medical equipment, more than 3,000 pieces of body armour, nearly 77,000 helmets, 3,000 pairs of boots and much more, including communications equipment and ear defence.

On top of our military aid to Ukraine, we contribute to strengthening NATO’s collective security, both for the immediate challenge and for the long term. We have temporarily doubled the number of defensive personnel in Estonia. We have sent military personnel to support Lithuanian intelligence, resilience and reconnaissance efforts. We have deployed hundreds of Royal Marines to Poland, and sent offshore vessels and Navy destroyers to the eastern Mediterranean. We have also increased our presence in the skies over south-eastern Europe with four additional Typhoons based in Romania. That means that we now have a full squadron of RAF fighter jets in southern Europe, ready to support NATO tasking. As the Prime Minister announced on Friday, we are also offering a deployment of British Challenger 2 tanks to Poland, to bridge the gap between Poland donating tanks to Ukraine and their replacements arriving from a third country.

Looking further ahead, NATO is reassessing its posture and the UK is leading conversations at NATO about how best the alliance can deter and defend against threats. My NATO colleagues and I tasked the alliance to report to leaders at the summit in June with proposals for concrete, long-term and sustainable changes. Some of us in this House knew that, behind the mask, the Kremlin was not the international statesman it pretended to be. With this invasion of Ukraine, all of Europe can now see the true face of President Putin and his inner circle. His intention is only to destroy, crush and rub out the free peoples of Ukraine. He does not want to preserve. He must not be allowed to prevail. Ukrainians are fighting for their very lives and for our freedoms. The President of Ukraine himself said as much: if Russia stops fighting, there will be peace; if Ukraine stops fighting, there will be no more Ukraine.

I thank the Secretary of State for his statement. His presence is welcomed this afternoon by the whole House. We know that it is not entirely his fault, but it is nearly seven weeks since he was last able to give us a statement on the situation in Ukraine. That was the day after President Zelensky addressed this House. The Secretary of State said then, as he did this afternoon, that he would keep the House up to date. May I say, on behalf of the public, that we would welcome more regular statements as the Russian war on Ukraine continues?

Like the Secretary of State, we salute the bravery of the Ukrainian people, military and civilians alike. That bravery is led by President Zelensky personally, but it is typified by the military last stand of the troops at the Azovstal steel plant and by the people’s resistance in Russian-occupied Kherson. We also renew our total condemnation of this brutal Russian invasion of a sovereign country and our determination to see that all those responsible for the mass graves in Mariupol, for the crimes, rapes and assassinations in Bucha and for the civilian bombings in almost every town and city across Ukraine are pursued to the end for their war crimes.

We welcome the role that the UK is playing and the further UK military assistance to Ukraine that the Secretary of State has outlined today, which has Labour’s full support. He says the UK has provided 5,000 anti-tank missiles and 100 anti-air missiles, but these direct donations are a fraction of the total. Can he tell us the total of such weapons provided so far by western allies? Has the MOD yet signed contracts and started production of replacement next-generation light anti-tank weapons and Starstreak missiles?

This is the first day of the third month of Putin’s invasion, and it is a new phase, as the Defence Secretary said. What is needed now is no longer old, spare weapons from the Soviet era but the new NATO weapons that Ukraine will need for Putin’s next offensive against Odessa or Kyiv. We need to shift from crisis management in response to the current conflict to delivering the medium-term military support that Ukraine will need. What is he doing to ensure this step change in support?

Given that 5 million refugees have now left Ukraine, what is the Secretary of State doing to offer the 700 personnel still held at high readiness in the UK for humanitarian help? Is it still the case that the MOD has offered only 140 armed forces personnel to help sort out the shameful shambles of the Home Office’s visa and refugee systems?

I just got off the tube after visiting NATO’s Allied Maritime Command in Northwood. They took my phone off me, so I did not realise we were having this statement, which is why I am using handwritten notes this afternoon. This is a proud, professional, British-led multinational command, and I pay tribute to it for the work it is doing, day in and day out, to keep us all safe.

NATO has proved to be such a powerful security alliance because it pools multinational military capacity, capability and cash, with an annual budget of more than $1 trillion, to protect 1 billion people, but Ukraine reminds us that the greatest threat to UK security lies in Europe, the north Atlantic and the Arctic, not in the Indo-Pacific. This reinforces NATO as the UK’s primary security obligation, but the Secretary of State gave us only a paragraph on NATO.

Our leadership in NATO could be at risk as Britain falls behind our allies in responding to this invasion of Ukraine. More than a dozen European countries are now rebooting security plans and defence spending, but the UK has not yet done either. I therefore urge the Secretary of State to revisit the integrated review, to review defence spending, to reform military procurement and to rethink his Army cuts. We will be dealing with the consequences of Putin’s war for many years to come, and now is the time for longer-term thinking about how the strategy for European security must change.

I am grateful to the right hon. Gentleman. We spoke last week about the timing of this statement, which I had hoped to make tomorrow, but the United States has called a 40-nation meeting in Germany and I will therefore not be here. I took the opportunity to make this statement when I could. I am sorry if he has cut short his trip, and I would be delighted to arrange with the Navy for him to return to the headquarters, without his phone, for longer in custody.

As I said, I promised to keep the House updated, and I have not only briefed a number of colleagues from this House, from across parties, on a number of occasions, but given Members access to our intelligence officials and senior generals in order that they can get the latest throughout. My hon. Friend the Minister for the Armed Forces has responded to two debates and answered one urgent question—I will not take the credit for the UQ; Governments get asked UQs, but they provide an opportunity. We will continue to update all Members, and I am happy to have another cross-House dial-in for all Members on the subject—it is incredibly important that we do so. Just as it is important that we calibrate our response to Russia, it is important that the Government calibrate their response within the House, so that we make sure that everything is not a surprise to Members and that we consult as we go along.

The right hon. Gentleman asked about NLAWs and Starstreaks. We have an ongoing relationship with the industry, and we will be replacing them or are replacing them. Not surprisingly, there is now a lot of interest in those British-made products, but it is very important that we replenish our stocks. Obviously, we are in that line to do so. The Treasury has agreed to fund the new-for-old replacement of those, but it is very important, given the state of the Russian Government, that we make sure we replenish as soon as we can. There is a daily relationship with our industry; the Minister for Defence Procurement speaks to those in the industry at least once a week, and the Prime Minister will soon convene a meeting with all the leads to make sure that we are doing everything we can, not just for ourselves but for Ukraine and others. Sometimes there is a bit of juggling whereby I release something that we do not yet need, so that another country can have it first or it goes to where the threat is more pressing, or we persuade a friendly country to divert its order so that it can come to us or to Ukraine. We are often involved in that basic defence diplomacy, whereby we know a country is buying something such as an NLAW, it does not need it right now and we see whether we can take it off its hands and it then delays its order. We try to make sure we do that as much as possible.

I am delighted to place in the House the international update on how much has been donated. Obviously, some countries are more open than others about what they have done, so I will place in the Library a table showing those things. It is not for me to let another country’s identity be known if it wishes to keep that secret, but what we can publish, we shall.

I can inform the House that in the past week alone we have supplied 1,000 anti-tank weapons, 14 Wolfhound armoured vehicles and 4,000 night-vision goggles. I can update further that to date we have also supplied 5,361 NLAWs—up from the original 2,000; more than 200 Javelins; and 104 high-velocity and low-velocity anti-air missiles—this will grow to more than 250. Obviously, if we supply any more new weapon types, I will inform the House as we do so.

On NATO, one of the discussions we will have on the sidelines tomorrow is, obviously, the future for NATO. A few weeks ago in Brussels, NATO Defence Ministers tasked NATO to go away and come back with its long-term plans. The right hon. Gentleman is right to say that we are in crisis management and the short-term response, but we need a long-term plan. We need to know what NATO will look like and how western Europe—or Europe, including many of its new members—will contain Putin after all this has passed. We are dealing with a man who has clearly been involved in an illegal invasion of a country and war crimes against the Ukrainian people. We need to know how we are going to live with that neighbour in Europe, should he still remain. That is an important consideration for all of us and it goes to the heart of defence reform and our spending. Of course, as I have always said, as the threat changes, so must our defence posture, which includes funding. As I have said publicly, in the here and now we are getting the spending we need, but he is right to raise the issue of medium-term and long-term funding, which we will definitely be looking at.

The right hon. Gentleman made a point about how we are now “the only country”, but that is because we were the first country; when we had our £24 billion settlement, no one else in NATO had yet gone there. Sweden had gone there but it was not in NATO, and so had Australia. So his comments are slightly punishing Britain for being the first, because we did this way before the invasion of Ukraine and a lot of the increases he is talking about have been afterwards. That is not to say that we should not look at what more we can all do and how that knocks into other areas.

You heard it here first, Mr Speaker: there was a request for more urgent questions that I am happy to oblige.

I very much welcome the statement, which focused on the operational. However, the reality is now dawning not only that this conflict could last for months—indeed, years—but, more widely, that Europe has entered a new and dangerous era of insecurity. I therefore pose two fundamental questions to the Secretary of State. First, what does success in Ukraine look like? Are we doing enough to prevent Ukraine from losing but not enough to make sure that it wins? What is our strategy? Is it to push Russia back to the pre-February lines or, indeed, to liberate the entire Donbas region? If it is in Europe’s wider security interest to see Putin humiliated in Ukraine, the entire mainland must be liberated. That must be our strategic aim.

The second fundamental issue, on which the Secretary of State touched, is our defence posture. Threats are increasing, but pressures on our armed forces and equipment are growing. Is it not now time to increase defence spending to 3% of GDP?

My right hon. Friend is a doughty campaigner for spending 3% and I consider him my long-range artillery when it comes to the lobbying in the long term, whatever we see as a result of the situation in Ukraine. Our strategic aim is twofold: first, Putin must fail in Ukraine—he must fail in his invasion—and I think he is on course to do that; and he must fail in his occupation of Ukraine, and I think he has definitely failed to achieve that. The fine tuning of that is as much a matter of Ukraine’s choice as it is anybody else’s. Ukraine gets to choose where it wishes to settle for peace. We will do everything we can to support it.

For my part, I want Putin not only beyond the pre-February boundaries; he invaded Crimea illegally and Donetsk illegally, and he should comply with international law and, in the long run, leave Ukraine. Overall, Putin needs to wear the cost and the consequence of what he has done on his shoulders.

I thank the Secretary of State for advance sight of his statement. We on the SNP Benches welcome the additional measures that the United Kingdom is taking to support Ukraine, and we also welcome the Secretary of State’s engagement with the SNP leadership in this place.

The statement highlighted the bravery of Ukraine’s defence forces, but I am sure the Secretary of State also acknowledges that alongside that bravery is an exceptional tactical efficacy, in stark contrast to the Russian invaders. I am sure he would have no hesitation in agreeing with that observation.

The Secretary of State highlighted in his statement Russia’s apparently reduced ambition to consolidate in the east of Ukraine, around Donbas, and to try to secure a land bridge to Crimea through Mariupol. Will he reassure the House that enduring economic pressure and further military support will continue to frustrate Russian ambition and aggression?

It was a great pleasure for me to meet in Warsaw earlier this month the Royal Marine commandos from 45 Commando in Arbroath. What more can NATO allies do to ensure that our partners on NATO’s eastern flank are further reassured of NATO’s determination to stand firm against any and all aggression towards our allies?

Finally, I welcome the details of the £100 million for higher-grade equipment, including anti-ship missiles, but the Secretary of State will be all too well aware that we cannot get an awful lot of higher-grade equipment for £100 million. I would welcome any further advice he can give the House on that. On the anti-ship role specifically, will the Secretary of State confirm that Brimstone missiles will have no role in that application? If possible, will he discuss with us what role the UK’s Harpoon missiles will have in that application? If we are not donating UK stocks of Harpoon missiles, is that because we do not have enough ourselves?

On the Harpoon missiles, we are not currently providing them. Our Harpoon missiles are launched from ships, and very few nations launch Harpoon missiles from land—I do not think any do nowadays. There is a lot of media around this invasion and not a day goes by on which I do not have to counter stories that have somehow appeared. I think some of them are made up. The AS-90s going to Ukraine was another story—it appeared in the Express this weekend—but no, they are not. I do not know where that story came from, but it is not true.

On Brimstone missiles, we made a commitment 18 months or two years ago, when we were selling a fast-attack patrol boat to Ukraine, that we would sell it armed with maritime Brimstone missiles. Those ships are not yet in the country; they have not yet been purchased or delivered. However, if we decide to provide Brimstones in whatever guise, I will inform Members of this House when we do so. I will not close that off as an opportunity; it is a perfectly legitimate thing. There are different sophistications between block 1, which is just land Brimstone, and the at-sea developments that we have never bought. They have a range of capabilities. First and foremost, if we do provide Brimstone, we will look to provide it for the land, using stock that we already hold, but not as yet for the sea.

What more can we do for our eastern colleagues? I always advise colleagues of the Joint Expeditionary Force—many Members present already know about it—which is a tremendous group of the 10 Nordic countries. I recently asked colleagues from around the House to the dinner when we had the JEF summit here in the UK. The JEF is composed of the Scandinavian and Baltic states, the United Kingdom and Iceland. It is a tremendous grouping of people. Some people describe them as the beer-drinking nations; I am less charitable and describe them as the nations with probably the worst weather in Europe—that is what uniquely binds us together. We are the doers in Europe; we get on and do, we share, and we exercise and train together. The JEF also involves Finland and Sweden. I think it is a very good group.

As for 45 Commando in Arbroath, they have done and are doing an excellent job in Poland, as the hon. Gentleman said. They are incredibly professional, and there is more work for them to do.

It is clear that the supply and use of missiles has turned military assets such as ships, aircraft and tanks into costly losses and liabilities. The one gap appears to be artillery. I know the Secretary of State said that we are supplying some artillery, but as earlier episodes show, the counter to a weapons system is not necessarily the same weapons system but a missile to destroy it. What can be done to prevent Russia from using artillery to raze cities to the ground without engaging Ukrainian forces properly, which is the one area in which it still seems to be succeeding?

My right hon. Friend has put his finger right on the heart of the current race. The race is on to equip the Ukrainians with the same long-range capabilities that Russia has, so that they are not outranged and pinned down. That is why we started first and foremost by sourcing 152 mm around the world—Soviet calibre—so they can keep going with that.

In parallel, we and a number of nations are exploring providing either 105 mm, which is our main lightweight gun, and the 155 mm in more mobile versions than the big armoured AS90s. One thing that this modern battlefield is showing is that people had better move quickly once they have fired their guns, because they can be very quickly found by pretty cheap off-the-shelf unmanned aerial vehicles. Exactly as my right hon. Friend said, there is a race on in parallel. We have now seen a number of eastern countries providing 155 mm howitzers; that unlocks NATO ammunition. We will play our part and make sure it gets to them.

In addition, the intelligence around artillery has to be improved, so we are exploring counter-battery radar, so that as soon as Russia fires a shell at you, you know exactly where it came from, and you can return the favour.

The Secretary of State may have heard that I have been calling for a more regular performance. I am a great admirer of his, but I have been starved of his company. I am very pleased that he has made the statement—many of us are encouraged by the information he has given—but is he aware that the people of Mariupol have been dying of starvation and lack of water? We have a Navy; has it not been possible to supply food, water and that sort of stuff by sea? I may not be a logistics or military expert, but it seems strange that those people have been starving and we have not sent food.

I understand the hon. Gentleman’s deep sense of frustration—not at listening to me, but regarding the people of Mariupol. The nations of the Black sea govern the Black sea through the Montreux convention, a very old piece of law, and at times of war they can shut the Black sea to any nation other than Black sea nations. Turkey did that at the very beginning, which disadvantages Russia more than anyone else, and therefore we could not go in even if we wished. I have already spoken to the Turks and the Romanians about minesweeping capability, because it is clear that this summer a lot of the grain will not go out through Ukraine, but it might go out through neighbouring countries such as Romania. That is very important. At the moment, however, it is not possible for us to put ships into the Black sea and, while Russia will not be able to replace its ships, that gives it another sense of strength in trying to control the area. That is why the Ukrainians need anti-ship missiles to ensure they get at least some access to their coastline.

Friend ensure that the Government and our allies do everything they can to deter President Putin from taking that disastrous step?

We have all seen with concern the playing in of nuclear weapons by Putin, either in earlier statements or recent test fires. I remind colleagues that NATO is a nuclear alliance; Britain, America and France are in possession of nuclear weapons, and that is first and foremost a strong deterrent to him. He can invest in many other different missiles, but fundamentally some are out there right now under the sea; our brave men and women of the Royal Navy, silent and able to deliver a nuclear effect if they had to in defence of this kingdom or in defence of NATO. It is important that Putin does not forget that.

I thank the Secretary of State for his statement and commend his leadership and that of his team throughout this crisis. He has already outlined an impressive list of equipment that we, our NATO allies and our EU allies have provided for Ukraine. Some of what we provide is legacy equipment and some is from inventory. Can he assure me that the cost of that is coming from the Treasury’s central reserve and not the Defence budget?

I wrote to the Secretary of State last week about a few issues; I hope he will have a chance to look at the letter today, which comes with a present from some Ukrainian soldiers. Returning to the issue of 155 spec, which is a potential game-changer, is he saying that we are leaving that up to other countries because we do not have the field guns ourselves? Will he look at supplying AS90 or has he ruled AS90 out altogether? Secondly, there are some specific naval supplies mentioned in the letter, but more generally, from Odesa to Zaporizhzhia, there is still a lack of body armour and medical kits. What reassurance can he give me on that?

We will be flowing more body armour to Ukraine next week. The United States is sending 200,000 155 shells and, I think, two battalions-worth of 155 tubes—I am not a gunner, but apparently that is the term—and at the same time we will scour whatever we can. The Ukrainians are also interested in our 105 guns and we will look to provide those. The AS90 is a very old 155 armoured vehicle, as my hon. Friend knows; it is over 40 tonnes, and one of the challenges is to get it from one side of Ukraine to the other, with low loaders and big logistics. If we can help to source 155s that are more mobile and modern, that is the better way to proceed.

I too put on record my thanks to the Secretary of State for his co-operative attitude towards me as an Opposition spokesperson for defence. At a recent meeting of the Servant of the People party, which incidentally is a sister party to my own party, an impassioned plea was made: as the Russians have retreated from parts of Ukraine, they have left a ghastly and deadly legacy in the shape of landmines. The Ukrainians are doing their very best to get rid of this hideous calling card, but already a number of Ukrainians have been killed in their efforts to get rid of the landmines. We in the UK possess the equipment and skills to help to rid Ukraine of landmines, so may I ask the Secretary of State to look kindly on that request from Ukraine?

Yes, of course we will look at that issue. It has not appeared yet in the shopping list from the Ukrainians to me, but the hon. Gentleman is absolutely right. I visited Mariupol and places in other countries a few years ago and saw the minefields left behind after 2014, when the Russians destroyed everything and then left minefields across acres of farmland to impoverish the people there and leave their mark.

I very much welcome my right hon. Friend’s announcement that there will be a deployment of British Challenger 2 tanks to Poland to allow our Polish allies to send the Soviet-era tanks to Ukraine, but, to my knowledge, there has not been an agreement within NATO to facilitate Polish MiG fighter jets being sent to Ukraine. As this war continues, we are very much aware of the need for the Ukrainians to have additional air capability to take on the Russians. Will he use his good auspices in the coming NATO meetings to press our American allies on this issue?

My hon. Friend makes a good point. This is really about bilateral enabling rather than NATO, as an organisation, but he is right. In fact, the Ukrainians are after ground attack aircraft more than air-to-air ones, and so, rather than the MiG-29s, the Su-30s and those sorts of aeroplanes. I will certainly raise it tomorrow with my US counterpart when I see him. It is important, but at the moment we are focused on the deep long-range artillery.

While taking nothing away from the incredible performance of the Ukrainian army in defending its country, we all cannot help but be struck by how completely useless the Russian forces seem to be and how inefficient in organising themselves in this campaign. Having said that, there are increasing reports of mercenaries being used by the Russians. To what degree are they involved in this conflict, and is there any way to prevent them from getting into positions where they can participate?

The hon. Gentleman is absolutely right to point out the Russians’ woeful performance. I do not celebrate the loss of anyone’s life, and when I see the huge casualty rates of Russian soldiers, I think, as a former soldier, that it is a disgrace and a betrayal of those young men. It is hard to have sympathy when clearly it is not just the generals who are engaged in the war crime and butchery that we have seen, but mothers and wives in Russia are left behind because the arrogance of generals, poor performance and corruption has led many of those young men to their deaths.

On the hon. Gentleman’s point about mercenaries, yes, we see evidence of the Wagner Group now being actively deployed in Ukraine. We have seen some free Syrian fighters. We have seen media reports around Chechnya volunteers. The Wagner Group is a pain and a pest globally used—deniably, apparently, but it is not really that deniable—as an arm of the Kremlin. We have seen it in Africa. We see it in Mali now. We have seen it in Libya and elsewhere. The international community needs to come together to deal with the Wagner Group because whatever happens in Ukraine—its members are not getting very good kit and they are being some of the first to die, so it is not a great recruiting advert for it—it is going to be a problem that we have to deal with.

I commend the Secretary of State for the actions he has taken to help Ukraine. In history, this will be seen not just as war crimes but as a genocide. Will he work with me to persuade the Foreign Office that, although obviously different from the Holodomor in the 1930s, this will be seen as a genocide in the same way?

What is really important on the accusation of both genocide and war crimes is that it does not need a politician to make that allegation. We are lucky in this part of the world to have the International Criminal Court, courts in the Hague and independent investigators who are right now collecting evidence and will be able to point a finger without any favour or political agenda. That is a really important difference between us and them. The Russians would love politicians in the west to be standing up and pointing fingers because then they can say, “You would say that, wouldn’t you?” I want to see our respected judiciary and our law enforcement agencies gathering the evidence and then putting it to the people who politically we all think are clearly responsible for many of the problems in Ukraine.

I commend the Secretary of State not only for his statement today, but for his diligence and commitment over the past number of months. He may recall that I suggested during a previous statement that NATO being publicly so explicit that there would be no troops on the ground was a vulnerability for Ukraine. As we see, the Russians are becoming more desperate and diabolical in the tactics that they use, from rape to war crimes, genocide, the threat of chemical attack and potential technical and tactical nuclear attack. How sustainable does he believe it will be for the international community to give support, but stay far removed?

When NATO says, “NATO deployment”, what it is referring to is NATO deployment. It is perfectly possible around the world for Britain, France and others to deploy unilaterally. We deployed into Poland recently. We are doing that not as a NATO country, but as Britain supporting one of our oldest allies. When this phase finishes, and let us hope it does soon—we had Op Orbital in Ukraine, we had British trainers on the ground right up until pretty much the last and we sent the Ranger regiment to train people on NLAWs just before the invasion—we will inevitably wish to go back to help Ukraine in its long-term planning. It is important that we help them move out of crisis to a long-term plan and a long-term ability to defend themselves, and Britain will always offer that opportunity with our training of troops. When we start doing that is open to debate, but I do not rule anything out.

I commend my right hon. Friend for his leadership and work, and the work of his colleagues, in ensuring that our friends, the Ukrainians, are able to defend themselves. I was recently in Lithuania. The Lithuanians made it clear to me that the Baltic states are deeply worried by some of the behaviour of one or two members of NATO. They commended the UK for its leadership against any kind of attempted settlement. There was the slow behaviour of the Germans at the time, until the UK pushed them to do more on the banking system, SWIFT and so on.

One of the things the Lithuanians were questioning me about was whether NATO looks strategically. My right hon. Friend said just a few minutes ago that each individual country looks at these arms trades and transfers separately, but does NATO now see that, once Ukraine has succeeded in defending itself from defeat, it must move on to the next bit of the posture, which is to be able to move on to the offensive? Does NATO therefore look at all these arms, including aircraft, as raised by my hon. Friend the Member for Shrewsbury and Atcham (Daniel Kawczynski), as a way for Ukraine to take the fight back to the Russians?

My right hon. Friend probably served in northern Germany, like me, where permanent presence was used as one of the most important deterrents to the then Soviet Union. We were not just there for the short term; we were there for a very long time. When we are asking NATO to come up with a long-term plan, it has to involve such things as the long-term containment of Russia. He is correct that the best defence is offence. Showing that we are well-equipped, capable, ready, deployable and deployed is one of the best ways of making President Putin cease what he is doing. I do not think that means NATO deploying outside of its borders, but it does mean ensuring that we are very quick to respond and are overmatching Russia in everything it wishes to explore, so that Putin does not dare do it.

As this war has intensified, the distinction between providing defensive, as opposed to offensive weapons has largely disappeared, as increasingly heavy equipment is being transferred. The Secretary of State said previously to the House that he would support the provision of suitable aircraft to the Ukrainian air force. Further to the question asked by the hon. Member for Shrewsbury and Atcham (Daniel Kawczynski), what is the Secretary of State’s current assessment of the appetite of countries to provide to Ukraine suitable aircraft that could be used in this new phase of the conflict?

There are some that have an appetite; there are not many. Some of the equipment is quite old—a lot of the MiG-29s in the east come from the fall of the Berlin wall, so hon. Members can gauge their age. There are some useful ground attack aircraft in Europe and, as I say, I would defend any one of those nations’ options of deploying them. One of the ways that we could help to support them is by backfilling by supplying our Typhoons to patrol their skies and so on. The hunt is still on. If anyone comes forward, I am happy to support them. Sometimes they have been updated with third countries’ equipment, which gives those countries a veto, and I will work to persuade those third countries to release any holds on them as well.

Russia has clearly suffered serious logistical issues in the first phase of the conflict. What other lessons have we learned from the first phase and to what extent can we use those lessons as we enter what seems to be a new phase?

The first lesson, “Don’t take Russia at its word; take it on its action”, is the most important lesson for many in the international community. We gave up on that a long time ago, but that is the first thing. There will be a lot of lessons. I would not rush into that, because we also need to learn from the Ukrainians, who are rightly focused on fighting rather than on a feedback loop to us, which will be essential in understanding it.

The big lesson is that we must prove to the world that ripping up international law and being more brutal than an adversary still does not get someone to win. One calculation that President Putin and his generals have is, “We don’t care about human life; we don’t care about international law; and if we just maintain that, somehow, we’ll achieve victory—irrespective of the cost and the human suffering.” The international community has to be totally unified in demonstrating that as folly.

I thank the Secretary of State for his update on the deployment of UK personnel along NATO’s eastern flank. Can he detail what role they are playing in the humanitarian response, including supporting the processing of visas for Ukrainian refugees? Alongside all the military equipment, is the UK looking at delivering potassium iodide to civilians in Ukraine?

On medical supplies, my right hon. Friend the Health and Social Care Secretary has provided significant amounts of health stocks, but I am happy to look at that further for the hon. Lady. On the issue of visas, we have offered and we have fulfilled any request from the Home Office. If it asks for more, it will get more, if that is what is required to speed up the process.

I pay tribute to our brave Ukrainian friends and I commend the Secretary of State for his steadfast support for them. Stevenage is home to MBDA, which manufactures Brimstone. Can he clarify whether we will be making Brimstone available? What can we do to upgrade the Ukrainians’ advanced cyber capabilities to disrupt Russian communication command and control?

On the latter, I cannot really comment on those operational issues. All I will say is that Britain and Ukraine had a long-held cyber relationship many years before the invasion and we continue to understand its cyber needs.

MBDA has done an amazing job with the multinational consortium, including BAE and others, in the making of the weapons systems that are being used right now. As I have said, I do not have any objection in principle to some of the Brimstone variants being deployed into Ukraine. In principle, we agreed to sell Brimstone anti-sea some months ago—18 months or two years ago. If we decide to put Brimstone in, we will of course ensure that the Chair of the Select Committee and the Front-Bench teams are notified. They are still a short-range missile—the block 1s have a range of about 7 km—and they are not strategic. The right hon. Member for Leeds Central (Hilary Benn) asked about defensive and offensive, but we now need to move to tactical versus strategic. We are still not in a strategic place. With its range, Brimstone would be a tactical weapons system but nevertheless very efficient and capable.

The Secretary of State will have seen the recent Defence Committee report that was very critical of the Government’s decision to deploy the Royal Navy in basically taking over Border Force and dealing with the small boats issue. It defined that policy as “ill-defined” and “prematurely announced”. What assessment has he made of the risk that Operation Isotrope could lead to the diversion of scarce Royal Navy resources at this time, when the focus surely has to be on our national security and on deterring Vladimir Putin’s aggression?

The hon. Gentleman will be relieved to know that there is no such risk. The P2000 patrol boats were not going anywhere other than UK shores. Nor indeed were inshore vehicles, or the batch 1 offshore patrol vessels; they were not going to go anywhere else. The rest of it has really been about bringing a military command and control mindset, and the ability to mass and mash together intelligence, surveillance and reconnaissance capabilities to the better command and control umbrella over the whole thing. That is what we are trying to do, that is what we are starting to deliver, and it is as much about a cultural change as anything else.

On a recent visit to Georgia with the all-party parliamentary group on Georgia, we saw joint working between Georgian troops and NATO personnel, largely from the countries that the Secretary of State referred to earlier. Could he say a little more about the joint working that we are doing with Ukrainian forces to enable them to use to maximum effect the very valuable military equipment that the UK is providing?

Georgia is a very important partner for us around the Black sea. It obviously knows itself what it is like to be on the wrong end of a Russian invasion, and it is very important that we help Georgia’s resilience to that. It is also important that we recognise what Russia, having consolidated, then tries to do in countries such as Georgia, which is divide, corrupt and continue to manipulate. That is why it is very important that Britain’s relationship with Georgia is a long and enduring relationship to help it with its own resilience.

Delivering the defensive equipment that has been so vital to Ukraine’s success in resisting the Russian invasion has been really instrumental, and I think the Government deserve all credit for their work in that respect. But could the Secretary of State state what the UK’s current overarching aims in this conflict are, and confirm that support for Ukraine will continue long term irrespective of who occupies No. 10?

I am grateful and thank the hon. Member for his comments. Our objective is to push, or help Ukraine push back Russia from both its actions since February, and if Ukraine takes the choice to continue to try to push Russia out of its illegally occupied territories, then of course the west and the international community will stand by it in doing that. I think, in its simplest form, Britain wants to help Ukraine be free to choose. What it chooses is slightly secondary to the fact that it has the freedom to choose in the first place as a sovereign state. That is what we are all trying to work for, and the only country that does not want to do that is Russia.

One of the main lessons from this conflict seems to be that, alongside the courageous resistance of the Ukrainian people and the military, one of the reasons it has not gone to plan for Russia is the failure of its logistics in seemingly running out of food, fuel and other supplies. Could my right hon. Friend confirm that one of the lessons we will learn and the whole world should learn from this is that top-quality logistics, such as the UK armed forces have, is even more essential perhaps than military manpower?

It is really important. We see, from photographs, Russian soldiers going to war with not much equipment, poor equipment, rations that are years out of date, not just a few days or weeks, and all of that has a horrendous effect on morale. We see them at war with cheap handheld radios—not their own radios, because they do not work—and we see them badly prepared. Bad battle preparation leads to defeat often and that is often the mess they are in. We saw that some very expensive equipment got stuck in the mud because they used cheap tyres from somewhere else. Those things matter. It is also an important lesson for our defence that sometimes the less sexy things are actually the things we should invest in. They are often the things first cut when the Treasury comes calling and you pay for it in the end.

Is the Secretary of State concerned that, if Putin is allowed to retain the territories in the south and east that he has invaded, he will claim that and be able to claim that to some extent as a kind of victory? In that context, what does he think of the comments of retired General Philip Breedlove, the former NATO commander in Europe, today, who said that now might be the time for NATO or a coalition of the willing to at least consider having troops on the ground in the north and west of Ukraine, so that more Ukrainian resources are freed up to fight in the south and east?

It is definitely a valid suggestion. If we were to fast-forward to a frozen conflict in which 80% of Ukraine was still sovereign, it would be entirely up to Ukraine to decide who it wanted to invite on to its territory, and for what purposes, just as it invited us there for Operation Orbital. People seem to forget that until this invasion, Ukraine was a sovereign country with two occupied parts. Ukraine had British, Swedish and Canadian soldiers on its territory, and we went exercising with 5 Airborne Brigade last year; that is all possible. If Putin decides to hunker down for some form of frozen conflict, we should remember two things: first, he will be back for more, because that is what he did in 2014; and secondly, he still does not control Ukraine.

Today is Anzac Day, when we commemorate the sacrifice of Australians and New Zealanders in conflict. Will my right hon. Friend join me in paying tribute to those who lost their lives at Gallipoli, and since then? Does he agree that Australia and New Zealand are important partners in supporting Ukraine, not least with New Zealand’s Hercules aircraft and crew, which recently arrived in the UK?

Yes, it is really important to remember the sacrifice made by New Zealand and Australia in a theatre of a war so far away. It is also important to recognise their solidarity with us on this conflict. Australia has given the United Kingdom funds to help purchase equipment for Ukraine. Australia and New Zealand recognise that this is a war of values, and a battle to show that the despot cannot and must not be allowed to win. They are doing everything they can to stand by us. We should not forget that, and we should also be very grateful for it.

How much Ministry of Defence spending in Ukraine is being counted as official development assistance? What steps is the Secretary of State taking to ensure that ODA spending by other Departments is not at the expense of other situations around the world where there is a desperate need for aid?

I understand the furrow that the hon. Gentleman is trying to plough, and I will send him a letter. I do not think any of the spending is being counted in that way, from what I can tell. It certainly does not appear, in my submission, that this is a diversion; the question is simply, “How can we help the Ukrainians? How much does it cost? Can we afford to take the risk with our own supplies? If not, can we buy the supplies from somewhere else, and will the Treasury reimburse us?” It is really simple.

The Secretary of State is right to salute the bravery of the heroic Ukrainian forces and highlight the failures of the Russians, but that should not in any way allow us to become complacent about the threat that Russia continues to pose. I hear what he said about the Ukrainians deciding where we go from here, but does he agree that there can be no return to normality in our relationship with Russia until it has got out of all the areas that it has invaded in this invasion?

There can be no return to normality for President Putin and his inner circle. What they have done, despite international warnings from presidents and prime ministers who endlessly asked them not to do it, is build their own cage—and they are living in it. From my point of view, they need to remain in it.

We have already seen that the war in Ukraine will not be brief, and Vladimir Putin’s intentions will not be limited. With that in mind, are the Government beginning to look strategically, long-term, at the implications of the situation in Ukraine and the ambitions of Vladimir Putin?

There are two parts to that. The first is the need for some form of commission or get-together to plan Ukraine’s long-term defence, its posture and how it will equip itself, because just like any other army, it will become exhausted and worn out. Also, it is important that we—not just Britain or the EU, but the international community—do not forget that when all this is over, we have to help Ukraine to rebuild over the long term. Russia is destroying things—one need only look at the photographs—and they will not be rebuilt in a few weeks. If the international community is serious about sending a message to Putin, it should do so, but not just militarily, now; this is also about long-term development, and access to economic freedoms and prosperity. That will demonstrate the difference between Russia and Ukraine.

I talked earlier about the joint expeditionary force. Irrespective of whether those countries joined NATO, it would be incomprehensible to me if Britain did not, for example, go the aid of Sweden should it be attacked or invaded. It is a fellow European country with huge links to our country, the same values and so on. One of the reasons why the JEF—Finland and Sweden, plus eight NATO countries—is such an important grouping of nations is that we totally share the same values, and have the same professionalism in our armed forces and the same capabilities. Britain signed a memorandum of understanding with Sweden—originally, I think, in 2014—to further our defensive co-operation, and we are working to see what more we can do in the near future.

Ukraine is facing a financial crisis, with the Financial Times reporting that revenues are at around half of pre-war levels, and the fiscal gap for this month alone is projected to be $7 billion. The International Monetary Fund has approved an administered account for countries to make donations through a secure vehicle. Has the UK made a contribution to the account? What efforts are being made, together with partners, to provide Ukraine with hard cash?

We have given, I think, more than £100 million in aid, but I will write to the hon. Gentleman with details about the IMF fund. He is right that we need to focus on that as much as on military aid. The United States announced a significant amount of funding for Ukraine only over the weekend.

The International Atomic Energy Agency has announced that it will undertake a mission to Chernobyl, after gunfire in the area raised concerns about the potential for a major radiation leak. Will the Secretary of State say what discussions he has had with the IAEA, and what it expects to find?

If I am not mistaken, the IAEA’s relationship is with the Foreign Office and the Department for Business, Energy and Industrial Strategy. However, I will happily find out the answer for the hon. Member. Of course, we are concerned about activity around Chernobyl and other things. I do not think that Russia did what it did around Chernobyl by accident.

Today I am publishing a new defence policy document for the high north, “The UK’s Defence Contribution in the High North.” I have placed a copy in the Library of the House. The purpose of this defence high north paper is to ensure that future defence policies, activities and capabilities relevant to the high north region are coherent and effectively integrated with HMG’s broader objectives for the region.

The UK’s defence contribution in the high north sits as part of the broader UK Government approach to the region defined most recently in the 2018 Arctic policy framework, “Beyond the Ice.” While its focus is on the Arctic and high north, it notes that the region is contiguous with the north Atlantic and cannot be isolated from UK interests in adjacent regions, including northern Europe and the Baltic sea region, and the rest of the world. The UK Government will be reviewing its broader approach to the Arctic and will publish a new, integrated Arctic policy framework later in 2022.

“The UK’s Defence Contribution in the High North” lays out how defence will support wider UK aims, as outlined in “Beyond the Ice.” The main commitments include:

Protecting our critical national infrastructure and our other national interests, and those of our allies and partners.

Ensuring our freedom to navigate and operate across the wider region.

Reinforcing the rules-based international system, particularly UNCLOS.

Contesting malign and destabilising behaviours.

The MOD recognises the growing importance of the high north to our defence and security, the opportunities it presents, and the potential for growing competition and tensions in the region. The MOD is determined to play its part in a Government-wide integrated approach, alongside allies and partners, to ensure that increasing access to the region and its resources is managed safely, sustainably and responsibly. This strategy sets out our commitment. It is intended to guide defence efforts over a 10-year period, including long-term capability decisions, but will be reviewed on a regular basis.

On Thursday 10 March 2022 I authorised the release of £393.8 million to discharge the debt owed by the Ministry of Defence-owned company, International Military Services Limited (IMS).

The debt resulted from contracts which were signed between IMS Ltd. and the pre-revolution Iranian Government. Following the Iranian revolution, the contracts were not fulfilled, despite prepayments made by Iran to the UK. The UK courts and the International Court of Arbitration (ICC) subsequently confirmed that the debt was still owed to the Iranian Government.

The payment of the debt reflects the UK Government’s determination to meet that international obligation, while seeking to ensure that such funds can only be used in accordance with applicable sanctions, and domestic counter-terrorism and anti-money laundering legislation, for example to purchase humanitarian goods.

I have been a consistent campaigner on IMS settlement, including as Chairman of the All-Party Parliamentary Group on Iran and securing a Westminster Hall debate in March 2014 in which I called to “honour the debt once and for all”.

Today I have made an online correction to parliamentary question 119455 answered on 10 February 2022.

Due to an administrative error incorrect data was reported in relation to my visit to the US in July 2021.

The total cost to the public purse of my overseas accommodation, meals, visas and other expenses excluding travel between 11 and 23 July 2021 was £6,687.68 and not as previously reported £1,766.68. This has now been corrected.

Today the Prime Minister will announce the publication of the refresh to the national shipbuilding strategy, unveiling a comprehensive package of Government support to further a shipbuilding renaissance for the whole of the UK and bringing together over £4 billion of investment over the next three years. Following my appointment as shipbuilding tsar in 2019, we have been working across Government and our refreshed strategy encompasses the entire shipbuilding sector, both naval and civil, and its supporting supply chain. This will ensure that opportunities, best practice and benefits are shared across the enterprise.



This strategy refresh sets out a vision, endorsed by both Government and industry, to create a globally successful, innovative and sustainable shipbuilding enterprise that works for all parts of the UK.

With permission, Mr Speaker, I would like to update the House on the situation in Ukraine and Her Majesty’s Government’s support to the Government in Kyiv.

The situation on the ground is grave. As we can recall, on 24 February, forces of the Russian army, unprovoked, crossed into Ukraine’s sovereign territory. Along three main axes, Russian armour has attempted to occupy Ukraine. Its plan was to reach and encircle Kyiv, encircle Ukrainian forces near the border and invade from the south to link up with its forces via Mariupol.

Russian high command committed 65% of its entire land forces, which are indisputably in possession of overwhelming firepower and armour. It is estimated that at the start of the invasion they had between 110 and 120 battalion tactical groups dedicated to the task, compared with approximately 65 in Ukraine. Their missile stocks gave them even greater strength to reach Ukraine at distance. However, what they did not and still do not possess is the moral component so often needed for victory.

After 14 days of the war, according to the Ukrainian general staff, at 6 March, Russian casualties were assessed to include 285 tanks, 985 armoured fighting vehicles, 109 artillery systems, 50 multiple launch rocket systems, 44 aircraft, 48 helicopters and 11,000 soldiers, who have lost their lives needlessly. There are numerous reports of surrenders and desertions by the ever-growingly disillusioned Russian army. To be clear, those are Ukrainian figures; I have to caution the House that we have not verified them by defence intelligence or other means.

I can announce to the House our assessment that, of the initial Russian objectives, only one has been successfully achieved. While Russian forces are in control of Kherson, Melitopol and Berdyansk in southern Ukraine, they currently encircle the cities of Chernihiv, Sumy, Kharkiv and Mariupol but are not in control of them. In addition, their first day objective of targeting Ukrainian air defence has failed, preventing total air dominance. The Ukrainian armed forces have put up a strong defence while mobilising the whole population. President Putin’s arrogant assumption that he would be welcomed as a liberator has deservedly crumbled as fast as his troops’ morale.

For our part, the United Kingdom continues to play a leading role in supporting Ukraine. On 17 January, I announced to the House the Government’s intention to supply military aid to the Ukrainian armed forces. The aid took the form of body armour, helmets, boots, ear defenders, ration packs, rangefinders and communication equipment, and for the first time it also included weapons systems. The initial supply was to be 2,000 new light anti-tank weapons, small arms and ammunition.

In response to further acts of aggression by Russia, we have now increased that supply. I can update the House that, as of today, we have delivered 3,615 NLAWs and continue to deliver more. We will shortly be starting the delivery of a small consignment of anti-tank javelin missiles as well. I want to assure the House that everything we do is bound by the decision to supply defensive systems and is calibrated not to escalate to a strategic level.

Britain was the first European country to supply lethal aid. I was pleased that not long after a military aid donor conference I held on 25 February, many more countries decided to do the same. From right across Europe, the donations came. In particular, I want to highlight the Netherlands, Sweden, Finland, Denmark, Poland, Romania, the Baltic states, Belgium and Slovenia for their leadership, and we should not ignore the significance of the German Government joining us, in a change of stance, and donating such aid.

Donations are not enough; the delivery of aid to the frontline is just as important. Here, again, Britain is leading, because alongside Canada, the United States and Sweden, we have invested in building Ukrainian military capacity since 2015, and we find ourselves able to co-ordinate the delivery alongside our partners.

As the conflict intensifies, the Russians are changing their tactics, so the Ukrainians need to, too. We can all see the horrific devastation inflicted on civilian areas by Russian artillery and airstrikes, which have been indiscriminate and murderous. It is therefore vital that Ukraine maintains its ability to fly and to suppress Russian air attack. To date, the international community has donated more than 900 man-portable air defence missiles and thousands of anti-tank guided weapons of varying types, as well as various small arms. However, the capability needs strengthening, so in response to Ukrainian requests the Government have taken the decision to explore the donation of Starstreak high-velocity, man-portable anti-aircraft missiles. We believe that this system will remain within the definition of defensive weapons, but will allow the Ukrainian forces to better defend their skies. We shall also be increasing supplies of rations, medical equipment, and other non-lethal military aid.

As with any war, the civilian population is suffering horrendous hardships. According to the Ukrainian Minister of Education, 211 schools have been damaged or destroyed, and media footage shows Russian strikes hitting kindergartens. The Chernihiv regional administration reported that the Russian air force was employing FAB-500 unguided bombs against targets in the city, and according to Human Rights Watch, civilians in Mariupol have now been without water and power for almost a week. President Zelensky talked of children dying of thirst. Today the estimated number of Ukrainian civilians killed or injured stands at more than 1,000, but the true figure is expected to be much higher, and I am afraid that worse is likely to come. It is for that reason that the UK will increase its funding for Ukraine to £220 million, which includes £120 million of humanitarian aid. That will make the United Kingdom the single biggest bilateral humanitarian donor to Ukraine. We are also supporting humanitarian work with the Polish and Romanian Governments on the borders.

As I said in my last statement, we still believe that it is worth trying to build diplomatic pressure on Russia. This week, my good friend the Prime Minister met the Prime Ministers of Canada, the Netherlands and Poland. He also spoke to the leaders of France, Germany and the United States, and the Prime Ministers of Hungary, Slovakia and the Czech Republic. The Foreign Secretary is in Washington at the G7, and also attended the NATO Foreign Ministers meeting earlier this month. I myself met the Ukrainian Ambassador just this morning. President Putin should be and can be in no doubt that the international community is united against his actions. It remains strong, and will not back down.

As well as giving direct military support to Ukraine, we continue to bolster our contribution towards NATO’s collective security. NATO Defence Ministers will gather next week in Brussels to discuss the next steps. The UK is doing its bit in giving military support and reassurance to its allies. We are currently supplying significant air power to NATO, including increased air patrols, with both Typhoons and F-35s for NATO air policing. We have also deployed four additional Typhoons to Cyprus to patrol NATO’s eastern border, and have sent an additional 800 troops to Estonia. Over the last week, Apache and Chinook helicopters were involved in exercises in Estonia. Meanwhile, HMS Diamond has sailed to the eastern Mediterranean, HMS Northumberland is taking part in a northern deployment, and HMS Grimsby is in the Norwegian sea supporting NATO mine countermeasures.

On Monday HMS Prince of Wales, RFA Tidesurge and HMS Defender joined HMS Albion and RFA Mounts Bay for Exercise Cold Response, a multinational exercise off the coast of Norway, and HMS Richmond will be exercising with our joint expeditionary force. We have put over 1,000 more British troops on readiness to support humanitarian responses in the bordering countries. Britain’s contribution to NATO is significant and enduring. It is important at this time that, in order to maximise our reassurance and resilience effect, we co-ordinate through NATO and the Supreme Allied Commander Europe.

Few of us will not have been moved by President Zelensky’s speech yesterday. His people are fighting for their very survival. His country is united against this aggression, and it is indeed his country’s darkest hour. Yesterday I saw footage of a Russian armoured train, bristling with guns, heading towards Mariupol. A single brave Ukrainian woman ran to the train and shouted “Slava Ukraini”—unmoved, unintimidated by the guns. That woman’s bravery should inspire us all.

I know that many of our constituents, and our colleagues, are fearful of what will happen next. President Putin and the Kremlin continue to threaten countries that offer help to Ukraine. Their military campaign will, I am afraid, become more brutal and more indiscriminate, but it is my firm belief that our strength to stand up to such bullying comes from our alliances. As long as we stand united, both as a House and as the international community, the Kremlin’s threats cannot hurt us. We should take strength from the peoples right across Europe who are standing shoulder to shoulder to protect our values—our freedom, our tolerance, our democracy and our free press. That is our shield.

I am going to make mention of this important issue: Front Benchers have to be in line with the rules, and I have to enforce the rules. The rule says five minutes, but that was seven. If you want me to grant urgent questions and if you want me to support statements, you have to work with me to ensure that we do not take the time from other agendas. I do keep clock of the time, and I do not want to get into an argument about it—the Labour Front-Bench spokesman took a lot longer. This is an important matter and I want to keep it on the agenda, but you need to work with me. Or change the rules and make my life easier!

Maybe I should apologise, Mr Speaker. I did not give the Labour Front Benchers long enough to examine the statement; it was fairly short notice for them. I think we hear you on both sides of the House, and you would not like me to take too long either—[Interruption.] Certainly those on the Labour Back Benches would not like that.

The right hon. Member for Wentworth and Dearne (John Healey) asked some important questions. I am grateful for Labour’s support for the position that the Government have taken on Ukraine. Our position mirrors that of the international community—not just NATO members but nations outside NATO such as Sweden and Finland. In answer to his question on the stockpile, we will currently take the supplies from our stockpile and we will backfill them from the manufacturer when and where we can. We already have some on order, so I can give him that assurance. I also ensure that we keep a basic level to ensure that we cover our own force protection as required. We will not leave our soldiers at risk in somewhere such as Estonia, specifically. Nevertheless, we will ensure that we calibrate that correctly.

On the MOD’s assessment of the Russian forces, over 90% of those forces on the border have now been committed to Ukraine and inside Ukraine. We also see media reports about Belorussian forces maybe, or maybe not, being primed. This has had an interesting effect on Belorussian forces, with reports of desertions and senior officers refusing to join the fight. There is also something very telling about Russia’s desperation at the moment. We have seen significant amounts of effort to try to bring the Wagner Group into Ukraine. The Wagner Group is the wholly unacceptable mercenary company responsible for all sorts of atrocities in Africa and the middle east. The fact that Russia is now trying to encourage the Wagner Group to take part in Ukraine is a telling sign. It does not give us any comfort but, nevertheless, it is a sign.

I went to Copenhagen last week to meet my Swedish, Lithuanian and Danish counterparts as they set off to join our enhanced forward presence in Estonia. The Danish sent a company of armoured infantry, which was escorted across the sea by a Swedish and Danish ship with air cover from Sweden. That JEF deployment is a good example of how, in the neighbourhood of the Nordics, we come together either bilaterally or multilaterally to make sure we provide greater defence.

After our meeting in Rutland a few weeks ago, we determined to have a longer programme of joint planning to make sure we maximise our capabilities, exercises and activity. We will see more of the JEF, and I am happy to continue keeping the House informed.

I am grateful for the reminder of Bevin’s birthday. As a Conservative, I will be forgiven for not knowing that date, but I always welcome being educated. I have some Labour supporters in my family, but I am not sure they would know he was born in 1881 either. Nevertheless, the commitment to article 5 is important. Yesterday I met my counterpart from North Macedonia, the newest member of NATO. Importantly, Britain is in NATO not for what we can get out of it but because we fundamentally believe in defending each other. Whether we are big or small, we all stand for the same values.

I promised to keep Members informed on Ukraine, no matter what happens. My team is available, as is the Chief of Defence Intelligence. I will happily do dial-ins and as many briefings as possible at both Privy Council and non-Privy Council level.

The right hon. Gentleman asked about the Home Office, and the offer has been accepted in principle. There is a meeting straight after this statement between Defence Ministers, Home Office Ministers and Foreign Office Ministers to make sure we co-ordinate our assistance in speeding up the visa process, which is incredibly important.

It is important not to mischaracterise the IR. The right hon. Gentleman has said this before, but the actual quote from the IR is that Russia is

“the greatest nuclear, conventional military and sub-threshold threat to European security.”

Strengthening Europe is critical to preserving our security and prosperity in the north Atlantic. The IR did not miss Russia. In fact, it squarely identified Russia as our main adversary. It would be wrong to characterise it as everyone going off to the Pacific. Looking at the balance of my investments as Defence Secretary, including in basing and expeditionary forces such as JEF, they are in Europe, and in northern Europe, too. That is incredibly important.

The Cabinet Office is in charge of the national resilience strategy, and I will pass on the details to the relevant Minister. Like the right hon. Gentleman, I look forward to reading that strategy.

I congratulate my right hon. Friend, the Government and the Prime Minister on the manner in which they have conducted themselves in relation to this dreadful invasion of Ukraine.

I have just come back from a conference in Paris, where I had the honour of leading the European Scrutiny Committee’s delegation. All the countries of Europe appreciate what the United Kingdom is doing.

My son is currently doing humanitarian work in Poland and Hungary, and I trust that others will be able to do the same. This is important not only to our constituents but to fairness and justice in the world. I thank my right hon. Friend the Secretary of State for everything he has done.

I thank my hon. Friend for his kind comments. It is incredibly important that we recognise that this is not just a military response. The scale of the humanitarian crisis, which will only grow as Russia seeks to punish the innocent for having the temerity to stand up to it, means we all have to lean in as an international community. We have all received emails from constituents who want to help, and I urge colleagues to channel them in the right direction. Some of us are old enough to remember the Bosnia war, and I know from soldiers who were on the ground that lots of well-meaning people drove out there and put at risk both themselves and the forces whose job it was to protect them. We need to make sure the work is properly co-ordinated, and I will get details to hon. and right hon. Members so that they can point their constituents in the right direction.

I thank the Secretary of State for advance sight of his statement. Like the shadow Secretary of State and the Secretary of State, I put on record how grateful we are to President Zelensky for taking the time to talk to the House yesterday. It is a moment that I am sure will stay with us all for a long time.

The statement says that the Secretary of State and the Ministry of Defence will explore the donation of new anti-air missiles. We urge them to conclude that as swiftly as possible and to ensure the missiles get to Ukraine as swiftly as possible. As the conflict continues, and it is now going into its third week, Ukraine’s needs will adapt and the support we give has to adapt, too. We have previously talked to the Minister for the Armed Forces about supplying satellite phones, which Ukraine identified as an urgent need two weeks ago.

As I understand it, the United States has declined to be involved in supplying jets from Poland, but the Department of Defence has said it will keep that under review. Is the Secretary of State part of that discussion? Given the new security and defence arrangements that were announced six or seven weeks ago involving Poland and Ukraine, how might we expect that to develop in the coming days?

Time is not on Ukraine’s side, and I appreciate the immense sensitivities around this. Like many others, I welcome the additional military aid, non-lethal aid, and humanitarian support. Of course, I also welcome all the efforts of our constituents up and down the land in supporting Ukrainians in their time of need.

What sort of changes can we expect to see in the forthcoming NATO strategic concept? For example, will the air policing mission be reprofiled as an air defence mission? Can the Secretary of State talk a bit more about what the House can expect?

We have tried to support the Government on Ukraine and in many other areas, and the Government have made that easy in many ways, but on refugees we stand out in Europe for all the wrong reasons. Although the Secretary of State’s Department is not responsible for refugees, I plead with him to fix it, and to fix it soon.

Like the hon. Gentleman, we are determined to fix it. My hon. Friend the Minister for the Armed Forces will have a meeting this afternoon on exactly this. We should not forget that the overall offer is generous: 200.000 places via the family route and unlimited places via the humanitarian route. The key is to speed it up to make sure that, when people arrive at the border, they are home and safe with their family as soon as possible. The Ministry of Defence will do everything to support that.

I do not have access to the discussions on jets from Poland. I have said publicly that the position of the United Kingdom Government is that it is for the Polish Government to decide on the calibration of their aid to Ukraine but, as an ally and friend, Britain will stand by whatever decision they make. Poland is, of course, on the frontline, and I hope that any consequence is positive, but we never know with President Putin.

It is important to give Poland the reassurance and the space to make this decision but, fundamentally, the Ukrainians need to be able to take action against artillery at deep ranges, which can be done with unmanned aerial vehicles, and to protect their airspace, which can be done with the missile systems we are providing. The only lag with the missile systems is that, as they get more complicated, people need training.

How and where we deliver that training is obviously sensitive, but we have to make sure it is rolled out into Ukraine. These valuable pieces of equipment need to be positioned in the right places to make a difference. One reason why I wanted to come to the House as soon as possible, although we are going to do it in principle, is so that the House has the earliest warning possible.

The hon. Gentleman made an important point about NATO’s strategic concept, and I will also be asking questions about what happens now. There are questions for NATO on both the short term and the long term. In the long term, after Ukraine, what are we going to do to contain Russia and to provide reassurance and resilience to our neighbours and fellow NATO members who will need it? At next week’s meeting, I will start the process of indicating to the Supreme Allied Commander Europe that I would like to see him start planning for containment, if that is one of the options post Ukraine. I will ask what that looks like in the 21st century.

I thank my right hon. Friend for his statement and for all that his Department and our incredible armed forces are doing at this time to help the people of Ukraine. The humanitarian crisis is worsening hour by hour. Will he assure my constituents and people across the UK that the UK is doing everything it can, on a cross-government basis, to widen and accelerate the visa system, cut through the red tape and work practically and compassionately with our partners in Europe to offer sanctuary and aid to as many Ukrainian people as we can, as quickly as we can?

I thank the Secretary of State for the regular and excellent updates and briefings we have and for the hard work he is putting in on Ukraine, within the constraints he has to work within. However, I do think it is a strategic mistake that when confronting a tyrant we tell him what we will not do. If Putin remains in power, we will have to confront him at some point militarily. We should be aware of that and get it out in the open. But my question is: what level of slaughter of Ukrainians are we willing to see before NATO and the west intervene militarily in Ukraine, such as by ensuring safe areas in western Ukraine?

I am grateful to the hon. Gentleman for that. It is a difficult balance as to when we tell people. In effect, I have to come to this House to get policy permission from you before we take a different step on the weapons systems, and that is the right thing to do; we have to make sure that this is calibrated into the right process. It is important with Putin, especially as he would seek to discover things and potentially use them to escalate, that we are up front and transparent about what we are going to do, so that he cannot try to repackage it as a major strategic issue. This is not an easy line; on the one hand, I would be happy sometimes to do this, but the decision is about bringing the House with us and making sure that people understand. I do not think there will be a tactical difference on the ground because I have come to the House today to tell people in advance that this is happening. Russia now has a serious problem with the international community’s donations, which are at a large scale, whether we are talking about anti-tank or Stinger missiles. It has had to change its tactics as a result. It would be wrong for Putin to characterise this as anything other than our responding to its change in tactics, but we are making sure that he does not get impunity to bomb people from the air and kill innocent victims. On the other issue, associated with humanitarian corridors and no-fly zones, we have to be careful. We would have to enforce them and in thinking about enforcing them, we have to recognise the knock-on effects and whether we trigger a wider war in Europe.

I thank the Defence Secretary and all the ministerial team for working so hard on this, and I thank all those in the main building and those in uniform throughout our armed forces for responding so well to the war in Ukraine. He mentions just over 3,600 new, light anti-tank weapons. They have been put to very good use, as he will know. Will he reassure the House that that supply will continue, and at pace? Secondly, he mentions consideration of surface-to-air missiles and the system Starstreak. How long will that decision-making process take?

First, the decisions have been made in principle that we will provide them, which is why I came to the House. We have to make sure that we provide people with the training and capability to deliver that. I thank my right hon. Friend for the effort he put in, working with the Speaker, to deliver the speech yesterday by President Zelensky. I cannot tell the two of you how important it was to hear from a man who is clearly leading his country from the front, but who is also under tremendous personal threat from Russia.

First, I thank the Defence Secretary for the approach he takes, being the calm voice of competence that we want to hear in this crisis. He should not have to intervene in the Home Office, but I am glad that he is doing so and I thank him for stepping up where his colleagues are failing again. He will know that this is not just the right thing to do, but strategically the important thing to do, because Putin is counting on Europe not getting the refugee crisis right. That plays into his hands in the medium term and longer term. Does he agree with my concern that if we do not get a grip on the refugee crisis soon, across the whole of Europe, including in this country, we could well be playing into those fears?

I am grateful to the hon. Lady for her comments. One of the most important things is recognising that President Putin and, as we saw, the President of Belarus, used migrant flows deliberately to divide and put pressure on our system. That is why when they did that in Belarus, with the Belarusians literally shoving people through fences a few months ago, we sent 100 Royal Engineers to assist the Poles to manage that issue. It is incredibly important that we all think about what happened. Many of us who were warning about what Russia was going to do warned a number of countries on this. Indeed, I said to the EU, “Where you can add value is to plan for mass refugees in a way that we have not seen since the war.” That is really important. That is where the EU is at its best, in co-ordinating the non-military responses. It has done well, but it is not shielded from the criticism as well. We all have to do this internationally and do it better. We have to do the visa bit faster. My colleagues are absolutely bringing to bear those assets from the MOD, but we should also remember that we act as a team; I am not intervening in the Home Office. Government is a team and we are working together as a team to deliver that.

Although Putin has committed almost all the forces he had pre-positioned, we know that he has more modern equipment still to deploy. Are we able to determine whether those additional forces are ready to deploy?

First, let me say that Putin has deployed some of his most modern equipment. He has “gone all-in” and played his full hand. Members will have seen only recently an SA-22 or a Pantsir anti-air medium-range missile system that has been defeated by the mud of Ukraine; it has a burst tyre and it is stuck in the mud. Putin has gone all-in and risked some of his most important equipment. He is using significant numbers of his missile stocks and he is taking a huge risk around the wider boundaries of Russia, which he is now leaving thinned out in terms of defence.

There was a report from Reuters yesterday that dozens of former Paras have signed up for the Ukrainian foreign legion and that hundreds more are expected to do so. Will the Defence Secretary give the House absolute clarity on the UK Government’s position in relation to those volunteers?

The Government’s position is: if you are a serving member of the armed forces, you will be breaking the law. There were reports in the weekend newspaper about three members who had gone AWOL over the weekend. They will be breaking the law and they will be prosecuted when they return for going AWOL or deserting. For others, as the Government’s travel advice is “Do not go to Ukraine”, we strongly discourage them from joining these forces. My experience, having been Security Minister, is that where people went off to join the YPG and other organisations it did not end well. It is also the case, as a number of these people are now discovering, that the Ukrainians are very clear in saying, “You turn up, you are in it for the whole game. You are not in it for a selfie and six weeks. You are in it for real.” I think we have seen already some people at the border decide that that may not be the right option to follow.

I understand that it would be possible, at very short notice, to reopen Manston airport in Kent to fly out humanitarian aid such as pharmaceuticals and to fly in refugees, who could then be processed at Manston barracks. That would require the co-operation and effort of the MOD and of the Department for Levelling Up, Housing and Communities. I am not asking for a guarantee now, but will my right hon. Friend speak to the Secretary of State for Levelling Up, Housing and Communities and Minister for Intergovernmental Relations, the right hon. Member for Surrey Heath (Michael Gove) to see what possibilities there might be there?

I am grateful for my right hon. Friend’s question. At the moment, we have the capacity we need, and the landing slots and landing fields we need to deliver whatever we need to do. I thank the Secretary of State for all he is doing and the compassionate way he is doing it.

My question relates to a constituent, and although the issue is not necessarily the Secretary of State’s departmental responsibility, I would be grateful if he could follow it up. Four weeks ago, my constituent, who lives in the Donbas, drove across the country and managed to get through to Poland. He has been waiting for a visa for his wife and their infant daughter for the past four weeks and has heard nothing from the Home Office. He is running out of money and wants to get home with his family. Will the Secretary of State please urge the Home Office to do its job?

I thank the Secretary of State for coming to the House again to keep us informed. He was right when he said that the whole House was moved by the President of Ukraine’s address yesterday. The President of Ukraine has spoken again today and is desperate for aircraft to protect women and children from being bombed and killed by Russians. Poland has acted, but there is a hold-up because of the response from the United States. The Secretary of State touched on this earlier, but will he be clear that he supports what Poland is doing? Will he pressure America to support that action?

I shall say two things in response to my hon. Friend. First, I support the steps to allow Ukraine to continue to fly in its own airspace—its sovereign airspace—to deliver military effect against the massive amounts of Russian artillery that are indiscriminately killing and bombing places around the country. That is one reason why a no-fly zone is a problem, because it would mean that both sides do not fly. The first thing is that we need to protect Ukraine’s anti-air capability.

Secondly, what are the most appropriate tools? Obviously, the Ukrainians know and have said what they wish for. We have acted when they have asked us, which is why the new missiles we are talking about today are coming forward. It is a matter for Poland—I have said I will support whatever its choice is—and in the meantime we will continue to try to meet the outcomes that Ukraine wants with whatever methods we can.

I am sure the Secretary of State would agree that, rather than getting to the stage at which we might need to rely on MOD assistance to get refugees here, it is better to get people here to the UK while they can get here. It is the same with humanitarian aid: we have the bizarre situation in which people who are displaced in Ukraine may need to use humanitarian aid, yet they could already be here in the UK where they have family members. If the UK is not going to lift the visa requirements for Ukrainians who come here, surely under the existing scheme, which applies to the family members of British and Ukrainian people who already live in the UK, we can use the information we have here, bring the people here and then process them and do the security checks while they are safely here in the UK, rather than wasting resources in Ukraine that could be better deployed elsewhere.

Three years ago, I visited Mariupol with my right hon. Friend’s predecessor, Michael Fallon, and we heard the Ukrainian armed forces’ appreciation of the help we were already giving them then through Operation Orbital, so I strongly welcome my right hon. Friend’s announcement today. Does he agree with the Secretary-General of NATO that the sight of bodies lying unburied on the streets in Mariupol is credible evidence that Russia is guilty of war crimes?

As I have previously reported, the International Criminal Court has opened an investigation. A number of countries, including Britain, are collecting evidence—Canada is taking quite a strong lead—and it is important that we follow the evidence. The open-source reports of not only civilian bodies but Russian dead abandoned by their own forces show a crime in itself. What a disgrace that the Russian generals have abandoned those young men who have been killed. The leadership of the Russian army deserve to be in court for betraying their own soldiers and, at the same time, for what they are doing to the civilians of Ukraine. They are criminally responsible and I hope they face justice.

I thank the Secretary of State for updating us on the UK’s actions in support of the Ukrainians’ heroic defence of their country. He will have noted that his update was received much more warmly than that given by the Home Office yesterday, and with good reason—I do hope that Home Office Ministers have noted that as well. We must act on all fronts. The need for humanitarian assistance is overwhelming. Will the Secretary of State say a little more about the 1,000 UK troops who I understand from his statement are still on stand-by to provide humanitarian assistance? Where are they and under what circumstances will they be deployed?

We have not yet had any request for humanitarian support from neighbouring countries. As soon as they do request support, we will be happy to deploy those troops to help in that process. We have a NATO meeting next week, when perhaps those things will come to the fore, but that is what those troops are there for—they are earmarked to do exactly that.

On the hon. Lady’s point about the Home Office, having been a Home Office Minister and having sat in opposition across from Labour party Home Secretaries, I know that it is never an easy job in the Home Office. It is never a popular brief, and questions are never kind.

I thank the Secretary of State for his bold and forthright leadership and pay tribute to all those in the MOD, Foreign, Commonwealth and Development Office and beyond who are burning the midnight oil. The level of operational detail in the statement was unprecedented, for which I am grateful. The Secretary of State will know the importance of close air support in a tactical environment. What is being done specifically to support the Ukrainian air force?

I am grateful to my hon. Friend. First, there are the high-velocity missiles to assist the Ukrainian air force to fly freely in the airspace. Also, one way the Ukrainians are delivering close air support—or, actually, fires in depth—is through the Turkish TB2 unmanned aerial vehicles, which are delivering munitions to their artillery and, indeed, their supply lines, which are credibly important, in order to slow down or block the Russian advance.

I thank the Secretary of State very much for his statement, for his clear commitment to donating military equipment to the Ukrainians, and especially for the Starstreak anti-aircraft missiles that will down even more Russian aeroplanes and helicopters—we look forward to that.

On support for Odesa, which is the last Ukrainian port that is open for Ukrainians to use—they severely damaged a Russian ship just this week—will the Secretary of State outline what naval support and capability is available to keep that last Ukrainian port open for what is undoubtedly the next step in the Russian war of aggression?

The hon. Gentleman makes an important point about the southern flank. The south is the one area where the Russians have made advances, obviously using Crimea, which they illegally annexed in 2014. That part of the sea, both around Odesa and elsewhere, is heavily mined. That has helped Ukraine to defend its coastline; in fact, we can assume that the ship on which the media are reporting was hit by a mine, although that is unverified. Of course, the Russian navy is blockading those ports, which gives the Ukrainians limited capability to take on those ships. If there are ways in which we can help them to do that, we will explore them.

I have huge respect for my right hon. Friend and his team for the way they have conducted themselves in this awful situation. Understandably, my Polish constituents are incredibly worried because of Putin’s expansionism and the threat to Poland. I hope my right hon. Friend will agree that Poland is making a huge humanitarian effort, supporting hundreds of thousands of refugees and proposing military support. Will he continue to ensure that Britain throws a protective arm around Poland, given the risks that that plucky country faces? I understand the position that my right hon. Friend set out earlier, but if Putin starts to carpet bomb across Ukraine, will he and NATO reconsider the issue of a no-fly zone?

On a no-fly zone, we have set out our position, and I am not going into hypotheticals and what-ifs. Nevertheless, at the moment the balance is that I do not think it would suit the Ukrainian disposition, given the amounts of heavy armour and missiles in the Russian stocks. The Russians have a massive advantage with shells and missiles, and they would not stop in a no-fly zone, whereas the few things that the Ukrainians have to reach the Russians at depth are in the air, and one of them would be hampered.

On the resilience and support to Poland, we put 150 soldiers out there and 100 soldiers when the Belarusian migrant crisis was happening. We have nearly 700 soldiers there now helping the country in terms of resilience and, indeed, with humanitarian issues, if needed. I spoke to my Polish counterpart yesterday, and I am hoping to visit next week. We will also look at air defence requests from Poland to protect its airfields. It has been an ally for more than 150 years. We stand absolutely by Poland, shoulder to shoulder. When it comes to military requests, it is really important that we put the military equipment where it makes a difference and where the Supreme Allied Commander Europe wants it. There is often a danger in these events that we spread our forces all around for reassurance, but do not necessarily achieve the military tasks that we need to achieve.

I, too, want to thank the Secretary of State for Defence. It is now very clear that we need to re-contain Russia, which will mean resupplying Ukrainian forces, refortifying our frontline, and, crucially, repressing the Russian economy. At the moment, nobody can recognise the 275 figure that is being used for the number of sanctions that have been issued. The Foreign Affairs Committee yesterday heard evidence that the Government simply were not ready. Even today, the family of the founder of the Wagner Group have still not been sanctioned here, even though they have been sanctioned in Europe. When the Secretary of State sees the Foreign Secretary later today, can he ask her to get her act together?

I would have to have pretty wide eyesight, as my right hon. Friend is in Washington at the moment, but if I had some massive binoculars, I would definitely pass on the message. I am happy to try to get to the bottom of all the figures. On the amount of money that has been sanctioned, the statistics that I had was that the UK has frozen more funds in London than Europe and the United States, and that matters. The construct of sanctions are different in different countries, but I would be very happy to look into that. I do not think that there should be any hiding place—and nor does the Foreign Secretary—for any of these Moscow hoods who are running around, including the dreadful Wagner Group.

In commending the Government for their robust response to this dreadful invasion and notwithstanding existing levels of support and our article 5 commitment to NATO, the Government are right to rule out a no-fly zone and also to emphasise that it is a difficult balance to ensure that any defensive support is calibrated not to escalate matters to a strategic level. With talk of Polish jets being donated in mind, what assurance can my right hon. Friend give that, whatever the outcome, this will achieve the right balance, because a wider war would not serve the interests of any population, let alone Ukraine?

My hon. Friend makes some wise observations. Just on the jet issue, and on all lethal aid issues, it is, in a sense, for each individual country to make the unique choice that it has to make. I have the duty of defending this wonderful nation, and it is those people for whom I have to answer, and we have to calibrate our action as suits. If the Polish Government feel that the security threat is so acute that it requires them to do that, I would fully understand their decision and stand by them. Let us remember that the countries that will face the direct consequence of a successful Russia over Ukraine are the bordering countries, because we know that, in Putin’s mind, some of those are not genuine countries and some of those countries are the very places that he historically feels should either be punished or, indeed, coerced into his way of thinking.

I echo the thanks to the Secretary of State and his team. Will he pass on the House’s thanks to all his teams who are making this happen? On the Polish jets issue, it is, of course, a matter for Poland. Given that we are giving man-portable air defence systems and anti-tank weapons, does he regard the gift of aircraft as a defensive system, which is the word that he has used in his statement?

I think it depends on how those aircraft are used. If they are used as close air support to Kyiv, then it is obviously defensive. If a country is seeking to enter another sovereign territory, like the Russian air force is, then it is not. That is important to recognise, but, I am afraid, as I have said, it is a deeply bilateral decision for those countries. As a friend and ally to Poland, we would stand by its decision.

I applaud the personal lead being taken by my right hon. Friend and the strong role of the MOD and our forces. This morning, the Home Affairs Committee took worrying evidence from the Ukrainian ambassador and Ukrainian support groups. May I make two requests from that? First, it is reported that there are many thousands of unaccompanied Ukrainian children across the border, who have been taken there for safety, and that the number is growing. Can he make the offer that, when the welcome humanitarian and military supplies go in in military planes, he includes personnel from the Soldiers, Sailors, Airmen and Families Association, the largest employer of social workers, to help with the safeguarding worries that are now occurring on the border, and preferably bring the children back to the UK and do the checks that may need to be done? We do not need to change the law to grant them a six-month visitor visa at the very least.

Secondly, my Ukrainian constituents tell me that their friends in Ukraine are ordering over the internet body armour from British companies, because they are desperately short for their reserve and volunteer forces. We need to do more to help equip those people who have bravely gone to the frontline as part of the standing military and do not have the sort of kit that we would expect.

On that last point, included in the increased package is more body armour, alongside what was donated by many countries in the conference in February. I am slightly in danger of entering into Home Office questions here, although I know that they took place yesterday. Although I was a Home Office Minister, one of the greatest delights was not being the immigration Minister, but the security Minister. All I will say is that I understand the feeling in the House, so does the Home Secretary and so does the Prime Minister, and we are working to resolve that matter as quickly as possible. As for the internal details of different immigration schemes, I gently refer my hon. Friend to the Home Office.

I, too, give my thanks to the Defence Secretary for his work and that of his team and for his compassion. I am afraid that I am going to raise another visa issue with him. My constituent is trying to get his young niece to the UK after she fled her home in Ukraine. After endless bureaucratic checks and delays, they have been told today that she has to travel nearly 300 km across Poland to get the decision on her visa. The Defence Secretary will understand that refugees such as my constituent’s niece have already made long and challenging journeys from Ukraine to Poland and now have to make more journeys just to get the decision. My constituent calls the Government’s approach to people fleeing the war in Ukraine “inhumane”. Given the meeting on the visa process that the Secretary of State mentioned, can he press on the Home Secretary the need to offer a compassionate and human response to refugees fleeing the war in Ukraine?

President Putin was clearly counting on a quick victory, so I congratulate my right hon. Friend not only on his statement, but on the far-sighted view of training Ukrainian troops and, indeed, on supplying defensive weapons. What assessment has he made of the effectiveness of both that training and the defensive weapons in theatre, which, of course, can never be tested except in theatre?

There are two parts to that question. Whatever happens, one will be the lessons that we need to learn for our own defences and our own capabilities. It is absolutely the case that one of the other assumptions that President Putin made was that the Russian army was invincible. For all the money that was spent, it did not really matter about the people in that army and it did not matter about battle preparation and all the things that we do to prepare people to go to war. Russia did not do that, and some of those so-called invincible weapons are now being taken apart by handheld weapons, some of which are provided by Britain. That is not something to gloat about. In the end, this is about the loss of human life. None the less, we can be proud that Britain followed up its determination to stand up for its values and its allies by supporting them with hard power as well as soft.

In terms of the military response, the Secretary of State can and must be wholeheartedly commended. However, I do not necessarily share his enthusiasm for the Government’s humanitarian response. Indeed, I spoke with my constituent Mariya this morning, whose family in Poland cannot even get clarity from the Home Office on whether they should continue with pre-existing visitor visas or go for a family visa. Quite simply, it is a shambles. When the Secretary of State meets the Home Office this afternoon, can I ask him, for want of a better phrase, whether he will stick a rocket right up the Home Office?

On the immigration pathway, the overall number of 200,000 for family and uncapped for humanitarian is a good thing. The fact that Britain is the biggest single donor to humanitarian aid is a good thing. We should not underplay those two facts. I understand the frustration among both Ukrainians trying to flee and Members of this House about the speed of that processing. I said yesterday that the MOD will support the Home Office as requested; it has agreed in principle and we have work on today to make that go quicker.

Exercise Cold Response and the reinforcing of Tapa camp are welcome and will reassure our Scandinavian and Baltic colleagues, but what is being done specifically with Lithuania? It is very much at risk, since Putin’s next move might very well be an attempt to link Russia proper with the Kaliningrad oblast.

My right hon. Friend raises an important point. That is why some of these countries must take some of their decisions bilaterally, because they will face the consequences of a successful Russia in Ukraine and what will happen next. That is why we have paid extra attention to the Baltics. The right hon. Member for Wentworth and Dearne (John Healey), the shadow Defence Secretary, is going today to Estonia; I was happy to facilitate that, and I will do likewise for Scottish National party Members they wish to visit. It is important that we work through the Balts together. There are, I think, four enhanced forward battle groups there and we must ensure they are well co-ordinated. For a time, we put some of our Apaches through Lithuania. As my right hon. Friend points out, though, we are acutely aware that the area called the Suwalki gap, between Belarus and Kaliningrad, could be exploited for Russia’s purposes.

At the risk of destroying the Defence Secretary’s career, the reason he is getting so many questions on refugees is that hon. Members on both sides of this House wish he were in charge of the Home Office. Leading on from the question by my hon. Friend the Member for Halton (Derek Twigg), how confident can the Secretary of State be that, if we do not confront Putin more directly now in Ukraine, we will not have to do so next month or next year, somewhere else in Europe?

I am afraid that is the $60 million question. We must all be mature about how we work that out, through analysis and through talking to people who understand it. There is no easy answer. Is Putin acting irrationally? Yes, he is; why would he have done this? Is he acting out of an ambition far beyond his perceived threat of NATO? Yes, he is; he has written about that himself and made speeches about it. Does he take a view that there are a number of countries in NATO that do not really belong in NATO? Yes, he does. That is very dangerous for the west, and I say with all passion that we must work at ensuring that we keep our alliances completely strong. That is the thing that makes a difference to him, plus the economic sanctions and the fact that his legacy now is that he is done. If he is going to make a mistake, it is to pretend that somehow his political reputation can survive this. If he wanted to further Russia, he has damaged it and sent it backwards. If he wanted to further his case as a great leader, he is now contained in a cage of his own making.

I will briefly join the queue of those expressing our thanks that the Secretary of State and his Department are now involved in trying to sort out the very sorry process in relation to visas. I will perhaps use the good offices he has suggested to take up a particular case.

Returning to the issue of evidence gathering of war crimes, however, is it not important for future deterrence of not only Putin, but the rest of his regime, that it is clear that we are deadly serious about the gathering of evidence on war crimes? It may take many years before we are in a position to prosecute them, and it may be necessary to look, as some have suggested, at a dedicated international criminal tribunal to deal with jurisdictional issues. Does the Secretary of State agree that it is important that we send a message that we are not going away on this—that we will amass the evidence and, however long it takes, we will pursue not only Putin, but those responsible right down the chain of command, and that when his regime falls, as Milošević’s did, the democracies of the world are coming for him?

I agree 100% with my hon. Friend. My hon. Friend the Minister for the Armed Forces met the International Committee of the Red Cross only last week to discuss exactly that. It is absolutely right that they should know that the long arm of justice will follow them forever. My hon. Friend said something else important: this cannot be swept away by one man in the Kremlin. Right down through the chain of command, right now, those commanders sending those young men to their deaths must also face justice, military or international.

I thank the Secretary of State for the calm and professional approach he has taken to this difficult issue, and for the pressure he is applying to the Home Office to speed up the fair treatment of refugees. Will he also speak to other Government Departments about the lengthy delays that some medical convoys are facing? I have had approaches from my local Ukrainian community and I understand that other hon. Members across the House have faced this difficulty. There seems to be a genuine issue of red tape created by customs declarations. If he could raise that with other Departments, it would be a huge step forward.

I would be delighted to do that. If the hon. Gentleman would like to give me that information, I will ask after this statement and investigate what more we can do. We have helped the Department of Health and Social Care to fly in some of its medical supplies, but I know that there are also many people driving out with supplies. If the customs are on our side, we can do something about it; if they are not, I will raise it with my international counterparts.

My right hon. Friend may be aware of the reporting and, extraordinarily, the opinion polls coming out of Ukraine that show that the people and the Government of Ukraine regard the United Kingdom as foremost among their friends in western Europe. That is in no small part due to his leadership and his foresight, as others have said. We supplied them with 2,000 anti-tank missiles before the invasion, and I welcome what he said in his statement about what we are doing today. Can he assure me that all future requests for further defensive military equipment by Ukraine will be met in the same way?

We will look at every request quickly and genuinely, and do whatever we can to help Ukraine. I thank my hon. Friend for his kind comments, but I think it is what Britain stands for. Whether I work with Sweden and Finland, non-NATO countries, or with aspirant NATO countries and countries who want to belong to our values, they all value what Britain stands for and her history.

Russia’s advance has been hamstrung by logistical difficulties, defections and now freezing temperatures; the convoy advancing on Ukraine has essentially been immobile for the past few days. Does my right hon. Friend agree that President Putin has badly misjudged the effectiveness of his own military and the resistance of the Ukrainians, backed up by western military aid and training?

I think there have been two major miscalculations by President Putin. The first was that his military was invincible and that the Ukrainian people would welcome him. His other major miscalculation was that somehow the international community was not united. He is wrong on that.

Hon. Members on both sides of the House will wish the Secretary of State well in his discussions with the Home Office—it is a hard nut to crack. I spoke with a constituent of mine over the weekend who has family in Irpin. When she asked me about a no-fly zone, I explained the situation to her, but the words came with some difficulty. Much as I support the position we are taking, when facing somebody who has family in a war zone, it is difficult to explain why we cannot intervene. She responded, “We need to be able to defend ourselves,” and said that they want access to more weaponry which we can supply to them. I know the Secretary of State is providing Starstreak high-velocity anti-air missiles and that he hopes that that will fall within the definition of defensive weapons. Is that definition a difficulty in providing the support that people in Ukraine are asking for, and is it something that will have to be kept under review?

That is always kept under review, depending on the actions of President Putin. I winced when the hon. Gentleman said the town was Irpin, because they are under daily artillery and missile bombardment, being literally flattened by the Russian forces. I can only pass on my support and hope for his constituent that she gets through this. We will do everything we can. When I speak to Ukrainians, it is about the outcomes they want. They do not want to be bombed, they do not want to be shelled and they want to be able to patrol their own skies. We think there are currently other ways of doing that without risking a wider war in Europe, and that is why we think it is important. Some of the mass devastation we see comes from artillery and missiles rather than the air, so we must find other ways of dealing with those.

Providing Starstreak anti-air missiles will help Ukraine defend itself and so is very welcome. Given the situation on the ground and the practical difficulties, will the Secretary of State look at creative ways of delivering training so that this capability can be used by those brave Ukrainian forces?

I thank the Secretary of State for his statement, and for his excellent daily briefings. With Russia repeating false allegations that the US is supporting a Ukrainian military biological programme that would release deadly pathogens such as the plague and anthrax, what new steps are the MOD and other Government agencies taking to tackle the dissemination of such false information effectively?

The hon. Lady makes an important point, because Russia has not given up its false flags and false narratives. In fact, it has shut down nearly every avenue of information for its people, which again shows the fear that it is under—I think only yesterday TikTok was stopped in Russia. We absolutely must challenge those false flags, and we do—she has heard me call them out publicly. At some stages we did that by declassifying intelligence early, which we do not normally do. We should also be genuinely worried when false flags drop breadcrumbs leading to chemical weapons, nerve agents and biological weapons, because we all worry what is behind that in the first place.

This is a joint statement with the Secretary of State for the Home Office (Pritti Patel).



Last year we announced that a public consultation would be held seeking views on a policy proposal for the Government to waive settlement fees for non-UK service personnel who met certain criteria should they apply to remain in the UK at the end of their military service; views were also sought on the scope of the policy.



The public consultation ran for six weeks from 26 May to 7 July 2021 and attracted a significant amount of interest from Service Personnel, veterans, families, service support organisations and members of the public. The level of interest demonstrates how important this issue is to many and confirms that the Government’s policy proposal to waive settlement fees for non-UK service personnel who meet certain criteria is the right thing to do.



After careful consideration of the responses, the Government have decided that a fee waiver will be introduced and will apply to:



Non-UK service personnel who have served for at least six years and meet all other Home Office suitability criteria;

non-UK service personnel discharging due to an illness or injury which is attributable to service, irrespective of the length of their service and providing they meet all other Home Office suitability criteria; and

non-UK veterans who are currently living in the UK who have not regularised their immigration status and had served for at least six years or had been discharged due to an illness or injury which was attributable to service and meet all other Home Office suitability criteria.

The Government response to the consultation will be published on the gov.uk website on 23 February 2022. The fee waiver will be implemented by the Home Office in the spring 2022 fees regulations changes and there will be further communications explaining the changes in due course.



We welcome this change and believe it is a positive step which will assist those non-UK service personnel who wish to remain in the UK after their service in the armed forces to do so.

With permission, Mr Speaker, I will update the House on the latest situation regarding Russia’s actions towards Ukraine. As I have already said, I apologise that the Opposition had such late sight of the statement.

As of 09.00 hours today, there are now more than 110 battalion tactical groups massed around Ukraine’s borders with Russia and Belarus. In addition, in the Black Sea Fleet, there are two amphibious groups, nine cruise missile-equipped Russian ships and a further four cruise missile-capable vessels in the Caspian sea.

In the last 48 hours, contrary to Kremlin assurances, we have seen a continued increase in troop numbers and a change in force disposition, moving from holding areas to potential launch locations. All the indicators point to increasing numbers and readiness of Russian forces, and, not surprisingly to many of us, the pledge to withdraw Russian troops from Belarus at the end of their joint military drills on 20 February was not carried out, and the exercise has now been extended until further notice.

Complementing this troop build-up has been the proliferation of false flag operations, propaganda stunts, and Russian news outlets carrying fictitious allegations. These are not the actions of a Russian Government fulfilling their repeated declarations that they have no intention of invading Ukraine. In fact, over the last few weeks, we have seen the Russian “playbook” being implemented in a way that gives us strong cause for concern that President Putin is still committed to an invasion. I believe that he is in danger of setting himself on a tragic course of events, leading to a humanitarian crisis, instability, and widespread suffering—not just of Ukrainians, but of the Russian people.

Like many of us, the Russians know the consequences of military interventions. The Soviet Union in Afghanistan and the first war in Chechnya are just two examples of where Russia saw too many young men returning home in zinc-lined coffins. The Government therefore urge President Putin—for the sake of his own people and even at this eleventh hour—to rule out the invasion of Ukraine and recommit to a diplomatic process for us to address the perceptions of the Kremlin.

Over recent weeks, my right hon. Friend the Foreign Secretary and I have engaged numerous times with our international counterparts, including my own visit to Moscow to meet Defence Minister Shoigu and General Valery Gerasimov. We have made clear our determination to uphold the defensive principles of NATO and to defend the right of sovereign countries to make choices about their own security arrangements. As the Russian Government have signed up to, states have

“an equal right to security. We reaffirm the inherent right of each and every participating state to be free to choose or change its security arrangements, including treaties of alliance.”

That statement was signed by the Russians in 1975 in the Helsinki Final Act, in 1994 in the Budapest summit declaration, in 1999 at the Istanbul summit, and, most lately, in 2010 at the Astana summit. We urge Russia to stick to its commitments that it has openly made and signed up to over the years. My counterpart, Defence Minister Shoigu, repeated to me in person that Russia has no intention of invading Ukraine, but, while we take them at their word, we must judge them by their actions.

At our meeting I also took the opportunity to address the proposals in Russia’s draft treaty, because, while this is not a return to normal UK-Russia relations, it is important that, as one of Europe’s biggest military powers, the UK maintains strong lines of communications with Russia in order to avoid miscalculation and the risk of inadvertent escalations. I also continue to speak regularly to my Ukrainian counterpart, Defence Minister Reznikov, as we continue to support the armed forces of Ukraine.

Since 2015, the UK—alongside the likes of Sweden and Canada—has responded to Russia’s previous illegal occupation of Crimea with defence capacity building, including training and reform. As I announced to the House last month, we took the decision to also provide lethal aid to Ukraine. That now means that, alongside the United States, Canada, Estonia, Latvia, Lithuania and the Netherlands, the United Kingdom has not just spoken, but acted.

I am pleased with the efforts being made by a range of European leaders, including President Macron, to find a way through. We must remain resolute in our commitment to NATO’s formal response to the Russian draft treaties, which all NATO members signed up to. Intimidation and aggression, however, must not be rewarded.

We should be under no illusion: the Russian forces have now massed on Ukraine’s borders 65% of all their land combat power. The formations present and the action of the Russian state to date not only threaten the integrity of a sovereign state, but undermine international law and the democratic values in which all of us in Europe so strongly believe.

The Foreign Office has now relocated the embassy further west in the country, and two weeks ago advised that all UK nationals should leave Ukraine via all means possible. The Ministry of Defence will continue to monitor Russian actions, support Ukrainian defensive efforts and contribute to NATO’s response measures. We continue to hope that President Putin will relent and pull back from an invasion, but we must prepare ourselves for the consequences if he does not. I will update the House, as I have done over the past few weeks, both in the Chamber and to colleagues online.

The Defence Secretary has been busy in recent weeks, so I welcome his statement today and thank him for keeping the Opposition parties updated on Ukraine during these grave escalations of Russian military threats on the Ukrainian border.

This is the most serious security crisis Europe has faced since the cold war. The Ukrainian people, citizens of a proud, independent and democratic country, face an unprecedented threat from, as the Secretary of State has said, two thirds of Russia’s entire forces now built up on its borders. There is unified UK political support for Ukraine’s sovereignty and its territorial integrity in the face of that continuing Russian aggression.

The Government also have Labour’s full support in helping Ukraine to defend itself and in pursuing diplomacy, even at this eleventh hour and even though President Putin has proved more interested in disinformation than diplomacy. We also fully support moves to reinforce the security of NATO allies, as the Labour leader and I told the Secretary General at NATO headquarters earlier this month.

President Putin wants to divide and weaken the west, to turn back the clock and re-establish Russian control over neighbouring countries. The real threat to President Putin and his Russian elites is Ukraine as a successful democracy, choosing for itself its trading and security links with the west. An attack on Ukraine is an attack on democracy.

We welcome the message from Munich at the weekend that any invasion will be met with massive sanctions in a swift, unified western response. The European Union, of course, will lead on sanctions legislation for most European allies, especially to clamp down on finances or critical technologies for Russia. How is the UK co-ordinating with the European Commission and European Council? What meetings have UK Ministers had to discuss that co-ordination?

The other message from Munich at the weekend was that allies stand ready for further talks. The Defence Secretary has said this afternoon:

“I am pleased with the efforts being made by a range of European leaders, including President Macron”.

What diplomatic initiatives is our UK Prime Minister taking, befitting Britain as a leading member of the NATO alliance and a permanent member of the United Nations Security Council? With the most serious tensions and developments in the Donbas, why did the UK Government remove UK staff from the OSCE monitoring mission there, when those from all other European countries have stayed to do a job that is more vital now than ever?

The Defence Secretary said, rightly, that we continue to “support Ukrainian defensive efforts”, including with lethal aid. What more will he now do, with NATO, to help Ukraine defend itself? Can he speed up action via the Ukraine naval agreement? How feasible is a no-fly zone? What consideration will he give to support for Ukrainian resistance?

We cannot stand up to Russian aggression abroad while accepting Russian corruption at home. For too long, Britain has been the destination for the dirty money that keeps Putin in power. Where is the economic crime Bill, which was promised by the Government and then pulled? Where is the comprehensive reform of Companies House? Where is the law to register foreign agents? Where is the registration of overseas entities Bill? Where is the replacement for the outdated Computer Misuse Act 1990? Where are the new rules on political donations? Why does the Government’s Elections Bill make these problems worse by enabling political donations from donors based overseas?

Whether or not President Putin invades Ukraine, Russia’s long-running pattern of aggression demands a NATO response. Will the Secretary of State report from his meeting last week with NATO Defence Ministers on how the alliance’s overall posture is set to change? Will he explain what action could be taken to better co-ordinate NATO with the joint expeditionary force—for instance, creating a regional readiness force?

Finally, does not Ukraine expose the flaws in the Government’s integrated review of last year, with its first focus on the Indo-Pacific and its plan to cut the British Army by another 10,000 soldiers? Will the Secretary of State now halt any further Army cuts, and restore the highest defence priority to Europe, the north Atlantic and the Arctic?

I am grateful for the right hon. Gentleman’s support. He will know that throughout this process the Government have been grateful for efforts to be united across this House. That has been one of the strongest messages we can send to Russia, as is our being united across NATO and the EU, to make sure that this behaviour is seen as unacceptable.

The right hon. Gentleman asked about sanctions. My right hon. Friend the Foreign Secretary has been in conversation more than weekly with the EU on co-ordinating sanctions to make sure that the EU Commission, which is the EU’s lead on sanctions, the United States and the United Kingdom are as closely as possible in lockstep. The EU has taken the position that it will prepare and deliver the sanctions, should an invasion happen, at that moment. The United States and the United Kingdom have laid out—we have put this before this House—the sanctions that they would put in place. That is a difference of approach. However, we know from our own experience that the EU can move very quickly at a Commission level when it wishes to do so. There is no lack of appetite in the EU to deal with President Putin through sanctions should he make the tragic error of invading Ukraine. No one should play into the differences of timing to suggest that; it is simply a different mechanism of approach. My right hon. Friend the Foreign Secretary is also working through a group called the Quint plus plus—that is, the US, the UK, Italy, France and Germany, plus NATO and the EU. They are all working together on these types of responses and are regularly having discussions.

I will write to the right hon. Gentleman on the OSCE, but I know that one individual has been in touch. He is a UK citizen. When the Foreign Office advice was issued, there were certain pieces of advice to citizens of our country. If someone find themselves in any organisation, we give our advice to them. Other members of the OSCE have left—not all of them—but I will get him the full detail on that as well.

As regards the bigger questions on issues such as aid, Ukrainian resistance and further support, the right hon. Gentleman will know that this has been best pursued on a bilateral basis between countries or groupings of countries such as through lethal aid. Much has been made of the fact that countries such as Germany and France have not provided lethal aid to Ukraine. I simply reflect, as I did at NATO last week, that the strength of an alliance of 30 is that we can all play to our strengths. It is important that we recognise that not every country, in its political system or political leadership, is going to have the same view, but in an alliance of 30 we can play to our strengths and deliver to Ukraine what it needs. We have seen, for example, an increase in aid to Ukraine from the likes of Germany, as well as medical supplies, while in other countries such as the United Kingdom and the Baltic states, lethal aid plays a part. That is really important. In order to keep going together at the same speed, we recognise that if we are going to tackle Russia, we have to be able to play to those strengths. The EU has a strong role to play in helping the resilience of neighbouring countries such as through migrant flows in Belarus. If 1 million refugees appear in Hungary, Romania or Poland, I would urge the EU to step up and think about what it is going to do about millions of refugees on its soil rather than think about it afterwards. That is where the EU Commission can play a strong role in resilience-building.

The right hon. Gentleman mentioned the integrated review, but I think the situation is actually the opposite of what he said: if we read the full integrated review and the defence Command Paper, they show that we have to be ready. They show that Russia and adversaries like Russia do not go in with a big bang and just arrive in a big invasion; they soften up their targets using sub-threshold methods, cyber, corruption, organised crime and so on, and they turn up incrementally. Many of the forces we now see massed on Ukraine’s border were in fact pre-positioned in April following an exercise and then went home to barracks. That allowed them to be ready and to deploy in days, while NATO’s traditional model has been that it has taken us weeks and months to deploy.

That is why, in our defence Command Paper, we put a premium on speed and readiness. That premium may sometimes mean less mass, but that is why we have an alliance to pick up on that; we have an alliance of 30 countries, and we way outspend Russia collectively as a group of nations, and indeed on capabilities. It is also why I am now able to offer our NATO leaders true forces—forces that will actually turn up on the day, rather than what we had even in my day, when I was serving in West Germany or north Germany, which was fictional numbers, which meant that that when we pressed the button, instead of a division, we got a brigade. That is far more important in showing strength to the Russians and showing that we mean what we say and that we can deliver on it.

I was Security Minister when I introduced the Criminal Finances Act 2017. There was no greater champion of taking down dirty money in the City than me. I brought in the unexplained wealth orders. I brought in the mobile stores of wealth when people got round the provisions. I helped to set up the economic crime unit in the National Crime Agency. I ensured that we changed the law on tax evasion so that we got more people. I also pushed incredibly hard and successfully through the G7 for the transparent register of beneficial ownership.

The right hon. Gentleman is absolutely right that we need to do more. I absolutely supported at the time, and still do, a register of foreign agents. He is also totally right on areas such as Companies House. The whole Government are now looking at these issues and are committed to doing something about them, and I expect an announcement soon on a range of them. He is right that the consequences of Russia’s actions, going way back to Salisbury and before, are that we must stop the oligarchs resident in this country, with their dirty money, behaving as if this was a place of refuge, when they should not be welcome. If it comes to an invasion of Ukraine, Russia should know what it costs to be isolated.

May I commend my right hon. Friend and the Government for the robust stance they have taken alongside our American and European allies in the face of Russia’s threats against Ukraine? President Putin wants to weaken NATO and the western alliance, but does my right hon. Friend agree that any further action by the Russians to invade Ukrainian territory can only strengthen the determination of the UK, NATO and the western alliance to defend the rights of sovereign states and to defend democracy?

My right hon. Friend is absolutely right. When I was her Security Minister, it was her support that allowed us sometimes to overrule the Treasury and to get some of that legislation through to deal with criminal finances. She is absolutely right. In 2014, after the invasion of Crimea, President Putin got exactly the opposite of what he wanted: more forces in the east of Europe and more defence spending across NATO. If he continues down this line, I suspect he will continue to get more forces on his border and greater defence spending across NATO—the very opposite of what he intends. I hope he learns the lesson of 2014. At the moment, it is not looking good.

I thank the Secretary of State for advance sight of the statement and for the updates he has given Opposition parties over the previous weeks. I underline the fact that we on the SNP Benches are friends of Ukraine and supporters of international law, and we support absolutely Ukraine’s right and ability to organise its security affairs as it sees fit. However, as can be seen from the Russian security council meeting that has been happening as we have sat in the Chamber this afternoon, we have reached a dangerous moment.

The Secretary of State mentioned the new sanctions package announced by the Government just before the recess, which stated that it would give the Government the ability to sanction entities and individuals of economic and strategic interest to Russia, but only if there is a further escalation. Well, that escalation has started, as could be seen by anyone following events in the Donbas region yesterday, on Saturday and on Friday. Is it not now time to start sanctioning individuals and entities of strategic interest, including those in this country? Furthermore, given the importance of disinformation and the entire architecture that the Russian Government have to spread disinformation about the conflict they are perpetrating against Ukraine, should that not start with some of the disinformation rackets here—the likes of RT, Sputnik and others?

The hon. Gentleman is absolutely right, and the leader of the Alba party may like to reflect on his celebrity status on some of those channels.

The Government already have some considerable powers, and Magnitsky sanctions have been used against a number of Russian individuals after Salisbury. In fact, some of the people I met in the Russian Ministry of Defence were sanctioned under such measures. We continue to deliver on that.

More widely, the whole of Government will produce a response for this House in due course. I understand the hon. Gentleman’s point about using sanctions now rather than waiting for something to happen. The key point here is that we must be in a position to threaten to deliver sanctions against Russia if it does something. Were we to unilaterally deliver them now, but America and the European Union did not, there is a danger that would play into President Putin’s attempted divide and rule narrative.

There are plenty of measures that we could take, and we are planning a serious set of sanctions. The question to President Putin is: “Do you actually care what is going to happen to your people, because it will be they who suffer the most as a result of the sanctions?” It will be interesting, as a responsible leader, whether he will listen to that.

I welcome this statement. The penny was dropping at the Munich security conference that this is about not just Ukraine, but a wider realignment of global power with the formation of a new Russia-China alliance that is fuelling Putin’s adventurism and, indeed, perhaps taking us towards another cold war. The money laundering issues aside, which absolutely must be addressed, I ask the Secretary of State to consider the sanctions. There is a concern that we are actually helping Putin with his intention of turning Russia away from the west and towards a new alliance with China in the long term.

If Russia wants to be dependent on China, I think it will recognise that that will be the wrong decision. China and Russia are in direct competition over the high north and the route through the Arctic, and Russia will surely not want to depend entirely on China, in the same way that many European states are regretting being entirely dependent on Russian gas. It is important, however, that we impose a range of sanctions that are directed not only at the Russian Government, but at some of Russia’s bankers and those who help the regime carry on as normal.

I fully support what the Defence Secretary said and the shadow Secretary of State’s response. However, as the architect of unexplained wealth orders, the Defence Secretary must share the widespread frustration that not a single one has been issued under the current Prime Minister—not a single Russian given a golden visa has been named. Why does the Defence Secretary think that we have been so slow at tackling dirty Russian money in London?

Unexplained wealth orders are not a matter for politicians; they are for economic crime investigators and the National Crime Agency. I can no more direct an unexplained wealth order than the right hon. Gentleman can. However, when I was Security Minister I was the victim of a Russian fraud that tried to suggest that I had a conversation with and tried to direct the Russian Prosecutor General.

I am disappointed that there have not been as many unexplained wealth orders as I had hoped, but the legislation was taken through and they represent a powerful model. They have been used against some pretty unsavoury people—I am delighted with that—but the right hon. Gentleman is right that not enough have been used. We are quite unique in having them—not many other countries do—and we should use them more, but we should understand why the NCA has not delivered as many as we would have hoped.

There are other tools to be considered. I welcome the long-term commitment on beneficial ownership, and I think we will soon see the Companies House legislation. I remember being horrified to discover that a sanctioned individual could start a company because, in those days, I do not think that there was even an identity check. That has to stop. There has been some tightening up, but it will take legislation, and I hope the whole House will support it.

I commend my right hon. Friend’s calm and straightforward posture during the course of this, and I think he has done incredibly well. However, I say to him that, in all of our debates and even on TV, we behave as though Russia is threatening to invade Ukraine. Russia has already invaded Ukraine: it took Crimea, and right now it is furnishing the Donbas region with munitions to create even further trouble. When we look at it like this, what worries me slightly is that, with lots of foreign leaders going over to see Mr Putin, which is what he wants, we may just get a position where there is a little scintilla of a question of saying, “Well, maybe—maybe—we won’t let Ukraine into NATO, if it wanted to come in, and maybe we will make it clear that is not something it could get.” Can I get an absolute assurance from my right hon. Friend that the UK Government believe that if the democratically elected Government of Ukraine wish to do anything and ask to do it, they will be entertained no worse than any other country would be?

My right hon. Friend makes a powerful point, and we should be true to our values. The Prime Minister was very clear at Munich that the point my right hon. Friend raises is absolutely the case. It is also the case that the NATO response to Russia—all 30 members—was very clear on that. We shall hold each other to that commitment, and I think it is absolutely right that now is the time to stand up and say, “These are our values and they are not up for compromise. We are not going to give a single inch and, fundamentally, we are not going to reward a bully.”

The Secretary of State said a moment ago, about sanctions on Russia, “if it does something”. May I just press him on this point? We do not yet know for sure whether a full invasion will take place, but can he tell the House what the Government’s response would be if the action taken by Russia took the form of, say, a no-fly zone over Ukraine, blockading its ports, or repeated and significant cyber-attacks on Ukrainian institutions and Governments? In such circumstances, would the Government respond with the full sanctions that they have obviously been discussing?

I am grateful to the right hon. Member. First, let me make it clear that, as he knows, lots of sanctions are already in place, so these are additional sanctions on top of the raft of sanctions that the Government brought in after the illegal invasion and annexation of Crimea and, indeed, of Donbas. I think he is absolutely right that many of these aggressive moves, such as a no-fly zone—in other words, threatening the integrity of that sovereign state—or a blockade to free trade would absolutely warrant a response ranging from sanctions to other actions. I think we would look at that at the time, but I absolutely agree that Russia should be under no illusion that threatening the integrity of a sovereign nation in the air or at sea is exactly the same as threatening it on land.

Following the first invasion of 2014, and in order to get around sanctions, Russia has had extensive import substitution and investment in European companies in critical infrastructure and energy—a policy of tolerance, if not appeasement, by European Governments. Can I say to my right hon. Friend, who I think has been an exemplary Defence Secretary through this crisis, that sanctions alone will not protect Ukraine from a subsequent Russian invasion? We need either substantial improvements in its defence capabilities or a security guarantee, or both. President Putin believes that Ukrainians and Russians are one people—there is no lack of clarity there—and, ultimately, he can be deterred only by the threatened use of force.

The Government have taken the position, as has NATO, that this is about deterrence and diplomacy, and deterrence does involve upholding the shoring up of NATO members with resilience and containment measures to make sure that Russia is contained should it make the foolish mistake of an invasion of Ukraine. That is done by our forces, and it is why we have made even more available, including 1,000 members of the Army currently on stand-by in the UK to send elsewhere. My right hon. Friend is right that the heart of this is about defending Ukraine’s right to choose—not what it does with that right, but, fundamentally, that if a democratic nation has chosen something, we should respect that. We are on the cusp of an invasion of a democratic country in Europe, and that should worry us all.

I thank the Secretary of State for supplying an advance copy of the statement. We should be clear: if Russia invades Ukraine, massive sanctions will rightly be placed on Russia, and if that happens, we can expect a salvo of cyber-attacks on the United Kingdom. I seek two reassurances from the Secretary of State: that we have the best possible defences against cyber-attacks; and that what is good for the goose is good for the gander, and that if necessary we could use cyber-warfare to give as good as we get back to Russia.

The Defence Command Paper published last year set out plans to establish, and grow to a significant size, the National Cyber Force, the UK’s offensive cyber-capability that will complement our defensive capability. That is a joint GCHQ and Defence agency that will be based in north-west England. It has already been established and is starting to grow. I cannot comment on the operations that it will undertake, but I am a soldier and I was always taught that the best part of defence is offence.

What will the Government do to try to impress on President Putin that even if he invades the rest of Ukraine without military comeback on behalf of Ukraine, it would be a fatal error for him to think that he could then invade an outlying NATO state—one of the Baltic states, for example—without an attack on one rightly being considered to be an attack on all NATO members?

President Putin’s publicly stated view is that by potentially dealing with Ukraine, or preventing Ukraine from joining NATO, he is in fact saving us all from a future war; he wrongly asserts that if Ukraine joined NATO, Ukraine would then attack Crimea and Donbas, and that would trigger a NATO response. My right hon. Friend is an expert on NATO and knows that is a fantasy scenario, but it could potentially be used as a justification. It is therefore important that we demonstrate that although Ukraine is not in NATO, we can do our best to protect its right to choose; and it is also important that we make it crystal clear to the President of Russia that if he tries this with NATO partners, no matter how big or small, article 5 is a reality.

I am particularly fearful of the possibility of an outbreak of war in Europe. I was born not far from here during the worst blitz of the war with Nazi Germany, and every time I think about war, I remember my family—my father was away at the war—and the bombs raining down, killing our neighbours, so no one can give me lectures on this. We must firmly show these despots and dictators that we mean business in every sense. Will the Secretary of State join me in sending that message to Putin?

I have been very consistent on this. Like the hon. Gentleman, a number of colleagues on the Government Front Bench, and indeed some on the hon. Gentleman’s side of the House, were born in a second world war environment, or have seen either people at the wrong end of a terrorist attack or death and destruction. No one comes here glowing with warmongering in their heart; they come here to do their very best to avoid it. However, freedom comes at a cost—freedom is not free, as the South Koreans know and put on their war memorials. We have to stand up to this. We did not stand up in 2014 as an international community; we did not stand up as an international community enough. We did send a very successful and strong message after the Salisbury poisoning—153 intelligence officers were expelled—but if Putin is successful in this, the ripples will not end; they will go through us all, and we will all regret it in the long run. Sometimes we must take a stand, and now is the time.

I understand that the Duma has passed a resolution saying that Donbas and the Crimea should be incorporated into Russia. That in some way would give Putin’s plans some sort of legality, if he were to think of invading. If Putin was to replace the so-called little green men in Donbas with regular Russian soldiers, could we expect NATO and the west to respond with just as much severity, in terms of sanctions, as if he had invaded the remainder of Ukraine?

We have already put a raft of sanctions in place. Russian regulars have come and gone in Donbas, and they are already based in Crimea, which they take as their own, in significant numbers.

The Duma’s latest resolution about Donbas is worrying. The resolution is about a sovereign state over which the Duma has no legal authority, and we should not recognise it. The Prime Minister has been clear that an incursion one inch over the border—whether that is one boot, one tank or one vehicle—will lead to the sanctions. We would not accept that as being anything other than an invasion; it would not be an interversion or an incursion. We will stick to that line.

At this incredibly dangerous time, I notice that the Defence Secretary did not say much about the Minsk agreement. Does he think that is a way by which we can get back to talks? If the Russians pulled back, would he be prepared to countenance any reduction in the NATO presence on the border, to bring about longer-term, secure peace in the region?

The right hon. Gentleman raises a point about Minsk. I was clear in my press conference in Moscow and elsewhere that both Russia and Ukraine signed Minsk. As he will know, and as we have found with the Good Friday agreement, treaties are one thing, but the big challenge is in rolling up our sleeves and delivering the sequences in the right way. We all remember that from decommissioning in Northern Ireland, which was easy to write into the Good Friday agreement but hard to deliver, and it is the same for the Minsk agreement. However, we all recognise that the Minsk agreement is one of the ways out, and we should do our best to support its implementation.

On the right hon. Gentleman’s point about pulling back NATO, we did not put 165,000 combat troops on the edge of a sovereign country and hold a gun to the head of a democratically elected Government; Russia did. We have nothing to de-escalate from; Russia does. I hope that he will condemn the Stop the War Coalition, which always seems to paint us as the aggressor. Perhaps he would like to ask the people of Ukraine who they think the aggressor is.

Has increased military action been detected in other Russian-controlled areas, such as Transnistria, as well as in Crimea and Kaliningrad? What assessment has my right hon. Friend made of the possible threat—if not now, then in the future—against other former Soviet states that are outside of NATO, such as Moldova?

Russia’s malign activity—we have packaged it up and called it that—has been a long-running challenge that we have seen in the likes of Bosnia and Herzegovina. In all of this, we should not forget that Bosnia and Herzegovina is in a fragile position, because it is in an impoverished state, the minorities are already starting to agitate, and Russia’s influence on some of the separatists could send us all back to the early ’90s. Russia’s malign activity does no good. It challenges not only our European values, but the wealth of those states, seemingly for no reason other than to weaken people who think differently.

I fear that things have moved on yet further today. Mr Medvedev has said two disturbing things: that it would be perfectly possible to recognise the independence of Donetsk and Luhansk; and that there might be sanctions, but Russia could wear them, because, after the 2014 invasion of Crimea and the military action in Georgia, it wore whatever the west threw at it. Will the Secretary of State confirm that only a third of those areas are presently held by separatists, and that recognising, or trying to enforce, some independence in those areas would therefore mean a significant invasion of Ukrainian territory, including areas not held by separatists at all? Will he also confirm that Ukrainians are, if anything, more determined than ever to face towards the west, precisely because of what President Putin has done over these years, and that if there is an invasion of any kind—any troops, as he said—the reaction will have to be a damn sight harder than it was in 2014?

The hon. Gentleman is right on his last point; the reaction absolutely has to be harder, and unified; and we need to stick to it. Often, the calculation in Russia is that we will all get bored, and that six months later, everything will go back to normal. Minister Shoigu said to my face that sanctions cannot harm the Russians; they will just go elsewhere, and are resilient. Unfortunately, that is the view of some of the leadership in the Russian Government. I doubt it is the view of the Russian people, who have to suffer the consequences.

We should also recognise the consequence for the wider world of this invasion. Yemen gets about 20% of its food from Ukrainian grain; for Libya, the figure is 44%. What would happen to those countries if there were rising food prices? A shortage of food is a horrible consequence that we must do everything to avoid. This is a global problem. Ukraine matters. Our strength of resolve matters, because, as the hon. Gentleman and I know, there are other, bigger countries looking at how much resolve we have to stand by our values.

I thank the Government and civil society organisations for all they are doing to expose false flag and disinformation efforts from the Kremlin. Putin has just finished his extraordinary meeting of Russia’s national security council, at which, again, overwhelming support has been given for recognising the independence of the so-called Donetsk and Luhansk people’s republics. Before Putin announces his plans tonight, will my right hon. Friend please call that out for what it is: a dangerous precursor to the illegal annexation of those lands? Will he also confirm that, despite our focus on preventing further invasion, we do not tacitly accept that those territories that are currently illegally held are Russian?

We all accept that the 2014 invasion of Donbas and Crimea was an invasion of sovereign territory. Nothing changes that. All our NATO allies agree on that entirely, and have recognised not one inch of those lands. China, by the way, has still not recognised Donbas; that is an important message to President Putin. For all our issues with China, I do not think that it wants an economic schism at the heart of Europe at this moment. Hopefully, that is something President Putin will rely on. All these plans—the annexation of part of Ukraine, the false flags of people having to be evacuated, Ukrainian “attacks”—are false. They are all designed to be excuses, or to cause friction. The worrying thing is that we can all see it. One does not have to be an expert in Europe to spot what is going on. The worry for us is that President Putin thinks that it does not matter, or thinks that he can get away with it.

First, I commend the Defence Secretary for his actions over the last few months. He mentioned the Russian playbook. Part of it is about portraying a false narrative around the sovereignty of Ukraine. Is he confident enough that we in the west have the ability to push back against the false narratives, particularly on social media, that seem to infect the debate?

We certainly have the capability, and we do everything we can, both internationally and unilaterally, to ensure that messages get across not only to our audiences but, importantly, to the Ukrainian and indeed Russian audience. We could start closer to home: we could ask the leader of Alba, on his next Russia Today programme, to do an in-depth analysis of some of those false claims and broadcast it. I am sure he is open to the highest bidder, and so will be very happy to do that. It is important to recognise that in this era, information is as powerful as any tank. We have to ensure that the ordinary people of Russia and Ukraine are not denied a free and fair press, and can get across the message of what is going on in their country in their name.

The Budapest memorandum, as my hon. Friend will know, was an agreement that Ukraine would disarm its nuclear weapons in exchange for Russia’s recognition of its sovereignty. I am not an international lawyer, but I would guess that if Russia breached that—one could argue that it already has, with its invasion—the memorandum would become pretty much null and void. We are one of the guarantors of that memorandum, which is why we are doing so much now to hold Russia to account. As I said in questions and in the statement, let us not forget that in 2010 at the Astana summit, Russia, including Prime Minister or President Medvedev—whichever role he was filling—signed up, alongside the international community, to recognising that every participating state is free to choose or change its security arrangements, including treaties and alliances. That is what Russia signed up to then. Never mind the conspiracy theory that somebody somewhere said that NATO would never expand. We have never seen any proof of that; we have never seen any such document. What we have seen is at least four statements and treaties signed by Russia over many years that say it respects the sovereignty of countries to choose. We hold it to that.

I congratulate the Secretary of State on the leading role that he has played in rallying the opposition to Russia’s aggression towards Ukraine. We know that many European nations find the situation difficult, because they have allowed themselves to be subject to energy blackmail through their zero carbon policy. However, Russian aggression against Ukraine threatens the strategic supply of food around the world, because Ukraine is the third biggest exporter of grain, at 100 million tonnes a year, so what assessment has he made of the areas of the world that are most likely to be affected if aggression should lead to that food not being available? Does he not agree that that underlines the strategic importance of Ukraine and the importance of giving it every bit of support to allow it to defend its independence, democracy and vital economic role?

The right hon. Gentleman is absolutely right: this is not just about gas. We have focused on gas because, predominantly, that is what preoccupies us in our comfy part of Europe, but in many countries across the world, it is about food and other costs of living crises, some of which are far more pressing than whether we can afford the potential increase of gas. It is very important that we do not forget that there will be implications right across the world—certainly the western world—if we do not deal with this situation and deter Russia. In Munich, the Prime Minister was absolutely clear with everyone, including the President of Ukraine, that we would stand by Ukraine and that we must be resolved together, both as Europe and as NATO. We must not salami-slice ourselves away on different thoughts. I know that when the Prime Minister speaks to his European counterparts he is very much focused on this sense of unanimous and strong alliance, challenging the assertions, because if we do not deter today, we will all pay for it tomorrow.

I thank my right hon. Friend for the work that he and the Prime Minister have done. Having visited Georgia and seen for myself what Russian incursions look like, I ask the Secretary of State: if Ukraine is invaded, will Georgia be admitted to NATO?

Again, it is for Georgia and its relationship with NATO and for NATO collectively to recognise its decision on whether it accedes. Fundamentally—the Prime Minister has been clear about this, as my hon. Friend knows—that this is about maintaining the open-door policy of sovereign states. I said to the Russians very clearly that NATO does not go around choosing people. People choose NATO. They choose our values and that is how it is done. There is no secret plot to go around undermining or dividing Russia, and the question for President Putin should be: why is it that all those countries wanted to join NATO in the first place? It was not to collect a badge, but because they felt under threat by a nation that did not want to respect their sovereignty, their democracy and their freedom.

I thank the Secretary of State for his statement. The situation is clearly very grave, but he obviously has a pretty clear view of the situation on the ground. The wife of my constituent is stuck in Ukraine near the Russian border. She cannot complete a medical assessment or enrol her biometrics to complete a spousal visa, and because he is not in Ukraine, they cannot use the family migration route. What pressure can the Secretary of State bring to bear on the Home Office to ensure that if the situation escalates, as seems inevitable, our military are not left to evacuate citizens and families?

I commend the Secretary of State and the Minister for the Armed Forces for the fantastic job that they are doing in very difficult circumstances. If Russia does invade, NATO countries, particularly the smaller ones and particularly the Baltic countries, will need our reassurance. Does the Secretary of State foresee further deployments of British troops to those countries? If so, would it not be hugely reassuring to him if he had 10,000 more troops in his back pocket?

We are hosting the 10 nations of the joint expeditionary force, which includes the Nordic states plus Iceland and Holland, tonight and tomorrow at a summit. I have invited colleagues across the House, including Members on the Labour Front Bench and in the Scottish National party and the Liberal Democrats, because it is important that we recognise those countries’ importance to us as our allies. They are the ones on that frontline. My hon. Friend is right that they will be the ones most worried; some of them are territories that President Putin and his like have often felt are not territories. As I have said before, we should look at President Putin’s essay from July last year. That is one of the consequences, I fear, of President Putin being successful in Ukraine. Where will the ripples land next? We will need forces for that. We have been managing to double that up into a brigade. The enhanced forward presence is currently four multinational battlegroups; I suspect that it will grow. We will be open to more suggestions.

We should be moving against Russian dirty money in the City of London, regardless of what happens in Ukraine. I do not doubt the determination to deal with it that the Secretary of State has expressed today, but the lack of activity suggests that others in the Government do not share that determination. Can he assure us that should there be an invasion, even tonight, we are ready to take action against that dirty money?

It will not have been missed by anyone in this House that we are all vulnerable not only to dirty money, but to illicit lobbying or influence by foreign agents—all of us in this House. We have to wake up to the threat of sub-threshold challenges, whether those are money, corruption or political interference—all of us. I am not going to throw stones in glass houses, but all Conservative Members and all Opposition Members know what that looks like. We have to have more transparency, as the beginning of that process, and we have to enact some of the laws that we already have. I would be very happy, on the hon. Gentleman’s behalf, to engage with the National Crime Agency to see what more we can do.

The Chinese Foreign Minister Wang Yi said that sovereignty must be respected and that that includes Ukraine. Does my right hon. Friend believe that that will encourage President Putin to hold back? Should President Putin still invade, what impact will that have on Sino-Russian relationships and how concerned should we be for Taiwan? [Interruption.]

The Minister for the Armed Forces says, “Answer that in five words.”

It is a very important message from China to Russia, and President Putin should listen to it, but of course the most important message is that we demonstrate our resolve to protect our values, because whatever we do or do not do in this part of the world, China is watching.

The Secretary of State is being slightly more gracious about the work of European leaders in trying to find a diplomatic solution, but just a week or so ago he was saying that those efforts had “a whiff of Munich” about them. Does he want to apologise for that remark, which was not only crass, but undermined efforts to deliver Minsk II as the starting point for our best chance of avoiding war? Does he accept that if the Government are serious about playing a constructive role, they should start by getting their own house in order—first of all by repaying the almost £2 million that his party has received in Russian donations since the Prime Minister took office? Will he finally end London’s role in hiding the proceeds of Kremlin-connected corruption?

I am sure that the hon. Lady understands what I meant when I said that if President Putin invaded Ukraine, there would be “a whiff of Munich”. Of course, there were two parts to Munich: there was the appeasement, but there was also the fact that, all the way through, Hitler lied and had a plan to aggressively invade large parts of Europe. My point, as I set out in my article, was that if President Putin invaded, we would be chasing a straw man when all along he had a predetermined plan.

I suggest that, before making allegations of that sort, the hon. Lady should go back to the history books in order to understand what Munich was about. Then she will understand what I was saying. We know that, time and again, President Putin has ignored international law, ignored human rights, invaded countries, and murdered British people on these streets through orders to the GRU—and all that the hon. Lady can do is come here, stand up and tell us that we are in the wrong. Perhaps she should go to Moscow and tell it to them.

I know my right hon. Friend will agree that jaw-jaw is preferable to war-war, but does he accept that given Russian ambitions regarding Ukraine and events elsewhere, including in the South China sea, the time has finally come for the United Kingdom to recognise that we need to substantially increase our defence spending on a sustainable, long-term basis? Jaw-jaw is far more effective if a country has strong armed forces.

The Prime Minister supported and delivered the biggest increase in defence spending since the cold war. The purpose of that extra £24 billion was to modernise our armed forces, and also to ensure that we are able to enter new domains where we are threatened by both Russia and other adversaries. That is the right track.

We have been consistent, as has the Prime Minister, on the fundamental point that if the threat changes, we should always been open to review. We should also recognise that we achieve our strength in the west through our alliances: our alliances on our values, and our alliances on our defence spending. NATO is the best alliance in that regard. It is the keystone of European security. Our spending outstrips Russia’s, and our forces do so as well. The one thing that we must make sure that we continue is resolve, because resolve is what this crisis is about. We are resolved, the Prime Minister is resolved and the United Kingdom is resolved: we are going to stand up for our values again, and stand up to Putin’s aggression.

From a logistical perspective, may I ask what efforts are being made to ramp up the provision of equipment and parts which the Ukrainian military has specifically requested from the Ministry of Defence? How is that sourcing being co-ordinated with international partners to secure all the required resources and kit that are needed for the Ukrainians to defend themselves, and how are they being trained in the use of that kit?

I am in constant contact with my counterpart in Ukraine—we talk regularly—and the Prime Minister and the Foreign Secretary have been incredibly supportive. We are currently at the stage where, as I said earlier, we have supplied the anti-tank weapons and other non-lethal equipment. Britain has been side by side with Ukraine since 2014-15, so there has been a significant amount of training and capacity-building, and we will continue to look into what other options are available. We have those discussions, and where we can, we meet Ukraine’s demand; where we cannot, we try to help others to meet it.

I thank my right hon. Friend for the leadership that he has shown in recent months. The paradox is that the more Putin tries to draw countries towards Moscow, the more he repels them and the more he revitalises the very alliance that he says he is most afraid of: NATO.

May I ask my right hon. Friend specifically about sanctions? Will the UK, when it presents its package, ensure that its sanctions are synchronised with those of the United States, that they include action to prevent UK banks from handling foreign currency transfers from Russian state-owned banks, and that they also include what I know our colleagues in the United States Senate would like to include—specific sanctions against Nord Stream 2?

The President of the United States made it very clear that he will stop Nord Stream 2. I listened to that press conference, like everyone else. As for the raft of sanctions that the Government have brought forward, they are intelligently targeted, and build on existing sanctions following Crimea. However, we will of course continue to keep those measures under review.

Today Mr Putin is holding an unscheduled meeting with the Russian security council, which he says will decide on the recognition of the two breakaway republics. What would be the implication of such an eventuality for the Minsk protocols?

As I said to the right hon. Member for Islington North (Jeremy Corbyn), we urge both parties to have regard to the Minsk agreement. Only a few weeks ago, the Russians were saying that that should be under the agreement, but I think that some of those measures go exactly against it. Perhaps that is a clue to the real intention.

When I was in Donetsk oblast last month with members of the Foreign Affairs Committee, there was some sniper fire across the line of contact from Russian supporting forces. What assessment has my right hon. Friend made of false flag operations in recent days and indeed recent hours?

We must not forget that Ukraine has had 10,000 people killed since the invasion of Donbas. Often weekly or monthly on that line of control, this affects young men and women who are simply guarding their border. The false flag operations have been growing, and the worrying trend that we have seen recently fits the bill and the playbook of what we can expect, as the Russian Government potentially seek to destabilise and confuse the picture. We are not confused; we know what 160,000 troops mean, and so does the international community.

Maintaining a diplomatic focus is crucial at this time, but will the Government say what diplomatic focus they are bringing to Russian allies across the world? I have not heard the Defence Secretary talk about that.

The marked difference with Russia is that it does not have any allies. Belarus is its only ally. By your friends you shall be judged, and Belarus is it. This is one of the problems for Russia: it fails to recognise that international alliances are the sign of a civilised society and human rights. If you want to be on your own and stuff everyone else, you end up like North Korea. We will try to use Russia’s allies, and we are certainly trying people who have more influence than others, but fundamentally it is going to be in the mind of President Putin what he does next.

To what extent does my right hon. Friend believe that the undignified withdrawal from Afghanistan by ourselves and our allies has emboldened President Putin and contributed to setting in train the events that are now unfolding on the Ukraine border?

President Putin wrote his article last July, before the Afghanistan withdrawal, and I think that that is the biggest symbol of what his ambitions were. But it is absolutely the case that people who do not agree with our values will sniff a lack of resolve and take action. That is why we have to be resolved.

What assessment have the Government made of the threat against vulnerable minorities in Ukraine such as religious or ethnic minorities or members of the LGBTQ+ community? What discussions have the Government had with international allies about preventing widespread human rights abuses in the event of an invasion?

In the event of an invasion, it does not matter whether you are a minority or a majority. The Russian Government’s attitude to those people who disagree with them either at home or in another country is woeful and dangerous.

Lots of countries are at risk from an emboldened President Putin. One of the reasons we are where we are today is that, post-2014 and 2015, the west was maybe not tough enough on that initial invasion. Moldova and many other countries, including smaller countries in NATO and Bosnia and Herzegovina, are a cause for concern, and we must recognise that now is not the time to take our eye off the ball in relation to places that are far away and of which we sometimes know nothing.

I thank the Secretary of State for his answers to the questions. With the latest news regarding Russian Security Council meetings that invasion is imminent, will be Secretary of State underline what human aid support is available for the ordinary decent people of Ukraine? What has been done to provide medical supplies for civilian casualties, whose numbers will inevitably be high when civilian militias are giving young and old people with no weapons training arms to try to save their country?

First, we should have real admiration for the bravery of many of those people. Those who saw the President of Ukraine’s speech in Ukraine will know that it was almost a desperate attempt to rally people to be more supportive. A number of countries, including Germany, have supported with field hospitals and medical assistance. That is as important as lethal aid. We will do what we can, and I know that many other nations are doing so.

I thank the Secretary of State for the stance and leadership that he has taken on preserving the international rules-based system. Will he comment on a specific loophole relating to where Russia gets its money from? Under the International Monetary Fund’s special drawing rights, $650 billion was allocated to states around the world last year, and Russia got $17.5 billion. I and my US counterpart, Congressman Hill from Little Rock, wrote to our respective Governments asking them to put conditions on IMF SDR allocations. Will the Secretary of State now relook at that so that we can consider all the loopholes along with firm sanctions?

Russia is clearly mounting a massive disinformation campaign, especially through social media. Does my right hon. Friend agree that it is vital that we and our allies communicate very clearly to Russians, Ukrainians and our domestic audiences that our actions and NATO’s actions are simply about Ukraine’s right to self-determination and sovereignty and are essential to maintaining peace in Europe?

History proves that conflict between near-peer or peer adversaries gets very ugly. Although I accept that NATO’s potential for direct intervention is limited due to article 5, what planning is there for a possible cross-border refugee and humanitarian catastrophe?

It is incredibly important that NATO seeks to use the extra troops to provide resilience, reassurance and containment. One reason why we have up to 400 Royal Marines in Poland is to assist Poland should a catastrophe happen and huge numbers of refugees pour across the border. I urge the European Commission to make deep plans about what it will do about potentially massive migrant flows, the like and scale of which we have not seen since the second world war.
